  • Delta community protests bad road

Asaba-Ase community in Ndokwa East Local Government Area of Delta State has cried out to the Federal Government to fix the road linking it to the rest of the state. Members of the community maintain that the only access road that links it to the rest of the country has been washed off by flood.

The President-General of the community, Nosike Anagbogu, said the only road linking the entire community to people of other communities has been washed off by flood, saying his people have no other means of transacting their businesses, nor are they able to take their farm produce to neighbouring markets.

Anagbogu said: “If you observe carefully, you will perceive that my people are not happy. There’s no smile on their faces. I am the President-General of the Asaba-Ase community which is the gateway to many of these other coastal communities in Rivers, Bayelsa, Anambra and Delta states.

“Unfortunately, we are in a fix. The flood that ravaged many communities in the country in 2012 destroyed this road and by the special God’s grace, the Federal Government, through Federal Road Maintenance Agency (FERMA) and the intervention of our represents us in the House of Representatives, Hon. Osai Eno Osai, the job was done.

“There was a face-lift, but last year’s flood caused greater havoc on the road. We had expected that the Federal Government would come to our aid and assist us on this road after we had made several entreaties to the authorities, cried for help and our remedial effort that we’ve been able to made. Unfortunately, nothing has happened till date.

My people are sad. Anagbogu said the response of his people to the President’s call to turn to farming, is being defeated since the produce from the farms cannot be sold as there is no means to transport them to the markets.

“Mr. President said we should go back to agriculture. The Governor preached that, members of Delta State House of Assembly preached that too. But the state of the road has rendered us helpless,” he said.

He called on President Muhammadu Buhari, Governor Ifeanyi Okowa, members of the National Assembly, members of the state House of Assembly and local government chairmen to come to their aid by fixing the road.

“We are appealing to FERMA or any agency of government to come to our rescue. It is either this road or our lives. Right now, we are going to take this matter to anywhere. This is a federal route. There is Ecological Fund with which you people can intervene,” he said.

  • Youths charge Okowa to appoint young technocrats to run second term office

The Delta state governor, Dr Ifeanyi Okowa, has been charged to appoint young, dynamic and ICT-savvy Deltan people into his cabinet as he starts off his second tenure in office on May 29, 2019.

The call was made on Sunday, at the inauguration ceremony of the newly elected executive of the Niger Delta Youth Movement (NDYM), Delta state chapter, which is the umbrella body of all Niger Delta youth groups in Nigeria, at Ifiekporo town, Warri South council area of the state.

The newly inaugurated chairman, Comrade Monoyo Edon, in his acceptance speech, said that Delta State parades vibrant youths with modern knowledge of governance from across all ethnic groups in the state that can serve excellently well in the second administration of the governor.

“As this administration winds to an end in a few days, (on May 29, 2019) we would like to urge Governor Ifeanyi Okowa to appoint young and vibrant technocrats, who truly know the onus of their trade, to drive his cabinet and agenda. Delta State has enough resources to be the leading light in Nigeria in terms of infrastructural development, manufacturing, Information and Communication Technology. Delta State should not be among ‘wealthy yet docile states’ run on analogue ideas”, he advised.

Comrade Edon, who frowned at the practice of sacrificing qualitative governance on the alter of political compensation, said “the period of politicking is over. The practice where political gladiators are given sensitive appointments as compensation for their roles during electioneering must be discontinued.

“Your Excellency, your second tenure should be about qualitative governance as obtainable in Lagos state and other states where technocrats are running government”, he noted.

In separate remarks, invited guests and leaders of the group advised the new executive to carry every youth of the five ethnic nationalities along while maintaining political neautrality.

The honorable member representing Warri South Constituency 1 at the Delta State House of Assembly, Hon. Shola Daibo, advised the leadership of the group to kill tribalism, saying “we should not allow ethnicity and politics change us. Go about your activities with integrity and equity”.

Comr Joe Jackson, National President, Chief Godspower Odenema, former National President and Comr. Monday Agbeyi, former State Secretary all of NDYM, advised the newly elected executive not to betray the founding tenets of the group, which had united them for almost twenty years

Chief Odenema said “bear in mind that you represent not just your ethnic group but also the five oil producing ethnic groups of Delta State. You have the fundamental task of uniting every youth with programmes and empowerment benefits.

  • Delta APC leadership crisis: Elders move to reconcile members

Following Court of Appeal’s declaration of the Prophet Jones Erue Executive Committee of Delta State’s All Progressives Congress and the sacking of the Chief Cyril Ogodo-led committee, party elders have initiated fresh moves to reconcile alienated members, reports Associate Editor, Sam Egburonu.

Until late last week, when the Court of Appeal sitting in Benin, Edo State, affirmed the candidacy of Senator Omo-Agege and 43 other candidates of the All Progressives Congress  that emerged through the electoral college of the Jones Erue’s Executive of Delta State APC, the reconciliation initiatives of concerned party elders in the state have been hindered by uncertainty.

But with the appeal court’s ruling, The Nation gathered within the week that the concerned party leaders are meeting to reconcile warring parties. An aide to one of the leaders, who pleaded not to be named, said some crucial meetings have been held in Asaba, Warri and Abuja in the last few days and that another important meeting is being planned by some concerned groups and that barring any last minute changes, it would hold in one of the party leaders’ residence in Asaba this weekend. Part of the aims of the planned meeting is to deliberate on the terms that will help resolve the prolonged leadership crisis, “if possible before the inaugurations so as to have a strong, united and peaceful opposition political party in the state.”

It would be recalled that the appeal court’s ruling followed a petition filed by APC against an earlier judgment of Asaba Federal High Court, March 18, 2019, which declared Cyril Ogodo-led faction as the elected executives of APC in Delta. But the appeal court in a unanimous judgment, read by Justice Mohammed Shaibu, held that the lower court “lacked jurisdiction to entertain the suit as it bordered on the intra-party matter.”

The appellate court also held that the respondents’ non-compliance with section 97 of the Sheriff and Civil Process Act was “a fundamental breach of the law.”

It said, for example, that the respondents failed to comply with the statutory provision of service writ of summons, as the writ was not endorsed.

Another issue the appeal court frowned at is the respondents’ failure to file their suit within 14 days of the act complained of (pre-election). The appellate court held that this “extinguished their rights” and further that they lack “locus standi” to contest the primary they did not participate‎ in. “In the instant case, the respondents were neither aspirants‎ nor contestants,” the court held as it upheld the appeal and set aside the substantial order nullifying the candidacies of Senator Omo-Agege, Chief Great Ogboru, Rev. Francis Waive and 41 other APC candidates in the elections.

The judgment was the same in another appeal by the Independent National Electoral Commission (INEC) on the same subject matter, where the court in another unanimous judgment, delivered by Justice C.N Uwa, held that “election matters are time-bound and must be strictly adhered to, and that the lower court was wrong to have assumed jurisdiction in the suit. “The lower court was wrong; the judgment is a nullity and is hereby set aside,” the court held.

Dr. James Edewor, a political analyst, who described himself as an APC supporter in the state, told The Nation that frantic efforts are already being made within and outside the state to resolve the crisis. “With these rulings, I think what is left for APC is to ensure reconciliation and peace. We can’t achieve much if we fail to come together. It is a pity we allowed our differences to generally affect our party during the last general elections. Let us come together to build a united, virile opposition in the state that can take over from PDP in the near future. This should be the concern of the party leaders and their supporters,” he said.

Edewor also revealed that some concerned party supporters have been meeting at various locations and that in one of such meetings by some Urhobo stakeholders; associates, on Monday this week, resolved to approach Chief Sylvester Kowho, an Urhobo elder, to reach out to Olorogun O’tega Emerhor’s camp and help convince the camp of the need for genuine reconciliation at this point.

    So long a struggle

It would be recalled that the leadership crisis in the Delta State chapter of APC was so deep before the last general elections that President Muhammadu Buhari not only expressed concern, but reportedly ordered the Minister of State for Petroleum, Dr. Ibe Kachikwu, to personally move in to resolve the matter before the elections. That was sometime in July, 2018.

Confirming the presidential intervention, one of the major actors in the leadership crisis, Chief Cyril Ogodo, who is in the camp of Olorogun O’tega Emerhor, pledged that the State Executive Committee which he headed then would give the minister and the Adams Oshiomhole-led National Working Committee its support in order to ensure stress-free resolution of the crisis. As it turned out, that resolution could not be concluded before the elections.

The factions led by Ogboru/Omo-Agege and Olorogun O’tega Emerhor/ Cyril Ogodo respectively, had conducted parallel congresses in the state. Since the matter could not be resolved by Kachukwu or Oshiomhole before the elections, it had since after the elections remained in the courts, thus leaving concerned stakeholders rather confused on how to resolve the matter.

The face-off of course dates back to the days before the 2015 General elections, when the former political associates,

Olorogun O’tega Emerhor, Great Ogboru and Omo-Agege fell out over political leadership in the state.

Explaining why it has long to resolve the crisis, Edewor said: “This reconciliation has been difficult because the main actors in the crisis were, as you know, former political associates. They separated in the build up to the 2015 general elections when Chief Great Ogboru and Senator Ovie Omo-Agege had to align with and contest the governorship and Senatorial elections respectively on the platform of the Labour Party, leaving Olorogun Otega Emerhor, the founding father of APC in the state, to fly the governorship flag of APC. So, with Ogboru and Senator Omo-Agege’s return to APC after the 2015 elections, the battle for who leads APC in the state has understandably remained rather tricky.”

  • Why I set up transition committee — Okowa

Governor Ifeanyi Okowa of Delta State on Thursday said he would like to leave a legacy in the state that would judge him as having done very well as governor.

He also explained why he set up the transition committee despite the fact that he would still continue as governor for a second term.

The governor spoke after receiving the report of the 20-man Transition committee which was presented by its Chairman, Prof. Sam Oyovbaire in Government House, Asaba.

The News Agency of Nigeria (NAN) reports that Oyovbaire presented the report before other members of the committee and some state executive council members.

Okowa said that the report had become necessary to x-ray the performance of his administration in the last four years and suggest ways forward in his second term.

He thanked members of the committee for their commitment to the affairs of the state which led to the speedy delivery of the report.

“On behalf of the government and the people of Delta State, I want to thank the Chairman of the committee and its members for putting up this report within six weeks of inaugurating this committee.

“I believe that most of the things we did in the first tenure were as a result of the implementation of the report of the transition committee which we acted on.

“And as such, the report of this committee will be very useful to us as we work for a stronger Delta in the next four years.

“Some persons have asked me why we are setting up transition committee, bearing in mind that I am continuing as Governor till 2023.

“I told them that the committee needed to assess what we did in the first tenure independently, advise us on what to do in the areas we need to improve on, and to also applaud us in the areas we need to sustain, because I will like to be remembered at the end of my tenure as a Governor who has done very well,” Okowa said.

Earlier, Oyovbaire while presenting the report, commended the governor for setting up the transition committee.

He disclosed that the committee considered a lot of issues before arriving at the report.

The committee chairman urged the governor to make the report available to Ministries, Departments and Agencies (MDAs)when approved, to ensure synergy in the delivery of benefits of democracy to the people of the state.

  • Okowa decries get-rich-quick syndrome among Nigerians

Delta State Governor, Dr Ifeanyi Okowa has decried the craze for wealth and material possessions among Nigerians.

He attributed the rise in violent crime and other vices to inordinate desire for wealth and materialism.

Okowa spoke on Sunday at the 1st session of the 15th Synod of the Asaba Diocese of  the Anglican Communion held at St. Paul’s Anglican Church,  Ubulu-Okiti,  Aniocha South L.G.A Delta State.

According to Governor Okowa, “the inordinate desire for wealth and material possessions inevitably results in compromise, covetousness and corruption; this is, perhaps, our greatest undoing as a nation today as people want to make money at all costs and the result is what we are seeing all around us – rise in cases of ritual killings, kidnappings, advance fee fraud (popularly known as yahoo yahoo), violent crimes and even occultism in churches.”

Continuing, “While God is committed to meeting our needs, it is also His will that we do not make making money our main pursuit in life; His command remains to seek His kingdom first and all other things will be added (Matthew 6:33),” he stated.”

He observed that the theme of the synod, “the pursuit of the vain and the evanescent,” addresses “the concerns of mortal beings that are daily caught in the dilemma of whether to pursue after that which is spiritual and, therefore, eternal or that which is material and, therefore, temporary; the choice is not often as easy as it may sound in a Sunday school class because out there in the real world things can get really sticky.”

“Truth be told, we need many God-fearing leaders in all facets of our national life; men and women who will think less of themselves but more of the people that they have been called to serve, because, it is against the divine order for any leader to attempt to use his position to oppress and boss people around,” the governor who was accompanied by a retinue of aides to the event said, adding,

“My advice is that we simply live our lives to worship, love, obey, trust God and leave the rest to Him.”

Earlier in a sermon, Rt. Rev. Markus Danbinta, Bishop, Diocese of Dutse, urged Christians to store their treasure in heaven rather than on earth, stating,  “your deeds here on earth is your treasure in heaven; the deeds of kindness done to the people in need are done for Christ and are treasures in heaven.”

“We are so mindful of our own things; we don’t give much attention to other people which is not good and we should know that your character will also, determine if you will go to heaven or not; don’t be too attached to the world, see yourself as someone on pilgrimage earth and aspire to make heaven with your deeds,” the Bishop said.

  • Police nab 9 illegal bunkering suspects in Delta

The Delta state police command has arrested nine illegal oil bunkering suspects in Warri, Delta state.

The suspects were arrested by operatives of the Special Task Force on Pipeline Vandalization attached to the PPMC depot in Warri during a raid of two notorious locations within its coverage areas.

Commander of the Special Task Force, Anti- Pipeline Vandalization on Petroleum and Illegal Bunkering, Police Superintendent (SP) Mohammed Yakubu, told newsmen at the weekend that the locations comprise Oteghele and Ugbodede Communities both in Warri South Local Government Area.

He said the locations have been known to harbour large expanse of illegal oil bunkering activities, especially, the locally refined AGO otherwise known as diesel.

Yakubu also said that over 50 illegal refineries were destroyed and an estimated fifteen thousand (15,000) litres of refined diesel about to be loaded into wooden boats in sacks to be delivered to potential buyers, were impounded at both locations.

He said the arrest was made possible based on the intelligence gathering efforts of his men and officers.

He revealed that the Commander decided to invade the locations on Thursday, April 25, 2019, after it had been clearly established that it was one of the busiest days in both camps.

He disclosed that while the Ugbodede community camp abhors 13 illegal refineries, the Oteghele community end controls the largest with about 37 refineries operating at full capacity in the area.

He said that the suspects were still been detained for further interrogations, adding that they would soon be charged  to  court for prosecution after investigation had been concluded, while the seized product would be handed over to the appropriate agency.

“It may interest you to know that this breakthrough was made possible through the cooperation of some good citizens who provided the information that led to the arrests.

“I want to sincerely thank these people and urged the members of the public, particularly those residents in places where these criminals acts were being perpetrated to feel free to come and give us useful information that could lead to more arrest of these criminals,” Yakubu said.

He warned those behind these dastardly acts to begin to have a change of mind about the illegal oil business as the task force was more than ever determined to come after them.

“Culprits should desist from these act because besides the renewed efforts of my men and officers to rid the area of the criminal act, the business itself is very dangerous as the environment they are exposed in these camps on daily basis is injurious to their health,” Yakubu said

  • Delta Ijaw community protests effect of well-head fire on people’s health

The people of Polobubo (Tsekelewu), an Ijaw community in Warri North council area of Delta state have raised the alarm over the health and ecological hazard that an ongoing fire on a well-head in their community is now posing to their lives.

The community, who raised the alarm during a peaceful protest carried round the waterlogged community on Sunday evening, also called on the federal government to prevail Chevron Nigerian Limited (CNL), the operator of the Ikpalakpala-bou well-head, not to set off another round of ethnic crisis between them and their Ilaje neighbours in Ondo state.

The Nation gathered that the Ikpalakpala-bou well-head had been on fire as well as spewing gas into the atmosphere sing April 18, 2019, a situation which the leaders of Polobubo community claimed had resulted into a number of health cases and shortage of consumable water.

Perhaps, the most heated of the issues raised by the current fire was the confusion the community claimed the oil company had generated over the ownership of the land where the facility is located. According to them, Chevron had addressed well-head in a letter sent to the community as Ojumale, name of a community in the neighbouring Ondo state.

Addressing journalists during the protest, some of the leaders of the community, including the Secretary-General of Polobubo National Council, Mr. Midwest Kukuru; Chairman of Polobubo Oil and gas Committee, Deacon Ologun Azikboro; and the Secretary of Polobubo Bloc Youths Executive, Comrade Markson Aboh, all called on government to swiftly intervene before situations go out of control.

According to Azikboro, Chevron is about sparking the sort of communal crisis that has been experienced in Ogoni land in Rivers state, saying Polobubo people would never allow their land be ceded to another community, adding that failure of Chevron to act now could lead to the shutting down of its operations in the area.

“We will never agree to that because that place is known as Ikpalakpala-bou well-head, which belongs to Tsekelewu and Opuama communities and I can recall that this is the third incident on that well-head this year and Chevron has yet to close them out. We say a newspaper publication last week Wednesday in which a particular community is claiming to own that well-head.

“I want to use this medium to inform the whole world that Chevron is at the verge of causing another communal crisis and if this happens, it will not do us good and Chevron will live to regret it. This is the same kind of crisis that Shell caused in Ogoniland, but we will never allow it. We will never allow our land to be ceded to another community.

“The boundary adjustment cases are there, we have a lot of historical facts to prove that that place belongs to us. Chevron should address this issue once and for all. They should also address all the ecological hazards that have come with this incident of well-head fire, else we are going to shut down their operations and activities in this area”, he said.

Speaking on the health hazard now posed against the community, Comrade Markson Aboh said “we are calling on both government and Chevron to wade into this situation, as a matter of urgency; they should send relief materials to the people of the community because our people are really facing health issues right now. At some point we had to announce to the people of the community to stop drinking and using rain water for consumables for the time being”.

Also speaking of the efforts by the community to ascertain the level of damage and to get the company to set records straight on some grey areas, the Secretary of the Polobubo National Council, Mr. Kukuru said the community’s efforts had so far been rebuffed by officials of the company on site.

“We were trying to access the place today, but the Field Security Officer (FSO) of the company refused us access to the place and we wonder why. We had been earlier told that the fire had been controlled, but when we got there we discovered that it is very much on. At the site they completely refused us to gain access to the place.

“This fire has been on since 18th of this month and our community solely relies on rain water for consumption, this emission is already killing us. Our people use the rain water fetched from their roofs gutters, the roofs on which the soot from the fire as well as the emitted gas must have settled, meaning our people have been drinking polluted water, drinking dangerous chemicals”, Kukuru said.

Meanwhile, when contacted for the company’s response, spokesman of CNL in Warri said a proper corporate response would soon be made available.

  • Bitumen as elixir to Niger Delta infrastructural development

The administration of President Muhammadu Buhari has shown commitment to infrastructural development. BOLAJI OGUNDELE reports that Matrix Energy has intensified efforts towards complementing Federal Government’s determination to achieve its aim.

With the Federal Government’s determination to aggressively improve infrastructure across the country, Matrix Energy, through its subsidiary, Aida Energy, has commenced bitumen distribution with delivery of its first bitumen vessel, MT Jin Zhou Wan on April 17.

In a chat with reporters in Warri, Delta State, on the rationale behind investing into bitumen, the Chief Operation Officer (COO) of Matrix Energy Group, Mr. Loqman Salam-Alada, said the group identified inadequate infrastructure in the reception facilities for bitumen, distributing trucks as well as a supply gap.

“We have good relationship with most of the major construction companies. We sell diesel to them and identified the stress and pain they go through in getting bitumen supply. We also noticed the way some marketers are taking advantage of the market. Our coming into the market will bring stability and healthy competition.

“The best we can do is to support government’s aspiration of ensuring that all the materials required to make good roads and rail tracks are available. That is what we are doing now, especially as government is seen to be sincere in its efforts towards infrastructural development,” he said.

He further said that for the company to meet the demand of supplying bitumen across the country’s geo-political zones, it had acquired a total of 32 distribution trucks, expecting to take delivery of 20 more before the end of June.

On the capacity of the storage depot, Salam-Alada said the Aida Energy facility has the capacity to store up to 5,700 metric tons of bitumen, seven million litres of Aviation Fuel and 13 million litres of AGO, adding that the company intends to maintain a seamless supply culture as it would receive fresh cargo of the product every two weeks to ensure availability.

“The vessel arrived with 5,400 metric tons of bitumen. We completed our bitumen facility last month and it is the first cargo that has just arrived. We will commence discharge any moment from now. We have a facility whose capacity is about 5,700 metric tons. The same facility also has tanks for storage of aviation fuel. The cargo will soon arrive in the country.

“Our investments and improvement strategies have resulted in the expansion of our storage capacity to about 150 million litres of Hydrocarbons, enabling us to receive, store and distribute a wide range of petroleum products including LPG (Cooking Gas), Gasoline/PMS, Gasoil/Diesel, Aviation Fuel, Household Kerosene, Bitumen and Fuel oil. At present, Matrix Group is the only company in Nigeria that can handle all of these products.

“Matrix Group is truly an integrated company with the capacity to transport its products from terminal and storage facilities globally to our storage facilities in Nigeria, load with our own trucks and deliver to our retail outlets and ultimately to the end users.

“The dominant and unique position was not built overnight. We have kept investing. The fortunate part of this is that all these infrastructure and investments have created a lot of jobs and benefits for our host communities”, he said.
