    CNA confirms attack on staff by DSS operatives, appeals for calm

    The Clerk to the National Assembly (CNA) Sani Magaji Tambuwal has confirmed brutalisation of two senior staff members by operatives of the Department of State Services (DSS) within the complex.

    Tambawal, in a statement by the Secretary, Human Resources and Staff Development, Birma Shuaibu Maina, however appealed to staff to be “calm, peaceful and law abiding” saying the situation was “under control.”

    The statement titled: “Appeal for calm” reads: “The top management of the National Assembly is aware of the unfortunate incident that happened on Friday, 17th May, 2024, which involved Dr. John Nnnaji – Clerk, Senate Committee on Petroleum (Upstream), Comrade M. C. Odo and some DSS Personnel at the National Assembly Complex.

    “The Clerk to the National Assembly and top management team visited

    Comrade Odo at the National Assembly Clinic and immediately called for an

    emergency meeting between the Management, Security Personnel and

    PASAN (Parliamentary Staff Association of Nigeria) officials during which the unfortunate incident was deliberated upon

    and unanimously resolved as follows:

    “That DSS and other security operatives should work in harmony with the Sergeant-At-Arms; all security operatives within the National Assembly Complex

    should be civil in the discharge of their duties; and

    all members of Staff should always display their I. D. cards for easy identification.

    “The CNA and the top management hereby appeal to staff to be calm,

    peaceful and law abiding as the situation is under control.”

    DSS operatives brutalise two National Assembly staff

    Two senior staff members of the National Assembly were on Friday reportedly brutalised by operatives of the Department of State Services (DSS).

    Trouble was said to have started around 11:45am when the two staff were asked to identify themselves as they made their way from the New Senate Building to the White House section of the Complex.

    According to an eye witness account, the two staff, John Nnadi of the Senate Committee on Petroleum (Downstream) and Chris Odoh, a deputy director, had flashed their Identity cards to the DSS operatives but were accused of not identifying themselves properly.

    Being senior staff of NASS, attempts to proceed to the White House from the door linking the walk way linking the two edifices, were  said to have been resisted by the DSS operatives. 

    The action of the DSS was said to have led to a scuffle  and outright physical assault of the staff by the operatives.

    It was learnt efforts by passers-by to resolve the crisis, had angered the DSS operatives who after being  joined by four other operatives, descended heavily on the two affected staff by dragging Nnadi and pushing the Deputy Director (Chris Odoh) to their office at the White House.

    The forceful movement and dragging of John Nnadi and Chris Odoh to the DSS office by its operatives from a distance of about 125 metres and the rising pandemonium, drew the attention of the staff of the Unity Bank and United Bank for Africa (UBA) as well as other employees of the Senate Public Accounts Committee and Journalists from the Senate Press Centre  whose offices were along that route.

    Not happy about the embarrassment of the two staff, other members of staff of the National Assembly from various offices at the White House, including a Sargent-At-Arms who often bears the mace during procession of presiding officers of the Senate spontaneously gathered at the front of the DSS’ office with a call on the operatives to allow the two victims go.

    The Divisional Police Officer in charge of the the National Assembly, Alex Annagu and Deputy Clerk to the Senate (Legislative), Mrs Ilobah Isabella, later arrived at the scene and tried to calm the situation. 

    They appealed to the crowd to return to their respective offices.

    While listening to the appeal from the DPO and Deputy Clerk, one of the affected staff John Nnadi stormed out of the DSS’ office, saying in a loud tone that the Clerk to the National Assembly (CNA), Alhaji Sani Magaji Tambawal, must hear about the injustice and intimidation the DSS operatives had subjected him and the Deputy Director to.

    His suggestion was spontaneously accepted by the crowd who joined him to march to the office of the CNA, chanting: “We no go gree o , we no go gree” for about 15 minutes before dispersing, since the CNA was said not to have been in the office at the time. 

    On getting back to the lobby, the DPO, further appealed to the victims and other staff that had gathered to allow peace to reign saying the police would investigate the matter to ascertain the cause of the misunderstanding and the subsequent action of the DSS operatives.

    “My appeal to all at this point, particularly Mr John Nnadi, is that, we should all return to our offices while Nnadi and Odoh go to the Clinic for medical examination. 

    “Gathering here and chanting solidarity songs will not right whatever wrong that might have been committed but going to the clinic for medical examination and possible establishment of any injury from the alleged assault, will help in establishing a case,” he said.

    The assaulted John Nnadi who was later joined by Chris Odoh, thereafter, went to the Clinic, while the enraged crowd subsequently dispersed at about 12:35pm.

    The governor of Abia State Governor, Dr. Alex Otti, has approved the constitution of a Security Advisory Council and Security Trust Fund for the State.

    Among the people appointed to the state security council include the former Chief of Army Staff, Lt. General Azubuike Ihejirika; chairman of the council, former Director of State Security Service (DSS), Mr. Ray Nkedirim.

    Other service personnel included in the council are DIG Uche Ivy Okoronkwo, (rtd),Vice Chairman; Maj. Gen. Abel Obi Umahi, (rtd); Air Vice Marshal (AVM) Emmanuel Chukwu (rtd); Maj. Gen. J.O. Nwaogbo (rtd);  and Navy Cmdr Macdonald Ubah (rtd), Secretary.

    The governor in a statement signed by his Chief Press Secretary (CPS), Mr. Kazie Uko, also constituted the Security Trust Fund Committee.

    Their appointments according to the statement take immediate effect.

    DSS denies shooting man at Lagos filling station

    The Department of State Services (DSS) has denied its operatives shot someone in a filling station in Lagos.

    A young man, Toheeb Eniafe, was reportedly shot and killed by security operatives in an incident at a filling station belonging to the Nigerian National Petroleum Company Limited at Obalende in the Ikoyi area of Lagos State on Thursday.

    The Service on its X (formerly Twitter) verified handle @OfficialDSSNG monitored by The Nation on Thursday evening posted that enquiries about the matter should be directed to the police.

    It reads: “The story that two DSS staff allegedly fired at a member of the public in a filling station and were also attacked by an angry mob in Obalende area of Lagos is NOT TRUE. The Police PRO in Lagos may be contacted for further enquiries on the incident, please.”

    Court to rule on alleged terrorists’ negotiator Mamu’s request for transfer from DSS detention

    A Federal High Court in Abuja has scheduled ruling for May 20 in the application by alleged terrorists’ negotiator, Mohammed Tukur Mamu, seeking to be relocated from the custody of the Department of State Services (DSS) to Kuje Prison in Abuja.
    Justice Inyang Ekwo chose the date after lawyers to the parties made their final submissions on the application.
    Mamu was arraigned before the court on March 21 on a 10-count charge bordering on terrorism-related offences, filed by the Office of the Attorney-General of the Federation (AGF).
    He was, among others, accused of having relationship with terrorists and involvement in the ransom negotiation for those behind the March 28 attack on an Abuja-Kaduna train and abduction of the passengers.

    Mamu is currently being kept in the custody of the DSS while his trial is ongoing.
    His lawyer, Abdul Mohammed (SAN), while arguing the application yesterday, alleged that the DSS did not comply with a court order on December 19, 2023 that the defendant be allowed access to his personal physician for medical treatment.
    Mohammed claimed that the defendant was only allowed access to the physician once during which a report of comprehensive medical examination to be carried out on him was submitted to the DSS.
    He claimed that his health had since deteriorated and that he may die any moment, if he was not moved to Kuje Prison.
    Lawyer to the prosecution, David Kaswe, who suddenly left the courtroom in the course of proceedings without seeking the judge’s permission, was not available to argue for his client.
    Justice Ekwo wondered why Kaswe, a lawyer in the office of the AGF, exited the court without giving notice.

    IPC decries incessant harassment of Arogundade by DSS

    The International Press Centre (IPC) has expressed its displeasure over the incident of harassment of its executive director, Lanre Arogundade, by officials of the Department of State Services (DSS) at the Murtala Mohammed International Airport, Lagos, Nigeria.

    This was contained in a statement issued on Tuesday, April 16, and signed by the Press Freedom Officer, IPC, Melody Akinjiyan.

    The statement said the incident of last Thursday, April 11, 2024, while Arogundade prepared to board a late-night Air France Flight to Berlin, Germany, to participate in the respective general meetings and conferences of the African Freedom of Expression Exchange (AFEX) and the International Freedom of Expression Exchange (IFEX) would be the umpteenth of such unwelcome development.

    It said Arogundade is a renowned journalist, advocate for social justice and democracy, former chairman of the Lagos State Council of Nigeria Union of Journalists and former President of the National Association of Nigerian Students, believing that the roles and positions should not warrant his unending torment by the DSS.

    The statement quoted Arogundade as recounting the encounter in a Facebook post, saying: “I was harassed by the DSS officials for about 40 minutes because they claimed my name was still flashing on their watchlist despite the declaration two years ago by the Director General of the DSS, Mr. Yusuf Magaji Bichi, that my name had been removed when he met a delegation of Nigeria’s chapter of the International Press Institute (IPI) led by Musikilu Mojeed.”

    The statement said Arogundade additionally informed IPC management that the senior DSS official to whom he was referred threatened to bar him from travelling unless he produced his old passports, describing the request as “bizarre and ridiculous”.

    It said: “IPC holds that the persistent harassment violates Arogundade’s right to freedom of movement and undermines basic democratic principles.

    “IPC hereby calls on the Director General of the DSS, and in particular, his men and officers at the Murtala Mohammed International Airport to desist from further harassing Arogundade.”

    Eid-el-Fitr: DSS admonishes citizens on charity, empathy, unity

    The Department of State Services (DSS) has admonished citizens to carry forward the spirit of charity, empathy and unity beyond the festivities and abstain from any act capable of undermining these principles. 

    The Service felicitated with the Muslim Ummah on the Eid-El-Fitr festival in a statement by the Director, Public Relations and Strategic Communications, DSS National Headquarters, Abuja, Dr Peter Afunanya on Tuesday.

    Afunanya advised citizens to be security conscious as well as report suspicious activities to security and law enforcement organisations. 

    He said on its part, the Service will sustain collaboration with sister security agencies and indeed other stakeholders to ensure hitch free celebrations.

    The Service congratulated the Muslim Ummah for the peaceful completion of the Ramadan, which is a period of fasting, prayer and reflection for the Muslim faithful worldwide.

    DSS gets court’s nod to detain suspected ISIS member for 60 days

    A Federal High Court in Abuja has granted an order allowing the Department of State Services (DSS) to detain for 60 days a Nigerian, Emmanuel Osase, accused of being a member of the Islamic State in Iraq and Syria (ISIS). 

    Justice Inyang Ekwo gave the order yesterday while ruling in an ex parte motion filed by the DSS.

    Moving the motion, DSS’ lawyer A. A. Ugee said the motion was brought pursuant to Section 66(1) of the Terrorism (Prevention and Prohibition) Act 2022.

    Ugee said the motion was filed to obtain the court’s order to detain Osase for 60 days pending the conclusion of an ongoing investigation in a case of terrorism involving the suspect.

    In his ruling, Justice Ekwo said: “Upon studying the averments in the affidavit, I hereby grant the relief as prayed.”

    The judge adjourned till June 3 for report of further development in the case.

    According to a court document filed by the DSS, Osase was arrested on March 11 and was accused of propagating the messages of ISIS, opposing the democratic system of government in Nigeria and calling for terrorist attacks on Nigeria and its symbols of sovereignty.

    It added: “The respondent was arrested by a team of personnel from the applicant’s office for alleged membership and propagation of Islamic State in Iraq and Syria (ISIS) terrorist messages, including opposition to the democratic system of government and the call for staging terrorist attacks against Nigeria state and its symbols of sovereignty.”

    The DSS alleged that Osase was jailed for five years for terrorism-related offences in France and was deported after the completion of his sentence.

    It added: “Preliminary investigation revealed that the respondent, who is an ex-convict, still engages in terrorist activities which previously led to his conviction in France.

    “The respondent appeared not to have renounced his terrorist ideologies, as he continues to engage with the proscribed pro-ISIS online media group known as ‘al-Alawn Media Foundation’ whose main objectives is the creation and dissemination of terrorist content and the promotion of terrorist attacks against democratic systems of government, such as Nigeria and the Western governments, including their interests across the globe.

    “The respondent, who was born in the Federal Capital Territory, left Nigeria for France and never returned to Nigeria until his deportation after the completion of a five-year jail term in France for acts of terrorism and an attempt to join the Islamic State (IS) linked terrorist group, Friqat Al-Ghuraba (Group of Foreigners) in Syria.

    “The respondent, at the point of arrest, formatted his mobile device to factory settings upon sighting security agents, ostensibly to wipe out any suspicious contents on the device and cover up his nefarious activities.

    “The activities of the respondent constitute a potent threat to national security and corporate existence of Nigeria…”

    Justice Inyang Ekwo gave the order on Wednesday while ruling in an ex-parte motion brought by the DSS, marked: FHC/ABJ/CS/409/2024. 

    While moving the motion, DSS’ lawyer, A. A Ugee said the motion was brought pursuant to section 66(1) of the Terrorism (Prevention and Prohibition) Act 2022.

    The DSS stated that from its preliminary investigation,  Osase was still involved in terrorist activities, adding that he still engages with a proscribed pro-ISIS online media group known as “al-Alawn Media Foundation. 

    It added: “Preliminary investigation revealed that the Respondent, who is an ex-convict, still engages in terrorist activities which previously led to his conviction in France;

    “The respondent appeared not to have renounced his terrorist ideologies, as he continues to engage with the proscribed pro-ISIS online media group known as ‘al-Alawn Media Foundation’ whose main objectives is the creation and dissemination of terrorist content and the promotion of terrorist attacks against Democratic Systems of Government such as Nigeria and the Western Governments including their interests across the globe;

    “The respondent, who was born in the Federal Capital Territory, left Nigeria for France and never returned to Nigeria until his deportation after completion of a five-year jail term in France for acts of terrorism and attempt to join the Islamic State (IS) linked terrorist group, Friqat Al-Ghuraba (Group of Foreigners) in Syria.

    “The respondent, at the point of arrest, formatted his mobile device to factory settings upon sighting security agents ostensibly to wipe out any suspicious contents on the device and cover up his nefarious activities;

    “The respondent is helping with vital information that will lead to the arrest of other members who are still at large,” the DSS said..

    Easter: DSS urges Nigerians to be vigilant, felicitates Christians 

    As Christians across the country celebrate Easter, the Department of State Services (DSS) has called on Nigerians to be vigilant and reports attempts to breach security to relevant law enforcement agencies.

    The Service also advised celebrants to restrain from such behaviors as illicit drugs, excessive alcoholism as well as reject all forms of bigotry and other social vices during the ceremony.  

    Director, Public Relations and Strategic 

    Communications, Department of State Services National Headquarters, Abuja, Dr Peter Afunanya, in a statement on Friday, implored them to renew their commitment to the peace, unity of Nigeria and work towards her inclusiveness.

    The Service felicitated with Christians on Easter celebrations.

    The statement reads, “The Director General, Management and Staff of the Department of State Services (DSS) wish to felicitate the Christian faithful on the celebration of Easter.

    “It also uses this opportunity to call on Nigerians to draw lessons from the forbearance and humility of Jesus Christ and apply the same in their daily affairs. 

    “The Service reminds them to use the event which illustrates sacrifice and forgiveness to refocus their love for one another, the nation and humanity at large. 

    “On this note, citizens are encouraged to adopt self-control, discipline and compassion in their dealings and conducts. The Service enjoins them to eschew bitterness, disloyalty, fake news, hate speech and violence.”
