    NBA hails El-Rufai’s land reforms

    The Nigeria Bar Association (NBA) in Kaduna State has lauded Governor Nasir El-Rufai for eradicating bureaucratic bottlenecks which characterised land transactions and administration.

    The association praised the governor for what it termed ‘transformation of the lands ministry’, saying the revolutionary approach in the land administration was laudable.

    The Chairman, Sherrif Ndasule, spoke at the opening of the 2017 edition of the annual Law Week.

    The Law Week was themed: “Governance, Stakeholders’ Engagement and the Law in Kaduna State”.

    His words: “The transformation of the Bureau for Lands, Survey and Country Planning, to the Kaduna Geographic Information Service (KADGIS), in no small measure alleviated the rigour and bureaucratic bottlenecks which hitherto heralds lands transactions and administration.

    He, however, urged the government to do more in citizens’ engagement in governance, with a view to carrying them along and giving them a sense of belonging.

    “In rising to the needs of the people and the society, government should, at the same time, engage stakeholders’ and give them a sense of belonging.,” he added.

    The Kaduna State government has reverted to the 77 districts and 1,429 village units that existed prior to 2001. With this development, 313 District Heads and 4,453 Village Heads appointed after 2001 have been ordered to vacate office.

    This, according to the Commissioner for Local Government Affairs, Jafaru Ibrahim Sani, is to reduce the burden that a bloated payroll imposes on local governments.

    Sani, who addressed a news conference in Kaduna, said the development will empower the councils to undertake capital projects and deliver public goods.

    He said the government consulted the Council of Chiefs before embarking on the restructuring.

    He said: “The government is happily and conscientiously supporting all the 32 emirs and chiefs in. It is the duty of government to pay their salaries and allowances, and it shall continue to be responsible for all our graded chiefs.”

    According to him, the support includes providing official vehicles, which have been purchased, for third-class chiefs, and the maintenance of palaces, 10 of which were recently renovated.

    The Kaduna State Government has restructured its districts and village units to reduce the burden that a bloated payroll imposes on local government councils.
    With this development, government has reverted to the 77 districts and 1,429 village units that existed prior to 2001. Therefore, 313 District Heads and 4,453 Village Heads appointed after year 2001 are to go.
    Addressing a news conference in Kaduna to announce the government’s decision, Commissioner for Local Government Affairs, Alhaji Jafaru Ibrahim Sani, said the development will empower the councils to be able to undertake capital projects and deliver public goods.
    Sani, said government reverted to the 77 districts and 1,429 village units that existed prior to 2001, adding that it has consulted the state Council of Chiefs which has endorsed the restructuring of districts.
    The commissioner said that the creation of 313 more districts from 2001 increased the number of district heads to 390, which along with personnel in the district office, added more than 2,700 employees to the payroll of the local government councils.
    He revealed that a committee set up to address the administration of districts concluded that the proliferation creates a financial burden for local government councils.
    Sani said, “the state government is happily and conscientiously supporting all the 32 emirs and chiefs in Kaduna State. It is the duty of the state government to pay the salaries and allowances of all the 32 chiefs. And the state government shall continue to be responsible for all our graded chiefs.”
    He explained that this support includes providing official vehicles which have now being purchased for distribution to the third-class chiefs and the maintenance of palaces, ten of which have recently been renovated.
    The commissioner observed that while the state government is comfortably discharging its obligations to the 32 chiefs, the local government councils are not able to do the same for their district heads: “By the provision of the Local Government Administration Law (2012), it is the responsibility of the local government councils to cater for the 390 district heads.”

    The Federal Government last night warned Nigerians against making statements capable of undermining the country’s peace and security.

    The warning came after the ultimatum issued by some  youth groups in the North for the Igbo to leave by October or face a mass action.

    They also informed northerners living in the East to return home.

    The signatories to the declaration by the group are: Nastura Ashir Sharif of Arewa Citizens Action For Change; Shettima Yerima of Arewa Youth Consultative Forum; Aminu Adam of Arewa Youth Development Foundation; Alfred Solomon of Arewa Students Forum; Abdul-Azeez Suleiman of Northern Emancipation Network; Joshua Viashman of Northern Youth Vanguard; Mohammad A.  Mohammad of Northern Youth Stakeholders Forum; Mohammed Tasiu Pantami of North East Assembly and Nathaniel Ajegena Adigizi of North Central People’s Front.

    The groups claimed that they were incensed by the activities of the Indigenous Peoples of Biafra (IPOB) and the Movement for the Actualisation of Sovereign State of Biafra (MASSOB) which have repeatedly called for a break-up of the country without being cautioned by the elders from the region.

    The groups said they were further angered by the May 30 shut down of the South East by the separatist group to mark the 50th anniversary of the Biafra declaration.

    But general condemnation yesterday greeted the Arewa groups’ action.

    Minister of Information and Culture Lai Mohammed in a statement said Nigerians were “free to reside in any part of  the country, as the government has the capacity to maintain law and order.

    “He said there was no reason for any Nigerian to feel unsafe anywhere in the country, warning that the government would not tolerate any threat to the unity, peace and security of the country under any guise.

    ”There is zero tolerance for actions and speeches capable of inciting one part of the country against another, and the security agencies are fully on the ground to deal decisively with any individual or group that engages in incendiary activities.”

    Mohammed advised Nigerians, irrespective of where they reside, to go about their daily activities without fear.

    Earlier at a briefing after the meeting of the Federal Executive Council (FEC), the minister said: “Nigeria is not new to one group or another issuing such threats.

    “The issue of one or two groups issuing statements that is capable of destabilising the polity and then being responded to by another group, I think did not just start today or did not start yesterday.

    “What I want to assure you is that security organizations are very very much on top of this matter.”

    On whether the ultimatum given by the groups was discussed at the FEC, he said: “No.”

    The governor, who spoke through his media aide Samuel Aruwan, said Kaduna State Government believed in and would uphold the right of every Nigerian to live safely and develop his/her full potentials within its territory.

    He said: “The Kaduna State Government takes exception to the fact that the ‘northern youths’ did their irresponsible press conference in Kaduna. This government has been consistent in taking action to punish hate speech and incitement. People who may feel unhappy about irresponsible comments or actions that have taken place in other states must know that two wrongs cannot make a right, and they cannot use our state to do or say things that threaten the peace.

    “KDSG has therefore ordered the arrest, investigation and prosecution of the signatories to the statement.

    “Even people who may feel unhappy about irresponsible comments or actions that have taken place in other states must know that two wrongs cannot make a right.

    “Reckless disregard for the rights of other citizens drips through the press statement by these “northern youths” who have chosen to use the discourse around restructuring to promote their own agenda of hate, division and incitement. This sort of opportunists cannot be allowed to distort debate, or turn it into a pretext for a barely-disguised agenda of displacement and dispossession of some citizens.

    “We will not tolerate such irresponsible statements and conduct in our state. The statement issued by the “northern youths” violates the laws of Kaduna State. Therefore, the Kaduna State Government has directed that its Ministry of Justice should prepare charges and prosecute the signatories and anyone complicit in arranging this egregious assault on the rights of fellow citizens.

    “Preparatory to prosecution, the police have been directed to immediately arrest, interrogate the signatories to the statement and investigate all the circumstances and persons that may be implicated in the matter.

    “The Kaduna State Government urges all residents to ignore the threats from the “northern youths”. We are in contact with the leadership of the Igbo community in Kaduna, and we delighted to say that this community, like all our other communities, believes in the strength of the constitutional order to protect all citizens.”

    The ACF’s statement signed by its National Publicity Secretary, Alhaji Muhammad Ibrahim Biu,  said ” the ACF wishes to draw the attention of all concerned, to note, that our democratic system of government which is anchored on law guarantees free movement of all Nigerians to any part of the country and to also pursue their legitimate livelihood devoid of any hindrance or molestation by any group or individuals.

    “Furthermore, the system allows settlement of all grievances through our elected representatives in both the National and States Assemblies and the Law courts. Any act to the contrary, is therefore, a breach of law and order that are not helpful.

    “ACF appreciates the frustrations of the Northern Youth Groups with the activities of MASSOB and IPOB members, but would not encourage any act that is not in conformity with the law by any  group or individuals which will do no one any good.

    “ACF, therefore, appeals for caution over unguarded utterances or statements that are capable of jeopardising the unity, peace and corporate existence of Nigeria.”

  • Kaduna and El-Rufai’s triple antecedents

    When Malam Nasir El-Rufa’i became the Governor of Kaduna State in April 2015, there were mixed feelings in expectation of what will become of his tenure:  Will it be dogged by controversies as his media image portended; or will the man rise above his political tenderfoot and deploy his technocratic and results-focused antecedents from  PIMCO, BPE and FCT Abuja?

    Even he would admit that, as far as the politics of the Northern establishment goes, he was a green-horn on the turf of what remains of the once regional political powerbase of Northern Nigeria.The turf once dominated by a colossus politician, Sir Ahmadu Bello, the Sardauna of Sokoto. How would the self-styled “accidental public servant” fare in comparison to politicians of the late Sardauna’s ilk at the helm of affairs of a state that has, of recent, acquired ill fame for religious-cum-ethnic conflagration?

    Two years down the line, it is now clearer what the tenure of El-Rufa’i would bequeath to the people of Kaduna State.  Well, that he wrested power from an incumbent administration signaled readiness for the challenge, although it must be conceded that he leveraged on the Buhari domino effect.

    Kaduna has since sprung to national attention, evidence that El-Rufa’i has pulled the state from the brink of socio-political oblivion. From the results that are beginning to emerge, he has brought the competence of a thorough-bred technocrat to the business of governing Kaduna State.

    In El-Rufa’i, all the three shades of experiences from private business, activism and public service are interwoven into complex mosaic of reform-laden art of governance. What could have demonstrated his businessman approach than his jettisoning of sentiments, when he decided to shut down Kaduna State Board of Internal Revenue; redeployed all the staff and start a new IT-compliant institution from scratch—the Kaduna Internal Revenue Service (KIRS)? The result was fantastic as the governor acknowledged in a recent interview: “Within a year we saw a jump in our revenues by more than 60 percent without any new tax being introduced. We just blocked leakages… no cash collections; only one agency collecting taxes; new people with a new attitude’’.

    He applied the same tactics when he, in an unprecedented move, abolished the ministry of land and supplanted it with Kaduna Geographic Information Service, which is now the custodian of the records of all lands in the state.

    If you want to see his civil society instincts at work, look no further than his appreciation and adoption of the Millennium Village project, which his current Commissioner of Rural and Community Development was implementing independent of the state government at a time. He told the story of how she was brought on board: “I did not know the Commissioner for Rural Development until after the election. We went to a project they were handling for the millennium project and met her and a colleague of hers. They made a presentation to us on what they were doing. The deputy governor and I immediately said we will hire these people if they will come and work for us”.

    The Millennium Village concept is a rural community empowerment project started in Pampaida, a rural community in Kaduna under the guidance of UNDP with the aim of achieving the Millennium Development Goals (MDGs). Today every village selected for the project is given five basic amenities that will enable them to become fully empowered to realise their full potential. The El-Rufa’i government has infused into the project components to improve education, healthcare, rural roads and the farming activities.

    El-Rufa’i’s approach to governance exemplifies the belief that the best preparation for tomorrow is by doing your best today. He is ever conscious of his place in history. He knew Kaduna has lost leadership of Northern Nigeria. He knew Kaduna, the capital, was a divided city with concentration of Muslims on the northern side of River Kaduna and the Christians on the southern side. He wants to change this situation. To assume its leadership status in Northern Nigeria, Kaduna needs to project itself as model state worthy of emulation in all ramifications—statecraft, defence of our shared values and regional interests, building a common regional agenda within a united Nigeria, etc. His starting point and indeed supreme test will be his ability to integrate the city of Kaduna to restore its cosmopolitan nature.

    Without appreciating the finer nuances of El-Rufa’i one is bound to miss the substance of his approach to governance. When he broke the tradition of appointing one commissioner from every local government of the state —23 in total—has that negatively affected the smooth running of the government? In contrast that has only saved the government unnecessary overhead costs and freed much needed funds for development work.

    When he applied what may amount to shock therapy to the Board of Internal Revenue and Ministry of Lands, he was convinced that any attempt at reforming the rot in the system will only lead to dismal change. But uprooting the problem tree and supplanting it with a fresh one will do the magic. And it actually did.

    Because a sense of history is ingrained in his sub-consciousness, he always goes for what is best for Kaduna. Therefore, he always looks for the best practice and the best people or consultants in whatever endeavour he is pursuing. He went out of his way to hire General Electric (GE) to equip 255 primary health centres (PHCs). He hired Bain & Co. to train the state’s finance officers in the best practice in public finance and budgeting. The former head of Federal Inland Revenue Services (FIRS), Ifueko Omoigui, was contracted to help in setting up the state Inland Revenue Service. She is one of the best consultants in the field. He doesn’t shy from seeking support wherever he can find one—IMF, DFID, EU, etc, have all found in Kaduna under El-Rufai a willing partner who understands their language.

    So when the state achieved the feat of accomplishing the introduction of a Treasury Single Account (TSA) in six weeks, IMF recognised that as a world record and made Kaduna a case study. The impact of the TSA was immediate. When the state closed its 470 different accounts in the process of creating one treasury single account, it discovered N25.5 billion that it did not know it had.

    On attracting investment to the state, El-Rufa’i’s solution was to hold an international investment summit to showcase the state’s potentials. He followed that up with a one-stop shop for investors—the Kaduna Investment Promotion Agency (KADIPA). The whole idea of KADIPA is to be the surrogate for investors as far as interfacing with the government is concerned. Once investors make a convincing presentation, list what they want from the government, from land to building plan approvals, KADIPA is supposed to take that up with the relevant government agency and get it for them. Ease of making business in Kaduna for investor is the ultimate aim here. And so far many investors have expressed interest others have even opened shop—Notore, Google, Vlisco, Coscharis, etc.

    It was the American businessman, Paul J. Meyer, who said productivity is never an accident. It is always the result of a commitment to excellence, intelligent planning and focused efforts. Two years into the El-Rufa’í administration, the results we are seeing are re-assuring. It means that the goals set in the state blueprint are achievable with commensurate results.

    Kaduna State Governor, Malam Nasir El-Rufai, on Tuesday replied former President Goodluck Jonathan, saying he never collected campaign money from the ex- President.

    The governor also denied asking Jonathan for ministerial appointment.

    He, however, asked the former President not to personalise ecological fund report, but address the issue raised by his (El-Rufai) committee.

    Addressing a news conference in Kaduna, Governor El-Rufai who spoke through his media aide, Samuel Aruwan, said Jonathan would have waited for the presentation of the final report of the committee before he responds to issues raised against him.

    The governor described the comments attributed to the former President alleging that he sought for appointment in the last administration and got N200m contribution for his (El-Rufai) campaign as one of the latest smears, saying that “Dr. Jonathan cannot make such claims because he knows they are not true.”

    “The comments attributed to Dr. Jonathan on social media posts falsely alleging that Malam Nasir El-Rufai sought an appointment with the Jonathan government and got N200m contribution for his campaign is one of the latest smears. Dr. Jonathan cannot make such claims because he knows they are not true.

    “For the avoidance of doubt, Malam Nasir El-Rufai has never sought to work with Dr. Jonathan and he actively persuaded others not to accept any offers to avoid destroying their credibility!”

    “But, Malam Nasir El-Rufai will not allow Dr. Jonathan to make him the issue when the criteria the former President used in allocating N2billion each to allied state governments remain so murky. There is no need to cry wolf before the Final Report of the Committee is presented,” the governor’s media aide stated.

    Former President Goodluck Jonathan was all fury yesterday as he responded to the allegation by Governor Nasir el-Rufai of Kaduna State that he (Jonathan) denied some states ecological fund for sentimental reasons.

    He branded the governor’s allegation as a lie and said el-Rufai “has an incurable knack for lying.”

    The governor had told reporters in Abuja on Thursday that Jonathan took N2bn each from the Ecological Fund and “gave to some PDP states. Any PDP state that was not his friend, like Kano and Kwara, didn’t get.”

    But reacting yesterday in a statement through Ikechukwu Eze, his Media Adviser, Dr.Jonathan said: “That Malam Nasir El-Rufai, Governor of Kaduna State, has an incurable knack for lying has been proved by his own boss, former President Olusegun Obasanjo, who described el-Rufai in his book-My Watch Volume 2- as follows: ‘Nasir’s penchant for reputation savaging is almost pathological. Why does he do it? He is brilliant and smart. I grant him that also. Very early in my interaction with him, I appreciated his talent and brilliance. At the same time, I recognised his weaknesses; the worst being his inability to be loyal to anybody or any issue consistently for long, but only to Nasir el-Rufai. He barefacedly lied which he did to me against his colleagues and so-called friends.’

    “With such a description, we are not surprised at his recent comments after the just-concluded National Economic Council meeting where he accused former President Jonathan of only sharing the National Ecological Fund to PDP states. Mr. el-Rufai lied as follows:

    “What President Goodluck Jonathan did was to take N2bn each from the Ecological Fund and gave to some PDP states. Any PDP state that was not his friend, like Kano and Kwara, didn’t get.

    “It is so easy to expose Malam Nasir el-Rufai as a liar being that Akwa-Ibom, a PDP state governed by the then Chairman of the PDP Governors’ Forum and a close confidante and major supporter of the then President, Senator Godswill Obot Akpabio, did not get the monies alluded to by Malam el-Rufai from the Ecological Fund as did multiple other PDP states, including Ekiti State, a state governed by a thoroughbred patriot and Jonathan’s supporter, Ayo Fayose.

    “Also, it is false that non-PDP states did not get monies from the fund. Nemesis catches up faster with liars than any other agent of evil. el-Rufai was probably led by the gods against his own sinister plot to confess in another breathe that states under non-PDP parties like APGA and Labour party also benefitted.

    “The fact remains that the Ecological Fund is a specialized fund with certain constitutional requirements which must be met before a state can access the fund. Every state benefitted from the fund under President Jonathan who bent over backwards to accommodate states that had difficulty meeting the criteria for accessing the fund.

    “el-Rufai’s sinister narrative was intentionally silent on the over N10 billion specially deployed to fund the Great Green Wall (GGW) project in some northern states, in view of the need to work with the rest of Africa on the African initiative to check desert encroachment in the Sahelian states. These states included Zamfara, Jigawa, Kebbi, Sokoto, Katsina and Adamawa. Others are Yobe, Borno and Kano which belong to Mallam el-Rufai’s class of ‘non-friendly’ states that he alleged never benefitted from any discretionary fund.

    “Similar principle applies to the conditions for accessing the Universal Basic Education fund where some states have not had access to what is due them because they are yet to fulfil the mandatory criteria for allocation. Would it then be right in the name of el-Rufai’s position on equity to blame the failure of those states to access their UBEC funds on Jonathan? It is really sad that judicious presidential interventions to tackle emergencies and other pressing national needs are being interrogated in a rather facile manner by those who never get tired of playing dirty politics.

    “Nigerians may recall that this is not the first time that el-Rufai has vented his known passion for lying against the former President.

    “The public will recall that in October 2015, he falsely alleged that former President Jonathan spent a whopping N64 billion on Independence Day celebrations, during his tenure when in fact only N333 million was spent.

    “Nigerians may also recall that this same el-Rufai falsely accused former President Jonathan and former CAN President, Pastor Ayo Oritsejafor, of founding and funding Boko Haram to the tune of N50 billion.

    “We can only wonder what new false accusation el-Rufai may come up with tomorrow, as with him it is a case of one day, one lie!

    “We, therefore, urge Nigerians to be swift to hear, slow to speak, slow to wrath whenever this notorious liar opens his mouth.”

  • Era of using governors for cheap political points over – NGF

    The Nigeria Governors’ Forum (NGF) on Thursday said the era of using governors as “punching bags’’ to score cheap political points in the country was over.

    The Head, Media and Public Affairs at NGF Secretariat, Mr. Abulrazque Barkindo, stated this in a statement in Abuja.

    He said the governors were signatories to an initiative, Open Governance Partnership (OGP), aimed at improving governance and promote transparency in governance.

    Barkindo decried the “incessant attacks on state governors’’ by the Speaker of the House of Representatives, Yakubu Dogara, saying they were heating up the polity and raising concerns.

    He recalled that Dogara recently tackled the Governor of Kaduna State, Nasir el-Rufai, where he challenged the governor to make public his salary and security votes “to which the governor obliged.”

    “The governor had earlier demanded that the Speaker should come clean on the expenditures of the National Assembly but instead Dogara published N346.57 as his January take-home,’’ he added.

    Barkindo said that it was obvious that the published amount was barely enough to fuel Dogara’s official motorcade for the period.

    He cited another instance where the speaker also attacked the Governor of Bauchi State, Mohammed Ibrahim, claiming that the state had no developmental projects to show for the governor’s two years of governance.

    He said the governors wondered if Dogara was aware of the giant steps being taken by the current set of governors to improve the quality of governance and by implication the quality of life in Nigeria.

    “Of course, governors are human and can therefore not be adjudged to be all perfect, but the governorship institution is an integral part of this democracy, just as the House of Representatives

    “If the speaker continues in this path of disparaging governors, he may ultimately endanger this same democratic process that brought him national prominence.

    “It may interest the speaker to note that at the last Governors’ Forum meeting of April 17, governors agreed to sign into the Open Governance Partnership (OGP).’’

    “The key indices of the agreement include fiscal transparency, anti-corruption, access to information and citizen engagement,’’ Barkindo added.
