    Kaduna: El-Rufa’i, deputy to forfeit 50 percent salary

    Nasiru El-Rufa’i of Kaduna State, on Friday said he would forfeit 50 per cent of his salary pending when the financial situation of the state improves.

    The governor stated this in his inaugural address, after he was sworn-in by the state Chief Judge, Justice Tanimu Zailani in Kaduna.

    He said that the pay cut would also affect the Deputy Governor, Mr. Barnabas Bala.

    El-Rufa’i also declared that the administration would “guarantee free and compulsory basic education for every child up to JS3, regardless of gender, religion or ethnicity.”

    He said that in spite of the challenges facing the state, the administration would also “focus on jobs, security, education, and healthcare.”

    “ The fact is that today Kaduna State cannot meet its obligations without handouts from the federal government.

    “We cannot comfortably pay salaries of our teachers and nurses and civil servants.

    “And after struggling to pay salaries, we can do little else.

    “We cannot fix the schools, help our farmers, repair our roads, or treat the sick. We have arrived at a dead end. The patient is sick, and it needs radical therapy.”

    El-Rufa’i said the situation demanded for “difficult decisions”, adding that political office holders must sacrifice the comfort of their offices for the greater good of all.

    “In recognition of the difficult challenges we face, our deputy Governor and I have concluded that the sacrifices that change requires must begin with us.

    “We have decided to take a pay cut and donate 50 percent of our salaries and allowances, until our fiscal situation improves.

    “We understand that leadership by example is the most persuasive way to demand sacrifices from all of us as citizens.

    “We pledge to avoid ostentation and foolish bigmanism, and to value transparency, modesty and accountability.

    “We will obey the same rules that we demand of all of you; After all, the law is the difference between civilization and anarchy.
    “We submit ourselves to the principle that all are equal before the Law.”

    On security, the governor said he would work with law enforcement officials to drastically reduce violent crime in the state including “communal violence, cattle-rustling and armed robbery.”

    “We will reform the administration of justice to ensure speedy conclusion of cases and send a clear message that there will be sanctions for unlawful conduct.”

    He therefore solicited for maximum support from the people of the state to enable the administration deliver on its promises.

    “Four years from now, by the grace of God and the active support of you all, we will all be able to say that the leaders in whose care you have placed your affairs today have given their all for the brighter future that we all seek.’

    El-Rufai: I’m only interested in probing robbers

    Kaduna State Governor-elect Nasir El-Rufai yesterday said his administration will only go after those who stole millions or billions of naira and not those who pilfered a few thousands.

    The governor-elect described those who stole huge public funds as armed robbers.

    Also, former Chief of Defence Staff and Subsidy Reinvestment Empowerment Programme (SURE-P) Chairman, Lt.-Gen. Martin Luther Agwai (rtd.), said he did not regret preaching change.

    The former Defence chief said it was the reason he was sacked.

    El-Rufai and Agwai spoke yesterday in Kaduna at an inaugural lecture ahead of today’s swearing-in ceremony for the governor-elect.

    El-Rufai said those who looted the state’s treasury would be forced to return such funds to government coffers.

    The governor-elect pledged not to give Kaduna residents performance excuses because there were poorer states than Kaduna that were still doing well.

    He said: “We will not condone acts of insincerity. We will insist on accountability. This is why we said we are not going to chase kobo but we will chase billions and millions of naira stolen from the government resources.

    “We will forgive the hundreds and a million stolen because those who stole such small funds are only hungry. We have to strike a balance. Those who stole thousands or a million are pickpockets and can be forgiven. But we are interested in ‘armed robbers’, who stole billions and millions of naira.

    “We intend to make Kaduna great again. I promise to do that. If we fail, it’s not because of lack of commitment or sincerity. We all know how things have gone bad in the state.”

    El-Rufai said his administration would not witch-hunt anybody but was interested in making life better for Nigerians.

    The governor-elect frowned at the lack of stable electricity in the country.

    He noted that the outgoing government punished innocent Nigerians for voting it out.

    El-Rufai said: “Just few days ago, Nigeria’s megawatts dropped from 4,000 to just 50. The system just stopped working because they (the Jonathan administration) are living office. These are man-made difficulties. It’s a way of punishing 160 million people because they voted them out of government.”

    Agwai, who was the chairman of the inaugural lecture, said Kaduna State was blessed with those he called wonderful magicians.

    The former Defence chief said El-Rufai was in the class of such people.

    He said: “Nigerians voted massively for change, the same change I spoke about before the election and I lost my job. Today, I have no job.”

    Agwai noted that the change would not be easy.

    “It will require commitment and dedication and, above all, sacrifices,” he said.

    The guest speaker, Prof Pius Adesanmi, delivered a paper, titled: Building Rome in a day with one kobo: El-Rufai and the challenge of 21 century Kaduna.

    El-Rufai appoints SSG, others

    Ahead of his inauguration as Kaduna State Governor, Malam Nasir Ahmad El-Rufai announced yesterday the appointment of key officials in his incoming government.

    In a statement in Kaduna, the governor-elect named Malam Balarabe Abbas Lawal as the Secretary to the State Government (SSG) and Malam Salisu Suleiman the Principal Private Secretary.

    It said Mr. Abu Musa Sheyin will serve as the Private Secretary to Mr. Barnabas Yusuf Bala, the deputy governor-elect.

    El-Rufai also announced the appointment of Bala Yunusa as Deputy Chief of Staff (Legislative Affairs) and Samuel Aruwan his Special Assistant, Media.

    The appointments take effect from tomorrow.

    Lawal, a former lecturer, served as Chief of Staff when El-Rufai was the Minister of the Federal Capital Territory (FCT).

    Ahead of his inauguration as Kaduna State Governor, Malam Nasir El-Rufai, on Wednesday announced the appointments of key officials in his incoming government.

    El-Rufai, in a statement he personally signed in Kaduna, named Malam Balarabe Abbas Lawal as Secretary to the State Government.

    The statement added that Malam Salisu Suleiman has been appointed Principal Private Secretary, while Mr. Abu Musa Sheyin will serve as Private Secretary to Mr. Barnabas Yusuf Bala, the deputy governor-elect.

    The Governor-elect also announced the appointment of Hon. Bala Yunusa as deputy Chief Of Staff (Legislative Affairs) and Samuel Aruwan as his Special Assistant, Media

    The appointments take effect from May 29.

    Lawal, a former lecturer, served as Chief of Staff when El-Rufai was minister of the Federal Capital Territory.

    He was a director in the Nasir El-Rufai Campaign Organization and currently chairs the Kaduna State All Progressive Congress Transition Committee.

    Outgoing Kaduna State Governor Mukhtar Yero and Governor-elect Nasir El-Rufai at the weekend prayed together as part of activities for the May 29 inauguration of the incoming government.

    A statement in Kaduna by the governor-elect’s spokesperson Samuel Aruwan said other top government functionaries attended the prayer.

    The statement said the Jum’at (Friday) prayer at the 44 Comilla Barracks Mosque in Kaduna was organised by Kaduna State Government Transition Committee.

    El-Rufai said: “We are grateful to Almighty God for His kindness and benevolence. We pray for a successful transition in our state – for peace, development and harmony among our people.

    “We are appealing to all citizens of Kaduna State to join us in prayers and work together for progress. We pray Allah to bless our state and uphold us as we strive to provide purposeful leadership for our state.”

    Deputy Governor Nuhu Audu Bajoga and Deputy Governor-elect Bala Barnabas Bantex yesterday attended the ECWA Church at the Prisons Barracks in Kaduna for the Christian prayers.

    The Chairman of the state branch of the Christian Association of Nigeria (CAN), Bishop George Dodo, urged politicians to be God-fearing and focus on service delivery.

    Nigeria’s human development index worse than ever, says El-Rufai

    Kaduna State Governor-elect Mallam Nasir El-Rufai has said that the incoming government will inherit the worst-ever human development indices in the history of the country.

    Speaking at the second day of the Policy Dialogue organised by the Policy and Research Directorate of the APC Presidential Campaign Council inAbuja, El-Rufai said it was this worst state of affairs in the country that made the change recorded in the elections possible.

    The governor-elect also said a situation where about three to four million Nigerians consume about 90 per cent of the nation’s annual budget does not augur well for development. He said for the government to succeed, it must be prepared to take drastic decisions.

    He explained that the nation’s public service is the most expensive in the world and outdated with the average age in the service put at 43, while less than five per cent of civil servants are computer literate.

    He said: “The effectiveness of public service is vital to progress and we must all be interested in it. Where is our public service? I want to give you quick summary of what we found in 2005.

    “Our public service has been perceived as dysfunctional, inefficient, corrupt, lacking administrative capacity and incapable of attracting the best and brightest. Those of us old enough would remember that the best graduate of Oxford University, Cambridge, Ahmadu Bello, and Ibadan University used to join the civil service. Not anymore.

    “At least, since 2005, I don’t think so much have changed and may have got even worse; our public service is too large. We have one million federal employees and between two and three million in states and local government. So, the entire public service in Nigeria is three to four million in size.

    “In 2005, we found that public service was aging. The average age was 43 in a country where 75 per cent of the population was below the age of 35.

    “The public service was inadequately educated. Seventy per cent of public service workers had secondary school leaving certificate compared to the UK, China or the US. In China, you need to have a Master’s degree to even attempt the civil service exams, but here we have 70 per cent.

    “Our public service is also expensive because it consumes 60 per cent and 120 per cent of federal, state and local government revenue. In some states like Kano, it was observed that the pay roll of the public service was 120 per cent of the revenues of the state.

    “Our public service is outdated. Less than five per cent of the public service is computer literate. The poor pay in the public service is also a problem. The pay hardly covers for transportation which accounts for 80 per cent of our spending in this country and finally there was a complete breakdown of human resource management in the public service and ghost workers accounting between 15 and 25 per cent.

    “Finally because there have been previous reform efforts that have had limited success, there is an inbuilt feeling in the public service when you mention reform or you want to check something, they just wait because they know you will leave in four years. They are there for 35 years. There is a culture of cynicism and change resistance. So, unless you are ready to take really difficult decisions, they will just delay you and in four years you are gone and another government starts from where you left.

    “I am putting this in perspective because if we are going to have anything, we have to go in with a knife and take drastic actions in the shortest possible time to put things in perspective.

    “So, what are the challenges ahead for us? The challenges for us are only five but they are big issues. First is rising governance cost. Jonathan’s legacy of waste, debt, corruption and institutional destruction. One of the things I think Jonathan deserves a noble prize for is the capacity to take functional institutions and destroy them within the shortest period of time.

    He accused the outgoing President of destroying the institutions he inherited saying “Functioning institutions that we left have been destroyed and I don’t know how; it is magic, Jonathanian magic.

    “How can we be spending only 10 per cent in this budget on capital expenditure and the entire 10 per cent will be borrowed? So the entire revenues of the Federal Government are going to be spent on running the Federal Government so that one million people that work for the Federal Government wear nice suits, meanwhile we don’t have roads, electricity is not working, no rail system. What kind of people are we?

    He frowned at the huge budget for the National Assembly saying: “In 2007, we budgeted N600 billion for personal cost. This is now 1.8 trillion which increased three times since 2007. In 2007, the National Assembly budget was N59 billion, today it has moved to 150 billion by 2010 and this year I understand it is about N130 billion. They are feeling ashamed of taking too much.

    El-Rufai warns on ‘plan to divert’ SURE-P funds

    Kaduna State Governor-elect, Malam Nasir El-Rufai, on Monday reacted to attempt by the outgoing administration in the state to secure approval for its plan to spend N2.744 billion SURE-P funds.

    El-Rufai alleged that the government has put pressure on the Kaduna State House of Assembly for approval to spend the funds, barely two weeks to the end of its tenure.

    The Nation had reported on Saturday that the All Progressive Congress caucus in the Assembly had threatened to impeach the outgoing Governor Muktar Ramallan Yero over the SURE-P funds.

    The Governor-elect spokesman, Samuel Aruwan, disclosed this in a statement issued in Kaduna on Monday that the incoming administration in the state will punish anyone found culpable in the SURE-P funds’ diversion.

    The statement quoted El-Rufai as saying, “I have been made aware of desperate attempts to secure approval to spend N2.744 billion Sure-P funds. Less than two weeks to its exit, the outgoing government of Kaduna State is seeking to pressure the outgoing House of Assembly to permit it to spend 50 per cent of the money on the Kawo road project, while the 23 local government councils will share the balance.

    “As governor-elect, it is my duty to caution every official involved in these last-minute deals that the incoming government will ensure that there are consequences for illegal conduct, breach of trust and stealing of public assets. Our government will certainly insist on accountability, and no one should be in any doubt about our resolve, be it the instigators of any impropriety or those who facilitated and executed it.

    “Our  transition committee is daily inundated with reports about the dire financial straits in which the outgoing government has placed the state. While I await the formal submission of the committee’s report, I am compelled to publicly affirm that we cannot and will not turn a blind eye to bad behavior.”

    Nigerians should pity me, Buhari, not‎ congratulate us -El-Rufai

    Kaduna State Governor-elect, Malam Nasir Ahmed El-Rufai has urged Nigerians to stop congratulating him and General Muhammadu Buhari but rather pray for them to succeed with the bankrupt economy they are inheriting.

    El-Rufai said the President-elect and himself are inheriting governments that are in bad situation, adding that, it has become so bad ‎that the President Goodluck Jonathan led government had to obtain loan to pay salaries.

    He spoke at two functions held at Arewa House in Kaduna Sunday. The events were: special reception for elected officials by Kaduna Peoples’ Association (KAPA) and Special prayer for them by APC Yoruba Political Forum.

    El-Rufai told KAPA that, Kaduna State has incurred debt to the tune of over N90billion, an amount which he said may increase to N100billion before the May 29 handing over ceremony.

    He therefore assured that his government will not share the public fund to any persons or group, no matter how highly placed they are.

    Similarly at the Yoruba Political‎ Forum’s event, the Governor-elect who was showered with prayers for the success of his administration said the incoming government needed nothing better than prayers.

    According to him, “when people call me to congratulate me or come to congratulate me and General Buhari, I always tell them, thank you, but what we need is your sympathy and prayers. This is because, myself and Generl Buhari are taking over bankrupt governments; it is so bad that, the Jonathan administration is finding it difficult to pay salaries, in fact, they had to obtain loan to pay salaries.

    “In the case of Kaduna State, ‎the People’s Democratic Party (PDP)’s government has incurred debt to the tune of over N90 billion, and this may get to N100 billion before May 29. Therefore, what you have done is exactly what we need to succeed”, El-Rufai said.

    He however charged other elected officials to be ready to work for the people who elected them and remove greed and selfishness in the discharge of their duties, adding that, if they fail to work for the people, they will chase them out the way they did to the PDP.

    While assuring that his government will not segregate and discriminate among indegenes and settlers, El-Rufai noted that the Yoruba community has lived peacefully in Kaduna for over a century.

    ‎He said himself and General Buhari will forever remain grateful to the Yoruba community for the overwhelming support given to them during their elections, adding that, Yoruba people have become very powerful anchor of national unity.

    In his remarks, the Convener of the Special Prayer, Comrade Abdulhakeem Adegoke Alawuje said the prayer was informed by the high expectations of Nigerians on General Buhari and El-Rufai.
    ” People must respectively and collectively pray for the incoming administration for the overall interest of Nigerians, ” Alawuje said.

    Kaduna doctors urge El-Rufai to address personnel shortage

    Doctors in Kaduna State have urged Governor-elect Nasir El-Rufai to address shortage of medical doctors in the state.

    Chairman of the Nigerian Medical Association (NMA) Dr. Muhammed S. Ibrahim, regretted that despite the poor health indices in Nigeria, there were many unemployed doctors roaming the street for jobs.

    The NMA chairman urged the governor-elect to organise the Health services in the state to serve the public better.

    He said: “Despite the poor health indices in Nigeria, we still have many unemployed doctors who are going about looking for jobs. These  doctors can be attracted by putting in place competitive working conditions and welfare. Once these medical practitioners are attracted, the health care services will have to be strengthened within the state, thereby improving the indices.

    “This, in the long run, will be more profitable than importing doctors who are not familiar with the health problems in Nigeria and who will need to be paid a higher cost. It will also help to accelerate the accreditation of Kaduna State University’s Medical School. If this is done, it means Kaduna State will be among the first Northern states to produce its own doctors.”

    The NMA chairman called for the upgrade of Barau Dikko Hospital into a teaching hospital.

    He noted that  it would be cheaper to train medical students at the teaching hospital than sending them abroad to study Medicine.

    Ibrahim said: “Sending them abroad is capital-intensive, and when they graduate, they will still have to write an examination with the Medical and Dental Council in Nigeria before they can be licensed to practise in Nigeria. We will also need to put in place systems that will attract medical doctors and specialists after putting in place the building.

    “Our expectation is to have a new dawn in the Health sector of Kaduna State. We agree with the vision of the governor-elect because it will help provide better policies and better healthcare services for the people of the state.”

    El-Rufai: we’ll retrieve stolen money from PDP govt

    Kaduna State Governor-elect Nasir El-Rufa’i has said the Peoples Democratic Party (PDP) has stolen so much from the national treasury and the new government will politely ask  its members to return the money.

    He said politicians both at the state and national levels, who have “soiled” their hands with public money, should be ready to make refunds as soon as the All Progressives Congress (APC)  takes over power on May 29.

    The governor-elect spoke yesterday when executive members of the National Union of Textile Garments and Tailoring Workers of Nigeria (NUTGTWN) visited him.

    He explained that the recovery of the money has become necessary because the incoming government will inherit a bad debt situation, stressing that the APC government would ask politicians who stole government money to return such funds.

    El-Rufai said: “We will politely ask those who stole government money to return the funds.

    “This is because people who are in government now are there to work for themselves but the APC government is made up of people who are ready to work for the masses and for the country.

    “We will work with the textile union to ensure that lives of Nigerians get better.”

    The governor-elect decried what he described as the “shameful” state of the textile industry in the area, pledging that his administration will reverse the trend.

    According to him, the textile industries in Kaduna used to employ about 33,000 workers and lamented that the current figure of 1,600 employees was unacceptable.

    He said the APC government would revive the textile industries to generate employment and impact on the lives of the people.

    He said: “We have met at a forum of northern governors-elect and we decided to ensure the revival of the textile industries.

    “It is a shame that the largest economy in Africa imports textile materials from Senegal and other countries.”

    President of the union Comrade Oladele Hunsu congratulated El-Rufa’i on his victory.

    He described as indelible, El-Rufa’i’s activities as FCT Minister and urged the governor-elect to take steps towards reviving the textile industry.

    He said illegal importation of textile materials had  crippled activities of the local textile industries.

    “The way you fixed Abuja, we believe you can also fix Kaduna with good roads and industries.

    “All nations want to employ their youths, produce goods and services, overcome poverty and underdevelopment.

    “Adequate security should be provided to protect the properties of the companies particularly in the light of  criminal vandalisation going on in some closed textile companies namely Arewa Textiles, KTL among others” Hunsu said.
