    Rent crisis: Will Lagos follow Enugu footprints?

    The rent debate in Lagos is heating up, and all eyes are now on the Lagos State House of Assembly. This comes after Enugu State took a bold step by introducing a bill aimed at curbing the excesses of landlords. In Lagos, where rent hikes and exorbitant agency fees have become the norm, the question remains: will Lagosians get relief anytime soon? IBRAHIM ADAM reports

    It was Jubril Gawat, Senior Special Assistant on New Media to the Lagos State Governor, Babajide Olusola Sanwo-Olu, who stirred the conversation when he quoted the Enugu bill on his X handle, writing: “LAGOS … Coming Soon. A very strong issue but must be well discussed and implemented after deliberation by the Lagos House of Assembly.”

    His follow-up post added fuel: “Under this tweet, Landlords and Tenants are tackling themselves and sharing very interesting perspectives. Very nice.”

    With Lagos residents grappling with skyrocketing rents, many hope the conversation will lead to concrete action.

    What the Lagos tenancy law says

    The Lagos State Tenancy Law of 2011 provides some legal protection for tenants against unreasonable rent increases. Section 37 allows tenants to challenge excessive rent hikes in court.

    However, the law has loopholes. High-value areas like Ikoyi, Ikeja GRA, Victoria Island, and Apapa are exempted, leaving tenants in these locations vulnerable.

    Moreover, Section 37 (2) gives no clear limit on how much landlords can increase rent; meaning rent hikes could still be astronomical.

    Learning from Enugu blueprint

    The Enugu State House of Assembly recently introduced the bill for a law to amend the Landlord and Tenant Law, which aims to cap agency and legal fees at 10% of annual rent, abolish caution fees, and penalise violations with fines of up to N500,000 or six months in prison.

    The bill also seeks to define eviction processes to prevent fraudulent evictions and ensure that only certified agents operate in the state.

    Entitled “the Bill for a Law to Amend the Landlord and Tenant Law, CAP. 101, Laws of Enugu State, 2024,” the proposed legislation sponsored by member representing Nkanu East State Constituency, Okey Mbah, underwent the first reading on Tuesday.

    Mbah said: “The ills it seeks to address are widespread and generally suffered by our constituents.”

    Landlords: Defending the price surge

    For many landlords, the rising cost of rent is a necessary evil. They cite high construction costs and economic instability as reasons for the hike.

    A landlord in Surulere confidently told our reporter: “If you don’t take this house for N1m, I can bet with you that before next weekend, I will give it out for N1.5m annual payment.”

    Another landlord in Somolu was even blunter: “It is my house, and I will give it out at what I choose to. The government did not build this house for me. If you cannot pay N1.3m annually, you can try another place.”

    On social media, some landlords echoed these sentiments. Cheryl deBlaq wrote: “I only collect rent & agreement fee of #50k. I don’t use agents. The Lagos laws favour tenants more than homeowners, and that’s why many homeowners are selling or converting properties to hotels.”

    While some landlords defend their actions, others like Omotoso, a landlord in Lagos, admitted: “Some landlords are simply wicked shylocks with the amount they charge for rents in Lagos. The government must do something about landlords and their partners in crime, estate agents.”

    Tenants: Voices of frustration, desperation

    For tenants, the story is one of hardship and frustration. Rent increases without prior notice, excessive agency fees, and steep caution fees are making life unbearable.

    Reacting to Gawat’s post, Olajide Taiwo, a Lagos resident, voiced concerns about the gap between legislation and enforcement, lamenting: “Egbon, it’s one thing enacting laws and another thing implementing them. My rent has been increased twice in just three years, with a 70% hike each time.”

    Other residents shared similar experiences. One tenant disclosed, “Mine was increased three times in four years. The last one was over a 50% hike. Increases are at par with the dollar’s upward movement but never come down. God dey help us still.”

    Akereyejo emphasised the strain of living in Lagos, highlighting how landlords are quick to complain about rising costs while tenants bear the brunt.

    “Seriously, living in Lagos is almost becoming unbearable for tenants. This has to be addressed. The government is building infrastructures with taxpayers’ money, but landlords are the ones complaining about cement prices.” Akereyejo said.

    Beyond rent, hidden charges such as agency fees, caution fees, and legal costs are also weighing heavily on tenants.

    Oluwaseun Tijani pointed out: “The rent itself isn’t the problem; it’s the agency fees, caution fees, and legal fees. There should be laws regulating how and when rent increases occur.”

    Capturing the frustration in a blend of humour and seriousness, Raheem Azeez Arisekola wrote: “House rent 150k per annum, agent and commission 250k, caution fee 50k. Total package 450k. Lagos scared me a lot… haha.”

    The latest complaint comes from Wahab, a tenant who shared his ordeal with escalating rent demands.

    “My landlord increases house rent yearly. When I wanted to get the apartment, the landlord told me N600,000, and I begged for N500,000.

    “But because I needed accommodation, I had to get it. I later discovered that the tenants I met there were paying N450,000.” Wahab recounted.

    The situation worsened when the landlord issued an ultimatum. “As of yesterday, the landlord has asked them to pack out if they cannot afford N600,000,” Wahab added.

    Agents and market dynamics: The middlemen’s role

    Agents are also central to the conversation, often accused of driving up costs through excessive fees.

    Our reporter found out that in areas like Agege, Surulere, Somolu, and Bariga, a room and parlour self-contain goes for N1m to N1.7m annually, with additional agreement, commission, damages, and legal fees between N700,000 and N900,000.

    While a room self-contain between N700, 000 and N1.2m with agreement, commission, damages and legal fee between N500, 000 and N700, 000.

    Abimbola, a prospective tenant, shared a shocking revelation: “A shop rent at 500k, agreement 250k, commission 250k, caution 50k, agent fee 5k. Just this morning! I asked the agent if he could pay such for that size of shop; he went cold.”

    Another X user questioned: “Is there a way they can eradicate agreement and commission fees or, better still, set a standard price? Agreement and commission dey frustrate boiz gan.”

    Sanwo-Olu advocates rental policy

    Thankfully, Governor Sanwo-Olu is also championing a transformative housing initiative – the Monthly Rental Payment System.

    Speaking at the 10th National Council on Lands, Housing, and Urban Development meeting in Lagos last year, Sanwo-Olu emphasised the burden of annual rent obligations on low and middle-income earners.

    He highlighted the state’s existing rent-to-own programme, requiring a modest five per cent down payment and a six per cent simple interest rate over 10 years.

    However, recognising that not all residents are ready for homeownership, the governor revealed plans for a purely rental system, allowing residents to pay rent monthly. This approach is designed to ease financial pressure and make housing more accessible.

    Special Adviser on Housing, Barakat Odunuga-Bakare, reinforced the governor’s commitment.

    She announced that the monthly rental scheme would launch by the end of 2024 or early 2025, starting with the public sector where earnings are easily verifiable. If successful, it will extend to the private sector.

    The state earmarked N5 billion for this scheme, underscoring its dedication to perfecting the initiative before rollout.

    Odunuga-Bakare pointed out that aligning rental payments with tenants’ earnings would not only enhance affordability but also stabilise the housing market.

    Fashola, others advocate monthly payment of rent

    Former Lagos State Governor and ex-Minister of Power, Works, and Housing, Babatunde Fashola, alongside key real estate stakeholders, is also backing the shift to a monthly rent payment system.

    At the Wemabod Real Estate Outlook 2025 event themed “Real Estate Development: A Catalyst for Nigeria’s Economic Recovery” in Lagos, Fashola argued that synchronising rent payments with monthly salaries could halt inflation and stabilise the economy.

    Fashola’s perspective is echoed by Group Managing Director of Odu’a Investment Company Limited, Abdulrahman Yinusa.

    Yinusa stressed the importance of employer involvement, suggesting that employers guarantee rental payments by deducting rent from salaries.

    This assurance, he believes, would encourage landlords to accept monthly payments, knowing their income is secure.

    Managing Director and Chief Executive Officer of Wemabod Limited, Bashir Oladunni also praised the monthly rental concept.

    He noted that while tenants would find it easier to meet their obligations, landlords’ interests must also be safeguarded. Given that many landlords rely on rental income to offset development loans, he added that the government must establish regulations balancing the needs of both parties.

    Oladunni revealed that Wemabod, backed by six states of the federation, is exploring the monthly rental model as part of its strategic plan to expand its housing portfolio by 500 units over the next five years.

    Economists and policy experts: To regulate or not?

    While many demand government intervention, some experts warn against overregulation.

    Abayomi Odekoya wrote: “Government intervention should not be to control rent, as it will reduce the incentive to invest in the housing market. If supply is low, rent will skyrocket, and undercover payments will become the norm.”

    However, another user argued: “Truth remains that government cannot fold its hands and watch hawkish landlords drive up inflation by arbitrarily jacking up rents. In most parts of Europe, the law limits landlords to increase rents based on conditions like adjusted inflation and property value.”

    Another user added: “Ko kan ye o! This is private business; if you want rent to be cheap, build government houses and rent then at giveaway prices. When I dey buy Dangote Cement, una no help me, when I dey settle Omo onile, una no dey there. When I want to benefit, you want regulate me? Ki lo de?”

    Will Lagos take the leap?

    With the Lagos rental market spiraling and tenants crying out for relief, the state’s next steps are eagerly awaited. As Jubril Gawat hinted, the public hearing for any incoming law promises to be interesting. The question remains: will Lagos adopt a framework similar to Enugu’s, or will the landlords’ lobby prove too strong?

    For now, Lagosians continue to hope for a fairer system, one where rent prices align with reality, and the dream of living in Lagos does not become a financial nightmare.

    Mbah relocates popular coal camp spare parts market

    Enugu Governor Peter Mbah has signed an Executive Order relocating the spare parts and allied trades markets as well as all other related industrial and commercial activities in the Coal Camp and other neighbourhoods within the Enugu Capital Territory to the site of the new International Spare Parts and Allied Trades Park.

    The new site traverses Udi and Ezeagu Local Government Areas along the Enugu-Onitsha Road of the state.

    The Executive Order is entitled the Designation and Establishment of the Enugu International Motor Spare Parts and Allied Traders Park, Nsude, Udi LGA and Ogwofia Owa in Ezeagu LGA and the Relocation of the Coal Camp Neighbourhood and other Neighbourhoods in the Enugu Capital Territory to the New Enugu International Motor Spare Parts and Allied Trades Park Site.

    Speaking at the the brief signing ceremony witnessed by Attorney General and Commissioner for Justice, Dr. Kingsley Udeh, and leaders of Enugu spare parts dealers at the Government House on Friday, Mbah assured the errors and challenges presented by the Coal camp spare parts market were being effectively addressed in the new one. 

    “This new market is actually a purpose-built vehicle because it is designed for market in the true sense of the word and with all the supporting facilities. We have taken into account all the safety codes that are required to have an international market. 

    “As you may already be aware, the construction is ongoing. We are aggressively opening up the roads and also the building itself. That construction has commenced. 

    “Our hope is that in the next few months, we are going to see the movement of you all from the current location to an international market where we have provided all the services. There is going to be a clinic and fire service there. There is going to be a truck park. 

    “All the errors, all the challenges and the problems we have in the existing market will all be addressed in the new market.

    “We have also made sure that you do not live very far from your market. We have residences around the market. It is an ideal neighbourhood concept where you can live comfortably within your neighbourhood and still do your trading and businesses comfortably without traveling far to get things done,” the Governor said.

    President of Enugu Motor Spare Parts Dealers Association, Chief Michael Nomeh, hailed the Governor for keeping to his campaign promise after decades of disappointments endured by the traders

    “We are so excited about the relocation of the Enugu motor spare parts dealers to the permanent site, which is of international standard.

    “We thank the Governor for the campaign promise that he has fulfilled. Since the inception of democracy in 1999 to date, there have been so many promises to our people that they will relocate us to the international market. But none of them has kept to their promises. 

    “That is why we appreciate the governor for keeping the campaign promises less than two years in office. He is a governor whom does exactly what he says he would do,” Chief Nomeh stated.

    Managing Director of the Enugu State Investment Development Authority, Dr. Sam Ogbu-Nwobodo, described the move and the location of the new site as strategic, noting that the traders would be able to own shops, unlike the present Coal Camp site where most of them rented shops.  

    He explained that Enugu State Government is committed to the establishment of a commercial hub that will be a self-contained community with the full compliments of the various ancillary and supporting land uses that will create a comprehensive multi-functional commercial and industrial ecosystem in the emerging 9th Miles business corridor of the State.

    “This move is a strategic one aimed at boosting our state economy in our drive to a $30bn GDP economy.

    “If you know the location of the new place, it is so strategic. You cannot go from the Middle Belt or South South or Cross River or even from Cameroon to Onitsha without passing through there. 

    “The government is not building to make profit, but for the traders to move to a well-organised and safe environment for trading and living.

    “The place is designed to have the commercial sections with shops of different categories, warehouses, workshops, ample parking spaces, water, power, and other utilities facilities. 

    “There are also residential areas. There are also going to be smart schools, the primary healthcare centers, the fire service station, Police station, the recreational park, and a football pitch. It is a modern place that everybody will be proud to live in. It is built for modern spare part and allied trade professionals,” he added.

    Group demands investigation into mysterious death of Enugu nurse

    The Civil Rights Realisation and Advancement Network (CRRAN) has demanded a thorough investigation into the mysterious death of a nurse in Enugu, Miss Amanda Okechukwu.

    The group, which described the circumstances surrounding her demise as suspicious, insisted that it is only a detailed investigation that can unravel those behind her death.

    The demand, which was contained in a petition addressed to the Enugu State Commissioner of Police, was signed by the group’s Executive Director, Olu Omotayo.

    It demanded a post-mortem examination to ascertain the actual cause of Amanda’s death, expressing concerns that the murder, a grave offence under the law, was being trivialised.

    According to CRRAN, conflicting accounts of the nurse’s death suggested a cover-up attempt, urging the police to ensure justice.

    The petition highlighted reports that Amanda’s mother initially claimed she was beaten by friends at a party held at a hotel in Enugu on January 31, 2025.

    However, CRRAN’s findings indicated otherwise, stating that Amanda was in her family home from February 1 to February 3, hale and hearty, before heading to her night shift at Raymond Anikwe Memorial Hospital. 

    She reportedly returned home on February 4, where she was seen washing clothes and cooking before her sudden death.

    Omotayo also noted discrepancies in Amanda’s brother’s account, who told the police he found her lifeless body on the bed with a standing fan on her body and a pot lid near the room’s door.

    The group questioned why Amanda’s mother, Mrs Chizoba Nwokolo, allegedly refused an autopsy, even after reporting the case to the Speaker of the Enugu State House of Assembly and the Commissioner of Police. 

    CRRAN further criticised the police for allegedly detaining Amanda’s colleagues and friends for eight days without justification.

    The rights group urged the Commissioner of Police to ensure a comprehensive investigation and conduct a post-mortem to establish the truth.

    Nine suspected thieves arrested in Enugu

    Operatives of the Enugu State Police Command have arrested nine male suspects involved in stealing tricycles, generators and street light poles.

    In a statement, the comman’s Police Public Relations Officer, Superintendent of Police Daniel Ndukwe, said some of the suspects were arrested for unlawful possession of a firearm and ammunition in separations.

    Ndukwe said the arrests were efforts to sustain proactive and results-driven policing in Enugu State.

     Ndukwe said: “On February 17, 2025, about 11:27 a.m., Police operatives attached to the Unity Division of the Command, in collaboration with the Neighbourhood Watch Group, arrested Onyebuchi Ukwu, 20, and recovered a local pistol with one cartridge.

    Police operatives of New Haven Division also arrested Samuel Kalu, for allegedly stealing a Bajaj tricycle from where it was parked at Edenwu Street, New Haven.”

    The same operatives also arrested one Ibrahim Ayuba, male, 23 and recovered a blue Kemage generator valued at N700,000.

    The two suspects have been arraigned in court and remanded in the Correctional Custodial Centre.

    Also, Police operatives of the Emene Division on Nkwubor/Adoration Road, Enugu, on February 9, intercepted a Bajaj tricycle without a registration number. The rider, Arinze Onyia, male, 33, was arrested and will be arraigned in court once investigations are concluded.

    Group seeks probe of extortion allegations against police in Enugu

    A civil society group, the Rule of Law and Accountability Advocacy Centre (RULAAC) has urged the Police Service Commission to order an independent investigation into the alleged kidnapping, extortion, and abuse of power involving members of the Enugu State Command of the Nigeria Police Force.

    RULAAC’s appeal followed allegations by one Mr. Olu Agwu, a businessman, who was reported to have been abducted in Abia State, blindfolded, and taken to the Enugu State anti-kidnapping unit, where he was subjected to threats and unfounded accusations of being associated with the Indigenous People of Biafra (IPOB) and the Eastern Security Network (ESN).

    The report further stated that Agwu was coerced into paying a staggering sum of N62 million to secure his release, with claims that part of the extorted amounts was intended for senior police officials, including the chairman of the police service commission.

    Man charged with chopping off wife’s hand arraigned

    Mr. Sunday Echeji, who allegedly cut off his wife’s hand in a shocking act of domestic violence, was arraigned on Friday before the Chief Magistrate Court 1 in Enugu. 

    The charge brought against him was attempted murder filed under Section 275, Subsection A of the Criminal Code (Cap 30, Vol. 1, Revised Laws of Enugu State, 2004).

    The incident, which occurred in Ugwuogede village, Ibagwa-Agu, Nsukka Local Government Area, sparked widespread outrage across the state. 

    Due to the severity of the charges, the Chief Magistrate Court transferred the case to the State Department of Public Prosecution (DPP), citing lack of jurisdiction to try such serious offenses. 

     Echeji was remanded at the Enugu State Correctional Centre pending the commencement of his trial at the State High Court.

    Wife of Enugu Governor, Mrs Nkechinyere Mbah has reportedly been monitoring the case closely, reiterating the administration’s commitment to ending violence against women. 

    In a public statement, the First Lady declared: “This kind of violence will not be tolerated in our state. Rest assured, we will ensure that justice is served. So, think twice before you ever think of committing such a barbaric or inhumane act or indeed any form of violence because, with this administration, you must face justice!”

    The Peoples Democratic Party (PDP) in Enugu State has urged Chijioke Edeoga, the 2023 Labour Party (LP) governorship candidate, to return to the ruling party and contribute to its progress. 

    The appeal was made on Friday by the state chairman of the PDP, Dr. Martin Chukwunweike, during a visit to Edeoga’s residence in Enugu, accompanied by key officials of the state executive committee. 

    Speaking to journalists after the meeting, Dr. Chukwunweike emphasized the party’s desire to rebuild and strengthen its political structure in the state.

    “Ever since I assumed office as the state chairman of the PDP in Enugu, we have been strategizing on how to make the party formidable once again,” he stated. 

    The PDP leadership expressed confidence that Edeoga’s return would bolster the party’s influence and enhance its efforts to serve the people of Enugu State effectively.

    “PDP used to be the only party in Enugu State l. But in the last election, something happened that things didn’t go the way they used to go.

    “When I came on board, I discussed with the governor, Dr. Peter Mbah, that we must do everything possible to get all our people back on track. We must do everything possible to see that Enugu State becomes 100 percent PDP once again the way it used to be.

    “We took the decision to consult with some of our very key people who have been PDP all along. Number one on the list is the person we’re in his residence, Chijioke Edeoga.

    “Edeoga has gone to the House of Representatives under PDP. During our discussion, he told me plainly that he owes a lot to PDP. He’s become a lot because of PDP. He’s been in the state executive council of Enugu State courtesy of the PDP and a lot of other things.

    “So, it was painful to me to come and be acting as the PDP chairman without someone like him being in PDP.

    “The governor approved that I should go and talk to him and beg him to come back to PDP because he (the governor) knows that he (Edeoga) is a force to reckon with in Enugu State politics.

    “We’ve had a lot of discussions before now. Today, we, myself and key members of the executive of the PDP in Enugu State, have come to consult with him, and he’s okay with our visit. He’s very satisfied with our visit.

    “I believe, from what he told us, that we are going to have him back in the party. The only thing is that being somebody who is not standing alone, who has people who are his team members and companions, he feels that it is right that he also consults with them before coming to give us the expected verdict.

    “It might not cause him anything (to make his stand known) but it doesn’t augur well for his personality to just tell us, ‘Let’s go back to PDP’. But, naturally, as a man of honour and integrity, and as a general who controls people, he needs to consult with his people to give us his final expected verdict, which I believe will not be in a long time so that as the battle is beginning to prepare now, we will all go into the battlefield united as one family, which we have always been.

    “We know that Enugu State under Dr Peter Mbah will eventually become what PDP used to be. He’s asked us to extend his greetings to the governor. He’s asked us to tell the governor that he has seen the good works.

    “We’re happy this our visit has been very successful. I believe that when next we call you will be for him to now tell you the expected response”, Chukwunweike said.

    Edeoga, in his response, thanked the leadership of the PDP Enugu State for looking for him and promised to give them a response anytime soon.

    He said: “You heard the chairman. They want me to come back to PDP and I told them that I would consult widely because I’m a product of several men and women of goodwill. I will have to take back the message from the chairman and his team, whom I have enormous respect for. It is un-Igbo to hear such a request and respond immediately. I’m going to take it home and as early as possible, get back to the chairman”.

    480 students get free learning materials in Enugu school

    No fewer than 480 students of the Government Secondary School, Enugu were on Wednesday gifted with school supplies by a telecoms service provider, MTN Nigeria, through its MTN Foundation.

    The programme was part of MTN Foundation(MTNF) Learning Support Materials Initiative(LSMI)-Agenda designed to empower new students of junior secondary school (JSS 1) with essential academic tools.

    Speaking during the presentation of the learning materials to the students, the Regional manager, operations, Southeast, MTN, Mr. Kallima Inino, said that the initiative contributes to MTN’s mission of enhancing education.

    He noted that the school was nominated by the wife of the Enugu State governor, Mrs. Nkechinyere Mbah, for the support, adding that the foundation also opens to nominations from stakeholders in society for different MTNF initiatives.

    “Our commitment is to foster an enabling environment for learning and support access to quality education.

    “At MTN Nigeria Foundation, we believe that education is the cornerstone of growth and development, and every student deserves access to the resources necessary to unlock their full potentia,” Inino said.

    He noted that several other initiatives were being carried out in various schools across the country, including students with special needs.

    “We believe this would be another stepping stones toward academic excellence of the students,“ he said.

    The governor’s wife, Nkechinyere Mbah, who was represented by the senior special assistant to the governor on special duties, Barr. Chidimma Egeonu, lauded MTN Foundation for their continuous nature of giving back to the society in many ways, particularly through education.

    While noting that her office was ever ready to partner with the foundation, she disclosed that the foundation’s efforts resonates with her works across schools in the state.

    She further tasked the foundation to scale up the initiative to address inclusivity, particularly students with special needs, most of who need some of the interventions most in the society.

    The principal of the school , Barr. Ijeoma Onuigbo in her address, expressed happiness that her school was chosen for the kind gesture meant to support students.

    Onuigbo said that the learning materials would be valuable in “supporting our students’ academic journey. With these tools, our students will not explore, but will discover new ideas and perspectives and succeed in their academic endeavours”.

    While noting that all the 480 students are in Junior Secondary Class 1, smthe principal appealed for more infrastructure to enable the school accommodate the huge number of intakes seeking admission into the school.

    • NiDCOM holds summit in Southeast

    Enugu State has created diaspora desks in all local government areas to drive economic growth and development.

    This was just as  Nigerians in Diaspora Commission (NiDCOM) took its  Sensitisation and Advocacy Programme to promote diaspora investmen to the Southeast.

    A statement by Director,  Media,  Public Relations and Protocols Unit of NiDCOM, Abdur-Rahman Balogun noted that Enugu  hosted the first edition in the zone.

    Governor Peter Mbah stressed  the significant contributions of the diaspora through remittances, expertise, and innovation.

    Mbah, who was represented by Prof. Chidiebere Onyia,  emphasised the importance of harnessing resources for mutual benefit, adding that Enugu is committed to increasing its Gross Domestic Product  from $4.4 billion to $30 billion by creating an investor-friendly environment.

    Chairman/CEO of  NiDCOM, Dr Abike Dabiri-Erewa highlighted the need to decentralise diaspora engagement, which will motivate Nigerians in the diaspora to come home.

    She listed NiDCOM’s ongoing programmes, including the Nigerian Diaspora Day (NDD), Nigeria Diaspora Investment Summit (NDIS) and the Badagry Door of Return Festival, among others, as its avenues to maintain effective diaspora engagement.

    Dabiri-Erewa praised Mbah for his hospitality and leadership in improving the socio-economic status of Enugu citizens.

     Special Adviser to the Governor on Diaspora Matters, Barr.Olangwa Ezekwu noted   that remittances recorded by the International Monetary Fund (IMF) reached $4.22 billion between January and October 2024; with over N60 billion sent home last December.

    She stressed the need for the South-East to channel resources effectively, particularly as more people look to invest at home.
