    Director of Special Duties at Federal Airports Authority of Nigeria (FAAN), Mr Henry Agbebire, has listed the progress of the authority in the last one year, saying the focus has been on modernisation of airport infrastructure.

    Speaking on performance of the Managing Director and Chief Executive, Mrs Olubunmi Kuku, he said FAAN’s key projects include upgrading of terminal buildings, runways, and others.

    Agbebire noted the inauguration of upgraded facilities at MMIA Terminal 1, including the E-Wing toilets.

    He said Mrs Kuku’s tenure has been  defined by achievements in safety, security, infrastructure development, passenger facilitation, and stakeholder collaboration, among others.

    These, Agbebire said,  have strengthened FAAN’s operations and positioned the organisation as a force in Nigeria’s aviation.

    Recognising importance of human capital,  the director said Mrs. Kuku prioritised training and capacity-building for staff. These initiatives have equipped employees with skills and knowledge to deliver on the authority’s mandate.

    As FAAN reflects on achievements of the past year, he said Mrs. Kuku’s leadership has set a foundation for continued growth and development. Progress in safety, infrastructure, passenger facilitation, and stakeholder engagement are testaments to a commitment to excellence and innovation.

    In an interview reviewing the performance of FAAN’s Managing Director and Chief Executive, Mrs. Olubunmi Kuku, Mr. Agbebire highlighted key projects such as the upgrading of terminal buildings, runways, and critical facilities. Among these is the commissioning of upgraded infrastructure at the Murtala Muhammed International Airport (MMIA) Terminal 1, including the innovative E-Wing toilets, which have set a benchmark for quality and sustainability in airport operations.

    He noted that Mrs. Kuku’s tenure has been characterized by significant strides in safety, security, infrastructure development, passenger facilitation, and stakeholder collaboration. These advancements, he added, have not only bolstered FAAN’s operational capacity but have also established the organization as a vital player in Nigeria’s aviation industry.

Notably, Abuja and Lagos International Airports successfully underwent recertification by the Nigerian Civil Aviation Authority (NCAA), reaffirming their compliance with international safety protocols.

    • As airlines get 48 hours ultimatum to migrate to complaints portal

    Aviation authorities – Nigeria Civil Aviation Authority (NCAA) and the Federal Airports Authority of Nigeria (FAAN) , have concluded plans to impose a “No Fly List”, on unruly passengers who destroy operational facilities and attack airline personnel at airports across the country on account of delayed or canceled flights.

    The authorities said as much they are not in support of airlines violating the rights of passengers, experiencing either delay or cancellation of their flights should be used as a license to carry out wanton destruction of airport facilities or invasion of the airside to disrupt aircraft movement.

    Speaking at a stakeholders’ forum yesterday in Lagos, the Acting Director General of NCAA, Captain Chris Najomo and the Managing Director of FAAN, Mrs Olubunmi Kuku frowned at unruly conduct of irate passengers,  describing their behaviour as totally unacceptable.

    They said the authorities will use the instrument of the law to keep such persons in check by ensuring that any passenger that puts up such unacceptable conduct is arrested , prosecuted and made to pay for the property destroyed.

    They also frowned at the unruly behaviour of passengers who molest, attack and beat up airline personnel , saying efforts are underway to escalate appropriate punishment through magistrate and mobile courts to be set up at the airports to deal with the situation.

    Najomo said, with the existing collaboration among the agencies, a revised operating procedure on airside access is being worked out to avoid passengers creating a stampede while trying to board aircraft at the tarmac.

    Najomo said increasing reports bordering on delayed and cancelled flights and the attendant infractions by irate passengers is giving Nigeria a bad reputation as well as eroding the confidence in air travel.

    To mitigate the situation, Najomo called on airlines to avail themselves of weather information provided by the Nigerian Meteorological Agency (NIMET) , for their schedule planning .

    He said NCAA and FAAN and other agencies have agreed to extend operational period at ‘Sunset Airports ‘ to between 6.00am and 10.00pm to enable airlines take advantage of the facilities.

    He frowned at the reluctance of airlines to pay ticket refunds to passengers within the statutorily approved time, affirming that failure to do so will amount to severe sanctions on the airlines.

    He therefore mandated airlines yet to migrate to the NCAA ‘s Consumer Protection Complaints Portal to do so within the next 48 hours to avoid the big stick of the regulatory.

    Najomo said complaints over delayed or cancelled flights have peaked in the last few days as the NCAA was inundated with telephone calls from the Presidency and National Assembly.

    While urging airlines to scale up their act by either trimming their flights to meet up with the routes their aircraft could cater to, Najomo said the NCAA will not fold its arms to see the rights of passengers violated.

    He  disclosed that out of 10,804 flights operated in September and October 2024, 5,225 flights were delayed, and 190 were cancelled. He  gave a further breakdown of the data to show that in September 2024, 5,291 domestic flights were operated with 2,434 delays and 79 cancellations.

    In October 2024, 5513 flights were operated with 2,791 delays and 111 cancellations recorded.

    Najomo said delays and cancellations are sometimes inevitable, but poor management of these disruptions has far-reaching effects.

    Najomo said it is the responsibility of airlines to ensure that every disruption, whether due to operational, technical, or weather-related challenges, is handled with the utmost professionalism and regard for passengers’ rights, especially during this harmattan season with poor weather conditions that will affect flight operations.

    He said the NCAA Regulations on Passenger Rights during disruptions, as outlined in the Nigeria Civil Aviation (Consumer Protection) Regulations, 2023 are not optional but mandatory obligations.

    The DG noted that the regulations ensure that passengers are promptly informed of schedule changes, delays or cancellations, accommodation, refreshments, and alternative travel arrangements are offered when disruptions exceed the acceptable limits.

    “Adequate compensation is provided where applicable. Non-compliance with these regulations will not be tolerated, and going forward, the NCAA will not hesitate to impose the necessary penalties where violations are observed. I have instructed my team to monitor and enforce compliance and apply sanctions.

    “My team has engaged the industry in the last year by organising awareness, sensitization and training sessions for the airlines and the association of travel agents to re-educate them on the provisions of the Nigeria Civil Aviation regulations and airline obligations to passengers in the event of disruptions.

    “This is also extended to passengers to also educate them on their responsibilities as the NCAA will also be joining airlines to enforce whatever penalties will be applicable for unruly behaviour because with Rights comes responsibilities,” Najomo said.

    On her part, the FAAN MD, said adequate flow of information will put the authorities in the best position to assist the airlines.

    Mrs Kuku said FAAN has improved operational facilities at airports to facilitate more flights at extended periods into primary and secondary airports.

    She assured of adequate facilities , as FAAN has acquired more screening machines and other passenger processing facilities to facilitate seamless flights.

    She called on airlines to engage FAAN to identify priority airports to enable the authority commit more investment in infrastructure such as air field lighting and operational personnel.

    She said the airport will not tolerate any unruly conduct by passengers which puts the entire eco – system at risk.

    Also speaking , Chairman and Chief Executive Officer of Air Peace, Allen Onyema called on the Federal Government to take drastic measures in dealing with persons who damage airport infrastructure under the guise of delayed /cancelled flights.

    Onyema said the situation has become precarious requiring practical solutions and not cosmetic intervention.

    Stakeholders in the aviation industry have described the performance of the Managing Director of the Federal Airports Authority of Nigeria (FAAN), Mrs Olubunmi Kuku, in her first year in office as commendable.

    They said that the authority’s capacity to deliver over N112 billion in internally generated revenue (IGR) to the Consolidated Revenue Fund of the federal government aligns with the drive of the Bola Ahmed Tinubu administration to enhance the viability of government agencies.

    Speaking in an interview, industry expert and corporate strategist,Yakubu Dati, stated that Mrs Kuku’s sterling performance over the last 12 months is a clear indication that she fits the bill and that the airport authority is heading in the right direction.

    He noted that, under her leadership as the Chief Executive of FAAN, the authority has recorded significant improvements in the 2023 and 2022 remittances of N54,297,487,089.01 and N30,530,347,715.73, respectively.

    He added that the initial anxiety that had previously greeted the appointment of new chief executives has dissipated, giving way to confidence in the direction in which the authority is moving.

    Dati remarked: “This is because the new pilot has demonstrated the skill and knowledge not only in flying the plane to its desired destination but also in landing it safely.

    “She has left no one in doubt that she possesses the capacity to deliver on the mandate given to her.

    “As people observed how the first female Managing Director would perform, Mrs Kuku has proven that the shoes fit her perfectly.

    “In 12 months, the amiable and hard-working finance and administration expert has accomplished several noteworthy achievements that have positively impacted the aviation sector and strategically re-engineered it into a commercially viable entity.”

    Dati stated that, given her solid educational and professional pedigree, Mrs Kuku came prepared to add value to the aviation business.

    Dati noted: “Leveraging her background in finance and business administration, the lady now acknowledged as one with the Midas touch has, in one year, doubled FAAN’s income by 100 per cent through innovation and sheer doggedness.

    “Drawing from her extensive professional experience at highly rated financial institutions, including the Bank of Montreal, Ernst & Young, Deloitte, and Visa Consulting Analytics, Kuku was able to diversify FAAN’s revenue streams by increasing non-aeronautical income while building strategic partnerships and incentives to boost airport revenue generation.

    “Consequently, upon her assumption of duty, she hit the ground running by focusing on safety and security, resulting in the integration of the reviewed FAAN Corporate Safety Policy, which defined her commitment to accountability and safety responsibility.

    “As FAAN’s helmsperson, Mrs Kuku laid a strong foundation for enhancing productivity. She launched extensive manpower training to establish safety standards, training more than 4,000 staff and critical personnel across six safety-critical courses in the FAAN Training School, which she upgraded following International Civil Aviation Organization (ICAO) standards.

    “Due to her positive intervention, the school is already attracting students from neighbouring African countries who are flocking in to utilise the facility.

    “Her infrastructural efforts, such as the reconstruction and rehabilitation of internal roads, terminals, conveyor belts, and the eradication of touts and undesirable elements, have also enhanced the security and well-being of passengers at the airport.

    “As a team player, Kuku’s collaboration with other key agencies and stakeholders, as well as adherence to NCAA regulations, is gradually creating the necessary cooperation and synergies needed to fast-track development in the sector, just as her engagement with the Lagos State government, FCT, and other state governments is deepening collaboration and cooperation.

    “Without any doubt, Mrs Olubunmi Kuku’s first year as Managing Director of FAAN has been characterised by a strong commitment to enhancing operational efficiency, customer experience, and improving the agency’s revenue, deepening the roadmap provided by Festus Keyamo, the Minister of Aviation and Aerospace Development, in creating the needed synergy in line with the Renewed Agenda of President Bola Ahmed Tinubu’s administration for the industry to thrive.

    Also speaking, members of the Nigerian Aviation Professionals League commended Mrs Kuku for the steps taken so far to address both ageing and obsolete airport facilities.

    They stated that the FAAN helmsperson should not lower the standard of performance.

    To minimise apron-related incidents during the festive season, the Federal Airports Authority of Nigeria (FAAN), under the leadership of managing director, Mrs. Olubunmi Oluwaseun Kuku, has launched a revalidation programme for aircraft marshallers in partnership with F.C.I International, Centre of Technical Development.

    The initiative has trained and revalidated over 200 aircraft marshallers from various airports nationwide. 

    The program aligns with the Nigeria Civil Aviation Authority’s advisory circular (NCAA-AC-ARD049) on Airside Safety Management, ensuring safe guidance of aircraft during ground movements and taxiing.

    Speaking during a training session at Port Harcourt International Airport, FAAN’s Director of Human Resources, Dr. Emiola Olatubosun Luqman, highlighted the importance of closing technical training gaps to enhance safe air transport services during the Yuletide and beyond.

    Mr. Fortune Idu, Managing Director of F.C.I International and program coordinator, noted that this edition expanded beyond marshalling signals to address apron-related hazards. 

    It introduced new standard operating procedures and a logging system to improve efficiency and safety among marshallers.

    Participants commended FAAN management for addressing their needs and equipping them with tools for better performance.

    They also advocated for broader career progression opportunities and more advanced training programs for marshallers.

    Responding to the Marshaller’s quest for a professional career progression and technical exchange and association, Mr Idu remarked that his organisation was sponsoring the Marshaller course for safer aviation and that the Ag Director General of Nigeria Civil Aviation Authority has endorsed towards Marshaler’s progression. 

    He expressed optimism that Capt Chris Najomo’s commitment to ensuring an all-inclusive Aviation development system in Nigeria should be encouraged and his confirmation as substantive Director General of Nigeria Civil Aviation Authority was imperative to deliver this well-crafted foundation in place.

    The Federal Airports Authority of Nigeria (FAAN) has reinforced its dedication to national growth by remitting N218.3 billion in Internally Generated Revenue (IGR) and N352.3 million in stamp duties to the Consolidated Revenue Fund (CRF) of the Federation between 2020 and 2024.

    This was disclosed by FAAN’s Managing Director and Chief Executive Officer, Mrs. Olubunmi Kuku, during her presentation to the Senate Committee on Finance in Abuja.

    Mrs. Kuku highlighted FAAN’s sustained efforts in managing Nigeria’s commercial airports while meeting its financial obligations, despite the economic challenges posed by the COVID-19 pandemic during the initial years of the review period.

    She reaffirmed FAAN’s mandate to oversee all commercial airports in the country and foster the growth of air transport within Nigeria.

    The Act establishing FAAN mandates the Authority to utilise revenues generated for personnel costs, operational overheads, capital projects, and statutory remittances to the Federation Account.

    Mrs Kuku provided a year-by-year breakdown of FAAN’s contributions:

    2020: N3.51 billion in IGR remitted. 

    She explained that the Authority faced challenges in stamp duty remittances due to the pandemic but later offset outstanding payments in 2021. 2021: N17.18 billion from IGR and N17.8 million in stamp duties.

    2022: N30.53 billion in IGR and N27.1 million in stamp duties.

    2023: N54.30 billion in IGR and N25.4 million in stamp duties.

    2024: N112.82 billion in IGR and N281.9 million in stamp duties.

    Cumulatively, Mrs Kuku said N218.3 billion from IGR and N352.3 million in stamp duty payments were remitted during the five-year period.

    Mrs Kuku assured the Senate Committee of FAAN’s strict adherence to extant financial regulations and its unwavering dedication to providing world-class aviation infrastructure.

    She underscored the global and technical nature of the airport business, emphasising the urgent need for additional funding to modernise Nigeria’s airport facilities and position the country as a hub in the West and Central African sub-region.

    In her closing remarks, the FAAN MD appealed to the Senate Committee for continued support to help the Authority achieve its infrastructure development goals, ensuring safe, secure, and efficient passenger and cargo transportation.

    The Chief Executive underscored FAAN’s strategic role in Nigeria’s aviation sector and highlighted its resolve to balance operational demands with fiscal responsibility.

    Detailed financial reports of the remittances were submitted to the committee for further review.

    The Federal Airports Authority of Nigeria (FAAN) is mobilizing aviation stakeholders nationwide to strengthen collaboration on reducing carbon emissions, with a particular focus on Murtala Muhammed International Airport (MMIA) in Lagos. 

    Speaking at the Stakeholder Engagement on Carbon Emission Management on Wednesday, FAAN’s Managing Director/Chief Executive, Mrs. Olubunmi Kuku, warned that the aviation business faces significant risks if stakeholders fail to address carbon emissions collectively. 

    Mrs. Kuku, represented by the Director of Special Duties, Mr. Henry Agbebire, highlighted the aviation sector’s vulnerability to adverse weather and climate change. The event convened key players in the industry, including airline operators, fuel suppliers, and Bi-Courtney Aviation Services Limited (BASL), among others.

    “This could be imagined through a scenario where the global airspace is not accessible by aircraft for a few days due to bad weather.

    “This comes with a lot of negative impacts, including economic and social. The aviation industry may be at risk of extinction if such a situation persists for years. This invariably means that our business is at risk if we do not make collaborative efforts to ensure the reduction and proper management of carbon emissions from our operations.

    “The aviation industry contributes about two of the total global carbon dioxide emissions out of which airports contribute about five cents. The percentage contributed by airports is not a mere proportion if its potential negative impacts are critically examined.

    “The Airports Council International (ACI) developed the Airport Carbon Accreditation (ACA) programme, which is a robust airport-specific carbon management certification program developed in line with ISO 14001 standards and the Greenhouse Gas (GHG) Protocol.

    Its aims include helping airports all over the world to map, report, reduce, and manage carbon emissions from their airport operations with the ultimate goal of net-zero emission.

    This target will significantly reduce the overall carbon footprint of the aviation industry if all hands are on deck.

    “The Federal Airports Authority of Nigeria (FAAN) has joined the league of airports all over the world that are making efforts to map, report, reduce, and manage emissions from their operations through the ACA programme.

    “The Murtala Muhammed International Airport (MMIA) was accredited and certified in 2020 by the ACI for correct mapping and reporting sources of emissions from the airport, according to the principles of the GHG Protocol and the ACA programme.

    It was noted from the mapping of emission sources at the airport that more than 80 percent of the total emissions since 2020 is from electricity consumption!

    As part of the intentional and dedicated efforts of the Federal Airports Authority of Nigeria to decarbonise our airport operations, a robust carbon management plan (CMP) was developed for MMIA. It is important to mention that the measures included in our CMP are ambitious and capital-intensive.

    “Implementation of some of these measures earned the MMIA a full accreditation and certification for Reduction of carbon emissions from the airport by the ACI. The journey ahead of us is still far, as we aim to get higher levels of accreditation and certification in our decarbonization programme.

    Fellow stakeholders, this engagement meeting is to underscore your importance as we prepare to compute our Scope 3 emission for MMIA to go to a higher level of the ACA programme.

    This means that relevant data will be required from you. Our ACA Team and the Carbon Emission Reduction Team will be following up with you after today’s event. We look forward to enjoying more support and collaboration from you as we join hands to decarbonize the Nigerian aviation industry.”

    The guest speaker and CEO of Aviators Africa Tony Ukachukwu said Airport carbon emissions pose a significant challenge to the sustainability of the industry.

    He stated that Nigeria’s air transport sector contributes approximately 1.4 percent to the national GDP, adding over 20 million transit through Nigerian airports globally, and said the African region is not yet connected with air travel.

    He stated that Collaboration among stakeholders is essential for emission reduction, adding that benefits of collaboration include improved emission reduction outcomes, increased innovation, and enhanced reputation.

    “The Federal Airports Authority of Nigeria (FAAN) stands at a critical crossroads of environmental economic development and As Africa’s largest economy and a stewardship

    “As Africa’s largest economy and a pivotal hub for West African aviation, Nigeria faces a unique challenge: balancing rapidly growing air transportation needs with sustainable environmental practices.

    “The journey towards sustainable aviation begins with a single, unified step. Together, we can transform how we think about travel, technology, and our collective environmental responsibility.”

    Representatives of the Nigerian Airspace Management Agency (NAMA), and the Nigerian College of Aviation Technology (NCAT), among others, said collaboration is imperative to reduce carbon emissions in the aviation sector.

    NAMA Managing Director, Engr. Umar Farouk represented by his technical adviser, Jibrin Haske stated that NAMA recognized the importance of balancing the growth of air transportation with the need to protect the environment.

    “We remain fully committed to ensuring that our air navigation services not only guarantee safety and efficiency but also contribute significantly to the reduction of aviation emissions. 

    “To achieve this, NAMA has taken deliberate steps aligned with national and global standards and initiatives, particularly the International Civil Aviation Organization’s (ICAO) Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) as well as the NCAA’s Clean-2-Breath Nigeria Campaign.

    Allow me to highlight some of these efforts:  “Since 2015, NAMA has progressively implemented Performance-Based Navigation (PBN) RNAV Approaches in all Nigerian airports. This system, leveraging satellite-based navigation, enables more precise and efficient flight paths, reducing fuel consumption and carbon emissions. 

    “In 2020, we successfully implemented RNAV 10 routes across our airspace to further optimize flight efficiency. Additionally, in December 2021, we introduced Free Route Airspace (FRA), allowing aircraft to select the most direct routes between defined entry and exit points. This innovation significantly minimizes fuel burn and emissions.”

    The MD stated that the agency is committed to leveraging emerging technologies to further enhance efficiency and sustainability.

    “Innovations such as artificial intelligence, digital tower systems, and advanced surveillance technologies will play a key role in reducing environmental impact while maintaining the highest standards of safety and efficiency. 

    On his part, the Ag. Rector of Nigerian College of Aviation Technology (NCAT) represented by Engr.     The Managing Director of the Federal Airports Authority of Nigeria (FAAN), Mrs. Olubunmi Kuku, has prescribed new operational guidelines to enhance passenger processing during the festive season. 

    She emphasized professional conduct by security personnel, urging a shift from extortion and harassment to efficient service delivery.  

    Commended by industry stakeholders, including ex-FAAN spokesperson Yakubu Dati, Mrs. Kuku’s directive was lauded as a proactive step toward improved airport operations. 

    In a statement, Dati called for collaboration among airlines, service providers, and officials to ensure smooth end-of-year travel experiences. 

    According to Dati, her charge to security agencies and frontline partners should not be viewed as an indictment but as a wake-up call to weed off bad eggs and sustain the fresh narrative in line for better service delivery.

    “Mrs Olubunmi Kuku’s emphasis on Safety and Security can only be realized with a wholesome addendum of passenger satisfaction.

    The Managing Director/Chief Executive of the Federal Airports Authority of Nigeria (FAAN), Mrs. Olubunmi Kuku, on Tuesday, December 3, convened a crucial meeting with the heads of all security agencies at Murtala Muhammed International Airport (MMIA), Lagos, to address the persistent issues of touting and passenger harassment at screening points.

    During the meeting, Mrs. Kuku launched “Operation AirClean,” emphasizing that she has the full backing of the Minister of Aviation and Aerospace Development, Festus Keyamo. She stressed the urgency of cleaning up airport terminals and eliminating unpatriotic practices among officers.

    Her call to action for the leaders of security agencies was clear: it is no longer business as usual. The initiative aims to improve collaboration among agencies and streamline passenger search processes, ultimately enhancing the overall travel experience. It also seeks to eliminate extortion and harassment of passengers and completely eradicate touting activities at the airport.

    She ordered the immediate dismantling of search tables at screening points and mandated that technology be leveraged to reduce manual searches and improve interactions with passengers. Collaboration and intelligence sharing among agencies were also deemed essential for enhancing service delivery.

    The FAAN MD/CE announced that her administration would deploy mystery shoppers equipped with body cameras to assess the performance of officials at both arrival and departure security and screening areas.

    The meeting was highly participatory, and representatives from various agencies proposed concrete solutions for improving services to enhance the passenger experience while eliminating touting and soliciting.

    The heads of the security agencies committed to heightened oversight of their officers, ensuring accountability on duty. It was also resolved that a secure and designated area will be provided as a waiting area for visitors while mobile courts will be set up for expedited persecution of offenders.

    Mrs Kuku reaffirmed that FAAN directors would actively engage in monitoring efforts, and existing task forces were directed to intensify their activities. Any officer found guilty of misconduct must be reported to their agency head without delay.

    The meeting included representatives from the Nigerian Air Force, Nigerian Immigration Services, National Drug Law Enforcement Agency, Nigerian Quarantine Services, Nigerian Police Force, Directorate of Security Services, Nigerian Customs Services, and Aviation Security Services.

    Mrs Olubunmi Kuku, driven by her unwavering commitment to enhancing passenger experiences at Nigerian airports, called for unified action to achieve this critical objective and zero tolerance for misconduct.
