    Police discover new kidnappers’ hideout in Lagos

    The Lagos State Police Command  on Friday said it had discovered  a new kidnappers’  hideout where arms as well as  police and military life jackets were recovered.

    The Commissioner of  Police in Lagos, Mr Fatai Owoseni,  who confirmed the discovery to newsmen, said that it was made during raids of creeks at Isawo in  Ikorodu area of Lagos.

    Owoseni said  that the hideout was discovered on Thursday by a team of  Ikorodu Special Anti-Robbery  Squad (SARS) and Volunteer Police led by Superintendent Godfrey Soriweiu.

    He noted that the success came two weeks after the discovery of a similar hideout in  Isawo.

    “In continuation of its onslaught on militants operating from the creeks, Lagos State Police Command early Thursday morning raided and recovered seven army and police bullet-proof vests.

    “The teams also recovered eight ballistic helmets and nine life jackets from a new kidnapper’s hideout in Lagos.

    “Other item recovered by the team includes a speed boat belonging to the suspected kidnappers, “he said.

    He said that the team thereafter destroyed the hideout before moving the recovered items out of the location.

    “The suspected kidnappers, who were preparing their morning meal, scampered into safety on sighting the special team,  abandoning several items,” he said.

    State have killed Ossy Ibori, a wanted leader of a militant group involved in kidnapping in Ikorodu and Epe areas of Lagos State.

    Lagos State Commissioner of Police, Mr. Fatai Owoseni, told newsmen on Monday in Lagos that the suspect was killed by soldiers at Ajakpa area of Ondo State.

    Owoseni said that he was killed at about 3.00a.m. on Monday in the course of arresting  all members of his gang and other criminals who had made life miserable for innocent citizens.

    He said that the gang members retreated to their base in Ajakpa because they could no longer lay claim to the creeks in Isawo area of Ikorodu.

    “At about 3.00a.m. today, soldiers posted to dislodge the militants wreaking havoc in some parts of Lagos engaged the criminals in a shootout at Ajakpa, during which the suspected leader known as Ossy was killed.

    “Efforts are ongoing to arrest the other gang members,” Owoseni said.

    In a statement, Maj. Abubakar Abdullahi, Coordinator, Joint Media Campaign Centre, said that the Operation DELTA SAFE carried out the killing.

    According to Abdullahi, the squad repelled an attack in Ajakpa Community in the creeks of Southern Ondo State on Sunday night.

    He said that the attack was led by the notorious gang leader, Ossy Ibori, who had a hideout at Ajakpa, Ilaje Ese-Odo Local Government Area of Ondo State.

    “The leader was gunned down during the gun duel along with some of his gang members. His body was identified by some of the locals in the area.

    “Search for other criminals who jumped into the water with gunshot wounds is ongoing. The troops recovered one AK 47 rifle and four magazines,” he said.

    The Ibori gang had been terrorising parts of Lagos, Ogun and Ondo States.

    Last month, the gang killed an army captain and two policemen in Ikorodu, Lagos.

    The gang was also blamed for the abduction of students and staff of a secondary school, in Ikorodu area.

    “The criminals, in addition, carried out several attacks at Ilaje Ese-Odo Community at Ajakpa, Safarogbo and Balowo areas,” Abdullahi said.

    Abdullahi said that the need to flush the criminals out from their hideout became necessary to ensure peace and security in Ondo State.

    “Sadly, in the process, one gallant soldier paid the supreme price while three others sustained gunshot wounds.

    “They have since been moved to a military hospital for proper medical attention.

    “While the operation is ongoing, let me appeal to law-abiding residents of the affected communities to remain calm, vigilant and to support our troops with valuable information on whereabouts of other criminals,’’ he said.

     

  • Police arrest 13 suspects, demolish ‘criminal’ hideouts in Lagos

    The police in Lagos on Wednesday arrested at least 13 suspected militants in connection with the killings of security operatives at Ishawo.

    This came just as the police commenced demolition of illegal structures around the Ishawo creek, suspecting to be owned by militants.

    The state Police Commissioner, Fatai Owoseni, who spoke to journalists while supervising the demolition, said the suspects were assisting the command to track down their cohorts.

    According to Owoseni, the demolition of illegal structures at waterfronts was part of measures to flush out militants and other criminal elements in the state.

    The police, he said, deployed operatives of the Marine, Special Anti-Robbery Squad (SARS), Police Mobile Force (PMF), anti-kidnapping units and local vigilantes for the operation.

    Owoseni said the joint operation ordered by Governor Akinwunmi Ambode following the death of security operatives was yielding results, adding that the perpetrators would be hunted.

    He said: “Following the attack that occurred at Ishawo where we lost four of our policemen and an army captain, we have deployed operatives in the water. What you have seen now is for us to appraise what we have been doing for the past one week.

    “Quality arrests have been made and we are talking to them. We believe that we got some evidential value from the arrests made. So, they are talking to us, at least that had made us to know who we are looking for so that we would not speculate.”

    Owoseni, who was accompanied to Ishawo by Commander, Rapid Response Squad (RRS), Tunji Disu, an Assistant Commissioner of Police (ACP), said the visit was to appraise the work done so far and the next line of action.

    Otodo Gbame: Court refuses to jail governor, CP Owoseni for contempt

    A Lagos State High Court, Igbosere, has dismissed an application by thousands of displaced residents of several Lagos waterfront settlements seeking the committal to prison of Lagos State governor Akinwunmi Ambode, Commissioner of Police (CP) Fatai Owoseni and two others for contempt.

    Justice Adeniyi Onigbanjo ruled yesterday that according to Section 308 of the 1999 Constitution (as amended) the governor, who was the third respondent, had constitutional immunity from prosecution and imprisonment.

    This, he added, meant that the court lacked the jurisdiction to entertain the application against him.
    Attorney-General of Lagos and Commissioner for Justice Kazeem Adeniji, Commissioner for Physical Planning and Urban Development, and the CP are the first, second and fourth respondents respectively.

    The judge ruled further that the other respondents, having acted under the clear order and direct supervision of the governor, they could not be said to be the contemnors.

    The court added that following the concession by applicants’ counsel, Friday Oteiku, and defence counsel S. A. Quadri that mediation between the parties had broken down, he would go ahead and deliver judgment in the substantive suit on April 25.

    The application was instituted by 33 applicants suing on behalf of themselves and other residents of settlements including Otodo Gbame, Tomaro, Otumara, Orisunmibare, Oko Agbon, Itun Atan, Sogunro, the Ikorodu communities of Ofin, Bayeku and Olufunke Majidun and the Bariga communities of Ago Egun and Ebute-Ilaje.

    They claimed through their counsel, Friday Oteiku, that the respondents breached an order of last November 7 and 16restraining them “from demolishing any of the applicants’ “homes, business premises, properties or community facilities in waterfront communities across Lagos State inhabited by the applicants or evicting the applicants therefrom.”

    The applicants, hundreds of whom besieged the court yesterday, also claimed that as recently as January 26, the respondents further disobeyed the court’s order that “parties shall maintain the status quo…pending the final resolution of issues between them either upon conclusion of mediation as directed by the court or the final determination of this suit.”

    In proof of their allegation, they stated that their communities were demolished by two excavators brought by members of the Lagos State Task Force comprising soldiers, military police, Nigerian Security and Civil Defence Corp and police officers.

    According to the applicants, a Task Force official stated that “This is Lagos State, we don’t obey court orders, take it to the governor,” while pointing to a Rapid Response Squad helicopter flying overhead through which the governor was said to be allegedly monitoring the operation.

    Ruling, Justice Onigbanjo said: “Much as the court empathises with the applicants’ rights and would ordinarily take all steps within the ambit of the law to protect the sanctity of judicial authority and the rule of law, the facts and circumstances of this case, in my opinion, regrettably place a constitutional barrier to any such exercise of judicial power.”

    He noted that it is settled law that committal proceedings are criminal/quasi-criminal which lead to imprisonment of the alleged contemnors if found guilty.

    “Under those circumstances, I think that not only must the facts alleged in proof of contempt of court be proven beyond reasonable doubt, in this particular instance, because the respondents’ actions complained about as allegedly carried out with the direct supervision of the third respondent, who happens to be the Executive Governor of Lagos State, Section 308 of the 1999 Constitution unequivocally forbids the court from entertaining this manner of application or any other criminal proceedings against the occupant of that office so long as he remains in office.

    “Now, because it is clear from the affidavit evidence adduced by the applicant that the third respondent ordered the actions complained about in flagrant disobedience of the above-stated directives of this court, then it must follow that the other respondents in this suit cannot really be said to be in contempt of this court or to be said to have caused the actions complained about.

    “I would observe that reprehensible as the actions complained about in this application are, the court lacks jurisdiction to entertain these committal proceedings against the third respondent, and by implication, the other respondents by virtue of the immunity afforded the third respondent by Section 308 of the Constitution.”

    Following the ruling, Quadri, the Lagos State Director of Civil Litigation, stated that contrary to Oteiku’s claims that the claimants were the first settlers on the land, the plaintiffs had no title to the land whatsoever.

    He explained that the court order directing the parties to maintain the status quo was disobeyed by the plaintiffs who continued to build on the land.

    But Justice Onigbanjo, who expressed grave concern if it was true that the governor deliberately disobeyed a court order, stated that the government and its lawyers had a higher moral burden in this instance.

    He asked: “Are you saying that because a child is rolling in sand, you, an adult, will also roll in the sand? This court will expect a higher level of compliance from this (government’s) side than from the other side.”

    Dislodged militants now enroll as private guards – Police

    Lagos residents have been warned to ensure that domestic workers employed were duly profiled by the police.

    The state Commissioner of Police, Fatai Owoseni, gave the warning on Friday, disclosing that some of the militants and kidnappers dislodged from creeks now disguise as private security guards.

    Owoseni said the policemen are already taking census of some of the estates where kidnappers have been posted by their firms as guards, without knowing they were spying on victims.

    He also disclosed that cases of criminality perpetrated by domestic helps were on the increase especially with respect to drivers fleeing with their employers’ vehicles.

    The police commissioner warned estate managers, private guards to stop denying policemen on patrol duty access into the premises, adding that the command was working with the Nigerian Security and Civil Defence Corps (NSCDC) to address anomalies.

    Owoseni said: “Criminal elements and suspected militants and kidnappers have found themselves enlisted into services of private security company, where they choose the estates they want to go and work.

    “It gives them platform to do monitoring and then give information to their cohorts outside. The command wants to advice Lagos residents on the need to profile and vet domestic servants and drivers they employ.

    “By doing that, they would be helping to secure themselves, protect valuables and assist the police in its quest to reduce crime to minimal level in Lagos.”

    Giving details of arrests made by the command between Tuesday and Friday, Owoseni said a syndicate that advertises and present themselves as drivers in order to steal from their employers was apprehended.

    He said: “They do so in connivance with guards in some of the houses they work as drivers. We got four members of the gang after a Hyundai jeep which was stolen from the owner’s home, was intercepted in Ondo State, enroute Abuja.

    “Through diligent investigation, kingpin James Jacob was arrested. During interrogation, three others were arrested. On a serial basis, they give out themselves as drivers. After working for the family for sometime, they steal the car or connive with guards.

    “They have confessed that there are five other cars stolen in that manner. James Jacob was paraded last year for a case of rape and theft of vehicle. He raped his boss’ house help and stole the car. He was charged to court but unfortunately, he got bail and refused to learn his lessons.

    “The gang had plate numbers belonging to government offices, which they use to move stolen vehicles to places they sell them.”

     

  • Lagos CP calls for profiling of domestic workers before employed

    The Lagos State Commissioner of Police (CP), Fatai Owoseni, on Friday advised the public to always profile  their domestic workers with the police before employing them.

    Owoseni  gave the advice following the police arrest of a notorious criminal with three others who allegedly specialised in parading themselves as drivers or security guards.

    The CP said from investigations by the police, it was discovered that these tricksters used to abscond with their employer’s properties after employment.

    Owoseni, explaining the antics of the suspects, said that some get themselves employed to private security agencies and also choose where to serve.

    This  was to afford them monitor and give information about their unsuspecting victims to their group members.

    “These syndicates advertise themselves as drivers and in some cases, in connivance with house guards where they work later cart away their employers’ properties.

    The  CP said that a suspect, James Jacob, was once paraded and arraigned for allegedly raping a house help and stealing his boss car but got bailed.

    “A Hyundai jeep was recovered from the suspect and he confessed to have stolen five other cars.’’

    Owoseni said that if James Jacob had been brought for profiling, he would have been exposed.

    “The command is urging the public on the need to take to the advisory of profiling and vetting of domestic servants they employ.

    “By doing this, they secure themselves, protect valuables and assist the police in managing crime and reducing it to a minimum level in the state.

    “Due to the rate at which domestic workers get involved in criminality, we have always advised that members of the public should not see it as a burden to bring their domestic workers for profiling before employment.

    “Investigations also revealed that some suspected kidnappers get employed to private security agencies and also choose where to serve so as to monitor their victims,’’ he said.

  • SHOCKING…Alfa buys boy at N500, kills him for ritual

    A mother of four children, Mrs Chinasa Okereke, has revealed how a 15-year-old boy collected N500 from an Alfa to abduct her three-year-old son for ritual at Ijegun, Lagos State.

    Chinasa, who spoke with newsmen on Sunday, alleged  that the teenager, who is also a neighbour stole her son, Chiagozie,.

    The News Agency of Nigeria (NAN), reports the teenager identified as Simon had earlier confessed to the police that an unidentified Alfa, now in police custody,  asked him to supply a three-year-old child.

    Simon said  after he brought Chiagozie to the Alfa, he was given N500 for his efforts.

    When the three-year-old was finally located by detectives from Isheri Police Station, he was already dead.

    Chinasa, who broke down in tears, said that she was not only grieving for her murdered son, but also scared about strange men on motorbikes coming to threaten her and her husband, Augustine Okereke.

    The woman who lives in a multi-room building, has three other children, apart from Chiagozie. The eldest is 10years old, the second child is eight years old. Chiagozie was her third child. Her fourth child is just nine months old.

    She explained that on the fateful day, she wanted to give three of her  children a bath outside the house when the three year-old child was abducted.

    According to her account, she had  briefly stepped into the house  to get a wrapper to strap the nine-month-old to her back. But when she returned  Chiagozie was nowhere to be found.

    When she asked her eight-year-old daughter the whereabouts of her little brother, the girl said that Simon, the 15-year-old living in the building next door  had taken him away.

    “When my daughter told me that Simon took Chiagozie, I immediately rushed to his house, but his guardians said they had been looking for him too. When it was getting late, we went to the police station to report that Simon took our son and that we couldn’t find him.

    “Police took over the case and soon located and arrested Simon. He was taken to the station. Singing like a bird, he revealed how the Alfa came to pick him and Chiagozie with a car.

    “When detectives asked questions from residents of  the community, they were told  that they saw the Alfa driving off with Simon and Chiagozie.

    “The suspect led police to the scene where the Alfa took him and Chiagozie. The corpse of Chiagozie was found laid out on the ground. A big stone was beside his head and a red cloth tied round his neck.

    “Asked how Chiagozie was killed, Simon said that he saw when the Alfa lifted Chiagozie mid-air and made some incantations before dropping him to the ground,” the woman recalled in tears.

    Reacting to the incident the Lagos State Commissioner of Police, Mr Fatai Owoseni, , alleged that the Alfa used the deceased for ritual.

    He further said that the Alfa and Simon had been transferred to the State Criminal Investigations Department (SCID), Panti, Yaba, for further investigations.

    “Parents should be proactive and know the kind of people they leave their kids with.

    “Parents and guardians shouldn’t allow the economic situation in the country to affect their vigilance and care towards their kids,”Owoseni stated.

    The Lagos State Police Commissioner Fatai Owoseni on Wednesday said he will not allow the planned protest against the Federal Government slated for February 5 to hold in the state.
    Popular musician, TuFace Idibia who joined the call for protest by some concerned Nigerians over the state of the nation, had used his social media platforms to appeal to his supporters to join the movement.
    But Owoseni, who had earlier stated that there was no official request from the protesters notifying security agencies of their plan, said Wednesday that intelligence report indicates that criminals might hijack the process.
    According to the police chief, the command wasn’t ready for that kind of demonstration and as such would not allow it to hold.Tuface-Idibia
    He said no matter how good an intention is, hoodlums would always find a way to harass, rob and attack innocent members of the public, who may wish to go about their Lawful duty.
    Owoseni said: “Information reaching us revealed that some hoodlums are planning to hijack the peaceful protest. And as such, we won’t allow it to hold in Lagos. We know that Tuface do not have the capacity to contain such a crowd and we will not fold our hands and watch while things go out of hand.”
    At a press conference held earlier in the week, Owoseni said: “The Civil Society had said that they do not need police permission to carry out any peaceful protest, but they should also be aware that there might be those who share an opposing view. This set of persons may want to disrupt the peaceful demonstration and would want to attack demonstrators.
    “This is why we advise individuals or group of persons who may wish to embark on civil demonstration to inform the police so that adequate security arrangement would be provided.”
  • Owoseni remains Lagos Police Commissioner

    The Inspector-General of Police, Ibrahim Idris, has not removed Mr. Fatai Owoseni as Lagos State Police Commissioner, a police source confirmed on Thursday.

    Several online platforms had reported on Wednesday that Idris had replaced Owoseni with Mr. Garuba Umar, the Officer in Charge of Inspector-General of Police (IGP) Monitoring Unit.

    Owoseni, it was said, would proceed to the National Institute of Policy and Strategic Studies (NIPSS), Kuru, Jos, for a leadership course.

    But the source told The Nation that the information was false.

    “The rumour is totally false and baseless. The CP has not seen any signal to that effect. Fatai Owoseni remains Commissioner of Police Lagos State,” he said.

    Meanwhile, Owoseni has charged men and officers of the state command to be professional and of good conduct.

    Owoseni said this at the just-concluded Course 1 of 2017 Batch 45 of the Police Re-Orientation Course at the Police Training School Ikeja, Lagos.

    He also warned that the force would not condone any act of misconduct from any officer .

    The CP explained that the course was initially designed to correct erring police officers, who were arrested for misconduct, but was stretched to include other policemen in the state.

    He stated that it would acquaint policemen in the state with the latest development and directives of the force leadership.

    Also speaking, the Commandant of the PTS, Kayode Egbetokun, an Assistant Commissioner of Police (ACP), urged the participants to put in practice all that they leant at the college.

     

  • Police intercept 84 illegal migrants

    The Lagos State Commissioner of Police, Mr. Fatai Owoseni, said on Thursday that 84 illegal immigrants were apprehended within the Seme border axis during the week.

    The commissioner said the anti-border patrol team unit intercepted the illegal immigrants between January 9 and January 11.

    Owoseni, who spoke while addressing journalists, said the immigrants claimed they were travelling to Libya.

    “The illegal immigrants claimed they are on their way to Libya, but the manner in which they appeared looked suspicious as they were being conveyed into waiting buses,” the News Agency of Nigeria (NAN) quoted the police commissioner as saying on the matter.

    Owoseni added that further investigation will be carried out while the illegal immigrants will be subsequently transferred to the Nigeria Immigration Service.

    He said that police would not allow Lagos to be used as abode for criminal elements.
