    Senate takes oversight for granted – Ibrahim

    In this interview with reporters in Abuja, Senator Abu Ibrahim, Chairman, Senate Committee on Police Affairs, bared his mind on the one year anniversary of the Eight Senate and some controversies the Senate encountered during the period. Assistant Editor, Onyedi Ojiabor, was at the briefing and reports

    How will you appraise the performance of the Senate in the past one year?

    Unfortunately Nigerians have put up a system whereby we access the performance of the National Assembly in terms of bills, but we forget that there are other functions of the parliament. Of course, bills are very important, in fact, it is very vital because there is no way we can do without bills. But there are other equally important functions and they include the functions of passing the budget approvals, followed by the oversight functions, which I think is very important. So, I believe Nigerians should begin to see the performance of the National Assembly with the inclusiveness of other functions and parameters, and not just making laws or the number of bills, or the number of motions.

    Do you consider the committee works more important than the making of laws that will improve the lives of Nigerians?

    I am not saying they are not important, they are important but, if I were to access the performance of the National Assembly, I will give law-making 40 percent and others 60 percent. If you go to America, committees are more important. You just watch the Senate proceedings, you are only going to attend when you are interested in voting on what concerns you because of consensus. But committees are more active, powerful and potent. So, the most important thing is how we can perform our functions more effectively as committees and I realise, as the Chairman of the Senate Committee on Police Affairs, that if you try hard, you can bring a lot of changes. I can see myself as quite educated in the problems of the police and systematically, I try to sort them out. Already, I have a draft bill, which is on the financing of the police. I call it police development fund. Without proper funding of the police, we cannot progress. But people do not appreciate their challenges. They say the police is corrupt and so on, but have we really given them all the necessary funds, equipment and training? Of course these are what make a person to have the capability to protect and secure the environment. Your ability to even understand your own functions, especially in a changing political situation is very important. You have to understand the issue of rule of law, the respect of human dignity, and others. If you are not trained and you are just given a gun, then you are not given your allowances and tomorrow morning you don’t know if you will be able to afford a decent breakfast, you will end up venting your frustration on the common man. So obviously, the assessment should include, apart from the number of bills passed into law, how the committees performed. This is where the powers and functions of the National Assembly are very important. That also is drawn again from the budget; approving the budget and seeing that the budget is implemented. If this is done very well, all these things about wastefulness we see would not have happened. There will be a lot of savings. We will even have the capacity to employ an engineer to access the cost of projects being executed by the ministries, but we are not giving this function the serious attention it deserves.

    The Senate has been accused, even by the executive, of neglecting its oversight functions, why is this so?

    Since I came to the Senate, this is my forth time, we never cared. I don’t know if we are still developing as National Assembly, but really, that should be the most important function of the National Assembly, even better than making laws, which is natural, because it is even the executive that should be sending bills to be passed into law. Although we have private members bills, the bills should come from the executive. The parliament should be the important overseer of the executive. So, we are not giving that function of the National Assembly better assessment. I wish you can take it committee by committee and see how we have fared, rather than considering what senators have done individually. Look at the quantities, what have they done, have they been meeting, have they been engaging their constituents, which is where they are supervising; these would be more profitable to Nigerians.

    What are the challenges facing the effective performance of the Senate in delivering its responsibilities?

    Funding is one, because we do not care much about improving it; that is why we do not fund it properly. As I have said before, on ourselves, we have not got ourselves properly, especially with about 80 senators who are new in the Senate. They are not even trained, experience is not there. So, I think we need to really direct ourselves next year. I spoke to some of my colleagues on how to raise the budget standard and budgeting, so we think the Senate should come with a new approach rather than allowing just cumulative budget instead of the details. This is necessary because we need details to consider the budget, but we don’t see the details. It is only when the budget goes out there that we start talking about the details. Up till today, I don’t know the details of my own committee. It should not be like that, at least, as the committee chairman, I should know the details of my own committee; what we have done, what has been approved as budget by the Appropriation Committee and taken to the executive as approved. Not that someone in the Appropriation Committee will go and change everything.

    But by your rules, you have the right to demand for the details of the budget from the Appropriation Committee; why are you not demanding for them?

    We have the right to demand for the details, but what I am saying is if we do not start early, when it is too late, there is nothing you can do. Is it when the President is waiting for you to sign the budget that you will start raising the issues of the details? Then, there is the issue of perception by Nigerians that you have done what has been approved. But we can start early, and I think we should come out with some measures about this. I think we should make it mandatory in the system that when the budget comes early, then the Appropriation Committee must bring the details, not the whole Senate, but the committees should know the details of what they have approved and what has gone into the final figures of the budget.

    Is anything preventing the Senate from having a timetable for the presentation and processing of the budget to avoid issue of time constraints?

    Probably, we should look into providing either a bill or in the regulation of the Senate that the budgeting process must be done this way. If we do it, the House of Representatives may likely follow the same pattern. So, it is a good idea that we should have a budget schedule, in which we will have the date for the President to bring the budget, and the date the committees should finish their works, and that the Appropriation Committee should bring details on a particular date, and then bring it back for the Senate to approve on a certain date.

    You are calling for more funding for the committees, but Nigerians think National Assembly has got more than enough funds to perform better

    I can understand the disagreement by Nigerians on the expenses of the National Assembly because this is an area that has been lagging behind in terms of public knowledge. Look at all those years that the military took over, there was no National Assembly, the only thing they were seeing was only the executive and the judiciary. But let me tell you, there are more useless expenditures in the executive side than in the National Assembly, but because it looks like we are much younger or less sustainable partners, because of military incursions, they misunderstand the important role of the parliament. If you go to the Senate of the United States, I mean, it is such an awesome, powerful institution, because they have built it for years. And they have every needed facility to help them work effectively; they have their own full budget office, they can hire professionals to do all their investigations, but here, it is different. People argue why senators should have cars, but they forget that even the local government chairmen, state assembly lawmakers, commissioners, even ministers that we confirm will end up having two, three cars, and then you are telling us that the National Assembly should not have cars. Reduce the cars, let them be Peugeot cars for everybody, President is there, Vice President is there, Chief Justice is there, Senate President, Speakers, Governors, all of them should be there, but you cannot isolate an institution which is very vital, because if there is no National Assembly, there is no democracy. It is the main symbol of democracy, and so you are going to make it work. It is not because I am involved, of course, I will be out someday, but I will like to leave an institution that is fully built not half built so that we can better work for Nigerians and save money for Nigerians, and that is the importance of our oversight functions.

    Wikki Tourists captain and right back, Mustapha Ibrahim has described as tough customers the Nigerian champions, Enyimba.

    “Enyimba have always given us a tough time each time they visited Bauchi that’s why we are going the extra mile to prepare for the rescheduled clash on Wednesday. We are going to approach the encounter as Cup final which a win will see us lift the coveted trophy.

    “Already we have lost  three points no thanks to Giwa FC’s expulsion from the ongoing league season and the effect is quite negative on our position on the league table.

    “We need the three points at stake to maintain the status quo prior to the points deduction as well as stand on strong footing to challenge for the summit,” said the Wikki Tourists strongman to supersport.com.

    “Compared with our position at this stage of the league last term I think we have performed creditably well. The difference is quite glaring in the area of scoring goals as well as general team performance.

    “I think our score card in the first stanza is quite impressive and the credit goes to the management, coaching crew and the players. However, whatever we achieved in the first term is rather a call for us to double our efforts in the second term so as to achieve our season’s dream,” said Ibrahim.

    Ibrahim, Madu win Slovakia Cup

    NIGERIA internationals Rabiu Ibrahim and Kingsley Madu along with two other Nigerians have won the Slovakia Cup after their club AS Trencin defeated Slovan Bratislava 3-1 in the final on Friday.

    A brace from Gino van Kessel and one goal from Stefan Maierhofer saw the Slovakia champions come from a goal down to win their third Slovakian Cup title.

    Rabiu Ibrahim and Madu featured for the entire game at the City Arena Trnava in Trencin’s second successive cup win, while Samuel Kalu was a 66th minute replacement for goal scorer Maierhofer.

    Aliko Bala was an unused substitute, while Christopher Udeh was not listed for the match.

    Trencin are currently top the Slovakian Fortuna Liga with 72 points, six points better than second-placed Slovan Bratislava, who they only just defeated in the cup final.

    Oliseh drops ‘injured’ Ibrahim

    Rabiu Ibrahim is likely to miss out on Tuesday’s 2018 FIFA World Cup qualifier against Swaziland.

    The midfielder was substituted less than 30 minutes after he was introduced in the second half of the 0-0 draw with Swaziland on Friday.

    Head coach of the Super Eagles, Sunday Oliseh has revealed that the decision to hook the Trencín man was not tactical.

    “Rabiu got onto the pitch and unfortunately hurt his knee after only a few minutes. He felt some pain and I thought it wise to substitute him. Ordinarily, he would have finished the game,” Oliseh told supersport.com.

    The Eagles’ trainer added that the injury to the midfielder affected his game plan and revealed that it was highly unlikely he will be fit to play on Tuesday.

    “It was saddening because it destabilised our (final) push. We wanted to win the game. I don’t think he will play on Tuesday. He will work with the doctors on Sunday, see what the problem is and we will eventually find out what happened,” he said.

    The 25-year-old has been capped five times by Nigeria at senior level.

    Ajani Ibrahim has exuded confidence that he is closer to joining 3SC of Ibadan after the Nigeria Football Federation (NFF) and League Management Company (LMC) waded into the dispute between him and Sunshine Stars.

    Ibrahim told SportingLife that he made it clear to Sunshine Stars that he would like to move on from Akure after the club failed to meet his pay demands, but that the club have not released him to join the club of his heart.

    The former U-23 international said he was present at the meeting held in Abuja that was presided over by the NFF with LMC and representatives of both clubs in attendance.

    He said he made it known at the meeting that he would like to have his clearance letter from Sunshine Stars in exchange for the over 4.3 million naira owed him by the club and that he would like to join 3SC.

    “We met with the NFF and LMC and they have settled everything. They said I would be issued with a provisionial clearance which will make me eligible to feature for 3SC, but what I want is my own clearance letter given to me.

    “Sunshine Stars owe me 4.3 million naira and I can let go of the money for me to get my papers back. I have said I want a change of environment and I believe they ought to respect my wish.

    “I love Sunshine Stars and the club supporters. I will say I enjoyed every second of my stay there but I need a change of environment so that I can move ahead,” Ibrahim told SportingLife.

    Adeniyi, Ibrahim set for 3SC debut

    3SC of Ibadan duo of  Alaba Adeniyi and Nurudeen Ibrahim from Ghana are among the newly signed players that may make their debut for the Oluyole Warriors this weekend away to Nasarawa United in a Match Day Four tie in Lafia.

    Shooting Stars have not had the best of times in the ongoing season as they are last with no point from two league games after two successive losses to Wikki Tourists FC and Heartland FC.

    A source in the team told SportingLife that the management of the Oluyole Warriors have told the technical crew headed by Franklin Howard to shape or ship out starting from the tie with the Solid Miners.

    The source hinted that some of the team’s high profile players are expected to start playing for 3SC from the away tie to Nasarawa United including Adeniyi who joined from Sunshine Stars and Ibrahim who was cleared from a Ghanaian club.

    SportingLife was also told that the duo of Dream Team VI players: Abiodun Akande and Femi Ajayi Junior are being awaited and may be with the squad to Lafia for the tie with the Soild Miners this weekend.

    Wikki Tourists defender Mustapha Ibrahim has said his side are happy to face former coach Tunde Abdulrahman at the ongoing Nigeria National League (NNL) Super Four tournament in llorin.

    Abdulrahman won promotion to the Nigerian top flight for the Bauchi-based side in the out gone 2013/14 NNL season but is now in charge of promoted side, Kwara United.

    Both sides were losers on match day 1 clash but will square up for the three points in today’s final day tie at the Kwara State Stadium.

    Ibrahim said his side will use the encounter to prove to their former coach that Wikki Tourists has changed completely from the one he left behind.

    “We’re happy with the opportunity to play against our former technical adviser, Tunde Abdulrahman, who is in charge of Kwara United. The clash offers us a rare chance to prove to him that we’ve moved on and now quite different from the side he once coached.

    “We’re determined to do it in grand style with a convincing victory right there at their backyard. My teammates and I met and decided that if there is a match we won’t lose it is the tie against Kwara United on Wednesday.

    “I watched their match against 3SC and they showed themselves to be a good side with quality players, too. We’re already aware the encounter will be difficult, especially as both sides lost their first match.

    “We played quite well against Gabros FC even though we lost on penalties but people acknowledged the good game we played. We’ll come out with a better improved performance believing it will be good enough to give us victory against Kwara United,” said Wikki Tourists captain to supersport.com.

    Wikki Tourists lost 3-4 on penalties in Gabros FC in Monday’s match day 1 clash while Kwara United lost 1-2 to 3SC.

  • Flying Eagles’ Ibrahim could miss AYC

    Flying Eagles striker, Alhassan Ibrahim, popularly known as Mu’Azam might miss next year’s  African Youth Championships(AYC) if he gets a deal with Croatian side, Rijeka.

    Mu’Azam has been on trial with the Europa League campaigners, initially struggling to impress, after being played out of position as the lone striker.

    However, the Flying Eagles invitee is finally making an impression on the coaches of the team in his preferred role as a false striker or behind the main striker.

    His fine form has pushed the club into including him in a mid-season tour of Spain, which coincides in the same period the Flying Eagles are supposed to be in camp.

    The player appears to be in a fix, as he is yet to officially sign a deal with the team and if he does as expected in the winter transfer window, he might miss out on the championship.

    Reasons are Rijeka might sell top striker and scorer Andreij Kramaric to Leicester City in England for a rumoured £12m and Mu’Azam will be required to make up for his absence.

    However, SL10.ng scooped from reliable sources close to the deal, that can confirm he has set a personal deadline of January 14, 2015 and if he doesn’t get a deal before then he will dump the team and join the Flying Eagles in Camp.

    Ironically, January 15 is the deadline for all invited foreign pros to arrive camp ahead of the March 2015 tournament in Senegal.

    Unconfirmed reports from Turkey suggest that the agent of Sunshine Stars forward, Ajani Ibrahim, is in talks with Adana Demirspor over a deal for his client.

    Last month, the 24 – year – old shredded his contract with Sharks and returned for a second spell with Sunshine Stars.

    But without kicking a ball in the Glo Premier League for his new side, he may dump the team for a club based overseas.

    Adana Demirspor are reportedly locked in talks with a representative of Ajani Ibrahim, with the striker expected to sign a two-year deal if both parties finally agree terms.

    Nigeria international Raheem Lawal wore the colours of Adana Demirspor in the 2012 – 2013 season.

    Negotiations are at an advanced stage between Ex-Sporting Lisbon youth prospect, Rabiu Ibrahim, and Slovak’s top league side AS Trencin.

    Rabiu Ibrahim has been clubless since he was released by Scottish side Kilmanorck after collapsing on the pitch during a league game against Ross County on October  20 2013.

    Despite a series of tests confirmed he had no heart issues, Kilmarnorck released him in January and fear of the true state of his health condition kept prospective suitors away from the former PSV and Celtics middle man.

    AS Trencin already have two Nigerians on their books from the last Nigeria Under 20 team in Simon Daddy Ajala and Christian Madu.

    Ironically the players share same agent with the Ex-Gateway of Abeokuta midfield maestro.

    SL10 gathered that the club are eager to complete his transfer on time to get him ready for pre-season which resumes on the 13th, in a view to register him for the Europa league qualifiers.
