    IGP and crumbling empire

    Who dunnit?  That’s not exactly clear — with the hee-haw after, the virtual extended clearing of the throat and the fond bid to deflect the message when it was clear total denial was impossible.

    What is clear, however, would appear the conventional wisdom — more of folly, really — within the Nigeria Police: that despite being stretched so thin, almost ragged, Nigeria is still — to echo that glorious cliche — “not ripe” for state police!

    It was the IGP’s glorious declaration at the House of Representatives palaver on state police and how to go about it, as part of the general re-federalization process of the polity. 

    A day or two later — perhaps realizing how obsolete that stand had become in the face of the current security grit, someone crawled out of the woodworks to claim the take was his personal view and not the Police’s. 

    Even then, a “ghost” lurks in, in there — was the disclaimer for the IGP or his envoy at the parley?  Besides, how flat that sounded!  Was the IGP invited over there to just say his personal opinion or reflect the view of the state institution he represents?

    It’s all wash anyway — that stand against state police.  The grounds indeed are laughable.  The IGP’s magic formula: corral the Nigeria Security and Civil Defence Corps (NSCDC) and the Federal Road Safety Commission (FRSC) — what net difference will that make to boosting police performance, except making the IGP new “emperor” of a flabby — not necessarily more effective — Police “empire”?

    Besides, aren’t the two agencies already active on the federal front?  If the three — Police, NSCDC and FRSC– had been cumulatively effective, though as discrete federal civil security agencies — why the trenchant call for state police?

    Then, the appeal to fear, as desperate fear-mongering tactics: Nigeria must recruit X numbers of police personnel a year for more effectiveness, the states are too poor to run police forces, governors would abuse the police, bla, bla, bla!

    Is the Federal Government, flush with resources, doing all the funding in the Police right now?  Was it the one that transformed the Nigeria Police operating in Lagos to a far better force, with telling hardware and communications gadgets?  Didn’t President Olusegun Obasanjo flagrantly abuse the Nigeria Police to deliver his do-or-die election of 2007?  So, where is the IGP’s pseudo-moral platform coming from?

    That the Police need exponential expansion in personnel even makes more logical boosting the number with state police.  It’s a more effective route to that threshold.

    Let the IGP and his (wo)men ponder checks-and-balances; and rigorous regulations guiding Nigeria Police-state police relations.  The empire the IGP ogles has long past collapsed. The result is the dire security situation.

    Let the Rip van Winkles: the arch-centralists in the Nigeria Police snap out of their reverie.  Others have moved on.

    Investigate Lagos police officer over alleged N5m bribe, group begs IGP

    A human rights group, Save the Poor and Needy Charity Initiative (SPANCI) has tasked the Inspector General of Police, Kayode Egbetokun to investigate a police officer alleged to have demanded a sum of N5m for the release of a panel beater, Afees Tijan, in Ogere, Ogun state.

    The group made this declaration via a petition addressed to the IGP, a copy of which was made available to journalists on Thursday, April 25.

    The petition was signed by SPANCI president, Comrade Yemi Ezekiel Bello.

    Bello said that Tijani was wrongfully arrested by the police officers from Ogere in Ogun state on Thursday, April 18, and was taken away by policemen from Area E FESTAC Town Area Command in Lagos state on Friday, April 19.

    He noted that one of the officers requested a sum of N5m from the panel beater’s father, Abdul Rahman Hahmod Tijani before his son could be released.

    Bello added that Tijani was unlawfully arrested and detained for about six days because of the refusal of the father to pay the money.

    He, therefore, urged the IGP to use his esteemed position to probe the issue and transfer it from the jurisdiction of the Area E Festac Town area command to ensure justice and a fair hearing.

    Bello also urged the IGP to scrutinize the account details provided by the police officer due to suspicions of fraudulent, illegal, and unlawful transactions being conducted through it.

    He wrote: “Our request is that the police headquarters in Abuja investigate this matter and take the matter away from Area E FESTAC Town Area command in the interest of justice and fair hearing.

    “We also want the account details provided by the officer investigated because it is used for fraudulent, illegal, and unlawful transactions. We want the police to release and absolve Afees Tijani of the crime since he committed no crime for not cutting the truck.”

    We have serious housing problem in the police, says IGP

    The Inspector-General of Police (IGP), Kayode Egbetokun, on Monday, April 22, disclosed that the police force is experiencing a serious housing crisis.

    Egbetokun said only 10 percent of the 400 thousand police workforce meets housing capacity. 

    He spoke at the Nigeria police housing summit, with the theme: Renewed hope for police housing in Nigeria.

    The IGP lamented that years of neglect have rendered existing barracks accommodations largely inadequate, failing to meet the demands of modern 21st-century policing.

    Egbetokun said: “Upon my appointment as Inspector General of Police, I identified the welfare of our personnel as a cornerstone of my administration. A key aspect of enhancing our officers’ conditions is the provision of appropriate housing during and after their service. This task is monumental, as the Nigerian Police Force currently grapples with a significant housing shortage for its members across all ranks.

    “Presently, housing capacity meets only about 10% of the needs of our more than 400,000-strong workforce. Moreover, years of neglect have rendered existing barracks accommodations largely inadequate, failing to meet the demands of modern 21st-century policing.

    “In the past, the Nigerian Police Force has launched initiatives aimed at addressing these shortfalls, including the establishment of the Nigerian Police Force Property Development and Construction Co Ltd and forging partnerships with various state governments, government bodies, sister organizations, and private sector developers.

    “Unfortunately, the impact of these efforts has been minimal, highlighting the urgent need for a strategic reassessment and a revamp of our execution framework to adequately meet our officers’ housing needs.

    “Today marks the launch of the inaugural Nigerian Police Housing Summit. Under the theme “Renewed Hope for Police Housing in Nigeria,” and supported by sub-themes such as “Accessible Housing: An Indispensable Welfare Tool” and “Pragmatic Solutions for Police Housing,” this summit is envisioned as a critical platform for discussing and developing strategies to realize our goal of providing accessible and affordable housing to our officers and men. This premier event also aims to foster comprehensive solutions for the swift delivery of quality, cost-effective housing solutions—both rental and owned—for our force members, active and retired.”

    The objectives of the Nigerian Police Housing Summit 2024, Egbetokun said are to articulate a vision of ‘effective and efficient’ housing as an essential tool for the welfare of the Nigerian Police Force’s men and officers, to create a dynamic interactive platform that brings together key stakeholders in the housing sector, fostering collaboration towards achieving our housing vision, to propose actionable strategies for the rapid delivery of affordable housing.

    “To facilitate the financing needed for the sustainable development and demand of affordable housing. To align the housing initiatives of the Nigerian Police Force with eco-friendly and sustainable practices. To provide a venue for networking and strategic collaboration, creating synergies among stakeholders that will support the implementation of our housing vision. To support the development of the Police Housing Association as a key mechanism for delivering housing to the force.

    “A critical discussion point will be the establishment of a 100 billion Naira Police Housing Fund. Preliminary assessments are underway, and engagements with key players and institutions have begun. The experts and facilitators gathered here today will play a crucial role in refining our strategies and ideas”, IGP added.

    Egbetokun said he believes that officers deserve better, and the current state of affairs offers little hope for meeting their housing needs effectively.

    He commended President Bola Tinubu and Minister of Housing, Ahmed Dangiwa for their leadership in delivering affordable housing to Nigerians through the ‘renewed hope cities’ initiative.

    The chairman of the House Committee on Housing and Habitat, Hon. Aminu Balele commended the IGP for the housing initiative to provide a conducive environment for police officers.

    On the state police issue, Balele said: “I totally disagree with state police and this is my personal opinion.”

    2024 UTME: IGP orders NPF-NCCC to go after scammers, fraudsters

    The Inspector – General of Police (IGP) Kayode Egbetokun has directed the Nigeria Police Force National Cyber Crime Centre (NPF-NCCC) to track scammers and fraudsters engaging in cyber related crimes and create phishing sites/portals.

    Egbetokun gave the order following the ongoing printing of the Joint Admissions and Matriculation Board (JAMB), 2024 Unified Tertiary Matriculation Examination (UTME) Notification Slip, which contains vital information such as the date, venue, and time of candidates’ examinations.

    He said the emergence of several fake websites created by unscrupulous individuals with the intention of misleading candidates has been observed and top measures has been taken to tackle the ugly incident. 

    The IGP, who spoke through the Force Public Relations Officer, ACP Olumuyiwa Adejobi, said the fraudsters will be made to face the full wrath of the law.

    Adejobi said: “Both JAMB and the Nigeria Police Force condemn these fraudulent activities and hereby reiterate the readiness to safeguard the interests of candidates and maintain the integrity of the examination process. 

    “We urge parents, guardians, and all stakeholders to ensure that candidates print their UTME Notification Slips only from the Board’s approved website: www.jamb.gov.ng

    “Candidates can print their slips from the comfort of their homes or visit any of the over 700 accredited Computer-Based Test (CBT) centres nationwide”.

    Adejobi explained that the force was familiar with the tactics employed by the fraudsters, especially during the annual assessment and admission exercises. 

    He said both organisations was actively sensitising candidates and the public about these deceptive practices. 

    “Any candidate who visits these fake sites will definitely have unreliable information and thereby miss out in the forthcoming exams.

    “Candidates are advised to print their UTME Notification Slips before Friday, 19th April, 2024, to access vital information about their examinations. 

    “Any website other than www.jamb.gov.ng offering UTME slip printing services is fake and designed to defraud candidates,” he added.

    He also called on candidates to beware of sites offering ‘live’ questions and answers, as they were false and deceptive, saying that accessing such materials was prohibited.

    Adejobi further said the board is partnering with the Nigeria Police Force National Cyber Crime Centre (NPF-NCCC) to address online scam-related issues seamlessly.

    He assured candidates and the public of the force firm dedication to ensuring a fair and transparent examination process.

    Thr Force PRO stressed that the Inspector General of Police had ordered the NPF-NCCC to go after scammers and fraudsters who engage in cyber related crimes and create phishing sites/portals.

    On his part, the JAMB spokesperson, Dr. Fabian Benjamin, pledged the Board’s commitment to continue in playing its role 

    He urged candidates to ignore any unsolicited messages noting that they were scams aimed at defrauding candidates.

    The 2024 UTME is scheduled to commence on Friday, 19th April, and end on Monday, 29th April, 2024.

    The Inspector General of Police (IGP), Kayode Egbetokun, has commended the performances of the police athletes who distinguished themselves as Nigeria’s ambassadors at the recently concluded 13th African Games in Accra, Ghana.

    The IGP said their remarkable performances across various sporting events have brought immense pride to the Force and the country at large.

    While receiving the athletes, the IGP, who was represented by the Force Director of Sports (FSO), CP Patrick Atayero, likened the African Games to a continental Olympics and harped on the significance of young and talented police sportsmen and women showcasing their skills, passion, determination and courage on such a prestigious stage to emerge Medalists.

    He emphasised that the success of Police Athletes at the 13th African Games which held from 8th to 26th March 2024, shortly after the 14th Biennial Police Games (Oluyole 2024) that concluded on 2nd March in Ibadan, is a veritable testament to the effectiveness of the sports development initiatives of the Force.

    The medalists – Inspr. Aisha Adamu, Sgt. Mohammed Inuwa, Sgt. Emmanuel Bala, Sgt. Matthew Deshi,  Corporal Chika Blessing, Corporal Nathaniel Samson, Corporal Victor Ikechukwu, Corporal Eweh Emmanuel, Corporal Collins Obi, Corporal Godwin Sunday, Corporal Emmanuel Ochayi, Corporal Aminu Garba, PC Olayiwola Zainab, PC Mabel David, PC Precious Joel, PC Esther Peter, and Bello Tunde Muiz (Education Officer II), demonstrated exceptional dexterity in Arm wrestling, Athletics, Badminton, Mixed Martial Arts, Swimming and Hockey.

    According to a statement issued on Thursday, April 11, by the Force Public Relations Officer, ACP Olumuyiwa Adejobi: “These Police Athletes garnered 1 Gold, 2 Silver and 5 Bronze totaling 8 Medals, for Nigeria at the Continental Sports Fiesta.

    “The Inspector General of Police appreciates all Police Athletes for their dedication, hard work, and commitment to sporting excellence, national unity, and development in all spheres in Nigeria.

    “He reiterates that their collective success serves as an inspiration to other Police Officers and fellow aspiring Athletes and inestimable potentials across the nation.”

    Businessman petitions IGP over ‘malicious’ prosecution

    A businessman, Raqeeb Quadri Adeshile, has petitioned the Inspector-General of Police (IGP) over multiple ‘malicious’ criminal charges filed against him by the police.

    He is seeking the withdrawal of the charges filed at the instance of a business partner, Musa Akinleye.

    In a December 13, 2023, petition by his lawyer, Jedidiah F. Akpata, Adeshile called for a comprehensive investigation of all the issues that gave rise to the multiple charges against him.

    He drew the IG’s attention to the two charges – FCT/CR/260/202 and LD/21904C/2023 – filed against him before the High Court of the Federal Capital Territory (FCT) and the Lagos State High Court on the same allegations.

    The petitioner, a maritime professional, said sometime in 2018, he approached Akinleye with the offer to use his company name to secure maritime deals, especially container terminal contracts.

    As a result, he said he was made a- 45 per cent shareholder and director of Orbzenergy Limited.

    The petitioner said he was in charge of the day-to-day running of the business at its operational site in Lagos, while Akinleye was the managing director and the sole signatory to its accounts.

    The petitioner stated that he was unlawfully removed as a director, with a petition written against him to the Economic and Financial Crimes Commission (EFCC).

    Adeshile said he was accused of financial misappropriation despite not being a signatory to the accounts

    His lawyer wrote: “Before our client could respond, he was arrested at Ibadan and brought to Abuja to answer to a charge filed at the High Court of the Federal Capital Territory sitting at Abuja, where he is currently standing trial.

    “We would like to bring to your attention the fact that there has been a series of lawsuits filed, both civil and criminal, between the same parties and over the same issue which is the predicate of this instant suit filed by your good office against our client, which hitherto may not have been drawn to your attention, in order to help you sir, to assuage our position.

    “We, therefore, urge you to take cognizance of the following court cases pending against our client:

    “Our client was charged by the EFCC in suit No: FCT/CR/260/2021 between Federal Republic of Nigeria v Quadri Raqeeb Adeshile.

    “In this suit, two of the counts currently filed by your good office namely: Count 1 and Count 2 are already before the FCT High Court for adjudication.”

    The lawyer said the case instituted against Adeshile at the High Court of Lagos State was in bad faith and amounts to a lack of fair hearing, abuse of the court process and deprivation of constitutional safeguards.

    The petitioner said he wrote a petition against Mr. Akinleye over an alleged abuse of office at the Force CID in Abuja “which has so far been swept under the carpet”.

    He was of the opinion that there was an “attempt by unscrupulous people to sabotage the wheels of justice by using the force as an instrument to advance their own interest”.

    Akpata added: “Our allegation on this point is founded on the fact that after the petition submitted against Mr. Akinleye was received, nothing was done in respect of the file.

    “It was this discrepancy that led the former DIG to instruct that the two petitions (the one written by Mr. Musa Akinleye and our client) be harmonised and investigation conducted into same.

    “Quite unfortunately, the team tasked with this duty did not harmonise the petition but went on to charge our client to court without acting on our client’s petition, thereby misleading the legal department into filing these instant charges against our client.

    “This further led to the file being retrieved from that unit and handed over to the Commissioner of Police in charge of Police Special Squad Unit to reconcile these fundamental differences.

    “It is with utmost humility that we are appealing to you sir to use your good office to intervene and ensure that justice is done in this matter, and not allow our client to be a victim of malicious prosecution and double jeopardy,” the lawyer wrote.

    The Inspector General of Police (IGP), Kayode Egbetokun, on Friday authorised the promotion of ten thousand, five hundred and eighty-one (10,581) deserving junior officers of the Inspectorate Cadre, and the Rank and File.

    Following the directive, the Deputy Inspector-General of Police overseeing the Department of Finance and Administration (DIG DFA) has been tasked with coordinating efforts alongside the Commissioner of Police (Welfare) to commence the promotion process promptly.

    According to a statement issued by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, the breakdown of the promotions includes nine thousand, eight hundred and thirty-one (9,831) Police Constables slated to be promoted to the rank of Corporal; eighty-one (81) Corporals to advance to the rank of Sergeant; and six hundred and sixty-nine (669) officers set to progress from the rank of Sergeant to Inspector.

    The IGP, who emphasised the zeal of the Force leadership to fostering a culture of meritocracy and career advancement, reiterated the pivotal role of timely promotions in enhancing the morale of officers and bolstering the overall effectiveness of the Force.

    Egbetokun said the development serves as cornerstones in sustaining the ongoing manpower development initiatives of the Nigeria Police Force.

    IGP moves PPROs away from comfort zones

    The Inspector-General of Police (IGP) Kayode Egbetokun has approved the posting of Police Public Relations Officers (PPROs) to various Commands and Formations. 

    Egbetokun has also appointed CSP Isuku Victor Edailokun as Deputy Force Public Relations Officer, Force Headquarters Abuja.

    IGP said the posting is to strengthen community engagement and strategic communication. 

    He tasked newly posted officers to be professional in their dealings and foster unalloyed relationship with members of the public.

    A statement on Saturday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi said: “The newly posted officers and their respective portfolios include; DSP Ukandu Joshua to PPRO Ebonyi; ASP Buhari Abdullahi to PPRO Gombe; ASP John Timfon to PPRO Akwa-Ibom; and ASP Hundeyin Isaac Sewanu to PPRO Ports Authority Police (Western) Lagos.

    “The Inspector General of Police hereby reiterates his commitment to standardizing and repositioning the Force in line with his vision statement while wishing the newly posted officers success in their new roles”.

    IGP set to tackle police housing deficit

    The Inspector-General of Police (IGP) Kayode Egbetokun, is set to convene a maiden landmark summit focused on addressing the critical challenges of Police housing in the country.

    Egbetokun said the summit is towards boosting welfare of Police personnel in the country.

    A statement on Tuesday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, said that the summit is scheduled to take place at the Shehu Musa Yar Adua Centre, Abuja, on the 22nd and 23rd of April, 2024.

    It reads in part: “Recognising the urgent need to elevate the standard of living for officers and personnel of the Nigeria Police Force, the Inspector-General of Police has taken proactive steps to initiate this summit with the primary objective of exploring avenues for providing accessible and affordable housing solutions for all members of the Force.

    “The summit will serve as a pivotal platform for stakeholders to engage in constructive dialogue and brainstorm innovative strategies to actualize the Inspector-General’s vision of delivering effective and efficient housing, thereby enhancing the welfare of the Force’s personnel.

    “The Inspector-General of Police emphasizes that the summit is geared towards ensuring adequate housing for all officers and men, which is paramount to fostering their well-being and enhancing overall operational effectiveness.

    “He reiterates that the summit represents a pivotal opportunity for the force to collectively chart a course towards sustainable housing solutions to boost dignity and self-esteem.”
