    By-elections: IGP orders massive deployment, movement restrictions across 26 states

    The Inspector General of Police (IGP), Kayode Adeolu Egbetokun has ordered the restriction of all forms of vehicular movement on roads, waterways, and other forms of transportation from 12 a.m. to 6 p.m. on Election Day in all states where elections will be conducted.

    The Inspector General of Police stated that the restriction on movement, except for essential services, will apply during the upcoming 2024 run-off and bye-elections across 26 states scheduled for Saturday, February 3, 2024.

    Essential service providers exempted from the restriction include Independent National Electoral Commission (INEC) officials, accredited media and observers (both foreign and domestic), ambulances attending to medical emergencies, and firefighters.

    The affected states include Ebonyi, Yobe, Kebbi, Lagos, Ondo, Taraba, Benue, Borno, Kaduna, Plateau, Akwa Ibom, Anambra, Cross River, Delta, Enugu, Jigawa, Katsina, Adamawa, Bauchi, Bayelsa, Kano, Nasarawa, Niger, Oyo, Sokoto, and Zamfara.

    IGP also ordered a ban on all security aides to VIPs and escorts from accompanying their principals and politicians to polling booths and collation centers during the election.

    State-established and owned security outfits and organizations, quasi-security units, and privately owned guard and security outfits, the IGP said are also barred from participating in election security management.

    A statement issued on Thursday by the Force Public Relations Officer, ACP Olumuyiwa Adeyemi said: “The movement restrictions, including the ban on VIP aides, escorts, and state security outfits, are crucial measures aimed at preventing any undue interference or intimidation during the electoral process. The IGP emphasizes that these restrictions are implemented to safeguard the integrity of the elections and guarantee equal participation for all citizens of the affected states.

    “The IGP urges political parties, candidates, and their supporters to conduct themselves responsibly and in accordance with the electoral laws, as any attempt to disrupt the electoral process or violate the established guidelines will be met with the full force of the law.

    “The Inspector General of Police reiterates the commitment of the Force to fostering a secure and democratic society, and therefore encourages citizens to report any suspicious activities or incidents that may undermine the electoral process to the appropriate authorities via the following phone numbers; 08034040439 (CP Elections); 08031230631 (Toll Free); 08057000001, 08057000002 (Complaint Response Unit); @ngpolice (Facebook); @PoliceNG (X); pressforabuja@police.gov.ng (e-mail).”

    The IGP expressed confidence that, through collective efforts, the upcoming run-off and bye-elections will be conducted peacefully, transparently, and in line with the principles of democracy.

    The Inspector-General of Police (IGP), Kayode Egbetokun has ordered the posting and redeployment of seventeen (17) Assistant Inspector General of Police (AIGs) and eighteen (18) Commissioner of Police (CPs) with immediate effect.

    The affected AIGs include AIG Yetunde O. Longe to AIG Training; AIG Haruna Gabriel Garba to AIG Armament; AIG Rex Dundun to AIG FCID Annex Kaduna; AIG Durosinmi A. Olatoye to AIG Zone 2 Lagos; AIG Afolabi Babatunde Adeniyi to AIG Zone 3; AIG Abiodun Oladimeji Asabi to AIG Zone 12 Bauchi; AIG George Chijioke Chuku to AIG Zone 17 Akure; AIG Paul Alifa Omata to AIG Zone 16 Yenagoa, and AIG Yusuf Adesina Akeem, fdc, to AIG Zone 8 Lokoja.

    According to a statement issued on Tuesday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi: “The newly posted/redeployed Commissioners of Police include CP Patrick Atayero to CP EOD; CP Illiyasu Yahaya Kwarbai to CP Admin Airwing; CP Bello Mohammed Sani to CP Force Provost Marshal; CP Olorundare Moshood Jimoh to CP Eastern Port; CP Rose Chollom Dung to CP Welfare; and CP Olarenwaju Ogunlowo to CP Special Intervention Squad.

    “The Inspector General of Police, IGP Kayode Adeolu Egbetokun, PhD, NPM, on Tuesday 30th January 2024 at the Goodluck Jonathan International Peacekeeping Centre, Force Headquarters, Abuja, decorated thirty-five (35) Senior Police Officers comprising fourteen (14) Assistant Inspector Generals of Police and twenty-one (21) Commissioners of Police with their new ranks amidst cheers from families, friends, and well-wishers. The newly decorated officers include AIGs Yetunde Longe; Haruna Gabriel Garba; Tajudeen Akinwale Abass, Julius Alawiri Okoro; George Chijioke Chuku; and CPs Olanrewaju Peter Ogunlowo; Mohammed Dahiru; Dankombo Faling Morris; and David Iloyanomon amongst others”.

    The Inspector-General of Police (IGP) Kayode Egbetokun has ordered the posting of Assistant Commissioners of Police (ACPs) to head the Intelligence Department of the Force at Zonal and State Commands level Nationwide. 

    The IGP said the development is to further upscale the intelligence department of the Police Force.

    The posting, the police also said, is premised on the zeal of the IGP to improve and enhance the effectiveness of the Intelligence Department at every level of the Force as a panacea to addressing the crime rate in the country, in line with his vision statement.

    The IGP on assumption of duty reactivated the Presidential approval to upgrade the Force Intelligence Bureau to the status of a Department with the appointment of DIG Habu Sanni, as the DIG in charge of the new Department of Force Intelligence. 

    A statement on Tuesday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi reads: “IGP has, however, tasked the newly appointed Senior Officers to deploy all intelligence-based assets in combating crimes and criminality in their respective areas of responsibility.

    “He has further charged them to entrench professionalism and apply their wealth of experience in the course of discharging their duties towards strengthening the already existing intelligence architecture of the Force”.

    The posting, Adejobi said, is with immediate effect.

    IGP presents N2.8bn cheque to families of deceased police officers

    The Inspector-General of Police (IGP) Kayode Egbetokun on Thursday, January 18, presented a cheque amounting to N2,086,800,044,79 to 785 beneficiaries and next of kin of police officers, who died in active service.

    The welfare package is under the IGP family welfare scheme under benefits and settlement group life assurance

    The cheques that were presented to the beneficiaries at the force headquarters in Abuja comprise beneficiaries from the 2015/2016, 2017/2018, 2019/2020, 2021/2022, and 2023 fiscal years.

    The IGP while appreciating the stewardship of President Bola Tinubu for his administration’s commitment towards the well-being of police officers, charged the beneficiaries to make judicious use of the money.

    He said no amount of money can bring back the lives of the officers lost but this will help to caution against the effects of the gap left behind.

    The Force insurance officer, CSP Lydia Ameh stated that the cheque disbursement was made possible due to the paternal affection of the inspector general of police who felt the pains of the families of the deceased personnel who were facing delay in payment of their insurance money.

    She said: “My sincere appreciation goes to the Inspector-General of Police, whose commitment, valued guidance, and extraordinary leadership role are crucial in ensuring that the Force cleared pending insurance claims which has resulted in the presentation of Group Life Assurance and IGP Family Welfare Scheme cheques to 785 next of kins/beneficiaries of our brave officers and men who lost their lives while on active duty for the Insurance Policy Years of 2015/2016, 2017/2018, 2021/2022, and 2022/2023, amounting to N2,086,801,144.79 which will go a long way to alleviate the sufferings of the families of our departed colleagues.

    “It is pertinent to mention that this was made possible because of the paternal affection of the inspector-general of police who felt the pains the families of our deceased personnel might be facing due to the delay in payment of insurance claims and directed that I interface with the insurance companies who were not paying claims. These meetings eventually yielded positive results as we now have cheques for 2015/2016, 2017/2018, 2021/2022 which have been pending for some years now without payment and for the 2022/2023 policy year for the presentation today.

    “While I share the feelings of the families of our deceased officers and men, I wish to express my gratitude to the inspector-general of police and his management team for their efforts which extend beyond procurement of the 2022/2023 insurance policy but include the complete settlement of all pending payments from previous years.” 

    Meanwhile, one of the beneficiaries, Donald Awunah jnr, son of former Force public relations officer, AIG Donald Awunah, on behalf of the beneficiaries appreciates the IGP for his kind gesture and prioritizing the welfare of fallen heroes.

    • As Egbetokun launches Special Intervention Squad (SIS) to tackle kidnapping menace

    The Inspector-General of Police (IGP), Kayode Egbetokun, on Wednesday, January 17, vowed to ensure that bandits and other criminal elements have no sanctuary with the Federal Capital Territory (FCT) and Nigeria by extension.

    The IGP gave the warning at the Force Headquarters when he launched a Special Intervention Squad (SIS), to tackle the activities of kidnappers terrorising the (FCT).

    The SIS launched is for special operations deployed to all the area councils in the FCT and simultaneously launched in some states across the country.

    Egbetokun cautioned officers to be professional and keep to the rules of operations to avoid the crisis.

    He said: “As I stand before you today, I am imbued with a profound sense of duty as we confront the crisis of kidnappings and violent crimes presently afflicting our esteemed nation, particularly in and around the Federal Capital Territory. The alarming rise in these criminal activities without equivocation, demands immediate and resolute action from us all. It is thus with a determined spirit that I proudly announce the inauguration of the Special Intervention Squad (SIS).

    “Conceived as an elite unit of the Nigeria Police Force, the SIS is composed of specially trained, well equipped and highly mobile police officers, and possesses the capacity for rapid intervention and effective containment of significant security breaches, such as those currently threatening the suburb of the FCT and creating panic generally. This initiative is not just born out of necessity, but out of foresight, diligent planning, and commitment to enhancing the already robust security architecture of our nation’s capital.

    “We must proactively address even the slightest signs of potential threats. We are thus duty-bound to confront all challenges head-on to protect the lives and welfare of our citizens.

    “Envisioned to include a thousand personnel in each state, the SIS is launched today with officers and men from each tactical unit of the Force, supplemented by a formidable arsenal of operational assets, including sophisticated arms, drones, and vehicles. These assets, some of which are displayed here, are ready for deployment to counteract the security threats. This deployment symbolizes our unwavering commitment to the safety and security of our people, sending a clear message that criminal elements will find no sanctuary within the FCT, and by extension, Nigeria.”

    He reiterated that the operation is more than a mere response; it is a bold strategy, adding that: “We are mobilizing the entirety of our resources, both human and technological, to ensure the triumph of justice and to provide our citizens the liberty to live without fear for their own safety and that of their loved ones.”

    The police boss assured all citizens of Nigeria that the operation was intended to bring a swift and decisive end to the era of terror.

    “It should also be noted that we are collaborating with the military and other security agencies to ensure success, and we are confident that with your support, we will be successful.

    “let’s unite against the forces threatening the very fabric of our society. May this operation serve as a beacon of hope as we collectively strive to make the FCT, its environs, and ultimately the entire nation, safer for all. May justice be swift, and may peace permeate the entire landscape of Nigeria.

    “I wish to emphasize that with the launch of SIS today, similar initiatives will soon be replicated in states neighbouring the FCT to effectively combat criminal incursions, ultimately extending to all thirty-six states of the Federation”, the IGP added.

    The police officers later held a show of Force around Bwari Area Council.

    Following the recent abduction and killings in the Federal Capital Territory (FCT) and similar incidents nationwide, Inspector-General of Police (IGP), Kayode Adeolu Egbetokun, has called a crucial meeting with the Force Management Team and Tactical Squads to address the escalating concerns regarding insecurity. 

    The IGP expressed deep concern over the unfortunate events and underscored the necessity for decisive action to combat such heinous crimes.

    A statement issued on Tuesday, January 16, by the Force Public Relations Officer, ACP Olumuyiwa Adejobi said: “During the meeting which centred on a comprehensive review of current security challenges, strategic planning, and the deployment of tactical resources to tackle emerging threats, the IGP emphasized the need for a coordinated and intelligence-driven approach to address the evolving security landscape.

    “Tactical squads were briefed and directed to intensify efforts on the deployment of proactive measures to prevent criminal activities and protect citizens. 

    “While reassuring Nigerians, especially residents of the Federal Capital Territory, of improved security, the IGP ordered the Deputy Inspector-General of Police, Department of Operations, to personally coordinate the upscaled security strategies emplaced to decimate kidnappers and other criminally minded individuals in the FCT, and immediately restore normalcy. 

    “In addition to operational strategies, the IGP underscored the significance of community engagement and collaboration with relevant stakeholders to gather information, enhance trust, and foster a collective effort in combating criminal elements.”

    In response to the renewed kidnappings of road users along the Abuja-Kaduna Expressway, Inspector-General of Police (IGP) Kayode Egbetokun has increased the deployment of police officers and security equipment.

    This, Egbetokun said is leveraging on advanced technology and strategic resources to bolster the overall security infrastructure along the route.

    The IGP, while directing the DIG Operations, DIG Ede Ayuba Ekpeji, on strict supervision of the personnel detailed for operations along the route, reiterated that the proactive step aims to reassure citizens and travellers of their safety, as the increased presence of security forces in the region will act as a deterrent to criminal activities.

    Officers of the Nigerian Traffic Warden Service have lamented the poor welfare conditions of service they are going through in the hands of police authorities.

    They called on the Inspector General of Police, Kayode Egbetokun to come to their aide by ensuring they are granted equal treatment with other police officers.

    Speaking to our reporter, some of the officers who spoke on grounds of anonymity for fear of official backlash, noted that the Service is part and parcel of the Nigeria police Force.

    “This is the stipulation of the decree No 21 of 1975,which established the traffic Warden service,charged with the responsibility of ensuring free flow of traffic on the highways,including Urban cities where traffic congestions are more experienced”, they said

    According to them, the decree, stipulates that ‘Traffic  Wardens shall be employed to discharge functions normally undertaken by  police in connection with the control  of,or the enforcement of the law relating to road traffic and shall in that connection act under the direction of police”.

    They however lamented that since it’s establishment, the traffic Warden service has remained a toddler in the hand of the Nigeria police Force(NPF)due to  neglects and marginalisation

    “For instance, from 2007 till date,”traffic Wardens have not been recruited as required by the decree establishing it,which states that traffic Warden shall be appointed from time to time by the IGP.

    “It is a known fact that traffic wardens are retiring on yearly bases, thereby, putting the population of serving traffic wardens nationwide to unimaginable deplorable measures.

    “In some states of the federation, the numerical strength of traffic wardens presently,stand as follows: 

    Bauchi, 91 personnel, Bayelsa 63, Benue 88, Borno 85, Ebonyi 57,Enugu 41, Imo 90, Jigawa 94, Kano 153, Katsina 89, Kogi 91, Kwara 89, Nasarawa 89,Niger 92, Plateau 83, Rivers 120 and Taraba 9″.

     “The result of the under staffing is that untrained civilian volunteers parade themselves on the intra city roads to control traffic, thereby, causing more traffic jams and accidents”, they said.

    They further alleged that in terms of promotions,traffic wardens are not in anyway carried along with their regular police counter parts as they suffer stagnation of ranks.

    They lamented the non release of their promotions which was ordered on the 13th of June, 2023 by the former IGP Baba Alkali Usman prior to his retirement when he was made to aware that wardens were overdue for promotion.

    According to the traffic wardens, who did not want their names on print, the ill treatment has made them victims of injustice and neglect by the  police authority whose duty it is to nurture the warden service to the admiration of all.

    They further alleged that the welfare of traffic Wardens seem not to be in the good book of the Police Authorities a situation which  has subject them to psychological and emotional trauma, especially in the present economic downturn . 

     “Traffic wardens who were recruited in 1990 and 1992 respectively are still senior traffic wardens,(STW), that is inspector equivalent having spent thirty one and thirty three years respectively in service and had enjoyed only three promotions in their career.

    “In contrast, their general duty junior counterparts that were enlisted in the year 2000 are now ASP’s and DSP’s respectively” they lamented.

    They further stated that traffic wardens that were recruited in 2007 and 2008 respectively are still T/W G1 that is sergeant equivalent while their Juniors counterpart in general duty that were recruited in 2008 and 2009 are all confirmed inspectors.

    They Traffic Wardens therefore appealed to the IGP,  Kayode Egbetokun, National security adviser Malam Nuhu Ribadu, Chairman of Police Service Commission (PSC) Dr Solomon Arase, Minister of Police Affairs Sen.Ibrahim Geidam, the National Assembly to intervene and salvage the the Traffic Warden Service.

    They noted that such intervention will be in line with the renewed hope agenda of President,Bola Tinubu who wants to see a total overhaul and reformation of the Nigeria Police ‘orce for the good of Nigerians.

    They pleaded with the committee on police reform set up by President Bola Ahmed Tinubu to look at the deficiencies and loopholes in the police act, especially,section 59 and repeal it so that traffic Wardens would be made specialists.

    They said this will also enable the changing of the name Traffic Warden Service with Traffic Police and bring the grade level in ranking to be equal with that of the General duty/other Specialists in the force. 

    The wardens however expressed optimism that the committee on police reform,will do the needful” as they are competent, knowledgeable, experienced, resolute and committed to give Nigeria the kind of Police Force they are yearning for.

    The Inspector-General of Police (IGP), Kayode Egbetokun has ordered the immediate suspension of the activities of the Police Campaign Against Cultism and Other Vices (POCACOV).

    POCACOV is a community policing initiative and public relations tool within the Force Public Relations Department of the Nigeria Police Force.

    He said the decision comes as part of a strategic effort to conduct a comprehensive review of the unit and reposition it for heightened efficiency and enhanced service delivery.

    A statement issued on Thursday, January 4, by the Force Public Relations Officer, ACP Olumuyiwa Adejobi said: “Acknowledging the crucial role of POCACOV in advancing community engagement and tackling social vices, the Force recognizes the necessity of halting all pending programs and outreaches, initiated by the present national coordinator, CSP Ebere Amarizu, to facilitate a thorough assessment and restructuring of the initiative to spread across the six geopolitical zones, each with its respective coordinator.

    “This temporary suspension aims to realign POCACOV’s strategies, ensuring they effectively address contemporary security challenges and holistically serve Nigerian communities better than its present localised and ineffective campaigns.

    “During this period of suspension, the Nigeria Police Force reaffirms its unyielding commitment to safeguarding lives and property across the nation.”

    The police said the revitalization of POCACOV seeks to reinforce its role as an integral community policing instrument, strengthening the bond between the Force and our communities.

    The Force Headquarters said updates regarding the resumption of POCACOV programmes and outreach activities will be communicated to the public in due course as the Force continues to prioritize safety, security, and community partnership.
