  • 2019 UTME slips: Adhere strictly to printing order, JAMB tells candidates

The Joint Admissions and Matriculation Board (JAMB) has urged candidates for the 2019 UTME to adhere strictly to the printing order of their examination slips, to avoid unnecessary issues.

This is contained in the board’s weekly bulletin tagged ‘JAMBULLETIN’, by the Head, Media and Information, Dr Fabian Benjamin, in Lagos.

According to the bulletin, printing of the 2019 Unified Tertiary Matriculation Examination (UTME) notification slip is on-going, as the board has since made it ready for all candidates who registered for the examination.

Over 1.8 million candidates registered for the examination which has been scheduled to commence on Thursday, April 11.

“The notification is to allow candidates know their examination schedules, which includes time, date and venue of the examination.

“Candidates are therefore advised to take the printing order seriously in order for them to have an idea of the location of their centres, well ahead of the examination.

“It is also to enable them prepare for all necessary logistics of being at their respective centres on time,” the bulletin stated.

It added that the e-slips of the candidates had been placed on their JAMB profiles created at the point of registration.

“For those who are unable to access their slips through their portal at www.jamb.org.ng, the board has provided a step by step process of making the printing easy.

“First, they should go to the official JAMB portal, www.jamb.org.ng/efacility /printexaminationslip.

“Next, candidates would be required to enter their registration number, telephone number used in vending the pin at the point of registration or email in the appropriate column and follow the next command,” it said.

“Candidates are advised to print two copies of the examination slip in full, as one copy will be submitted at the centre while the second copy will be kept by the candidates for reference purpose,” it said.

The bulletin added that it was important to note that there would be no rescheduling of the examination, no matter the reason.

It added that all candidates must ensure that they are verified using the Biometric Verification Machine.

Meanwhile, the board has also warned candidates and parents or guardians to desist from paying UTME application fees to schools or tutorial centres.

It said that the warning became necessary owing to the growing practice of some elite schools/colleges and tutorial centres that collect money in bulk from candidates to register them en masse.

According to the bulletin, through diligent investigation, the board discovered that schools involved in the practice usually levy candidates exorbitant sums running into millions of Naira for the purpose of the UTME registration.

“In this regard, it should be reiterated that the board does not do group registration, as candidates are required to do individual registration.

“The board has noted with displeasure a series of some of the unfortunate situation some of these schools, especially the elite ones, have put some candidates through.

“In their bid to make money, they engage in series of infractions in the name of group registration and other acts inimical to the interest of the candidates and the sanctity of the examination.

“This kind of fraudulent registration end up distorting candidate’s data,” it said.

It warned the public to be mindful of such unscrupulous schools or centres who more often than not, register candidates at unauthorised centres.

According to the bulletin, the board’s examination is not a school based examination and therefore does not require candidates registering in groups.

  • LASPOTECH vows to punish molesters of JAMB officials

The Lagos State Polytechnic (LASPOTECH), Ikorodu on Wednesday said it would punish any of its non-teaching staff involved in the molestation of two officials of the Joint Admissions and Matriculation Board (JAMB) on the school campus, as claimed by the examination body.

The Polytechnic spokesman said in Lagos that the institution and the Lagos State Government were already addressing the issue, while the police had begun investigation into the matter.

Recall that JAMB had alleged that two of its officials were nearly set ablaze at LASPOTECH on March 29.

Prof. Ishaq Oloyede, JAMB registrar, made the disclosure when the Minister of Education, Adamu Adamu, visited some Computer-Based Test (CBT) centres in Abuja during the mock examination.

Oloyede said that the officials were attacked at the centre of the mock examination in the institution, and would have been set ablaze, but for a quick intervention that saved them from the attempted jungle justice.

He said the reason for the dastardly attack had yet to be ascertained, even as the two officials had been taken to the hospital.

Kuye, while confirming that the institution’s authorities was aware of the incident, apologised to the board and assured the JAMB Registrar that the perpetrators would be brought to book.

“We are aware of the ugly incident of molestation of two JAMB officials and the polytechnic’s Director of ICT who were on official assignment at the institution’s Ikorodu campus, by some of our non-teaching staff.

“While the polytechnic condemns this act of barbarism, we are using this medium to assure the JAMB registrar, and indeed the entire Nigerians, that the police is on top of the matter.

“We therefore deeply apologise to Prof. Oloyede and the attacked officials for this unwarranted assault on innocent staff by the members of the non-teaching staff of the polytechnic,” Kuye said in a statement.

Meanwhile, the workers have denied the allegation by JAMB, saying it was untrue.

Mr Abiodun Awoyemi, Chairman, Senior Staff Association of Nigerian Polytechnics (SSANIP), LASPOTECH chapter said the protesting unions only walked the Polytechnic’s Director of ICT and the two JAMB officials out of the campus.

Awoyemi said the officials were escorted out of the campus in full glare of many, including the police, because non-academic activities had been paralysed since Jan. 20, due to an ongoing strike by the union.

“It was one of our union members at ICT that escorted the Director and the JAMB officials out and even our communication with the JAMB coordinator in Lagos reveals that there was nothing like that.

“The same JAMB official alleged to be molested and hospitalised are the same people that conducted the mock examination at another centre in Ikorodu on Monday,” he said.

NAN also reports that members of Non-Academic Staff Union of Polytechnics (NASUP) and SSANIP, LASPOTECH Chapter had since Jan. 20 embarked on an indefinite strike and continuous protest to demand reversal of an alleged de-migration of their salary structure by the institution management.

The unions alleged that the Polytechnic Rector had de-migrated its workers’ salary structure from the CONTISS 15 migration against the Deputy Governor’s pronouncement and Court’s directive. (NAN)

  • 2019 UTME: JAMB reschedules printing of exam slips to April 4

The Joint Admission and Matriculation Board (JAMB) has rescheduled printing of the 2019/20 Unified Tertiary Matriculation Examination (UTME) slips to Thursday, April 4.

JAMB’s Head of Media and Publicity, Dr Fabian Benjamin disclosed this in an interview with the News Agency of Nigeria (NAN) on Tuesday in Abuja.

NAN reports that the printing of the examination slips was initially scheduled to begin on Tuesday, April 2.

Benjamin said the shift in date came after 14 Computer Based Tests (CBT) centres were on Monday, suspended due to infractions during the board’s conduct of Mock UTME, including an incident where JAMB staff were attacked at one of its centres.

“The suspension has caused some distortion in the initial arrangement and the board will have to relocate candidates who were scheduled to write in the affected centres to other suitable centres.

“We all know that one of the essence of the mock exercise was to check the level of preparedness of not only candidates but also centres that keep to the rules and regulations of the board.

“It is to check on centres that are desperate to cheat and to make sure that they do not achieve their aim.

“Immediately after the exercise yesterday, we went into a meeting and examined the conduct of the exercise, identified the structural problems and made adjustments immediately.

“We want to ensure no centre fails during the conduct of the exercise.

“So we need today and tomorrow to redistribute the candidates affected by these suspended centres who had planned to extort them, defraud and frustrate the system, to centres that are more suitable, then printing can begin Thursday. ”

He added that the board was putting all hands on deck to ensure that candidates sat for the examination in centres where they were safe, suitable and conducive for the exercise that would be globally accepted.

He apologised to all candidates of the examination for the inconvenience caused, adding that the board’s intention remained to give its best, and ensure a hitch-free and successful exercise.

NAN recalls that Prof. Ishaq Oloyede on Monday said that the board had de-listed 14 CBT centres out of the 712 accredited due to infractions like technical hitch and deceit.

He also said that two staff of the board were attacked at Lagos state Polytechnic centre and were almost murdered but were rescued.
Oloyede said the 698 centres left in the operations were ready for the conduct of the UTME scheduled to hold between April 11 and April 15.

  • JAMB: we have de-registered 14 CBT centres

Joint Admissions and Matriculation Board (JAMB) Registrar  Prof. Is-haq Oloyede, yesterday said the board has de-listed 14 Computer Based Test centres out of the 712 accredited for the conduct of unified tertiary examination because they committed infractions during the conduct of its mock examination on Monday.

Some of the infractions cited by the board included deceit and borrowing computer systems without informing the board.  The registrar said that the 698 centres left in operation were ready for the conduct of the UTME scheduled to begin on April 11.

Prof. Oloyede disclosed this during the monitoring of this year’s mock examination with the Minister of Education, Adamu Adamu, in some CBT centres in Abuja.

He said: “So far, so good; all the centres are doing very well. Of the 712, we have had to dis-accredit 14 this morning for one infraction or the other.

“Some had technical problems and some due to deceit whereby some of them will go and borrow some computers, thinking that we will not know.

“Those centres we discovered went ahead to borrow computer systems for the exams have been dis-accredited.

“Now, we have about 698 centres left in the operation, but we have distributed the students across board.”

Oloyede, also revealed that two JAMB officials were attacked during the mock exercise which took place on Monday in some select CBT centres nationwide.

The registrar said the attack took place at a centre in the Lagos State Polytechnic.

He said the two officials would also have been set ablaze but for the quick intervention of the security agencies which saved them from the attempted jungle justice.

He said the reason for the dastardly attack was yet to be ascertained, even as the two officials have been taken to the hospital after they were rescued.

The registrar said the board has launched an investigation to ascertain the cause of the attempted murder of its officials on legitimate duty.

The registrar said: “The very first sad thing that we noticed was that two of our staff were almost murdered in Lagos.

“There was an attempt on their lives at the Lagos State Polytechnic. For whatever reason, they were wet with petrol and they were to be set ablaze.

“We have sent a rescue team and they took them to the hospital. We are still looking into what happened, but we have evacuated our staff from the place.

“We hope that whoever attempted that, the law enforcement agencies will not allow such an assault on innocent officials of government who went about their normal business.”

The minister, at the end of the monitoring, expressed confidence in the successful conduct of the examination on April 11.

He appealed to centres bent on perpetrating infractions to desist from such act.

The minister said: “Everything is going on fine. The assessment of the exam is that everything is in order and from the report I am receiving from all over the country, everything is fine.

“I will advise those centres perpetrating some kind of malpractices to stop and adhere to whatever guidelines they have been given by JAMB; otherwise, the same fate will befall them.

“From what I have seen today, JAMB is ready for the examinations.”

157,000 candidates who indicated interest for the mock examination at the point of registration, sat for the preparatory examination nationwide.

  • Only qualified candidates will be offered admission -JAMB

The Joint Admissions and Matriculation Board ( JAMB ) have explained that admissions would be given only to qualified candidates who applied for courses into the various institutions of the country.

The board reiterated this in its Vol. 1, No 13 weekly Bulletin of the Office of the Registrar and made available to the News Agency of Nigeria (NAN) on Monday in Abuja.

It described as misleading and erroneous, information being circulated that over 50 per cent of candidates who yearly apply for admissions into various institutions, were not admitted.

It also decried the reports that every year, after the conduct of the Unified Tertiary and Universities Examination (UTME), where millions of candidates apply, barely 20 per cent get admitted.

“The truth is that, admissions can only be given to qualified candidates, hence, any figure being bandied around should equally be based on the total number of candidates who applied and are qualified.

“It will be an unfortunate postulation if the candidates who do not have any basis to be considered for admissions to any tier of the nation’s tertiary institutions are also included in the final tabulation of candidates admitted.

“Given this scenario, it will be absurd for any narrative to assume huge admission backlogs without first considering whether the candidates that are not admitted are actually qualified for the courses they applied for.”

The board noted that in 2018, a total of 1,793,018 candidates applied for admissions into various academic programmes of 849 institutions in the country, with 140,020 applying through Direct Entry (DE).

It added that when the candidates were categorized according to UTME scores and O’Level credit passes, it was discovered that only 1,245,939 scored 100 and above out of 400 obtainable marks in the UTME and also had five O’Level credits.

“The above clearly states that out of the 1,793,018 candidates that applied for admission in 2018, only 1,200,748 candidates scored 100 and above and possessed the O’Level credit requirement for admission.

“That is, five credits in addition to Mathematics and English Language.

“The 100 cut-off mark in UTME is not an admissible score for most institutions apart from the Innovative Enterprise Institutions (IEIs) which award the National Innovative Diploma (NID).

“To be considered for admission into most of the nation’s higher institutions, a score of at least 140 and above would be required.

“Based on this consideration, only 1,168,948 candidates had five O’Level credits in Maths and English Language and also scored 140 and above in their UTME,” the board stated.

It explained further that based on the above category of candidates, as recommended by the various institutions, the board approved admissions of 570,089 candidates into the various schools.

The board, however, said that it was important to note that it had never admitted less than 60 per cent of the total number of candidates who qualify for admissions in any given year, adding that the reports about the number of admitted candidates were misplaced.

It added that there were always programmes with vacancies at some of the schools, even at the close of admission exercise.

  • 2019 Mock: JAMB warns candidates against lateness

The Joint Admissions and Matriculation Board (JAMB) says it will not condone lateness by candidates to its 2019 Mock Unified Tertiary Matriculation Examination (UTME), scheduled for Monday, April 1.

The board’s Head, Media and Information, Fabian Benjamin, disclosed this in an interview with the News Agency of Nigeria (NAN) on Sunday in Lagos.

NAN reports that a total of 157,631 candidates have been scheduled to sit for the optional examination in some accredited Computer Based Centres (CBT) across the country.

According to Benjamin, all is now set for the conduct of the examination by the board.

“Just like the main UTME, candidates are expected to adhere strictly to all the rules guiding the test.

“I want to say that we are fully set to conduct the mock examination, which is scheduled to hold tomorrow, Monday across some centres nationwide.

“We will also like to appeal to candidates to ensure that they get to their various centres early enough for the necessary accreditation.

“No excuse for lateness will be entertained from any candidate, as the board takes this examination as seriously as the main UTME.

“All candidates must also ensure that they do their biometrics as failure to do this will mean no examination for such candidates.

“They are also expected not to access the examination hall with all the barred items by the JAMB, such as wrist watches, handsets and others,” he said.

He added that the date for the conduct of the UTME proper would commence on April 11.

NAN also reports that the mock test is being conducted mainly to test run facilities at the various accredited centres nationwide, as well as familiarise candidates with the process.

Over 1.8 million candidates had registered for the 2019 UTME.

  • Court strikes out JAMB worker’s suit over failure to prove case

The National Industrial Court on Tuesday struck out a suit filed against the Joint Admission and Matriculation Board (JAMB), for failure of the claimant to prove that his dismissal was unlawful.

The claimant, Suleyman Sanni approached the court to declare his dismissal unlawful and sought for reinstatement, payment of his salaries and entitlements.

Sanni told the court that due process of fair hearing was not accorded him before his dismissal, and therefore, the terms and conditions of service as stated in his employment letter was breached.

Delivering judgment, Justice Rakiya Haastrup, said that the inability of the claimant to tender his letter of employment as material evidence of fact to determine whether or not his dismissal was unlawful had truncated his case.

Haastrup said that the inability of the claimant to present the employment letter made it difficult for the court to determine how the defendant breached the terms and conditions of his employment.

On the issue of due process not followed as alleged by the claimant, the judge said that the claimant was given opportunity to defend himself on the allegation against him, contrary to his assertion that he was not accorded fair hearing.

The claimant’s counsel, Yusuf Kadiri, in his argument said that the claimant’s employment was governed by his letter of employment and the Public Service Rules (PSR), 2009.

The counsel further averred that procedures, as stipulated in the PSR, were disregarded in the dismissal of the claimant.

He said that by virtue of letter of employment and the PSR, due process was not followed and the power to dismiss his client from service was vested on the board of the defendant.

He said that as at the time the claimant was dismissed, JAMB did not have a governing board.

Kadiri added that the claimant was dismissed on the directive of the minister of education, which made the dismissal unlawful.

Fortunatus Bonire, the defense counsel, in his submission said that the claimant was dismissed over his engagement in unauthorised admission exercise in 2016.

He insisted that due process was followed before the claimant was dismissed.

Bonire said the claimant was issued a query, faced a disciplinary panel which indicted him and was subsequently dismissed from the service of the board.

He said that the Minister of Education, by powers vested on him by the JAMB Act, could perform certain functions of the board as was done in this case.

The News Agency of Nigeria (NAN) reports that similar suits filed against JAMB by dismissed workers were struck out by the same court over their failure to either tender their conditions of service or employment letters.

  • 157,631 candidates for mock UTME

The Joint Admissions and Matriculation Board says candidates who have yet to receive notification for its Mock Unified Tertiary Matriculation Examination (UTME) might not have indicated interest at the point of registration

The Head, Media and Information of the board, Dr Fabian Benjamin, made the clarification in an interview with the News Agency of Nigeria (NAN) on Friday in Lagos.

NAN reports that, of about 1.9 million candidates who registered for the 2019 Computer Based Test (CBT), a total of 157,631 indicated interest for the mock as at the close of UTME registration on Feb. 21.

“We have concluded plans for the conduct of this Mock UTME scheduled to hold on April 1.

“Some candidates have been saying they are yet to receive and print their notification slips for this examination. I think that has nothing to do with the board because all those who indicated interest to participate have all been notified.

“Again, some of them might have registered late. However, the examination is optional, and I do not think there is any cause to worry,’’ he said.

NAN reports that printing of notification slip of the main UTME will begin on April 2, while the examination will start from April 11.

Some parents in Lagos State have been worried that their children, who claimed they indicated interest in the mock UTME, have yet to be notified by JAMB.

One of the concerned parents, Mrs. Florence Ibem, said it was worrisome that 10 days to the mock examination, her child had yet to be notified.

She appealed to JAMB to notify the affected candidates to enable them to participate in it and be satisfied.
