    Jigawa splashes N300m on jobs

    To shore up Jigawa State’s economy, Governor Muhammadu Abubakar has released over N300m into job creation, reports AHMED RUFAI

    The vision is clear. To reflate its economy, Jigawa State looks no further than providing jobs and an enabling environment for workers. Small-scale entrepreneurs are getting much attention across the 27 local government areas of the state. Local miners are encouraged, as are traders and industrialists. There is impetus on skill acquisition. To leave no one in doubt as to the seriousness of the Abubakar administration in lifting the economy, trade unions are also getting the stimulus.

    Virtually every part of the state is aware that something positive and different is happening in Jigawa. On the day the governor made known the various job packages at the Yakubu Gowon NYSC orientation camp, thousands of residents turned up at the colourful ceremony. They were not the only ones present; traditional rulers and political leaders were also there. About 1,574 job categories were available valued at over N300m. Job tools were provided for small-scale entrepreneurs.

    The Abubakar administration wants to achieve a number of things with his jobs plan. The state economy will buoy up, people will be employed and as they are productively engaged, crime will be contained. The government sees it as a win-win plan.

    The state government has a plan to use agriculture and its value-added chain to build its economy, with equal priority on mining, commerce and industries especially through supporting small and medium enterprises with soft loans and providing the enabling environment for business to flourish.

    The distribution ceremony was the talk of the town.

    It was not the first time the government would empower the people. In the last two years over 50,000 persons have benefited from different programmes. The latest one, though, is unique in style and approach.

    Speaking at the event, Governor Abubakar said, “Since the inception of the present administration various economic empowerment initiatives have been established aimed at reducing the high rate of unemployment among the youth where over 51,000 people, mostly women and youths, were empowered in the last two years.”

    Speaking further, Alhaji Abubakar said, “I wish to inform you that our programme targets both youths and women. Today, ýby God’s grace, we are empowering about 1,574 youths on various acquisitions skills and related equipment worth N300 million”.

    He said, “Over eighty percent of the people of this state are small-scale farmers. That is part of the government’s reason for placing more priority on the agricultural sector as the greatest potentials for economic transformation.”

    Governor Abubakar also said that the state’s job plan is in line with the federal government’s drive to diversify from the oil sector to agriculture, mining and other cash sources that will discourage importation and encourage export.

    He said, “The new economic empowerment initiative includes the cluster farming system, micro-credit, soft loans, and skill acquisition equipment of different phases,” adding that buses were also provided for the National Union of Road Transport Workers (NURTW).

    Abubakar said, “Now we are giving 100 rice and wheat threshers of 200kg per hour, 100 rice mills of 200kg to 700kg per hour in three sizes and 100 single row multi-purpose planters, and 100 double row multipurpose planters, 300 hand-held rice/wheat harvesters and 574 manual sprayers two per ward across 287 wards distributed to beneficiaries.”

    Others include Seed Capital Drugs to 287 PCN Certified Youths empowered with patent vendor medicine stores (1person per ward, 27 commercial buses to members of National Association of Road Transport Owners (NARTO), 4 25 tons rice mill to large-scale agriculturalists, 40 rice dealers with Seed Capital of N10 million, 20 paddy dealers with N200, 000:00 each and 20 rice dealers with N300, 000.00 each.

    Badaru called on the beneficiaries to use the equipment judiciously and make prompt repayment ý so that other programmes can be rolled out to ensure programme sustainability.

    Many of the public commentators and observers are of the opinion that looking at the equipment and other packages distributed during the ceremony, certainly the programme looks to succeed, and is likely to produce multiple jobs that could positively impact the social and economic development of the state.

    While some noted that the programme is well-conceived, they also stressed that its success will depend largely on mechanisms put in place to constantly monitor and review beneficiaries’ performance. This process of monitoring will spot areas needing adjustments and further engagement.

    In his keynote address, the National President of the ýNational Association of Road Transport Owners (NARTO), Dr. Kasim Ibrahim Batayya called on other state governors in the federation to emulate Governor Abubakar’s jobs plan, “especially loans to transporters”.

    Batayya also appealed to the federal government to come up with a similar programme “but the federal government should be seeking to improve the transportation sector and enhance the economy and citizens’ well-being”.

  • BREAKING NEWS: FORMER JIGAWA STATE GOVERNOR RELEASED

    The former governor of Jigawa State, Ibrahim Saminu Turaki has been released.

    The Federal High Court Abuja had earlier this morning ordered that the former governor be released Immediately.

    Turaki had filed a motion for the Economic and Financial Crimes Commission, EFCC to be removed from the parties that will verify authenticity of the documents contained in the bail conditions. Counsel to the former governor, Regina Okitie-Eboh complained that the EFCC has been delaying the verification processes even as the whole conditions have been fully complied with.

    The Presiding Judge, Justice Nnamdi Dimgba granted the motion in its entirety and ordered all parties to comply with immediate effect. Saminu Turaki has been remanded at the Kuje Prison Abuja for more than a week after he has met his bail conditions.

    It would be recalled that Justice Dimgba had on the18th of July upon the former governor’s re arraignment, agreed with most of the release conditions earlier set by Justice Yusuf Haliru of the Federal High Court, Abuja. The judge also cautioned the EFCC on the need to always observe the rule of law and stressed that there is a presumption of innocence for an accused until proven guilty and proceeded to grant Saminu Turaki bail. The case was subsequently adjourned to September 19th 2017 for commencement of trial.

    Saminu Turaki was arrested by EFCC on the 4th of July at a book launch in Abuja and remained in EFCC custody. On Thursday 13 July 2017, Justice Yusuf Halilu of the Federal High Court Abuja admitted him to bail but the commission refused to release him even after he had fulfilled the bail conditions.

    Consequently, his lawyers proceeded to file contempt proceedings against the EFCC Chairman, Ibrahim Magu at the Federal High Court Abuja. The case was heard on Thursday, 20th July 2017 and adjourned to the 28th of September for commencement of trial.

    2,000 farmers get fertilisers, seedlings in Jigawa

    No fewer than 2,000 farmers in Jigawa State have received over 3,000 bags of fertilisers and improved seedlings.

    The gesture is to boost their capacity, said Mr. Roshan Tated, the branch Manager of Olam Nigeria Limited, the firm which distributed the inputs in Gumel, Jigawa State.

    Speaking during the unveiling of the programme, Tated said the firm is also providing training manuals to keep the farmers abreast of the best practices in both pre-harvest and post-harvest farming techniques.

    According to him, the agro-allied company launched a similar programme recently in Bauchi State which covered over 650 farmers, adding that no fewer than 2,000 Sesame farmers from Jigawa State are to benefit from the Olam’s model farm village concept. He said the agricultural initiative targeted to sustain mass production of Sesame in Jigawa and Bauchi states was part of integral part of the Olam Livelihood Charter.

    He said, “The programme anchored under the Olam’s sustainable Village Program was designed to improve the livelihoods of Farmers through improved yield, labour practices, market access, quality, traceability, social investment and environmental impact. Olam has been providing global market access to sesame farmers of Nigeria for the last 20 years and their current programme will boost the sustainability footprint of the company which specializes in linking its farmers to its end consumers globally in a socially and environmentally responsible manner.”

    Olam’s programme Manager, Alhaji Adamu Bello emphasised that, beside the farmer empowerment initiative programme the firm had also embarked on series of community development program as part of its corporate social responsibility.

    He stressed that the company in 2016 sank boreholes in Garki, Sule-Tankarkar, and Gagarawa local government areas as part of its clean water initiatives programme.

    Bello pointed that “We also expanded our corporate responsibility and sustainability program this year by embarking on roadside tree planting along Danladin Gumel and Sule-Tankarker way.

    “This initiative was particularly conceived to reduce the roadside erosion and save our environment from pollution by reducing greenhouse emissions as well as restoring and maintaining soil fertility.

    “More than 30% of the farmers registered by Olam under the program are women farmers which are in line with our endeavor for attaining true gender equality through providing enabling environment.

    “Let me reassure that Olam is willing to add more village farmers into the program next year as we expect that the State’s Agricultural Development Projects (ADP) and the Ministry of Agriculture will provide their full support to run this Programme.

    “The company has been working directly with smallholder farmers since the last decade providing them with loans of agricultural inputs like fertiliser and pesticides, Access to improved seeds as well as buyback of produce at the ruling market price and is proud to see the principles of the Olam Livelihood Charter helping them to increase yields and quality”. Bello explained.

    NCC arrest four over sale of Pre-registered SIM cards

    The Nigeria Communication Commission (NCC) Tuesday in Dutse, Jigawa state arrested four black-market SIM card dealers over their involvement in selling pre-registered SIM cards to the public.

    According to NCC’s Head of Enforcement Unit, Mr. Salisu Abdu who spoke to Reporters in Dutse, over 70 pre-registered SIM cards of various service providers were recovered during a raid that was conducted at Hakimi street and New Market street in Dutse.

    He said the operation was as a result of a tip-off over the illegal activities of SIM card dealers in the state, adding that the suspects have already been handed over to security agents for further investigation.

    Abdu explained that the raid on the two identified areas by his men and security agents took them over two hours to clampdown on the hideouts of the illegal dealers.

    He, however, called on service providers in the country to be cautious on how they issue SIM cards to the public, pointing out that unscrupulous individuals use fake names and bio-data to secure SIM cards through proxy, “which is criminal and fraudulent.”

    According to him, “these pre-registered SIM cards are usually used to commit crimes such as kidnapping, armed robbery, Obtaining By Tricks, and other vices that are now prevalent in the society.

    “NCC has asked operators to provide a system how registered SIM cards will be coordinated in such a way that anybody using pre-registered SIM card can be easily traced and apprehended.

    “We insist on this because going after these sellers of pre-registered SIM cards have remained a herculean task, but we must continue to clamp down on these illegal dealers.

    “We have had a lot of engagements with service providers on this issue of selling pre-registered SIM cards to the public, because NCC is a regulatory.

    “We call on Nigerians to stop buying pre-registered SIM cards to avoid being involved in criminal activities, because when you buy these cards and start using them, you can be traced by security agents and that means you have gotten yourself in trouble.”

     

  • Jigawa establishes internal audit department

    Jigawa State Government said it had inaugurated an Internal Audit Department in the state’s Ministry of Finance and Economic Planning to comply with fiscal rules.

    According to a statement by the ministry’s spokesperson, Alhaji Isma’il Ibrahim, in Dutse on Friday while inaugurating the department.

    The state’s Commissioner for Finance, Alhaji Umar Namadi, said the gesture was to ensure that activities of government were done in accordance with the financial rules and regulations.

    The statement reported the Namadi as saying that the establishment of the department was in compliance with the requirement of the fiscal sustainability plan of the Federal Ministry of Finance.

    It added that the commissioner noted that the new internal audit department in the ministry would perform both system and prepayment audit with more emphasis on system audit.

    The statement stated that the department was a “watchdog” of government financial transactions.

    It further enjoined Heads of Internal Audit in MDAs in the state to ensure that rules and regulations were followed, especially as checks and balances.

  • Polio: Jigawa targets 1.7m children for immunisation

    The Jigawa State Primary Healthcare Development Agency, says it is targetting about 1.7 million children for immunisation in the current round of polio campaign.

    Dr Kabir Ibrahim, the Executive Secretary of the agency, stated this in an interview with the News Agency of Nigeria (NAN) in Dutse on Sunday.
    Ibrahim said that the government had provided enough Oral Polio Vaccines for the smooth conduct of the exercise.
    He explained that trained personnel were currently conducting the exercise in the 27 local government areas of the state.

    The executive secretary said that the five-day exercise which commenced on Saturday was going on smoothly.
    He commended parents, traditional and religious leaders as well as stakeholders for their support.

    Ibrahim said he inspected the campaign in Kazaure, Roni, Yankwashi and Gwiwa local areas of the state.

    NAN recalls that the polio immunisation campaign was launched on Saturday across the 27 local government areas of the state.

  • Labeling: Committee issues 7-day ultimatum to bread producers in Jigawa

    The Jigawa State Consumer Protection Committee (CPC), has issued a seven-day ultimatum to bread producers to comply with directives on proper labelling of their products.

    The CPC Chairman in the state, Alhaji Farouk Abdallah, stated this in an interview with the News Agency of Nigeria (NAN) in Dutse on Sunday.

    “The committee has issued a seven-day ultimatum beginning from April 20, to bread producers in the state to immediately comply with the directives and begin to label their products.

    “Failure by any bakery to comply with the directives will lead to sanction and subsequent closure.

    “The committee will do all within its powers to make sure that what people consume in the state come from genuine producers.

    ‘’Any bread producer that wants to operate in the state must comply with this directive,’’ he warned.

    The chairman said that the labelling was to allow breads to carry production and expiry dates, addresses and ingredients contained in the bread.

    Farouk called on the bakers to stop the use of rusted bakery tins to ensure production of healthy bread for human consumption.

  • We’ll not associate with Makarfi, Sheriff faction — Jigawa PDP

    The Jigawa Chapter of the Peoples Democratic Party (PDP) says it will not identify with neither the party’s Sen. Ahmed Makarfi faction nor Sen. Ali Modu-Sheriff faction.

    The state`s PDP Public Relations Officer, Alhaji Aminu Jahun, said in Dutse on Thursday that the state will not support any division of the party in the state or at the national level.

    Jahun said that the current misunderstanding between the two factions was one of the beauties of democracy.

    According to him, “by God`s grace everything will be resolved amicably. We are not happy with what is happening in our party.”

    He said that the PDP will win the Chairmanship and Councillorship seats in the forthcoming local government election in the state.

    Jahun called on the people to turn out en masse and vote for the party in the local government polls in order to enjoy the dividends of democracy

  • Assailants kill 27-year-old varsity student, watchman in Jigawa

     A 27-year-old university student, Muhammad Garzali, was killed by unidentified assailants at Kafinhausa town of Kafinhausa Local Government Area of Jigawa.

    Confirming the incident, the Police Public Relations Officer (PRO) in the state, Mr Abdu Jinjiri, an ASP, told the News Agency of Nigeria (NAN) that Garzali was murdered alongside a 60-year-old watchman, Ali Dan-Katsina, at a motor park in the area.

    Jinjiri said that the former was a student at the Sule lamido University, Kafinhausa, while the latter served as a night watchman at the park.

    He said that preliminary investigation showed that the deceased were throttled to death by the assailants.

    He added that their corpses were recovered at the park by the people who went there for their routine businesses in the early morning hours of Thursday.

    “No one can give account on what happened.The attackers killed the victims and carted away a car at the park,” the PRO said, adding that investigation into the case was in progress.

    He called on the people to be vigilant and report suspicious persons to the police, to enable them to protect lives and property.

  • Environmental agency embarks on waste clearance in Jigawa

    The Jigawa State Environmental Protection Agency (JISEPA), on Friday embarked on a 10-day waste and drain clearance exercise in Hadejia district.

    The exercise was part of a comprehensive waste and drain clearance designed to enhance sanitation in rural communities.

    Alhaji Nuhu Yusuf, the Director, Environmental Health of the agency, disclosed this at the inauguration of the exercise in Auyo, Jigawa.

    Yusuf said that the exercise was in continuation with its campaign to enhance sanitation in the eight local councils of the Jigawa North–east Senatorial District.

    He listed the councils to include Auyo, Birniwa, Guri, Kafinhausa, Kaugama, Kirikasamma, Hadejia and Malammadori.

    Yusuf said the agency would conduct waste evacuation exercise in Hadejia, adding that similar exercise would also be carried out in major towns in the area.

    According to him, the agency is sensitising the people on the need to keep a clean environment and promote good sanitation habit.

    The director reiterated the state government’s commitment to protect the environment through effective waste management.

    He, therefore, called on the people to cooperate with the workers and desist from indiscriminate dumping of waste in residential areas and waterways.
