    Buhari, Kwankwaso begin battle for APC presidential ticket

    The bid for the All Progressives Congress (APC) presidential ticket got on the fast lane at weekend, with Senator Bukola Saraki pulling out of the race.

    The former Kwara State Governor said he would back a candidate that is acceptable to all party members. “I don’t think our party can afford too much internal racour going into the election,” the former Kwara State Governor said.

    Former Vice President Atiku Abubakar has announced his interest in the race.  Gen. Muhammadu Buhari is set to join the race on Wednesday at the Eagle Square in Abuja.

    Gen. Buhari was at the Lagos State House in Marina to seek Governor Babatunde Fashola’s support for his ambition.

    He was accompanied by ex-Bayelsa State Governor Timipre Sylva, ex-Minister Nasir El-Rufai and former Speaker Bello Masari.

    The attempt to get Kano State Governor  Rabiu Kwankwaso to step down for Gen. Buhari has failed.

    Supporters of the governor said he will announce his candidacy on October 28.

    Stakeholders tried to prevail on the governor to step down since both of them are from the Northwest zone, which has the highest voter population.

    According to the APC nomination of candidates time table, presidential aspirants are expected  to have obtained an expression of interest forms by October 19.

    The sale of the forms will open from next Monday till November 6. The aspirants will be screened between November 10 and 12. The candidate will be elected at its national convention on December 2.

    President Goodluck Jonathan has already been endorsed as the consensus candidate of the Peoples Democratic Party (PDP), although some members of the party are silently grumbling about the close of space for others.

    Gen. Buhari’s supporters said at the weekend that the former leader remained the only Nigerian politician who has the courage and capacity to fight corruption.

    National Secretary of the Buhari Support Group Ibrahim Daud said the Buhari Support Group, an umbrella body of about 49 voluntary youth organisations, have mobilised five million Nigerians to attend Gen. Buhari declaration of interest on Wednesday.

    According to him, Buhari is the only candidate who can defeat the PDP and stop corruption. “That is why the corrupt cabal that has held sway since Nigeria’s return to democracy in 1999 is bent on ensuring that Buhari does not emerge president.

    “They are only trying to protect their ill-gotten wealth to the detriment of the majority of Nigerians.  Hence they cook up all kinds of mendacities and campaigns of calumny to discredit Gen. Buhari and lower his estimation in the eyes of right-thinking members of the society.

    “At first, the antagonists of Nigeria’s national development concocted and fed Nigerians with the lie that Gen. Buhari was a religious bigot, who would convert Nigeria to an Islamic state if elected president.

    “Those that know the General intimately know that though he is a dedicated Muslim, he has no trace of religious or even ethnic bigotry. Gen. Buhari is one of the most munificent politicians of our time!

    “Now that the gambit of religion cannot work anymore, they are trying to use age as a criterion to discredit him. But it has come to public knowledge that all these tales being fabricated by his political opponents are only strategies employed to maintain their stranglehold on the people.

    “The 2015 presidential election shall be a political turning point for Nigeria, as the citizenry have become increasingly aware of the antics of the corrupt ruling class and other detractors and saboteurs of the nation.

    “This time, the gambit of religion, age or any other primordial sentiment will not deter the people from voting for Buhari in 2015. Even though we agree with the idea of generational change in leadership, we believe that only a mature politician like Buhari will be able to wrest power from the PDP, before sanitising the polity.

    “Gen. Buhari is the only presidential aspirant that can make a full declaration of his assets before taking office. He will also declare his assets upon leaving office, to enable the people to make candid evaluations of his stewardship.

    “We should bear in mind that massive unemployment, terrorism/insurgency, disease prevalence are all linked vicariously to high-profile corruption and impunity by the ruling class.

    “For Nigeria to make meaningful and steady progress, a mechanism must be put in place to tackle corruption and indiscipline, and this mechanism can only be driven by an incorruptible leader like Gen. Buhari.

    “This is because we have watched corruption in public places escalate steadily over the last 16 years that the PDP has been in power. We must effect the necessary leadership change now, to move Nigeria and indeed Nigerians out of the doldrums.

    “We can say affirmatively that the epoch-making declaration of General Buhari will witness the unprecedented attendance of not less than five (5) million passionate supporters of the General.”

    One of Kwankwaso’s Campaign Coordinators, Chief Olisaemeka Akamukali, said Kwakwanso planned to declare his presidential ambition on October 23.

    He said after a nationwide consultation with party leaders and other political stakeholders regarding the presidential election, the governor had decided to throw his hat in the ring.

    He hinted that the governor slowed down his campaign due to pressure to yield ground to Gen. Buhari, stressing that rather than ask the governor to step down, it is the former Head of State who should make way for a younger candidate – in line with the need for generational shift.

    He said: “In as much as we agree that Buhari is a man of integrity but you will also agree with me that age is not on his side. He is 73, going to 74 years and Ex-Vice President Atiku Abubakar is close to 70 years old. But Kwakwanso will be 58 by October 21.”

    He explained that it was wrong for anybody to regard the governor as a “dark horse” in the contest, adding that Kwakwanso had long years of experience in politics, beginning from 1991 when he emerged as the Deputy Speaker of the House of Representatives on the platform of the Social Democratic Party (SDP).

    He said: “Kwakwanso has long years of experience in politics. He has been a parliamentarian, a governor and two-time minister. When he contested the governorship election in Kano state and lost, he congratulated the winner and waited for eight years before staging a come-back.

    “The governor is a grassroots politician and one who tries to carry his followers along in his undertakings

    “Remember he was once a member of the Group of seven governors who protested the goings-on in his former party. I will not be surprised if many of them still in the PDP will want to support his aspiration to become president.”

    Akamukali added: “The issue of anointing candidates for elections has been rejected by the APC and that is why the party is insisting that there shall be transparent primaries. The fears of some of the aspirants may be due to the fact of their previous experience where they never face competitive primaries to emerge as party candidate.

    “That is why such people are pushing for consensus. The generality of the party is saying ‘no, let us do things differently from what the PDP are doing’. We must have a transparent primary.

    He maintained that the national leader of the party, Asiwaju Bola Ahmed Tinubu, party’s national Chairman, Chief John Odigie-Oyegun and Atiku were together in the SDP with the Kano State governor adding that Kwakwanso is still retaining the affinity he had with the political network.

  • Kwankwaso, NERC, TCN chiefs for WorldStage confab

    KANO State Rabiu Musa Kwankwaso, Chairman, Nigerian Electricity Regulatory Commission (NERC), c, and Managing Director of Transmission Company of Nigeria (TCN), Mr. Mack Kast, among others, have confirmed participation in the fourth WorldStage National Electricity Power Conference.

    According to the organisers of the conference, the event has been rescheduled to hold on October 23, from the September date earlier announced. But the venue remains Lagoon Restaurant, Victoria Island, Lagos. The date was shifted to accommodate more requests for participation.

    The event will be chaired by President of Lagos Chamber of Commerce and Industry (LCCL), Alhaji Aderemi Ismaila Bello; Amadi is expected to deliver a paper titled: ‘Commitment of NERC towards regulation and effective consumer’s right on electricity supply chain’  and the TCN boss will speak on ‘TCN: Meeting the electricity transmission capacity for Nigeria post-privatisation.’

    Governor Kwankwaso, whose state has achieved commendable progress in power generation through independent power projects (IPPs) for economic development, will share his experience with participants at the forum.

    The President/Chief Executive Officer, World Stage Limited, Mr. Segun Adeleye, said with about 30 million households in Nigeria still without access to electricity even liberalised electricity power sector, it is crucial for stakeholders to meet to address the challenges facing the power sector.

    He said: “The challenges that surfaced with the new dispensation are numerous but not un-surmountable.” He listed these to include the rising activities of vandals who burst gas pipelines and other power transmission equipment; high level of power theft and meter bypassing; gas supply limitation; revenue collection; transmission wheeling capacity; funding model for transmission; expected declaration of Transition Electricity Market; lack of accurate data on power demand of the entire country; non-alignment of the entire value chain of power generation, transmission and distribution; security of investment; right pricing and efficient usage of available electricity; paucity of fund for transmission facility upgrade and replacement of aging 132KV lines.

    “As banks invested about N750 billion in the power sector since its privatisation, it’s imperative that the security of this huge exposure rests squarely on stakeholders to ensure success of the privatisation process,” he said.

    The endorsement of President Goodluck Jonathan as the Peoples Democratic Party’s (PDP’s) candidate for the 2015 presidential election showed that the PDP was undemocratic, Kano State Governor Rabi’u Kwankwaso said at the weekend.

    Kwankwaso said: “Since five governors defected from the PDP to APC, I told Nigerians that PDP will become a weaker party, whose democratic value will erode. Now stakeholders of the party have come out to say that they have chosen President Jonathan as their party’s sole presidential candidate without going for a primary election.”

    The governor spoke at the Government House while receiving reports from committees sent to the 36 states for consultation on calls for him to contest the presidential election.

    He said it was sad that PDP leaders endorsed Jonathan’s candidacy without consulting members and the party’s supporters.

    Kwankwaso said: “I am assuring you that All Progressives Congress (APC) leaders are committed to doing justice in the party’s forthcoming primaries, be it at the state and National assemblies, governorship and the presidential levels. The party will give everybody, especially delegates, the right to choose the best candidates.”

    The governor said when he and some of his colleagues were in the PDP, primary elections were held, adding that “even those who were offended in the party by the then President were consulted for reconciliation as part of a democratic process of building up the party”.

    He said PDP leaders had shown that they were not democrats, adding that the party would lose the 2015 general election because of their “sheer incompetence and undemocratic attitude to governance”.

    Kwankwaso accused the Jonathan administration of inducing party leaders with  money.

    Stressing that money would not give victory to the PDP, he said “money politicians” would never care about people’s well being.

    On the consultation reports, Kwankwaso said he would study them and make his decision public soon.

    AHEAD of All Progressives Congress (APC) primaries, which is billed to hold next month, a group of Nigerian professionals in the United Kingdom, The Kwankwasiya Ambassadors of Nigeria (KAN Diaspora), has called on the leadership of the All Progressives Congress to support the presidential ambition of the current governor of Kano State, Engineer Rabiu Musa Kwankwaso.

    According to a statement signed by the coordinator of the group, Dr. Ibrahim Emokpaire and its Media Director, Ladi Vera-Cruz, it regretted that Nigeria has not been fortunate to have had good leaders since independence. The group therefore said the current governor of Kano State, Engineer Rabiu Musa Kwankwaso, has all it takes to bring Nigeria out of the doldrums.

     “The KAN (Diaspora) believes that of all our new generation leaders, His Excellency, Engineer Rabiu Musa Kwankwaso, the Executive Governor of Kano State stands out as an avant-garde progressive leader with deep understanding of our national mood and the uncommon courage and vision to halt the national decay that is plaguing Nigeria currently.

    ” The group called on Nigerians to support Kwankwaso’s quest to bring change to Nigeria, adding, that “he has the pedigree, the experience, proven track records of service delivery, and above all, a fearless advocate of change. His agenda of sustainable and positive change in Nigeria remains the best alternative to the state of helplessness Nigerians have been subjected to, by the PDP led federal government.

    ” KAN Diaspora condemned the present situation the country has found itself, due to bad leadership. “There is no coherent national policy or strategic vision to build and maintain our basic national physical and social infrastructures. The decay in our national educational system has reached a new low that our graduates cannot compete with graduates from other emerging or medium economy. Life expectancy has plummeted due to abysmal and pathetic healthcare. “There is no political will on the part of PDP federal government to seriously address the depraved and perennial scourge of corruption in high places that has plagued the country unchecked for decades.

    Correspondent KOLADE ADEYEMI writes on the senatorial ambitions of All Progressives Congress (APC) and Peoples Democratic Party (PDP) gladiators in Kano State and their chances at the polls. 

    All Progressives Congress (APC) and Peoples Democratic Party (PDP) senatorial aspirants in Kano State are holding consultations with stakeholders in the three districts, ahead of primaries.

    After the shadow polls, the two parties will brace up for the general elections. The proposed senatorial poll is perceived as a popularity test for the two leaders, Governor Rabiu Kwankwaso, the arrowhead of the APC,  and his predecessor, Alhaji Ibrahim Shekarau, the Minister of Education and leader of the PDP.

    In the recent local government election, the APC had 92 per cent victory. The party is waxing stronger in the Northwest state. But, the PDP is not sleeping on guard.

    Kwankwaso, the founder of the Kwankwasiyya political movement and the leader of the APC   believes that the achievements the state has witnessed in the last three and half years gives him the edge to determine who takes what in the 2015 general elections.

    In a recent interview, the Director of Press and Public Relations to the Governor, Alhaji Halilu Dantiye argued that Kano is 100 per cent an APC state. He cited the party’s victory at the local government elections as an indication of its acceptance by the people. In his words, “the outcome of the last local government elections is a signal that the forthcoming election would follow the same pattern. You see, people are surprised that the APC garnered about 92 per cent, while the other parties shared the remaining eight per cent in terms of party strength. But, we are even surprised that they have up to eight per cent because the people of Kano have embraced the APC.

    “You see, when Governor Kwankwaso mounted the saddle of leadership in 2011, he captured not less than 48 per cent votes on the platform of Kwankwasiyya Movement within the PDP. But, now with the merger— you have remnants of the defunct ANPP led by Bashir Tofa, and 100 per cent of the CPC members led by General Jaafaru Isa, who was a gubernatorial candidate. You also have members of the defunct ACN, led by former Deputy Governor, Engr. Abdullahi Gwarzo, who was equally the party’s gubernatorial candidate in 2011.

    “So, this was what gave the APC 92 per cent in the recent local government election. Going forward, this means that they are going to maintain the 92 per cent, particularly considering the fact that most of the on-going projects would have come on stream before the commencement of the election.  We do not have any problem, as far as Kano is concerned; the 2015 elections at all levels will be in favour of the APC.”

    In the PDP, there is no gainsaying the fact that Shekarau, the immediate past governor of the state, would play a critical role in the party’s quest to bounce back in Kano. The former governor, who left the APC in protest over Kwankwaso’s hard grip on the party, is currently basking in the euphoria of the support he enjoys from the Presidency as one of the most powerful ministers.

    A source said that President Goodluck Jonathan has ordered his men in Kano, including Shekarau, Mohammed Abacha and Aminu Wali, to do everything humanly possible to demystify Kwankwaso and his political movement in next year’s elections. “As I am speaking to you, the President’s men have started lobbying Kano APC members in the National Assembly. Don’t be surprised that very soon, some of them may defect because the Presidency is ready to offer anything to ensure that Kano is taken over by the PDP.”

    The political atmosphere in Kano is now charged with aggressive politicking, with senatorial aspirants making frantic efforts to outsmart one other. Unlike in previous elections, where candidates already knew where the pendulum would swing before the actual balloting, no one can predict the outcome of the 2015 National Assembly elections in Kano. The fact, however, remains that there is an air of uncertainty. The fate of the  candidates seems to be hanging on the balance because  Kwankwaso and the Shekarau factor will certainly determine who gets what in the election.

    It is now apparent that the people of Kano would ultimately decide the composition of their representatives in the Upper Chamber next year, even as those currently occupying the seats are plotting harder to retain it. The Nation  gathered that Senator Ibrahim Kabiru Gaya, from Kano South Senatorial District may succumb to pressures to forgo his governorship ambition and maintain his seat at the Senate.

    Kano politics is not driven by issues, but largely by the personality and financial capacity of the individual candidate. Ironically, party platforms may not play any significant role in determining who wins the election. Sentiments, emotion, and sometimes, frivolities may likely play key roles. The bottom line is that the success or otherwise of any candidate in the National Assembly election may be  predicated upon his ability to win the hearts of the voters. The onus, therefore, rests squarely on the candidates to convince the electorate  that they can deliver on their mandate.

     

    Alhaji Bashir Garba (PDP)

     

    One of the popular gladiators who  fighting for the senatorial soul of Kano Central is Alhaji Bashir Garba, currently representing the district. A cousin to the Nigeria’s late Military Head of State, General Sani Abacha, Garba emerged by defeating former Speaker of the House of Representatives Alhaji Umar Ghali Na’aba in the 2011 PDP primaries. From all indications, Garba, a successful businessman, is the man to beat, because he is believed to be one of the aspirants with deep pockets. His humane disposition and generosity have endeared him to the people.

     

    Senator Bello Gwarzo (Pdp)

     

    Bello Gwarzo is senator representing Kano North on the platform of the PDP. The Senate Chief Whip is seeking to re-election into the Red Chamber. He defeated the  Secretary to the  Government (SSG), Alhaji Rabi’u Suleiman Bichi, to emerged winner at the PDP primaries in 2011. Gwarzo has been in the Senate since 1999. He lost the April 2007 election to Alhaji Aminu Sule Garo of the defunct All Nigeria Peoples Party (ANPP). But, Garo’s victory was upturned and handed to Gwarzo on the grounds that he tendered fake educational qualifications.

    Gwarzo has served as a member of various Senate committees. He facilitated the construction of the historical Lamba-Kunchi-Kazaure federal road, which gulped over N7.8 billion. Another major project engineered by the Senator was the Watari Irrigation project, which was executed at the cost of N4.2 billion, to serve the communities in his constituency. He has facilitated in electricity projects to the communities the renovation of some schools and the sinking of boreholes. He is the most experienced of the candidates contesting the senatorial seat for Kano North. Besides, it must not be forgotten that Kano North is a traditional stronghold of his party, the PDP, and this could go a long way in handing him another mandate in the Senate.

     

    Senator Kabiru Gaya (APC)

     

    Senator Kabiru Ibrahim Gaya is perhaps the most popular and most formidable candidate in Kano South. Many factors are believed to be in his favour. He is  representing the district and a former governor  in the botched Third Republic. Many believe that he may decide to retain his seat at the Senate.  Gaya has been an active member in the Senate and has been making meaningful contributions to debates at the Upper Chamber. He is the Deputy Minority Whip and a member of several standing Senate committees, a vehicle he used to attract federal presence to his constituency.

     

    Alhaji Usman Alhaji (ApC)

     

    A veteran politician, Alhaji Usman Alhaji is one of founders of the PDP in Kano. He has been in politics since 1978; serving as a member of the defunct National Party of Nigeria (NPN) in the Second Republic. He was also the Secretary-General of the National Republican Convention (NRC) in the Third Republic. He served as the Registrar of Kano State Polytechnic, which was known as the Institute of Higher Education. Later, he became the Commissioner for Education under Kwankwaso’s first tenure.

    Things however started falling apart, as the animosity between him and Kwankwaso deepened, when he and members of one of the defunct factions in the Kano PDP, known as the Garkuwa Group, accused the Kwankwaso-led Kwankwasiyya Group of lack of internal party democracy. This served as compelling factor in his defection from the PDP to the CPC, where he finally found solace.

    As a candidate of the PDP, he lost the Kano South race in 2007  to Senator Gaya of the ANPP. Today, he is going into the race for the third time, but this time under the platform of the APC.

    In a bid to get the presidential ticket of the All Progressives Congress (APC), Kano State Governor Rabiu Kwankwaso has sought the support of Imo State Governor and Chairman of the APC Governor’s Forum, Owelle Rochas Okorocha.

    A delegation of the “Nigeria Project 2015” , the campaign organ of Kwankwaso, at the weekend visited Okorocha at the Government House in Owerri to get his support.

    Okorocha, who is also nursing a presidential ambition, was said to have received the delegation warmly, urging members of the APC in the state to support Kwankwaso’s ambition.

    He was said to have described him as one of the best presidential aspirants.

    Addressing reporters at the end of the meeting, the leader of the delegation and Kano State Commissioner for Information, Youth, Sports and Culture, Dr. Abubakar Nuhu Danburan, said the meeting was impressive and encouraging.

    He, however, noted that the governor told them that he was also nursing a presidential ambition, adding that they were impressed with his blunt response.

    The All Progressive Congress (APC) Elders Committee in Kano State yesterday rose from a special meeting with a resolve to drum up support for the 2015 presidential project of Kano State Governor, Engr. Rabi’u Musa Kwankwaso, citing his landmark achievements in Civil Service and politics.

    In a Communiqué issued after the meeting and signed by Ambassador Kabiru Rabi’u and Comrade Saleh, the APC elders held that going by the credible performance of Kwankwaso in the service to the country, the time was ripe for him to be given the opportunity to oversee the affairs of Nigeria.

    The communiqué reads: “The present regrettable and avoidable situation in which Nigeria is today has made the state’s All Progressive Congress Elders Committee to meet and discuss the current leadership situation of the country. It is very clear that the present incompetent leadership of the country cannot get us out of the present serious problem.

    “In view of the above, the country needs a better and more dynamic leader. That leader must have the following qualities: honesty, commitment, vision, strong character, experience, ability to communicate, courage and confidence, integrity, transparency and more importantly, a team player.

    “APC Elders Committee considers it necessary to invite the Kano State Governor, Engr. Rabi’u Musa Kwankwaso to contest the presidential election come 2015 because he possesses  most of the qualities mentioned above.”

    The APC Elders further stated that Kwankwaso, a water engineer and Fellow of Nigerian Society of Engineers, apart from making a mark in politics, was a reputable civil servant who has served Kano state and Nigeria diligently in his area of specialization as a principal engineer before his entry into politics.

    Meanwhile another group, the Southern Mandate has urged former military Head of State and chieftain of the All Progressives Congress (APC), General Muhammad Buhari, to support the presidential aspiration of Kano State Governor, Rabiu Kwankwaso.

    The group pleaded with General Buhari not to contest the 2015 presidential election but to support a candidate that would take the country to the promise land.

    •’Politicians haven’t shown they are better than military’

    The Afenifere Renewal Group (ARG) has decried Kano State Governor Rabi’u Musa Kwankwaso’s comment, which endorsed the immutability of the 1999 Constitution.

    It urged Nigerians to condemn it as selfish and unpatriotic.

    In a media interview, the governor was quoted as saying that “any constitution other than the 1999 Constitution should be rejected because anything less than that is an instrument by those who think it will help them.”

    ARG, in a statement by its Publicity Secretary, Kunle Famoriyo, blamed Kwank-waso and other “self-seeking politicians” for endorsing the 1999 Constitution when it suits them and calling for its amendment when it does not.

    “Kwankwanso, one of those who believe the 1999 Constitution is perfect for the country, has had two reasons to call for its amendment. He changed his stance on the agitation for state police when his security aides were withdrawn by ‘order from above’ during the Kano Emirship commotion. He also called for amendment of the impeachment laws when a raft of impeachment wave threatened governors of his party, the All Progressives Congress (APC), claiming Nyako governorship in the process,” the statement said.

    It added: “These two calls for constitutional amendment, coming at a time that Kwankwanso was at the receiving end of the imperial and despotic powers of the 1999 Constitution, seem to suggest that the constitution must exist only to serve his personal good and that of others with similar stance. It does not bother them if and when others are the victims of the constitution’s despotic powers.

    “This selective philosophy from a man who wants to become Nigeria’s president is no less selfish and denigrating, as the politics that dominates Aso Rock.”

    The group said Nigerian politicians have not proved that democracy is indeed a better alternative to military rule, noting: “All presidents since 1999 have found the 1999 Constitution handy in justifying dictatorial tendencies, with the president claiming he is yet to even use 10 per cent of the (despotic) powers of the constitution. This is a dangerous pointer to the fact that politicians are still not faring better than military dictators, who churned out decrees and amended them to suit their dictatorship ego.

    “Neither Kwankwaso nor any politician need be at the whipping end of the constitution before patriotic sense prevails on all of us to fight to entrench true federalism. For the country to survive, it must provide an equitable basis of existence for all federating units. The 1999 Constitution is evidently inequitable and needs no piecemeal amendments, but a total reworking.

    “ARG has no grouse about any politician, but it believes that no politician’s ambition should choke national interest. ARG, therefore, enjoins politicians to learn to sacrifice personal interests for the promotion of an egalitarian Nigeria anchored on true federalism.

    “Nigerians are not made for the law. Neither should law, meant to promote equality and class divide. We must ask ourselves: can we truly have a democracy when some parts of the country feel less privileged than others?”

    ARG also said the National Conference report must not be tainted by political ambition and “Nigerians should be allowed through a referendum to decide what happens to the report, because they should have the primal right to determine how they wish to be governed.

    “Although the report does not represent everything we want in the Southwest and we are still consulting on what position to take, it is unarguable that the resolutions represent a consensus of both political and apolitical Nigerians.”

    ‘Kwankwaso is giving hope to people’

    Dr Danburam Abubakar Nuhu is the Kano State Commissioner for Information, Internal Affairs, Youths Sports and Culture. In this interview with Kolade Adeyemi, Nuhu assesses Governor Rabiu Musa Kwankwaso’s achievements and other issues. Excerpts

    What would you say are the achievements of Governor Kwankwaso’s administration?

    As a visionary governor, Kwankwaso, having noticed the yawning gap in the education sector, took the bull by the horn towards bridging the education gap by sending over 3,000 students abroad and to local universities to pursue specialised courses, so as to be self-sufficient in the manpower needs of the state. Already, he has established a bi-lingual school in Niger Republic because we have appreciated the importance of our relationship with Niger Republic. In terms of proximity, it is next door to the state. Also, if you look at the entire sub-African regions and the West African regions, most of them, if not only Nigeria and Ghana, are French speaking and if we migrate to their territory, there will be language barrier in relating with them and because the governor is futuristic, visionary and tackles issues ahead of time, he decided to prepare people ahead of time. That is what informed his decision on the establishment of a joint bi-Lingual secondary school with the state government’s funds, which is the first boarding secondary school in the Republic of Niger. Meanwhile, we have 100 students in the school, who have been joined by another set of 100 students from the Republic of Niger.

    This idea also informed the governor’s decision on how to sharpen the skills of our people in other areas, following his vision. For now, the government has taken another giant leap to let our people learn the Chinese language because we are aware that China is almost the largest economy in the world and for strategic reasons, we need to have our people in China, so that tomorrow when anybody wants to have a business transaction with the Chinese, it will be our people who would be the link, there will be no language barrier. Just recently, the governor approved that some of our teachers that were taught here are to undergo about three months programme in China.

    Also, we have our concept of the integration of the Almajiri system and for now, we are trying to figure out the schools where they are and see what we can do in providing facilities to those schools, rather than embarking on the establishment of a brand new Almajiri school. This is so because we have to consider the sensibility of calling a name like Almajiri school, which may give the impression that the school is just there for different kind of people.

    They are also human beings like us and we feel that what we should do is to support those who are running the schools to see what we can do in upgrading those facilities. This will be an easier way of assimilation.

    There was this belief in the past that the North is educationally backward; do you still subscribe to this notion of bridging the gap with the South?

    Yes of course, people have been saying that and it is correct that the North is backward in education. But I can tell you that for us, we have been able to bridge that yawning gap. First, you need to have somebody with foresight who can champion that course, you need to have a leader, who should be on the driving seat. When you talk of a boss, he sits there and tells you to go ahead and would be watching you to see how you are performing, but a leader would be the one in the front and say follow me, as he leads you to the right way. Governor Rabiu Musa Kwankwaso is leading us to the right direction and that is why he is taking it very aggressively in terms of the proper way that it should be done on education. We need to have a sound education plan.

    As the Information Commissioner, where do you think the state is lacking in terms of manpower?

    Well, when you talk of manpower, there are so many areas and those are the areas we are making efforts to bridge the gap, particularly those areas that we need to do more. For example, the governor sponsored about 100 females to study Gynaecology because we realised that it is an area that we are lacking behind within the state and that it is very important. On completion, the 100 females would only provide their expertise to Kano State alone but would also extend their services to other parts of the country, especially to those areas that require their services; so in that regard, you need to have someone who will be able to sensitize our minds to prepare for that, as well as to encourage our people to diversify into that field of study because we acknowledge the fact that we have a gap in that area and need to bridge it. And one other area that we also realised that we need to bridge the gap is the issue of teachers. We realised that there is the issue of misplacement of some of the teachers. For example, you have the issue of a teacher, who is better qualified than where he is teaching, just as you can find a teacher who is supposed to be in tertiary institution but teaching in a secondary school. Also, we presently have a situation, where you have teachers that are not supposed to be teaching in tertiary institutions but are teaching there, so we needed to harmonize such positions, which is the exercise that the governor is making efforts to effect. Also, those that are required to proceed for further training, so as to fit into where they are, which informed the decision to commence a programme for our teachers. For example, we are aware that we have shortage of technical school teachers and that is why the state has sent so many teachers to the United Kingdom to study emerging technology in technical education.

    It should also be noted that we have 44 local governments within the state and when you look at the programme, the governor decided that we need to have strategic schools to cater for certain areas that we feel our people would be interested in. For example, the School for Islamic Studies (SIS) is specifically to support what our children have learnt either in the Almajiri, Arabic or in the Quranic schools, so as to be able to upgrade themselves. For now, we have techniclal schools spread across the 44 local government areas of the state, where we send some skilful people to because at the end of the day, not everybody will end up in the education field, as some will want to become artisans, while some will want to become craftsmen, so we needed to provide such category of schools that will provide such skills, so as to bridge that gap. And that is why we also have the sports institute , as we realised that there are some children interested in sports. So, that is how we are carefully building human capacity.

    Do you think the ongoing construction of flyover projects will be completed at the end of Kwankwaso’s tenure in office?

    I can tell you that when we came on board, we realised that it will amount to total waste of time to encourage people to invest in Kano without the provision of infrastructure. So, our primary objective was to embark on the construction of infrastructure, which will attract investors on their own volition and that is why so many airlines are flying the Kano route, not because they are interested in Kano but because the metropolis is being transformed to a mega city. Apart from that, the programme of Gov. Rabiu Musa Kwankwaso is an urbanisation programme. He appreciated the need to improve facilities in Kano, particularly the provision of infrastructure, so as to further open up Kano, as well as to decongest the metropolis and to ensure that it is transformed to a mega city. And that is what informed that decision to concentrate on network of roads and the very first time, one is noticing flyovers criss-crossing the metropolis, a two kilometre flyover, which is perhaps the second longest bridge in the country and the hinterland, as there is no flyover that is as long as the one in Sabon Gari, which is still under construction. The Sabon Gari area in Yan Kura is one the central business district areas, as Kano is popular for its commerce. The city attracts people from all walks of life, including the neighbouring countries for business transaction. The only way to make that possible is to open up the city, where they will arrive and have hitch-free access to our markets for their business transaction. But in order to put all these facilities in place, you need to have somebody who is visionary. People have been talking about flyovers for the past 40 years but today the government has transformed that dream to reality and that is why I am insisting that what we have is a real programme and not an abstract programme. However, one of the most critical and important success of the incumbent government is the issue of accountability, probity and transparency because we needed to ensure that whatever we are doing must be very transparent, as well as accountable and to also block all leakages and that is why as at today, we are doing well and our workforce do not complain about non-payment of salaries because they are paid as at when due. Also, we have done so much to the pensioners. When we came on board, there were pensioners, who were receiving N500 but the governor decided to create a bench mark that all pensioners, who were earning below N5,000, will now have a benchmark of N5,000 and above. That means that those who were earlier receiving N300 will now be receiving N5,000 and from that benchmark, the state government will embark on upgrading of the various scales and have a ladder of how the increment will rise, and it has never happened in the history of Kano, as those who were earlier receiving N300 are now collecting N5,000. Also, our pensioners, who will retire will retire comfortably knowing they will receive their pay as at when due.

    Another important aspect is that we realised the need to block leakages, which the governor started from his office by stopping wastages.

    Kwankwaso advises Ribadu against defecting to PDP

    Kano State Governor, Rabi’u Musa Kwankwaso, yesterday advised former presidential candidate of the defunct Action Congress of Nigeria (ACN), Malam Nuhu Ribadu, against decamping to the Peoples Democratic Party (PDP) to avoid committing political suicide.

    Kwankwaso, who spoke to reporters in his office, said he was yet to confirm whether Malam Ribadu was interested in the purported offer of a gubernatorial ticket by the PDP, adding that Ribadu’s political would be over if he dumps the APC.

    He said: “well, I have heard the rumour and we read it in newspapers and watch it on the television. But I don’t want to believe that it is correct or that it is true. But I want to say that if it is true, then it is a big disappointment for Nigerians. People ordinarily will think that my brother, Nuhu Ribadu is a principled person; somebody with good ideology, somebody who is progressive; somebody who is always working towards the unity of this country.

     “And above all, I remember during his days as the chairman of EFCC, he tried so much to deal with corruption. As we are moving deep into democracy, water is taking its level, people are moving in and out of parties, meaning that people with similar ideologies are coming together. And unlike 1998/99 when we were forming parties to deal with the military and install democracy, which was why everybody from all ideological tendencies came together.

    “Now that we have gone deep into democracy, we are looking at our shoulders to say who is close to who and who is on the other side. That was why some of us left the PDP to join our brothers and sisters who have the same ideology with us—and that is to bring about the desired change in this country. Now, for him who was, in my opinion, in the right place and together with the progressives, if he should just leave because he is looking for position or he is looking for a ticket to contest election, I don’t think that is good for him and I don’t think that is good for the country.

    “At the end of the day, if that happens, God forbids, he will be the biggest loser. He will lose because he joined a group that most of them were jailed by him. I don’t think they will ever want to see him there. But in politics, there is this accommodation of people that they will bring you close, raise you up and dump you. At the end of the day, they will laugh at you and say, look at him now.

     “If Ribadu joins PDP, whether he wins election or not, he will be the biggest loser. People can’t believe that all that we said about him was completely wrong. The biggest punishment for a politician is for him to be in a wrong place.  I don’t think Nuhu Ribadu will make that mistake because if he does, it will be the biggest political mistake of his life.”

    Kwankwaso also called on Nigerians to reject the proposed new constitution, which he said was smuggled into the national conference, insisting that it was a grand plot by the PDP and the presidency to elongate the tenure of President Goodluck Jonathan.
