    Six die, many injured in Magodo, Badagry gas explosions

    Six persons were  killed  and scores injured yesterday when two gas plants went up in flames in  Magodo and Badagry, Lagos.

    Two persons died and eight others were injured in the Magodo explosion. Four were killed and scores injured in the Badagry incident.

    Witnesses blamed  leakages for the incidents at  Second Coming Nigeria Limited Gas Plant on CMD Road, Magodo and a shop on Iluda Road, Ajara Vevho. According to them,  emission from the exhaust of a passing vehicle caused the Magodo explosion.

    The Badagry explosion  while the shop owners were offloading cooking gas around 9am.

    Vehicles, six buildings  near the shop and six gas cylinders were destroyed in the explosion.

    The Nation gathered that  two of the victims were apprentice  hairdressers.  A commercial motorcyclist and a passenger, who were standing in front of the shop were among the injured.

    The  explosion was said to have broken the walls of the  shop and other  nearby shop. Human flesh littered the scene.

    Officials of the Federal Fire Service, Federal Road Safety Corps ( FRSC ), police and other security agencies were on ground to control the situation.

    A fire official, Mr Tunde Adeboye, said  that they were able to put out the fire to reduce collateral  damage.

    A senior police officer, who pleaded not to be named, said four persons died in the explosion.

    A survivor, Mr Segun Adebunmi, reported : “It’s a testimony that I’m alive as I escaped the scene by  whiskers’’.

    An eyewitness, Mr Tope Alabi, said the explosion destroyed cars parked on the street.

    “I heard a loud bang and the glasses of cars were shattering and the next thing I saw were human parts littering   the whole place.

    “The security agencies responded promptly; so the situation was contained; so it didn’t escalate,” he said.

    A senior official at the General Hospital, Badagry, who asked not to be named,  confirmed that four bodies had been deposited in the mortuary.

    He added  that several others suffered severe burns.

    Destroyed in the Magodo explosion were  three gas reservoir tanks, a 33,000-litre gas truck,  the gas plant’s administrative block , a generating set, cylinders and other equipment.

    Officials of  Federal and Lagos State Fire Services and Lagos State Emergency Management Agency ( LASEMA ) battled the fire for three hours.

    An official of the plant, who gave his name as Onyekachi, said the value of the property destroyed was “huge.”

    He  said: “There was an explosion and we were called. On arrival here, we had to put everything under control. Explosion can be caused by anything in a gas plant environment. In a gas plant environment, anything can happen. There were casualties but they were rushed to the hospital by the FRSC. The property lost is huge.”

    According to an eyewitness, the explosion was preceded by the smell of leaking gas since Sunday night.

    Lagos State Commissioner of Police ( CP ) Edgal Imohimi, who arrived on the scene around 11:30am, said the fire was caused by a spark from a vehicle.

    He said: “Those that can be rescued have been rescued. We had two casualties, from what I’ve just been briefed. We still have to evacuate here like I advised LASEMA because there is a possibility of a secondary explosion. LASEMA agrees with me and that’s why we will not stay here too long talking for the safety of everyone here.

    “We are trying to evacuate all the neighbours here, those staying around, because if you heard what sparked off the explosion in the first instance, it was a spark from the main road that sparked off the explosion right inside the premises, so you can see that the place is not safe.

    “So, when we leave now, experts will go in and when experts go in, they will check one or two things before further activities can go on here.”

    LASEMA General Manager Adesina Tiamiyu said two charred bodies were found at the back of the plant’s fence; eight others, with different degrees of burns, were found in the compound.

    He said they were given first aid, adding that  two survivors with ‘’severe burns’’ were rushed to the Accident and Trauma Centre, at the old toll gate.

    Assuring Magodo residents of their safety, he said LASEMA officials would not leave the scene until they were  sure everything was alright.

    He said : “For now, we want to tell residents of Magodo that they are safe and we will not have a reignition of this fire here. We will not leave here until we are sure it is completely safe, that’s why we still have four fire trucks here on stand by.

    “Preliminary investigation by the agency revealed that three reservoir tanks for storage of gas and one 33, 000 litre  truck in the gas station were engulfed in fire from a secondary explosion within the gas station.

    “Unfortunately two burnt bodies were recovered behind the fence of the gas station, while eight persons  with various degrees of burns and injuries were attended to by officials of the Lagos State Ambulance Service and the agency’s paramedics before moving two with more degrees of burns to the trauma centre, toll gate for further medical attention.”

    According to Tiamiyu,  men of Lagos State Fire Service with four  trucks and the LASEMA Response Unit (LRU) Fire Unit with two  trucks prevented the fire from spreading to adjoining buildings.

    Other emergency responders on the scene included Rapid Response Squad ( RRS ), FRSC, National Emergency Management Agency, Lagos Neighbourhood Safety Corps, Red Cross, Nigeria Security and Civil Defence Corps, Lagos State Traffic Management Authority (LASTMA) and the Federal Fire Service.

    Tiamiyu said the situation was under control,  with the perimeter of the vicinity secured. He added that people had been evacuated from the scene.

    He said power supply  to the area had been isolated to avoid any other incident.

    Tiamiyu said an  investigation would be conducted to ascertain the cause of the fire  and to prevent a recurrence.

    A resident, Humbe Barns, said the smell of gas was  strong in the early  yesterday. Barns said his kinsman was one of those injured.

    Speaking in a mixture of English and pidgin, he claimed that the explosion occurred after the fire fighters’ arrival.

    Barns said: “Early in the morning, like six o’clock like this, as I rise up this morning, I just hear the smell of gas, smell everywhere. When I come outside I come dey ask say wetin dey smell like this? I come see that some workers wey are working inside this company. My brother is also one among the workers dem. So I ask him. He say this thing started yesterday evening, the gas is almost to burst. So, that’s why smell dey everywhere. This early morning dey begin to tell everyone that everyone should not stay around, even cars, they were stopping cars so that cars should not pass around here. So, within small time, I see some fire brigade, fire service were around. Then by then, they started trying to control so that the gas will not explode, then by trying to draw their materials that they used to quench fire, then the thing just burst! Fire. Before the fire start they were just saying gas is almost to burst, burst; nothing cause the fire. I no know wetin cause the fire.”

    According to him, the explosion was so powerful that it pushed his kinsman away.

    He said: “My brother wey dey work there injure. You know as the thing burst if not by the grace of God, himself for burn inside, but the thing push am throway. They carry him and one guy wey the thing affect, but I no know where them dey. I just dey call am my brother, I no know his name. I just know say he dey work there and we be friends. We dey speak the same language, from the same place but we no be family.”

    Barns also claimed that about four fire fighters  were  injured.

    He added: “I see wey dem carry one person who faint, but the man never die. For inside they were three wey dey injured, apart from the Fire Brigade members. For the Fire Brigade members wey get injury, those I see, they were almost four, those I see with my eyes. Dem say the gas start to leak in the evening time, around 5pm, that’s what they say.”

    Ambode inaugurates Lagos State Safety Arena for emergencies

    Gov. Akinwunmi Ambode of Lagos State on Tuesday inaugurated the state’s Safety Arena at Bolade in Oshodi area to facilitate quick response to emergencies.

    Speaking at the inauguration, Ambode said the Safety Arena comprised of all the departments and agencies responsible for safety and emergency management under one roof.

    “By providing the safety arena, we are not only institutionalising inter-agency cooperation and collaboration but we are moving our emergency response mechanism to a new level with a more robust approach to emergency rescue through improved coordination and faster response time.

    “With the movement of these agencies into the safety arena, we will experience better synergy among them and a significant improvement in the response time to most safety and emergency issues,’’ Ambode said.

    The complex has the Fire Service Department; Environmental Health Department; Lagos State Ambulance Services ( LASMBUS ); State Environmental Health Monitoring Unit ( SEHMU ).

    Other agencies in the complex include, Lagos State Building Control Agency ( LASBCA ); Safety Commission; Lagos State Emergency Management Agency ( LASEMA ); Lagos State Neighbourhood Safety Corps ( LNSC ), and the Nigerian Legion.

    Ambode restated his commitment to create institutions that would continue to serve the people satisfactorily always.

    He charged the management and staff of the environment ministry and the various agencies to continue working on the improvement, renewal and sustenance of the existing synergy among the various agencies and players saddled with the responsibility of managing safety and emergencies.

    “Members of the public must not be treated inhumanly at any time your duties are being performed. We will not tolerate any professional misconduct or behaviour from our officers in this arena,’’ he said.

    The governor, however, urged residents to partner with the government in areas of effective and functional emergency response as it could not do it alone.

    “It is not the responsibility of only the government but of every individual in the state.

    “We therefore, recognise the need to continue to advocate and promote community participation in emergency management.

    “All citizens must continue to conduct themselves responsibly for us to serve you better,’’ he said.

    Earlier, the Commissioner for Special Duties and Intergovernmental Relations, Mr Oluseye Oladejo, said that the complex was strategically located at Oshodi to satisfy the yearnings of the people and to further ensure continued improvement on response time.

    Oladejo said the second phase of the safety arena project had been awarded to accommodate the Lagos Command of the Nigerian Civil Defence Corps, Vehicle Inspection Service, Vehicle Maintenance Workshop and a Fuel Dump.

    ‘Ambode inaugurates LASEMA Response Unit

    Lagos State Governor Akinwunmi Ambode yesterday unveiled the newly- built Lagos State Emergency Management Agency (LASEMA) Response Unit in Fadeyi.

    He pledged to deliver those of Badagry and Epe next year.

    Ambode, represented by the Commissioner for Special Duties, Oluseye Oladejo, reiterated his administration’s value for lives, saying he was resolute to improve response time during emergencies.

    He said: “Disasters do not give warning signals before occurring most times. So, we must prepare ourselves to manage emergency situations and alleviate the level of trauma or destruction that may arise.”

    The governor said his administration had devoted time, resources and energy to reposition safety and emergency management, to stimulate sustainable development values.

    He said: “During the inauguration of the LRU, Lekki in June, we promised to deliver another ultramodern unit within Central Lagos. The promise has been fulfilled with this inauguration.

    “This new response unit, which is strategically located on Ikorodu Road, is equipped with emergency evacuation equipment of capacities and vehicles. It is expected to complement the existing despatch points in other parts of the state.

    “Besides ensuring continued efficiency and aiding LASEMA in its operations, this unit will facilitate improved response time within Lagos Mainland and its environs.

    “Plans are at advanced stage to establish two other emergency response units that will be located in Ikorodu and Badagry. All the units will have 24/7 operational interface with the major hub at Oshodi.

    “Our administration remains committed to the protection of life and property of Lagosians. We have streamlined our security infrastructure with emergency response systems through a coordinated network of CCTV surveillance and synergy with other emergency response agencies. We shall continue with the training of more voluntary community emergency responders across the state.”

    Addressing reporters after the event, LASEMA General Manager Adesina Tiamiyu said the agency recorded 24,874 emergencies between January and June.

    He said 1111 bodies were recovered within the period under review, which indicated a reduction in mortalities, compared to last year.

    From accidents and medical emergencies, Tiamiyu said 7,110 were recorded, adding that fire outbreaks were 2,142.

    He said the agency received 11, 578 calls for robbery and civil disturbances, 3,800 for traffic congestion and related matters, as well as 1,275 for flood, rape, suicide and social welfare issues.

    Tiamiyu attributed the development to the sophisticated equipment acquired for LASEMA by the governor, the agency’s improvement in response time as well as the awareness of the public.

    He said the Fadeyi Despatch Unit would cover Ikorodu Road up to Mile 12 and eastward towards Yaba, Surulere and part of Mushin.

    Tiamiyu said: “This building also came with added value, as the governor has given approval for the building of the road directly behind it, which will ensure easy access to Mushin from behind.

    “This means that we will respond quickly to incidents around this neighbourhood. The possibility of saving more lives and property has increased because people will not wait for a despatch from Alausa or Oshodi to get here.

    “Thousands of incidents were recorded in Lagos this year. Some of them resulted in deaths, others in injuries. Those with minor injuries were treated by our paramedics and discharged on the spot.

    “But the good news is that we were able to reduce the number of calamities this year, compared to last year. This is as a result of the new equipment Governor Ambode acquired for LASEMA.

    “If you compare statistics of deaths this year to last year, you will see a massive reduction. There is commendable improvement and this is also thanks to the level of awareness of Lagosians.

    Ambode to inaugurate LASEMA Ikorodu Road unit

    Lagos State Governor Akinwunmi Ambode will tomorrow inaugurate an emergency response unit at Fadeyi bus stop on Ikorodu Road.

    This is the fourth Lagos State Emergency Management Agency  (LASEMA) Response Unit erected by the government to improve on intervention time during emergencies.

    The General Manager,  Adesina Tiamiyu, said Fadeyi unit would serve residents and motorists on that axis, thereby shortening response time during emergency.

    He added that the unit would complement Cappa-Oshodi, Alausa and Lekki-Ikoyi Link Bridge.

    Tiamiyu hailed the governor for his commitment to safety of life and property.

    He said: “The Ambode administration is committed to ensuring safety of life and property of Lagosians through creation of additional response units at strategic locations.

    “This is to ensure sustained intervention in emergencies and disasters. The Fadeyi unit will be unveiled by the governor tomorrow and it will  serve as a despatch centre. “Personnel and equipment will be stationed there for quick deployment during emergencies. Efforts are on to create more centres in other parts of the state.”

    Retired Air Force officer, driver die as SUV plunges into lagoon

    A retired Air Vice Marshal (AVM) and his driver have recovered dead after their Ford Explorer Sports Utility Vehicle (SUV) plunged into the lagoon Saturday night.

    The incident occurred around 10:55pm, by the University of Lagos (UNILAG) waterfront.

    A motorist had told The Nation that: “There was a vehicle inside the lagoon. People are trapped in it. The vehicle was heading into Lagos Island. Fishermen and LASEMA are trying to safe the occupants of the vehicle now. May God help them.”

    The deceased were said to be driving inward Lagos Island, when they colluded with another vehicle on the bridge.

    As a result of the accident, the SUV, it was gathered, tumbled several times before skidding into the lagoon.

    It was learnt that officials of the Lagos State Emergency Management Agency (LASEMA) and local fishermen recovered the bodies from the submerged vehicle around 2:30am.

    According to a source, they both had their seat belts on and didn’t have physical injuries.

    He said: “All the air bags in the vehicle came out. It was a serious accident. The burnet pulled out and the roof was flattened, which indicated that the vehicle might have tumbled at least three times before nosediving.

    “The vehicle was over 75 percent submerged into the muddy part of the lagoon. When we brought it out, we had to first raise the flattened vehicle to avoid inflicting injuries on the bodies.

    “The GM has been in touch with his family and officers from the Nigerian Air Force. I think the General’s family members are abroad.”

    A prominent Lagosian, the AVM, it was gathered retired from the Nigerian Air Force some years ago and had since devoted his time, resources in the real estate sector.

    It was learnt that the retired General came into Nigeria last Tuesday from the United Kingdom to attend a burial.

    General Manager LASEMA, Adesina Tiamiyu confirmed the incident, but declined further comments on the issue.

    He said: “This is a sad incident. I can only tell you that we recovered two bodies. I cannot say who they are because it won’t be fair to the families to learn about the demise of their loved ones from the media.”

    Residents of Lagos West Senatorial District yesterday showered praises on the state’s Emergency Management Agency (LASEMA) for educating them on actions to take during an emergency oe disaster.

    Traders and road users danced as LASEMA launched its road show to enlighten Lagos residents about emergency toll free hotlines 767 and 112 as well as the need to call the numbers for urgent intervention.

    The campaign, which kicked off at the LASEMA Response Unit (LRU) at CAPPA, passed through Iyana-Ipaja to Ijanikin in Ojo, covering the Badagry Expressway, Oshodi-Apapa Expressway and terminating at the Lagos State House of Assembly.

    Aside the toll free numbers campaign, LASEMA also educated the residents on the need to be cautious and prevent wild fires during harmattan.

    LASEMA’s General Manager Adesina Tiamiyu, who led representatives of other stakeholders for the campaign, said it was necessary because of the massive investments Governor Akinwunmi Ambode had made in the sector.

    Heavy duty equipment the government bought for emergency services were showcased.

    Firefighters also carried out simulations to teach the residents how to contain fires.

    Referring to the Command and Control Centre at Alausa in Ikeja, the state capital, Tiamiyu said the place was equipped for distress calls – from accidents, fire outbreaks, collapsed buildings, rape, domestic violence, among others – for quick intervention.

    He solicited the cooperation of the residents, particularly motorists during the campaign, saying the agency would engage on road show across the state.

    Tiamiyu said: “This will help to sensitise the public on safety and emergency issues, such as the use of the emergency toll free numbers, and necessary steps to take to avoid emergencies, which most times lead to unnecessary loss of valuable lives and properties.”

    Urging parents to monitor their wards against indiscriminate use of the toll free numbers, the LASEMA chief said necessary disciplinary actions would be taken against those who give false alerts.

    He added that the campaigned would be embarked on across the state, adding that branded souvenirs would be distributed to appreciate residents.

    Tiamiyu said: “We have gone round Lagos West Senatorial District today; we will move to Lagos Central and the East senatorial districts. We want to ensure we touch all the nooks and crannies of Lagos.”

    “The awareness will help to sensitise the public on safety and emergency issues and the use of the emergency toll free numbers for necessary steps to take to avoid disasters.

    “The code number 112 is limited to Lagos and some boundary communities in Ogun State. The 112/767 are popular but we want to get them deeper into the hearts of our mothers, fathers, uneducated and farmers who do not know about these numbers.”

    The Permanent Secretary in the Ministry of Special Duties, Mrs Adebumi Adekanye, said the campaign was targeted at those at the grassroots to prepare them ahead of the harmattan.

    She said: “As the harmattan weather approaches, we want our people to know that they do not need credit in their phones to call the lines. It is totally free and can be reached at any time of the day. We are out to prevent and mitigate disasters in the state.”

    Traders and road users trooped out yesterday dancing as LASEMA launched its road show to enlighten Lagosians about emergency toll-free hotlines, 767, 112 and the need to call the numbers for urgent intervention.

    The campaign which kicked off at the LASEMA Response Unit (LRU), CAPPA, progressed through Iyana Ipaja to Ijanikin in Ojo, covering the Badagry Express Way, Oshodi-Apapa Expressway and terminating at the Lagos State House of Assembly.

    Aside from the toll-free numbers campaign, LASEMA used the opportunity to educate residents on the need to be cautious, alert to prevent wildfires during Harmattan.

    General Manager LASEMA, Adesina Tiamiyu, who led representatives of other stakeholders for the campaign, said it was necessary considering the massive investments Governor Akinwunmi Ambode has made in the sector.

    LASEMA seeks private sector partnership on disaster

    To reduce the number casualties of disasters, the Lagos State Emergency Management Agency (LASEMA) has appealed for support and cooperation from the private sector.

    LASEMA’s General Manager, Adesina Tiamiyu made the plea on yesterday at an event to mark the International Day for Disaster Reduction, noting that Governor Akinwunmi Ambode had already invested huge resources to improve the agency’s capacity to save lives and properties.

    He noted that the number of deaths from  disasters and emergencies has reduced considerably in the last one year. Tiamiyu said the agency has taken giant strides and made considerable progress and has put in place emergency response plan targeted at “reducing the number of people affected by disaster by 2030.

    “What we are saying basically is to ask what can be done to reduce the number of people  likely to die during a disaster. LASEMA started with just one dispatch centre at Cappa, Oshodi but at the moment, we have four operational and more are being built.”We are spreading LASEMA Response Unit (LRU) bases to ensure that a team doesn’t have to travel from Ikeja to Epe to attend to an emergency case.

    “Already, Governor Akinwunmi Ambode had further strengthened the agency through the acquisition of state-of-the-art equipment to facilitate out work. Before now, we usually reached out to multinational companies to give us their crane to be able to help victims in distress. But today, we have cranes, forklift of 40t capacity for prompt and effective interventions.

    “We are building a formidable force in emergency response and management through collaboration and multi-stakehokders’ linkage to tackle increasing hazards, risks and vulnerability in the state.

    “Monitoring and surveillance activities in various communities as well as risk assessment in disaster prone communities…”

    He warned that passengers found without their life jackets on would be arrested alongside boat operators, adding that the state had commenced channelisation and marking of dredging routes.

    One die, 19 rescued in Lagos boat mishap

    A woman died and 19 others rescued after a passenger boat capsized in Lagos on Tuesday.

    It was gathered that the deceased’s husband was also in the boat but survived the mishap.

    The boat belonging to Sealink Boat Services left Ikorodu in the morning and was heading to Lagos Island before it capsized at Ebute-Ero.

    Our correspondent gathered that police arrested the boat conductor after the driver fled the scene.

    Operatives of the Marine Police, Rapid Response Squad (RRS), Lagos State Traffic Management Agency (LASTMA), Lagos State Emergency Management Agency (LASEMA) and the Lagos Waterways Authority were deployed to the scene to save the situation.

    Eyewitnesses said the boat rammed into a submerged dredger before it upturned and threw all passengers into the water.

    The General Manager of LASEMA, Adesina Tiamiyu, said the accident occurred at about 10:00 a.m., adding that the cause of the accident was still unknown.

    Tiamiyu said RRS provided aerial support for emergency responders in the water, adding that ambulances were used to evacuate the victims to a hospital in Lagos Island for observation.

    He said: “The rescued passengers along with the conductor of the boat were taken to Marine Police Office in Keffi, Obalende, Lagos.

    “The capsized boat has equally been recovered and taken to marine police yard while the corpse of the dead passenger has been deposited in the mortuary.”

    The Lagos State Emergency Management Agency (LASEMA) says it has signed a Memorandum of Understanding (MoU) with the Federal Airport Authority of Nigeria (FAAN) to collaborate on emergency management.

    The LASEMA General Manager, Mr Adesina Tiamiyu, said at the signing of the agreement yesterday in Lagos that the collaboration would enable the agency to provide necessary assistance and support during any emergency.

    “The epoch making event started with a team set up a year ago to look into the documents, regulations and statutory functions.

    “It was to ensure that all necessary issues were properly looked into for the mutual understanding of both parties involved,’’ Tiamiyu said in a statement by Mr Adebayo Kehinde, LASEMA Head of Public Affairs.

    The general manager commended FAAN for providing adequate security and safety at the airports in line with international standard.

    Tiamiyu, however, called on FAAN management to ensure easy passage of LASEMA operatives through the airport toll gates and corridors during emergency situations.

    “This would facilitate prompt respond to such unexpected events within the shortest time. A minute delay is not good for timely intervention during emergency,” he said.

    Also, Kehinde said in the statement that the two agencies would deploy resources to tackle emergency situations at the Lagos Airports.

    He said, “The two agencies agreed to collaborate in information gathering, equipment, materials and expertise that will assist FAAN and other relevant agencies.

    “This is aim at bringing any emergency within the five nautical miles of the Murtala Muhammed International Airport (MMA) under control.”

    In her remarks, the Airport Manager, Mrs Victoria Shin-Aba, commended the Lagos State Government for taken a pro-active measure in disaster management.

    Shin-Aba said that the signing of the MoU would further deepen the existing relationship between the two organisations.

    She lauded LASEMA for her active participation and engagement during the emergency mock exercises organised by FAAN.
