    Private investors for Lekki, Ikorodu, Sagamu road, others

    PRIVATE investors may soon be invited to join the Federal Government’s battle to revive Nigeria’s decaying infrastructure.

    A list of 77 projects which could be executed this year through Public Private Partnership (PPP) has been drawn up.

    The projects include the construction and rehabilitation of some key roads, rail lines and airports.

    According to the Infrastructure Regulatory Commission, among the projects is the Lagos-Ibadan expressway, which is estimated to cost N167 billion. Construction giant Julius Berger and RCC are working on the road, which is believed to be Nigeria’s busiest.

    There are also the Apakun-Murtala Muhammed International Airport (MMA) Road Route NO. F269, Phase one and two, 2nd Lagos Outer Ring Road and Tin Can Island-Igando-Lagos/Otta Road.

    Others are the Lekki-Ikorodu Sagamu/Benin Expressway, Abuja-Kaduna-Kano Dual Carriageway, Sagamu-Benin-Asaba Dual Carriageway and Onitsha-Enugu Dual Carriageway.

    There is also the dual carriageway from out Northern expressway, Abuja to ease congestion on Nyanya Road and its surroundings.

    In the power sector, the development of hydroelectric power from existing 10 small & medium dams across the country to generate about 45MW of off-grid power for the dam environment has been identified.

    The proposed dams are Owena, Ikere Gorge and Oyan dams in Lot 1; Bakalori, Doma and Omi-Kampe dams in Lot 2; Challawa, Tiga, Jibiya and Zobe dams in Lot 1 with estimated cost of N29.4 billion.

    Also, N6.68 million is estimated for the operations and maintenance of 30MW hydroelectric power from Gurara 1 multi-purpose dam, Kaduna State.

    According to the commission, the construction of the dam has been completed, while the evacuation facilities are almost completed.

    Other proposed projects in the sector are the development of Tede Dam for Hydro power, concession of Oturkpo Dam for Hydro, development of Dasin Hausa Dam and Owena Multi-purpose water dam.

    The Federal Government also plans to concession and lease out 33 grain storage facilities across the country to optimally operate and maintain the silos for an agreed period of time.

    For concessioning also are the Federal Coastal Fishery Terminal, Fish Processing Centre Jebba, Kwara State, and the Agro Aviation Hangar in Kaduna state.

    The Ferries at Lagos Marina, Apapa, Oyingbo, Abayomi and Osborne Jetty in Lagos as well as the Calabar Jetty in Cross River are also being considered for PPP.

    The Federal Government is also looking at PPP arrangement for the Aba Shoes Project- to promote made in Nigeria products.

    Critical rail lines are also being proposed as PPP projects.

    These projects include the Abuja Mass Transit rail, the Eastern Railway line from Port Harcourt to Maiduguri, which is estimated to cost $2 billion.

    The Western railway lines from Lagos to Kano is also up for concessioning at an estimated cost of N950 billion.

    The list appears in a circular obtained by NAN yesterday in Abuja, titled: “ 2016/2017 Public Private Partnership Project Opportunities”.

    According to the circular, the projects are in line with the mandate of the commission to ensure that due process is followed in PPP arrangements.

    “This publication is meant to notify interested investors to participate in the process when procurement commences.

    “This is not an invitation to submit expression of interest.

    “ The projects are consistent with President Muhammadu Buhari’s change agenda and are being developed by relevant MDAs of the Federal Government,’’ it stated.

    The projects are also in line with the ICRC Act 2005 and the National Policy on PPP.

    It was not clear yesterday when investors will be invited to bid for the projects.

    •Ekedc apologises for ‘prolonged blackout’

    There will be a three-hour power outage in Lekki, Ajah and part of Alagbon in Lagos on Thursday, Eko Electric Distribution Company (EKEDC) said yesterday just as it apologised for the “prolonged outage” in its domain.

    The firm’s Head of Corporate Communications, Mr Godwin Idemudia, said in a statement, that the planned outage would enable its maintenance crew to replace the weak aluminium conductor down dropper between the line and capacitor voltage transformer at Ajah T.S.

    He said the company had been briefed by Mr Mustapha Raji, an engineer from Transmission Company of Nigeria (TCN), Ajah Sub-Region.

    “Kindly note that on Thursday between 10am and 1pm, there will be an outage on 330kV Egbin – Aja Line 3.

    “This is to enable maintenance crew to replace the weak aluminium conductor down dropper between the line and the capacitor voltage transformer at Aja T.S.

    “With this outage, Aja, Lekki and part of Alagbon T.S. will be affected.

    “EKEDC highly regrets any inconvenience caused by this three-hour outage, “ Idemudia said.

    Apologising for putting customers in darkness, Idemudia, in another statement, blamed the shortage on drastic reduction in the amount of electricity coming to EKEDC from the national grid.

    According to the statement, the company could only distribute what was allocated to it from the national grid.

    “We are, therefore, appealing to all our customers to bear with us as we try to ration whatever power is given to us in the interim.

    “EKEDC highly regrets any inconveniences caused by this prolonged blackout, though most of our consumers are affected by this outage but some areas are deeply affected.

    “Areas deeply affected by the drop in generation are Ikoyi, Park View Estate, Victoria Island, Awolowo Road, Obalende, Idumagbo, Lagos Island, Oniru and Lekki areas,” the statement said.

    The statement said the outage had led to vandalism of cables and transformers by unscrupulous elements.

    It appealed to consumers within the network to be vigilant to stem the spate of cable theft and transformers vandalism.

    “We also want to use this opportunity to appeal to our customers to be vigilant over our equipment as vandals may capitalise on the outage to carry out their evil act,” it stated.

    Residents hail Lekki, Ikoyi, VI clean-up

    Residents of Victoria Island, Lekki and Ikoyi have backed the Lagos State government’s move to restore sanity in their areas.

    The residents under the aegis of Victoria Island and Ikoyi Residents Association (VIIRA), promised to take part in the Clean-Up.

    A member of the association, Mohammed Salami, who spoke with reporters, after a meeting with the Clean-Up committee, said: “The position of VIIRA is very clear, we support this move. In fact, this is a move we have been waiting for. One of the reasons why VIIRA was formed was safeguard our environment. We are very particular about the environmental aspect of Victoria Island and Ikoyi and we want action on the part of government.

    He called on all residents of the areas to cooperate with the state government by allowing the special committee embark on the task at hand.

    Salami said: “It is in our own interest and at the end of the day, we shall benefit. So nobody should put obstacle in the way of the Task Force that is going to carry out the exercise. The exercise is going to be a continuous one; it is not going to stop as long as we have the problem. It is in the interest of the people, it would also improve the health of the residents and the security of everybody within the area.

    “It is going to also improve the economic aspect of the area. It is going to attract more people to Victoria Island and Ikoyi and businessmen would be happy to work in a very secure and clean environment. The aesthetic aspect of Ikoyi and Victoria Island is also very vital. This is an area that everybody believes is a most sophisticated area in Lagos and Nigeria and which should lead by example. A very clean place, it could be as clean as Dubai and that is what we aim at.”

    The Executive Secretary, Abdul Muse, said the association would mobilise the corporate institutions in the area to support the exercise.

    “The VIIRA Trust works very collaboratively with the police and it is a good thing we are also a part of the committee of government. The attempt here will deepen the cooperation and ensure that whatever information comes out, we share it with members of the residents association.”

  • Lagos begins Ikoyi, Lekki, Victoria Island clean-up next week

    A SPECIAL Committee raised by the Lagos State government to clean-up highbrow Ikoyi, Lekki and Victoria Island will swoop into action immediately after the Sallah Holiday, the Secretary to the State Government (SSG), Mr Tunji Bello, said yesterday.

    The committee, set up last week by Governor Akinwunmi Ambode to enforce the Environmental Sanitation and Town Planning Laws in the affected areas, had issued a 14-day ultimatum to violators.

    A statement by his Press Affairs Officer, Mr Kunle Adesina, the SSG said abatement notices were served on owners of illegal structures, abandoned buildings now harbouring prostitutes, shanties, street hawkers and those who have converted walkways into ware points and food courts.

    The ultimatum, which expires on Sunday, was given to concerned residents to dismantle the illegal structures voluntarily to avoid prosecution.

    According to Bello, the committee decided to first embark on sensitisation campaign on the need to comply with the original master plan for Ikoyi, Lekki and Victoria Island.

    Stated that the committee has concluded plans to enforce its mandate, Bello listed the governor’s directive to include: immediately commence the implementation of the approved action plan and execution of the clean-up exercise, develop strategies for preventing re-occurrences as well as other recommendations as necessary to sustain environmental renewal of these areas and embark on a public sensitisation exercise for the sustenance of a cleaner community in the axis.

    He renewed the commitment of the Ambode led-administration to restore environmental sanity to every part of the state.

    Recalling the governor’s views while inaugurating the committee, Bello quoted him as saying: “Cases of abandoned properties have become very rampant with miscreants and criminal elements taking over these properties as their base to cause havoc.

    “The neat road sides of the past now parade pockets of kiosks, illegal parking lots, unapproved mechanic workshops, roadside beer parlours and commercial centres.

    “In addition, originally residential areas now have industrial and commercial concerns located there, distorting the balance of the environment.

    Owners of illegal structures, shanties, street hawkers and those who have converted walkways into trading points and food courts in Ikoyi, Victoria Island and the Lagoon Front of Lekki got a 14-day notice yesterday to remove their structures

    The Lagos State Government, which gave ultimatum through its Secretary to the State Government (SSG), Mr Tunji Bello, warned that the illegal structures would be removed by the State Special Task Force at the expiration of the ultimatum.

    Bello said the Task Force would move in to clean the areas and the owners arrested for prosecution.

    A statement by the SSG warned: “The owners of all illegal structures, shanties, abandoned buildings and all those who have converted road median to commercial uses in Ikoyi, Victoria Island and Lekki have between today (Monday) and two weeks’ time to comply or have the State Special Task Force on the Clean Up of the areas to contend with.”

     

    The statement added that owners of all abandoned buildings in the highbrow areas which are now harbouring prostitutes, illegal miscreants and unwanted elements, must clear the structures of such undesirable elements immediately.

    He warned owners of properties on the Lagoon fronts of Lekki Phase I who have littered the whole areas with compactors and several other deadweight equipments to remove them immediately.

    Bello said the government was concerned about the conversion of the frontages of properties and abandoned houses to kiosks and trading points by maids and guards as well as the unregulated activities of horticulturists, who have turned setbacks to ‘showrooms’.

    He reiterated the determination of the Governor Akinwunmi Ambode-led administration to restore the original master plan of Ikoyi, Victoria Island and Lekki, by checking the activities of roadside automobile repairers, who have reduced many dual carriage lanes to single lanes with indiscriminate parking.

    He said the government would no longer tolerate indiscriminate parking of vehicles, trucks, among others on drainage channels, adding that owners of such vehicles and properties with unkempt drainages will be prosecuted.

    Bello said it was totally unacceptable for people to stockpile and display wares such as bags of charcoal on major roads like Ahmadu Bello Way and Federal Secretariat Road, Ikoyi, stating that henceforth, such goods would be confiscated and the owners prosecuted.

    The statement reads: “We are using this medium to sensitise members of the public and residents of the affected areas who are involved in these illegalities to immediately take right action and do the needful as the state government will take the necessary steps to enforce its environmental and sanitation laws forthwith.

    “All those engaging in roadside display of wares, illegal street trading and all illegal squatters on undeveloped land and all those who have converted road median to commercial uses in Ikoyi, Victoria Island and Lekki are being advised in their own interest to put a stop to the illegalities.”

    Police nab alleged armed robber in Lagos

    Operatives of the Lagos State Police Command have arrested an alleged armed robber, Sunday Onjefu, 27, who specialises in attacking women.

    The suspect was said to have been arrested Itedo Bus Stop, Lekki while attempting to dispossess a young woman of her handbag.

    It was gathered that policemen attached to the Maroko Division who sighted the suspect, swiftly moved to the scene and caught him.

    According to the police, two toy pistols and a knife were found on him, which he confessed to have been using to rob his victims.

    Spokesperson for the command, Dolapo Badmos, a Superintendent of Police  (SP) who confirmed the arrest, said the matter has been transferred to the Special Anti-Robbery Sqaud  (SARS) for further action

  • Lekki gridlock: Developer builds N30m road

    An estate developer, Mr Kennedy Okonkwo, has constructed a N30 million road in Lafiaji area of Lekki, Lagos State.

    Okonkwo, who is the Chief Executive Officer of Nedcomoaks Limited said the road was part of his contribution towards solving transportation problems in his immediate environment.

    Speaking at the inauguration of Victoria Crest Estate 1, built by his company, Okonkwo said: ‘’I built the road without the support of the community and government to solve transportation problems within the community.‘’

    He appealed to the government to provide land and other incentives for real estate developers to solve housing problems in Nigeria.

    His words: “The government needs to rise up to its responsibility to ensure that financing is made available to developers. Government needs to partner with notable and qualified developers to make sure that land is readily available for them to build affordable houses and also build infrastructure like roads. When people have more roads made available, developers can go to different areas in satellite towns and government will take accolades for it.

    “We have been able to create employment directly and indirectly for over 2,000 Nigerians in different areas. That constitutes most of our achievements. When people have employment, insecurity and crimes will reduce because people are employed. We have also been able to achieve developing communities because we have built roads and houses in many communities.

    “We can meet housing needs effectively when there is finance. When developers have financing, they can assist government in providing housing for many people in Nigeria. When government gives additional incentives to developers in terms of land, it will help developers to build more housing units for people in different parts of the country.”

    Two killed, 100 shanties burnt in Lagos fire

     

    Two persons have died in an early morning fire incident which razed over 100 shanties in Kuramo, near Lekki in Lagos.

    The Director of Lagos State Fire Service, Mr Rasak Fadipe told the News Agency of Nigeria (NAN) that the burnt bodies of a man and a woman were recovered at the scene.

    According to him, “The shanties spread to about four plots of land. We got information that the fire started at about 3.15 a.m.

    “Information we got was that a young lady was cooking in one of the shanties and there was a fuel container nearby, which ignited the fire and spread to other parts.

    “It took us about four hours to put out the fire. My men did not know there was anybody inside while they were fighting the fire.

    “We met the man and woman in two different locations roasted after we finally put out the fire,’’ Fadipe said.

    The director said that the corpses were handed over to police officers from Ilason Division, who later took them to the mortuary
