    Oyo Assembly okays Makinde’s 2023 Supplementary Budget

    Oyo State House of Assembly yesterday approved N352,282,500,00 as 2023 Supplementary Budget presented to it by Governor Seyi Makinde.

    The budget was passed after the presentation of the House Committee report on Finance, Appropriation and Economy.

    The committee had considered the inputs of the Ministry of Budget and Economic Planning and projections in the Oyo State Government Medium Term Expenditure Framework before the eventual passage of the 2023 Supplementary Budget.

    The governor had sought upward review of the 2023 approved budget from N310,432,500.00 to N352,282,500.00.

    This became imperative to cater for the twin policy measures of the removal of subsidy on Premium Motor Spirit and the floating of the exchange rates by the Federal Government on the state government spending.

    In the supplementary budget, N169,477,038.38 was approved as recurrent expenditure, while N182,805,366,965.62 is for capital expenditure.

    The supplementary budget featured realignment of some MDAs.

    Makinde woos investors in Cairo

    Foreign and local investors desirous of investing in Oyo State have been assured of a safe and secure environment, with the state governor, ‘Seyi Makinde, insisting that the state is one of the safest in the country.

     The governor gave this assurance in an interview with CNBC Africa, on the sidelines of the Intra-Africa Trade Fair (IATF) 2023, held in Cairo, Egypt, noting that he has been running a responsible and responsive government, which has invested and continues to invest heavily on security.

     He added that apart from security, Oyo State has comparative advantages in the areas of its vast landmass, solid road infrastructure network already put in place by his government connecting all zones of the state, solid mineral deposits and tourism.

     This was as the governor took part in the signing of an agreement with the AFREXIMBank and Access Bank to enable Oyo State and other states in Nigeria have access to a N500 billion facility for infrastructure development.

     Governor Makinde, who pointed out that his government, has, since 2019 when he first assumed office, embarked on a massive infrastructure development drive that has connected all zones of the state, said there are boundless opportunities in the state in the areas of agribusiness, tourism and mining.

     He said: “So, in all of these, we are saying, look, investors should come.

     The major issue that investors may be afraid of, is having a safe and secure environment; I think we have almost passed that hurdle in Oyo State. We are one of the safest states in the country.

     “We have invested massively in Security and in terms of a responsive government, I came from a private sector background and I was able to let the investors know that they are coming to a state where government business is handled with a dispatch.”

     Makinde maintained that as part of his government’s infrastructure development plan, the first phase of the 110 kilometres Ibadan Circular Road, which is the 32 kilometres connecting the Eastern part of the state, has been progressing well.

     He expressed excitement that AFREXIM Bank is engaging directly with sub-nationals, stating that Oyo State would take advantage of the opportunity by using its part of the loan to continue the 110km Ibadan Circular Road and the extension of the Ibadan Airport runway, which is part of its efforts to have the airport upgraded to an international standard.

     He said: “For us in Oyo State, we are quite happy that AFREXIM Bank is having direct engagement with the sub-national and we want to take that advantage. That was the reason I travelled down here to Cairo.

     “So far, it has been a rewarding engagement as I pitched Oyo State to them and told them that Oyo State, with over 28,000 square km, is probably bigger than a lot of African countries, twelve of them at least. With also big arable land, agribusiness is a major focus for us.

     “We have done quite a bit in the last four years, connecting all the zones we have in the state, and we want to expand our economy now that the solid foundation has been laid for infrastructure and connectivity. Now, we want to look at intra-zonal roads and one of the big projects that have been pitched here is the Circular Road.

     “On the circular road, we have actually started the first segment of the 110km, which is 32kilomiters connecting the Eastern part of the State. People that have traveled around Oyo State will tell you that they have seen the connecting bridges and interchanges.

     “So, we have put our money where our mouth is. As a state, we have bitten the bullet and what we are looking for now is for investors to basically get us through the hub. We were well received and the responses have been very positive.”

     The governor equally explained that his administration’s focus on tourism, solid mineral development and agribusiness have all combined to make the state a haven of opportunities for investors, saying: “Also, I was able to pitch mining to the people because Oyo State is blessed with solid minerals like lithium, and gemstones as we have the biggest marble deposit in Igbeti.

     “We also have tourism as a focus. You know, this is an international conference center here that they call the New Cairo and it is very similar to what we are doing in Oyo State, which we call ‘New City’ meaning ‘Ilu Tuntun’. It is a new business district being built around the rail corridor in Moniya.

     “In terms of agro-processing, we have the Fasola Agribusiness Industrial Hub in Oyo. We have constructed the road linking the Oyo zone to the Oke-Ogun zone. So, it is basically done and Oyo State is approved as a special agro-processing zone.

     “We also have other farm estates at Eruwa coming up shortly and there is another one around the Ogbomoso axis. So, by and large, I think the investors are listening to us and they are excited about the opportunities that exist in Oyo State.”

     Governor Makinde, who stated that his government was able to achieve over 80 per cent of his vision as contained in the roadmap for accelerated development, 2019-2023, said the people of the state would be able to track his government’s achievements between now and 2027 through the roadmap for sustainable development, 2023-2027.

     He added that as the state approaches 2027, the administration would be able to produce a long-term document on the sustainable development of the state beyond 2027.

    Minister of the Federal Capital Territory (FCT), Nyesom Wike, the governor of Rivers state, Simi Fubara, and his Oyo state counterpart, Seyi Makinde, on Friday, November 17, called on foreign investors to consider their domains when picking locations for setting up their companies in Nigeria.

    The trio spoke in Port Harcourt, the Rivers state capital, during the opening of Hypercity 3, a chain store in Nigeria.

    The minister said government alone cannot provide jobs for Nigeria’s teaming youths, unless the private sector steps in.

    He promised to provide lands and a conducive environment for investors to thrive in the Territory and contribute to the development of the nation’s capital.

    Wike said: “When I got the invitation, I pleaded with the management to move it to Friday so I can attend. When you approached me as governor, you promised to build this place.

    “As a government, our duty is to provide a conducive environment. You promised to build four. Within one year, you’ve built three. You’ve provided employment for our people.

    “It is not only government that can bring development. Let it not be only that it is only in Rivers State. Come to Abuja and build some there. We’ll provide lands.”

    Governor Fubara on his part said: “It is now on record that when Hypercity 3 was commissioned, I was also part of it. Our desire when we came on board was to continue to uplift the development of the State based on consolidation.

    “This is adding value to the economy of Rivers State. As a government, we will continue to give you security as all you need to succeed. This is because the government cannot do it alone. Private organisations need to join hands for the development of the state. The organisation should also expand to FCT and other places”.

    In his appeal, Governor Makinde noted: “I’ve also told the MD of Hypercity that I will give him land free and tax holiday and I will also provide security for you. Oyo state is the gateway of the Southwestern part of Nigeria. This will also boost the economy of Oyo state.”

    Oyo State governor, Seyi Makinde, said he deliberately appointed products and staff of the University of Ibadan into various political positions in order to harness the opportunities of sound training provided by the University and unleash them into the governance environment.

    The Nation reports that Secretary to the Oyo State Government (SSG), Prof Olanike Adeyemo is a former Deputy Vice-Chancellor (Research, Innovation and Strategic Partnerships) of UI.

    This is as he promised that works will soon begin on Agbowo Shopping Complex, stating that the project remains important to his administration as it is part of its agenda to resuscitate the state’s assets.

    He assured that the contractor of the project will move to the site in the next few weeks, just as he promised to carry out the Junction Improvement of the University of Ibadan Main Gate with a pedestrian bridge to link the Agbowo axis.

    Governor Makinde spoke while unveiling the billboard commemorating the UI @ 75 anniversary on the University Campus at the weekend.

    He solicited continuous support and cooperation from the University of Ibadan community, urging it to be patient, as according to him, the disruption of the free flow of traffic will be inevitable once the projects start.

    The governor, while congratulating the school management on achieving milestones, noted that the University of Ibadan was renowned as the intellectual capital of not just Nigeria but the African continent and had produced intelligent personalities beyond the shores of the country.

    He noted that the ideas incubated in the institution of learning are well-recognized by most leaders in the Southern and Eastern parts of Africa, as they all have good things to say about the University of Ibadan.

    He, however, charged the management of the University to begin the process of regaining its position as the intellectual capital of the continent by resetting the buttons.

    Makinde said: “It is an honour for me to be here this afternoon for the unveiling of the University of Ibadan @ 75-anniversary billboard.

    “I congratulate you on the occasion of UI @75, my only message is that this very campus used to be the intellectual capital of the continent not only of Nigeria. The ideas incubated here are taken far and wide and most leaders, especially from the Southern and Eastern parts of Africa, all have one thing or the other to say, one interaction or the other to say about the University of Ibadan.

    “So, my charge is that at 75, we want to reset the buttons, we want UI to start the process of regaining that position of becoming once again the intellectual capital of the continent.

    “Just as it has been said by the school bursar that I have several UI products working with me, it is not a happenstance, it was deliberate because, with this campus here, we are supposed to get the benefits of the things that are being incubated here and also the individuals that are making it happen.

    “So, what we have done in Oyo State and under this administration, is to look at the lions in our backyard and to unleash them in our environment, and so far so good, it has been working very well.

    “Whatever we can do as an administration towards making UI the intellectual capital in the continent, I will be your partner.”

    He continued: “The project that the Oyo State government is carrying out, which is the junction improvement at UI will be expanded and we would put a pedestrian bridge so that when students are passing, they don’t have to get knocked down again, that would enhance the refurbishment of the Agbowo Shopping Complex.

    “It is a life project, it would happen and you will see the contractor on site within a few weeks. I don’t think it would be more than four weeks, but they must get to that site and this time next year, it would be a typically different story.

    “I wanted to make that point and also to solicit the cooperation of the University community because when you are carrying out construction activities, it would disrupt the free flow of traffic. But it’s just for a period of time, at the end of that period, it is something that you all would be proud of.”

    Earlier in his welcome address, the Chairman of the UI @ 75-anniversary committee, Professor Peter Olapegba, described the governor as a true partner in progress.

    He thanked him for being a wonderful host as demonstrated by his positive disposition and significant benefaction to the University of Ibadan.

    On the governor’s entourage were the Secretary to the State Government, Professor Olanike Adeyemo; former speaker of the Oyo State House of Assembly, Senator Monsura Sunmonu; Commissioners and other political appointees.

    Alaafin: Oyomesi files fresh suit against Makinde, others

    The Oyo State High Court sitting in Awe has adjourned for hearing a fresh suit filed by kingmakers in Oyo (Oyomesi) against the Oyo state governor, Seyi Makinde and two others on the vacant stool of Alaafin of Oyo till December 14, 2023.

    Others joined in the suit as co- defendants are, the State Attorney General and Commissioner for Justice and the Commissioner for Local government and Chieftaincy Matters.

    The claimants in the suit no, HOY/41/2023 are High Yusuf Akinade Ayoola, (Basorun of Oyo town) High Chief Wakeel Akindele Oyedepo, (Lagunna of Oyo town) High Chief Amuda Yusuf, (Akinniku of Oyo), High Chief Waheed Oyetunji (Aare Ago Basorun), and Chief Gbadebo Mufutau (Baale Alapo).

    The claimants in a suit filed on their behalf by their lead counsel, Barr. Kazeem Sobaloju after the withdrawal and subsequent strike out of the similar case by the Court approached the court again on Thursday with a fresh suit.

    In his address, Sobaloju reminded the court that he had two pending applications filed on November 1, 2023 on the subject matter before the Court.

    He argued that the counter affidavit to the notice of preliminary objection and interim order of injunction were served on him barely 45 minutes ago.

    Sobaloju prayed the Court for maintenance of the status quo in spite of the notice of the preliminary objection filed by the defence counsel.

    He equally submitted that he has filed a counter affidavit to the notice of the preliminary objection.

    But the defence counsel, Barr. L.A. Abiola who doubles as the Director, Department of Civil Litigation and Advisory Council at the Oyo State Ministry of Justice assured the court of his preparedness to move the application for his notice of preminary objection.

    He added that they are not running away from the legal battle.

    All the claimants were present in the Court.

    Meanwhile, Justice Ladiran Akintola said following agreement of the two counsels, the matter is adjourned to 14th December, 2023 for the hearing of notice of preliminary objection filed by the defence counsel.

    Recall that the stool of Alaafin became vacant following the demise of Oba Lamidi Atanda Adeyemi III.

    Bayelsa 2023: Makinde meets Yoruba community, seeks support for Diri

    Oyo Governor Seyi Makinde has met the leadership of the Yoruba community in Bayelsa State at the capital Yenagoa to solicit support for the second term in office of Governor Duoye Diri.

    The Yoruba community leaders were led to the meeting by the former Honorable representing Iseyin, Itesiwaju, Kajola and Iwajowa at the Federal House of Representatives, Hon. Abiodun Olasupo.

    At the meeting, which held on Wednesday evening, the Yoruba community leaders appreciated Diri for making peaceful coexistence among tribes and religious bodies possible in the state, which has positively affected their businesses and other endeavors.

    They urged Governor Makinde to intervene in securing the building where the body holds its meeting in Yenagoa, so it could be a permanent place for Yoruba people to meet and deliberate.

    “We are happy to inform you sir, that the Yorubas in Bayelsa have never had it so good, this administration has ensured peaceful atmosphere for businesses to thrive and for humans development, we are grateful.

    “The Yoruba community in this state are ready to amass support for His Excellency, Governor Duoye Diri on Saturday for his success at the polls,” he said.

    Makinde assured the Yorubas in Bayelsa that the present peaceful atmosphere that has helped build their businesses, socioreligious ties and other concerns will subsist.

    He said the request for acquisition of the building used for meetings to become permanent for the Yorubas has been looked into.

    “I assure everyone among the Yorubas in Bayelsa that the peace you are experiencing today will continue so as to help your businesses, your sociocultural affiliations and religious harmony.

    “All you need do is go back and meet with my people at home with this message of hope, they should be assured that Governor Diri is theirs, all they need do is go and vote for the incumbent’s re-election,” he said. 

    The Saturday election in Bayelsa is among the off-cycle elections that will also hold at Kogi and Imo State.

    Students drag Makinde to court over relocation of LAUTECH Agric Faculty

    Some students and parents of Ladoke Akintola University of Technology (LAUTECH), Ogbomoso have dragged the Oyo state governor, Seyi Makinde to court over the relocation of the Faculty of Agricultural Sciences of the institution to Iseyin.

    Second-year students of the institution had been ordered to move to Iseyin for the second semester of the ongoing academic session, following the relocation of the Faculty of Agricultural Sciences of the institution to Iseyin, in the Oke Ogun geo-political zone.

    The suit marked HOG/34/2023 filed at an Oyo State High Court sitting in Ogbomoso has Akintayo Abdulqoyuum Ajibola, Onwi Bassey Edet, Ezekiel Gbadegesin Ogunmola and Prince Aderemi Olude as plaintiffs.

    Other defendants listed in the suit are the Commissioner for Education in the state, the Acting Vice Chancellor of the institution, and the Provost of the Iseyin campus.

    The claimants are seeking an order from the court restraining the governor and his agents from going ahead with the planned relocation.

    The claimants are seeking three reliefs, including “an order of the court directing the Respondents whether by themselves, their agents, servants or anybody under their authority to return all the already established courses moved from Faculty of Agricultural Science and Renewable Natural Resources of the main campus of LAUTECH, Ogbomoso to Iseyin Campus back to the main campus forthwith.”

    Also, they are praying the court for an order “directing the Respondents whether by themselves, their agents, servants or anybody under their authority to recall back the movement of all 200 level students as directed in the letter dated 19th October 2023 signed by the Registrar of the 3 Defendant/Respondent on the authority of the 4 Defendant/Respondent from Iseyin Campus back to the main campus of the Ladoke Akintola University of Technology.”

    They want “an order of injunction restraining the respondents, their agents, servants or anybody under their authority from moving all the already established courses from the Faculty of Agricultural Science and Renewable Natural Resources of the main campus of the Ladoke Akintola University of Technology, Ogbomoso to Iseyin campus or any other campuses outside the main campus.”

    No date has been fixed for the hearing of the suit as of the time of filing this report on Sunday, November 5.

    JUST IN: Oyo Mesi absent as court strikes out suit against Makinde

    In a lawsuit filed against Oyo state governor, Seyi Makinde and two others, the Basorun of Oyo, High Chief Yusuf Ayoola, and four other claimants were not present when the Oyo High Court, located in the Awe region of the state, dismissed the case on Thursday.

    The governor, the state’s commissioner for local government and chieftaincy matters, the attorney general, and the commissioner for justice were all dragged to court by the kingmakers in Oyo town, also known as Oyo Mesi, in order to prevent them from cancelling the process of choosing and appointing a candidate to fill the position of Alaafin of Oyo candidate.

    The other claimants in suit no, HOY/38/2023 were Lagunna of Oyo, High Chief Wakeel Oyedepo; Akiniku of Oyo, High Chief Amuda Yusuf; Areago Basorun of Oyo, High Chief Waheed Oyetunji and Alapo of Oyo who is also Warrant Officer for Alaapini of Oyo, Chief Gbadebo Mufutau, and they were all absent in court.

    Justice Ladiran Akintola, while ruling on the suit, struck it out sequel to its withdrawal by the claimants.

    Meanwhile, the claimants have filed a fresh suit no HOY/14/2023, of which the presiding Justice said the date for the hearing would be communicated to both parties.

    The stool became vacant after the demise of Oba Lamidi Adeyemi, who reigned for 52 years and died at the age of 83 in April 2022.

    Makinde’s wife lauds Agboworin for lifting constituents from poverty

    Wife of Oyo Governor Mrs. Tamunominini Makinde on Wednesday commended the lawmaker representing Ibadan North East/South East Federal Constituency, Hon. Abas Adigun a.k.a. Agboworin for uplifting his constituents from poverty through empowerment.

    She stated that political office holders and philanthropists in the society should organise similar empowerment to ensure better living for women and girls.

    Speaking in Ibadan at the closing ceremony of “Training for women in making various snacks, provision of cooking equipments, and provision of start-up grants for women in Ibadan North East/South East Federal Constituency”, Mrs Makinde noted that empowering women is like empowering the nation.

    The Baking and Confectionaries Training Programme was facilitated by Hon. Abass Adigun (Agboworin) in collaboration with National Productive Centre, Abuja.

    Mrs. Makinde however urged beneficiaries of the training and empowerment to make good use of skills acquired from the training in the last two weeks, adding that they should start practicing and improve on skills they learnt.

    Agboworin said the empowerment was to give financial independent to women and young ladies in the constituency.

    The Chairman, House Committee on Narcotics and Drugs stated that the empowerment will reduce unemployment among his constituents, assist beneficiaries to be self reliance and able to cater for their families.

    He said: “Beneficiaries will go home with 50 Baking equipments, 55 cooking gas, 24 sewing machines, and 24 grinding machines, among others, i urged beneficiaries to use the empowerment judiciously, whoever don’t benefit from this will benefit from another ones coming.”

    Aside N50,000 to each of the beneficiaries, they will also go home with items like oven, mixer, decorating tips, cutter, scale measuring cups, baking pants, sewing machines and grinding machines among others.

    Makinde mourns death of PDP national women leader

    Oyo state governor, Seyi Makinde, has expressed shock over the death of the national women leader of the Peoples Democratic Party (PDP), Prof Stella Effah-Attoe.

    The governor described the demise of Effah-Attoe, a member of the party’s National Working Committee, as a huge loss to the PDP family and to women in politics.

    He expressed heartfelt condolences to her family, the PDP NWC, the entire PDP family in the country, and the people of Cross River State, where she hailed from, praying to God to grant repose to her soul and stand by everyone she left behind.

    The governor said: “I received the news of the death of the National Women Leader of our party, the Peoples Democratic Party (PDP), Prof Stella Effah-Attoe, with a great shock.

    “I commiserate with her immediate family, the PDP NWC, the entire members of the party across the country, and the government and people of Cross River State over this huge loss.

    “She will be sorely missed. It’s my prayer that God grants repose to her soul and stands by everyone she left behind.”
