    NAHCON to review guidelines for medical team

    The National Hajj Commission of Nigeria (NAHCON) in a bid to promote transparency and reposition the activities of the National Medical Team yesterday inaugurated a 15-member Committee to review the operation of the team for next year’s Hajj.

    Acting Chairman/Chief Executive Officer of the Commission, Malam Jalal Arabi, said some of the process and procedure have become archaic and obsolete.

    According to him, “The National Medical Team is so important in the performance of Hajj activities. It is fairly disturbing that some of its process and procedure needs to be tinker with, if we must achieve better results. We need to inject new ideas in the way its tasks is been implemented as some of its process and procedure have become archaic and obsolete.

    “As with all human endeavour, the team have faced overwhelming challenges. Therefore, we need to think outside the box and explore other ways. Through adventurous, but it is the only way we can reposition their activities”

    The NAHCON chief, who expressed his trust and confidence in the committee members, advised them to be flexible and follow the extant regulations/guidelines.

    “In tinkering with the guidelines, please take cognizance of the extant rules so that we can achieve maximum results. With your expertise, background and disposition; and having proven yourself in the past, so much is expected from you and I believe you won’t fail us,” he said.

    Chairman of the Committee, Dr. Saidu Dumbulwa, assured that the team would come up with robust, comprehensive and simple guidelines that will ensure that Nigerian pilgrims are served satisfactorily.

    The committee which has two weeks to submit its recommendations is to evaluate the effectiveness and identify the shortcomings in the current National Medical Team guidelines; to analyze and assess the roles of relevant stakeholders and their key contributions in the context of operations among others.

    Acting Chairman/Chief Executive Officer of National Hajj Commission of Nigeria (NAHCON), Malam Jalal  Arabi, yesterday inaugurated two committees – a six-man E-track and an 11-man Pre-Licensing, Inspection of Tour Operators for Hajj 2024.

    Arabi described the E-Track as the nerve center of Hajj preparation where all arrangements of visa, feeding, accommodation, transportation and payment are made.

    He enjoined the team to undertake the assignment with utmost sincerity and diligence bearing in mind that if executed with honesty and integrity, they will not only have satisfaction of having successfully executed their duties but they also get reward from Allah.

    “Your assignment is fundamental to the success or otherwise of Hajj operation, it is the heart and nerve of the entire Hajj activities. It is the reason you were carefully selected, based on your track record of sincerity, integrity and honesty,” he said.

    He assured them of the management’s maximum support in the discharge of their assignment.

    “Guard your integrity, you don’t need to lose your respect, you don’t need to belittle yourself, you don’t need to lower your esteem just for worldly things,” he said.

    The team leaders thanked the NAHCON chief for finding them worthy and assured that they would execute the assignments diligently and submit a detailed report to the management.

    They said the teams duly recognized the importance of the assignment given to them as it affects the success of the 2024 Hajj operation and assured that the team would do its utmost to not only justify the trust and confidence reposed in them but also work assiduously to make the management proud.

    The National Hajj Commission of Nigeria (NAHCON) has called on states to remit a reasonable percentage of funds in order to secure the slots allocated to their respective states.

    Director of Finance and Accounts, Dr. Salihu Usman, in a letter to State Pilgrims Welfare Boards, Agencies and Commission, said the call became necessary in view of the timeline issued by Saudi Arabia Ministry of Hajj and Umrah, which makes it mandatory for every Hajj Mission who intends to participate in the 2024 Hajj to remit their money before a certain period.

    According to him, failure to comply with the directive would be interpreted as being unprepared or not interested in participating in next year’s Hajj.

    Usman added that non-compliance with the directive would leave the commission with no alternative but to reduce the allocation of such states and re-allot to states that have completed their remittance and need more slots.

    He noted that it was important that the commission’s IBAN Account be adequately funded by December for the commission to make payment to process some activities in the Kingdom.

    He called for their continued cooperation and understanding in order to collectively work towards meeting the deadline and facilitating a hitch- free 2024 Hajj Exercise.

    Meanwhile, the Acting Chairman/Chief Executive Officer of NAHCON Alhaji Jalal Ahmad Arabi has explained that his visitation to notable Islamic leaders and clerics was part of the consultative drive to strengthen the commission’s efforts in achieving success during the 2024 Hajj.

    According to him, the success of Hajj is a collective responsibility and, therefore, every stakeholder must be carried along to work together as a team in achieving the success.

    Arabi noted that the role of Islamic leaders cannot be overemphasised as they play very significant and critical role in the success or otherwise of Hajj in the Country. He solicited for their support and cooperation, saying “Success can only be achieved through consultations and team work”, he said.

    The Chairman/CEO, upon his assumption of office, promised to engage and consult stakeholders in the industry in achieving success. As part of the consultative drive, he visited the spiritual leaders of the Qadriyyah sect, Maulana Sheikh Qaribullahi Nasiru Kabara in Kano, Maulana Sheikh Dahiru Usman Bauchi, the spiritual leader of Tijaniyya group, the leader of JIBWIS, Dr. Abdullahi Bala Lau and Sheikh Muhammadu Sani Yahaya Jingir (JIBWIS) in Abuja and Headquarters in Jos respectively.

    The newly appointed Acting Chairman /Chief Executive Officer of National Hajj Commission of Nigeria (NAHCON) Alhaji Jalal Ahmad Arabi has assumed office with a pledged  pursue the vision and mission of the commission with the sole aim of seeing the interest of the pilgrims.

    He stated this in his address while being welcomed to the Hajj House, stressing that the appointment was not only a privilege but a call to services.

    The chairman added that his objectives was to achieve his goal through the pursuit of the mantra of Trust, Sacrifice and Allah knows best (TSA) with the sole objective of improving the service rendered to the pilgrims.

    He said: “My appointment was a privilege. I am lucky to be called upon to serve the Guests of Allah, knowing fully well that the reward for serving the guest of Allah will be both Here and Hereafter.

    “I know like all establishments, we have our mission, vision and it is being pursued vigorously before now but certainly there is always room for improvement in whatever endeavour. Of course, without, prejudice to what we intend to achieve through our vision and mission, I have come with three nouns that will be so cardinal and of course will be on the tripod. I call them ‘TSA’ and my definition is entirely different from the TSA you know. Let me start with my T – trust. I know most of us, if not all, know the burden of trust and responsibility on any Muslim that is so charged to carry that trust. My ‘S’ is sacrifice. Whoever is entrusted with trust knows that he or she makes sacrifice and my A is Allah. Allah knows all.”

    Earlier, Alhaji Nura Hassan Yakasai, while congratulating Arabi on his appointment as the new chairman of NAHCON, reminded him that the task ahead were enormous and very challenging.

    “We congratulate you for your appointment. The outgoing chairman would have wished to be here but due to some reasons beyond his control, he couldn’t make it. But I believe he will be here in the afternoon or when he will be able to meet you.

    “Apart from that, I just want to mention that you are coming in or stepping into the NAHCON at a critical time, at the time when all the preparations for Hajj are supposed to start or have already started and unfortunately, this time around, the period of time given by the Saudi authority is different from the traditional ones where we have sufficient time to do whatever we want to do or arrange but unfortunately you have a very short time.

    “The assurance I will give is that you have capable staff here that can assist you to succeed and it is our hope and prayers that you succeed,” he stated.

    He solicited cooperation of all stakeholders, especially the staff in order to make things better.

    “Our train is moving, we need to re-position the commission to be able to perform better and we shouldn’t do anything to slow it down”, adding “we shall try to address some of the complaints that have been made. We therefore need to work as a team,” he said.

    He promised to build a well-disciplined, professional and highly motivated staff, but said they must earn it.

    President Bola Tinubu has appointed one-time Permanent Secretary of the State House, Alhaji Jalal Ahmad Arabi as acting Chairman of the National Hajj Commission of Nigeria (NAHCON).

    Arabi’s appointment followed the President Tinubu’s directive of the outgoing Chairman of the Committee, Alhaji Zikrullah Kunle Hassan, to proceed on a theee-month leave ahead of his retirement on January 17, 2024.

    Arabi will assume substantive official duties from January 17 when his predecessor will be vacating officially.

    According to a statement by his Special Adviser on Media and Publicity, Ajuri Ngelale, President Tinubu also approved the dissolution of the Hassan-led Board of the Commission.

    “President Bola Tinubu has approved the appointment of Alhaji Jalal Ahmad Arabi to serve as the Chairman and Chief Executive Officer of the National Hajj Commission of Nigeria (NAHCON) for a term of four (4) years in the first instance.

    “The President has directed the outgoing Chairman and Chief Executive Officer of the Commission, Alhaji Zikrullah Kunle Hassan, to proceed on 3-months pre-retirement leave as provisioned by Public Service Rule (PSR) 120243 with effect from October 18, 2023, leading to his eventual retirement from service on January 17, 2024.

    “The new Chairman / CEO of the National Hajj Commission of Nigeria (NAHCON), Alhaji Jalal Ahmad Arabi, will assume office in acting capacity on October 18, 2023, and will continue to serve in substantive capacity for a fresh term of four years, beginning on January 17, 2023.

    “President Bola Tinubu has also approved the dissolution of the Board of NAHCON.

    “The President expects that the new NAHCON leadership will serve in reverence of Allah and with utmost adherence to the precepts of service according to the Holy Qur’an,” the statement reads.

  • NAHCON: For the attention of Nigerian pilgrims

    By first week of July, 2019, the Saudi Arabian airspace will begin to receive pilgrims from different countries, signifying onset of 2019 Hajj season. All things being equal, NAHCON is honoured to be among those whose pilgrims will be making early entrance for the pilgrimage within the first week of the season, 10th of July to be precise. Here are few developments that pilgrims should expect in 2019 Hajj operations.

    Each pilgrim that has completed initial payment of Hajj fares for 2019 slot should expect a refund of a little over N51, 000. Cumulatively, Nigerian pilgrims have been saved payment of about N3, 326, 079, 250 (three billion naira, three hundred and twenty-six million, seventy-nine thousand, two hundred and fifty), through this discount. Considering the huge cumulative amount, declaring the discount itself is considered a testimony of NAHCON leadership’s stance on accountability and transparency.

    Another expectation is, if Saudi Arabian authorities conclude arrangements to screen pilgrims from across their respective countries’ departure centres, Nigerian intending pilgrims to 2019 Hajj should expect immigration screening by their Saudi Arabian brethren here in Nigeria in an arrangement code named “MakkaRoad Project”. Under this arrangement, intending pilgrims will be relieved of their hand luggage from their departure points only to receive them upon arrival in their designated hotels in Makka or Madinah. This will reduce the risk of being scammed with drugs as well as reduce waiting time at Saudi airports.

    Security is paramount in Hajj operations. And this the commission knows very well. A security analyst discerned that after electioneering periods, Hajj season is the next most security challenging times for Nigerian security apparatus. Indeed, the two occasions propel movement of large number of people at the same time, creating room for people with dangerous motives to try to unleash their wicked machinations.  It is hence the responsibility of government to anticipate and apprehend evil plots in order to protect each Nigerian going forth to cast his vote or going forth to participate in Hajj.

    Same security surveillance will be extended to the Nigerian pilgrims in Makkah and Madinah considering the reprehensible assaults carried out on some of them during last year’s exercise. There is also the NAHCON helpline through which complaints can be lodged while in Saudi Arabia, +966920008251.

    Hence, pilgrims’ gentility is necessary both within and outside the country. Proper comportment at the airports fast-tracks clearance and onward movements, it eases work of the security personnel, Hajj managers and other stakeholders. It also projects a positive image of the country such that elicited various commendations for Nigerian pilgrims in the previous year.

    Pilgrims travelling through private tour operators should expect to pay a little extra for rail transportation to Makkah. It was observed that these categories of pilgrims usually arrive the Kingdom late when most transport companies have leased out their vehicles. The arrangement is therefore to accommodate insufficiency of buses occasioned by increased movement of pilgrims during the period leading to ayyamul tashrie (days of Hajj rites).

    On a final note, it is hoped that the feeding arrangements put on ground for Nigerian contingent will satisfy and impress them. It is the hope of the Commission that pilgrims will enjoy dishes from indigenous cuisines to be prepared by Nigerian hands in collaboration with their Saudi Arabian business counterparts. Besides, there is provision for special diets. However, if the dishes fail to satisfy our pilgrims, specific complaints are welcome. The details in the complaint should include the state where the meal was served, time, type and reason for the disapproval.

  • Excitement as Lagos announces refunds of N315 million to pilgrims

    The intending pilgrims under the Lagos State Government could not hide their joy on Wednesday following the announcement of refunds of N315 million by the state government.

    At a seminar organised for the pilgrims at the Blue Roof, LTV, Agidingbi, Ikeja, on Wednesday, the Amirul Hajj, Dr AbdulHakeem AbdulLateef, announced that Governor Babajide Sanwo-Olu has approved the refund of N141,000 to each of the 2,234 pilgrims.

    The announcement was greeted with “Allahu Akbar! and Sanwo-Eko!” among others from the pilgrims.

    According to Dr AbdulLateef, the governor is interested in the pilgrims’ happiness and welfare, hence the decision.

    The former Commissioner for Home Affairs said: “The National Hajj Commission (NAHCON) has asked state boards to refund N51,000 to each pilgrim. NAHCON took the decision following the outcries against the high rate of Hajj fee. We commend the NAHCON for ensuring that the price of hajj is brought down. But Lagos State, being a Centre of Excellence, has set another milestone for other states to emulate by further reduction of additional N90,000. We’ll be returning N141,000 instead of the sum of N51,000 to all our pilgrims who paid N1.4million. This can only be done by a government that has the interest of its citizens at heart and this is what Governor Babajide Sanwo-Olu has done.

    “The governor has given us the mandate of ensuring that the welfare of the pilgrims is safeguarded including their health and security within and outside the country. This is what we have taken on board.”

    The first batch of pilgrims would leave on July 10.

    Governor Sanwo-Olu, who was represented by the Secretary to the State Government (SSG) Mrs Folasade Jaji, said the state pilgrims welfare board has made name for herself among for herself amongst the committee of pilgrims boards across the nation.

    “It has over the years become a point of reference in the organisation of pilgrimage and welfare of pilgrims,” Sanwo-Olu said.

    He hailed the leadership of the Home Affairs ministry and members of the board “for the marvellous job they have been doing over the years and for organising this pilgrimage seminar as a platform that will afford us the opportunity of discussing relevant issues, exchanging ideas and offering prayers to Allah for a successful journey to and from the Holy land.”

    He advised the pilgrims to obey the laws of Saudi Arabia, be orderly and avoid negative tendencies capable of tarnishing the good image of the state and the nation.

    Chief Imam of Lagos State Sheikh Sulaimon Abou-Nolla advised the pilgrims to be patient and obey the instructions of the boards’ officials in Saudi Arabia.

    “When you are going to a foreign land, you need a lot of knowledge about that country so as not to run foul of their laws. The pilgrims have to be law-abiding and follow the rules and regulations guiding hajj rites,” Sheikh Abou-Nolla said.

    Also yesterday, the State Government inaugurated the Adhoc Committee for the this year’s Hajj Pilgrimage with a charge to the members to ensure that the state sustains its enviable position as the best in the country.

    Deputy Governor Dr Kadiri Hamzat, who inaugurated the committee, urged the members to see to the welfare and safety of the 2,234 pilgrims and also ensure that the entire pilgrimage process is performed peacefully.

    He said they should consider the assignment as a serious job involving issues of welfare, safety and the array of logistics involved from Lagos to Mecca and back to the country.

    “You are to ensure the comfort of the pilgrims, transportation to and within the Holy Land, accommodation and feeding of the pilgrims are taken care of. Your duties as a committee commence from Nigeria till their return and end at the tendering of report and recommendation for improvement,” the deputy governor said.

    Earlier, Ministry of Home Affairs Permanent Secretary, Mrs. Adebunmi Adekanye, said as part of the efforts to ensure an hitch-free hajj operation, the state Muslim Pilgrim Welfare Board had organised series of activities which include seminar, talks, sensitisation, medical test amongst other exercises to prepare the pilgrims for the spiritual exercises.

    The event was witnessed by the Head of Service, Mr. Hakeem Muri-Okunola, Permanent Secretary, Office of the Deputy Governor, Mrs. Yetunde Odejayi, and Secretary of the pilgrims’ Board Mr. Raman Ishola amongst others.

  • Hajj: NAHCON faults Senate Ad hoc committee’s report

    •Refunds N2.276b to pilgrims

    The National Hajj Commission of Nigeria (NAHCON) has faulted the report of the Senate Ad Hoc Committee on accommodation for Nigerian pilgrims in Saudi Arabia.

    It says   contrary to the report of the panel, the agency has refunded N2. 276 billion to pilgrims being tent security and similar deposits not utilized and poor services in 2015 and 2016.

    Besides, the commission insists that it did not over charge pilgrims as fares and other rates were determined by it and State Pilgrims Welfare Boards.

    The agency’s views are contained in an observation note it sent to the Senate in response to the submission of the Red Chambers’ Ad Hoc Committee on Hajj Operations.

    It said the Adamu Aliero-led Ad Hoc committee did not visit relevant agencies in Saudi Arabia during its fact-finding tour.

    The observation note was signed by the Acting Secretary of NAHCON, Mr. M. Ahmed.

    It urged the Senate to revisit the report of the Ad Hoc Committee to ensure fairness.

    The commission said: “The 34-page report presented on the floor of the Senate on Thursday 18th October, 2018, in our opinion, was not fair to NAHCON as none of its explanations featured or were considered in the report.

    “Secondly, the report contains several ‘findings’ that are based on wrong information and wrong conclusions.”

    On alleged imposition of bloated charges on pilgrims, the commission said the Ad Hoc committee should have consulted the appropriate Saudi authorities to verify how the rates were arrived at.

    It said it has never at any time extorted or short-changed pilgrims during Hajj.

    NAHCON said: “The components of the Hajj fare are classified under Local/onshore and Foreign/offshore charges. The local charges are arrived at by the Commission in consultation with States Pilgrims Welfare Boards. Some of the foreign charges are negotiated by the Commission along with states and the respective service providers (Makkah and Madina Accommodation, Airfare and catering services. While others are fixed by the Saudi Authorities; Local transportation in Saudi Arabia, tent facilities, security deposits, United Agent Fees etc.

    The Ad hoc Committee should have consulted the relevant Saudi Authorities to verify NAHCON’s claims or to confirm if there are duplications on these fares that are fixed, or not!

    The commission insisted that it has been transparent in its conduct and defending the rights of Nigerian pilgrims.

    It said it was able to secure a refund on N2.276billion for pilgrims for tent security and similar deposits not utilized and poor services in 2015 and 2016.

    NAHCON said: “The two major components of the Hajj fare have been the same since 2013. They were reduced in 2017.

    “All tent security and similar deposits not utilized are refunded to pilgrims annually, once the Ministry of Hajj does so. The Commission in March 2016, refunded the sum of N1.75 billion Naira to Pilgrims Boards of the 36 States of the Country and the FCT for onward refund to pilgrims.

    “Similarly, it refunded N526 million in 2017.

    “This refund was as a result of services not rendered or poorly rendered during the 2015 and 2016. Although the Commission submitted details of these refunds to the Committee, it was, however, not captured. These refunds were even published in national dailies for public awareness.”

    The Hajj commission also accused the Senate Ad Hoc Committee of not visiting relevant agencies in Saudi Arabia before drawing conclusions and writing its report.

    It added:  “The Committee also embarked on “..fact finding mission to the Kingdom of Saudi Arabia to verify the veracity or otherwise of all the aggregated information received..”

    It said:

    *The Committee did NOT meet Saudi Government Agencies like the Ministry of Hajj and Umrah which issues all instructions and guidelines for the provision of all pilgrims’ services to ascertain the submissions of NAHCON on organized feeding services. Neither could it verify if NAHCON had failed to follow up on the interest of Nigerians affected by the 2015 stampede.

    *Similarly, it did not meet with the Saudi General Authority on Civil Aviation which is the Aeronautical Authority in charge of Hajj flights to determine the veracity or otherwise of the NAHCON’s submission on 50:50 policy on passenger traffic sharing.

    *It did not meet the Establishment of Mutawwifs for Pilgrims from African Non-Arab Countries, the custodian and host of Nigerian pilgrims in Makkah to ascertain if NAHCON is overcharging or double charging Nigerian pilgrims on tent facilities in Mina and Arafat.

    *It did not meet the General Car Syndicate, the organizer of land transportation in Saudi Arabia to ascertain if NAHCON was responsible for increasing transportation costs in Saudi Arabia from SR 180 to SR360.

    *It did not also meet the United Agents Office to ascertain if tent security and other charges mentioned in B(v) were charged by NAHCON, if and how they overlapped and evidence of payment. vi. It also made many allegations that were not discussed during the public hearing neither was the Commission communicated to for fair hearing. This made the findings inconclusive and completely unfair to NAHCON.

    “This puts the findings of the Committee into question as none of the Saudi Government Organizations that matter in this regard was consulted before making their findings.”

    It accused some  corrupt companies, which had been cheating pilgrims in the past as those behind the campaign of calumny against NAHCON and its chairman/ Chief Executive Officer (CEO) Abdullahi Mukhtar Muhammad.

    “The companies affected decided to get back at the Commission by launching a bring-him-down campaign against the Chairman/CEO,” it added.

    The Senate on July 20, 2017 resolved to investigate the activities of the commission following the adoption of a motion by Senator Ibrahim Danbaba (Sokoto South).

    The motion was entitled, ‘Extortion of Monies from Nigerian Pilgrims by the National Hajj Commission of Nigeria.”

  • Senate panel uncovers alleged fraud in NAHCON operations

    The Senate ad-hoc committee on operations of the National Hajj Commission of Nigeria (NAHCON) Thursday said that it uncovered what it described as “monumental fraud” in the operations of the commission.

    The committee, in a 34 page report submitted to the Senate in plenary, said that the commission holds the wrong perception that monies held in trust for the Hajj pilgrims is not owned by it and by extension the Federal Government of Nigeria and therefore, procurement processes in respect of the said monies are not subject to the provisions of the Public Procurement Act, 2007.

    The report entitled “Ad-hoc committee on accommodation, logistics, feeding etc, onshore and offshore of the Nigeria pilgrims” was presented by Chairman of the committee, Senator Adamu Aliero for consideration and approval.

    It was however stepped down to enable senators to read and digest the document.

    The committee said that it discovered over-bloated onshore and offshore charges by NAHCON levied on intending pilgrim in addition to state welfare boards.

    The charges, it said, make the Hajj fare to be on the high side without recourse to the functions of the utilities charges the commission Act.

    The alleged “fraudulent charges” the report said, “escalates the cost of the pilgrimage.”

    The report said that the commission is under the impression that it is not among the public agencies listed in the Second Schedule of the Utilities and Charges Commission even when the Second Schedule (j) of the Act states “such other public utilities as may be determined from time to time by the Commission.”

    It said “for instance, in 2017, Onshore Charges such as administrative fee, Hajj development levy, yellow card and registration forms paid to the National Hajj Commission of Nigeria by the 75,000 Nigerian pilgrims that went through the states pilgrims’ welfare boards amounted to N712, 500.000.

    It said that State Pilgrims Welfare Boards charge administrative and other charges which amounted to N1, 474,875,000.

    It said that each pilgrim was further charged the sum of$1.33 as tent security deposit.

    “This appears to be duplication considering that $322.37 paid by each pilgrim should have been inclusive of tent security,” the report said.

    It said, “NAHCON agreed that the $1.33 paid by each pilgrim is a caution deposit to cover for any damage to the tents, but it is not all the $99,750 (N30,423,750) paid by the 75,000 Nigerian pilgrims in 2017 that would be spent on repairing the damaged tents

    “There ought to have been details of how such funds are being expended every year, but the Commission could not avail any detail to the committee.”

    The report said that the sum of $73.37 paid by 75,000 pilgrim amounted to $5,502,750 was paid to the commission as tent facilities which overlapped with monies already paid.

    It said that the commission claimed that the $73.37paid by each pilgrim is for the provision of bedding materials in Muna and Arafat.

    The committee said that it could not ascertain the veracity of such payment.

    “Evidence of payment and acknowledgement for receipt of the same as well as the identification of recipients was not availed to the committee,” it said.

    It said that “every year, the sum of $13.34 is paid by pilgrims to the Ministry of Hajj as deposit.

    “In 2017, the sum of $1,000,500 was paid by the 75,000 pilgrims that performed Hajj.

    It said that “the annual 1% Central Bank of Nigeria (CBN) the Commission charges per pilgrim, $39.99 equivalent to N12, 196.95 in 2017, adds to the burden a Nigerian pilgrim has to pay in order to perform Hajj.”

    It said that “there are additional hidden charges not captured in the onshore/offshore components approved by Mr. President through which NAHCON makes colossal amount annually from service providers both in Nigeria and Saudi Arabia.”

    It said that “NAHCON often goes on spending spree from the said generated revenue, quite beyond the approval threshold of the accounting officer which is a branch to the Secretary to the Government of the Federation circular SGF/OP/S.3/X1/894 dated 14th January, 2016.

    It said that in 2015, the commission rented 90 rooms apartment for its Makkah office at the cost of SR600, 000.00 per annum an amount it noted that “is far above the approved threshold of the accounting officer.

    It said that in its 2017 Hajj report, the Commission has sought the approval of Mr. President to expend N1.5 billion to furnish its newly acquired office complex from the proceeds of the rents of pilgrims’ accommodation at Madina.

    It said that “the revenue collectors’ receipts used in Madina in 2016 were fraudulently sourced as neither NAHCON’s security register nor sub-treasurer of the federation’s security schedule carried the serial numbers of those receipts while the sum of about N5,000,000 was paid in as against over N1,000,000,000.”

    The report said that NAHCON and State Pilgrims Welfare Board sponsor outrageous number of officials to the Kingdom of Saudi Arabia from the revenue generated from the pilgrims and funds from state governments.

    The committee recommended among others that “the monumental fraud associated with the provision of accommodation in Madina, the subletting of bed space and other procured services rendered by the Commission between 2015 and 2018 (inclusive) should be investigated fully by the Economic and Financial Crimes Commission (EFCC) with a view to bringing culprits to book.”

    The committee also recommended that henceforth, NAHCON should stop renting accommodations beyond the number of days Nigerian pilgrims will spend in Madina while all proceeds realized from renting accommodations in 2014, 2015, 2016 and 2017 should be refunded to pilgrims who under took the Hajj exercise in those years.

    Deputy Senate President, Senator Ike Ekweremadu, who presided, asked senators to read the report describing its contents as weighty.

    Reading the document, Ekweremadu said, would enable senators to make meaningful contributions when the consideration of the document resumes.
