    Hajj 2024: Pilgrimages to start returning to Nigeria June 22 – NAHCON

    The chairman and Chief Executive Officer (CEO), National Hajj Commission of Nigeria (NAHCON), Malam Jalal Ahmad Arabi on Sunday, June 9, disclosed that pilgrims will start returning to Nigeria on June 22.

    Arabi said 120 flights have taken almost all pilgrims to the holy land.

    The NAHCON boss who was uptimistic about the success of the 2024 hajji exercise said no one will be left behind before the deadline. 

    He revealed this while briefing reporters in Abuja on the recent developments while explaining about the completion of the first phase of the Hajj Operations for 2024 Hajj.

    Arabi said: “Nobody thought there was going to be 2024 Hajji. I’m happy to say that Allah has not put us to shame. 

    “We must give credit to President Bola Ahmed Tinubu, who is the enabler, the Vice president, state governors and other stakeholders.

    “The pilgrimage also persevered and were determined to embark on the journey. They have made up their mind that they wanted to go at all cost. We are happy for the success so far.

    “Pilgrimages will start returning to Nigeria June 22. And 120 flights have airlifted pilgrims to holyland as at today June 9.

    “God helped us to do it and it was successful. The persistence that we must get it right has been what is pushing us to do the right thing.

    “Before the deadline, 72 hours before the closure, all Nigeria would have been airlifted to the holy land by tomorrow morning. 

    “We have done our best and we are living the rest to God. We pray it is going to successful by the end of the exercise. 

    “Close to 66 thousand pilgrims are been cartered for. There are bond to be issues but we are tackling them one after the other.”

    On those arrested in the holy land, the NAHCON boss said, they were released hours after their arrest due to technical issues. 

    He said: “Those arrested over there within hours we got them released”.

    On the feeding saga, he said there were little misunderstanding which have been resolved and all is back to normal. 

    He also noted that: “Any of the service providers that is found wanting will be sent back home and penalised without delay.”

    The National Hajj Commission of Nigeria (NAHCON) yesterday assured pilgrims that the ongoing industrial action by organised labour will not affect flights to Saudi Arabia.

    In a statement by its Assistant Director/Public Affairs, Fatima Sanda Usara, the commission said its projections showed that all pilgrims would be transported to Saudi Arabia before June 10.

    “While the strike embarked upon by the National Labour Congress (NLC) is causing apprehension among some concerned pilgrims, the National Hajj Commission of Nigeria wishes to assure pilgrims and other concerned Muslims that the strike action will not affect the Hajj airlift,” the statement said.

    It said the commission had conveyed over 37,102 pilgrims to Saudi Arabia as of yesterday.

    Also, the Association for Hajj and Umrah Operators of Nigeria (AHUON) has said the nationwide strike was ill-timed and unfavorable to the Nigerian Muslim Ummah.

    In a statement, AHUON National President Abdulateef Yusuf said the strike may affect those travelling for this year’s holy pilgrimage to Saudi Arabia.

    The National Hajj Commission of Nigeria (NAHCON) has urged state pilgrims’ welfare boards to collaborate with the National Drug Law Enforcement Agency (NDLEA) to curb smuggling of prohibited items into Saudi Arabia.

    NAHCON Executive Chairman Jalal Arabi said this in a statement by the commission’s Assistant Director of Public Affairs, Mrs. Fatima Usara, yesterday in Abuja.

    Arabi said there is the need for state authorities to work with other related agencies to ensure that those with the intent to smuggle prohibited items into Saudi Arabia are apprehended.

    Having such collaboration, he said, would guard against embarrassing Nigeria and causing delays during screening of pilgrims in both countries.

    Arabi said: “Intending pilgrims for the 2024 Hajj have been cautioned against travelling with illicit drugs, kolanuts and cigarettes into the Kingdom of Saudi Arabia.

    “Pilgrims have been reminded that as a nation deeply rooted in religious and cultural heritage, Saudi Arabia holds strict laws against drug trafficking, penalty for which is death.

    “NAHCON wishes to remind pilgrims that the purpose of the trip to Saudi Arabia is for worship. Therefore, they should not be distracted by acts that will violate the sanctity of their Hajj.

    “Hajj period is a time for spiritual reflection and prayers that should be approached with respect for the laws and customs of the host country.”

    The NAHCON executive chairman also warned intending pilgrims to beware of being used as conduit for any illicit trade without their knowledge.

    He added that “pilgrims have also been advised to be extra vigilant over their bags at the airport to avoid implantation of prohibited items in their luggage unawares”.

    Arabi also urged pilgrims to uphold their honour and dignity and that of the country, saying: “Any individual caught smuggling prohibited items not only brings shame upon themselves but also tarnishes the reputation of the nation.”

    Arabi made this known during an inaugural flight for Lagos State pilgrims at the Muritala Mohammed International Airport, Ikeja.

    The NAHCON boss who urged the pilgrims to make special prayers for Mr President, said: “We know no human can do anything unless Allah wishes that it happens. But we would be very unfair to ourselves and to history if we don’t mention the effort made by our President (President Tinubu) in ensuring that the 2024 Hajj becomes a reality.

    “At a point, everybody had lost hope; we were not sure if there was going to be pilgrimage, but Alhamdulillah, Mr President went all out to ensure this year’s hajj became a reality.

    “So, I urge you (the pilgrims) to make a special dua for President Tinubu when you get to Saudi Arabia, because Allah has blessed us with a compassion leader who feels for everyone irrespective of your faith or creed.”

    He enjoined the pilgrims to make Nigeria proud in the Holy Land by abiding with the rules and regulations of the country.

    “Do the dos and don’t do the don’ts in Saudi Arabia. If you stay on that path, you’ll have no cause to worry. You’ll perform your duties with ease and happiness,” he said.

    Lagos State Commissioner for Home Affairs, Ibrahim Layode, expressed his appreciation on behalf of the intending pilgrims for the chairman’s show of love and admonitions.

    He promised the NAHCON chairman and his entourage that the state’s pilgrims would not disappoint the country but exhibit exemplary conduct and behaviours whilst in the Holy Land.

    Layode thanked Governor Babajide Sanwo-Olu for his immense support for the Hajj exercise.

    NAHCON Director of Operations, Prince Anofiu Elegushi, commended officials of Lagos State for a better arrangement.

    He said: “We like the arrangement Lagos State has made. So far so good, I think everything is going on smoothly.”

    He announced that the Central Bank of Nigeria (CBN) has agreed to release Basic Travel Allowance (BTA) in cash to the pilgrims as against the credit card.

    Prince Elegushi, who is the immediate past Lagos State Commissioner for Home Affairs, said the seamless operation is synonyms with Lagos State over the years.

    He announced that the Central Bank of Nigeria (CBN) has agreed to release Basic Travel Allowance (BTA) in cash to the pilgrims as against the credit card.

    Special Adviser to Lagos State Governor on Islamic Matters Dr Abdullahi Jebe, hailed the CBN for allowing to give 100 per cent cash to pilgrims.

    Dr Jebe said the credit card would have cost the pilgrims much damaged in the Holy Land.

    The first batch of 423 pilgrims that departed Lagos to Madinah aboard Flynas flight XY8048 has safely arrived at the King Abdulaziz International Airport, Madinah yesterday evening.

    The second batch of another 423 pilgrims are already set for airlift in early hours of Saturday.

    The National Hajj Commission of Nigeria (NAHCON), has announced that, at the close of registration for 2024 Hajj exercise, 51,447 pilgrims had successfully paid for the pilgrimage.

    A breakdown of the number of the intending pilgrims per state, however, shows that Kaduna State has the highest number of 4,493 registered intending pilgrims, followed by Sokoto which has 3,643 pilgrims.

    According to the breakdown, Kaduna and Sokoto were followed by Niger, Kano and Kwara states, with 3,201, 3,057 and 3,000 pilgrims respectively. Katsina, FCT and Bauchi have 2,654, 2,491 and 2,315 respectively.

    A statement issued by NAHCON’s Assistant Director, Public Affairs, Fatima Sanda Usara, said that the 2024 Hajj preparations came with unexpected challenges from which lessons have been learnt.

    The Commission however noted that though it had always realized the importance of long term planning, going forward, long term planning will be its paradigm shift in its pre-Hajj operations.

    According to the statement, “After close of registration, the official number of intending pilgrims that registered for the 2024 Hajj from Nigeria stands at 51,447 under the government quota.

    “Indeed, 2024 Hajj preparations came with unexpected challenges from which lessons have been learnt.

    “NAHCON has always known that long term planning has been the workable strategy that would have subdued the challenges that slowed down the year’s Hajj preparations. Going forward, long term planning will be the Commission’s paradigm shift in its pre-Hajj operations.

    “It is a reality that all Hajj stakeholders must queue into to avert unforeseen challenges. Below is a breakdown of the number of pilgrims that successfully registered for the 2024 Hajj exercise from each state,” it said.

    The Commission commended the President Bola Ahmed Tinubu led government for playing a leading role in the realization of the exercise, saying that, the Commission recognizes the numerous sacrifices that the Federal Government made against all odds towards easing the constraints off its intending pilgrims.

    While acknowledging the contributions of all Hajj stakeholders, including clerics and the media, the Commission commended the patience exhibited by the pilgrims that were caught up in the uncertainties.

    The National Hajj Commission of Nigeria (NAHCON) has said it is discussing with Saudi Arabian authorities to resolve the Ramadan Umrah visa shortage.

    A statement yesterday in Abuja by the commission’s spokesperson, Mrs. Fatima Sanda-Usara, said: “NAHCON’s Saudi Liaison Officer has engaged in multiple discussions with the Ministry of Hajj and Umrah over the situation. Though these discussions have been constructive, he affirmed that the visa allocation follows a computerised system.

    “Additionally, NAHCON has officially written a letter, communicating its concerns directly to the Kingdom of Saudi Arabia, outlining the implications of unavailable visas for Nigerian Tour Operators.

    “Furthermore, the Chairman of NAHCON, Malam Jalal Ahmad Arabi, has personally visited the Saudi Embassy in Nigeria to explore potential solutions to this matter.

    “The current challenges faced by Nigerian Muslims in obtaining Umrah visas for travel to Saudi Arabia during Ramadan are deeply regrettable and primarily stemmed from the misuse of privileges granted in the visa issuance process.

    “Umrah visas are allocated to countries based on quotas, with Ramadan Umrah visas usually more expensive.

    “Recently, the Kingdom of Saudi Arabia extended the visa validity to 90 days. It is obvious many Nigerians secured these visas at lower costs during other periods, obviously in anticipation of performing Umrah during the holy month of Ramadan with them.

    “These individuals exploited the visa validity extension by either prolonging their stays in the kingdom or holding onto visas without utilising them until Ramadan, resulting in a shortage of available visa slots for other Nigerians.

    “The high demand for Umrah visas during Ramadan further exacerbates this shortage, leaving many Nigerians unable to fulfill their religious obligations.

    “So far, few visas do drop occasionally based on the number of Nigerians that free up the space by departing from Saudi Arabia, but paying for such few slots is a gamble hence pilgrims for the lesser Hajj are advised to be wiser.”

    The National Hajj Commission of Nigeria (NAHCON) said it pegged this year’s hajj fare for N6,818,022 at the rate of N1,474 to a dollar.

    The amount, the commission said, was for intending Hajj pilgrims that earlier paid N4.9 million. They will add a balance of N1.918,032 totaling N6,818,022. The commission said fresh applicants will pay N8.2 million.

    It said the deadline for the payment for fresh applicants and those who had N1,918,032.91 to balance is Thursday (March 28).

    In a statement by Fatima Sanda Usara, Assistant Director, Public Affairs, NAHCON said the increment was due to high forex exchange rate.

    The commission said it appreciated the high level of understanding and concern that have been demonstrated to it publicly and privately over the Hajj fare dilemma it has plunged in.

    The statement reads: “This show of support gives the commission hope that stakeholders would leave no stone unturned for the success of the forthcoming Hajj exercise. At this juncture, the commission finds it imperative to give clarity regarding the 2024 Hajj fare arrangements.

    “It is widely acknowledged that Hajj preparation follows a strict time line…However, due to late remittances of Hajj fare by those concerned necessitated adjustments, resulting in two date shifts with the final being February 12. Recall that as at December 31, Naira was still at N897 to a Dollar at the banks. These shifts unfortunately pushed the Hajj fare collection deadline to fall after harmonization of foreign exchange rates, presenting a new and significant challenge.

    “What the harmonization meant in the Hajj fare equation was that in the face of global financial challenges, coupled with the new forex policy, Nigerian pilgrims would now be saddled with an unexpected increase in Hajj cost, despite having already paid the fixed fare of about N4.9 million, depending on the departure zone as approved by government.

     “Federal Government saw wisdom in deliberately intervening on behalf of the Nigerian intending pilgrims through various strategies including persuading cost reductions. Unfortunately, the interventions could not cover the entire number that had met the final registration deadline. This had remained the commission’s dilemma. To make matters worse, now about 50,000 pilgrims under the Public Quota have paid the hitherto announced fare of about N4.9million and their payments are currently under the custody of the Commission.

     “Considering the urgency of the situation, NAHCON was forced to explore various options, including encouraging State Governments and affluent individuals to intervene on behalf of their pilgrims. This window still remains open. This will complement the intervention of the Federal Government that went the extra mile to support the Nigerian Muslim pilgrims in the discharge of their religious obligation. Commendably, government’s policy focus of bringing down the exchange rate has given the Hajj fare reduction a boost.

     “The good news now is that with Naira having appreciated to N1,474 to a Dollar over the preceding week and after due consultation with stakeholders, coupled with NAHCON’s desire to ensure equitable spread of the Federal Government’s intervention to all the already registered pilgrims whose payments have been received, the Commission resolved that each pilgrim would now have to pay a balance of N1,918,032.91 in accordance with the current foreign exchange rate…

    “Affected pilgrims are advised to visit their respective state pilgrims boards to confirm their status.

    “However, any new registration for 2024 Hajj from today, March 24, will attract the full sum of N8,225,464.74 from the Adamawa/Borno axis. From the North zone,fresh depositors will pay N8, 254, 464.74 whereas fresh payments from the Southern zone will attract N8, 454, 464.74 as Hajj fare. All categories are to pay within the same deadline.

     “While the Commission regrets the short notice, it has become inevitable due to Saudi Ministry of Hajj and Umrah’s stern warning to Nigeria regarding the delay in adhering to the Hajj arrangement framework. Before now, NAHCON had pleaded for an extension which had been reluctantly granted and now the Ministry’s patience is wearing thin.

    “As for those who wish to withdraw their registration for the 2024 Hajj, they are advised to formally request for refund from their states which will be treated with all seriousness.

    The next four days are crucial for stakeholders, especially those willing to intervene in support of their pilgrims, to take necessary actions and ensure smooth Hajj arrangements.

    “NAHCON remains committed to facilitating the pilgrimage experience for Nigerian Muslims and seeks cooperation from all parties involved.”

    The Lagos State Muslim Pilgrims Welfare Board yesterday notified its intending pilgrims of the latest increment in the Hajj fare by NAHCON.

    The Board Secretary, Mr. Saheed Onipede, said intending pilgrims who wish to pay the increment/fresh applicants are advised to raise their Bank draft from either Guaranteed Trust Bank (GTB) or Zenith Bank for ease of transaction.

    “While the Board regrets the latest development, any intending pilgrims who wish to withdraw his/her intention may write formally for refund of their money or defer their intention till year 2025,” he said.

    Meanwhile, an Islamic human rights organization, the Muslim Rights Concern (MURIC), has warned hajj operators not to charge intending pilgrims higher than the current exchange rate of between N1,476.247 and N1,480 per dollar.

    MURIC said doing so will cause more hardship to the pilgrims.

    Its Executive Director, Prof Ishaq Akintola, his organization is constrained to cry out on behalf of intending pilgrims against the astronomical exchange rate being demanded by hajj operators.

    He said: “MURIC has it on good authority that intending pilgrims are told to pay an exchange rate of N1,625 per dollar whereas the current official Central Bank of Nigeria (CBN) rate as at yesterday 24th March, 2024 is N1,476.247 (selling) and N1,477.247 (buying). Unconfirmed reports say CBN is actually selling to Bureau de Change (BDC) at N1,300.

    “Data from the federal government trading portal showed that as from Saturday, 23rd March, 2024, importers will be charged N1,448.386 per dollar for import duty. The new rate represents a 7.89 per cent reduction from the previous rate of N1,572.507 per dollar.

    “Just as the Federal Government (FG) has adjusted its own import and export rates to conform with the current exchange rate, hajj operators owe it a duty to the poor pilgrims to scale down its own rate as well.

    “We find the rate given to intending Muslim pilgrims discriminatory, irrational and unjustifiable. We are therefore constrained to demand a reasonable reduction in the exchange rate to be paid by 2024 prospective pilgrims. Charges being demanded by hajj operators must have a human face because hajj exercise is not necessarily a commercial enterprise and those engaging in it must manifest the fear of Allah (taqwah).”

    “We are not unaware of the difficulties faced by operators in the face of fluctuation in the value of currencies. Nonetheless, we urge hajj operators not to charge intending pilgrims higher than the current exchange rate as at the time of payment while differences and undue charges are promptly returned.

    The immediate Past Chairman and Chief Executive Officer (CEO) of National Hajj Commission of Nigeria (NAHCON) Alhaji Zikrullah Hassan, has called on Muslims to always rely on God for provisions and sustenance at all time.

    He, however, cautioned them not to be lazy.

    He made the called at an Islamic Television Lecture entitled: ‘Reliance on Allah’, sponsored by The Companion, an association of Muslim Men in Business and the Professions.

    The scholar said Muslims shouldn’t be afraid to have many enemies as it is part of the test given to some prophets which they overcame by relying on Allah.

    “Don’t over frighten yourself when people hate you, the only person who doesn’t have enemy is somebody who is nobody,” he said.

    He said reliance on God doesn’t mean individuals should be lazy but rather work hard for their means of sustenance.

    “So relying on Allah does not mean that you will not do anything,” he said.

    Alhaji Hassan gave an instance that a bird that does not leave its nest to look for food to eat and just look up to the sky for God to provide food will die of hunger.

    He urged Muslims to always look for halal means of survival and not go against the law of the land and the word of God.

    Arabi stated this while felicitating Muslims on the commencement of Ramadan.

    He said: “I extend heartfelt Ramadan Mubarak greetings to our fellow Muslims. In this sacred time of reflection and devotion, we, in the commission emphasize the profound significance of perseverance and faith in the face of challenges.

    “True, one or two challenges may be existent within the society, but part of a Muslim’s faith is recognizing that Allah’s wisdom is woven into every aspect of life, including moments of hunger and difficulty, juxtaposed with patience, sharing and empathy. As we embark on this spiritual exercise, let us collectively draw inspiration from our faith in Allah, finding strength to remain resilient in the face of trials.

    “It is a time to come together as a community, supporting one another through acts of kindness, compassion, and understanding. Ramadan serves as a reminder that our shared commitment to perseverance fosters a deeper connection with Allah and a greater sense of unity.
