    NAHCON announces over N8 million fare for 2025 hajj

    Nigerians intending to perform the Hajj pilgrimage to Saudi Arabia in 2025 will be required to pay between N8.3 million and N8.7 million for fares, depending on their region, the National Hajj Commission of Nigeria (NAHCON) has announced.

    According to a statement on Monday by NAHCON, intending pilgrims from Southern States will pay N8.7 millions while those from Borno and Adamawa Zone will pay N8.3 million.

    The Executive Chairman of NAHCON, Prof. Abdullahi Usman, described the Hajj fare as the result of thorough collaboration with all relevant stakeholders.

    Usman said this in a statement by its Assistant Director, Information and Publication, Mrs Fatima Usara, on Monday in Abuja.

    Usman also mentioned that intending pilgrims from the Northern Zone would be required to pay N8.4 million for the 2025 Hajj pilgrimage to the Kingdom of Saudi Arabia.

    He expressed gratitude for the support received from the Presidency and the Forum of Executive Secretaries of State Pilgrims Welfare Boards, Agencies, and Commissions.

    According to him: ” The National Hajj Commission of Nigeria (NAHCON), under the leadership of its Chairman, Prof. Abdullahi Usman, is pleased to announce the hajj fare for the 2025 season.

    ” The fare was announced sequel to the approval from the Office of the Vice President of the Federal Republic of Nigeria.

    ” The 2025 Hajj fare for Borno and Adamawa zone’s intending pilgrims is N8.33 million.

    ” Similarly, the cost of the 2025 Hajj for intending pilgrims from the Southern states is N8. 78 million, while intending pilgrims from the Northern zone will pay N8. 46 million..”

    He said the leadership of NAHCON, in collaboration with representative of the Presidency, Malam Ameen Amshi, Special Assistant to the President, Special Duties, did their best to maintain the hajj fare within the same range as previously charged.

    ” This modest effort on the fare was reached after extensive consultations to ensure inclusivity in this important decision-making process.

    The Federal Government has approved four airlines as official air carriers to convey intending pilgrims for this year’s hajj in the Kingdom of Saudi Arabia.

    The Executive Chairman of the National Hajj Commission of Nigeria (NAHCON), Prof. Abdullahi Usman, announced this in a statement by the commission’s Assistant Director of Information and Publication, Mrs. Fatima Usara.

    Usman said the four airlines were selected out of the 11 companies that submitted applications to convey Nigerian pilgrims to Saudi Arabia for Muslims pilgrimage.

    The NAHCON chairman named the four approved airlines as: Air Peace Limited, Fly-Nas (a Saudi Arabia designated airline), Max Air, and UMZA Aviation Services Limited.

    He added that the airlines were screened and shortlisted by a team of 32 officials who were sworn in by the NAHCON on November 26, 2024.

    Usman said the composition of the Aviation Screening Committee included representatives of state pilgrims’ welfare boards, three members of the Nigerian Civil Aviation Authority (NCAA) and one member each from the Federal Airports Authority of Nigeria (FAAN).

    The NAHCON chairman also said some members of the committee were drawn from the Nigerian Airspace Management Agency (NAMA), the Nigerian Meteorological Agency (NIMET), and the Nigerian Safety Investigation Bureau (NSIB).

    He added that one member each was drawn from the Nigerian Customs Service (NCS) and the Independent Corrupt Practices and other related offences Commission (ICPC).

    Others, Usman listed, are: NAHCON board members representing each geo-political zone of the country, NAHCON Heads of Aviation, Procurement, Legal, Internal Audit, Special Duties, as well as the board member representing the Aviation industry.

    The NAHCON boss also said three excess cargo carriers were selected for the hajj operations.

    He named them as: Aglow Aviation Support Services Limited, Cargozeal Technology Limited and Qualla Investment Lmited.

    The chairman, who congratulated the successful companies, urged them to fulfill their responsibilities as they promised during their screening.

    Also, the Federal Capital Territory (FCT) Muslim Pilgrims Welfare Board has fixed January 30 as the registration deadline for all intending pilgrims for this year’s Hajj.

    The board’s spokesman, Mohammed Aliyu, announced the deadline in a statement yesterday in Abuja.

    Aliyu explained that the new deadline followed an adjustment by the National Hajj Commission of Nigeria (NAHCON) on the 2025 calendar, and directed all states’ Pilgrims Welfare Boards and agencies to remit all collections by February 1.

    The NAHCON spokesman said the board had exhausted over 40 per cent of its allocation for this year’s Hajj as at September last year.

    He urged the intending pilgrims to utilise the opportunity to make a deposit before the new deadline elapsed.

    Aliyu said intending pilgrims were expected to deposit a minimum of N8.4 million via a bank draft at any commercial bank payable to the FCT Muslim Pilgrims Welfare Board in Abuja, pending the release of the actual Hajj fare by NAHCON.

    2023 Hajj: NAHCON refunds N5.3b to states, tour operators

    The National Hajj Commission of Nigeria (NAHCON) has disbursed N4.4 billion to Pilgrims’ Welfare Boards in the 36 states, the Federal Capital Territory (FCT) and the Armed Forces.

    NAHCON’s Head, Public Affairs, Malam Muhammad Musa, said in a statement yesterday in Abuja that the refund was pertaining to the Masha’ir (core Hajj period) electricity services not rendered properly by the Saudi Authorities during the 2023 Hajj.

    The statement reads: “In addition, the Commission has refunded a sum of N917,148,479.99 to 192 accredited Tour Companies that participated in the 2023 hajj.

    “This amount is intended for onward disbursement to their respective pilgrims, while the remaining participating companies will also be refunded after due reconciliation.

    “This refund underscores NAHCON’s commitment, under the leadership of its Chairman, Prof. Abdullahi Usman, to uphold transparency and accountability in the management of Hajj operations.”

    Musa explained that all pilgrims who participated in the 2023 hajj were advised to contact their respective State Pilgrims’ Welfare Agencies, Boards and Commissions or tour operators to claim their refunds.

    The statement further reads: “Each Pilgrim, is entitled to receive a refund of N61, 080.00. A detailed breakdown of the number of pilgrims per state and the corresponding amounts is attached to this press statement.

    “The commission hereby calls upon all 2025 hajj intending pilgrims to promptly deposit their hajj fares with their respective state pilgrims boards.

    “This measure is essential to ensure the timely transmission of funds to NAHCON, thereby facilitating early arrangements of the 2025 Hajj in strict compliance with the guidelines set forth by the Kingdom of Saudi Arabia.

    “In the interest of transparency and due process, NAHCON calls upon the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and Other Related Offences Commission (ICPC), and other relevant security agencies to closely monitor the refund process.

    “This collaboration aims to ensure that all refunds are appropriately disbursed and reached the intended beneficiaries without any discrepancy,” Musa said.

    In perfect confirmation of the Islamic perception of indecent people who lack shame and are always ready to act out their recklessness, the propagandists are again at work. They wanted to skew the information about the National Hajj Commission of Nigeria, NAHCON, such that the leadership that is just berthing is bedeviled?  In what worse manner could the immediacy and virality of online information be optimally exploited for deceit and ironically for matters relating to the deen of Islam? The alleged sleaze, so saddening, of the immediate past NAHCON leadership was rather too humongous and too recent to be easily swept under the carpet, its worth noting.

    Alhamdulilah for the reassuring divine assertion of the Almighty Allah to the effect that that after hardship shall come relief. Certainly, the wish  of every sincere Muslim in Nigeria with a fair knowledge of the situation with Hajj management is the restoration  of wisdom and even enhancement of same. Only Allah  has the capacity to make good things happen.

    It was almost a completely hopeless situation until the Federal Government finally took the renewed hope agenda to the National Hajj Commission, NAHCON after suddenly retiring the versatile hajj management czar, Ustaz Zikrullah Hassan. Till date, Polyglot Hassan is the only Chairman of NAHCON who has had a most respectable mix of experience of managing hajj successfully in both the private and public sectors.  Indeed, he managed Osun State Hajj Board without any board constituted for eight years and the pilgrims all over the state remain in awe of Ustaz till date. Beyond the Osun pilgrims, Hassan’s fellow chairmen of hajj boards in all the 36 states of the federation and Abuja also conceded leadership to him on account of visible sterling qualities

    While at NAHCON therefore, Ustaz Hassan had commenced institutionalizing structures that should endure for ages. As a thoroughbred professional (he’s a lawyer and business management expert) with strong inclination for creativity  as well as continuity where necessary, he ran 2022 and 2023 hajj operations harmoniously. Such was the glowing performance that the leadership of the hajj boards of all participating West African countries adopted him as their leader!     Resplendent in sheer exhibitionism of a bad salesman, the succeeding regime took off on a lousy note characteristic of toddlers learning to tread with large army of idlers anxious to flaunt their pathfinding role. The path they found turned out to be the road to perdition with the detailed disservice done the ummah playing out till date.

    The choice of a professor therefore was a most fitting reinforcement to the glorious era of Ustaz Zikrullah Hassan which ended abruptly just when the preparation for 2024 Hajj started gathering momentum. 

    Why should Professor Saleh Usman Pakistan not glorify professorship further by replicating the performance of the brother Professor at the Joint Admissions and Matriculation Board, Is-haq Oloyede described by their shared principal, President Bola Tinubu, as an uncommon scholar and an icon of integrity? Like Oloyede of JAMB, Pakistan’s academic affiliation is Arabic and Islamic Studies. Pakistan’s fortune is probably stronger with the presence on the NAHCON board, a heavily credentialed scholar and two-time vice chancellor of impeccable integrity, Prof Mahfouz Adedimeji, ably representing the Nigeria Supreme Council for Islamic Affairs, NSCIA.

    What will Pakistan do wrong by emulating his contemporary’s good qualities to earn himself and families, earthly applause as well as Allah’s favours confidently and most importantly present Islam in the best mould to the world?

    Transparency matters a lot.  As is the case with Universal Tertiary Matriculation Examination, UTME, of JAMB,  operators in the Hajj sector are quick to tell anyone interested that the preparations for the next Hajj commences almost immediately the one just concluded was over. Annually, JAMB is never contented with keeping mum over its trials and triumphs.    It presents the scorecard of her performance  to the world for proper understanding. The world can therefore comment competently on JAMB matters even as some comments are informed and some others may not be necessary at all being unfounded and completely irrelevant.

    Transparency pays all stakeholders and enables all to aspire to act right and promptly too. It signals accountability and attracts a lot of respect to those officials who are compliant. The ummah in Nigeria is anxious to see NAHCON rise gloriously back to the path of honour.

    As a public trust, the commission should endeavour to earn the confidence of pilgrims from all parts of the country in ways most harmonious. The President has unmistakably demonstrated the importance of this most convincingly.  What with the recent ‘transplanting’ of whole council team of the Federal University Oye Ekiti to Federal University, Lokoja and that of Lokoja to Oye Ekiti? The idea was to ensure a pan-Nigerian outlook for the leadership of the two universities, the press statement announcing the change stated.

    The Saleh Usman leadership should be able to build on the sincere growth and developmental efforts of Ustaz Hassan especially now that Hassan stands vindicated in spite of blackmailers campaign against him like they are already up in hostility against Saleh Usman even before seeing him settle.

     Though not a media professional, Hassan appreciated the need for a code of practice for journos that may be enlisted to cover hajj for NAHCON. For the first time in 2023, the code was introduced. The code may need to be updated and perfected but will surely help substantially in the coverage of hajj beyond sheer casual stringing.  This is particularly necessary because of the need for authenticated information on the sacred exercise as different from any social, political or ceremonial facet of human life.  This may therefore call for a thorough and coordinated orientation for all journos from across all state boards and even the private tour operators. Thankfully, there is ample technology to make this happen if NAHCON endorses this.

    The scholar that Saleh Usman is should even up the stake as someone familiar with research and development especially as applicable to the trend of radicalization of the communication sector changing by the day with possibilities bourgeoning.  Documentation of hajj should enjoy trendy technological skills including livestreaming such that the media team should be made to realise that the new leadership will encourage team members to update skills as NAHCON may only patronize only the trendy ones. No media organisation should be made to believe that NAHCON cannot make any choice different from them as had been the practice over the years.  The logic that Prof Saleh Usman should reckon with is that this is the same way digital media innovations have been multiplying and manifesting novel capacities to endear themselves to users fanning up stiff competitions with newer possibilities.

    Prof Saleh Usman hardly needs be told that hajj, with little or no subsidy as may be the case this year, calls for high grade prudence but this could even be done with more honour if NAHCON can simply adopt the stipulations of the protocols of Open Government Parnership, OGP, long signed by President Buhari, which will signal to the world that indeed this new leadership signals a very clear departure from that of the corruption ridden and grossly incompetent immediate past leadership.

    With Prof Saleh Usman’s pedigree, one may simply conclude that NAHCON will head for greater performance.  But how soon will this be? He has my best wishes.

    The National Coordinator of NAHCON Media support Team, Ibrahim Abubakar Nagarta, has clarified that the incumbent Chairman of National Hajj Commission of Nigeria (NAHCON), Prof Abdullahi Pakistan is not under investigation.

    In a statement, Nagarta stated that the video on social media on the public hearing organised by the House of Representatives Investigative Committee on 2024 hajj exercise, has nothing to do with Prof Pakistan.

    Nagarta said: “We, therefore, wish to make it crystal clear to the public and especially mischief makers that Prof Pakistan was never in the picture of any of the shoddy deals that took place during the 2024, hajj exercise. In fact, he was appointed as NAHCON chairman some months after the 2024, hajj season was over.

    “The appearance of Prof. Pakistan, at the scene of the public hearing and investigation was only necessitated by his position as the incumbent chairman of the commission, in order to witness the way and manner in which things will unfold, and also to brace up for the enormous task before him, as the new chairman of the commission.

    “We call on mischief makers to desist from such campaigns of calumny against the NAHCON Chairman, in the interest of fairness, which is one of the cardinal principles of the pen profession.”

    NAHCON fails to account for N90bn Hajj subsidies

    The National Hajj Commission of Nigeria (NAHCON) failed to properly account for how the N90 billion subsidy paid by the Federal Government for the 2024 Hajj exercise was spent.

    This was at a hearing organised by the Adhoc Committee of the House of Representatives probing the NAHCON and the Federal Capital Territory Administration Muslim Pilgrims Welfare Board in Abuja.

    NAHCON’s Commissioner of Operations, Olarenwaju Elegusi said he was aware that subsidy was paid but was unable to tell the committee how the money was disbursed.

    When queried by the Chairman of the Committe, Sada Soli, Elegusi said: “I am aware subsidy of N90bn by the Federal Government. I did not see the document until the former chairman addressed a press conference and stated how it was disbursed. The money was paid in naira through the Central Bank of Nigeria.”

    He said some part of the subsidy was remitted back to the Federal Government through the CBN and promised to furnish the committee with the required documents in the next sitting.

    House committee queries NAHCON over discrepancies in subsidies to pilgrims

    The House of Representatives Ad-hoc Committee on the Investigation of the National Hajj Commission and FCT Muslim Pilgrims Board over the 2024 Hajj exercise has queried the Commission over discrepancies in subsidies to pilgrims.

    The Chairman of the Committee, Sada Soli, during a hearing on the matter at the National Assembly Complex accused NAHCON of doing this for personal gains of certain interests.

    Commissioner for Operations, NAHCON, Prince Olarewaju Elegushi,  represented the Chairman of the Commission, Abdulahi Saleh Usman but Soli insisted he must appear in person.

    Soli insisted the Commissioner must call the Chairman on the phone while the hearing was ongoing to appear by himself.

    Querying the Commissioner, Soli said: “How come you are giving subsidy, full subsidy, half subsidy and some none and they are all Nigerians.”

    But the Commissioner said those that did not enjoy subsidy came after they had closed the registration of pilgrims that would enjoy that subsidy. 

    Soli said: “As long as they are Nigerians and pilgrims they are to enjoy the same privilege. We are speaking for the average Nigerian who would save money for five years and yet they would go to Saudi and you would mess them up because of simple things to do. 

    “Be disciplined and do the right thing and close your eyes, you must not bring enterprise in what people spend their lives to invest in. You are giving subsidies at will because you have been given the authority. Who gave you the subsidy? Did the Federal Government tell you what to do with it? You are selective because it will favour you at the end of the day.”

    The Committee grilled the Commission on the disparity in basic travel allowances and

    exchange rates for pilgrims as well as patronising foreign airlines for the Hajj at the detriment of local carriers among other issues.

    Soli said the matter would be followed to a logical conclusion without fear or favour.

    A member of the Committee, Hon Mohammed Umar Bio, who moved the motion for the probe said despite the huge resources made available for the 2024 Hajj, it was a failure.

    “Despite the huge amount of money by Nigerian pilgrims, NAHCON also received support of N90 billion from the Federal Government. We are surprised by all this inflow that NAHCON has shown an abysmal performance in 2024,,” he said.

    Chairman of National Hajj Commission (NAHCON), Usman, who later joined the hearing admitted to the malfeasance within the agency.

    Soli, while addressing the NAHCON boss, told him the agency was dirty.

    “Mr Chairman, I pity you. You are in an organisation that is very dirty. NAHCON is very dirty,” Soli said.

    “Yes, I agree, ” the NAHCON responded.

    Chairman of the House of Representatives Committee on Islamic Pilgrims Affairs, Hon Jaafaru Mohammed, has lauded the Chief Executive Officer of the National Hajj Commission of Nigeria (NAHCON), Prof Abdullah Usman.

    Mohammed the expressed confidence in the Usman’s to carry out his mandate effectively.

    The lawmaker, who represents Agwara/Borgu Federal Constituency of Niger State, said this when the NAHCON boss paid a familiarisation visit to him in his office in Abuja.

    “This is a familiarization meeting that we have with the new chairman of NAHCON, as a result of a little change that has happened within the Commission. This is the first assignment he has made in the 10th Assembly, to visit us.

    “God will have it, today we got a brand new chairman of NAHCON, whO is a professor of Arabic. So, as God will have it , he is up to the task. He is going to make what is necessary in terms of progress and development of NAHCON.

    “I have said it earlier that I have confidence in him as a cleric, as a professor in Arabic.

    He has all what it takes to make good contribution in terms of development of National Hajj Commission. So, that is all. That is my expectation.

    “So, I have confidence he is going to make it, God willing. And you will see differences very soon. As well as I have already listened, I heard his plan. So, the next thing, we are going to invite committee members for a brief discussion. 

    “Definitely, we too as committee members, we are ready now to make changes in terms of our operation. We can’t stay until a problem has occurred. Then we should be looking for a way out or how to tackle the issue.

    “Now, we ensure as a committee, we follow them step by step to ensure good deed has been done. We are representative of the people. Most of the people that are going to Hajj are farmers, local people.

    “So, we ensure that we protect their interest in terms of following up on what they paid for and what the services they got. It’s not until when after, then we wait as a committee. No, we are going to change the pattern of the committee entirely.”

    He assured they will work assiduously to ensure pilgrims get the best.

    Senate okays Usman as NAHCON chairman

    The Senate on Thursday, October 10, approved the nomination of Professor Abdullahi Saleh Usman for appointment as the executive chairman of the National Hajj Commission of Nigeria (NAHCON), by President Bola Ahmed Tinubu.

    The confirmation of Usman’s nomination followed the consideration and adoption of the report of the Senate Committee on Foreign Affairs, chaired by Senator Abubakar Sani Bello (APC – Niger North).

    President Tinubu had on August 19, 2024 through a state by his former special adviser on media and publicity, Ajuri Ngelale, nominated Prof Usman for the position after which he transmitted a request in a letter to the Senate for confirmation.

    According to the statement, Professor Usman is a renowned scholar and well-grounded in hajj operations, having served as the chairman of Kano State Pilgrim’s Board, and successfully superintended the operations of the largest quota of state pilgrims in the country.

    Senator Bello in his report, said following the screening conducted by his committee, that Prof. Usman merited being appointed to head the nation’s apex Hajj Body.

    Senators approved that Prof. Usman be confirmed for the appointment by Tinubu when Senate President Godswill Akpabio put the request to voice vote.

    N17b Hajj fund: Union threatens to sue NAHCON over failed refunds

    The Association for Hajj and Umrah Operators of Nigeria (AHOUN) yesterday threatened to sue the National Hajj Commission of Nigeria (NAHCON) if it fails to refund over N17 billion due to its members.

    Addressing reporters on the development, AHOUN’s President Abdullateef Ekundayo Yusuf said NAHCON had kept mum on the funds of its members since 2004.

    Yusuf alleged that the money included refunds for caution deposits, unused visa, excess payments, and Umrah deposits, the commission failed to refund without a word on the money.

    The union leader said last year alone, the commission collected over N2.7 billion as a “caution deposit” from the association’s members with an agreement that the funds would be released two weeks after the conclusion of the Hajj.

    He said: “NAHCON has refused to refund to any of the companies that applied for it. Instead, they are asking for more money as increase to last year’s deposit.

    “From Year 2004 to date, the commission has attested to have held to our members’ funds through several engagements. These are unused visa, excess payments, Umrah deposit, among others. They have not shown any sign of refunding such funds.

    “In fact, our agreement with the commission is to publish the list of the companies under this category. But this has not been met since last year. It is worth noting that many of our members have passed on while waiting for these refunds.”

    Yusuf recalled that since 2022, when he spoke with the commission to facilitate the release of millions of Saudi Riyals, which were the balances in its International Bank Account Numbers (IBAN) Saudi accounts, the commission had allegedly refused to do anything about the matter.

    He said: “Furthermore, NAHCON is owing our members over N15 billion. It was the practice of the Saudi government after each Hajj operation to refund money to countries on three grounds. Number one: services paid for by pilgrims but not rendered; number two: services paid for but poorly rendered to the agreed standard; and number three: tent security deposits.”
