Nwoko’s call for national social security agency gains traction

A recent advocacy meeting by some Civil Society Organisations (CSOs), Coalitions of Community Based Organisations (CBOs) and Faith Based Organisations (FBOs) brought together experts and advocates to discuss Senator Ned Nwoko’s open letter to the President to scrap the Ministry of Humanitarian Affairs.

The event, which featured presentations from domain expert speakers like Prof. Abiodun Adeniyi, Ms. Boma Briggs, Eric Ogbekene Emmanuel Onwubiko and Dr. Ike Charles Okwobi , highlighted the need for a more efficient and equitable system for social welfare.

Senator Ned Nwoko (Delta North) advocated for a data-driven social security structure that would ensure sustainable support for unemployed and vulnerable citizens.

He reiterated the call for the replacement of the Humanitarian Affairs Ministry with the National Social Security Agency under the office of the President.

While explaining that the proposed legislation, which is already before the National Assembly, enjoys the support of colleagues across party lines, he said the agency, when established, shall provide well-structured, impactful, and sustainable social interventions to eligible unemployed Nigerians and the vulnerable.

Accompanied by his actress wife, Regina Daniels, the federal legislator said social security should not be considered an act of benevolence but a fundamental human right.

The proposed agency, he pointed out, would target and address the needs of the vulnerable population through a more efficient and sustainable system.

He lamented the Humanitarian Affairs Ministry has been embroiled in controversy, expressing regret that the vulnerable in society have been neglected by the government.

Nwoko noted while the Humanitarian Affairs Ministry carries out an ad-hoc approach in the Federal Government’s social safety nets programme, the new agency would provide a more sustainable and dignified solution to social welfare and align Nigeria with global best practices in social security management.

He explained that the scheme would help address insecurity and criminal activities arising from unemployment.

“The essence of the bill is to make it mandatory for the government to provide for these categories of people without discrimination.

“The amount could be anything from N50,000 to N100,000. I know some people will say, what about Minimum Wage? It is for those who are working. But if you are unemployed and at home, you don’t make money through any other means.

“But for this to work, we must have a national database that is verifiable, credible, and acceptable by all.

“I am passionate about this because the vulnerable people in Nigeria are neglected. They are treated like aliens,” he said.

The Delta North senator stated that the agency would be funded through contributions of 5 percent earnings by governments, businesses, and multinationals.

Some of the coalitions present include God Nation ( FBOs & Gospel Artistes); Media & Creativity for Social Consciousness Coalition; and Civil rights advocacy group, Human Rights Writers Association of Nigeria (HURIWA.). Other CSOs include Research and Training for Real Empowerment ltd/Gte (Restore Initiatives) and Evergreen Initiative. Ltd/Gte.

Eric Ogbekene, a software developer and data specialist, argued that data can help identify specific challenges faced by unemployed youth and other vulnerable groups, enabling the design of targeted interventions and opportunities. He envisioned a system where data acts as a strategic investment, ensuring resources reach those who need them most.

The other resource person, Dr. Okuobi, spoke to the advantages of building systems that represent technology solutions, bringing governments into compliance. Ms Boma Briggs, who joined from Houston United States via zoom, spoke to how unemployment benefits help people, leverage on the relief it provides to lift themselves out of dependency

She emphasised that it was erroneous to believe it encouraged laziness. Other participants acknowledged the importance of transparency and accountability in building trust in government. By leveraging technology and data, they believe Nigeria can create a sustainable system that provides equal access to resources for all citizens.

The meeting urged stakeholders to embrace this innovative approach and support Senator Nwoko’s proposal.

With its emphasis on data-driven solutions, this initiative could mark a significant shift towards a more effective and equitable social welfare system in Nigeria.

  • Nwoko to present monthly rent payment Bill at Senate

Nwoko to present monthly rent payment Bill at Senate

The senator representing Delta North, Ned Nwoko, has initiated a Bill, titled: One-Month Rent Limitation and Landlord Registry Act, to make it easy for tenants to pay their rents monthly instead of the current one-year, two or three-year practice, if passed into law.

The senator said the proposed law would foster a cordial relationship between the landlord and the tenant.

Nwoko is expected to present the proposed Bill before his colleagues when the Senate resumes plenary on January 30.

Commenting on the essence of the proposed Bill while addressing reporters yesterday in Abuja, Nwoko said: “There is the need for us to understand the issues at stake here. Rent control is for both the rich and the poor. There are houses/flats of different classifications all over the country.

“The issue here is that it is unfair on tenants to be asked to look for such huge amounts for advance payment of rents of one year or two years.

“It is not done in any civilised nation. Where does the money come from? (Would it come from begging, lying, stealing, killing, deceiving, etc?) What is needed is a rent control body to effectively monitor and implement the law in every local government and in every state.

“Every tenancy agreement must be in a written form and a copy must be filed by the landlord and the tenant at the rent control agency.

“This must be done two weeks before the commencement of the tenancy; otherwise, there will be a fine of 10 per cent of the total rent sum.

“The low cost housing has nothing to do with rent control. They are houses built by any of the tiers of government for the low income earners or for the vulnerable in the society, including the disabled, among others. They are not houses where a rent is paid. They are simply built for the masses in the categories mentioned earlier.

“It is almost impossible for any government to build enough low cost houses for those in need unless they partner some housing associations or some other voluntary agencies.

“But the best way forward is for people to earn well and the banks to give mortgages at an affordable rate of no more than three per ent.”

“This way, people will become house owners over a period of time. These are long-term plans and solutions.”

  • Why Nigerians should be allowed to carry guns – Ned Nwoko

Why Nigerians should be allowed to carry guns – Ned Nwoko

Delta North senatorial district lawmaker, Ned Nwoko, has explained why a bill that allows civilians to own and carry firearms should be legislated.

He said that the initiative was crucial in light of the security issues, especially in light of the recent Plateau killings on December 24, which resulted in the deaths of at least 100 people.

He said: “An amendment bill allowing civilian firearm ownership must be introduced in the Senate.

“My bill on self-defense and firearms ownership regulation, currently listed in the Senate awaiting its first reading, deals with this pressing issue.

“I am pleased that the topic has gained national significance, sparking diverse opinions and discussions that predominantly fall into two camps – one in opposition and the other in support.”

He also said: “It’s evident that the existing security measures have not been sufficient in safeguarding our communities.

“Allowing law-abiding citizens to possess firearms could potentially provide a sense of security and a means to protect themselves and their families from immediate threats.”

The Delta politician pointed out that many streams of control must be used to maintain control in order to prevent sabotage and misuse.

He said: “However, it is crucial to emphasise that the initiative to permit firearm ownership is accompanied by stringent regulations and comprehensive training.

“This approach ensures that firearms are in the hands of responsible individuals who understand the gravity of such ownership and are equipped to handle these weapons safely.

“The illegal smuggling of arms is a significant concern due to the prohibition on bearing arms. Introducing licensed dealerships for firearms could potentially address this issue by creating a regulated avenue for legal firearm acquisition.”

He added: “This move not only seeks to curtail illegal arms trafficking but also provides an opportunity for generating income through licensing fees and taxes imposed on these dealerships.

“The revenue generated from licensing fees and taxes on firearm dealerships could be allocated towards bolstering law enforcement agencies, improving security infrastructure, and implementing initiatives aimed at addressing the root causes of insecurity.”

According to Nwoko, in order to be eligible to own a firearm, a person must first obtain references from four doctors attesting to their mental health, the approval of the local government chairman for community validation, a traditional leader (like the king) who serves as a guarantor role, stressing cultural trust, and confirmation from the Divisional Police Officer confirming the absence of criminal activity.

He stated: “These requirements aim to ensure a comprehensive vetting process, emphasising mental fitness, community support, cultural ties, and a clean record for responsible firearm ownership.

“Proposed firearms for civilian ownership include single and double-barrel shotguns, pistols with a maximum capacity of six rounds, pump-action shotguns, and any other types suggested by the Ministry of Defence.

“This selection offers diverse options suitable for self-defense while emphasising control, regulation, and expert recommendations to ensure responsible ownership and mitigate potential risks associated with firearm possession.

“Nonetheless, this approach necessitates a meticulous regulatory framework and oversight to prevent any adverse consequences and prioritize public safety above all else.”

Ned Nwoko expresses worry over kidnap of aide, 18 others in Abuja

Senator Ned Nwoko on Wednesday, November 22, decried the continued incarceration of his Senior Legislative Aide (SLA) recently kidnapped along with 18 others in the Galadinmawa area of Abuja.

Nwoko, who represents Delta North, according to a statement from his media office, said the situation has become extremely dicey following reports that 12 out of the 19 victims have been allegedly murdered by their abductors.

The statement reads: “It is with profound concern and heavy hearts that we address the recent kidnapping incident in Galadimawa, Abuja, involving multiple individuals, including the Senator’s esteemed Senior Legislative Aide, Barrister Chris Agidy.

“Approximately two weeks ago, a distressing incident unfolded where 19 individuals were forcefully taken from their homes in the Galadimawa area of Abuja. Upon receiving this distressing news, immediate measures were taken by Senator Ned Munir Nwoko whose SLA was unfortunately among them. He contacted the Commissioner of Police who swiftly activated the OC Anti-Kidnapping team to secure the release of those abducted.

“Regrettably, we have received distressing updates from reliable police sources confirming that out of the 19 individuals abducted, 12 have been killed while seven remain in the custody of the kidnappers. Efforts to ascertain the well-being and status of our staff, Barrister Chris, among the 7 individuals still held, are ongoing.

“From the onset, the Senator has maintained close coordination with the security operatives who have been diligently working on this matter. However, the challenges persist as contacting the kidnappers for negotiation has proven immensely difficult. Their lines remain inactive, hindering direct communication and negotiation efforts.

He further stated: “According to the security operatives, efforts are still focused on securing the remaining individuals held captive from the forested area approximately 100 km away, despite the daunting challenges faced in reaching the kidnappers.

“As we await further updates from the authorities, we remain resolute in our pursuit of a swift and safe resolution to this distressing situation.

“Our thoughts and prayers are with the affected families, especially Barrister Chris’s, with whom we are in close contact during this challenging period.”
