NiMet, IFAD sign MoU on food security

The Nigerian Meteorological Agency (NiMet), has signed a Memorandum of Understanding with the International Fund for Agricultural Development on Climate Change Adaptation and Agri-Business Support Programme (IFAD-CASP).

The pact is aimed at improving yields and reducing the risk of crop failure in seven northern states  that are vulnerable to the effects of climate change.

The states are; Katsina, Borno, Sokoto, Yobe, Kebbi, Zamfara and Jigawa.

The agreement would also reduce the losses incurred by farmers in the states over the years as a result of climate change and weather uncertainties.

Speaking on the agreement, the Director-General of NiMet, Professor Sani Mashi, said NiMet would assist the states in the  prediction of rainfall establishment, rainfall variability, dry spells and length of raining season for sustainable agriculture.

“Development of crop calendars in line with the value chain crops adopted by the selected communities and training of Extension Workers, Climate Change Officers and Community development associations in the analysis and interpretation of the Seasonal Rainfall Prediction (SRP) in selected CASP States.”

The Nigerian Meteorological Agency, NiMet, has signed a Memorandum of Understanding with the International Fund for Agricultural Development  ( IFAD ) on Climate Change Adaptation and Agri-Business Support Programme, IFAD-CASP.

A statement by Mr Muntari Ibrahim, General Manager, Public Relations Unit, on Monday in Abuja, said the MoU had a renewable life span of four years.

The statement noted that Prof. Sani Mashi, Director-General, NiMet, said the MoU was aimed at improving yields, mitigating the vagaries associated with climate change, and reducing the risk of crop failure.

“The key components of the MoU include prediction of rainfall establishment, rainfall variability, dry spells and length of raining season for sustainable agriculture

“Another component, is the installation of NiMet applications to CASP smart phones for real-time climate and weather information in the designated programme areas,’’ the statement said.

Mashi added that the MoU would also cover the development of crop calendars in line with the value chain crops adopted by the selected communities.

“It also included training of Extension Workers, Climate Change Officers and Community development associations in the analysis and interpretation of the Seasonal Rainfall Prediction (SRP) in selected CASP states.

“The programmes of IFAD are in tandem with NiMet’s core mandate, which are geared toward poverty reduction, increase in food security and accelerated economic growth on a sustainable basis,” Mashi said.

Mashi said that the collaboration was designed to improve crop yields and farming systems through adaptation to climate change in core northern savannah states adjudged to be most vulnerable to the effects of climate change.

He listed the states as Katsina, Borno, Sokoto, Yobe, Kebbi, Zamfara and Jigawa.

“These states are to benefit from the IFAD/NiMet symbiotic relationship, which will reduce the losses incurred by farmers in the states over the years as a result of climate change and weather uncertainties.”

The National Programme Coordinator, CASP, Muhammad Idah, said the synergy between the two organisations across the aforementioned Northern states would be downscaled to cover 104 local government areas and 727 villages.

Idah said the synergy would enable the agencies to provide climate change adaptation and resilience information to the farmers to manage and coordinate their farming practice.

The programme, according to him, was aimed at promoting climate smart agricultural production.

He commended NiMet for the recent training of CASP field climate change officers and extension agents.

According to him, the officers can confidently predict rainfall through the help of the rain gauges presented to them by NiMet.

“An action plan is to be developed to periodically assess the level of impact of the collaboration on farmers of the targeted seven Northern states,” he said.

Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees (AUPCTRE) has condemned recent appointment at the Nigeria Metrological Agency (NIMET), saying they undermine professionalism in the agency.

The union is demanding a reversal of the appointments made by the Minister of State, Aviation, saying it will not fold its hands and watch strange individuals be impose on the agency.

In a statement signed by the General Secretary, Yusuf Lekke Zambuk, the union said failure of the government to reverse the appointments may result in a breakdown of the existing industrial harmony in the agency.

He said the appointment of non- career professionals into key technical and scientific directorate positions in the agency is bound to hinder productivity, professionalism and also demoralise eligible career professionals for their rightful positions within the agency.

The union, however, calls on the Federal Government as a matter of urgency, to reverse the appointment.

Nigeria Aviation sector, pacesetter in Africa

Prof. Sani Marshi, Director-General, Nigeria Metrological Service (NiMet), has said that the achievements recorded in the aviation sector has made it a pacesetter to other African countries.

Marshi made this known on Tuesday in Abuja while presenting the International Standards Organisation (ISO) 2015 certifications for its compliance with international best practices to the Minister of State for Aviation,

According to Marshi, Nigeria has recorded a giant stride to be the first African country to have met the requirements of the International Civil Aviation Authority (ICAA) and the World Metrological Organisation (WMO) for quality management system.

He said that at the just concluded Ministerial conference of ministers in charge of handling matters related to metrology at the AU headquarters in Addis Ababa, Nigeria was given a loud ovation after presenting its situation reports.

He said that Nigeria can be proud to now show other countries in the continent the way.

Marshi said that Metrological services are very important ingredients of the aviation sector because no matter how certified an airport or aircraft is, once there are no favorable weather, flight operations cannot take place.

“In line with that, we in the ministry of aviation have given the Met. services sector that urgent necessary importance it deserves.

“ The two bodies that are regulating the activities of Met agencies in the world, the ICAA and the WMO made it clear that any Met agency in the world that is supposed to be offering services must be certified by the International Standard organisation.

“We set the ball in motion, did all we are supposed to do, put all the necessary infrastructure, met all our requirements and then we invited the auditors from the ICAA and WMO.

“They came to Nigeria and they looked at what we had and as a result of this, they have issued the certificate to us.

“By this, it means we are now certified by the two bodies to be offering best services in the aviation sector,” Marshi said.

Receiving the certificate, Minister of State for Aviation, Hadi Sirika commended the NiMet DG and other Chief Executives in the Aviation sector for moving the sector forward.

He said that the International Certification of NiMet as well ad the Murtala Mohammed Airport in Lagos are inline with President Muhammadu Buhari’s mission of securing the country and boosting economic development.

Sirika said that NiMet’s certification was a huge one as the only agency to achieve the 9001 certificate in Africa p, which is a pride to Nigeria.

He explained that both certifications would increase the value of the nation’s airports and boost economic activities.

“Our mission and vision inline with Mr President is to ensure that our institutions are working very well, strong, efficient and dynamic and to make them better for tomorrow

“Once that is achieved, it means we are managing the country well. Strong institutions will definitely beget a strong nation.
