BREAKING: Tinubu meets Obasa, Meranda other Lagos Assembly members at Villa

Members of the Lagos State House of Assembly have arrived the State House, Abuja, to meet with President Bola Ahmed Tinubu.

As at the time of filing this report, the legislators, who arrived in two coaster buses had been allowed into the President’s office area to wait for the meeting.

Both the reinstated Speaker of the Assembly, Hon Mudashiru Obasa, and the ousted one, Hon Mojisola Miranda, were also sighted in the team.

While Meranda arrived with her colleagues at some minutes past 2pm, Obasa arrived separately at about 2:50pm.

The meeting may not be unconnected with the recent leadership crisis in the State House of Assembly.

It would be recalled that Hon. Obasa was impeached as Speaker by a majority of his colleagues, but he was latter reinstated after the intervention of the political leaders especially the Governor’s Advisory Council, (GAC)

Despite the Speaker’s reinstatement, it was gathered that the bad blood as a result of his impeachment is yet to be over.

  • Obasa’s wrongful removal suit hearing adjourned to March 10

Obasa’s wrongful removal suit hearing adjourned to March 10

A Lagos High Court sitting in Ikeja Court on Friday extended until March 10 hearing in the suit filed by the reinstated Speaker of the Lagos State House of Assembly, Mudashiru Obasa.

Obasa had filed the suit to challenge the allegations that led to his initial removal as speaker, which included fraud, high-handedness, abuse of office, and gross misconduct.

The respondents in the suit are members of the State House of Assembly and former speaker, Mojisola Meranda.

When the case was called on Friday, Justice Yetunde  Pinheiro, ordered all parties to file and serve their processes before the next adjourned date.

The judge adjourned the case to March 10 for the hearing of all applications, including Obasa’s originating summon.

Obasa’s lead counsel, Afolabi Fasanu (SAN), told the court that though the embattled speaker had been reinstated, the suit had not become an academic exercise.

He argued that the claimant was not given a fair hearing.

Fasanu said the Speaker is now contending with the allegations in the notice of his removal.

Counsel to the 34 lawmakers, Romeo Ese-Michael,     said: “Even if the complainant withdraws his suit due to his re-election, our counterclaim still stands.

“The lawmakers want the court to declare that the speaker’s removal was constitutional and was in tandem with Section 92 of the 1999 Constitution, rather than the rules guiding the Lagos State House of Assembly”.

It will be recalled that Obasa was impeached on Jan. 13, following allegations of gross misconduct and abuse of office, and his deputy, Mojisola Meranda was elected as his successor.

However, on March 3, Obasa was reinstated as the speaker of the Lagos House of Assembly, following Meranda’s resignation.

Lagos APC debunks alleged report of Obasa’s resignation

The Lagos State chapter of the All Progressives Congress (APC) has refuted claims that Speaker Mudashiru Obasa will resign as part of the agreement to resolve the leadership crisis in the Lagos State House of Assembly.

APC spokesperson in Lagos, Seye Oladejo, dismissed the speculation, stating, “To the best of my knowledge, there was no time the arrangement for Obasa to resign came up in the terms of settlement of the crisis.”

However, he confirmed that Obasa is expected to withdraw the lawsuit he filed “in the interest of renewed peace and progress of the House and the party.”

On Tuesday, Obasa met behind closed doors with 39 lawmakers at the Assembly complex, including Deputy Speaker Mojisola Meranda, in a bid to ease tensions and foster reconciliation.

Obasa, who was re-elected as Speaker on Monday following Meranda’s resignation, was initially removed in January over allegations of poor leadership, abuse of power, and intimidation of colleagues.

He, however, rejected his removal, insisting due process was not followed and denying financial misappropriation allegations.

Efforts to resolve the crisis were led by the Governor’s Advisory Council, chaired by Pa Tajudeen Olusi, alongside APC chairman Pastor Cornelius Ojelabi, Lagos Attorney-General Lawal Pedro, and other party leaders.

The reinstatement of Mudashiru Obasa as Speaker of the 10th House of Assembly yesterday ended 49 days of leadership crisis that rocked the legislative arm in Lagos State.

Obasa, who was on January 13 sacked by 36 lawmakers in the 40-member House, returned to the Speaker’s seat following the resignation of former Speaker Mrs. Mojisola Lasbat Meranda, during the plenary.

Before the plenary, Obasa, who arrived at the Assembly complex at about 1:45pm, met with 35 of his colleagues, including Mrs. Meranda in the Chamber.

It was learnt that a meeting of stakeholders, including members of the Governance  Advisory Council (GAC), APC leaders and lawmakers  was held on Sunday at Lagos House, Marina.

Obasa’s meeting with his colleagues and another meeting with Mrs Meranda set the stage for plenary session presided over by Mrs Meranda where she resigned as Speaker.

Many of the lawmakers were gripped by emotions as Mrs Meranda read her resignation letters.

The Acting Clerk of the House, Babatunde Abuba/kar subsequently took over to preside over a session for the election of Mrs Meranda as Deputy Speaker and Obasa as Speaker.

Both of them were then sworn in.

First to be elected was Mrs Meranda.

Amuwo/Odofin Counstituency II representative Rauf Olawale moved the motion for Mrs. Meranda’s nomination as deputy speaker after she stepped down.

Abiodun Orekola from Somolu seconded the nomination, which was affirmed unanimously.

The former Majority Leader, Noheem Adams, moved a motion to nominate Obasa with Nureni Akinsanya seconding it. There was no other nomination.

Obasa promised to listen to his colleagues.  He thanked party leaders, including former governors Chief Bisi Akande (Osun) state and Aremo Olusegun Osoba (Ogun).

Obasa also acknowledged Assembly workers and the media for projecting the House well.

He described the transition as a sign of political maturity within the Assembly, adding that the legislature had its own mechanisms for resolving internal issues.

Obasa said: “Today is not the day for speech making but to appreciate our colleagues who have put a lot into this gathering today.

“I thank the party leaders present here today and special thanks to Bisi Akande, former Osun governor, Olusegun Osoba, former governor of Ogun.

“We have resolved and determined to serve and protect the interest of Lagosians. What is happening today shows that the House is mature and has internal mechanism to resolve issues.”

In an emotion-laden valedictory speech, Mrs. Meranda expressed appreciation to her colleagues for their support, dedication and commitment during her stint as the first female Speaker for 49 days.

According to her, she had to quit to protect the institution and because the “party’s decision is supreme”.

She said: “I resigned as speaker after careful consideration. I am a good student of political history and i must protect this institution. I have made history as the first female speaker of this assembly. I am grateful for your support.”

Mrs. Meranda ended her speech with a song of gratitude. She was applauded by members and some party members who witnessed the change of baton.

Others who resigned their positions are: Fatai Mojeed, resigned as Deputy Speaker and returned as Chief Whip; Sanni Okanlawon (Ifako -Ijaye) resigned as Deputy Chief Whip; David Setonji resigned as Chief Whip and returned as Deputy Chief Whip; Richard Kasunmu retained his position as Deputy Majority Leader while Adewale Temitope remained the Majority Leader.

Moving a motion under personal explanation to shower encomium on Mrs. Meranda, Aro Moshood (Ikorodu II) said: “Under your leadership this House had witnessed a renewed welfare of the lawmakers. I thank you for keeping to time during plenary session.”

Ladi Ajomale (Oshodi/Isolo II), who said the lawmakers were proud of her, noted that Mrs. Meranda’s short stay as speaker would remain indelible in the history of the House.

Femi Saheed (Kosofe II) said: “You have shown that this is the time to focus on the women gender. You have led us with openness, humility, and transparency. We are proud of your leadership. You have shown empathy to us and you carried us along in everything you did.”

Kehinde Joseph (Alimosho I) said: “Today makes 49 days you were elected Speaker of this House. Your leadership prowess was displayed during the short stay in office.

“Despite huge intimidation, you stood your ground and carried us along in your leadership. I am congratulating and celebrating you.”

Stephen Ogundipe (Oshodi/Isolo I) said:  “You are a visionary leader. We know your unwavering commitment to our party. Your leadership success to this House will always be remembered. You showed us love. I want to thank all lawmakers that God will continue to protect us and our family.”

Hon. Fatai Mojeed (Ibeju Lekki II) said: “You always consult before you take decision. Within the 49 days, you have been able to settle all debts and we appreciate your leadership.”

Abiodun Tobun (Epe I) said: “Lagosians and residents were behind you; members of staff were behind; so, you are a heroine of democracy. You are a winner. One with God, fears nobody. You are going places in Nigeria’s politics. You stood your ground and you are retreating when it is necessary.”

Temitope Adewale said: “In 49 days, you have restored confidence in me as a lawmaker. You have given me peace I never witnessed in one and half years. You restored the spirit of comradeship and friendship in us. I am happy to celebrate you as the first female Speaker in Lagos Assembly.

“Yesterday, we saw the strength in unity, friendship and we never betrayed ourselves. My dear colleagues, this is not the end. This is Tinubu’s House, don’t let us lose hope. We have shown the world the character we are. If Tinubu is in this House as lawmaker, he will do the same thing we did.”

Eti-Osa II lawmaker Yishawu said: “It is part of your record as first female Speaker. You have the quality of leadership awareness. Only powerful leader can foresee what may be coming against him. We are very proud of you.

“You did very well. We are politicians, the public may not know how we are wired. The party is supreme. We do not run against the course of our party. God Almighty will protect you and all that are in this chamber.”

At the Chamber yesterday were: Commissioner for Justice and Attorney-General of the State Lawal Pedro (SAN); APC Chairman Cornelius Ojelabi;  Publicity Secretary Seye Oladejo and other  party executive members.

    APC hails resolution of rift

The Lagos State chapter of the All Progressives Congress (APC) has described the resolution of the speakership crisis in the Assembly as a victory for democracy.

A statement by party spokesman Oluseye Oladejo hailed lawmakers and party faithful for resolving the feud amicably, a development he noted, left a sour grape in the mouth of the opposition.

The statement reads: “The crux of the disagreement which has been mainly to draw the attention of the general public and the party to intractable internal issues stretched the well tested and trusted internal conflict resolution mechanism of the party.

“As a truly democratic party, we refrained from needless interference in the affair of the legislature whose independence we hold in high esteem.

“However, the house deferred to the party when the conflict festered and defied all suggestions for settlement.

“We want to put it on record that the members of the house officially briefed the party about the ontoward development and requested for wise counsel from the party just a few days ago.

“It is noteworthy that 39 members of the Lagos State House of Assembly are APC members who won elections on our platform and are irrevocably committed to deliver on their mandate.”

“The party met with all the members and proffered practical solutions which were sacrificial , stabilizing and in the best interest of the state.

“You may wish to note that our role remained basically advisory and could only be binding if upheld in the hallowed chamber of the House of Assembly.

“We commend all the members for jettisoning personal interests in favor of our collective over all goals and aspirations.

“There’s no doubt that lessons have been learnt from the past incident and the house has been reunited and strengthened by renewed commitment and vigor to serve the state better.

“Overall, it is victory for democracy and underscored the sophistication of Lagos politics which is heads and shoulders above common standards.

“By this token, it’s clear that the opposition rejoiced too early over a storm in a tea cup and will hopefully put their propaganda machinery in check.”

GAC not involved in Obasa’s removal – Olusi

Chairman, Governance Advisory Council (GAC) in Lagos State, Prince Tajudeen Olusi, has said the council was not consulted before the removal of Hon Mudashiru Obasa as Lagos Speaker.

Olusi, speaking with newsmen in an interview at his residence on Friday, said that lawmakers neither consulted the party nor the council.

He said that the council should not be dragged into the leadership crisis that saw the removal of Obasa and replacement by the Deputy Speaker, Mrs Mojisola Meranda.

“Members of the GAC are not members of the Lagos State House of Assembly to allegedly be behind the removal of Obasa. It can’t be true.

“We read it also that morning. The lawmakers carried it out without consulting the party and those of us in the GAC. That is our position.

“We invited all of them and insisted that all of them are products of the party. They lodged their complaints and we listened to them.

“I blamed them for one thing and that is for not lodging the complaints earlier before the party.

“It is for the party to decide, they (lawmakers) have no absolute power to remove and install their leaders.

“Nobody can become a member of the House of Assembly unless sponsored by a political party and the sponsors are the inspectors,” Olusi said.

The APC apex leader said that the speakership crisis in the House remained a problem between Obasa and his colleagues in the House.

“The problem is the speaker (Obasa) and his colleagues which had led to his removal. It is a disputer among them,” he added.

He said no organ of government was totally independent of the other, adding that the party, GAC and another high powered committee set up was working tirelessly to resolve the dispute.

“Currently, there is a high powered committee of the party led by Chief Bisi Akande and members, including Aremo Olusegun Osoba, and former APC National Vice Chairman, South-west, Chief Pius Akinyelure and others,

“They are working and making efforts to resolve the matter. I know they are in consultation with the House of Assembly, Obasa and the other Speaker, Mrs Mojisola Lasbat Meranda.

“Those of us in the GAC and the Chairman of the Party, Pastor Cornelius Ojelabi are doing all within our power to assist the committee,” he added.

Speaking on dissenting views expressed by some members of the GAC, Olusi said that those who spoke expressed their individual views, which they were entitled to, not the GAC’s.

“One day, and very soon the matter will be settled. Dispute and differences are fact of life and dispute resolution and party mechanisms are also there.

“You leave us alone, as a party we are conscious of our responsibility and that of the House of Assembly; we are going to do all within our powers to resolve the dispute,

“The overall responsibility is on the party,” he added.

JUST IN: Obasa apologises to DSS, police over Assembly assault

The embattled Speaker of the Lagos State House of Assembly, Mudashiru Obasa, has issued an apology to the Department of State Services (DSS) and the Nigerian Police Force over the assault on their operatives at the Assembly on February 17.

In a statement released on Thursday, February 27, Obasa described the incident as “highly regrettable” and extended an official apology on behalf of the Assembly.

Obasa acknowledged the crucial role security agencies play in maintaining law and order, emphasizing that their presence was requested at the Assembly for additional support.

He expressed hope that the unfortunate event would not damage the longstanding relationship between the Assembly and security agencies.

Part of the statement read: “On behalf of the Lagos State House of Assembly, I hereby apologise to the security agencies, for the embarrassment caused them, and in particular the assault on security operatives of the DSS as widely circulated in videos.

“We value you and the work you are doing. You are the ones we call on in our time of need for the protection of lives and property in and around the assembly and Lagos state. It is clear that the assembly requested for additional support and your presence on this particular day.

“This is what we have always done in the past. It is regrettable that security operatives of the DSS had to be assaulted in the hallowed chambers of our State Assembly. I hereby apologise unreservedly on behalf of the entire Assembly.

“The Lagos Assembly and Security agents have always enjoyed a cordial and respectful relationship, and we have always called upon you when there is a need to maintain law and order. We hope that this incident will not damage the good relationship that we have built and enjoyed over the years.

“We plead on behalf of those who have been charged to court and look forward to an amicable settlement of this matter to foster our continued partnership for the peace of our dear state and at large.”

His apology came as he resumed his position as Speaker at the Assembly complex yesterday.

Meanwhile, three Assembly staff members accused of assaulting DSS operatives have been granted bail.

“I am back as Speaker of Lagos State House of Assembly,” Mudashiru Obasa declared yesterday after returning to the chamber, one and half months after he was removed by his colleagues.

He repudiated his removal by 36 of the 40 lawmakers, saying it was a nullity.

Obasa arrived at the Assembly complex with two lawmakers –  Ayinde Akinsanya (Mushin 1 Constituency) and Noheem Adams (Mushin Constituency 2) – accompanied by policemen and a handful of supporters.

Ironically, Mrs. Mojisola Lasbat Meranda, who was installed as Speaker following Obasa’s removal, had her police security detail withdrawn.

They were returned later, according to Commissioner of Police Jimoh Moshood.

Obasa said he presided over plenary and thereafter adjourned sine dine.

But some of the anti-Obasa lawmakers who shoved him aside on January 13 showed up at the Assembly complex, fuming over his action.

They urged the leadership of the All Progressives Congress (APC) in the state to intervene.

The aggrieved lawmakers, led by House Committee Chairman on Information, Strategy and Security, Stephen Ogundipe, addressed reporters at the Assembly complex in Alausa Ikeja and moved to State APC secretariat on Acme Road, Ogba, to lay their complaints before state chairman Cornelius Ojelabi.

They reiterated their rejection of Obasa as Speaker, warning against the consequences of his return.

The Publicity Secretary, Seye Oladejo, who confirmed their visit to the party office, said the situation was under control.

“The party has received complaints from the lawmakers. The party is stepping in. In one or two weeks, the party would have resolved everything,” he added.

Also, a highly respected party elder, who was part of the reconciliation committee set up by President Bola Ahmed Tinubu to resolve the conflict, said there was no cause for alarm.

“All the parties in the dispute just have to calm down for peace to reign. There is a need for patience,” he stressed.

The former secretary of Lagos APC and two-term House of Assembly member, Lanre Ogunyemi, recalled that initially, the party had frowned at the resort to removal without carrying the leadership along.

“The party leaders and elders are bothered by the indiscipline and neglect of channels for ventilation of grievances and crisis resolution. The Lagos APC has a tradition, methods and Protocol.”

Obasa, who was abroad when his colleagues removed him, told reporters on his return that his removal was unconstitutional and unacceptable.

He also filed a case in court seeking the nullification of his colleagues’ actions.

The Assembly crisis has also polarised the highest advisory organ, the Governance Advisory Council (GAC), the state chapter of the ruling party, the traditional institution and the state government.

No justification for my removal, says Obasa

Obasa, who spoke with reporters, maintained that the position of the Speaker is not vacant,  stressing that he was removed in error.

He said: “There is nothing like impeachment and I have said it openly. The impeachment or removal or whatever it is called is not undemocratic and unconstitutional.

“But to achieve that, you must follow the due process. I am not against being removed and if I do that, then, I am undemocratic.

“But all we are saying is that, let us go through the normal process to achieve that.”

Obasa added: “I do not have anything against anybody. All my colleagues have always been my brothers; loyal, and dedicated with a strong commitment to serving the people of Lagos and we will continue to do that together.

“For me, I have no reservation; nothing against anybody and no intention of victimisation.

“I do not have any case like removal in court. APC is a family party, everybody has his or her opinion. Obasa is the Speaker.”

Speaking during a television interview last night, Obasa explained that he presided over plenary and adjourned sine die.

He also said that his relationship with Governor Babajide Sanwo-Olu was cordial, adding that there is no crisis in the APC, which is one family.

Obasa maintained that there is no faction within the party and that the decision of the party is supreme.

He also claimed that Mrs. Meranda had resigned as Lagos State House of Assembly Speaker.

Obasa claimed that Meranda openly told leaders of the APC in Lagos at a meeting at Marina, Lagos Island about her resignation.

He was responding to a question about why Mrs. Meranda’s security detail was withdrawn while his own was restored.

“When my own security personnel were removed even when I was not around without my knowledge, without my consent, did I complain? Obasa asked.

He went on: “There was a meeting that took place in Marina where we had in attendance all the party leaders.

“Openly, Meranda herself made the statement that she had stepped down, she had resigned.

“So, when you resign from an office, the paraphernalia of the office would be taken away. What are you saying?”

    Lawmakers: on removal we stand

The lawmakers dismissed Obasa’s claims that his removal was unconstitutional and did not follow due process.

Ogundipe, who spoke on behalf of the lawmakers, said Obasa’s return was shocking.

He said: “We were approached by our leaders to remain calm and take things easy.

“We were shocked at what is happening today. They have to tell us where we went wrong.

“We will not take laws into our hands just as we have also urged the staff members that they should not take laws into their hands.

“We all belong to different constituencies and we have our mandate and whatever happens, the leadership should speak with us and not this charade that we are seeing.

“We are not happy and we are shocked to see what is happening, despite the fact that this is Lagos, the Centre of Excellence, where everything starts and stops.”

Ogundipe added: “We have been law-abiding and we have not gone out of our way against the state or anybody.

“We have shown every sense of responsibility to show that we have been elected and appealing to the leadership of our party that we cannot continue this way.

“We have been taken to court and it is for us to follow due process, but what we are seeing today is a charade.

“It is an embarrassment and totally uncalled for. For me, entering the gate of the House of Assembly was hell.

“I was stopped by security operatives, that I cannot enter the Assembly. It is an embarrassment and it must stop.

“We have said it clearly, we are not against the leadership decision but they need to call us and tell us to our face and not to be hearing rumours.

“They should call us and not embarrass us this way. We reject Obasa’s return in its totality.”

Meranda’s police details fully restored, says CP

CP Moshood dismissed claims that Meranda’s police escort withdrawal was politically motivated.

He said the operatives were recalled for personnel audit.

He made the clarification at a press briefing last night, where he reiterated there was an ongoing personnel and arms audit by the police across the country.

The withdrawal of security detail from Mrs. Meranda’s residence generated controversy as it coincided with the restatement of Obasa’s detail.

But the CP said Obasa wrote to the police alleging a threat to his life and requested armed protection.

He reemphasised that the police have maintained neutrality and stayed out of politics in the Assembly leadership issue, urging the public not to drag the service into political matters.

The CP said: “There is an ongoing Police Personnel Audit of our personnel attached to eminent personalities, individuals and groups, and their legal status.

“This is a statutory laid down procedure, which is not limited to Lagos State.

“The same practice is going on in various commands across the country without any issues.

“This is to ensure that the police personnel are accounted for, including their firearms and other crime-fighting equipment in their possession.

“We are doing this to ensure that they are on their duty post and that their firearms and equipment under their custody are not misused.

“This exercise will equally avail the command the opportunity to discover where police personnel are posted without approval, and those that are on illegal duties and unapproved duty posts, so that we can withdraw those on unapproved duty posts, illegal duty and invalid approvals, and redeploy them on duty to police posts, police stations, police divisions and area commands to provide security and safety for all residents and visitors.”

The police chief explained that with less than 18,000 police strength to secure more than 20 million people, there was a need for more personnel to be at police posts, stations, divisions and the command for the safety and adequate protection of life and property of all the people of the state.

He said: “The ongoing police personnel audit is done in the public interest and not with any consideration except for the safety of all in the state.

“As we speak, the audit of the police personnel attached to Hon. Mojisola Meranda has been completed and the armed police personnel attached to her from the State Police Command have been returned to her for her protection.

“It is pertinent to state that the ongoing police personnel audit has been on for several days now, and prominent personalities and individuals have been complying with the process. The exercise, once again, is not aimed or targeted at any individuals.

“For prominent personalities or business executives that have no valid approval, or having policemen that are with them under unapproved beats, they are implored to revalidate their approval for those with invalid approval, or apply afresh to the Inspector-General of Police for their request to be approved without any delay.”

    APC restoring discipline, says Ogunyemi

Ogunyemi described the storming of the  Assembly by Obasa as a reprisal against his illegal removal on January 13.

He said Obasa’s removal was an ambush against the party leadership in Lagos, adding that it was a clear affront to the Party Leader, President Tinubu, who was kept in the dark about the situation.

Ogunyemi added: “It is most worrisome, the extent to which discipline has declined in the party.

“The honourable members should remember that the party gave them the platform to contest before they were elected.

“To, therefore, turn their voices and backs against the party and the leadership is to be deviants.

“They certainly cannot be above discipline, directives and orders from the leadership.”
