    Otti gives five SUVs to judges

    Abia State Governor Alex Otti has given Sport Utility Vehicles (SUVs) to five judges of the High Court.

    Speaking at a brief ceremony held at the High Court Complex, Umuahia, Dr. Otti said whatever was necessary to ensure the judiciary was given its pride of place would receive priority of his administration.

    The governor, represented by the Chief of Staff, Pastor Caleb Ajagba, said he was committed to ensuring the dispensation of justice and the rule of law, adding that those who undertook the task should have conducive atmosphere to perform their duties.

    He noted that he had not hidden his respect for the judiciary and rule of law and praised the cordial relationship between the executive and the judicial arms of government.

    Receiving the papers and keys of the vehicles, the Chief Judge, Justice Lilian Abai, said Dr. Otti had shown that he was a judiciary-friendly governor since taking over the reins of power.

    She thanked the governor for providing the vehicles for the judges, saying she looked forward to a better working relationship with the executive.

    One of the beneficiaries, Justice Okezie Enyinnaya, thanked the governor for the gesture extended to him and his brother judges.

    Former First Lady Patience hails Governor Otti on performance

    Dame Patience Jonathan, the former First Lady of Nigeria, has expressed her confidence in Abia State Governor, Alex Otti, affirming that he has made a good start.

    During a courtesy visit to Governor Otti’s country home in Nvosi, Isialangwa South Local Government Area, Mrs. Jonathan congratulated the governor for cleaning up the state and eliminating the putrid stench that had plagued it before Otti’s assumption of office on May 29, 2023.

    According to a statement by Kazie Uko, the Chief Press Secretary to the governor, Mrs. Jonathan, who has maternal roots in Abia (originally from Rivers State) and is married to the former president, Goodluck Jonathan, from Bayelsa State, described Governor Otti as her brother and mentor.

    She said: “This is my home and I have come to visit my brother, my Governor in whom I’m well pleased. He’s my mentor. When I was in government, he supported me as a brother. I have come to share my experience with him and to tell him congratulations, well done.

    “Abia is our home. Any time, any day he calls me, I will be there for him. He is doing very, very well. He started well and I know he will end well.

    “You can see that there is no dirt again in Abia State. You can see all the road works going on. You can drive around and there is no dirt, no smell anywhere, and you can breathe fresh air. That’s why I’m here to tell him, congratulations.”

    Governor Otti thanked the former First Lady for visiting and sharing her experience in government with him.

    He said: “I want to thank her for this visit and for the very kind words. We have just started and the sky is not even our limit. I’m very happy that she found time to visit with me. My prayer is that God will continue to keep her, her family and her husband.”

    The House of Representatives member representing Ikwuano-Umuahia Federal Constituency, Hon Obi Aguocha, and some members of the Abia State Executive Council joined Governor Otti in welcoming Mrs. Jonathan.

    Is Otti matching promises with action in Abia?

    How has Abia State Governor Alex Otti been grappling with the challenges of governance? Assistant Editor Emmanuel BADEJO examines how he is fulfilling his campaign promises across the sectors.

    Governor Alex Otti, banker-turned politician, has raised the bar of governance in Abia State, by implementing developmental projects.
    In less than two weeks, Governor Alex Otti’s administration in Abia State will be four months. The governor’s coming to the political arena in ‘God’s Own State’, elicited wide ecstasy and acceptance across the state.   The 2023 governorship election was not the first time that Otti gave the race a shot.  He had begun the journey to the government house in 2015. So, many Abians were elated, because they saw a man that came prepared for the number job in the state.

    Abia pre-Otti’s administration

    Although Abia is an oil producing state, prior to the emergence of Otti, the state had been tamed with high levels of unemployment; poverty was visibly written all over the state.  Thus, many had described Abia as a failed economy.

        In one of his essays on Abia, Chidi Amuta, a former university don and publicist, had so decried the incompetence exhibited by past political leadership of the state, that he prescribed that the state should be auctioned to whosoever would want to buy and turn it around for profitability.

    Before the governorship election, Amuta, in his published article, ‘The moment to rescue Abia State has come,’ pointed out that “Abia is easily the most indebted state in the federation with a debt portfolio of over N189.9billion.”

    According to him, “To citizens of the state, a tradition of irresponsible and insensitive governance may have become all too familiar and normal. The records speak for themselves. From the administration of Mr. Orji Uzor Kalu to that of Theodore Orji and the immediate past Okezie Ikpeazu, the story of Abia has been one long night of deceit, unbridled corruption and epic incompetence.”

    The situation got so bad that to work in the state’s civil service is akin to slavery and to live in the state is tantamount to living in purgatory as there is absence of everything that makes life liveable. The unpleasant situation affected virtually all sectors of the state’s economy.

    Otti’s promises

    As soon as Otti got the ticket of the Labour Party (LP), he immediately set his campaign in motion. During his campaign before the election, Otti had told Abians that he would reverse the ugly scenario. He repeatedly promised that as a knowledgeable economist, he knew where and how to generate the much-needed funds for the socio-economic development of Abia.

    It was his mantra to recall that the state’s current debt profile of N150 billion rose from N35.5 billion in 2015, when Governor Okezie Ikpeazu came into the office, insisting that the debt burden has remained so till date.

    He also reminded Abians that the state’s five million people live in poverty, saying that 51 percent of the population is unemployed, because all sectors of the state’s economy, especially, infrastructure that facilitates businesses, and development and make life worth living, are decaying.

    He insisted that reversing the scenario called for emergence of a knowledgeable economist like him to take charge as governor, stressing that governorship election in Abia was critical to rescue the state from those that have held it down in the past years.

     “I know how and where to get the money to run the state, and invest same wisely and profitably, pay regular salaries, as well as pensions. I shall turn the security vote into an investment fund from which I would give loans to genuine entrepreneurs,” he said.

     How he began

     Few months into his government, how far has Otti gone to deliver on his campaign promises?  Indeed, Abias and political watchers have described as unprecedented, the gradual and steady positive changes that are taking place in the state.

     The Governor, in a haste to put the state on the path of recovery, declared a state of emergency in all the critical sectors of the state economy. He introduced a new dynamic to leadership while laying a solid foundation to recover the state from the mess it was plunged into over the years.

    Otti had in his inaugural address declared a state of emergency on the clearing of heaps of waste that littered the streets of Umuahia, the state capital and Aba, the commercial city. To achieve this, the governor immediately set up a Taskforce for the emergency cleanup of both cities.

    The Taskforce had made a lot of progress in evacuating tons of refuse that had hitherto taken over many streets in the state. While men slept, the task force team headed by Mr. Ogbonnia Okereke, were working. The two cities are today cleaner and more conducive for people.

    The governor also declared a state of emergency on education, health and security and earmarked appropriate funding to match the commitment. He knows that the present and future of Abia depend on the quality and scope of education provided by the state. Given this, 17 schools across the 17 LGAs of the state have been marked for reconstruction and renovation.

    “Education for us is the future and it is our goal to see that every child gets the opportunity to be taught and mentored to take advantage of the opportunities that abound in the 21st century economy which favours mostly the skilled and properly educated.

     “We will intentionally prepare our children to be skilled participants in the global village, where science, technology, engineering, and mathematics are used as productive tools for work and play”, he assured.

        Health

    Otti took over the reign of government, when health workers were on strike. Before declaring a state of emergency in the health sector, the governor appealed to the striking doctors to call off their strike and gave them his word that it would be an anathema for any health worker in the state to be refused their legitimate entitlements under his watch.

    The government commenced free medical services across selected general hospitals in the state last July and this, according to the governor, would continue until the end of the year. This exercise covers free medical checks and examinations, provision of drugs and medicated glasses for eye patients at no cost, subsidized surgery and a variety of other medical services as part of efforts to give the population, especially the indigent, an opportunity to access quality care for themselves and their families.

    Since the exercise commenced, thousands of people across all demographics, pregnant women, nursing mothers, newborn babies, infants under the age of five and several other groups with varying medical conditions have all benefited and thousands more will still be reached in the weeks and months ahead.

    Security

    Following the declaration of emergence in the sector, Otti flouted “Operation Crush” to redefine security architecture in the state. Among others, it is on record that the prolonged cases of kidnapping at Lokponta in Umunneochi LGA, have been contained. Operation Crush is a joint task force comprising various security formations to swiftly address threats and make Abia unsafe for criminals and their cohorts. “I made it a priority to work with major stakeholders across frontiers to set up a robust system for tracking and smoking out criminals from their hideouts. By committing significant resources to set up the taskforce, we are boldly telling residents and investors in the state that we are determined and ready to keep them safe”, the governor stated.

       Road infrastructure

     Many important roads in the state were in terrible shape before Otti’s administration came on board. Hence, the governor had said he was entering into a social contract with Abians to revamp and make these roads accessible. To ensure quick delivery, the governor had engaged reputable construction companies, such as Craneburg, FCC, and MCC to handle the road projects. It is common knowledge that the governor has delivered Emelogu Road in Aba, ABSUTH Road Junction, Shalom Road Aba and Obehie Road. Work has commenced, and at different levels of completion, on over ten roads across the state including the abandoned Umuimo Road, Owerri Road, and College Road, among others.

    Few days ago, the Governor commissioned three new roads in Aba, promising that his administration will continue to open up the state’s commercial nerve centre for private investors across the world.

     Speaking during the inauguration of Cemetery Market Road Phase 1 in Aba, Otti said his plan for Aba is very clear, adding his administration is making the best decisions and investing money where it will have a multiplier effect on the economic and social life of residents.

    Speaking on behalf of the contractors, Engr. Ifeanyi Okorie of Rock Result Group said these road contracts awarded in early July have brought huge relief to commuters on this axis, assuring that the newly constructed road would last for the next 50 years.

     The Commissioner for Works, Engr. Don Oti, urged beneficiaries of the roads to reciprocate the government’s gesture by taking responsibility for keeping the roads free from refuse and drainage blockages, adding that giving adequate attention to road infrastructure is paramount to the administration.

    The governor was received by a crowd made up of traders, traditional rulers, leaders of the transport unions and party faithful in the state.

     Impressed with road projects that were delivered within the first three month of his government, the Minister of Works, David Umuahi, commended Otti for improved development in the state in just a few months that he has been in office.

    Umahi, who was in Abia recently to inspect ongoing federal projects in the state, said Abia residents and indeed the South-East are blessed to have Governor Otti as his handwork is already showing.

    “Let me thank you for a lot of improvement that you have done in the state just few months now. We have been seeing what you’ve been doing because you’ve been around, you understand the pains of your people.

    “And so I commend you and also congratulate Abia people because they are going to see quite progress,” Umahi said during a courtesy visit to Governor Otti, while assuring that Otti will make Abia and the South-East proud.

    Umahi, who named many of the roads that have been scheduled to be worked upon, solicited Otti’s cooperation in delivering the projects.

    Governor Otti thanked the Minister for visiting Abia and expressed his government’s readiness to partner with the Federal Government to fix the federal roads in the state.

    He decried the stress people go through to get to Aba from Port Harcourt and vice versa, saying that a journey of 30 minutes now takes people not less than three hours to complete.

    According to the Governor, this has dealt a deadly blow to the markets in Aba. He informed the Minister that he had already engaged a construction company, CCECC, to do some palliative works on the road and get one of the lanes working.

    The Governor told the works minister that he would also like to engage with him on the Umuahia-Bende-Abriba-Ohafia, all the way to Arochukwu, Federal road, which was first awarded by the Petroleum Trust Fund (PTF) when former President Muhammadu Buhari was the Chairman of PTF, under General Sani Abacha, and was abandoned and later re-awarded in 2011 by erstwhile President Goodluck Jonathan and also abandoned.

    “If I’m able to find money, I would like to do the road and whenever he is able to, he will reimburse us. We believe that we should support the Federal Government in delivering dividends of democracy to our people,” Governor Otti remarked.

    Umahi was joined in the visit by Senator Onyekachi Nweobonyi, Deputy Chairman Senate Committee on Public Accounts and Engr. B. U. Obioha, South-East Director Federal Highway, among others.

      Ease of doing business

     Governor Otti recently gave his nod for the state to enter into discussion with a Hungarian company, Ortoprofil, to set up a manufacturing plant in the state. Chief Press Secretary to the Governor, Kazie Uko, in a statement made this known recently.

    According to him, this was the outcome of a meeting between senior officials of the Abia State Government, led by the Governor and top officials of the Hungarian Government, led by Mr. Gabor Kruss, Deputy Ambassador Embassy of Hungary, Nigeria, at the weekend.

    Uko said Ortoprofil, a Hungarian medical Service Provider with its own affiliate manufacturing custom-made, high quality limb prostheses expressed interest to collaborate and partner with the Abia State Government, ranging from energy, health, education, agriculture, sports, provision of portable drinking water among others.

    The CPS added that after presentations by Ambassador Kruss and Judith Beres, Economic Counselor Embassy of Hungary, Nigeria, the Abia Government team, which included commissioners for Trade, Commerce and Industry, Dr. Chimezie Ukaegbu; Education, Prof Uche Eme-Uche; and Health, Dr. Ngozi Okoronkwo, deliberated on the different options after which decision was made to go with Ortoprofil.

    “The first time we met, we talked about cooperation in the area of healthcare development. I know that you spent over a million dollars retrofitting St. Charles Hospital in Anambra. We will be very interested in that kind of cooperation.

     “The Ortoprofil manufacturing plant has been approved. The details will be worked out. I will direct the Commissioner for Trade, Commerce and Industry to liaise with the Commissioner for Lands, so that we can provide the half hectare of land for them anywhere they choose,” Governor Otti was quoted as saying, while voicing his seal of approval.  He continued, “That would be some form of partnership. We would provide the land without asking for payment for it; that will be our contribution. From what is stated here, they have 1.5 million dollars to invest. I’m actually looking at a company that will produce prosthetics for upper and lower limbs. I believe they can also produce a whole lot of things including shoes or raw materials.

        “For us there are two important things, the production that is happening here and creation of jobs for our people. The production increases our GDP and hopefully our Internally Generated Revenue.”

        Governor Otti said the government would also be looking at opportunities in the area of education.

        According to him, “The area of scholarship is also something we want to take advantage of. We have a lot of our young people with various initiatives, they are inventors and very innovative in thinking even if they didn’t go to proper school. We will encourage them to go to school. They are better inventors when they go to school.”

    Abia State Governor Alex Otti has called on current and future leaders to emulate the leadership qualities of the former governor of old Imo State, the late Sam Mbakwe,

    Governor Otti spoke when he visited the widow of the late governor, Mrs. Victoria Mbakwe, at their hometown, Avutu-Obowu in Imo State.

    He described Mbakwe as a great and visionary leader, whose achievements in the old Imo State were unequalled.

    Otti advocated the leadership style of the late Mbakwe, which saw him visiting many areas and sites, saying it was for the same reason that he was always out to see things for himself.

    He said some of the roads Mbakwe built in Aba and other parts of the state “are still in good condition till today.”

    He thanked God for keeping Mrs. Mbakwe active and in good health and prayed that she remains alive to offer advice to the younger generation.

    The governor, who said he thought it wise to visit the 87-year-old widow of the visionary leader, presented her with gifts, including food items, from his wife, Mrs. Priscilla Otti.

    Mrs. Mbakwe thanked Governor Otti for his visit, which she said was very important, noting that he was the first governor since the death of her husband that came to visit her live, as others had been visiting by proxy.

    She praised the governor for what he was doing in Abia State, an indication that that he would work like her husband.

    He advised the governor to go round the state and see things for himself, like her late husband always did.

    Mrs. Mbakwe implored ‘Abians’ to always support and pray for Governor Otti to succeed.

    The first son of late the Mbakwe, Alex, had earlier received the governor and his delegation on arrival and conducted them round the compound, including the mausoleum of the late Mbakwe.

    Abia state governor, Alex Otti has paid a condolence visit to the family of the beheaded Labour Party chieftain, Maduka Zachery at Umuchioke-Ezieke, Akpukpa, Uturu in Isuikwuato Local Government Area of the State.

    Speaking at the family’s residence during the visit, Governor Otti regretted the unfortunate incident and urged the bereaved family to take heart. 

    He described the deceased as a committed party man, stating that the loss was not just that of the immediate family, but to the party and entire state.

    Governor Otti assured that all those involved in the killing of the deceased must be brought to book.

    He went ahead direct heads of security agents in the State to fish out the culprits.

    Otti, who noted that it was not easy to endure such a tragic death, however noted that no one can reverse what has happened and prayed God to console the immediate family, the Labour Party family and the people of the State.

    The governor, who signed the condollence register on arrival was accompanied on the visit by the Commissioner for Information and Culture, Prince Okey Kanu and his Justice counterpart, Barr. Ikechukwu Uwanna,the Second Deputy Chairman of Abia State Council of Traditional Rulers, Eze Nelson Nmerengwa among other top government officials.

    The Nation had reported that unknown assailants who killed and beheaded the Labour Party chieftain were yet to be known as reasons for their actions were yet unknown. This is even as many had given his death political colouration.

    The governor of Abia State, Dr. Alex Otti has restated the commitment of his administration to rebuild Aba, the famous Enyimba City, and restore its glory as a leading commercial city in West Africa. 

     Otti who stated this at the commissioning of three reconstructed roads; Shalom, Cemetery, and Emelogu respectively in Aba, on Saturday said that under his watch as the governor of the state, Aba would be rebuilt with world-class infrastructure and social investment tools to support the city’s long-standing tradition of commerce and enterprise.

    “We are not here to merely excite you and make highfalutin promises that would yield nothing at the end of the day.

    “No. Ours is a proactive administration and from the modest but noteworthy achievements of the last hundred days, you will agree that we have a clear vision of what we seek to achieve.

    “Our plan for Aba is very clear: make the right decisions, invest money where they would have optimal multiplier effect on the economic and social life of the residents and open the city up for private investors from across the world to move in and take advantage of the enormous human and material resources that this town has been blessed with.

    “We are investing heavily in road projects because it has been proven that roads are great economic enablers and a direct message to economic actors that a path to harnessing the opportunities that lie within the territory has been created.

    “This is exactly what we are doing with the three roads being commissioned today namely, Shallom, Cemetery and Emelogu Roads. We are here to commission these roads not necessarily to show that we are working because most residents of Aba can attest that indeed, a new thing is happening.

    “We have come because the world needs to know that Aba is back; as a favourite investment destination, a thriving commercial hub and a goldmine of opportunities. We are here, not to pat ourselves on the back but to let the message out that any serious investor who is not already setting up shops in Aba may find himself playing second fiddle in no time.”

    The governor who went further to inform the residents of Aba and business owners along Enugu-Aba-Port Harcourt road that it has secured the approval of the federal government to commence work on the Abia portion of the expressway said “It would also be important to inform you that we have extracted a strong commitment from Abuja that work would soon commence on the Aba-Port Harcourt Expressway.

    “We thank the Federal Government for appreciating the enormous importance of that stretch of road not just to businesses in Aba but also to those in Rivers and other neighbouring states.

    “While we are moving fast to fix the roads, because, our vision and programmes are far more robust and all-encompassing.

    “We have a plan to build transport hubs, family-friendly recreational facilities and ICT-Innovation parks in different parts of Aba and across the state.

    “Additionally, we are speaking with investors who are keen on partnering with existing shareholders to deliver a world-class hotel and conference centre at the site of the present Enyimba Hotels.

    “We are working to get the commercial and legal frameworks ready before the end of the year and when that is done, Aba would become, not just a city that is renowned for trade and commerce, but a favourite destination for global business and social events.

    “Our desire is to build the best of everything in Aba; the best roads, best of modern markets, best hospital facilities and of course, the best hotels and conference centres.

    “The goal is to turn Aba into a modern ecosystem that can attract and retain the best brains in businesses, ICT, arts and entertainment and just about every other worthwhile human endeavour.

    “Our plan for Aba is holistic and all we shall require is your consistent support to achieve that lofty agenda. Pay your taxes as at when due, do not dump refuse indiscriminately and cooperate with security agents to stamp out crime from the city.

    The Anglican Church Nigeria has warned Abia state governor, Alex Otti against the massive layoff of civil servants in the state.

    The Church stated that the layoff of civil servants in the state has worsened hardship in the society and fueled unemployment and social vices in the state.

    Advising the governor to implement his campaign promises and revisit the layoff of workers; the church, however, explained that it does not support the last-minute mass employment made by the outgone administration in the state.

    The was contained in a communiqué issued after the 3rd session of its 17th synod in Aba, signed by the Bishop of Aba Diocese, Anglican Communion, Rt. Reverend Christian Ugwuzo and the clerical synod secretary, Venerable Innocent Ogbonna.

    The church urged the state government to explore opportunities for development in areas like building modular refineries in oil-producing areas of the state, establishing air and sea ports, promoting tourism and local industrialization in order to boost the economy, create employment opportunities, and generally improve the lives of residents.

    The Synod constituted by 12 Bishops, 147 clergymen, and 203 members of the house of laity who also participated in the activities marking the golden jubilee anniversary of the Diocese, decried the abrupt removal of the petroleum subsidy without adequate preparation to cushion its devastating effects on the economy and the lives of the citizens.

    The communiqué read: “The Synod frowns at the massive lay-off of civil servants within the state which worsens the hardship in the society and fuels all vices associated with unemployment.

    “While not applauding the last-minute mass employment by outgoing administrations, the Synod however urges the government to revisit this decision. The synod frowns at the abrupt removal of the petroleum subsidy without adequate preparation to cushion its devastating effects on the economy and the lives of the citizens.

    “The Synod urges the present government in Abia State to explore opportunities for development in such areas as building modular refineries in oil-producing areas of the state, establishing air and sea ports, promoting tourism and local industrialization in order to boost the economy, create employment opportunities and generally improve the lives of Abians and other residents.”

    The church also lamented that the bad state of most roads in Aba has adversely affected businesses, increased hardship, health hazards as well and insecurity in the city and urged the federal and state governments to declare a state of emergency on roads in Aba.

    It also stated: “Given the station of Aba as an outstanding commercial nerve centre in the South East, the protracted dilapidation of most roads in the city strangulates business life, increases hardship in the land, stalls development, exposes the citizens to untold health hazards and scares away industrialists thus occasioning unemployment, armed robbery and all manner of insecurity in the town and its environs.

    “The Synod therefore calls on all tiers of government to urgently declare a state of emergency on the road network in Abia, especially Port Harcourt, Ohanku, Obohia, and other roads in Aba and its environs.

    “The Synod unequivocally condemns the government’s ever-increasing trajectory of borrowing and the high debt profile which portends great economic danger for the present and upcoming generations in Nigeria.

    “The Synod bewails the incessant industrial actions in our tertiary Institutions, hike in tuition, and procurement of other academic materials including accommodation and therefore calls for an urgent intervention of the Federal government in the educational sector.”

    It further condemned the increasing use of illicit drugs in society and the attendant danger it portends to future generations and calls on all and sundry to join the crusade against all forms of substance abuse.

    The synod urged Nigerians not to be disillusioned by the outcome of the 2023 general elections but to have faith in God and live a Christ-centred life.

    Otti orders restoration of power supply to govt offices

    Abia State Governor Alex Otti has directed restoration of power supply to government offices and facilities. 

    Commissioner for Health, Dr. Ngozi Okoronkwo, said 4,700 pensioners have been enrolled to receive free medical treatment in primary and secondary health care facilities across the 17 local governments under the health insurance scheme.

    She said those so far enrolled were pensioners, who, prior to retirement from the civil service, were not above the level of deputy director.

    Governor Otti, who was briefed by the commissioner on the activities of her ministry in the past week, decried a situation where government offices and facilities were left without electricity. 

    “If there are bills to be paid, we’ll pay them and get the facilities reconnected. We cannot afford to have government offices and facilities without electricity,” he said.

    Okoronkwo was speaking about the efforts her ministry had made in revamping some health facilities in the state, especially general hospitals at Amachara, Okpuala Ngwa, Umunnato and a cottage hospital in Aba.
