  • Council workers hold rally to lobby Oyo Assembly for autonomy

    Over 1,000 local government workers, under the aegis of Oyo State chapter of the National Union of Local Government Employees (NULGE), embarked on a solidarity rally to lobby the House of Assembly for a “Yes” vote for the proposed debate on local government autonomy.

    The workers, who were undeterred by the early morning torrential, assembled at Labour House headquarters of the Nigeria Labour Congress (NLC).

    They wore various branded T-shirts and carried big banners with various inscriptions supporting autonomy for local government administration.

    The protesters expressed displeasure at government’s refusal to allow the third tier of government operate independently of other tiers of government.

    The workers marched on the streets, singing solidarity songs.

    They went to the House of Assembly complex, where they presented their demands to Speaker Michael Adeyemo.

    The protesters were led by NLC State Chairman Sikiru Titilayo-Sodo and the Southwest Chairman Oludare Famofo, in company of other state executive members and representative of the umbrella labour union.

    Addressing reporters, Titilayo-Sodo called for the scrapping of the State Joint Account Allocation Committee (JAAC), saying it is a conduit pipe for siphoning the public funds.

    The union leader noted that granting administrative autonomyý to local government areas would engender quick development and growth at the grassroots.

    Oyo Assembly confirms nominees

    The Oyo State House of Assembly yesterday confirmed the nomination of 55 candidates as chairmen of caretaker committees of local governments and local council development areas (LCDAs).

    The Assembly refused to confirm two nominees following issues of certificates and capacity.

    They are Mudasiru Agbaje for Irepo Local Government and Adeleke Taiwo for Asabari LCDA in Iseyin.

    Agbaje, as gathered, was born in 1970 and possesses Advanced NABTEB 2016 and works at Agbaje Petroleum.

    Taiwo, according to the report, was born in 1975 and obtained a Bachelor of Arts (Ed) in 2013 from Ekiti State University and works as a teacher at Islamic Heritage High School.

    Oyo House passes bill to create 35 new councils

    Oyo State House of Assembly has passed into law Local Governments Further Amendment Bill 2016 for the creation of 35 Local Council Development Areas (LCDAs).

    The passage of the bill, according to the News Agency of Nigeria (NAN), was sequel to the report of the Committee on Local Government Chieftaincy Matters and State Honour.

    The Speaker, Michael Adeyemo, said the House was unanimous in passing the bill.

    He appreciated the members for their contributions, saying that the bill was important to bring government closer to the grassroots.

    He directed the clerk to produce a clean copy to the governor for his assent.

    Adeyemo said the creation of the LCDAs was long overdue, considering the geographical size of the state.

    However, Ganiyu Oseni (Irepo/Olorunsogo/APC) described the distribution of the LCDAs as “injustice”.

    According to him, the allocation of 11 LCDAs to Ibadan zone was “unfair”, when compared to the number allocated to other zones.

    Muideen Olagunju (Accord-Oyo East and Oyo West) drew attention to the dissatisfaction of persons yearning for more LCDAs allocation to their zones.

    But Fatai Adesina, (Accord-Ibadan South-East 1) and Gbenga Oyekola (LP-(Atiba) expressed concerns about the funding of the new LCDAs as the existing 33 local government areas were facing challenges of paucity of funds.

    Gunmen kill Oyo Assembly member

    A member of the Oyo State House of Assembly, Gideon Aremu, has been murdered  in Ibadan, the state capital.

    Aremu was  shot in front of his house in Alakia area of Ibadan by unknown gunmen at about 9:50 pm on Friday.

    His corpse was said to have been deposited at the morgue of Toun Memorial Hospital, Iwo Road, Ibadan.

    Until his death, he was a member of Labour Party (LP) representing Oorelope Constituency and Chairman, House Committee on Information, Public Relations and Security.

    The 41-year-old just completed his Doctor of Philosophy (PhD) degree in Mathematics and Statistics at University of Ilorin.

    He already collected his convocation gown for the ceremony slated for next week.

    While confirming the incident, Police Public Relations Officer (PPRO) AdekunleAjisebutu said the command considered it a case of suspected murder.

    He said: “The Commissioner of Police (CP) has deployed enough human and other resources to track down the killers.

    “We are using this opportunity to appeal to members of the public who have information to please come up and assist the police.

    “For now, we won’t want to make statements that can jeopardise investigation.”

    Governor Abiola Ajimobi condemned the incident.

    He vowed that the killers will be tracked down and prosecuted.

    While commiserating with the wife, children and family of the deceased, the governor assured that justice will be swiftly done.

    The LP, in the state, expressed shock at the incident, saying it was inexplicable that an easy-going lawmaker could be murdered for any reason.

    Chairman of the party Gbenga Olayemi described the act as ungodly, barbaric and condemnable.

    He wondered how anyone could consider the thought of murdering a fellow man.

    He implored the police to fish out the killers and bring them to book.

    Reacting to the incident, the All Progressives Congress (APC) in the state described Aremu’s murder as “most shocking and disturbing.”

    It called for thorough investigation into the matter by relevant security agencies with a view to bringing the culprits to justice.

    Through its Director of Publicity and Strategy, OlawaleSadare, the APC condemned the brutal killing of the lawmaker, who he described “as an energetic, diligent and easy-going politician whose death had opened another sad chapter in the history of the Pacesetter state”.

    The Peoples Democratic Party (PDP) in the state also condemned the murder and called on security agencies to track down his killers.

    Oyo House okays N14.16b loan to pay salaries

    Oyo State Government is to access N14.16 billion loan from the Federal Government for the payment of salary.

    The House of Assembly yesterday approved its request to access the loan, as contained in a letter sent by Governor Abiola Ajimobi.

    At an emergency plenary presided over by Speaker Michael Adeyemo, it was agreed that the loan, which is spread across 12 months, will enable the state to get N1.39 billion monthly for the first three months and N1.11 billion for the following nine months.

    The Speaker said the bailout fund, which would be given by the Federal Government in addition to the monthly allocation, was meant for the payment of workers’ salary.

    The letter reads: “In view of the current fiscal situation of the state and acting on the advice of the National Executive Council (NEC) to state governments and governors, the Oyo State Government is to apply for funds from the budget support facility from the Federal Ministry of Finance in the sum of N14.16 billion. The facility will be made available in three tranches of N1.39 billion for the first three months, followed by N1.11 billion for another nine months.”

    Adeyemo said it was time the state woke up and boosted its Internally Generated Revenue (IGR), to prevent reliance on bailout funds and allocations from the Federal Government.

    He said the loan would also be committed to the payment of salary and pension.

    The Speaker urged the Labour movement to see the government’s move as an act of goodwill to ensure industrial harmony.

    Deputy Speaker Abdulwasi Musah and a lawmaker representing Atiba, Gbenga Oyekola, said the loan was only a short term measure, stressing the need for the state to boost its IGR.

    They advocated a review of the percentage of allocation to states and local governments, saying there was a large concentration of funds at the federal level.

    A member representing Ibadan North II, Olusegun Olaleye, who noted that the funds would be used for the payment of salaries and pensions, hoped that the present move would address the industrial crisis.

    Oyo Assembly confirms 15 commissioner-nominees

    OYO State House of Assembly has confirmed the nomination of 15 Commissioner-nominees as forwarded by Governor Abiola Ajimobi last week.

    The names, which was confirmed at plenary include Ms Taibat Adaba; Prince Oyewumi Oyewole, son of the Soun of Ogbomoso, who contested the House of Representatives election in the 2015 general election and lost to a Labour Party (LP) candidate; and a governorship aspirant during the 2015 election, Dr. Azeez Adeduntan.

    Others are: former Deputy Chief of Staff to the Governor, Mr. Abimbola Adekanmbi; immediate past Commissioner for Women Affairs, Mrs. Atinuke Osunkoya; former Commissioner for Works, Abimbola Kolade; Abayomi Oke, son of Oyo State All Progressives Congress (APC) Chairman, Chief Akin Oke; Mr. Wasiu Dauda, a former Commissioner; Mr. Ajiboye Omodewu, a former Commissioner for Lands and Mr. Isaac Ishola Adisa.

    The Speaker of the House of Assembly, Michael Adeyemo said the nominees screened by the house were men of high quality and good pedigree.

    He added that their choice was a confirmation that the governor was a man of transparency.

    Reacting, Oke, a nominee from Ogbomoso, said: “Our nomination is a rare privilege and we will use our ideas and wealth of experience to positively transform the state in line with the vision of Governor Ajimobi.”

    Adeduntan, a former gubernatorial candidate of the Labour Party in 2011, said he would serve the people with his ability and strength.

    Oyo Assembly summons IBEDC

    The Oyo State House of Assembly has directed the management of Ibadan Electricity Distribution Company (IBEDC) to appear before it on May 10 to explain the epileptic power supply, rip-off of consumers and hoarding of prepaid meters.

    The summons followed a motion by Gbenga Oyekola and Abdulwasi Mush yesterday.

    Oyekola said the nation has suffered numerous setbacks as a result of irregular power supply, which has led several manufacturing companies to relocate to other West African nations.

    “In this state too, irregular power supply has caused thousands of manufacturing companies to close down. The resultant loss of job has swelled the unemployment market,” he said

    Oyekola said IBEDC has constituted itself as a clog in the state’s socio-economic development wheel and a frustration to consumers in the state.

    He said:”The irregular power supply, crazy billing, hoarding of prepaid meters have remained a clog in the wheel of progress in the state. They have constituted themselves as a devil in the economic situation of the state. They are also ripping off their consumers with high bills and illegal charges. It’s worrisome that irregular power supply is killing businesses.”

    Oyatokun Adeleke and Olusegun Ajanaku submitted that the IBEDC management should be invited to explain reasons for lacklustre performance and how it plans to improve its services.

    Oyo Assembly passes N173b budget

    The Oyo State House of Assembly yesterday approved N173, 769,404,444 billion as the amount to be spent by the government during the fiscal year.

    N100,651,599,183 billion is for Recurrent Expenditure and N73,117,805,261 billion for Capital Expenditure.

    The lawmakers passed the budget, having considered the outcome of deliberations by its Public Finance and Appropriation Committee headed by Bolanle Agbaje.

    Ms. Agbaje observed that the budget performance of the preceding year was rather low due to the paucity of funds, but noted that the government has adopted the modified zero based budgeting for a more realistic approach.

    She added that there was critical consideration of items of expenditure to ensure that priority is given to the basic need of socio-economical development of the state.

    Speaker Michael Adeyomo directed the clerk to communicate the outcome to Governor Abiola Ajimobi for his assent.

    Oyo Speaker urges committee to monitor IGR

    The Speaker of the the Oyo State Assembly, Hon Michael Adesina has charged the committee on Public Accounts, Finance and Appropriation to dutifully monitor the activities of the board of Internal Generated Revenue (IGR) to ensure that it realises the target set by the government in 2016 appropriation budget proposal.

    He made this call on Monday when he inaugurated the 8th Assembly 24 standing committees.

    According to him, the fall in the price of crude oil in the world market is no longer news and it’s implication of dwindling statutory allocation from federation account to the tiers of government that is an indication for astute financial management.

    Adeyemo, who said there is need for aggressive revenue generation to reduce the state’s dependence on the federation account, added that it may require review of some laws in respect of revenue.

    “Given the caliber and status of the members of the 8th Assembly, I have no doubt in my mind that the committees are going to perform to the expectation of the electorates. The committees are to ensure that probity, accountability and transparency are entrenched in the execution of governance projects and programmes, through their oversight functions.

    “It is very obvious that the legislature through its standing committees has tremendous task of ensuring realistic budget implementation. It is therefore wise therefore, when interacting with government MDAs the various committees should lay emphasis on prudent and stringent management of resources in execution of government projects.” he said

    The speaker charged all the committee members to see the assignment as a clarion call, offer their best, attend meetings regularly, and contribute meaningfully.

  • Kidnapping: Oyo Assembly summons police, NURTW, others

    The Oyo State House of Assembly on Thursday summoned security agencies, the National Union of Road Transport Workers and other stakeholders to explain the roles in combating kidnapping and other crimes in the state.

    This was contained in a ‎motion moved by Hon. Adeyemi Oyatokun and seconded by Hon. Joshua Oyebamiji during a plenary session presided over by the Speaker of the House, Hon. Michael Adeyemo.

    Those summoned included – the Nigeria Police Force, NURTW, Road Transport Employers’ Association (RTEAN), Amalgamated Commercial Motorcycle Riders Association of Nigeria (ACCOMORAN) and Ministry of Transport.

    They are to appear before the House on November 10.

    In his motion entitled:” Micra Terror: Stemming the evil tide of kidnapping in Oyo State,” ‎Hon. Oyatokun urged the Ministry of Information and other information media to sensitize the public to be vigilant and report any suspicious persons or movement to law enforcement agencies.

    He recalled that two weeks ago a woman was ‎kidnapped while boarding commercial cab from Bodija to Ojoo before his corpse was later discovered.

    “This acts shows that the security operatives in the state are not performing their duty and the transport unions too have failed to fish out the evil perpetrators among them,” he said.

    The lawmaker urged the state Ministry of Transport to strictly enforce proper numbering and painting of commercial vehicles and tricycles with the official commercial colour of the state.
