    A republic of a thousand kingdoms

    The recent coronation of Oba Abimbola Akeem Owoade as the Alaafin of Oyo in a tumultuous celebration attended by thousands of his subjects brought to mind the tremendous support for traditional institutions by our people and raised the interesting issue of the superficiality of the republic imposed on our traditional institutions by purveyors of modernity. The abolition of the powers of the maharajahs in the republican constitution of India while leaving them their stupendous wealth paved the way and trajectory other countries in the Commonwealth have followed. Example of Malaysia is interesting as the diversity of combining traditional institutions with the modern system of democratic governance. In Malaysia the various sultans of constituent states rotate the presidency of the country amongst themselves while of course the headship of the government remains in the hands of the elected government. In Nigeria, each state is allowed to harmonise the various ways in which traditional institutions are harmonised with the power of elected governments. Nigeria is a republic which recognises the usefulness of traditional governmental institutions.

    A republic is by definition a country of democratic governance that is, where the people vote periodically to elect their governments and where the governments are subject to the will of the people. The constitution of Nigeria enshrines this principle in its basic law. But at the same time allows the constituent states to have local governments allowing the existence of kings and kinglets chosen by the local people as allowed by their traditions which predated the existence of Nigeria to function the way the ordinary people want subject to rules set out in the local government laws of the state under the local executive. In other words, there exists a symbiotic relationship at the local level of democracy and autocracy limited by the constitution. An outsider looking in may not understand this apparent confusion but it works in Nigeria. The system, where it exists, works for the state government to maintain peace and to communicate with the local people at their own level.

    The problem however is that not all states have these kings and kinglets like we have in northern part of the country where the monarchs have sufficient power to impose themselves on the environment either on their own or as agents of the state  government. The emirs in the north have political and spiritual authority as local Amir al muminin (leader of the faithful) but not all the people living in the north particularly in the Middle Belt and several communities in the far north are Muslims to whom the rule of the emirs are foreign and so foreign that they were ready to resist them and are still ready to resist the imposition of the emirs and chiefs representing them. Governments have found it necessary to accommodate their requests either by separating them as much as possible from under the rulership of the emirs and giving them their own institutions of local chiefs or allowing the rule of elected local government authorities to supervene.

    In the southern part of the country in Yorubaland and Edoland or places influenced by Edo culture, we have centralised local authority institutions as represented in the various Oba, Obi and people bearing derivatives of these titles. The most powerful of the kings in these areas are the Alaafin of Oyo, the Oba of Benin, the Awujale of Ijebu land and the Owa of Ijesha land and the various other Obas in Ekiti and Osun, Owo and Egba land. Here power is diffused and several Obas wield considerable authority over their people as allowed by the local government laws.

    The recent coronation of the Alaafin Akeem Owoade Abimbola of Oyo in which millions of people participated is a mark of the significance and importance of the title of the Alaafin in Yoruba land. Before the British came and as far back as the 16th century, the Alaafin and the Oba of Benin ruled over vast territories and in the case of the Alaafin, his empire stretched over territories covering the southwest of Nigeria, Benin Republic and Togo Republic with influence in the southern part of Ghana while the Oba of Benin’s political influence covered the north-eastern and south-eastern part of Yoruba land stretching to Lagos and the western extremity of Igbo speaking people. In these areas, it was possible to anchor local government institutions on the traditional institutions. But in the southeast in Igbo speaking areas generally, the absence of traditional chiefly institutional foundations made it tricky for local governments to prevail thus allowing direct local governments to be the option. Where there were no local chiefs, government created them and gave them warrants to rule over their own people resulting in many cases to abuse of power and consequent revolts during the colonial regime and  which lead to their abolition.

    The interesting thing nowadays is the growth of instant chiefs with big money trading in the day time but parading themselves as chiefs in the evening but lacking traditional structures and resorting to force. In the riverine areas of the Southeast and the Niger Delta, we have city statelets and traditional chiefs who ridiculously parade themselves as “kings”. They enjoy very little local government usage except to parade themselves in Shakespearean attires at state functions!

    Where traditional institutions exist such as in the North and southwestern part of Nigeria, they play significant roles and they are adequately remunerated by force of the Nigerian constitution and where they do not exist, local government functioning is more done directly by elected or appointed functionaries of state governments.

    Finally I write as the Baapitan of Oyo to prevail on the government of Oyo State to build a befitting palace for the Alaafin either on the existing grounds or somewhere else in Oyo because the existing old palace doesn’t reflect the status of the political primacy of the Alaafin. Towards this project, a funds mobilisation can be launched, into which individuals and governments, particularly the federal government can be called upon to donate as previous federal governments have done in the case of northern emirs.  Even though there are still court cases against the process leading to the choice of the incumbent Alaafin and whatever the case may be, the post of the Alaafin institution remains sacrosanct.

    Fulani leaders protest arrest of herders, cattle in Oyo

    Fulani leaders have protested the recent arrest and detention of some herders and their cattle in some parts of the state by the Oyo State Rule of Law Enforcement Authority.

    According to them, the remanded herders were innocent and know nothing about charges against them by the government enforcement authority.

    ‎Speaking with journalists in Ibadan, the Oyo state capital, the Seriki Fulani of Oyo State, Alhaji Yakubu Bello and the Liaison Officer of Miyetti Allah Cattle Breeders Association of Nigeria, Adam Abdukadir alleged that the herders and their cattle were illegally arrested by Oyo Rule of Law Enforcement Authority.

    They demanded intervention of relevant authorities to forestall such occurrence in future, reaffirming their commitment to safety, security, and peaceful coexistence in the state.

    ‎They called for their inclusion as representatives of cattle rearers in the Rule of Law Enforcement Committee, saying an all-inclusive committee is key to maintaining peace across the state.

    ‎They however expressed confidence the State Government would engage all parties in finding a favorable solution to issues between the herders and their host communities.

    When contacted, the Information Officer to Oyo State Rule of Law Enforcement Authority, Mrs Ogunniyi Opeyemi said though some Fulani’s were arrested in the past few weeks, Oyo Rule of Law Enforcement Authority is not against anyone or tribe.

    She said: “They were arrested for open -rearing and open grazing as well as destruction of farm produce which is punishable under a section of the State Anti-Open Grazing and Open rearing law of 2019.

    “The rule of law is to be upheld by all, not against anyone or tribe, whoever goes against the law or violates the regulations as stated should be ready to face the full weight of the law.”

    A group of angry investors stormed the CBEX office in the Oke Ado area of Ibadan, Oyo State, after the digital trading platform reportedly crashed, leaving many users with zero balances in their accounts.

    The mob forcibly entered the premises, looting furniture and office equipment.

    The incident was triggered by widespread frustration and financial losses among users who had invested in the platform.

    Videos circulating online show a large crowd at the office, with individuals removing items from the building.

    Many users shared their experiences on social media, expressing grief and anger over the loss of their investments.

    Authorities were yet to release an official statement or confirm any arrests.

    The situation remains tense as investors demanded answers about the platform’s sudden collapse.

    The CBEX platform’s operational model has raised concerns, with allegations of fraud and deceptive practices coming to light.

    While it was introduced as a secure and transparent digital asset trading platform, the recent collapse and reports of users losing funds have sparked scrutiny.

    Prince Tajudeen Olusi, Chairman of the Governor’s Advisory Council (GAC) in Lagos State and a revered elder statesman, has shared insights from his 60-year political journey during a meeting with Oloye Saheed Oladele, the Baamẹkọ of Ibadanland and Chairman/CEO of Erudite Group.

    The meeting, which lasted over two hours, offered Oloye Oladele, a gubernatorial aspirant under the All Progressives Congress (APC) in Oyo State, an opportunity to engage with one of the party’s most respected figures.

    This interaction came shortly after Oloye Oladele’s visit to the APC National Secretary, Dr. Bashiru Ajibola, in Dubai, and just two days after he provided financial support to over 300 party members, leaders, and supporters across various local governments in Oyo State.

    Although the details of the discussion between Prince Olusi and Oloye Oladele remain undisclosed, the meeting is seen as part of Oloye Oladele’s ongoing efforts to strengthen alliances and garner support ahead of the next political season.

    Oyo College of Nursing matriculates 147 students

    The Oyo State College of Nursing and Midwifery, on Friday, held its second matriculation ceremony, with the Oyo State Governor, Seyi Makinde, as the special guest of honour.

    The event was held at the main auditorium of the College at Eleyele, Ibadan.

    Speaking at the event, Governor Makinde represented by the Commissioner for Education, Science and Technology, Prof. Soliu Adelabu said the future of healthcare in Nigeria has taken a significant step forward with the intake of 147 new students of nursing program. 

    He said, “This matriculation ceremony, marking the college’s second for the national diploma program, is a significant milestone for these aspiring nurses as they began their journey to become healthcare professionals.”

    He congratulated the matriculants, encouraged them to embrace every lesson with an open mind, and shun examination malpractices. 

    Governor Makinde emphasized the importance of resilience in the nursing profession, urging them to uphold the college’s high standards of virtue and ethical conduct.

    The Governor further reiterated his administration’s committment to the education system in Oyo state, especially the nursing education. 

    He commended the Provost and the college’s staff for their dedication to fostering excellence, noting the significant progress made by them to elevate the college to its new heights. 

    In her speech, the Provost of the College, Dr. Gbonjubola Owolabi also extended her congratulations to the students, urging them adhere to the college’s rules, and strive to be ambassadors for the institution.

    She said, “Let me remind you, our matriculation students, that you are now ambassadors of this great institution. Let excellence be your watchword, and may you go on to make remarkable contributions to the Nursing profession and society at large.”

    She encouraged the students to prioritize their studies and dedicate themselves to achieving their academic goals.

    The Provost said the Oyo state College of Nursing and Midwifery stands as a beacon of academic excellence, committed to producing highly skilled and compassionate nurses who will make a difference in the world.

    “Our curriculum is designed to equip you with the necessary theoretical knowledge, practical skills, and ethical grounding essential for success in the nursing profession”, she added

    Dr. Owolabi praised Governor Seyi Makinde for his unwavering supports and commitment to the development of the institution. 

    She pointed at the avalanche of approvals and infrastructural advancements granted to the college under Makinde’s administration. 

    The Director, Nursing Services, Dr. Arinade Oyebode enjoined the students to get acquainted with the ethics of Nursing profession. 

    She also encouraged them to study hard, while they put God first in their academic activities. 

    A Professor of Nursing from the University of Ibadan, Prof. Chizoma Ndikom encouraged the students to prioritize their studies and dedicate themselves to achieving their academic goals.

    The event was filled with excitement and anticipation as a new student, Islamiat Lawal was rewarded by the Commissioner, the Provost, and other guests for her adherence to punctuality.

    Oyo vows to clamp down on unregistered travel, tour agencies

    The Oyo State Government on Monday said it will soon move against unregistered travel and tour agencies and other ally tour operators in the state.

    The effort, according to the government is in a bid to sanitise the travel and tour sector in the state.

    Commissioner for Culture and Tourism, Dr Wasiu Olatunbosun made the disclosure during a press conference held in conjunction with the National Association of Nigeria Travel Agencies (NANTA) to sensitise and create awareness for operators of travel and tour agencies.

    Speaking, Olatunbosun noted that the exercise aimed to inform the operators of travel and tour agencies, concerned stakeholders and the general public about the government’s plans to sanitise the sector through registration of all travel and tour operators in the state. 

    He explained that most of the tour and travel operators operating without licence fail to comply with the relevant laws and regulations that guide the industry and have caused untold hardship to members of the public as a result of low standard of service.

    He added that the registration would avail government the opportunity to have a database of the travel and tour agencies for effective monitoring and evaluation of their activities and to ensure the safety of lives of the people of Oyo State.

    The commissioner said the sensitisation and awareness exercise would commence on Monday 24th March, 2024 and would last for a month after which the enforcement of sanctions on unregistered travel and tour operators would be implemented.

    He said: “The aim of this conference is to inform the operators of travel and tour agencies, concerned stakeholders and the general public of the ministry’s plan to sanitise the sector through the registration of all travel and tour operators in the state.

    “As we are all aware, tourism is one of the pillars to grow our state’s economy under Omituntun 2.0 as contained in His Excellency, Engr. Seyi Makinde FNSE, the Executive Governor of Oyo State’s Roadmap for Accelerated Development 2023-2027.

    “A recent economic and business survey conducted in December 2024 showed that the number of daily visitors to Oyo State increased from an average of 1,604 in May 2019 to an average of 18,459 as of December 2024. This is an increase of 16,855 tourists per day.

    “The upsurge in the number of tourists coming to Oyo State has led to an increase of tour operators from 96 in May 2019 to 1,704 as of December 2024.

    “However, many of these tour operators are unregistered and engaging in business without complying with relevant laws and regulations governing the industry. The result is a lack of adherence to standards in the provision of services as well as security concerns raised by illegal activities of some tour operators.

    “This is why the Oyo State Ministry of Culture and Tourism, in conjunction with members of the National Association of Nigeria Travel Agencies (NANTA), Oyo State Chapter, decided to embark on a sensitisation and enforcement visit to travel and tour agencies and other allied tour operators in the state to register with the State Government.

    “The objective for registration of all travel and tour operators in Oyo State is to ensure that they are in the government’s database so that they can be effectively monitored and evaluated for compliance to relevant standards in the industry. 

    “Also, members of the public will be able to verify that the operators are duly recognised by the government and carrying out their activities legally. 

    “Furthermore, having a database of travel and tour operators will improve security as the security agencies will have access to relevant information to work with, if the need arises.

    “In conclusion, I solicit the support of all concerned stakeholders to cooperate with us for the success of this all-important registration exercise. We will start the sensitisation next week Monday for one month. Thereafter, we will commence enforcement.”

    Earlier his remarks, the Deputy National President, (South-West Zone), NANTA, Dr Olatokunbo Dagunduro, lauded the efforts of the Makinde-led administration in supporting culture and tourism sector, stressing that it is the first government to collaborate with the association to ensure a better industry and safe travels.

    He added that quacks and touts had hijacked the industry, thereby hampering the performance and functionality of the agency.

    He noted that most of the travel agencies operating in the state are not registered, while some agencies are faceless without a public office, which he said is unethical for the industry and the state.

    Dagunduro assured of the association’s support to ensure that the sensitisation and enforcement drive achieves its aims.

    Oyo begins payment of bursary awards to students

    The Oyo State Government has begun the payment of bursary awards to students of Oyo extraction in Law Schools, Medical Schools, Aviation Schools and final year students of universities and HND across the country.

    The beneficiaries, numbering about 2,950, were drawn from a pool of about 3,000 registrants, having met the criteria set for the award, Senior Special Assistant on Students’ Affairs to Governor ‘Seyi Makinde, Victor Olojede, said on Friday.

    He noted that the Governor had earlier approved the bursary to the tune of N554,989,000, describing him as a friend of the students.

    He said: “We are here to officially commence the payment of bursary awards to students of Oyo State in the final year in polytechnics, universities, Nigerian Law School, Aviation Schools, Medical and Clinical Schools.

    “In March 2024, the governor approved the process for the bursary award. Over 3,000 students embarked on the registration and after due diligence had been done, we are left with 2,950. Some students were not selected because they did not meet the criteria.

    “After the process ended, we took the list to the governor for approval of the bursary payment, which summed up to over N554,989,000.

    “Out of the 2,950 beneficiaries, we have about 105 medical and clinical students. There are four maritime and aviation students and the rest are final year students in Polytechnics and Universities.

    “Governor Makinde deserves commendations, because previous administrations did not look into the aspect of bursary awards and scholarships for our students in any of the institutions in Nigeria, but Governor Makinde is doing this.”

    Chairman of the Oyo State Scholarship Board, Olawale Atilola, noted that the bursary award was another proof of Governor Makinde’s investments in education.

    He advised the beneficiaries to use the scholarship awards and bursaries judiciously, saying: “Before this stage, the beneficiaries applied around last year and after we followed all due processes, they are getting the payments.

    “I will advise them to make use of the money judiciously to buy books and do other things that can enhance their education.”

    Some of the beneficiaries, who spoke with newsmen, commended the Governor for approving scholarships and bursary awards to Oyo State students, stating that it has been a long time since students of the state enjoyed such benefits from the state government.

    One of the beneficiaries, Yetunde Ayoola, said: “Before the bursary came, I had only been getting support from my parents. I have never had the opportunity of accessing any scholarship, because I have not been meeting up with the criteria for scholarships in terms of age and other things.

    “But for this one, the only criterion is just for me to be an indigene of Oyo State, which has made me qualified for the bursary. I am so glad and want to thank Governor Seyi Makinde for this initiative that we are benefiting from today.”

    Another beneficiary, Akanbi Mayowa, said: “I am really grateful for the opportunity to get shortlisted for the bursary. It will ease my stress in paying for my final year school fees. It will really have a great impact on my education.

    “Before getting this bursary, I had always been engaging myself in doing one menial job or the other and the little support from my parents to pay for my school fees.

    “So, I want to say thank you to the governor for this. He is one of the best governors we have in this state and this country.”

    A Medicine and Surgery student at the University of Ibadan, said: “This is going to be helpful for us because of our final year fees as well as our induction fees. So, it is coming at a very helpful time.

    “For me, it is my first time of benefitting from a bursary like this and it will be very helpful for me.”

    Mogaji Olubadan, Lato’s compound, Labo Ibadan, Mogaji (Prof) Gbolagade Abiodun, has mourned former Majority leader, Oyo Assembly, Hon. Kehinde Subair, describing his death as shocking and painful.

    A statement by Abiodun said the All Progressive Congress (APC) in Oyo state has lost a rare gem and a politician per excellence.

    According to him, people of Ibadan Southwest local government and Oyo APC have lost a dynamic leader.

    Abiodun prayed that God will give family of the deceased fortitude to bear the irreparable loss.

    He described the exit of the late former Majority leader and party stalwart as sad and unfortunate, especially at this time his experience is needed.

    He commiserated with the family of the deceased and entire members members of APC in the state, praying God to grant he deceased a peaceful rest.

    Oyo govt trains 1,950 farmers to boost food security

    The Oyo state government has launched a capacity-building program for 1,950 farmers across the state’s 33 local government areas as part of its commitment to enhancing food security.

    Declaring the training open, the Commissioner for Agriculture and Rural Development, Mr. Olasunkanmi Olaleye, emphasized that the initiative aims to create a sustainable agricultural ecosystem that will boost food production in Nigeria.

    Speaking through the Ministry’s Permanent Secretary, Mrs. Abosede Owoeye, the Commissioner noted that the government is investing in the state’s agricultural future through continuous training programs. 

    He reiterated that Governor Seyi Makinde’s administration recognizes the vital role farmers play in ensuring food security and economic growth.

    Olasunkanmi said, “The training program encompasses various areas, 660 farmers will receive training on pasture establishment, management, conservation, and artificial insemination techniques, 300 farmers will learn about climate-smart agriculture, focusing on high-value crop production and effective weed management strategies.

    “140 young farmers will receive training on beekeeping practices,100 participants will learn about shea butter production techniques, 90 participants will receive training on locust bean processing methods, 660 youths, women, and retirees will receive specialized training on mushroom cultivation across all zones in the state.”

    Barrister Olaleye therefore urged the participants to take full advantage of the training, emphasizing that the government has engaged expert resource persons to ensure a comprehensive learning experience.

    Expert at the event included scholars from the University of Ibadan, such as Prof. Olusola Olorunnisomo; Dr. Adewunmi Adesina.

    Others were Mr. Tunmise Olagbaju, and Mr. Kola Ajao, Bee Specialist, amongst others.

    Oyo govt demolishes illegal properties on acquired land

    Oyo State Government has taken action against land grabbers, demolishing properties on its acquired land in Podo area, along Top One garden, Oluyole Local Government and Dizengoff, Kolapo Ishola area, Ibadan.

    Commissioner for Lands, Housing and Urban Development, Mr Williams Akin-Funmilayo, confirmed the development in Ibadan.

    During the exercise at the affected areas, the commissioner said: “The plots of land in question are assets of the Oyo State Government, and we will not tolerate any form of encroachment or illegal occupation.”

    He said those working on the land were not the real owners or users of the land, but “purely land grabbers.”

    He added: “In accordance with Section 3, Subsection 1 of the Oyo State Real Property Protection Law, 2017, any person who engages in land grabbing or related activities shall be liable to a term of imprisonment not exceeding 15 years.”

    The commissioner said the government had sent notices of revocation to occupants of Podo area along Top One garden, and a publication to that effect was made in a newspaper on September 25, 2012.

    He said the land was also gazetted the same year, indicating its acquisition for a neighbourhood market.

    Despite the state government’s efforts, he said the occupants sued Oyo State Government, but judgment was, however, delivered in favour of the government.
