    Policeman sues IGP, others over unpaid wages

    The Inspector General of Police (IGP), Ibrahim Idris and two others have been sued by a retired policeman, Uduak Sunday Akpan for allegedly withholding his salaries and other entitlements.

    The suit marked: NICN/ABJ/242/2016, filed for Uduak by his lawyer, John Ainetor, before the National Industrial Court (NIC), Abuja, also has as defendants, the Police Service Commission (PSC) and the Nigeria Police Force (NPF).

    Uduak, who retired as a Superintendent of Police (SP) on January 2, 2015, said he was being owed salaries and allowances for 13 months when he was suspended from service.

    The claimant said he joined the NPF on January 7, 1980, but was suspended on July 2, 1997, while the payment of his salaries and emoluments was also withheld until he was reinstated in 2010.

    Uduak stated that his salaries, allowances and emoluments were not paid to him for the period of his suspension, a period of about 13 years.

    He is therefore praying the court for among others, an order directing the defendants to pay him N5, 505,318.00 being the total amount of his unpaid salaries, allowances and emoluments from 2nd July, 1997 to 31st December, 2009.

    The claimant also seeks an order directing the defendants to pay him N10m being damages for the delay and refusal of the defendants to pay his salaries, allowances and emoluments from 2nd July, 1997 to 31st December, 2009.

    He also wants the court to order the defendants to pay him 21 per-cent interests on the judgment sum, from the date of the judgment until full payment of the judgment sum.

    When the case came up for mention yesterday, the defendants were yet to filed their responses, following which Justice Edith Agbakoba adjourned to March 22 for hearing.

    The chairman, Police Service Commission (PSC), Mr Mike Okiro, has dismissed the rumour that the recent recruitment into the Nigeria Police Force was hijacked by some high-ranking police officers.

    Okiro, the former Inspector-General of Police, dispelled the rumour on Thursday in Port Harcourt in an interview with newsmen.

    He insisted that due process was followed in the recruitment of the 10, 000 applicants approved by the presidency for recruitment into the Police Force.

    “I am bold to say that due process was strictly followed during the recent Police recruitment.

    “The successful applicants have been employed in the force.

    “I am happy to note that the 10,000 applicants approved for recruitment by the presidency cut across all cadres.

    “They have already being posted to their various stations across the country,” he said.

    mike okiroOkiro said that the cadres included Police Constables, Inspectors, Medical Personnel, Marine Officers among others.

    He said that the recruitment of the new officers became necessary as a result of a shortage of personnel in the service due to death, dismissals and retirement.

    He warned against indiscipline in the force, saying that such matters would no longer be treated with levity.

    Okiro said that the PSC was open to receive complaints on any official misconduct amongst police officers.

    He said that the Commission would investigate the rumoured unethical involvement of some police officers during the re-run elections in Rivers and other states.

    He said that appropriate action would be taken against any officer found guilty of electoral fraud.

    The Police Service Commission (PSC) has released the names of successful 10,000 applicants that will be recruited into the Nigeria Police Force.

    President Muhammadu Buhari at a Security Summit in Abuja last year announced the federal government’s decision to inject 10,000 police men into the Force.

    The commission explained that the recruitment exercise was based on merit, Federal Character and geographical spread and all the successful candidates went through the processes put in place for the exercise which involved the screening of the credentials of the candidates and physical screening such as height, sight, chest etc.

    The Commission in a statement in Abuja on Tuesday by the Spokesman of the Commission, Ikechukwu Ani stated that the Commission has conclusively completed the recruitment of the General duty applicants made up of 500 Cadet Assistant Superintendents of Police (ASP), 500 Cadet Inspectors and, 7,500 Constables.

    It also noted that it has concluded the recruitment of 80percent of 1,500 specialists expected to be recruited into the Force and have shortlisted applicants who applied for some disciplines that require further professional/expert interview.

    According the Commission, the specialists include; engineers, laboratory scientists and technicians, community health officers and the date for the interview will be communicated to the shortlisted candidates.

    Applicants have been asked to check the following Commission’s websites; www.psc.gov.ng and the Nigeria Police Force website, www.npf.gov.ng for their names.

  • Senate, PSC resolve dispute over recruitment of 10,000 police

    The suspended recruitment of 10,000 personnel into the police force would soon commence, Chairman, Senate Committee on Police Affairs, Senator Abu Ibrahim, said Monday.

    The targeted recruitment was put on hold following disagreement between the Senate and the Police Service Commission (PSC) over the modus operandi of the recruitment.

    The upper chamber had in a letter some weeks ago requested the PSC to suspend the exercise over alleged irregularity in the criteria adopted for the recruitment.

    Findings showed that the Senate suggested that the recruitment should be carried on local government basis.

    The PSC, on the other hand, wanted the exercise to be conducted on the basis of equality of states.

    Senator Ibrahim however told reporters yesterday that the disagreement has been resolved.

    He said, “We have resolved the issue and the recruitment would be done on local government basis. Very soon the exercise will resume once again.”

    The lawmaker also said that those to be recruited would form the foundation for the commencement of community policing in the country.

    He explained that nine personnel would be recruited per local government area.

    Those recruited, he said, would be used to form a unit for community policing in all the 774 local government areas of the country.

    Senator Ibrahim noted that it is expected that in the next three years, 30 police personnel would have been recruited per local government for the community policing initiative.

    The Police Service Commission (PSC), has approved the promotion of four Deputy Commissioners to their next rank and 109 other officers.

    The Commission also dismissed six people and withheld the promotion of twelve others.

    According to a statement in Abuja by the Commission’s spokesman, Ikechukwu Ani, the decision was reached at the end of the 17th Plenary Meeting.

    The newly promoted officers are: “Posi E Ajunwa; Akinsanmi Francis Ayo; Kenneth Ebrimson and Akpoebi Agberebi Egbuson.

    The Commission also approved the promotion of 17 Assistant Commissioners of Police to Deputy Commissioners and 78 Chief Superintendents of Police to Assistant Commissioners of Police.

    The Chairman of the Commission, Dr. Mike Okiro, also endorsed the promotions of one Superintendent of Police to Chief Superintendent of Police; 12 Deputy Superintendents of Police to Superintendent of Police and one Assistant Superintendent of Police to Deputy Superintendent of Police.

    According to the statement: “Two Chief Superintendents of Police were appointed Assistant Commissioners of Police on acting capacity, two Superintendents of Police to acting Chief Superintendents of Police, two Deputy Superintendents of Police to acting Superintendent of Police, six Assistant Superintendents of Police to acting Deputy Superintendents of Police and twelve Inspectors to acting Assistant Superintendents of Police.

    “The Commission also rejected the recommendation for special promotion of one DSP and one Inspector and returned the recommendation for the appointment of a Deputy Commissioner of Police to Commissioner of Police on acting capacity for proper presentation.

    The statement also stated that the commission also withheld the special promotion of nine other senior Police Officers for failure of the Police to provide convincing reasons for such promotions.

    On those dismissed: “Six senior officers were dismissed for various offences ranging from impersonation, forgery, insubordination, negligence and disobedience to lawful order.

    The commission explained that their dismissalswas part of the decisions taken by the Commission on 55 disciplinary cases brought before it.

    The commission also noted that the promoted CPs appeared before the Commission in Plenary and they were subjected to questions on the change agenda of the Nigeria Police Force.

    The Police Service Commission (PSC) has disclosed that it will soon begin the second phase of the recruitment of 10,000 personnel into the Nigeria Police Force.

    The Commission has also warned prospective candidates not to pay for the recruitment exercise.

    The commission explained that the warning is imperative following information that fraudsters opened facebook account with the name of the Chairman of the Commission, Mike Okiro to defraud people.

    This is contained in a statement by the Head of Press and Public Relations, Ikechukwu Ani.

    According to the statement: “The Commission recently concluded the State screening and would in no distant time begin the second phase of the process leading to the recruitment.

    “Successful applicants from the state screening will soon be invited for the next level of the process”, it added.

    On warning against payment of money to fraudsters, the Commission said: “Fraudsters have opened a fake Facebook account with the name of the Chairman of the Police Service Commission, Mike Okiro.

    “They are already demanding for money from applicants of the on-going police recruitment by the Police Service Commission.

    Okiro while emphasizng that the process will be transparent, advised unsuspecting applicants to beware of the fraudsters and restrict themselves from being desperate for recruitment into the Force.

    He also noted that the Commission will resist any pressure to undermine or compromise the integrity of the process and the outcome.

    He also assured Nigerians that the fraudsters would soon be rounded up as the police is already after them and will soon apprehend the culprits.

    According to Okiro: “Anybody paying for any assistance to be recruited will definitely be disappointed. Security operatives are on the alert to arrest those giving and the others that are receiving.

    “If they ask you to bring money, whether the fraudsters, our Staff or Police men, report to us and we will arrest and prosecute the person or persons.”

    Okiro said that he had no face book account and had never operated any before.

    He advised applicants to restrain themselves from being desperate for recruitment into the Force.

    The chairman said that the fraudsters had started demanding money from applicants of the ongoing recruitment.

    He reiterated his earlier statement that the recruitment would be transparent and based on merit.

    Okiro said that the commission would resist any pressure to undermine or compromise the integrity of the process and the outcome of the exercise.

    He stressed that security operatives were on the alert to arrest those giving and those that were receiving.

    Disquiet in the police over ‘irregular’ promotion

    Some policemen have expressed displeasure over the promotion of 14 officers to Deputy Commissioners of Police (ACP).

    The Police Service Commission (PSC) at the weekend announced the promotion of the officers from Assistant Commissioners of Police (ACP) to DCP.

    Those promoted were Nkechi Enehikuere; Juliana Abah; Abdulkadir Jimoh; Garba Baba; Joseph Egbunike; Jonathan Towuru; Adeleke Bode and Muri Musa.

    Others include Magu Mustafa; Lawal Tanko; Celestine Eluemelu; Edward Ajogun; Sylvester Alabi and David Igbodo.

    The development has caused feelings of injustice as senior officers who were left out have accused the police of not following due process.

    According to the aggrieved officers, the standard practice of seniority was not followed.

    They alleged that with exceptions to Enehikuere, Abah, Jimoh, Baba and Egbunike, the PSC left out several senior officers who have attended and passed their Senior Staff course.

    The aggrieved officers alleged that the Inspector General of Police (IGP) Solomon Arase recommended his protégés for promotion without recourse to seniority.

    One of the officers who pleaded anonymity said: “On the ACP seniority list, the first four names are Enehikuere (first), Abah (second), Jimoh (third), Baba (fourth) and Egbunike (24th).
    “Towuru 52, Bode 75, Musa 91, Magu 99, Tanko 121, Eluemelu 134, Ajogun 214, Alabi 217 and Igbodo 220. Where is justice?  How can this be?

    “Only five of the 30 most senior ACPs that have gone on course were promoted.  This is wicked. Most of them bribed their way at the PSC. Some of the officials at the commission vehemently opposed, but were overruled by the powers that be.

    “Because the IGP is going out, he has jumped gun in promoting and compensated his loyalists. This is very bad,” said one of the officers.

  • Lawyer petitions NHRC, IGP over arrest, detention of client

     

     

    The National Human Rights Commission (NHRC), the Inspector General of Police (IGP), Solomon Arase and the chairman Police Service Commission (PSC), have been petitioned by a lawyer, Chuka Obele Chuka, following the unlawful arrest and detention of his client Ifeanyi Agazie.

    Though, the suspect had been released, but the counsel alleged that he had been summoned again to report at the Special Anti-Robbery Squad (SARS) in Ogun state after the Anambra state police commissioner had released him on bail.

    Agazie a student of federal polytechnic Nkekde, Imo state, it was gathered was arrested by the (SARS) in Ogun in May, 2016 when he visited a factory where he worked two years ago as casual.

    His visit to the place, Chuka claimed in his petition, was to solicit for educational assistance from the owner of the company, but he ended up being assaulted and bundled into an unmarked bus hired by the team of policemen.

    During his arrest, the policemen had allegedly, seized his wallet said to contain the sum of 1,300 naira. ATM card and West African examination council scratch card from the suspect.

    However, the counsel was urging the IGP and the NHRC to direct the federal (SARS) to withdraw the said invitation as according to him, it constitutes a continuous infraction of his clients’ right under the constitution of the land, adding, he had no business going back to Abeokuta.

    Already, the matter had been taken to Ihiala High Court in suit No. HIH/MISC.618/2016 where Justice J.I Nweze gave orders that the suspect’s properties should be returned to him by the policemen who arrested him.

    Also, the court ordered that the respondents (Police) are hereby restrained from arresting or detaining the applicant on the basis of the same facts and complaints which gave rise to the suit, pending the determination of the suit.

    But Chuka Obele Chuka, had raised the alarm that the invitation of the suspect to Abeokuta in Ogun state by the (SARS) was to flout the court order, which according to him had become the norm in police quarters.

    The Police Service Commission (PSC) said it received 897,170 applications as at 4 p.m. on May 11 from applicants seeking enlistment into the Nigeria Police Force.

    This is contained in an update issued by Mr Ikechukwu Ani, Head, Press and Public Relations of the commission in Abuja on Wednesday.

    He said that 259,046 applications were received for Assistant Superintendent of Police (ASP) cadre.

    Ani added that 209,067 and 429,057 applicants applied for the Inspector and Police Constable (PC) cadres, respectively.

    The commission recently said in a statement that it would recruit 500 Cadet ASP, 500 Cadet Inspectors, 1,500 Specialist Officers and 7,500 Constables in the recruitment of 10,000 policemen.
