Breaking: Fleeing ritual suspect rearrested in Plateau
Dike was being held over the murder of 8-year-old Chikamso Victory in a part of Port Harcourt. He however beat police security and escaped on the night of August 20, 2017 when he was detained.The spokesman, of the state police command, Nnamdi Omoni, a Deputy Supretendent of Police (DSP), broke the news to The Nation in Port Harcourt.Omoni said Dike was re-arrested last night and the police officers from the state have gone to convey him back to Port Harcourt to face his charges.Dike, a 200 Levels Physics student of the University of Port Harcourt, allegedly druged, raped, murdered and removed vital body parts of his victim Chikamso Victory, at Eliozu area of Obio/Akpor Local Government Area of the state, August 19, 2017.He was paraded and subsequently detained at the cell of the state criminal investigation and intelligent department of the command where he escaped in the evening of August 20, 2017.He has been on the run since then, until yesterday night when he was reportedly rearrested at the North Central part. -

Final 8: Hoopers Attack Kida, Decries Boycott
Rivers Hoopers basketball club of Port Harcourt players have opened fire on Musa Kida for stopping them from participating in the ongoing Kwese Premier Basketball League Final 8 holding at the Indoor Gym of the Sani Abacha Stadium in Kano.
Captain of the team, Bob-Manuel Ngowari who said the Port Harcourt club was aiming for a place on the continent blamed Musa Kida for killing their dreams of representing Nigeria at the African club championship for the two qualifiers from the competition maintaining that they would have qualified having prepared for the task.
Speaking in Port Harcourt Ngowari described Musa Kida as a man playing politics with the career and means of livelihood of Port Harcourt born players while describing his antics against them as unfortunate. “It is unfortunate that we are not participating in the Final 8 after coming second in Atlantic Conference 6 and preparing well for the Final 8. We knew we stand a chance of qualifying to play at the continent and have worked very hard but cannot understand why the Musa Kida led board should say we should boycott the Final 8 and go and stay at home without any meaningful plans for us. We heard Musa Kida is the chairman of Rivers State Basketball Association but we don’t know him and have never seen him around us doing anything for us. Where was he when we had challenges of salaries, owed backlog of allowances when we fought hard to qualify in the 2011 and 2012 season without salaries? We did not see him, neither did he come to our aid. If he claims he has our interest at heart we would have been seeing him around us. What has he done to help Rivers Hoopers all along. Now that we have an opportunity to reap from our labour and better our lives he is destroying us. It is really sad!” He cried.
According to him they are all Port Harcourt boys and graduates struggling to earn a living through basketball but Musa Kida is using their destinies to score cheap political points. “Rivers Hoopers is made up of Rivers State players and full indigenes and 80 percent of us are graduates, married with families using the game to eke a living. We want to play basketball and cannot play politics.”
He said the players don’t have any problem with their employers, the Rivers State government but with Kida. “When our employers said we should not go we took it in good faith, but when we realized it was Musa Kida who because of politics ill-advised them we became very sad because the decision was politically motivated”

A Federal High Court in Lagos has ordered the interim forfeiture of 56 houses allegedly bought between 2011 and 2013 for $21,982,224 million (N3,320,000,000 billion) by a former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke.
Justice Abdulaziz Anka, a vacation judge, made the order yesterday following an ex parte application filed on August 16 by the Economic and Financial Crimes Commission (EFCC).
Justice Anka authorised the EFCC to appoint a firm to manage the property and gave the respondents 14 days to show cause why the property should not be permanently forfeited to the Federal Government.
The judge directed the agency to publish the order in any national newspaper and adjourned till September 8.
The application, brought pursuant to section 17 of the Advanced Fee Fraud and other Fraud related offences Act 2006 and Section 44(2)(k) of the 1999 Constitution (as amended) sought a temporary transfer of the property to the Federal Government.
Listed as first to sixth respondents in the suit are Diezani, Donald Chidi Amamgbo and four firms— Chapel Properties Limited, Blue Nile Estate Limited, Azinga Meadows Limited and Vistapoint Property Development Limited.
EFCC counsel Mr. Anselem Ozioko told Justice Anka that Mrs Alison-Madueke paid $16,441,906 (N2.6billion) cash in several tranches and another $5,540318 (N840,000,000) cash for the properties through four “front” firms which held the titles in trust for her.
The firms are Chapel Properties, Blue Nile Estate, Azinga Meadows and Vistapoint Property Development.
Ozioko said the commission had discovered 14 other firms incorporated for the ex-minister for holding the titles to those property.
Mrs. Alison-Madueke, he added, bought the properties from the proceeds of suspected unlawful activity during her tenure as minister.
The properties include 29 terraced houses comprising eight four-bedroom penthouse apartments, six three-bedroom apartments, two three-bedroom maisonettes, two twin bedroom apartments and one four-bedroom apartment.
The houses, located at No. 7, Thurnbull Street and 5, Raymond Street, Yaba, were allegedly bought by Mrs. Alison-Madueke for the US dollar equivalent of N937,000,000 through Chapel Properties Ltd.
Others are 16 four-bedroom terrace houses in Heritage Court Estate, Plot 2C, Omerelu Street, Diobu, Government Residential Area (GRA) Phase 1 extension, Port-Harcourt, Rivers State, bought for N928,000,000 through Blue Nile Estate Ltd.
The former minister allegedly bought 13 three-bedroom terrace houses with one-room maid’s quarters ensuite for N650,000,000 through Azinga Meadows Ltd.
The commission also stated that Mrs. Alison-Madueke paid N805,000,000 through Vistapoint Property Development Ltd for six flats of three bedrooms and one boys’ quarters each, a lawn tennis court, a gym and “matured garden”.
According to an affidavit in support of the application by an EFCC investigative officer, Mr Sombori Mayana, the commission got wind of the properties in 2016 following its execution of a search warrant on the office and premises of the former minister’s acquaintance, Mr Donald Chidi Amamgbo.
Mayana said: “…among the documents recovered from the office of Mr Donald Chidi Amamgbo was an undated report titled ‘HIGHLY CONFIDENTIAL ATTORNEY WORK PRODUCT – AUGUST REPORT’
“The report contained a list of 18 companies and several properties located in the United Kingdom, Nigeria and the United States of America.
“During the course of his interview, Mr Donald Amamgbo told us that he registered the 18 companies to assist Mrs Diezani Alison-Madueke in holding titles of the properties.”
On August 7, Justice Chuka Obiozor of the Federal High Court in Lagos ordered the permanent forfeiture to the Federal Government of a $37.5million Banana Island property bought in 2013 by the former Petroleum Minister.
The property designated as Building 3, Block B, Bella Vista Plot 1, Zone N, Federal Government Layout, Banana Island Foreshore Estate, consists of 24 apartments, 18 flats and six penthouses.
The judge also ordered that $2,740,197.96 and N84,537,840.70 realised as rent on the property be permanently forfeited to the government.
On August 8, The Nation revealed that the EFCC had traced N47.2 billion and $487.5million to the ex-minister.
The agency also claimed that Mrs. Alison-Madueke has N23,446,300,000 and $5milion (about N1.5billion) cash in various banks which are yet to be forfeited.
The commission is also investigating properties in Britain and the United States allegedly purchased with stolen government funds.
Mrs. Alison-Madueke has consistently denied the allegations.

Navy discovers 30 new illegal refineries in Rivers
The Nigerian Navy says it has discovered 30 new illegal refineries with combined capacity to produce about four million litres of petroleum products daily.
Capt. Victor Choji, the Executive Officer of the Nigerian Navy Ship (NNS) Pathfinder, Port Harcourt, said this during the destruction of one of the illegal refineries on Thursday.
He said all the illegal refineries were discovered in Asari Toru Local Government Area of Rivers with 40 huge metallic storage tanks.
The News Agency of Nigeria (NAN) reports that some of the storage tanks were filled with petroleum products suspected to be diesel and crude oil.
According to Choji, the discovery was in continuation of the current mop-up of illegal refineries and illicit bunkering of petroleum products by crude oil thieves.
“The discovery was in compliance with the Chief of the Naval Staff (CNS), Vice Adm. Ibok-Ete Ibas strategic directive to rid Rivers of all forms of maritime illegalities.
“Following this directive, troops started an onslaught and discovered the very heart of the production line and infrastructure of illegal bunkering at Iyalama community in Asari Toru LGA of Rivers.
“The 30 refineries have capacity to refine between three to four million litres of diesel daily – which is quite massive.
“The sizes of the illegal refineries show that the LGA is indeed the epicentre of illegal bunkering activities in the state,” he said.
Choji said the navy had deployed a “Swamp Buggy” machine with intent to reduce the ability of operators of the illicit enterprises to revive the illegal refineries.
He said the use of the machine was part of the new strategy which involves complete crushing of metal tanks rather than setting both storage tanks and petroleum products ablaze.
The new strategy, he said, was adopted following reports that burning of illegal refineries was partly responsible for the current air pollution in Port Harcourt.
Choji, who said the navy was committed to protecting the environment and health of residents, gave an assurance that it would carry out its mandate in line with global best practices.
He said the activities of the oil thieves had affected the economic fortunes of the country and polluted the environment.
“There has been an outcry on sedimentation of sooth within the atmosphere and sometimes erroneously misconstrued to be from activities of the military against illegal bunkers.
“However, the Nigerian navy has adopted the use of swamp buggy which at the moment is the most environmentally friendly approach to our fight against oil theft,” he said.

Campaign against out-of-school kids hots up in Niger Delta
The expansive Pearl Hall of Atrium Event Centre on Ken Saro-Wiwa (formerly Stadium) Road in Port Harcourt, the capital of Rivers State, was filled to the brim with eminent personalities, while parking of various cars became a Herculean task, with the security personnel deployed in the place having a very busy day in controlling the crowd and vehicles.
The event was the inauguration of the Rivers state chapter of the Association for Formidable Educational Development (AFED), thereby declaring war against out-of-school children in the Niger Delta, through low-fee-paying private schools, which will be affordable to parents and guardians.
In Nigeria currently, there are over 10 million out-of-school children, in a population of about 170 million people, while the alarming time-bomb must quickly be addressed, to avert the danger ahead.
Rivers State Governor Nyesom Wike recently ordered that all private schools in Rivers state that are not on minimum of four plots of land, which he described as illegal, would all be shut in September, in a state where one plot of land costs between N20 million and N40 million in Port Harcourt, depending on the location.
The owners of the yet-to-be-approved private schools in Rivers felt that the leaders of the state’s chapter of the National Association of Proprietors of Private Schools (NAPPS) were no longer protecting their interests, thereby opting for AFED, which was established in 1999, but registered in year 2000 as a professional and humanitarian organisation, to cater for the interest of owners and operators of low-fee paying private schools in Nigeria.
The colourful inauguration was attended by the paramount ruler of Rumuevuorlu community in Obio/Akpor Local Government Area of Rivers state, Eze Chris Akani; Prof. Godwin Omokhua of the University of Port Harcourt (UNIPORT); the National President AFED, Mrs. Esther Ifejola; the association’s National Secretary, Mr. Orji Kanu; the Rivers Controller of AFED, Pastor Joe Udechi; his counterpart of Anambra State, Pastor Donald Okorie; and the Proprietor of Phebeans Group of Schools, Port Harcourt, Mr. Femi Ajiboye; among other important persons.
The guest speaker from Lagos, Dr. Ibukun Daramola, spoke on: “The Low Cost Approach to Solving Access to Education: A Divine Assignment.”
The monarch (Eze Akani), in his remarks, stated that he boycotted other equally-important engagements to be at the AFED’s inauguration, because the association was talking of very important aspects of life, that would take Nigeria to greater heights.
The traditional ruler said: “Nigeria is at a crossroads. The only way out is education, because we currently have well-educated people, who are dwarfs morally. That is the problem with Nigeria today. The market women cannot steal N100 million, but the well-educated people are now stealing billions of naira, dollars, pounds and euros.
“The money that ought to be used for education is being kept in dustbins, septic tanks, water tanks and in cemeteries. The organisation that will stand up to the challenge is AFED. The organisation is blazing the trail for standing up to the challenges in education in Nigeria.
“God did not tell us to be corrupt, while millions of people are wallowing in abject poverty. Nigeria has produced many educated people who are morally bankrupt. Our cultural values have also been eroded. Education should be for empowerment, development and positive changes. Graduate unemployment is widening.”
The monarch also admonished the proprietors of private schools to be committed to AFED and that there must be no going back.
The national secretary of AFED, while also speaking, disclosed that when the like-minds started the association’s struggle, they could be likened to orphans, before Prof. Pat Utomi became the National Patron, while the Oba of Lagos, Rilwan Akiolu, and many other eminent personalities are now supporting AFED.
He noted that being together would always be a way forward, while admonishing the members of the association to be united, both physically and spiritually, work very hard, form cooperative societies and must always be encouraged to stay together.
Kanu disclosed that in Lagos State, AFED is the greatest association with the highest membership, while asking the members in Rivers state to extend their services to the riverine/rural areas of the state, to ensure access to qualitative education, while disclosing that the British government was currently supporting AFED with £2.2 million.
He revealed that members of the association could also benefit from grant from Rivers government, as being done through the Lagos State Development Trust Fund, to support the low-fee-paying private schools, through which one of the members in Lagos recently got N5 million.
The national secretary also asked the Rivers chapter of AFED to set up technical committees, especially to be liaising with the people in power, while insisting that the owners of private schools must maintain standard, pointing out that gigantic structures would not mean that learning was taking place, while charging members of the association to create scholarship platforms for extremely-poor students, since the best service to God would be the one given to humanity.
The guest speaker expressed surprise about the classification of Rivers as an educationally-disadvantaged state, while advising Rivers governor, Nyesom Wike, against shutting the yet-to-be-approved schools in the state, describing access to education as imperative, since it would take the people out of poverty.
He maintained that the reality on the ground was that government alone would not be able to fund education, in view of the enormous cost, stressing that there was the need for vibrant policies to stabilise the school system in Nigeria and the costing of education, while lamenting that children of many wealthy parents are in the Federal Government Colleges, meant for children from poor homes.
Daramola also urged the AFED members to work as a team, since a tree would not be able to make a forest, thereby calling for synergy, for government and its officials to take the association seriously and to be able to source funds to improve the facilities in the various private schools, adding that when the staff are well paid, as and when due, they would last longer and be more productive.
The guest speaker also advised members of the association not to use the property they are living in as collateral for loans from banks and other financial institutions and also warned them never to take loans to pay salaries, while pleading with government to give subvention to owners of private schools.
Daramola maintained that not all the highbrow schools have standard, suggesting that state governments could give certificates of recognition/good performance to the AFED members, while waiting for approval, through which the government would also increase its Internally-Generated Revenue (IGR).
UNIPORT’s Prof. Omokhua, called for support for AFED to succeed and for children to have access to qualitative education, rather than dropping out of school, because of poverty, only to become nuisance to the society.
In his welcome address, the Rivers controller of AFED disclosed that the association currently has over 200 members, who are owners of private schools in the state, assuring that AFED had come to stay in Rivers.
Udechi assured that members of AFED in Rivers would strictly adhere to the core values of the association, consisting of commitment, leadership, integrity, passion, excellence and creativity, while urging Wike to partner with AFED to reduce the number of out-of-school children from the streets of the state in no distant time.
He said: “This journey, which commenced on February 22, 2017, with the introduction of AFED and its activities to 22 schools present, has been an arduous task. The task of convincing and mobilising members from the nooks and crannies of our beloved Rivers State to believe in an association unknown and unheard of, was a great one. Nonetheless, we are thanking the Almighty God.
“Currently, we are having well over 200 members, who have shown interest in our association and we are sure that the number will surge in the shortest possible time, given the breakthrough that our God is giving us.
“As a team, our long-term commitment is to ensure that the ugly cliche associated with Rivers State as ‘Educationally-Less-Developed State’ is removed from the annals of history. With God on our side, we shall achieve this.’
The Rivers controller of AFED also assured that he and members of the protem executive of the association would justify the trust and confidence reposed in them, promising not to let the members down.
The national president AFED stated that there was an urgent need to reduce the number of out-of-school children, thereby salvaging the future of Nigeria from ignorance, poverty and war.
She noted that the Rivers governor, whom she described as a listening leader, would see a way of working with AFED to improve the standard and scale of education in Rivers, the treasure base of the nation.
Ifejola, who was still recovering from illness, but represented by the association’s Vice-President, Mr. Michael Adeyemo, stated that emphasis must continually be placed on qualitative education.
She said: “Education remains a vital part of quality of life and one of the key components of the Human Development Index. Considering the position of Nigeria among countries with highest number of out-of-school children, there is urgent need to reduce the number, put at over 10 million children in Nigeria.”

Reps investigate alleged brutalisation of workers by Soldiers
The House of Representatives Tuesday resolved to investigate alleged brutalisation of Nigerian workers in Indorama Fertilizer and Chemical Ltd, Eleme, Port Harcourt, Rivers State, by Soldiers and Mobile Policemen.
To this end, the House has mandated its committee on Privatization and Commercialization Investigate the allegation of Brutalisation by men of the Nigerian Army and the Mobile Police on Nigerians at the instance of foreigners in the company
The resolution of the House was sequel to the passage of a motion brought under Matters of Urgent National Importance by a member, Hon. Babatunde Kolawole (APC Ondo).
The committee is also to investigate the alleged huge disparity in the salary structure between the Nigerian employees and their Indian counterparts in the company.
Kolawole while moving the motion told the House that Indorama Fertiliser & Chemical Ltd in Eleme, Port Harcourt produces 4000 Metric Tonnes of fertilizers per day, estimated at $2 million and which is reportedly the highest in the world.
He said there was a discord between the company and its Nigerian workers over huge disparity in salaries of their Nigerian workers and Indian counterparts.
He further states: “Cognizance of the allegations that while the Nigerian workers (field Operator) allegedly earn around N46, 000 (Forty- Six Thousand Naira -after tax) the Indian staff (field operator) earns N2, 140,352 (Two Million, One Hundred and Forty thousand, three Hundred and Fifty-two Naira – after tax) for the same job schedule.
“The workers downed tools in a peaceful protest on the 13th of July, 2017 and the management called in Soldiers and Mobile Policemen to force the workers back to work
“Aware that in a bid by the Soldiers and Mopol to force the men back to work, they allegedly used tear gas, stun grenades, belts and Horse whips on many of the Nigerian workers who were beaten and brutalized hence sustaining various degrees of injuries.”
Kolawole who expressed regret that men of the Nigerian Army who are meant to protect the country against external aggression, and their counterparts in the Mobile Police Units are now being used at will by expatriates against Nigerian workers, added that he had video and pictorial evidence of the assault.
According to the lawmaker, though the case of salary disparity has been reportedly filed with the Ministry of Labour since last year, “nothing has been has been done about it.”
When the Deputy Speaker of the House, Hon. Yusuff Lasun called for a vote on the motion, it was passed by members on the floor and subsequently referred to the Committee on Privatization and Commercialisation
The committee was given two weeks to report back to the House for further legislative action.

Navy parades seven for impersonation
The Nigerian Navy has paraded seven fake naval personnel alleged to have been terrorising and swindling commercial boat operators in Rivers.
Commodore Sam Bura, Commander, Nigerian Navy Ship (NNS) Pathfinder, paraded the suspects and the weapons found with them before newsmen on Monday in Port Harcourt.
Bura said the men used fake naval uniforms, identification cards and paraded themselves as personnel of the Merchant Navy with the intent to defraud unsuspecting members of the public.
According to him, the arrest followed incessant terror reports by the commercial boat operators at Abuloma Jetty area of Port Harcourt.
“On July 19, naval troops raided criminal hideouts along Abuloma Jetty and arrested seven suspects who belonged to an illegal outfit known as Merchant Navy Seafarers Association of Nigeria.
“Weapons seized from the suspects are machetes, assorted knives, electric shock baton and a vehicle that is boldly written: ‘Merchant Navy’.
“The suspects while undergoing interrogation claimed that they were at Abuloma jetty to enforce safety regulations to commercial boat operators.
“One wonders how an individual or organisation could use machetes, knives and electric shock baton to enforce safety regulations if not to intimidate and extort members of the public,” he said.
Bura, represented by Cdr. Mamman Alushi of the NNS Pathfinder Base Intelligent Office, alleged that the group extorted huge sums of money from residents and companies who mistook them for naval personnel.
Bura said that the Merchant Navy and other related organisations were proscribed by a Federal Government Gazette in 2013 over breach to national security and impersonation of the navy.
He said that in 2016 when the Navy raided one of the group’s camps in Isaka, in Okirika Local Government of Rivers, the organisation had over 1,000 recruits.
“Investigation revealed that the organisation, which charged minimum of N250,000 for entry, trained the recruits in weapons handling.
“You will agree with me that this has become an army ready to be exploited by anybody,” he said.
Bura said the suspects and weapons would be handed-over to the police for further investigation and possible arraignment.
The commander advised youths against joining the organisation and warned sponsors of the organisation to desist from carrying out their illegal activities.

Army warns cultists in Rivers
The 6 Division, Nigerian Army, Port Harcourt, has warned cultists terrorising some Rivers communities to desist forthwith, or face the wrath of the law.
Col. Aminu Iliyasu, the Spokesman for the division, said the warning was part of a nine-point communiqué issued at the end of a stakeholders meeting in Port Harcourt on Friday.
He said the stakeholders resolved that all leaders and notable members of cult groups terrorising Ozochi community in Ahoada East Local Government Area of Rivers should be arrested and prosecuted as soon as possible.
The stakeholders also resolved that known cultist camps and bunkering sites at Udoda-Engene Forest should be located and destroyed, he said.
He said that community leaders and all peace-loving citizens of the affected areas were enjoined to support security agencies through the provision of credible and timely intelligence.
Furthermore, the meeting assured all informants of their security and confidentiality, he said.
Iliyasu said that traditional rulers and elders of communities were enjoined to redouble efforts to enthrone peace in their respective communities.
He advocated for the establishment of a vigilante group comprising youths from the various communities to work with security agencies to tackle criminality in the communities.
The stakeholders agreed to hold regular meetings to assess progress of ongoing peace efforts in the area.
“The Rivers Government was advised to extend fresh amnesty to militants and cult groups in the affected areas in order to achieve the much desired peace.
