I was never banned from Presidential Villa – El-Rufa’i

Nasiru El-Rufa’i of Kaduna State says he was never banned from coming to the Presidential Villa, Abuja.

The governor, who stated this while fielding questions from State House correspondents after joining President Muhammadu Buhari to perform the two-raka’at Juma’at weekly prayer at State House Mosque, Abuja, on Friday,

Reports on the social media said El-Rufa’i was banned from the Presidential Villa for allegedly leaking a memo he wrote to Buhari on Sept. 22, 2016.

In the memo, El-Rufai alerted President Buhari that he was losing the vision and the momentum with which All Progressives Congress (APC) started its Change Agenda.

The governor also in the memo, advised the President to effect changes in the leadership of some federal agencies and establishments, and to communicate constantly with Nigerians, so they will know the plans of his government.

El-Rufa’i, however, told the State House correspondents that he was not stopped from coming to the Aso Rock, and that nobody can stop him from visiting the Villa.

According to him, he stopped frequenting the villa because the President needs quality time to rest and also attends to challenges of governance.

“No one ever stopped me from coming to the villa and no one can stop me from coming to villa.

“As a governor I come here, I have blank cheques, no one checks me at the gate but I believe what the President needs is for those that love him to keep away from him and allow him to rest.

“The President needs quality time to rest because it is meeting too many people that strains leadership.

“I am a governor and I know that when I meet 10 people in a day I get really tired, it is not the paperwork, it is not really the memos approving them or asking questions that strain a leader, it is the stream of visitors.

“I do not want to contribute to the President’s problem by coming here every day. I am in touch with him,’’ he added.

The governor, therefore, appealed to Nigerians to show more understanding and love to the president by allowing him to rest and also concentrate more on his private and official engagements, saying that “visitors stress leaders’’.

“Let me appeal to all of us that love the President to please allow him some space so that he will recover.

“We need him and the country needs him, it is in our interest for the stability of the country, we should just let him be.

“It is absolutely necessary lets us leave him to do his work in the privacy of his room or his office without strings of visitors. Visitors stress leaders.’’

El-Rufa’i also described his relationship with Buhari as cordial, saying that the relationship had never been strained in anyway.

He, however, acknowledged that there were people within the presidency “that like me and there are those who don’t and it is normal.

“My relationship with the President has never been strained in anyway. I met with him last
    night,

“I did not talk about things like that but our relationship with him is like that of father and son and it is privilege for me.’’

Meanwhile, Chief Imam of the State House Mosque, Sheik Abdulwaheed Sulaiman, has called on Muslims and Christians to unite as brothers and sisters given the common Abrahamic origin of their religions.

  • Buhari launches Economic Recovery Plan

    Buhari launches Economic Recovery Plan

President Muhammadu Buhari on Wednesday launched the Nigeria Economic Recovery and Growth Plan (ERGP)  (2017 to 2020) at the Council Chamber of the Presidential Villa, Abuja.

Stressing that his administration is committed to delivering its electoral promises, he said that the new plan will not only take Nigeria out of recession but place the economy on inclusive growth.

According to him, the successes being recorded in the fight against corruption and securing the nation, under his administration, are clear to everybody.

He said “As we all know this Administration inherited numerous challenges. Our political campaign was based on a recognition of the difficult situation Nigeria was in and the need to bring positive and enduring change. And we remain committed to our electoral promise to change our way of doing things and to change Nigeria for good.

“We are committed to delivering on the three key areas that we promised – That is improving security, tackling corruption and revitalising the economy. Security in the North East, and other parts of Nigeria, is significantly better today than when we came in.

“With regards to our fight against corruption, as you all know, our law enforcement agencies are prosecuting very many cases of corruption. Our successes in these two areas are clear for all to see,” the President said

He also assured all Nigerians that his administration is handling the economic challenges with the same commitment so far demonstrated in the fight against corruption, against terrorism and militancy.

The Economic Recovery and Growth Plan, he said, brings together, in a single document, all sectoral plans for agriculture and food security, energy and transport infrastructure, industrialization and social investments.

He said “It builds on the Strategic Implementation Plan and sets out an ambitious roadmap to return the economy to growth; and to achieve a 7% growth rate by 2020.

“Our aim simply put, is to optimise local content and empower local businesses. We seek not just to take the Nigerian economy out of recession but to place it on a path of sustained, inclusive and diversified growth.

“We are determined to change Nigeria from an import dependent country to a producing nation. We must become: A nation where we grow what we eat and consume what we produce. We must strive to have a strong Naira and productive economy.

“The Plan I am launching today therefore sets out what we, as Government, are committed to do, to create the enabling environment for business to thrive.” he said

While noting that the Plan is a national plan, he said that the role of State Governments is critical to its success.

He therefore urged State Governments to draw inspiration and strategic direction from the Plan to articulate their economic programmes, particularly in the development of the real sector.

The President also called on all Nigerians to work with the administration to ensure the objectives are achieved.

He pointed out that the contents of the Plan are already familiar to a broad cross-section of Nigerians because it was developed in consultation with a wide group of stakeholders, including the National Assembly, State Governments, the business community, labour unions, academia, civil society groups and development partners.

“I am pleased to present this Economic Recovery and Growth Plan for use by the Nigerian people, our friends and partners and to guide our development efforts over the next four years.” he stated

The Minister of Budget and National Planning, Udoma Udo Udoma, said that the Plan has 60 interventions and initiatives to be implemented in the next four years.

But he said that the government is focusing on five of the interventions.

He said “Right from when he was campaigning he has shown single-minded commitment to change Nigeria in a fundamental way. He promised three things. Firstly, to restore security, particularly in the North East. Secondly, to fight corruption, thirdly, to repair the broken economy. And the cabinet was sworn in in November, 2015, he gave us our marching orders.

“This Economic Recovery and Growth Plan is therefore a fulfillment of his promise to re-invigorate the economy

“Whilst Economic Recovery and Growth Plan is being formally launched today, its implementation is not starting today. This is because the plan puts together in one place, for easy access, all the sectoral plans that the government has been working on, from inception, including the Strategic Implementation Plan for the 2016 budget proposals which were submitted to the a National Assembly in December last year.

“The broad objectives of the ERGP are to restore growth, invest in our people and build a globally competitive economy. As our President, has repeatedly said, our some is to build a self-reliant economy. A country in which we can grow what we eat, use what we make and produce what we consume.

“A country which embraces the world of technology, ideas and investment from everywhere, but domesticated these ideas for the use of our people. A country which produces high quality goods, not just for our own consumption, but enough to export our neighbours, and, indeed, the world.

“Our aim is to create a culture where Nigeria continuously seek ways to add value to the resources we have been blessed with. In short, our aim is to change Nigeria, and change for good.

“To achieve this, the Plan articulates up to 60 interventions and initiatives, that must be executed and/or completed within the next four years to tackle, and to remove, impediments to growth; to make markets function better; and to leverage the power of the private sector.”

He however, said that it will be archived without compromising the core values of the nation, such as discipline, integrity, social justice, self-reliance and patriotism.

“And, of course, all the initiatives in the Plan will be  implemented in such a manner as to continue to strengthen and promote national cohesion and social inclusion.

“Even though the ERGP outlines up to 60 initiatives, it focuses on five execution priorities, which are central to achieving the seven percent growth projected by the end of the Plan period.

“These are namely, stabilizing the Macroeconomic Environment; Achievement of Agriculture and Food Security; Expansion of Energy Infrastructure and Driving Industrialization principally through local and small business enterprises.” he said

He said that the ERGP is the work of very many people as consultations were widely done.

He said “I would like to thank the general public for the very positive and encouraging feedback we have been receiving since the ERGP was exposed on our websites.”

Unlike some past programmes,  he assured that the Plan will be effectively implemented.

“Whilst the Ministry of Budget and Planning will be coordinating the Plan, the President has approved that a Special Delivery Unit be created in the Presidency to monitor its implementation and remove all bottlenecks to the plan’s implantation. This is one Plan that will be implemented with vigour, with focus, and with success.” he said

Delivering a goodwill message, the Chairman of the Nigeria Governors Forum and Zamfara State Governor, Abdulaziz Yari, said that the plan is not only important to the Federal Government, but also to the state governments because of its inclusive growth.

He said that the State governments take ownership of the plan at the State level.

The Speaker of the House of Representatives, Yakubu Dogara, pledged the support of the lower chamber to the implementation of the plan.

“I have no doubt that if successfully implemented, it will usher in the turnaround we all desire.” he said

On his part, the Senate President, Bukola Saraki, said “We must make it work, it has to work.”

Among dignitaries who attended the brief ceremony included the National Chairman of the All Progressives Congress (APC), John Odigie-Oyegun and many cabinet members.

President Muhammadu Buhari on Tuesday met behind closed doors with former Head of State, Yakubu Gowon at the Presidential Villa, Abuja.

Speaking with State House correspondents at the end of the meeting, Gowon said that he was in the Villa to welcome the President back from his leave.

He said “Let me tell you the honest truth, my coming here today is to thank and welcome Mr. President back from his health issues and problems and to thank God for what He has done for him to have his health back, for him to be able to return back to work.

“The other thing also is to thank him very much indeed for ringing me from London when he was in London to commiserate with me on the death my sister.

“This was really very gracious of him; I should have rang to speak to him but of course since I know that he was in hospital I could not do that. But when he rang to condole with me on my sister’s death I was very touched and that also help Nigerians to rejoice especially those who were sending all those very unfortunate message about him and about whatever it is.

“So I think it was a good thing that was done and Nigerians knew he is still well for him to be able to ring. This is really the purpose of what brought me here.

“And then also to encourage him ‎to continue to do his work to the best of his ability dealing with all the problems. Day in day out you read in the press of all sorts of things happening, God will give him continued strength and energy to be able to deal with the problems of the country for the good of Nigerians.

“I’m delighted to be here, to welcome him back and to see him in reasonable good health and able to do whatever he is able to do,” he stated.

  • Osinbajo inaugurates Private Sector Advisory Group for SDGs

Osinbajo inaugurates Private Sector Advisory Group for SDGs

Acting President Yemi Osinbajo on Tuesday inaugurated the Private Sector Advisory Group for the Sustainable Development Goals (SDGs) at the Presidential Villa, Abuja.

According to him, the event marks the beginning of the unique partnership between the public and private sector.

He said that he believed that Nigerian elite, including political, business and religious, have a responsibility to ensure that things are done fundamental for the Nigerian society.

He said: “Everywhere in the world, it is that elite that have always make a difference in the societies. Those are the ones responsible for transformation.

“Many of the societies that have been truly transformed have done so when their elite decided that it was necessary to do so.

“Sometimes, when you look at our situation, you think that it is necessary to force the political and private sector elite together to do something. But the truth is that whether or not we recognize it formally, they are doing things together whether it is for good or ill. The important thing is to recognize that we have an important role to play.

“We have decided as an elite in this country that wealth is a measure of worth. It is a decision we made consciously or unconsciously.

“The political elite have decided that wealth is a measure of worth and that is why you find so much corruption among the political elite. Even the religious elite believe that it is a blessing of God.

“There are some societies that have decided that the value of human beings is in their contribution to the society. Those societies, of course, have done better than those who have decided that wealth, no matter how it was obtained, is a measure of worth.

“I think is important if our elite decide that dealing with poverty is worth the while and that it will measure whether or not we are serious about our society.” he said

He said that there is an enormous responsibility placed upon elite to do something about the millions of the extremely poor Nigerians.

“This is how we are going to be measured. At the end of our lives, the question that will be asked is what is the impact that we made on people’s lives. Nobody will be measured by how much money we made or the positions we held.

“A lot of our people in this country hand their hopes on us. They look up to us and believe we can do it and despite all the failures and the false starts, our people especially the poor and the vulnerable still believe that these elite will and can deliver.

“Let us therefore take this as a personal responsibility to our people to do something profound that will make a huge difference in the lives of our people.

“This is why I am so excited about this coming together of the public and private sector to ensure that the Sustainable Development Goals are realized in our time and that nobody is left behind.” he added

The Senior Special Assistant to the President on SDGs, Mrs. Adejoke Orelope-Adefulire, described the inauguration of the PSAG as a landmark event.

She noted that Nigeria was the first United Nations member state to do so.

According to her, it was a renewed partnership between business and government at the highest levels to build the consensus needed for the successful implementation of the SDGs.

The SDGs, she said, acknowledged the connection among prosperity of business, a flourishing society and the health of the environment.

She said that very few businesses can only thrive unless the countries in which they operate are thriving.

She said, “No country has significantly improved people’s lives without the driving force of a vibrant economy.

“In the face of a prevailing fiscal crunch, it has become urgent to leverage multi-stakeholder engagement to mobilize non-government resources for SDGs implementation.

“It is in this recognition that the United Nations Sustainable Development Goals-Fund established the global Private Sector Advisory Group as a powerful platform for business leaders from across the world to interact, leverage comparative advantages, exchange lessons learned, promote South-South, North South and Triangular Cooperation and in the process, accelerate the attainment of the SDGs,” she added.

She said that the duties of PSAG included engaging with and coordinating the Nigerian Private Sector to partner with the SDGs Office to implement an agreed roadmap; ensuring public-private alliances to provide large scale solutions towards achieving the SDGs; as well as working within a set of SDGs impact areas and focus on driving a specific targets that will be tracked, monitored, reported and reviewed periodically.

Other duties, she said, are to partner with the SDGs Office to hold periodic Public-Private Dialogues to expand engagement for sustainable development; to promote and coordinate broad-based actions to deliver results while mobilising the entire private sector around SDGs priority areas; to galvanise business to deploy the UN global compact for durable development; as well as contributing and helping to mobilize resources for the successful implementation of the SDGs in line with the guidelines contained in the Addis Ababa Action Agenda.

  • Free, fair election in Rivers abnormal, says Ganduje

Free, fair election in Rivers abnormal, says Ganduje

    …Wike: Rivers elections normal

Kano State Governor and Chairman of Rivers’ All Progressives Congress (APC) Rerun election Campaign Committee, Abdullahi Ganduje on Friday said that it will be easy for a camel to pass through the eye of a needle than to have free and fair elections in Rivers State and the southern part of the country.

The rerun election in Rivers State is billed for December 10th.

Ganduje, however said that everything will be done to change the trend and have free and fair elections in the state.

He spoke with State House correspondents after meeting with President Muhammadu Buhari at the Presidential Villa, Abuja.

He said: “We are prepared, we just came out of the Ondo elections, we have fresh ideas even though both environments are different but we have our own strategies. Like in Ondo state we must ensure we have free and fair elections.

“You know in that part of the country having free and fair elections is not normal and we have to make it normal this time. We must ensure that they is security so that people will come out and vote that’s our main preoccupation at the moment. We are making wider consultations with stakeholders and we believe we will succeed,” he said.

He said he was at the Villa to brief the President on the security situation in Kano, especially the fallout from the north western part of the country where some Boko Haram members and Kidnappers try to dominate the forest.

He said: “They came back from Sambisa forest so that they can be operating from another part of the north western part of the country. So the security agencies are working very hard. A lot of arrest have been made and investigation is going on.

“We won’t allow them to dominate Kano and make it as a launching pad, since the cosmopolitan city of Kano is an attractive place for such elements to come in. The security agencies have apprehended about three or four of them,” he stated.

According to him, the President is happy with the situation in the state.

On economic summit between Lagos and Kano, he said: “We appointed a technical committee. It is working on that, we are examining the business relationship between Lagos and Kano, we take advantage each state is having and we will invite Mr President to the summit.

“The summit will hold in Kano. The governor of Lagos State has agreed it should hold in Kano. There are similarities between Lagos and Kano, both are mega cities. Lagos is the largest commercial city in Nigeria while Kano is the largest commercial city in the north.

“We are both cosmopolitan and our developmental challenges are the same in terms of providing social amenities, security, urbanization. There is a need to look inward now that money is going down so we need to take comparative advantage of both states.

“We have farmers and lot of agriculture production and Lagos have consumers and they also process and they have higher industries than Kano. This is the kind of relationship we can develop, and we believe it will work.”

Reacting to the claim that having free and fair elections in Rivers is abnormal, the state governor, Nyesom Wike said elections in the state have been normal.

“It is unfortunate if he said so. As far as I am concerned, elections have been normal in my part of the country. All we are asking for is free and fair election.

“Is Governor Ganduje speaking on behalf of INEC? Is he the one conducting the elections now? He queried

He added: “I have respect for him as an elderly person but his statement is unfortunate.

“When his friend won the governorship election in Rivers State, the election was normal. The election was also normal in Edo State where his party won.

“We are waiting for him to come and perform the magic he did in Kano State,” he stated.

2017 Budget will be passed in good time – Saraki

The Senate President, Bukola Saraki on Thursday promised that the 2017 Budget will be passed in good time, unlike the experiences with past budgets.

President Mohammadu Buhari is expected to lay the proposal before the joint session of the Senate and the House of Representatives for consideration.

Speaking with State House correspondents after meeting with President Buhari at the Presidential Villa, Saraki said that much consultations have been carried out on the soon to be presented 2017 Budget proposals.

According to him, the National Assembly is ready to receive the President as soon as communication is received from the Executive.

He also said that the issues concerning the Medium Term Expenditure Framework (MTEF) will soon be resolved.

He said: “We are ready. Once the document comes to us, we are ready. I think this time around, a lot of work has taken place behind the scene, there is a lot of more collaboration and you will see the result of that in the time frame it will take after the president will have presented it.

“I came for consultation with the President on a number of national issues. We are all getting towards the end of the year, getting the budget. Just regular consultation,” he stated.

On MTEF, he said: “That is still a work in progress. I am sure that very soon, that matter will be concluded. But I am very optimistic that this year’s budget will be passed much more sooner than what we saw in the past.”

Asked if he can give details about the budget, he said: “Well, I haven’t seen the details until the president lays it. I am sure within the next ten days, it will be presented

He maintained that the decamping of a lawmaker on the floor of the Senate was democracy at work.

“It is democracy at work. The opposition party has its views about the defection of a senator to the APC. Normalcy has been restored to the house and we are one family again,” he said.

  • Buhari’s presence gave me victory, says Akeredolu

Buhari’s presence gave me victory, says Akeredolu

    …Says no rift with Tinubu

…Insists Buhari, Odigie-Oyegun heading APC leadership

The Ondo State Governor-elect, Rotimi Akeredolu on Wednesday said that the presence of President Muhammadu Buhari at his campaign rally in state won the election for him.

He spoke with State House correspondents after meeting President Buhari with his deputy, Agboola Ajayi and Plateau State Governor, Simon Lalong at the Presidential Villa, Abuja.

Even as he claimed that he has no rift with the National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, he insisted that President Buhari and APC National Chairman, John Odigie-Oyegun are the head of the APC leadership.

According to him, Tinubu, like other leaders of the party, fall under the leadership of Buhari and Odigie-Oyegun.

On why he didn’t mention Tinubu while thanking leaders of the party in his speech after winning the election, he said: “I thanked the President of the Federal Republic of Nigeria and the leader of our party profusely for the leadership which he showed leading to this election. I also thanked our indefatigable chairman for standing by the truth and for his position on this matter that led to this election. I have no reason to do otherwise.

“You see, party structures to the best of my knowledge is very clear. You have the leadership of the party and that is represented by Chief John Odigie-Oyegun. And after the election, a chief executive emerges, he becomes a leader of the party, you don’t have to personalize and be looking for leaders all over the place. If we have to do that then I will have to mention 36 or 37 leaders.

“So I believe the leadership as represented by the president covers all leaders and that tells me it would include Chief Bola Ahmed Tinubu, it would include even Baba Akande, Onu, so many leaders. But president Buhari is the leader of the party so that is my position there,” he added.

Asked how he was going to amend his strain relationship with Tinubu, he said: “The relationship with Asiwaju Bola Ahmed Tinubu has always been the same. I don’t think we have any strain relationship. For me as a person, I believe he is one of the leaders of the party and I don’t see any strain relationship between us.

“And you would observe that he has sent in his congratulatory message after the election, so what else do you expect? I mean all of us see this as victory for the APC, not for Akaredolu, not for as an individual but for the party as a whole.

“I believe he is a member of the party. Mr. Femi Adesina had issued a release but you journalists just want to put words into our mouths,” he said.

He explained that the Federal lawmakers who decamped to APC have done so during his campaign and were only formalizing it at the National Assembly.

He said: “When you say a defection, Senator Yele Omogunwa even joined us in the campaign right there in Ondo State, he had joined the APC, he only just formalized it on the Senate floor today.

“I mean when you have a party that is already balkanized like the PDP, from bottom to the top they have two candidates, they have two chairmen now. So you don’t have to be sneaking between one chairman and another you make up your mind to go to a place that is stable.

“And I believe that he thinks that the APC is stable and he has come to a place he thinks his fortune will be better served and I am sure he took the right decision to join the party of the day.” He said

He insisted that he will not go out straight to probe the administration of the outgoing governor, Olusegun Mimiko, but will probe anything he finds out of place in the process of his governance.

He said: “At the center the government of the President Muhammadu Buhari said we must look back in order to move forward, he has been there for over a year now, has he instituted a probe looking back is not a probe and I maintain that I will not probe any regime.

“This is responsible leadership I am elected to lead the people. The task ahead of us is enormous than for us to start instituting probes. My own is not to institute any probe of last regime and that is what president Buhari has done.

“But if we find out that wrongs were committed we have enough laws of the land to take care of people who have committed wrong. As we start our work as we go ahead if there is any semblance of Dasukigate at the state, the law will take its course that is different from probing. We will follow what Mr. President is doing at the center.” He added

Asked if he will end up reducing his campaign promises after assuming office, he said that what he meets on ground will determine if all the promises will be met.

To him, nothing is wrong with reviewing such promises.

He said: “You see as a candidate, it is expected of you to have a fore knowledge of the position for example of the finances for the number of things we need to do and what it will take to do. Now it is quite possible and I don’t rule out the fact that, you might set out in your campaign promises to achieve 10 things at a time. But because there is no way you can know everything that is in government when faced with realities it might not be possible to achieve those 10 things at a go.

“But it is not to say that you will still not go for that 10. When you talk of review if you find a few things that are not in the right places, so there is nothing wrong if you try to review your campaign promises when faced with stake realities.

“But for us in Ondo state, we have come up with five Cardinal points and it is so clear to us. We have decided that we will embark on job creation through agriculture, industrialization and entrepreneurship and what is going to cost government. We need machinery because it is not going to be agriculture through hoes and cutlasses but mechanized one. It is given that we must go back to basis.

“On entrepreneurship we are going to encourage our state people to be self-employed and employ others. We are talking about public private partnership and there are a lot of people who want to come and build industries in our state because our state is a viable one.

“We are going to have enabling environment for industrial growth. What is the cost? Maybe land. And then when you talk of functional education and technical growth, when you talk of infrastructure, there are schools that are already dilapidated and we believe that rather than spend money on a mega school, that money can repair and put several schools in a better form. How much will it cost us? It is the same money that we are spending.

“We don’t want to take our people to civilization, we want to take civilization to our people. We want to ensure that the school within their vicinity are good enough for them to be interested in those school. Yes it is going to be cost intensive because we will develop our rural areas. We have told our people we are not going to build tar roads but we are going to provide accessible roads and when we have done our little bit people will do it for some time,” he said

Lalong, who is the Chairman of Ondo APC Governorship Campaign Committee, said God answered his prediction of APC win in the election.

Stressing that he was at the Villa to brief the President on his assignment in Ondo state, he said that he would round up his assignment and submit final report to the APC National Secretariat.

He denied the allegation that APC was responsible for the crisis in the Peoples Democratic Party (PDP) in Ondo State.

He said: “These things happen; this is not the first time such is happening. When elections come in like this, you will find inter party conflict and friction, it was not APC that went to court, neither was it APC that gave the judgment, all we saw was friction or conflict between PDP and PDP and if that judgment was also going to help APC so be it.

“But we were not parties to the case for somebody to even assume that APC was responsible for denying somebody no, APC is not the court, the court is a separate arm, I am saying that as far as we are concerned APC was not responsible for denying or delaying anybody the right to contest that election,” he stated.
