    Osinbajo to visit Sokoto Thursday

    Acting President, Prof. Yemi Osinbajo will pay an official visit to Sokoto on Thursday.

    This is contained in a statement issued on Wednesday in Sokoto by Imam Imam, Special Adviser, Media and Public Affairs to Gov. Aminu Tambuwal.

    It said, “while in the Seat of the Caliphate, the Acting President will take part in a two-day nationwide clinic organised for micro,small and medium enterprises (MSME), which is being hosted by the Sokoto State Government.

    “During the events, the Acting President will hold interactive sessions with government agencies, financial institutions, operators and stakeholders in the MSME’s sub-sector.”

    The statement added that Osinbajo would also inspect sample of works by small and medium scale enterpreneurs from across the federation.

    It added that the Acting President would pay homage to the Sultan of Sokoto, Muhammad Sa’ad-Abubakar III, at his palace in Kanwuri, Sokoto.

    Governor Rauf Aregbesola of Osun state has congratulated the acting President, Prof. Yemi Osinbajo, on his 60th birthday.

    The felicitation is in a massage by Mr Semiu Okanlawon, the governor’s Media Aide in Osogbo on Wednesday.

    The governor described Osinbajo as a prominent promoter of selfless leadership, whose contributions would continue to be a source of reference in the country’s development.

    Aregbesola said Osinbajo’s trajectory in service saw him taking up worthy causes for no personal gains as long as they served humanity.

    He added that “in public and personal lives, Prof. Osinbajo has demonstrated that the most worthy service is that carried out for the good of fellow human beings even for no personal gains and comfort.”

    Recalling the acting president’s role in Lagos State law reforms as Attorney General and Commissioner for Justice, Aregbesola said “the face of judiciary in the state
    changed after eight years of Osinbajo’s intensive reforms as chief law officer.

    “It is gratifying to note today that his pioneering efforts in that sector influenced similar reforms in other parts of the country.

    “This is one crucial aspect of our national life as a people where the acting president has tremendous impact”.

    According to the governor, Osinbajo has demonstrated that he is a man of the people, always identifying with the grassroots across the country.

    “On this occasion of your birthday, I join you and your immediate and political families in celebrating the abundant grace of God on your life.

    “Your life has been an eventful one, dotted by numerous achievements and accomplishments.

    “Nigeria has benefitted immensely from your fountain of knowledge, wealth of experience and leadership acumen.

    “The remarkable impacts you made in all spheres of human endeavour will continue to remain a reference point in the nation’s development history.

    “You are indeed a cerebral academic per excellence, a judicial revolutionary leader,  a stabilising force, a bridge-builder, an embodiment of and astute observer of the rule of law.”

    “On behalf of the government and the people of Osun, I congratulate you on the attainment of this age”, the governor added.

    Born on March 8, 1957 at Creek Hospital, Lagos, Osinbajo is a professor of law and a Senior Advocate of Nigeria (SAN).

    His early years in primary school were spent at Corona School, Lagos, between
    1969-1975 and attended Igbobi College, Yaba, Lagos, where he won the State Merit Award (1971); the School Prize for English Oratory (1972) and the Adeoba Prize for English Oratory (1972-1975).

    He also won the Elias Prize for Best Performance in History (WASC, 1973), the School Prize for Literature (HSC, 1975); and African Statesman Intercollegiate Best Speaker’s Prize (1974).

    Thereafter, he went for undergraduate degree at University of Lagos between 1975-1978 when he obtained a Second Class Upper Degree in Law, and also won the Graham-Douglas Prize for Commercial Law.

    In 1979, he completed the mandatory one-year professional training at the Nigerian Law School and got admitted to practice as a Barrister and Solicitor of Nigeria’s Supreme Court.

    In 1980, he attended the London School of Economics and Political Science, where he obtained a Master of Laws degree.

    Osinbajo is a scholar, a teacher, a lawyer and an administrator and is one of the nation’s leading experts in Law of Evidence, National and Regional Corporate Commercial Laws and Public Law.

    He became Vice President of Nigeria on May 29, 2015.

    He is married to Oludolapo Osinbajo (nee Soyode), granddaughter of the late sage and statesman, Chief Obafemi Awolowo.

    Lagos- Ibadan rail project to be completed in 2018 – Osinbajo

    Acting President Yemi Osinbajo has flagged off the N458 billion Lagos – Ibadan segment II modern railway project, assuring that the project would be completed within the time frame of December 2018.

    Osinbajo, who spoke at the ground breaking ceremony held at Nigerian Railway Corporation premises in Ebute Metta, Lagos, described the development as a reflection of the Federal Government plan to build a globally competitive economy with a first-grade infrastructure.

    He said the development of a functional railway system in the country is very dear to President Muhammadu Buhari, adding that the ground breaking of the Lagos-Ibadan project further signifies the determination of the President to modernise the national railway system.

    Osinbajo said: “The President in his January 2016 visit to China reopened negotiation on the Chinese support for this project, secondly this ceremony also marks the commencement of our plan to move speedily to improve links with Lagos which is the national economic nerve centre and major port to other state capitals across the country.

    “We made provision for matching funds in 2016 budget to complement the concession loans obtain from the People Republic of China. We have the entire Lagos- Kano rail track as well as the Lagos-Calabar railway track in the 2017 budget.”

    The acting president said negotiations has been completed on the next phase of Kaduna –Kano portion, saying the government has provided the counterpart funding for the Lagos-Calabar routes.

    He added that negotiations with the foreign counterpart funding will be finalised within the next three months.

    He added: “An active and vibrant railway system conferred many benefits on the society. Our ultimate goal is to restore a railway using culture for both commercial and personal transportation. We are confident that the national rail project will create up to half a million jobs and facilitate the movement of up to 3.2 tonnes of cargo per annum.

    “It will also reduce the burden on national highways thus reducing deterioration of the road network and increasing the life span of our roads.”

    He stressed that railway network will support efforts to diversify the economy and enhance the country export potentials.

    Southern Kaduna Crisis: Osinbajo meets stakeholders

    Nigeria’s Acting President, Prof Yemi Osinbajo on Friday met stakeholders on the Southern Kaduna killings, saying that the crisis in the region cannot be put to an end in a hurry, because people have developed hate and anger out of the crisis.

    The Acting President was in Kaduna to assess the level of progress at the Kaduna International Airport ahead of the proposed diversion of flights from the Nnamdi Azikwe International Airport, Abuja to Kaduna.

    However, the meeting he had directed the State Governor Nasir Ahmad El-Rufai to convene had in attendance, representatives of the religious bodies, traditional institutions and ethnic groups as well representatives of Fulani community.

    He said a quick fix solution would not be apt as the crisis has a long history which he is studying through previous reports of commissions on inquiry, briefing from security agencies and other reports.

    According to him, “I will like to begin a discussion on the very terrible crisis that has gone on for a while in Southern Kaduna. Let me say first that there is no question at all that many have suffered, families have lost loved ones, a lot of bloodletting has taken place in Southern Kaduna in the past few weeks and I want to express my sincere condolence to all of those who have lost families and friends and who have been traumatized by the terrible things that have been going on in Southern Kaduna in the past few months.

    “But I must say there’s no question whatsoever that violence would never stop any of the problems we are experiencing today, there’s no way we will resolve it that way. On this matter I have read documents; quite a few of the reports, as a matter of fact,  I have tried very hard to study the crisis in Southern Kaduna, personally, I have read quite a few documents including reports of past crises, recently I have taken briefings from the service chiefs a couple of days ago  on what is going and since I got in today, I am also taking briefing form some of the senior officials of the armed forces and state security.

    And I want to say that I don’t want us to be in a hurry, I am certainly not in a hurry because I don’t believe that a crisis where there is so much blood letting and hatred over the years can be resolved by a couple of meetings, no, I don’t believe that is possible.

    “I have talked to his Excellency the governor, that what I would like to achieve is not a quick fix but I want us to begin a process and I want to be a part of that process that will listen to each group separately and then get everyone together.

    And I want us to respect those who have lost their lives that we are not trying to fix something quick, we are not trying to resolve it now however it is resolved and pretend all is well. We will take our time and as I said, to sift through whatever is required so we can find a proper and lasting solution.

    Professor Osinbajo, who told the stakeholders that he had taken enough security briefing on the Southern Kaduna crisis, however noted that, violence, enmity and hate cannot solve the problem, but process of peace building must commence to gradually face out the crisis.

    According to him, “I have been briefed by security Chiefs about the crisis in Southern Kaduna, even as I arrived here today, the security Chiefs here have also briefed me. Local government Chairmen has briefed me. But, the crisis in Southern Kaduna cannot be ended in a hurry, because there is hate and anger.

    “But, how many more lives do we want to lose before we stop this crisis? We must therefore strive to put an end to this, otherwise it will consume everybody.

    “Violence, enmity and hate cannot solve the problem we are going through. We must therefore begin a process of peace building”, he said.

    Osinbajo however promised to convene meetings with representatives of CAN, JNI, MACBAN and other stakeholders separately.

    Governor El-Rufai in his opening remarks swore to God that, his administration will fish out and prosecute those who have participated in the killings or instigated killings in Kaduna State in the last 37 years.

    “Ladies and gentlemen that we invited here, I will like to say that you are here on the invitation of the vice president. There are some who were not invited for the reasons that they know, because, we suspect they are behind some of these problems and we do not intend as state government to give legitimacy to anyone under investigation for being behind some of these problems.

    He said, his government has identified bringing culprits to book, deployment of security and commencement of peace building efforts as panacea to permanently ending the Southern Kaduna crisis.

    El-Rufai however commended the Acting President for his usual assistance to the state government in its efforts to establish military formations in the troubled zone and securing the state at large.

    Meanwhile stakeholders who spoke at the meeting, like the CAN Chairman  Bishop George Dodo, Agwan Atakad, representative of the JNI, Alhaji Sanusi Maikudi and National Assistant Secretary of Miyetti Allah Cattle Breeders Association of Nigeria, Ibrahim Abdullahi traced the crisis to 2011 post-election violence and suggested ways out.

    CAN chairman, Rev. George Dodo thanked the acting president and the state governor for their intervention in finding lasting peace in Southern Kaduna and prayed that those behind the violence would be apprehended and brought to book

    Representative of JNI in Kaduna State, Alhaji Sanusi Maikudi blamed the crisis on the inability of the previous government to fish out those behind the crisis and failure to act on the recommendations of commissions of inquiry.

    He said the night attacks on communities started in Jaba local government of the state as result of the fallout of the 2011 post-election violence where he said a report documented that 80 percent of the persons killed were from Southern Kaduna and 35, Muslims were displaced in 18 communities and that only 5 percent have been able to return.

    Earlier, while fielding questions from journalists shortly after inspecting Kaduna International Airport ahead of flights diversion from Nnamdi Azikiwe International Airport, Abuja, Acting President Osinbajo told journalists that international communities have been
    sensitized to endure the temporary arrangement.

    This was just as he said that all contractors handling various works
    regarding the Kaduna Airport have been given matching order to ensure speedy conclusion of works as scheduled.

    He said, “We are here to inspect the progress of work at Kaduna Airport because we deserve the temporal substitute for Abuja airport for both local and international flights.

    “We are looking at the state of readiness considering that this is always a local airport and for that, alot of  work need to be done to bring it to the kind of standard that will be required .

    “The Work has made considerable progress, honestly the work has made
    considerable progress, but there is quite a bit to do.

    “It is going to be completed over this weekend like the ceiling, air conditioning and all that, security facilities. So we think that, it may not be in a complete state of readiness by Wednesday. I expect that within a very short period of time the airport will be very usable and comfortable state.

    “We asked people working on the airport to quickly speed up or to double the number of people who are working on the ceiling and some other facilities, they certainly need to work much faster and much more diligently to be able to deliver on scheduled.

    “One thing that is very clear is that not all foreign airlines declined. Some airlines are willing to come to Kaduna CAN chairman, Rev. George Dodo thanked the acting president and the state governor for their intervention in finding lasting peace in Southern Kaduna and prayed that those behind the violence would be apprehended and brought to o book.

    “I think that, foreign airlines will, but what we need to tell them is that obviously this is a temporary arrangement and they should really work with us on the temporary arrangement.

    “We are concerned about safety and comfort as they are. They are here also to see for themselves, and I am sure you have seen some of them. So, we will be happy if they work with us, and if they see this as temporary, they should be able to cope with the flights inconveniences here and there. So we are persuading them that this is a good temporary arrangement”.

    Osinbajo to visit Akwa Ibom Thursday

    As part of effort to reduce tension in the Niger Delta, the Acting President, Prof. Yemi Osinbajo will Thursday visit Akwa Ibom State.

    A release by the Commissioner for Information and Strategy, Mr Charles Udoh reveals that Prof Osinbajo will inspect the ongoing construction of the second runway at the Akwa Ibom International Airport shortly on arrival.

    The Acting President according to the release will later pay a courtesy call on royal fathers in the state at the traditional rulers’ council.

    Prof. Osinbajo is also expected to address a town hall meeting with stakeholders at the state Banquet Hall in Government House before departing from the state.

    Among dignitaries expected at the town hall meeting Udoh stated are members of the state elders council, royal fathers, representatives of the oil producing host communities, socio-cultural organisations, women leaders, and representatives of youths in the state.

    The visit comes as part of the ongoing efforts by the federal government to interact with stakeholders in the Niger Delta region and find lasting solutions to crisis in the oil rich sub-region.

    Osinbajo passes seven bills into law

    The Acting President, Prof. Yemi Osinbajo, has assented to Pension Rights of Judges(Amendment) Act, 2017, and six other bills passed by the National Assembly.

    This is contained in a statement issued on Saturday in Abuja by the Senior Special Assistant to the President on National Assembly Matters (Senate), Sen. Ita Enang.

    Enang listed other bills assented to by the Acting President as Oaths(Amendment) Act, 2017; Defence Space Administration Act, 2017; Veterinary Surgeons(Amendment)Act, 2017, and National Film and Video Censors Board(Amendment)Act, 2017.

    Others are- Nigeria Institute of Soil Science(Establishment, etc.) Act, 2017, and Mortgage Institutions(Amendment)Act, 2016.

    He noted that the Acts, other than Defence Space Administration Act and Institute of Soil Science Act, were mainly amendments to the principal Acts, intended to bring them in conformity with current realities.

    Enang explained that the Oaths Amendment Act enlists courts that were not in existence when the Oaths Act was passed into law.

    He added that the Amendment Act enlists courts which came into being upon amendment of the constitution, creating such courts as the Federal High Court, FCT High Court, National Industrial Court, among others.

    “Defence Space Administration Act establishes the Defence Space Administration, to develop satellite technology and ensure the security of the nation’s cyber activities.

    “Veterinary Surgeons (Amendment)Act reduces the membership of the Veterinary Council.

    “National Film and Video Censors Board(Amendment)Act reduces the membership of the governing board and empowers the board to regulate the import and export of movies.

    “Pension Rights of Judges(Amendment) Act expands the meaning of a judicial officer.

    “This is to cover offices of Chief Judge or Judge of the Federal High Court, President or Judges of National Industrial Court and Chief Judge or Judges of High Court of the Federal Capital Territory.

    “Nigeria Institute of Soil Science(Establishment, etc) Act establishes the Nigeria Institute of Soil Science, which is charged with the responsibility of regulating the profession of Soil Science.

    “Mortgage Institutions (Amendment)Act reviews the prescribed penalties,’’ he said.

    Tight security in Yenagoa as Osinbajo visits Bayelsa

    Security has been beefed up in Yenagoa, as the Acting President, Prof. Yemi Osinbajo, visits Bayelsa on Friday in continuation of  his fact-finding tour of the Niger Delta region.

    Armed soldiers, policemen and the  Nigeria Security and Civil Defence Corps personnel deployed for duties  were visible on the streets and strategic parts of the Yenagoa, the state capital.

    Traffic was diverted from the roads leading to Bayelsa Government House, Ovom area, where Prof. Osinbajo is expected to hold an interactive session with stakeholders on the ongoing peace process in the region.

    Pedestrians were, however, allowed to pass through the road after screening by security operatives.

    The Bayelsa Police Command`s Spokesman, DSP Asinim Butswat, told NAN on Friday that the command was adequately prepared to make the visit hitch-free and warned miscreants to keep away from venue of the interactive session.

    “Attendance is strictly on invitation.

    ‘‘The Command therefore advises all law abiding citizens to go about their lawful and legitimate businesses.

    “The gathering of people not invited for the programme at any point within the state will not be tolerated, as adequate security measures have been put in place to curtail activities of miscreants,” Butswat said. (NAN)

    …Says it is against Nigerians
    The Trade Union Congress of Nigeria (TUC), said Tuesday that the proposed increase in data rate by the telecoms operators in the country was a conspiracy against the collective interest of the common man in the country.

    In a statement made available to newsmen and signed by the President, Comrade Bobboi Bala Kaigama and Acting Secretary General, Comrade (Barr.) Simeso Amachree, the Congress said the proposed increase was unacceptable as if is aimed at frustrating the lives of the Nigerian people.

    If said rather than increase awareness for greater citizens’ participation especially in ICT, they are doing the opposite, pointing out that while the government is banking on ICT for youth empowerment, the NCC is trying to cut youth participation.

    The statement reads: “The Trade Union Congress of Nigeria warns against the on-going conspiracy between the Federal Government through the Nigerian Communications Commission (NCC) and some major telecom companies, especially MTN to further increase their data rates from December 1, 2016. It is really startling the extent government and its capitalist’s cronies would go to frustrate the lives of Nigerians.

    “We feel particularly awful about the move because data is one of the cheapest ways to empower the teaming youth. This move if allowed would make it unaffordable. In our view, this is insensitive and criminal on the part of the parties involved.

    “We are not surprised that MTN has thrown its whole weight behind the policy; but the telecom giant should realized that trying to lobby the government will not save the organization when the chips are down. Of course, this cannot happen in South Africa.

    “Naturally, we had expected that government would increase awareness for greater citizens’ participation especially in ICT, but unfortunately they are doing the opposite. One cannot really situate Federal government policy direction these days.

    “On the one hand, the Vice President, Prof. Yemi Osinbajo is banking on ICT for youth empowerment while on the other, the NCC is trying to cut youth participation. All the promises made to the Chief Executive Officer of Facebook, Mark Zuckerberg when he visited the country cannot be achieved if the policy is implemented.

    “This is not the best way to make money. This move is spineless and should be done away with. What then would be the benefit of the policy to the self-employed who depend on data for their businesses? The truth is, cheap internet data is a vehicle of some sort to economic development.

    “It is very unfortunate, very unreasonable and inhuman to come up with such idea at a period of recession. Any call for increase in anything for now is most unreasonable, uncalled for and a calculated attempt to record more suicide cases and insecurity in our already tension-soaked country.

    “The telecoms sector was often used as a case study to justify the removal of fuel subsidy. But the question is, is the telecoms sector truly deregulated? What happens to the issue of free market in the telecoms sector?

    “There is so much deceit and insincerity in the system. We are calling on government to come up with godly policies that would encourage investment and stimulate growth, instead of deliberately trying to stifle businesses.”

    The Nigeria Union of Railway Workers (NURW) has appealed to the Federal Government to withhold its planned concession of the Nigeria Railway Corporation (NRC).

    Mr Segun Esan, the Secretary General of the union, told the News Agency of Nigeria (NAN) on Thursday in Lagos that there was no reason to defend privatisation and concessioning as policy of economic development.

    Esan said that concession has simply reinforced underdevelopment, encourage massive unemployment, with massive corruption and social inequality.

    According to him, systems threaten the security and corporate existence of the country since inception of its implementation in the country.

    “The policy has been consistently observed that assets of privatised enterprises have been deliberately undervalued.

    “There has been no due process with high level collusion between the authorities and the companies that bought the privatised enterprises, leading to failure to pay over the appropriate monies to government coffers.

    “The Bureau of Public Enterprise (BPE) has also failed to exercise its oversight functions on the privatisation process,’’ the unions regretted.

    He described the policy as an abuse of due process characterised by corruption which has affected the outcome of the exercise.

    According to him, the privatisation of the power sector offers another insight into the failure of the system and the fraudulent actions surrounding it.

    Esan said that government has also injected huge capital into the sector without corresponding results.

    He appealed to the federal government to withdraw its planned concessioning of the corporation to help safeguard selling public asset without appropriate technical valuation with labour disengagement.

    NAN recalls that the Federal House of Representatives had at its plenary on Oct. 25, moved to investigate the planned concessioning of the Nigeria Railways Corporation to General Electric (GE) to avoid violating Nigeria’s privatisation laws.

    The lawmakers also looked into the moves by the Federal Executive Council (FEC) to concession the Western (Lagos-Kano) and Eastern (Port Harcourt- Maiduguri) rail lines to GE without recourse to the Bureau of Public Enterprises and Privatisation regulations.

    NAN further reports that federal government had constituted a 20-member steering committee on the concessioning of the Eastern and Western lines of the Nigeria Railways.

    The Vice President, Prof. Yemi Osinbajo, inaugurated the committee, headed by the Minister of Transportation, Mr Rotimi Amaechi, at the Presidential Villa, Abuja, in August.

    Nigeria will become major investment destination soon – Buhari

    President Muhammadu Buhari on Wednesday assured potential investors that Nigeria would soon become one of the most attractive places to invest as his administration has embarked on significant economic reforms to realize that goal.

    He gave the assurance to a large gathering of political and business leaders from the United States, Africa and other regions of the world at the Second United States-Africa Business Forum in New York.

    The event was organized by the United States Department of Commerce and Bloomberg Philanthropies.

    Buhari, in a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, said the Presidential Enabling Business Environment Council headed by Vice-President Yemi Osinbajo, will soon come out with wide-ranging business environment reforms.

    The reforms, he said will be on ports, visa-on arrival, improving the speed and efficiency of land titling and business registration.

    Some fiscal incentives, he noted, include up to five years tax holiday for activities classified as “pioneer;” tax-free operations; no restrictions on expatriate quotas in Free Trade Zones and a low VAT regime of five per cent.

    Stressing that Nigeria remained the number one investment destination in Africa, he said: “We intend to make Nigeria one of the most attractive places to do business,”

    Buhari also said his administration will continue to strengthen government institutions in order to address the concerns of investors and ease investments in the Nigerian economy.

    He added: “We are weaning ourselves from a historical dependence on crude oil, diversifying our economy, and putting it on the path of sustainable and inclusive growth. To this end, we have embarked on policies aimed at establishing an open, rules-based and market-oriented economy.

    “We will continue to actively engage with the private sector at the highest levels to listen to your concerns and to assure you of our commitment to creating enabling policies in which your businesses can survive and thrive.”

    He urged participants to take advantage of the Forum to establish and strengthen business relationships, share valuable experience and collaborate for mutual benefits.
