    PTAD: Resolving pensioners’ issues

    GIWA: My name is Giwa, I worked at the Federal Ministry of Works and Housing from June 30, 1989 to September 30, 2002.

     I was verified by PTAD in December 2021 but up to date I have not received my gratuity and pension allowances.

      I earlier sent a complaint letter through my email dated July 10 and 13, 2023 to the Executive Secretary of PTAD with my information. On July 18, 2023, a reply was sent to my email that my complaint has been forwarded to the complaint unit but up till date, I have not received any payment.

     It is two years  after verification with PTAD and 21 years after leaving service with the ministry. I am still struggling to receive my entitlement. Please, kindly use your good office to intercede for me, to ensure that my gratuity and pension benefits are paid promptly. Thank you.

    PTAD: The pensioner should forward his verification slip or come for verification as the system keeps saying that he is not biometrically enrolled.

    MAXWELL: Dear Executive Secretary PTAD, I would like to inform you that I have written my complaint letter to you for the stoppage of my monthly pension since January 2021. Up till now, I have not received anything. I was paid my gratuity and pension arrears in December 2020. I have been waiting for it since I retired in January 2006 for 24 years. I would like to know what the problem is. Please pay my arrears and pension from 2021 till date. The monthly pay is N16,000 and I am a State Federal pension share.

    PTAD: The pensioner is on an overpayment and until recovery is complete, he will not be put back on payroll.

    AYOOLA: Hello, my complaint is about the stoppage of my monthly pension.               .

    PTAD: Pensioner was in the employment of Local Government before March 31, 1976, and he is not eligible for Federal share of pension under the Directorate.

    SUNDAY: Good day, my name is Sunday from Cross River State. My father died on July 10, 2005 while in police service. He is the late Inspector Okimba. His last place of service is Akwa-Ibom State. I went on to process his entitlement as his next-of-kin in 2015 at PTAD office Abuja where I was verified and captured with my pensioner number. But up till date, I have not been paid. Kindly help me.

    PTAD: There was incomplete documentation at the time of verification. Nok is requested to come forward with these additional documents: Enlistment form; Emolument form; Letter of Administration; Marriage Certificate; Introduction Letter from Last Command; Valid Means of Identification; NOK’s Birth Certification; and Nok’s BVN.

    ABDULLAHI: I am Abdullahi from Jos, Plateau State. My father was a staff with the Ministry of Defence, Civilian Unit for 16 years before he died in 1995. I have attended various screenings and verifications and the last one was in Jos in 2017. I have submitted the required documents for the payment of gratuity and pension benefits as a Next-of- Kin (Nok), but up to no avail.

    JOHN:  I have been receiving low pension. They still pay me the same pension salary as they have been short-paying me. I have just gotten the alert. Please help me.

    Folagbade: My name is Folagbade Christopher. I am a state pensioner with Federal share. I have received my Federal monthly pension up to November 2023. But, I have not been paid for December 2023, although my collegues got theirs on December 25. Please help me.

    ADAMU: Dear Omobola, my name is Adamu from Cross River State, a Police pensioner. I have not been paid since October, last year.  Please help me.

    PTAD clears 4,443 deceased pensioners’ next-of-kin for payment

    The Pension Transitional Arrangement Directorate (PTAD) has processed 4,443 files of Next-of-Kins (Noks) of deceased pensioners as of May 17, this year.

    The NoKs’ files, according to PTAD, are those with complaints of non-payments of death benefits and gratuity.

    This was made known in a document obtained by The Nation entitled: “Expended Nok & Gratuity Project Progress Report.”

    In the document, 842 were found and verifed as paid.

    PTAD said it would communicate the development to the NoKs’ pensioners in this category.

    But, 1,147 were required additional documents.

    The document shows: “The project’s dedicated correspondence team were able to place calls and emails through to about 540 Noks and pensioners requesting for the required documents. It will be worthy to mention that less than 50 per cent of those contacted were able to provide the required documents.

    “About 607 beneficiaries could not be reached via the phone numbers provided during verification.

    “As efforts to communicate the requirement have failed and as such, the Directorate has resolved to write  to the pension unions and MDAs where the principal worked for further action.

    “Also, benefits belonging to 535 NoKs and pensioners have been computed, out of which 125 beneficiaries that were able to statutory documentary requirements have been paid N245,834,813.

    ‘‘The balance of 409 beneficiaries await  the provisions of the secondary document requirements that form part of the conditions precedent to validation of submitted Letters of Administration (LoA) from High Court of Justice across the secondary payments and 36 states of the Federation and the FCT.”

    PTAD stated that it has been working with the High Courts of Justice to ensure that the outcome of the validation of LoA in favour of NoKs) are confirmed within the shortest time frame.

    “On a final note, the Project will continue to walk the talk as it has been the tradition of PTAD,” the Directorate added.

    DMBIEM: Good day, I am DMBiem. I did my last PTAD internet pensioner verification, also known as ‘I AM ALIVE’, on March 11, 2024.

     A valid PTAD certificate bearing confirmation number was given to me on the spot. PTAD also sent me a confirmation text message via SMS by 2:40pm of the same day and date. But PTAD made me sad thereafter. It wrote and posted a warning SMS to my phone stating: “Your due date for ‘I Am Alive’ confirmation has elapsed”. Complete the process to avoid suspension. I challenge PTAD not to suspend my payment.

    PTAD: Pensioners are expected to carry out the “I Am Alive Confirmation (IAAC): once in every six months. PTAD also sends bulk SMS to our pensioners to remind them to confirm their aliveness so that those who are yet to complete theirs would do so.

    Kindly disregard the SMS if you have confirmed your aliveness and six months have not elapsed. We regret any inconveniences this may have caused you.

    OLUJAFADE: Dear Omobola, my name is Olujafade. I retired in 1986 on grade level nine, promoted to 10 and advanced to 12 because of my grade1 academic and diploma university which I did successfully. Promotion from nine to 12 was not implemented before retirement. I would like my arrears in gratuity and pensions to be corrected and paid.

    PTAD: The pensioner is advised to submit a complaint and attach his career documents to enable us to investigate and resolve the complaint conclusively.

    IRIOGBE: Dear Omobola, my letter refers. It is clear that PTAD has not made good the promise it made in January 2024, saying: “Any pensioner from any sector that is yet to be reviewed by the end of march 2024, will be returned to the September 2023 pension payroll etc.”  I am not aware the Executive Secretary of PTAD has denied the report on page 7 of The Nation of January 24, 2024. Incidentally, the report was put together by your humble self and I have no reason to doubt what was reported hence I once refer to you as the mouthpiece of PenCom and PTAD.

    PTAD: Re-computation (Back end computation (BEC) is at the point of conclusion and will be effected. And if the pensioner feels he is due for any arrears, he should, kindly, send in a  complaint specifying what arrears is being owed him.

    ARASIYU: Dear Omobola, I write to Dr Ejikeme, the Executive Secretary of PTAD, through The Nation. Please, ma, help to pay my pension and retirement fund since 2019. Look into this matter as fast as you can. I need help because I am very sick and have no money to take care of myself. God bless you.

    PTAD: Complaint has been sent to the Parastatals Pension (PaPD) Department where it will be handled.

    MRS EMILIA: Dear Omobola, I am Mrs Emilia. My complaint is on the deduction of N15,000 from my monthly pension from October 2023 till date. I retired from the Centre for Management Development (CMD). I have my ‘I Am Alive’ confirmation number. Please assist payment of refunds and stop further deductions.

    PTAD: Back End Computation (BEC) was done in line with the approved salary structures of all agencies from the National Salary Income and Wages Commission (NSIWC).

    The newly computed monthly pension was based on the application of this salary structure, since the previously paid monthly pension and increments were done based on the inherited monthly payroll from the previous BOTs and Under-writers who were responsible for the payment of monthly pension.

    However, if the pensioner feels he/she is on short payment, then a complaint should be made and channelled via PSSD attaching work/career documents for further investigations.

    CHUWUEKE: Good day, I write on behalf of Mr. Chuwueke’s pension arrears. He retired during the staff ratification of NSITF. This happened in April 2005. Since then, he has not received his pension arrears. Please, help me to resolve the issue.

    CHUWUEKE: Good day, I write on behalf of Mr. Chuwueke. He retired during the staff ratification of NSITF in April 2005. Since then, he has not received his pension arrears. Please, help me to resolve the issue.

    JIMAH: Good day, my name is Imoudu. I retired from the University of Benin, Benin City on September 1, 1996 on salary EUSS G.L. 7, September 9. As at January 2015, my monthly pension was N32,914.65 and rose to N49,586.57 2018, due to the minimum wage increase. But, surprisingly, by October 2023, my pension was reduced to N32,728.08, less than that of 2015 or N32,914.65, from N49,586.57 without explanation.

    I appeal to PTAD to pay me the difference from October 2023 to date. Thank you.

    MRS NWOBU:  Hello, I am Mrs. Nwobu, a former Senior Nursing officer in the Nursing Department. I am a UPTH pensioner. I went to UPTH last week and was asked to come to Abuja to get a PIN for them to process my papers. I have called the phone numbers given to me, but there was no response.

    My date of appointment is July 11, 1974 and I retired in November 1995. I live in the United States and just returned. I was told I must go to Abuja for initial clearance. Please, when can I come to your office, and who will be working with me, and what time of the day will that be? Thanks for your anticipated response.

    Also, kindly provide me with an office address.

    MABAWONKU: My name is Mabawonku, a Federal and State pensioner. I worked at the Nigeria Educational Research and Development Council (NERDC) from September 14, 1982 to July 6, 1993. Thereafter, I joined the Lagos State government on July 15, 1993 and retired on January 28, 2008 as a Director. Despite several demands in writing, calls and presence, my gratuity has not been paid.

    I did physical verification with PTAD at their Lagos Office in 2019. On request, I have sent my verification certificate and bank details from 2008 till date to PTAD. Yet, with the conditions met since 2019, my gratuity of 11 years and pension arrears of six months (January to July 1993) has not been paid. I call on The Nation to help me. Thank you.

    AYODELE: RE: Underpayment of Monthly Pensions. I wish to put up a reminder that I am yet to get any acknowledgement nor response regarding my complaints to your organisation about three weeks ago on the above subject matter. This is after promises by your receptionists to deliver my complaints to the appropriate authority for further necessary actions. In October last year, I was surprised to notice a huge deduction of N48,861.19 from my monthly pension of N154,015.36, for an excuse tagged overpayment of pension and which was not earlier communicated to me officially. From my concise and articulate computations of the deductions yanked, I believe that it was wrong to have carried out such deductions. By the way, I started working in 1970 and retired from service on August 1, 2005 from the Nigerian Institute for Trypanosomiasis Research, Kaduna (NITR), a parastatal under the Federal Ministry of Science and Technology, as a Chief Technical Officer Laboratory Instruments, on HATISS 13, Step 9. As at the time of retirement, my pension was N92,170.75.

    However, two years later, August 2007, to be precise, there was a 15 per cent pension increment that jerked my pension up to N105,996.36. Three years later, which was August, 2010, there was another 33 per cent increment of N34,978.80 that leveraged my pension to N140,975.16. And in April, 2019, there was a consequential pension adjustment of 0.0925 per cent or N13,040.20, which finally brought my current pension to N154,015.36.

    But surprisingly, from October, 2023, I observed with surprise that, a huge chunk of N48,861.19 monthly deductions were made till date from my pensions, with the excuse that, there were some overpayments made all along, which in actual fact is not true from the in depth analysis I have proffered.

    The pension refund I expect from you as of April 2024 is N342,028.33, which I am believing would be paid this month.These shortfalls have been causing me a whole lot of financial setbacks. I am equally aware that a review committee was set up towards the end of last year by the Executive Secretary, PTAD to tidy these grievances which are not limited to me or my parastatal alone but to several others.

    Quite surprising and alarming that it is the middle of the first quarter of the year almost gone and the committee is yet to submit its findings, when a broader and more cumbersome Minimum Wage Committee, set up by the government, is almost ready with its submissions.

    Times are pretty hard for even workers not to talk of vulnerable pensioners whose pays are nothing to write home about. At this juncture, I am imploring you to use your good offices to write this wrong, by reversing the status quo and refunds made back as quickly as possible.Thanks and God bless.

    Alert for my April 2024 pension was received today. Could it be that the committee set up to review petitions emanating from the back end computation is done with its assignment hence pensioners in my sector, NIPOST, were not returned to the salary they were collecting as at September 2023 as promised?

    There are a lot of arrears that PTAD is yet to pay us. We are expecting much from PTAD. It should do the needful.

    SOWEMIMO:  Hello, my name is Sowemimo. My date of retirement is June 2021, my PFA is First Guarantee and my employer is Nigeria Customs Service (NCS). I was paid six months’ pension arrears instead of 15 months while my colleagues who processed their pension after me were paid their arrears till date. The outstanding balance is N868,736.07.

    OLUWOLE: Hello, my name is Oluwole. My PFA is NLPC. I retired from NITEL/Transcorp Telecoms Limited in 2007 and later joined Obat Oil and Gas in 2013 and now retired 2023. I am waiting for PenCom’s approval.

    AJALA:  Dear Omobola, My complaint is that my father, a former staff member of FirstBank, died barely a year to his retirement.

    His PFA is First Guarantee and all efforts to get his pension benefit have proved abortive. After submitting the necessary documents even with a letter from FirstBank that his pension has been remitted to the PFA, we have not received anything.  The PFA is now Access Pension as they bought over First Guarantee.

    I used my hubby’s Facebook page to reach you but I am the administrator to his estate as the first daughter. How can you assist us in this?

    TIMOTHY: My name is Timothy from Oyo State. I have been on state and federal pension since October 25, 1993. I attended many verifications without asking for a computation sheet which I have made efforts to get from the Ministry of Establishment, Ibadan.  At the last mop up, I submitted all the documents but I was not cleared because of the computation sheet. My monthly federal pension of N2,511.57 has been stopped since 2019 or thereabout. Kindly and for God’s sake return my due because ’I am ALIVE’ .

    PTAD: We are unable to verify him as he doesn’t have a computation sheet and it is a requirement for SWFS pensioners; he should provide his computation sheet.

    SAMPSON: Good day, my name is Sampson, I am one of those officers retired by Customs in 2007. We were under Customs, Immigration and Prison Pension Office (CIPPO) before PTAD took over. Before then, I had pension arrears from 2007 to 2009 with CIPPO as was paid to my colleagues of equivalent ranks of level 09 step 13. Also, my CONPASS’ arrears of gratuity amounting to N 1,582,182.36 was not paid to me. But my colleagues have been paid. The arrears were prepared along with others and sent to the AGF’s office {Deputy Director, Special Duties} whose duty it was to pay.

    PTAD: Mr. Sampson has been contacted. He is to send his bank statement for the period for resolution of the complaint.

    ANONYMOUS:  Good day, I would like to know if my father is eligible for pension under the Defined Benefit Scheme (DBS). He was appointed on July 3, 1989 and was removed on April 27, 1999.

    PTAD: No name and details provided.

    ADEWALE: Good day, my name is Aladeokin, a Cyber Cafe operator in Ado Ekiti. Many retirees come to my business for the ‘I AM Alive’ verification. Many were successful but some were not after four to five attempts. The finger verification is also not working. Kindly help me to know how to go about the finger verification. Thank you

    DUROJAYE: Thank you for your reply in The Nation on August 16, 2023 on my short payment of my federal pension since 2015. As requested, I have sent my bank statements since 2015 through email to PTAD on July 3, 2023.

    KIRIKI: Hello sir, my name is Kiriki. My federal pension has not been paid since February 2022 to date. When my pension number is slotted into the computer system, it shows the number does not exist. I retired from MDA: TESCOM, Akure Ondo state, (Education). My date of 1st Appointment is January 1,1972.

    PTAD deletes 51,000 ghost pensioners

    The Pension Transitional Arrangement Directorate (PTAD) yesterday cut off 51,000 fake pensioners uncovered in the Federal Civil Service, Parastatals, Police, Customs, Immigration and Prisons found on its payroll fraudulently receiving pension for decades, The Nation has learnt.

    The 51,000 fake pensioners represent about 23 per cent of 226,693 pensioners on PTAD pension payroll as at March 2024. Out of the 51,000 fake pensioners, 43,000 were uncovered in the Civil Service.          

    This is coming following the notification in February 2024 to all pensioners under the Defined Benefit Scheme (DBS) by PTAD that pensioners who fail to confirm their ‘aliveness’ by March 31, 2024 will be eliminated from the pension payroll.

    PTAD however assured that affected pensioners that are able to confirm their ‘aliveness’ after now, will be automatically restored back to pension payroll.

    Top sources in the ministry of finance, PTAD and executive in the Nigeria Union of Pensioners (NUP) however reveal that PTAD which has been working towards eliminating the fake pensioners for about a year now has been in the firing line by some corrupt people especially in the civil service for daring to eliminate the padded names on its payroll.

    One of them said this led to the Directorate been played up and presented to the Presidency to be scrapped along with other agencies of government rendered for the scrap exercise.

    Specifically, PTAD which has been operating as an agency was listed to become a department under the Ministry of Finance.

    But despite it being listed, PTAD yesterday announced it has eliminated the fake pensioners from its payroll.

    In a message on the Directorate twitter handle, the Head, Corporate Communications Unit, Olugbenga Ajayi wrote: “Attention: Following the notification in February 2024 to all pensioners under the DBS, PTAD wishes to inform pensioners who failed to confirm aliveness on their due date that they have been suspended from the pension payroll.

    “If the affected pensioners confirm aliveness after their due date, they will be automatically restored back to pension payroll for payment in the next payroll cycle and the arrears for every month or payment cycle missed, will be computed and added to the pension.

    SUNDAY: Good day. My name is Sunday from Cross River State. My father died on July 10, 2005 while in the Police service. He was the late Inspector Okimba. His last state of service was Akwa Ibom. I went on to process his entitlement as his next of kin (Nok) in 2015 at PTAD office, Abuja where I was verified and captured with my pensioner number. But up till date, I have not been paid. Kindly help me.

    PTAD: There was incomplete documentation during verification. Nok is requested to come forward with these additional documents: Enlistment form, emolument form, letter of administration, marriage certificate, introduction letter from last command, valid means of identification, NoK’s birth certificate, and Nok’s BVN.

    ABDULLAHI: I am Abdullahi from Jos, the Plateau State capital. My father was a staff member of the Ministry of Defence, Civilian Unit for 16 years before he died in 1995. I have attended various screenings and verifications and the last one was in Jos in 2017.

    I have submitted the required documents for the payment of gratuity and pension benefits as a Next of Kin (Nok), but up to no avail. In 2020, I was called from PTAD to submit some documents, including the bank account details which I did.       But to my surprise, I got another message instructing me to process my ‘I’m Alive’ again , which I did immediately.

    Paul: It is pertinent to note that  retired police officers in the PTAD were notified of “I AM ALIVE” programme through website last year. I was among those PTAD has text to do “I am Alive” confirmation in October, 2024. To this end I was mandated to do it on 20/10/2024. I got a text again to do my “I’m Alive” confirmation before February 10, 2024. When I contacted some of my colleagues to know whether PTAD had sent such information to them, they said no. With this, I became worried. I revisited the last “I’m ALIVE” confirmation website I did and I was informed that the last done on 20/10/2023 will expire on 20/4/2024. So, I want to know categorically from PTAD what is the time limit for the confirmation. Should it be done instead of someone or a member of the staff calling indiscriminately and sending text message.
