    JIMAH: Good day, my name is Jimah. I retired from the University of Benin in September 1996 on EUSS G.L. 7.

     As at January 2015, my monthly pension was N32,914.65 and rose to N49,586.57 2018 due to the minimum wage increase. 

     But, surprisingly by October 2023, my pension was reduced to N32,728.08 less than that of 2015 or N32,914.65 without explanation. The difference is N16,858.49. I appeal to PTAD to pay me the difference from October 2023 till date. Thank you.

    CHUWUEKE: Good day, I want to remain anonymous. My complaint is about Chuwueke’s pension arrears. He retired during the staff ratification at NSITF since April 29, 2005. He has not received his pension arrears till date. Please, help him.

    ANONYMOUS: Hello, I would like to know how I can do verification for one of our members who has not done it before. How do I carry out the process? Thank you.

    MRS EMILIA: Dear Omobola, my complaint is about the deduction of N15,000 from my monthly pension effective October 2023 till date. I retired from the Centre for Management Development (CMD). I participated in the “I Am Alive” Confirmation and I have my verification number.

    Please, assist me to get refunds and stop further deductions.

    DUROJAYE: Hello, my name is Durojaye. My complaint is on the short-payment of my federal pension.

    With reference to PTAD’s message on October 24, 2023, demanding that I send my bank statements from  2015 till date, the bank has agreed to do so and I have sent them to PTAD through your email address.

    Upon receiving them, please, expedite action without further delay.

    ONIPEDE: Hello, I am Onipede, a NIPOST retiree. I was surprised to see the deduction made by PTAD from October 2023, as I was not put on the correct payment schedule for parastatals.

    In 2019, we attended a verification, which had no effect on our monthly pension till date.

    Also, in 2019, the Federal Government released a circular on new Table of Consequential Adjustment in pension arising from the implementation of the national minimum wage, 2019 effective date April 18, 2019.

    But, it has not be effected till this moment.

    Meanwhile, NIPOST retirees are having a peculiar issue which  affects what we received as gratuity and monthly pension – this was grievous on us.

    In conclusion, I want to know, first of all, what PTAD has done on the short-payment, since it was confirmed that we retired in February 2007 with payslips as a proof.

    Secondly, why has PTAD refused to implement the correct monthly pension for parastatal retirees.

    Thirdly, what was the cause of the recent deduction from October 2023, which was done indiscriminately because it made my junior receive more than me.There is also disparity on same grade level officers.

    ANIMASAUN: My name is Animasaun. This is to thank The Nation management for the good job you have been doing in solving pensioners complaints.

    I retired from the Centre for Management Development (CMD) in December 1996 on Grade Level 14 (USS13).

    Since then, CMD has been paying my pension until 2017 when PTAD took it over and added other CMD retirees.

    In October 2023, PTAD reduced my pension by almost 40 per cent without any explanation.

    I complained to my former organisation about this. Its Pension Desk Officer contacted PTAD about this. She was told to tell the affected pensioners to contact Mr Yusuff of PTAD on telephone number 08025011634 for assistance.

    I contacted Mr Yusuff. He told me to wait for a letter that explains the reasons and breakdown of the pension computation, leading to pension reduction before I make any complaint. I waited till almost the end of November, but there was no letter from PTAD.

    Later, I learnt that PTAD has asked the affected pensioners to visit any PTAD office in their state to collect the letter.

    I went to PTAD office at Tafawa Balewa Square, Lagos for my  letter. Unfortunately, the officer in-charge told me that he was not aware of such a letter.

    However, he called Mr Kabiru in PTAD Abuja about the letter.

    To my surprise, Mr Yusuff replied that PTAD had not written any letter to the affected pensioners on why their pensions were reduced.

    This is contrary to what the Executive Secretary of PTAD said when he addressed members of one pension union

    He had said most of the letters dispatched to the affected pensioners were returned.

    My request is that I want The Nation to help me, so that PTAD can send the letter that gives a breakdown of the pension computation that led to my  pension being reduced by almost 40 per cent.

    PTAD removes over 5,000 ‘fake pensioners’ from NPF payroll

    No fewer than 5,000 ‘fake  pensioners’ under the Defined Benefit Scheme (DBS), who refused to embrace the “I Am Alive” confirmation platform of the Pension Transitional Arrangement Directorate (PTAD), have been removed from the payroll of the Nigeria Police Force, The Nation has learnt.

    This followed the refusal of the  affected pensioners to go for verification.

    PTAD stopped the payment of their pension at end of last month.

    Also, the agency has stopped paying 2,649 fake pensioners at the Customs, Nigeria Immigration Service and Prisons.

    However, the PTAD is yet to remove the 43,000 fake civil servant pensioners that were also uncovered.

    This is because the executives of the Nigeria Union of Pensioners (NUP) intervened and asked for more time. PTAD graciously granted the union one month before taking action.

    Sources said the agency has saved over N100 billion from the discovery of the ‘fake pensioners’.

    • Agency detects 43,010 fake pensioners in federal civil service

    The plan by PTAD to remove 43,000 alleged fake pensioners from the Federal Civil Service by the end of last month has pitched the Directorate against corrupt civil servants who moved for its scrapping.

    Over 51,000 ghost pensioners are to be eliminated from the Defined Benefit Scheme (DBS). The pensioners are listed from the Civil Service, Police, Custom, Immigration and Prison.

    Top sources in the industry and Civil Service, who spoke with The Nation under condition of anonymity, affirmed that the Directorate stepped on toes of some unscrupulous civil servants when it eliminated many fake pensioners from its payroll.

    One of the sources said the threat by PTAD to remove the core civil service pensioners was the biggest hit for them.

    He said many civil servants, both the ones that have retired and those still in service, have hundreds of fictitious names imposed on the payroll and have been collecting huge sums of monthly pensions in various accounts listed on the payroll.

    Another top source said many corrupt government workers had been looking for how to stop PTAD from carrying out its threat to drop fake pensioners and the plan by President Bola Tinubu to cut down on ministries, agencies and parastatals was just a good opportunity to get PTAD listed on agencies to be scrapped.

    The bad elements, he said, have padded the pension payroll with fake identities even as some put in names of the family members including girlfriends and boyfriends.

    It was so bad that some just used it to pay their girlfriend’s monthly stipend.

    “These people have been hit with various pension reforms embarked upon by PTAD and the National Pension Commission (PenCom).

    “They have been trying to pull PenCom down but this has been tough for them. That is why you see PenCom DG being attacked for one thing or the other.

    “I think PTAD has to stand strong and defend genuine pensioners who are going to suffer should they be returned to the Ministry of Finance.”

    He urged PTAD to seek the attention of President Bola Tinubu to defend its existence.

    Another source called on Tinubu not to allow his administration to be used to destroy the gains achieved on pension since the birth of Pension Reform Act 2004, which established PTAD in August 2013.

    A source from the Federal Ministry of Finance said prior to the enactment of the PRA, government pensions were managed as disparate offices under the treasury-funded Defined Benefits Scheme.

    He pointed out that PTAD empowered by Section 42 (1) of the PRA 2014 took over the management of the old pension offices.

    He stated that these were the Civil Service Pension Office (CSPO) under the Head of the Civil Service of the Federation, the Police Pension Office (PPO), the Customs, Immigration and Prisons Pension Office (CIPPO) as well as the pensions of over 200 Treasury Funded Parastatals.

    He also said these were pensioners who served the Federal Government and retired on/or before June 30, 2007 and who did not transit to the Contributory Pension Scheme (CPS).

    He said since the establishment of PTAD, the Directorate, under various Executive Secretaries, had been doing a lot of cleansing.

    This has not gone down well with many who have been wrongfully benefitting from the system, he noted.

    He also said: “The scrap of PTAD will lead to sending the country backwards on pension administration.The Directorate should be allowed to continue on the trajectory it has been moving on for the benefit of the country.

    “A lot of money has been saved for the Federal Government which can be channelled towards other needs instead of allowing it to be stolen by these corrupt elements in the system.’’

    Folagbade: My name is Folagbade Christopher. I am a State pensioner with Federal share. I  received my Federal monthly pension up to November 2023.

    But, I have not been paid December 2023 while my collegues got theirs on December 25. Please help me. 

    PTAD: The pensioner has received his last December pension. He should check with his bank.

    ADAMU: Dear Omobola, my name is Adamu from C. R. S. I have not been paid since last October. I am a police pensioner.  Please, help me.

    PTAD: Adamu is back on payroll since December 2023. His arrears will be paid.

    GIWA: My name is Giwa. I work at the Federal Ministry of Works and Housing from June 30, 1989 to September 30, 2002. I was verified by PTAD on December 2021 but up to date I have not received my gratuity and pension.

    I earlier sent a complaint letters through my email dated July 10 and 13, 2023 to the Executive Secretary of PTAD.

    On July 18, 2023, a reply was sent to me that my complaint had been forwarded to the Complaint Unit but up till date, I have not received any payment.

    It is two years after verification with PTAD and 21 years after leaving service.

    I am still struggling to receive my entitlement.

    Kindly use your good offices to intercede for me to ensure that my gratuity and pension benefits are paid promptly. Thank you.

    PTAD: The pensioner should forward his verification slip or come for verification as the system keeps saying that he is not biometrically enrolled.

    MAXWELL: Dear Executive Secretary PTAD, I will like to inform you that I wrote a complaint letter to you for the stoppage of my monthly pension since January 2021.

    Up till now, I have not received anything. I was paid my gratuity and pension arrears in December 2020. I have been waiting for it since I retired in January 2006. I will like to know the problem..

    Please, pay my arrears and pension from 2021 till date. The monthly pay is N16,000 and I am a State Federal pension share.

    PTAD: The pensioner is on an over-payment and until recovery is complete, he will not be put back on payroll.

    AYOOLA: Hello, my complaint is about the stoppage of monthly pension.               .

    PTAD: Pensioner was in the employ of Local Government before March 31, 1976, and he was not eligible for Federal share of pension under the Directorate.

    SUNDAY: My name is Sunday from Cross River State. My father died on July 10, 2005 while in police service. He is the late Inspector Okimba. His last place of service was Akwa Ibom State. I went on to process his entitlement as his next of kin in 2015 at PTAD office Abuja where I was verified and captured with pensioner number. But, up till date, I have not been paid. Kindly help me.

    PTAD: There was incomplete documentation at the time of verification. NoK is requested to come forward with these additional documents: Enlistment form, Emolument form, Letter of Administration, Marriage Certificate; Introduction Letter from Last Command, Valid Means of Identification, NoK’s Birth Certification; and NoK’s BVN.

    ABDULLAHI: I am Abdullahi from Jos, Plateau State. My father was a staff member of the Ministry of Defence, Civilian Unit for 16 years before he died in 1995.

    I have attended various verifications and the last one was in Jos in 2017. I have submitted the required documents for the payment of gratuity and pension benefits as a Next of Kin (NoK), but up to no avail.

    In 2020, I was called by PTAD to submit some documents, including bank accounts, which I did.

     From your publication of my case, PTAD is asking for is verification number which I scanned and sent since then. I hope Omobola will assist me.

In the PTAD’s history of August 2013, it stated that ghost pensioners inherited were 50,000, those not captured 30,000, those on old nominal roll 268,897 Actual &Current 2022 were 226693 and Variance 2204 DBPS has had past problems thus: there is Corruption, Indiscipline, Incompetence, Fraud, Mismanagement, Neglect, Ghost Pensioners, Disrespect of Retirees, Nonchallant Attitude to Pension Increments, Liabilities, Sub Standard Pensioner Verifications, etc. PTAD paid N754billion between 2015 and 2022 and paid N5billion Pension Increment Arrears.

     This is how PTAD has ended pensioner’s woes, resolved payment and welfare crises. The Federal Government has no business takiing PTAD back to old Ministry of Finance evils.

    ADAMU: Good day. My name is Adamu, a police pensioner. I have not been paid since October 2023. My family is starving. Kindly help me.

    ADAJI: Hello, in response to my several complaints over nonpayment of my gratuity, PTAD informed me through The Nation of June 15, 2022 that my gratuity had been computed for payment. While waiting for alert, the same PTAD informed me through the same newspaper on January 31, 2024 that my complaint was undergoing review. Any hope at all?

    IRIOGBE: My name is Iriogbe and I have this to say to the Executive Secretary of PTAD. My monthly salary of N72,203.07 with effect from October 20223 refers. I retired on salary GL 14/11 on February 28, 2007 and was on N77,202.26 per month.

    I enjoyed salary increases of 2010, 2011, 2007 and 2019 by virtue of section 173 (3) of the Nigerian 1999 constitution (as amended). It is funny that I left the office on N77,202.26 monthly and I am on N72,203.07 monthly as at October 2023 despite the  salary increases as above.

    I make the following demands that (a) I want refund of N23,543.52 from October 2023 to date (b) payment of difference between HAPSS and CONPSS from January 1, 2007.

    SAMPSON: Good day, my name is Sampson, I am one of the retired officers of Customs 2007. We were under Customs, Immigration and Prison Pension Office (CIPPO) before PTAD took over. Before the takeover, I had pension arrears from 2007 to 2009 with CIPPO as was paid to my colleagues of equivalent ranks of level 09 step 13. Also my CONPASS arrears of gratuity amounting to N 1,582,182.36 were not paid to me as was paid to my colleagues. The arrears was prepared along with others and sent to AGF office {Deputy Director Special Duties} whose duty it was to pay.

    PTAD: Mr. Sampson has been contacted. He is to send his bank btatement for the period for resolution of the complaint.

    CLIFFORD: My name is Clifford. I have no pension number. I would like to know if I qualify for pension at age 60 in 2005. I worked with RBNL(UAC Div) 1975-1978 and SCOA Motors 1978-1988 thinking I would travel abroad.

    PTAD: UAC, SCOA Motors are private sector organisations. Mr. Fawehinmi should direct his question to the management of the organisations.

    ADESIYAN: My name is Adesiyan, a federal pensioner from Osun State. My problem is that I have tried to confirm my “I’M ALIVE” programme for more 10 times. The message comes back as ‘Verification Failed and Faces do not Match’. What can I do to solve this problem?

    TIMOTHY: My name is Timothy from Oyo State. I have been on state and federal pension since October 25, 1993. I attended many verifications without asking for computation sheet which I have made all efforts to get from ministry of Establishment, Ibadan.  At the last mop up, I submitted all documents but I was not cleared because of computation sheet. My monthly federal pension of N2,511.57 has been stopped since 2019 or thereabout. Kindly and for God’s sake return my due because ’I am ALIVE’ .

    PTAD: We are unable to verify him as he doesn’t have a computation sheet and it is a requirement for SWFS pensioners; he should provide his computation sheet.

    ADEWALE: Good day, my name is Adewale, a cyber cafe operator in Ado Ekiti. Many retirees come to my business for ‘I am Alive verification. Many are successful but some were not after four to five attempts to take their picture before it lock.

    The finger verification is not working. Kindly help me to know how to go about the finger verification. Thank you

    GOSHWE: Good day sir. I am Inspector Goshwe, a retiree. My phone has been bad for over eight weeks. I repaired it in November 2023 and discovered that I should have completed the second phase of “I’M ALIVE” process before November 10, 2023.

      I rushed to a computer friend to do the process but when trying to take my photo, it showed ‘no network’.

     Please, what can I do to complete the process? Will my pension be paid as usual? I am deaf.

      Kindly help me.

    PTAD: Mr Goshwe is advised to visit any of our State Liaison Office close to him.

    OLUSOLA: My name is Olusola, a retired Sergeant. I retired in 1994. I learn that PTAD has harmonised the pension allowance of IGP, DIGs, and AIGs and left CPs to rank and file. Please, what is the correct position on this? Thank you.

    PTAD: The Directorate is yet to receive any directive on the harmonisation from the relevant authority.

    ADEWALE: Good day. My name is Adewale, a Cyber Cafe operator in Ado Ekiti. Many retirees come to my business centre for ‘I AM Alive‘ verification. Many are successful but some were not after about five attempts to take their picture before it locked up.

    The finger verification is also not working.

    Kindly help me to know how to go about the finger verification. Thank you.

    PTAD: We have contacted Mr. Adewale directly.

    AKPAN: Good day. My name is Akpan. I am one of the retired officers of Customs in 2007. We were under Customs, Immigration and Prison Pension Office (CIPPO) before PTAD took over.

    ADESIYAN: My name is Adesiyan. I did my Pensioner Identity Verification on January 12, 2024, and the outcome was successful as I got a verification number.

    But to my surprise I got another message instructing me to process my ‘I’M ALIVE’ again yesterday, which I did immediately.  The Verification outcome onJanuary 31, 2024 is successful too with another verification number. Please note for your actions. The above  verifications were on fingerprint. Thank you.

    PTAD: Please, disregard any text message asking you to verify that you are still alive before the six-month period expires.

    ABUHl Good day. I was still being short paid up as at January 2024. Please, help me as you have been helping me.

    PTAD: Pensioner is not reachable via phone.

    OLUJAFADE: My name is Olujafade. I retired 1986 on grade level 9 promoted to level 10 and advanced to level 12 because of my grade one academic and diploma university which I did successfully. Promotion from level 9 to level 12 was not implemented before retirement.

    PTAD: Pensioner is not reachable via phone.

    Retired Assistant Superintendent of Police Paul:  It is pertinent to note that the retired police officers in the PTAD were notified of ‘I AM ALIVE’ programme through website in 2023.

    I was among those PTAD has sent text messages to do ‘I am Alive’ confirmation in October 2024. To this end, I was mandated to do it on October 20, 2024.

    I got a text message again to do my ‘I’m Alive’ confirmation before February 10, 2024.

    When I contacted some of my colleagues to know whether PTAD had sent such information to them, they said no.

    With this, I became worried. I revisited the last ‘I’m ALIVE’ confirmation website I did and I was informed that the last one was done on October 20, 2023 would expire on April 20, 2024.

    So, I want to know from PTAD the time limit for the confirmation. Should it be done instead of someone or a member of the staff calling indiscriminately and sending text messages?

    PTAD: Please disregard any text message asking you to verify that you are still alive before the six-month period expires. AKINMUSAYO: Good day. My complaint is on my father who retired 19 years ago. He is yet to be paid gratuity. His name is Akinmusayo and he retired in May 2004 from the Ministry Defence.  PTAD: Computed and audited

    MABINUORI: Good day, my name is Mabinuori. I received the sum of N181,000.50k on December 16, 1987 which is the part payment for my pension and since then I haven’t received the remaining benefit. Kindly treat this matter with urgency.

    What has PTAD achieved in nine years?

    Prior to the establishment of the Pension Transitional Arrangement Directorate (PTAD) and the commencement of operations in August 2013, the DBS administration under the old pension offices faced challenges.

    These were an accumulation of negative incidents and inactions on the part of the old pension offices that resulted in the absence of a comprehensive database of pensioners, reports of ghost beneficiaries, allegations of pervasive fraud, administrative bottlenecks in accessing pension services, poor funding of pension liabilities, as well as poor delivery of service to pensioners.

     Executive Secretary, PTAD, Dr. Chioma Ejikeme made this known while accessing what the Directorate has achieved in about nine years.

    For many years, she said, these challenges led to huge losses in government funds and, ultimately, denied many pensioners their pension benefits for decades.

    Also, for some unfortunate pensioners, the pursuit of the payment of their entitlements cost them their lives.

    To this end, she said PTAD’s operations and service delivery model was designed to reform the marred history of pension administration, and improve the provision of pension services to pensioners; some of whom are among the oldest retired government workers.

    She said: “Accordingly, in the last decade of operation, PTAD has reformed and revolutionised pension administration using technology. It has embarked on service innovations that have been pro-active and intentional – automating and streamlining its core operational processes of verification, digitisation of pensioners employment records, computation of pension benefits, pension payments and complaints resolution.

    “This has included Biometric Verification of pensioners through field verification across the geo-political zones between 2015 and 2019; Building from scratch the first digitised, centralised, comprehensive and credible database of pensioners and their pension records under the Defined Benefit Scheme in Nigeria; Automated Computation (Calculation) of Pension Benefits; and Payroll due diligence and automated payment processes using the Government Integrated Financial Management Information System to preserve the sanctity of pension funds.

    “Others are creation of a complaints resolution and management portal to support the client service management; set-up of an anti-corruption and transparency unit to prevent pension fraud; and deployment of mobile verification teams to ensure no qualified pensioner was left uncaptured. The mobile teams have visited over 80 different cities, towns and villages and countless hospitals across the entire nation in sometimes hazardous circumstances”, she noted.

    Furthermore, Ejikeme said they launched a Service Charter – detailing PTAD’s service contract with pensioners and complaints resolution timelines.

    “We also introduced the “I Am Alive” Confirmation solution to verify pensioners’ status of aliveness at regular intervals. PTAD has a dedicated, professional and highly motivated staff and a work culture that drives reform successes.’’

    PTAD to remove 51,705 fake civil service pensioners from payroll

    • Stakeholders reject plan to scrap Directorate

    No fewer than 51,705 illegal pensioners  have been earmaked for deleting from the payroll with effect from April 1, The Nation has learnt.

    The affected, according to the Pension Transitional Arrangement Directorate (PTAD), failed to use the “I Am Alive” confirmation platform, indicating that there were fake.

    Findings show that of the fake pensioners, a whopping 43,010 were Civil Service.

    While a total of 6,049 fake pensioners were detected among Police pensioners, 2646 came from the Customs, Immigration and Prison.

    The Directorate categorised pensioners in the old scheme under Parastatals Pension Department (PaPD), Police Pension Department (PPD), Civil Service Pension Department (CSPD) and Customs Immigration and Prisons Pension Department (CIPPD).

    Prior to plans by PTAD to remove the fake pensioners from payroll, the Directorate had said over 30,000 qualified pensioners were not on payroll while more than 50,000 ghost pensioners were on it.

    PTAD said it inherited 268,897 pensioners.

    As at December 2022, the figure  came down to 226,693 after a lot of cleansing, elimination of ghost pensioners and addition of eligible pensioners who were not on the payroll with a total of N754 billion in monthly pensions paid from January 2015 to December 2022.

    Overall, the directorate said it had saved billions of naira from the exercise.

    In a notice, the Directorate called on genuine pensioners who may still be among those listed to immediately verify their aliveness and genuineness on the “I Am Alive” confirmation platform.

    The notice read: “PTAD wishes to inform pensioners under the DBS who are yet to confirm their aliveness using the “I Am Alive” confirmation to immediately do so. Pensioners are required to reconfirm aliveness every six months to continue to receive their monthly pension directly into their bank account.

    “To make sure pensioners effectively participate in this exercise, the Executive Secretary, Dr Chioma Ejikeme, had initially approved a 1-month extension for all pensioners. However, by this announcement, any pensioner who does not confirm their aliveness before the end of March 2024 will be dropped from the April 2024 pension payroll. Dropped pensioners will automatically be restored to the payroll once they confirm aliveness.

    “PTAD has forwarded the names of yet to confirm pensioners to the pension unions, associations, and institutions while SMS notifications have been sent to the affected pensioners. We urge pensioners to visit our website, www.ptad.gov.ng for the list of pensioners yet to confirm aliveness. If your name is on the list, click on this link https://iamalive.ptad.gov.ng/ to complete your “I Am Alive” confirmation.’’

    Meanwhile, stakeholders have been reacting to the proposal by the Federal Government to scrap PTAD, among other agencies and parastatals listed by the Federal Executive Council (FEC), after the council adopted the Oronsoye’s report last week.

    PTAD was listed to be scrap and all activities returned to the Ministry of Finance.

    A stakeholder in the industry, who spoke on condition of anonymity, believes some fraudulent personnel in the civil service were behind the enlistment of PTAD.

    “When I saw PTAD in the list of agencies to be scrapped, some pensioners and I were not surprised because we know that those who survive on looting pension funds in the ministry and civil service have been frustrated and shut down by PTAD.

    “But, we appealing to President Bola Tinubu not to let these bad people win and send us back to the days of sorrow. Many of those charged with the responsibility of paying pensions then fed fat with pension funds and starved the pensioners. We don’t want a repeat”, he said.

    The National President, Nigerian Union of Pensioners (NUP), Comrade Godwin Abumisi, said: “If there is anything worse than hell, that was what Defined Benefit Scheme pensioners went through in the hands of the ministry before PTAD was established and mandated to handle our issues. We slept at the Federal Secretariat and under bridges in Abuja, died while queuing for long verification lines and dehumanised.

    “But since PTAD came, you have not heard the voice of pensioners complaining about maltreatment in the management of pension. Before PTAD, pensioners experienced the worst treatment ever. We were dehumanised and being kicked around anyhow.

    “I remember how I travelled several times from Enugu in night buses to come to Abuja for what the then Office of the Head of Service of the Federation called verification.

    “Like other pensioners of our category, I travelled countless times by night buses  to Abuja to settle pension issues. Then, if you had issues on anything at all, you had to come to Abuja and you had to take night buses. Many of us lost our lives while coming to Abuja to settle pension issues.

    We usually arrive very early, around 4am or 5am and we would sleep on the corridors of the Federal Secretariat. When they decided that the pensioners were messing up the place, they ejected us and we began to sleep under the bridges.That was our experience before PTAD.”

    Citing Abdulrasheed Maina, Comrade Abumisi said it was the handling of pensions in the ministry that created the likes of Maina, who is in prison as a result of embezzlement of pension funds.

    “This is what we fear on hearing that we will be sent back to the ministry. As a matter of fact, no pensioner wants to go back to the ministry because pension problem is not a small problem. It needs a separate entity like PTAD to deal with it. I want to say that we are impressed and we are very happy with the performance and functions of PTAD in dealing with pension issues. We don’t want to go back to Egypt.

    “We are not saying that merging of ministries and some parastatals by the government to reduce cost is not good. But we are saying that on area where they ought not to merge one of those agencies is PTAD, due to the essential nature of its duties. That is why we are crying.

    “I have a letter here from the Nigerian Union of Pensioners South-west calling on us the national headquarters to organise a protest against the scrapping of PTAD. But, instead of street protests, we will engage President Tinubu’s government peacefully. And that is why we are saying please give us PTAD back. If there is anything in PTAD that the government does not want, it should be removed, but please leave PTAD alone to cater to pensioners. With the amount of work PTAD has done so far, the pensioners are happy, though it still has not been possible to completely take care of all the issues of pensioners. You can imagine what will happen when government sends us back to the ministry or merges us with another agency that has other responsibilities other than pension issues. So, we say again, we don’t want to go back to the ministry”, he added.

    RTD ASSISTANT SUP ESSIEN: It is pertinent to know the time retired police officers under PTAD are required to carry out I Am Alive confirmation. I was among those who received text messages from PTAD to do I am Alive confirmation in October 2023. I was mandated to do it on October 20, 2023, I received another text message to do my Confirmation before February 10, 2024. When I  contacted some of my colleagues to know whether PTAD sent such information to them, they said no. Since then, I have been restless. I want to know from PTAD what the time limit for I Am Alive confirmation should be.

    AKINMUSAYO: I am complaining on behalf of my father who retired 19 years ago from the Ministry of Defence but is yet to get gratuity.

    Pensioners under the old pension scheme have expressed their disaffection with the Federal Government’s decision to scrap the Pension Transitional Directorate Arrangement (PTAD).

    Recall that last Monday, the Federal Executive Council (FEC) presided over by President Bola Tinubu, adopted the Orosanye Committee’s report on prunning the Ministries, Departments and Agencies (MDAs).

    There was silence at the Directorate as many staff members were thrown into confusion on the way forward.

    Top sources in the industry alleged that some civil servants at the Head of Service (HoS) office were behind the inclusion of PTAD as one of the agencies to be scrapped.

    A top source claimed 44,720 civil servant pensioners and many others in the ministry and parastatals, who are fake, and have been penciled down to be dropped from the payroll in April, had been working behind the scene to pull PTAD down.

    Another source said: “PTAD’s inclusion among agencies to be scrapped seems to be instigated by some bad elements in the civil service. I also believe that there is no due diligence on some agencies or parastatals listed. Imagine that NAPEP, which has been scrapped about 10 years ago, was mentioned among the new agencies be scrapped. I believe this is only a recommendation and hopefully, it will be reconsidered.’’                 

    Also, another source said: “PTAD has stepped on the toes of fraudulent people in the system. Recently, PTAD has been removing fake pensioners from payroll, cut down on exaggerated pension and increase payments of pensioners that genuinely deserve it. Those who should get less started getting less while those that should get more started getting more.

    “Some civil servants that are not able to infiltrate the pension payroll to put bogus payments are the ones that have instigated the addition of PTAD to be scrapped.’’

    The National Union of Pensioners (NUP) has called an emergency meeting of its executive members.

    Its President, Godwin Abumisi,  in an interview, expressed shock, stating that the scrapping of PTAD would create problems for them.

    He said he had been inundated with calls for protest by pensioners in less than 24 hours that the news broke.

    He believes that the government is making a mistake because no other agency, not even the Ministry of Finance, can handle pension administration the way PTAD has handled it.

    “Before PTAD came on board, I remember that I used to take night bus  to Abuja for what the Head of Service called verification. Such verifications were designed to rip off pensioners at that time. We suffered a lot. Many people died on the way from their various locations to Abuja. So, PTAD’s establishment was a great relief to pensioners.

    “Our fear is that we may begin to relive the experiences of the past where ministries treated the work of pension as they treated ministerial work and this would make pensioners to visit their office for one thing or the other. But now, we don’t visit PTAD office.

    “They have everything in their platform such that they know all what is happening at a go. So, why remove PTAD?  This is coming as a rude shock to us.

    “I have been inundated with protest by pensioners within in less than 24 hours that the news broke and I had to cut short my journey immediately to return to Abuja to call for meeting of National Executive Council (NEC) to decide the step to take. What we know is that we don’t want to have the old pension experience. Look at the parastatals under the Ministry of Finance. They cannot even handle them well, yet they want to add a big agency like PTAD. We are going to suffer heavily,” he stressed.

    A Power Holding Company of Nigeria (PHCN) pensioner in Ibadan, who refused to be named, said PTAD should not be scrapped, because  its officials are doing very well.

    “I am receiving my monthly pension and I am happy. The thought of going back to the ministry, which will consequently reverse us to the old days is traumatising for me. The old days of pension system in Nigeria was oppressing.

    “With the new days which began since the establishment of PTAD, we have been receiving our money with many records updated. Taking us back to the Ministry of Finance is taking us back to days of punishment and affliction.We appeal to President Tinubu to let PTAD stand on its own and not be transferred to the ministry,” he added.                                                                                                                                     

    A senior official at PTAD, who does not want his name in print, said: “The enemies of the savings we are doing for the government are legion. They have succeeded. The Ministry people want to go back to the old ways.”
