    PTAD simplifies verification for pensioners with disabilities, health challenges

    Pensioners with disabilities and other health challenges who cannot validate their life status using either facial or fingerprint are being supported to carry out their ‘’I Am Alive’ by applying to PTAD for a Mobile “I Am Alive” confirmation’.

    Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Miss Tolulope Odunaiya made this known while announcing a policy review of the “I Am Alive” confirmation solution by introducing a Mobile “I Am alive”confirmation to support the pensioners.

    The ES said the application would be done by filling an online form made available on the PTAD website, including the attachments that include Pictures/video of pensioner, Medical Report and Pensioner Verification Slip.

    She explained that upon approval by the appropriate signatory, a Mobile “I Am Alive” confirmation would be carried out by a visit to the pensioners’ address.

    She said: “Where a scheduled visit to the pensioners’ address is not feasible, a Video conference call with the pensioner can be carried out. However, for Diaspora pensioners who are unverified and on payroll, a Certificate of Aliveness from the Nigerian Embassy or Nigerian High Commission in the country of residence should be submitted by the pensioner every six months as a form of validating status of life.

    “The Directorate does not charge pensioners’ fees for its services. It is free. Therefore, under no circumstance will a ‘fee-for-service’ be charged to pensioners for the use of the application to confirm the status of their aliveness.”

    She directed service support staff to show empathy to pensioners when assisting them with the application, bearing in mind that most are not technology savvy and will need to be guided.

    She maintained that state offices shall not operate as agent centres.

    “For example, they will not provide Office-based I Am Alive confirmation services to walk-in pensioners using fingerprint scanners. They must be scheduled from Headquarter and make themselves available on the agreed dates to complete the process.

    Thus, the state officers will only give guidance, take inquiries, resolve complaints, and document complaints they need to escalate to the Headquarters. Ödunaiya urged the Unions and Pension Desk officers to act as intermediaries or officers between the Directorate and its pensioners as necessary for first line enquiries and complaints resolution, provision of grassroots advocacy and support to facilitate adoption and transmission, translation of the ‘I Am Alive’ confirmation service guidelines as appropriate through their networks and administrative structures and continuous notification to their members of their due dates for confirmation of their aliveness.

    She further urged them on the Implementation of Know-Your-pensioners (KYP) activities that will assist PTAD with obtaining credible information on pensioners for better service support, assist pensioners to understand the processes and regularity of performing the I Am Alive Confirmation, sending of complaints to the Directorate on behalf of other pensioners, providing feedback on PTAD’s policy initiatives including the I Am Alive Confirmation solution to ensure improvement in service delivery

    She reminded pensioners  to confirm their aliveness on the PTAD “I Am alive” confirmation platform once every six months or as determined by management from time to time for them to continue to enjoy their monthly pension.

    She emphasised that pensioners who failed to confirm their ‘I Am Alive’ status at least once every six  months or as determined by management from time to time will be dropped from the payroll and moved to the “Likely deceased pool” until such dropped pensioners re confirmed his or her aliveness to be reinstated to the payroll.

    JACOB: My name is Jacob. My date of first appointment was December 2, 1970. My federal share of pension started from December 2, 1970 to March 31, 1976 spanning five years and five months.

     I  I retired in July, 2002. Then I was placed on payroll in September 2010, leaving my arrears of pension between August 2002 and August 2010 unpaid. I attempted to get the arrears paid but all to no avail. I even sent my bank statements to authenticate my claim..

    PTAD: The pensioner should kindly provide us with the hardcopy of his Bank Statement from retirement to enable us process your complaint of non-payment of gratuity. Attach a complaint letter addressed to the Executive Secretary. And this can be sent via any PTAD nearest state office or email.

    ELLIS: Hello, my name is Ellis. My brother is Kelvin. We have not been paid since our verification in 2015 by PTAD in Lagos. We are NoK to police officer Francis. We have not been paid since we were verified in 2015 and have not been given any reason for the delay. Each time I call, they would say that they are processing it. Kindly help us to find out what is causing the delay. Thank you.

    PTAD: NoK should scan his/her verification slip to enable us to investigate and resolve.

    VICTOR: Good day, my name is Victor, the eldest child and next-of-kin to Mrs Ewere, the complainant.The complaint is about Mrs Ewere’s non-payment of her monthly pension benefits for several months. She retired as a staff member of NIFOR in March 1994. She received her monthly pension up to October 14, 2016. But up till now, she has not received any monthly pension payments due to her, while her colleagues are getting theirs. She did PTAD verification at Imaguero 1, Benin City on May 29th 2019.

     She also complained severally at the PTAD Benin City office on different occasions of which she was given a complaint form to fill and also attached all necessary documents needed, alongside for follow up. She also did I AM ALIVE capturing, all to no avail. This nonpayment of her monthly pension benefits has worsened her conditions badly and presently she is battling partial stroke/hypertension and eyesight diseases. Kindly use your good office to intercede for her to ensure that she is restored back on payroll for her to be getting her monthly benefits and also backlog of arrears are paid to her promptly. Thanks for your anticipated response.

    Olukogbon: Good day, my name is Olukogbon. I am a Nitel/Mtel pensioner. I did my verification since September 3, 2018. But I am yet to be on payroll. I have written emails, I have been to the PTAD office in Racecourse, Lagos for more than 20 times, only to be told that my documents are okay. Instead of PTAD to pay my pension, they send me a message every quarter of the year, which I don’t understand. Kindly help me resolve this.

    PTAD: Mr. Olukogbon has incomplete documents. He has only an appointment letter in our database which indicates his first date of appointment is 1/June/1985, and on his pension form he indicated it was 1977 while his retirement date was 1991. If we consider his first appointment date and his retirement, he only served government for six years, therefore he is not eligible for pension under DBS. However if he has other career documents he can forward it to PTAD for review and resolution.

    OLUWOLE: Good day, my name is Oluwole and I write on behalf of myself and Adesola from Ado Ekiti. Two of us have been trying to do our ‘I am Alive’ for many times. We can’t get our eyes and the fingerprints to work on the system. What we can do

    PTAD: We called the two pensioners and they informed us that they have confirmed their aliveness. Therefore, they are going to be restored on payroll and their arrears will be paid.     EKEKPOROH: My name is Ekekporoh. My complaint is about non-payment of pension Arrears. I was paid some arrears in August 2024 and December to January 2025.

    PTAD: We are aware of the non-payment of 20 per cent and 28 per cent of this pensioner, he is among the list of those that are yet to be paid. Please be informed the arrears are paid in batches and the N32 increment will also be paid as soon as the funds are available.

    ONIPEDE: Good day, my name is Onipede, I am a severance retiree of February 2007. We were short paid gratuity and the monthly pension from the inception was wrong payments till date. This made all the increments and amendments have no effect on our monthly pension. Also, the federal government circular of ‘Consequential Adjustment in Pension Arising from the Implementation of National Minimum Wage’ with effect from April 18, 2019 has not been effected for NIPOST’s retirees.

    Early this year, your office issued a communiqué that anomalies would be corrected by March 2024. But to our surprise it was not done till date. Why is this so? Also why did the core ministries’ retirees receive 45 per cent more than NIPOST. This is even as parastatals like Power Holding Company of Nigeria, NITEL and others are receiving better pension. I want to know what type of parastatal is NIPOST.

    PTAD: Kindly provide us with the hardcopy of your bank statement from retirement till date to enable us to process your complaint of non-payment of gratuity. Also note that you are required to attach a complaint letter to the Executive Secretary and note that we are reviewing and re-computing the Back End Computation.

    OHCSF, EFCC promise stronger collaboration with PTAD

    The Office of Head of Service of the Federation (OHSF) and Economic and Financial Crimes Commission (EFCC) have promised stronger collaboration with Pension Transitional Arrangement Directorate (PTAD) to improve the welfare of pensioners under the federal Defined Benefit Scheme (DBS).

    Executive Secretary of PTAD, Tolulope Odunaiya, made the pledge when she visited the Head of Service of the Federation, Mrs. Didi Esther Walson-Jack and EFCC Executive Chairman, Mr. Ola Olukoyede, in Abuja.

    At the Office of the Head of the Civil Service, the PTAD boss acknowledged the support that the Office has provided PTAD over the last 10 years, which has contributed to the Directorate’s record successes.

    According to her, the Directorate has received guidance in the clarification of establishment circulars and confirming the records of service of demobilised police officers under the Defined Benefit Scheme” which have been quite invaluable in sustaining PTAD’s operations.

    Mrs. Walson-Jack commended PTAD over her ‘’innovative service’’ in the management of pension under the DBS and assured of the support of her office.

    She used the opportunity to encourage Ministries, Departments and Agencies (MDAs) to digitise their services and processes, adding that the OHCSF has set the pace.

    At the EFCC, Odunaiya remarked that PTAD and the agency have enjoyed a mutually beneficial relationship, and have held engagements in the past, focused on addressing matters of mutual concern, including preventing pension fraud and promoting transparency and good governance.

    She requested the EFCC’s expertise in the forensic analysis of documents to ascertain genuineness and authenticity, and recommend that both organisations should continue to hold knowledge-sharing engagements, so as to update the EFCC on new developments in the pension industry and the challenges that PTAD faces, to, ultimately, improve their ability to address fraud.

    EFCC Executive Chairman, Mr. Ola Olukoyede affirmed the Commission’s readiness to support PTAD in combating fraud, saying:“We appreciate what you are doing in the transition arrangement, and you are also aware that we have always been supporting you way back in the area of investigation and in the recovery of money, among others.”

    He noted that one of the biggest investigations the Commission ever carried out under pension management was with the collaboration of PTAD and mentioned that some of the cases are still in court.

    Olukoyede further expressed the Commission’s willingness to synergise with agencies committed to reform and transparency, bearing in mind that such partnerships are essential to advancing the nation’s economic interests in line with the President’s task of promoting and contributing positively to the economy.

    OMOWA: Hello, my name is Omowa from Igarra, Akoko, Edo Local Government Area of Edo State. I have been receiving my monthly pension since after verification in 2019. But PTAD suddenly started paying me N27, 262 from October. Kindly help resolve the issue. Thank you.

    PTAD: The Directorate was recently in receipt of two circulars referenced SWC/S/04/S.542/II/404 dated November 20, 2023 and SWC/S/04/S.542/II/449 dated April 30, 2024, from the National Salaries, Income and Wages Commission (NSIWC) for the approval of pension increment to pensioners under the Defined Benefits Scheme covering various salary structures.

    By the provisions of the circular, the Consolidated Public Service Salary Structure under which pensioners of the Civil Service Pension Department and some under parastatals fall is one of the salary structures included and is to take effect as Grade Level 1-16, Percentage Increment of 20 per cent and effective date of January 2024; and Grade Level 2-17, percentage increment of 28 per cent; and effective date of January 2024.

    PTAD was also in receipt of another letter from the National Salaries, Income and Wages Commission regarding the implementation of the consequential pension adjustment (CPA) which took effect from April 2019. The clarification revised the implementation of the CPA to Grade level as against the previous Pay-Band.

    Clarification from the NSIWC which revised the implementation of the CPA to Grade level was taken into cognizance and accordingly implemented on the payroll before the application of the new pension increment of 20-28 per cent as applicable which will take effect from September 2024. It should be noted that the arrears are paid in batches, therefore if you have not been paid, you will be in the next.

    PTAD, NHIA partner on healthcare access for pensioners

    The Pension Transitional Arrangement Directorate (PTAD) will soon improve access to healthcare for Defined Benefit Scheme (DBS) pensioners, especially the vulnerable group, The Nation has said.

    This would be made possible with the Directorate’s partnership with the NHIA.

    PTAD Executive Secretary, Tolulope Odunaiya, who stated this during a visit to the Director-General, NHIA, Dr. Kelechi Ohiri, said the collaboration marked a crucial step in the history of PTAD.

    Odunaiya said the pilot health insurance scheme for select pensioners is a laudable initiative, and would include more beneficiaries.

     Ohiri expressed his appreciation for the partnership and emphasised that investing in accessible healthcare is essential for progress.

    “PTAD’s request to expand the pilot phase reflects its dedication to the well-being of pensioners, ensuring they receive not only financial support but also quality healthcare in retirement.

    ADEKUNLE: Dear Omobola, some NITEL, MTEL and I retirees did our verification since January 20I8 and we are yet to get our due pension from PTAD. We are about 48 and our names have been forwarded to PTAD since 2020, but PTAD said we should exercise patience. I received a five years’ pension in 2007, 2009, and 2010. Kindly help us.

    PTAD: We contacted this pensioner on 08050772683 to provide his verification slip or BVN as the account number he provided (6050283692) is not in our record. But he said he was not at home to provide it.

    The outstanding pension liabilities of pensioners under the Defined Benefit Scheme (DBS) are in excess of N88 billion, the Executive Secretary of PTAD, Tolulope Odunaiya, has said.

    She made this known on Monday when she visited the Director-General of the National Pension Commission (PenCom), Omolola Oloworaran, at the commission’s headquarters in Abuja.

    The PTAD Executive Secretary acknowledged the support and guidance provided by PenCom to PTAD over the years, as the industry regulator.

    She congratulated the Commission on the progress they had made towards settling accrued liabilities under the Contributory Pension Scheme (CPS).

    Odunaiya hoped the Directorate could continue to count on PenCom’s support as PTAD embarked on the next decade of transformative pension administration.

    Oloworaran lauded the efforts of PTAD in the management of pensions under the DBS.

    The PenCom boss, who acknowledged the crucial role being played by PTAD in pension management, affirmed that the meeting was an opportunity to deepen collaboration between the two organisations in the pension industry.

    Similarly, PTAD is looking to foster collaborations with the Niger State Pension Board.

    Odunaiya spoke about this when she hosted the Commissioner for Finance, Niger State, Mr Lawal Maikano and Director-General of the state Pension Board, Mr Nasiru Said.

    Maikano appreciated the Executive Secretary and her Senior Management Team emphasised the importance of a healthy collaboration of both parties on the pensioners’ welfare nationwide.

    He commended the Directorate for implementing instruments which have aided the administration of pension to DBS retirees nationwide, particularly the “I am Alive Confirmation Solution”, stating that it has been completed by DBS retirees in Niger.

    He said: “We want to have a positive impact on the lives of Niger state pensioners as much as possible.

    “We also reaffirm the state’s willingness to enhance collaborations with the Directorate.’’

    The ES commended the delegates for their government’s achievements in the pension administration and affirmed the directorate’s willingness to collaborate with them.

    DMBIEM: I am DMBIEM, an actuary. I want answers. PTAD from 2013 to 2024 did interesting stories. They said N610billion payouts were from 2015 to 2021 and pensioners 226,328 as at the period. 

    In 2022 alone, it was 226,693 while PTAD pensioners received N754billion.

    The 2024 story was incomplete: pensions in 2025 would be N63.8billion.

    The Federal Government’s  budget for 2025  is N46.020trillion, Wages N7.476 trillion 16.2 per cent Debts Refunds N16.330 trillion 35.4 per cent All and Sundries N21.578 trillion 46.9 per cent PTAD Pensions N63.6billion 0.1 per cent PenCom Personal Savings Accounts Assets N14.990 trillion Average N53.920million from PSA Assets divided by 278,000 all alive cases. It means HOS, SIWC & PTAD Offices, with due regards, are not helping. They conspire and make pensioners to be ashamed of themselves N0.1 trillion budget.

    I challenge the three above-named issues. PTAD especially, should move HOS & SIWC to make pensions meaningful.

    I hate the starvation caused pensioners by unpaid pensions from 2004 till date.

    The Pension Transitional Arrangement Directorate (PTAD) has honoured a 100-year-old great grandma, who visited their office at the Old National Assembly Complex, TBS, Lagos to express her appreciation to the agency’s service to pensioners, the Executive Secretary, Ms. Tolulope Odunaiya has said.

    Odunaiya, who in her X post said her kind words meant alot to them, said they are committed to delivering exceptional service with respect and empathy.

    She maintained that prioritising the welfare of our pensioners is their ultimate goal.

    Those who respect the elderly pave their road toward success, she said.

    She reiterated commitment to the welfare of its pensioners in line with its mandate and that the Renewed Hope Agenda of President Bola Ahmed Tinubu, remains resolute.

    The PTAD boss added that the Directorate’s has been paying monthly pension and arrears regularly.

    She said there has also been regular payment of arrears to some batches of pensioners in line with approval from the National Salaries, Incomes and Wages Commission; and payment of gratuities and death benefits to pensioners and Next-of-Kin of deceased pensioners.
