    PTAD to pay N32,000 increment arrears

    The Executive Secretary,  Pension Transitional Arrangement Directorate (PTAD), Tolulope Odunaiya, has reiterated the Directorate’s commitment to implement the N32,000 pension increment for pensioners under the Defined Benefit Scheme (DBS) when funds are released.

    Odunaiya said last month’s payments did not include the increment because their budget had not been released.

    She, however, assured that PTAD was working with relevant agencies to ensure the increment was implemented and arrears paid.

    She explained that PTAD had paid four months’ arrears of last August to November to Civil Service Pension Department (CSPD) pensioners and five months arrears of August to December, last year to pensioners of Customs Immigration and Prison Pension Department (CIPPD), Police Pension Department (PPD), and the university sector of Parastatals Pension Department (PaPD) through strategic funds management.

    She noted that the Directorate, through this strategic funds management initiative, had  earlier cleared the 20 per cent and 28 per cent pension increment to pensioners, and promised that PTAD will continue to prioritise pensioners’ needs.

    DMBIEM: I am DMBIEM, an actuary. I want answers. PTAD from 2013 to 2024 did interesting stories. They said N610billion payouts were from 2015 to 2021 and pensioners 226,328 as at the period. In 2022 alone, 226,693 while PTAD pensioners received N754billion. The 2024 story was incomplete: pensions 2025 would be N63.8billion, no pensioners. FGN Budget for Fiscal Year 2025 figure cited N46.020trillion, WagesN7.476 trillion 16.2 per cent Debts Refunds N16.330 trillion 35.4 per cent All and SundriesN21.578 trillion 46.9 per cent PTAD PensionsN63.6bn 0.1 per cent PENCOM Personal Savings Accounts Assets N14.990 trillion AVERAGE N53.920million from PSA Assets divided by 278000 all alive cases.     The Pension Transitional Arrangement Directorate (PTAD) has assured the Federal Parastatals and Private Sector Pensioners Association of Nigeria (FEPPPAN) and Federal Mortgage Bank of Nigeria/Federal Mortgage Finance Limited (FMBN/FMFL) of its commitment to improving the pension administration system and addressing their concerns.

    PTAD gave the assurance when the representatives of FEPPPAN and FMBN/FMFL paid courtesy visits to Directorate headquarters in Abuja.

    The delegation was welcomed by the PTAD Executive Secretary (ES), Tolulope Odunaiya, and her team.

    The two meetings by FEPPPAN and FMBN/FMFL were unified in their purpose which was to reaffirm their commitment and willingness to co-operate with the Directorate to improve the welfare of DBS pensioners.

    It was also a medium for the stakeholders to welcome the Executive Secretary, Tolulope Odunaiya, and express their gratitude for the prompt payment of the December 2024 pension.

    Both meetings focused on crucial matters including the payment of arrears, back-end computation (BEC), verification of pensioners in the diaspora, status of gratuity payment, and payment to the Next of Kin of deceased pensioners. The representatives emphasized the need for streamlined processes and to ensure pension payments and benefits without unnecessary delay.

    In her response, the ES thanked the delegates for their visit and acknowledged the pension union and association’s role in advocating the benefits of the DBS pensioners.

    She said: “We assure you of our commitment to improving the pension administration system and addressing their concerns.

    “We also reiterate our commitment to fostering a more responsive and effective pension administration system for the benefit of all pensioners.’’

    PTAD unveils mobile ‘I Am Alive’ confirmation app

    The Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Tolulope Odunaiya, has introduced a Mobile ‘I Am alive’ confirmation to support pensioners who could not validate their life status using  either facial or fingerprint due to disabilities and/or health challenges.

    In a statement, Odunaiya said pensioners who were unable to validate their status using either facial or fingerprints due to disabilities and or health challenges could now get a reprieve with the mobile system.

    She said: “Pensioners who are unable to validate their status of life using either the facial or fingerprint due to disabilities and/or health challenges, such pensioners should apply to PTAD for a Mobile “I Am Alive” confirmation’’. She said the application would be done by filling an online form made available on the PTAD website, including the following attachments: Pictures/video of pensioner, medical report and pensioner verification slip.

    “Upon application approval by the appropriate signatory, a Mobile “I Am Alive” confirmation will be carried out by a scheduled visit to the pensioners’ address. Where a scheduled visit to the pensioners’ address is not feasible, a video conference call with the pensioner can be carried out. However, for diaspora pensioners who are unverified and on payroll, a Certificate of Aliveness from the Nigerian Embassy or Nigerian High Commission in the country of residence should be submitted by the pensioner every six months as a form of validating status of life”.The ES stated that the Directorate does not charge pensioners’ fees for its services.

    “It is absolutely free. Therefore, under no circumstance will a ‘fee for service’ be charged to pensioners for the use of the application to confirm the status of their aliveness”.

    She directed service support staff to show empathy with pensioners when assisting them with the application, bearing in mind that most are not technology savvy and will need to be guided carefully and gently.

    She maintained that state offices shall not operate as agent centres.

    “For  they will not provide Office- based I Am Alive confirmation services to walk- in pensioners using fingerprint scanners. They must be scheduled from HQ and make themselves available on the agreed dates to complete the process. Thus, the state officers will only give guidance, take inquiries, resolve complaints, and document complaints they need to escalate to the Headquarters.”

    The Executive Secretary enjoined the unions and pension desk officers to act as intermediaries or focal officers between the Directorate and its pensioners as necessary for first line enquiries and complaints resolution, provision of grassroots advocacy and support to facilitate adoption and transmission, translation of the ‘I Am Alive’ confirmation service guidelines as appropriate through their networks and administrative structures and continuous notification to their members of their due dates for confirmation of their aliveness.

    She further urged them on the Implementation of Know-Your-pensioners (KYP) activities that will assist PTAD with obtaining credible information on pensioners for better service support, assist pensioners to understand the processes and regularity of performing the I Am Alive Confirmation, sending of complaints to the Directorate on behalf of other pensioners, providing feedback on PTAD’s policy initiatives including the I Am Alive Confirmation solution to ensure improvement in service delivery

    Odunaiya reminded pensioners to confirm their aliveness on PTAD “I Am alive” confirmation platform every six months or as determined by management from time to time for them to continue to enjoy their monthly pension.

    She emphasised that pensioners who fail to confirm their ‘I Am Alive’ status at least every six months or as determined by management will be dropped from the payroll and moved to the “Likely deceased pool” until such dropped pensioners reconfirm their aliveness to be reinstated to the payroll.

    The Parliamentary Support Group (PSG) has applauded the Executive Secretary of the Pension Transitional Arrangement Directorate (PTAD), Tolulope Abiodun Odunaiya, for her exemplary leadership and significant accomplishments since assuming office in November 2023.

    In a statement signed by its President, Comrade Charles Abakpa, the PSG lauded Odunaiya’s transparency and accountability during her budget defence session at the National Assembly. Her detailed presentation showcased PTAD’s budget alignment with President Bola Tinubu’s pension reform agenda.

    The group highlighted Odunaiya’s strides in streamlining pension payment processes, which have led to shorter payment timelines and enhanced satisfaction among pensioners. Her commitment to eradicating pension fraud and maintaining system integrity through strategic partnerships was also commended.

    “Under her leadership, PTAD has consistently ensured the timely payment of monthly pensions and addressed inherited unfunded liabilities, reflecting her dedication to pensioners’ welfare,” the statement read.

    The PSG also praised Odunaiya for introducing the innovative I Am Alive confirmation program, which has strengthened PTAD’s database integrity while minimizing costs. This initiative has effectively curbed fraudulent activities and bolstered transparency.

    Notable achievements under her tenure include: establishing a new PTAD state office in Ilorin, Kwara State, to expand services to pensioners.

    Others, he said are facilitating arrears payments to specific pensioner batches, approved by the National Salaries, Incomes, and Wages Commission.

    “Paying gratuities and death benefits to retirees and Next-of-Kin of deceased pensioners.

    “Securing a 20% pension increase for Defined Benefit Scheme (DBS) pensioners, retroactive to January 2024, marking the first time such an increase was implemented without protests and introducing a minimum pension of ₦32,000, approved in July 2024, benefitting many pensioners.

    Abakpa noted that these initiatives reflect President Tinubu’s commitment to supporting pensioners and safeguarding their rights.

    The PSG urged Odunaiya to sustain her drive for positive change in the pension system, innovate further, and continue improving the welfare of pensioners nationwide.

    The Pension Transitional Arrangement Directorate (PTAD) has resolved and paid N1.75 billion to 902 beneficiaries, under its ongoing Next-of-Kin (NoK) and gratuity project, the Executive Secretary, Ms Tolulope Odunaiya, has said.

    She made this known when she led the senior management team of the Directorate to defend PTAD’s 2025 Budget proposal at the joint sitting of the Senate Committee on Establishment and Public Service and the House of Representatives Committee on Pension.

    Listing achievements of the Directorate, Odunaiya said there had been timely payments of monthly pension and inherited unfunded liabilities.

    He highlighted the implementation of the I Am Alive confirmation programme to ascertain pensioner’s aliveness and maintain database integrity at minimal cost.

    She also said the Directorate had made significant steps in ensuring efficient savings for the government.

    She said: “Payment of N26.14 billion to some of the eligible pensioners as accrued arrears which comprises 32,000, 20 per cent, 28 per cent,10.66 per cent and 12.95 per cent for different categories of pensioners under PTAD. Others will be paid in subsequent batches

    Sequel to this, the ES had also briefed the Minister of State, Finance, Dr Doris Uzoka-Anite, on the activities of PTAD at the Ministry of Finance Headquarters, Abuja.

    She explained to the minister the mandate, achievements, challenges and strategies to improve the welfare of the DBS pensioners.

    She had also attended the National Executive Meeting of the Nigeria Union of Pensioners held at the Labour House, Abuja where she informed the pensioners that PTAD has fully paid the eight months accrued arrears as a result of the 20 per cent and 28 per cent pension increment to all eligible pensioners under the Police Pension Department and Customs, Immigrations and Prisons Pension Departments.

    PTAD creates awareness for pensioners to confirm aliveness half yearly

    The Pension Transitional Arrangement Directorate (PTAD) has continued to sensitise pensioners under the Defined Benefit Scheme (DBS) on the need to confirm their “aliveness status” by carrying out the “I Am Alive Confirmation” programme every six months.

    PTAD’s “I Am Alive Confirmation” is a web solution for verified pensioners to confirm their “aliveness status” for continued receipt of their monthly pension in two options which includes facial confirmation and fingerprint confirmation methods.

    This can be accessed using the internet via a computer or a smartphone.

    According to PTAD, facial confirmation is done using a smartphone to compare a pensioner’s facial image with the picture on the database taken during verification, while the fingerprint confirmation process involves the use of a computer with the Secugen fingerprint capturing device.

    In a situation, where a pensioner is sick or infirm and cannot perform either option of the PTAD’s “I Am Alive Confirmation Process’’, the Directorate urged pensioners not to hesitate to contact PTAD head Office, and State offices or send request to compliants@ptad.gov.ng for assistance.

    Facial Confirmation

    The pensioner is expected to log on to PTAD website, www.ptad.gov.ng using a smart phone/computer system, click on the “I AM ALIVE” icon at the top of the page and follow the instructions.

    They are to start the “I Am Alive” confirmation process following the two steps validation process by entering pensioner’s number and bank account number.

    Pensioners are to take their photo which will be validated with the existing picture in the PTAD database, perform the aliveness check by moving their face to follow the moving object on the screen.

    When the aliveness check is completed, the confirmation page will display “Successful” and the pensioner will receive an SMS notification of the successful completion of the process.

    Fingerprint Confirmation

    The pensioner will need to access a computer system with finger print device for fingerprint capturing, ensure that NET Framework Runtime 4.7.2 and .NET Desktop Runtime 5.0.7 are installed on the Computer.

    They are to click to download the “I AM ALIVE SETUP” Folder, extract  files and install on their computer one after the other.

    After a successful installation of the ‘I AM ALIVE’ Confirmation desktop application, double click on the application icon on the desktop to launch the application. Start the “I Am Alive” confirmation process following the two steps validation process: Enter pensioner’s number; Enter bank account number.

    Do the fingerprint validation by placing any of your finger on the finger print device for capturing and if the finger print is successfully captured, it will display a “Success” message box.

    When the aliveness check is completed, the pensioner will receive an SMS notification of the completion. They are to contact us with any of the numbers: +234(02) 09-462-1708 +234(02) 09-462-1709 +234(02) 09-462-1710 for support.

    Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Tolulope Odunaiya has announced plans topay the N32,000 pension increment approved  by the Federal Government to each pensioner. The increment was backdated to July 29.

    However, Odunaiya said this would raise PTAD’s payroll for pensioner’s under the Defined Benefit Scheme (DBS) to N5.3billon monthly and N63.6billion yearly.

     She spoke at the National Executive Meeting of the Nigeria Union of Pensioners (NUP) in Abuja.

    She assured that the accrued arrears would be paid in the new year

    She said the Directorate had a week ago received two  circulars from the National Salaries, Income & Wages Commission (NSIWC), which approved appropriate percentages of pension increments to pensioners of the defunct agencies that were excluded from the Consequential Pension Adjustment of 2019 and the pension increment.

    The increments, which were for Peoples Bank, Assurance Bank, Nicon Insurance, Nigeria Re-Insurance, NITEL/MTEL and PHCN pensioners, represent their alternate increments for 2019 and others that were excluded.

    She added that the Directorate is reviewing the circulars and would be liaising with the NSIWC for further clarification, to ensure a quick  implementation.

    She stated that eight months’ arrears arising from the 20 per cent and 28 per cent pension increment to pensioners under the Police Pension Department and Customs, Immigrations and Prisons Pension Departments would be cleared.

    She also said the outstanding due to pensioners in the Parastatals Pension Department was being processed for payment before this month’s end.

    She said the five months’ balance due to  universities’ pensioners under the Parastatals Pension Department was being processed too, and that the files for the Civil Service Pension Department workers who are yet to be paid their arrears were being checked for approvals.

    The PTAD boss said the agency has finalised plans to pay the accrued arrears related to the increments that was announced by the Federal Government.

    She reiterated their commitment to the welfare of its pensioners in line with its mandate and that of the Renewed Hope Agenda of President Bola Tinubu.

    She pledged to do her best during her tenure. However, she sought the pensioner’s partnership.

    The pensioners thanked and wished her a successful tenure.

    OMOWA: Hello, my name is Omowa from Igarra, Akoko, Edo Local Government Area, Edo State. I have been receiving my monthly pension after my verification in 2019, in Benin City by PTAD. But, suddenly, they started underpaying me from October by N27, 262.91. Please help resolve the issue. Thanks.

    OYELAKIN: My name is Oyelakin. I retired on July 31, 2002. My date of first appointment was December 1970. My federal share of pension started from December 2, 1970 to March 31, 1976, spanning five years and five months. I was placed on payroll in September 2010, leaving my pension arrears of August 2002 to August 2010 unpaid. I made several attempts to get the arrears paid but all to no avail; I sent my bank statements to authenticate my claim. Kindly help me. Thanks for your concern..

    ADUEMA: Good day, I am Aduema. My mum has a complaint. Since she retired, she has not been paid her gratuity but she has been receiving her pension. Her set of retirees have been paid. She has health issues and cannot move around.

    MRS ADEBOWALE: Good day. Kindly let me know when the verification of the retired primary school teacher will start.

    AYODELE: Hello, my complaint is about underpayment of monthly pensions. I wish to put up a reminder that I am yet to get any acknowledgement or response on my complaints to your organisation about three weeks ago on the above subject. This is after promises by your receptionists to deliver my complaints to the appropriate authority for further actions. In October, last year, I was surprised to notice a huge deduction of N48,861.19 from my monthly pension of N154,015.36, for an excuse tagged overpayment of pension and which was not earlier communicated to me.

    From my computations of the deductions yanked off, I believe that it was wrong to have carried out such deductions. By the way, I started working in 1970 and retired from service on August 1, 2005 from Nigerian Institute for Trypanosomiasis Research, Kaduna (NITR), a parastatal under the Federal Ministry of Science and Technology, as a Chief Technical Officer Laboratory Instruments, on HATISS 13, Step 9. As at the time of retirement, my pension was N92,170.75.

    However, two years later, August 2007, there was a 15 per cent pension increment that jerked my pension up to N105,996.36. Three years later, which was August 2010, there was another 33 per cent increment of N34,978.80 that leveraged my pension to N140,975.16. And in April, 2019, there was a consequential pension adjustment of 0.0925 per cent or N13,040.20, which finally brought my pension to N154,015.36.

    But surprisingly, from October, 2023, I observed that, a huge chunk of N48,861.19 monthly deductions were made till date from my pensions, with the excuse that there were some overpayments, which in actual fact is not true from the in depth analysis I have proffered.

    The pension refund I expect from you as of April, 2024 is N342,028.33 which I am believing would be paid this month. These shortfalls have been causing me a lot of financial setbacks. I am  aware that a review committee was set up towards the end of last year by the Executive Secretary, PTAD to tidy these grievances which are not limited to me or my parastatal alone but to several others. Times are pretty hard for even workers not to talk of vulnerable pensioners whose pays are nothing to write home about. At this juncture, I am imploring you to use your good offices to write this wrong, by reversing the status quo and refunds made back as quickly as possible. Thanks and God bless.

    We recognise vital role of PTAD, say Reps

    The House of Representatives recognises the vital role which the Pension Transitional Arrangement Directorate (PTAD) plays, especially in payment of pensions, gratuity and death benefits to retirees of the Federal Government exempted from the Contributory Pension Scheme (CPS).

    The members stated this on Monday when the House Committee on Pensions, led by its Chairman, Hussaini Mohammed Jallo, visted the Directorate as part of their oversight functions.

    He explained that the Committee was established to support the Directorate, ensure accountability and transparency, facilitate collaboration and above all, appropriate the needed funds to take care of the pensioners under PTAD’s jurisdiction.

    Jallo and other members of the Committee congratulated Odunaiya on her appointment as the Executive Secretary of PTAD, and enjoined her to work with the Committee to address the challenges and overcome obstacles in order to enhance service delivery and public satisfaction, as well as uphold the highest standards of integrity.

     “Together, we will drive positive change and excellence not only to PTAD, but to the pension industry as a whole,” the chairman added.

    The PTAD boss informed the Committee of the Directorate’s achievements since they last visited, which in addition to regular payment of monthly pension include the opening a new state office in Ilorin, Kwara State; payment of arrears to some pensioners in line with approval from the National Salaries, Incomes and Wages Commission; and gratuities and death benefits to pensioners and Next-of-Kin of deceased pensioners.
