Edo/Ondo elections: Don’t take our commitment to peace for weakness, Ribadu warns

The National Security Adviser (NSA), Mallam Nuhu Ribadu, has warned those working to undermine the off-cycle governorship elections in Edo and Ondo states to rethink, saying that their action will be viewed as an attempt to subvert the democratic process in the country.

The NSA, who spoke at the Interagency Consultative Committee on Election Security organised by the Independent National Electoral Commission (INEC), said while the commitment of President Tinubu to a peaceful election is unwavering, those planning to disrupt the elections should not mistake the current administration’s commitment to peace for weakness.

Represented at the meeting by the Director of Internal Security, Hassan Yahaya Abdullahi, Ribadu said security agencies will use every lawful means at their disposal to defend the integrity of the polls, adding that anyone attempting to disrupt the peaceful conduct of the elections will face the full force of the law.

He assured that the Law enforcement agencies are on high alert and ready to swiftly and decisively deal with anyone trying to undermine the polls.

He said: “The governorship election in Edo State is about a month away, and campaigns have begun in earnest, albeit with pockets of inter and intra-party squabbles.

“Accordingly, given the violent antecedents of some politicians and their supporters in the State, the NSA, who doubles as the Co-Chair of ICCES has warned that any attempt to undermine, interfere with, or disrupt the peaceful conduct of the polls would be viewed as an assault on the very essence of our democratic values.

“We want to reassure you, that President Bola Ahmed Tinubu’s commitment to peaceful election is unwavering. Those planning to disrupt the elections should not mistake the current administration’s commitment to peace for weakness.

“We will defend the integrity of the polls using every lawful means at our disposal, and anyone attempting to disrupt the peaceful conduct of the elections will face the full force of the law. Law enforcement agencies are on high alert and ready to swiftly and decisively deal with anyone trying to undermine the polls.

“To the voters in Edo State, you are encouraged to vote confidently, knowing that the government is standing with you and is determined to protect your voice. Your role in promptly reporting any suspicious activities or threats to the authorities is crucial. Together, our vigilance and unity will prevent any attempts to undermine the polls.

“To our security forces and election officials, your dedication and integrity are crucial. As the guardians of our democracy, you must ensure that every ballot is protected, every voter feels safe, and the sanctity of the election is upheld.

“Let’s move forward knowing that together we are stronger and that we will protect the peaceful conduct of the Edo State governorship election on September 21st, 2024.”

On his part, the Inspector General of Police, Kayode Egbetokun assured that the security agencies were around the clock to ensure a peaceful election in both Edo and Ondo States.

Represented by Commissioner of Police, Lanre Ogunlowo, the IGP said security agents were working to ensure that non-state actors did not interfere with the process of the elections in the two States, assuring that the vote of the people would count.

He said: “The Nigeria Police Force is putting in place all measures required to ensure to ensure a peaceful election. We will be coordinating with other security agencies to ensure that both elections take place in a peaceful and orderly manner. We are conscious of the challenges that come with such elections and all resources are being deployed.

“We have complied and set aside from the police and other security agencies all officers that will partake in the election. We will do all we need to do. The issue of non-state actors attempting to interfere with the election will be eliminated.

“They are not constitutionally involved in the election and are not supposed to be part of it. We will continue to do what we need to do to assure the people of the two states and Nigerians that the election will be peaceful and our bites count”.

Chairman of INEC, Prof Mahmood Yakubu said the period of electioneering campaigns by political parties is usually a time of concern and anxiety about security as political parties canvass for votes.

He said a peaceful campaign often heralds a peaceful election and asked political parties, candidates, and their supporters to maintain the peace as we approach Election Day and beyond, saying party and campaign spokespersons should tone down the negative rhetoric.

Yakubu said: “For the security agencies, this is the time to be more vigilant. You should leave no stone unturned in dealing with any real or potential threat to the conduct of peaceful and transparent elections. Already, concerns have been expressed about the possibility of armed state and non-state actors disrupting the processes.

“With just 37 days to the Edo State governorship election and 93 days before voters in Ondo State go to the polls, we should continue to work together to ensure that the training of election officials, logistics for the movement of personnel and materials, polling and collation activities are not disrupted in any way.

“I must also add that in doing so, all your personnel should continue to abide by the code and conduct and rules of engagement for security personnel on electoral duty. We are again including copies of the document in your folders for this meeting. The same document is available on our website as well as the websites of the Nigeria Police and other security agencies”.

Ribadu hands over 16 rescued victims to Zamfara govt

The National Security Adviser (NSA), Nuhu Ribadu, on Thursday, July 4, handed over 16 rescued kidnap victims to officials of the Zamfara state government.

Ribadu handed over the rescued persons to the state officials led by the Secretary to the State Government (SSG), Abubakar Nakwada, at the National Counter Terrorism Centre (NCTC) in Abuja.

The victims, comprising eight males and eight females, were abducted from Zurmi, Duran, and Gusau in Zamfara state on April 22 before they were successfully rescued on June 27 in Shinkafi and Tsafe local government areas of the state by a team of security operatives of the NCTC.

Speaking before handing over the rescued persons, the NSA reiterated the resolve of the present administration to rid the country of kidnapping and other heinous crimes.

He urged Nigerians to continue to support the efforts of the security agencies in achieving the government’s vision of securing the country.

The NSA assured that no “stone would be left unturned” in ensuring a safe and resilient society.

He said: “The government is working assiduously with relevant authorities to close up ungoverned spaces that have continued to provide hiding places for criminal elements in the country.”

Earlier in his remarks, the national coordinator of the NCTC, Maj.- Gen. Adamu Laka, appealed to citizens to “always and timely report suspicious activities and characters to security operatives to engender proactive response.”

Kano Emir crisis: Yusuf, Ribadu meet to restore peace

    • Let rule of law prevail, says NNPP

Kano State Governor Abba Yusuf yesterday in Abuja met with the National Security Adviser (NSA), Malam Nuhu Ribadu, over the lingering Kano Emir’s stool crisis.

It was learnt that Yusuf’s visit to Ribadu was meant to resolve the crisis and restore peace in the state.

The meeting, which lasted over an hour, was fruitful, according to the governor in a post on his personal X (formerly twitter) handle after leaving the office of the NSA.

He said: “His (Ribadu’s) role is critical for the harmonious existence of our nation. So, I briefed him on the recent developments in Kano.

“I had a fruitful engagement with the National Security Adviser, Malam Nuhu Ribadu, this afternoon in Abuja.”

Kano State Deputy Governor Aminu Gwarzo had accused Ribadu of alleged complicity in the return of dethroned Emir Aminu Bayero to the state, but has since retracted same and apologised.

A statement by the governor’s Media and Publicity Director Sanusi Bature explained that the discussion between Yusuf and Ribadu in Abuja also touched on that issue.

Bature said: “The meeting (between Yusuf and Ribadu) was prompted by the recent happenings in Kano, following the dissolution of five emirates by the Kano State House of Assembly through the repeal of the State Emirate Law, and the subsequent restoration of Emir Muhammadu Sanusi II by the governor.

“The two political leaders deliberated on various matters relating to state and national developments as well as the peaceful coexistence of citizens during their discussions in Abuja.

“It is significant to mention that the NSA had been accused of involvement in the Kano crisis for allowing a substantial military presence to protect the removed Emir Aminu Ado Bayero, a position swiftly discredited by the Office of the National Security Adviser.

“Before their meeting today (Thursday), Kano State Deputy Governor Aminu Abdussalam Gwarzo had apologised to the NSA for his implication in the Kano crisis, attributing the error to flawed intelligence.

“Recognising the respected professional background and integrity of the NSA throughout his time as an officer and anti-corruption campaigner, the state deemed it necessary to retract the allegation and offer a sincere apology.

“In harmony with these events, the governor’s meeting with the NSA coincided with Emir of Kano Muhammadu Sanusi II’s six-day stay at the Kano palace, where a significant majority of district heads and kingmakers already pledged their allegiance and loyalty to the newly consolidated Kano Emirate under the leadership of the 16th Emir.

Also, the 16th Emir of Kano, Muhammadu Sanusi II, yesterday appointed Hamisu Sani as the new Ward Head of Kofar Mazugal in Dala Local Government Area of the state.

Africa needs integrated security strategies to combat terrorism, says Ribadu

    …says terrorism-related death increased by 22 in 41 countries

The National Security Adviser (NSA), Malam Nuhu Ribadu, has called for more integrated security strategies that combine military, economic and regional cooperation efforts to tackle the menace of terrorism in Africa.

Ribadu said there was a 22 percent increase in terrorism-related deaths in 41 countries, in 2023.

The NSA said this on Monday, April 22, at the High-Level African Counter-Terrorism Meeting with the theme “Strengthening Regional Cooperation and Institution Building to Address the Evolving Threat of Terrorism in Africa”, in Abuja.

He said the theme of the meeting reflects the urgent need to confront the impacts of terrorism that continue to disrupt lives and threaten the collective security of all.

Ribadu added that Africa’s security landscape has continued to face the challenges of terrorism and violent extremism, especially between 2020 and 2023.

The NSA said the threats came from diverse terrorist groups such as Boko Haram and ISWAP in Northeast Nigeria, al Shabaab in Somalia and Islamic States in the Greater Sahara along the Mali, Niger, and Burkina Faso border areas.

Others, he said, included the Allied Democratic Forces and Islamic State, the Central African province in DRC Congo and Mozambique.

He said that the terrorist groups exploited local vulnerabilities and contributed to ongoing instability that necessitated integrated security strategies that combined military, economic, and regional cooperation efforts.

According to him, terrorism in Africa is driven by foreign terrorist fighters, organise crime, prolonged conflicts, drug trafficking, illicit arms trade, high youth unemployment, porous borders, and inadequate policies.

He said: “Additionally, political instability, governance challenges, ethnic and religious tensions, economic inequality, and poverty also significantly contribute.”

Ribadu said Nigeria has adopted strategies to address the threats within the country and in West Africa.

He said: “In response, Nigeria has brought in its strategic approach to address these evolving threats comprehensively. We are executing a robust strategy to combat terrorism across Nigeria and West Africa.

“This strategy focuses on enhancing military and security cooperation, standardizing legal frameworks, and improving local security measures.

“We are also implementing preventive measures, including programmes to counter violent extremism and initiatives for ballistic policies.

“Additionally, we are addressing the root causes of extremism through economy and social development initiatives and fostering regional and international cooperation.

“President Tinubu’s administration is dedicated to engaging communities through public awareness and media, aiming to maintain a secure and stable West African region through diverse and integrated approaches.”

The Minister of Foreign Affairs, Amb. Yusuf Tuggar, said the values, freedoms, hopes and aspirations of the continent are currently facing unprecedented threats as a result of terrorism.

Tuggar said the terrorists sought to destroy the institutions that facilitate stability, development, and progress.

Tuggar: ”Nations are fighting networks that know no boundaries or borders, where bombers and gunmen in one part of the world are financed from another, equipped from another, steal and picked targets without discrimination.”

The foreign minister said Nigeria had for years, pushed for greater cooperation to counter terrorism and tackle the proliferation of unregistered and untraceable small arms, which have reached 40 million in the hands of non-state actors in Africa.

He said: “While initiatives like the Multinational Joint Task Force, UN Security Council Resolution 2349, and Accra Initiative have been instrumental in addressing the threats of terrorism, the menace persists and there are new challenges.

“For this reason, today’s meeting is very significant indeed. It brings together a wide range of stakeholders within and beyond our continent to exchange best practices and knowledge.

“We need to understand better not just the particular threat we face, but to consider the underlying causes as well as the symptoms.

“Above all, we have the opportunity to come together as partners to defend our common values and the hopes and aspirations of our people from those who seek destruction and chaos.”

Ribadu explains why insecurity persists in north, warns against criminal activities

The National Security Adviser (NSA), Mallam Nuhu Ribadu, has observed that Boko Haram and other extremist groups have over time exploited the menace of illiteracy among other vulnerabilities to lure youths and instigate insecurity in the region.

Ribadu also issued a stern threat, warning criminals to rethink, saying that the government would not fold its hands to allow disgruntled elements to disturb the peace of the nation.

He noted that the attendant illiteracy has made them susceptible to such groups who recruit them to drive insecurity in the region which was known for its peaceful nature.

Ribadu said: “These are driven by way of offering alternative narratives that promise belonging, purpose and at times financial benefits for coercion.”

Besides, Ribadu also identified in proliferation of small arms, corruption, and injustice are also responsible for insecurity.

He maintained that despite laws against unauthorized arms possession, the circulation of small arms and light weapons  (SALWs) was in the increase and rampant thus, fueling violence.

Ribadu stated on Thursday while delivering a pre- combined convocation lecture with the theme: Navigating the Maze: “Addressing Multi-Dimensional Insecurity Challenges in Northern Nigeria” at the Usman Danfodiyo University, Sokoto.

Accordingly, the NSA and one-time EFCC Boss noted that educational disparities between the region and other parts of the region play a significant role in the dynamics of radicalization in the region.

Ribadu who observed that the educational gap in the region did not only restrict economic opportunities said it also heightened susceptibility to extremist ideologies and practices.

“This is why groups like  Boko Haram and other extremist organizations exploit to take advantage to exploit vulnerabilities by offering alternative narratives that promise belonging, purpose, and at times financial benefits for coercion he stated.

“The only practical and reliable approach to address and possibly end the menace is to come up with a realistic template of bridging the gap in school enrollment.”

He said as he stressed was critical in countering radicalization and fostering a more stable and prosperous environment in the region.

While on the issue of farmers/ herders clashes, the NSA observed that the stigmatization of Fulani herders contributed to a circle of violence though, admitted that Nigeria’s security agencies were overstretched due to their limited number in the country while pointing out that security has tremendously improved under President Tinubu stressing that, a significant number of abducted school children had been successfully rescued without the payment of any ransom.

He disclosed: “It is a fact that the administration has improved security in the Niger Delta region which help in boosting oil production in the region.”

Group seeks Ribadu’s intervention over alleged intimidation, others

The Youth Wing of the pan- Urhobo Socio-cultural organisation, Urhobo Progress Union(UPU)  has sought the intervention of  the National Security Adviser, Nuhu Ribadu  over alleged threats to the lives of leaders of Phase 2, Amnesty Programme by the management of the Presidential Amnesty Programme (PAP).

In a statement,  the group’s Public Relations Officer, Lawson Esosuakpo Aboyi,   alleged that leaders of Urhobos in the amnesty programme are being subjected to morbid threats, harassment, and intimidation for exercising their rights to freedom of expression.

The group condemned the  alleged witch-hunt against ex-militant leaders of Urhobo extraction who are supposed beneficiaries of the PAP.

It  alleged that PAP’s management  had vowed to make a scapegoat out of Eshanakpe Israel for calling for  transparency and accountability in the management of the programme.

UPU called on President Bola Ahmed Tinubu to call the leadership of the PAP to order to avoid plunging the region into avoidable crisis.

The group appealed to the President to warn the Coordinator  of the PAP against what it described as tribal extremism in the discharge of his duties.

“Mr. President, sir, we are worried that the PAP has been reduced to the whims and caprices of a certain ethnic nationality in the Niger Delta region. There’s a grand conspiracy against various Urhobo leaders in the Presidential Amnesty Programme, PAP Phase 2 weaponsing malicoius and barefooted and trumped up allegations against him aking to calling dog a bad name for it to be hanged.

“We value the peaceful co-existence and for this current peace to be sustained in the region, there must be mutual respect among all the nationalities to promote the letter and philosophy of brotherhood and love that existed between the Urhobo, Ijaw and other nations in the region.

“Also, we insist  that, the Urhobo Nation is an equal stakeholder in the Niger Delta region, a major oil and gas producing area has not been given a commensurate appointment due to them from the huge economic resources from Urhoboland. It will be unfair and unjust if the Urhobo, who are the largest oil and gas producer and the largest homogeneous entity in Delta State, are denied the right to be appointed Coordinator by President Tinubu. No reason is enough to deny our own an appointment as the coordinator of the Amnesty Programme,” it said.

  • Ribadu leads Ibadan blast probe

    Ribadu leads Ibadan blast probe

Investigation into last week’s blast in Ibadan has taken a higher dimension with the involvement of National Security Adviser (NSA) Nuhu Ribadu.

The ongoing investigation and forensic analysis are spearheaded by the Oyo State government.

Ribadu, it was learnt, will visit the blast site in Bodija today for an on-the-spot assessment and to take a direct briefing from the state government and its investigators.

This will enable Ribadu to decide on how the Office of the NSA will collaborate with them.

Also expected in Ibadan today is Minister Solid Minerals Development Dele Alake.

At the weekend, Chief Justice of Nigeria (CJN) Justice Olukayode Ariwoola visited the scene and expressed absolute shock at what he saw.

Justice Ariwoola hails from Oyo State.

Alake, in a statement from his office, stated that the Federal Government would make a categorical statement on the blast after the result of the forensic investigation is released.

The statement reads: “The Federal Government, through the Ministry of Solid Minerals, is waiting for the outcome of the forensic investigation ordered to ascertain the actual cause of the tragic explosion that rocked Ibadan, Oyo State capital last week.

“President Bola Tinubu, it would be recalled, placed a telephone call to Oyo State Governor, immediately after the tragic incident, in the presence of the Minister of Solid Minerals, Dr. Dele Alake to commiserate with Governor Seyi Makinde, victims, and the good people of Oyo state.

“Thereafter, the minister sent condolences to the families of those who lost their lives and other victims. The minister also commended the Oyo State Government for mobilising relief response.

“The ministry also deployed Mine Inspectorate officers to the scene of the explosion to join other security agencies to unravel the cause of the explosion.

“The Federal Government is now waiting for the outcome of forensic investigations that will determine the real cause of the blast, the explosives type that triggered it and the circumstances leading to the unfortunate incident that led to the loss of lives and properties.

“Alongside the press statement personally signed by Dr Alake to convey his deepest sympathies to the people of Oyo State, he has also been at the forefront of working with the security agencies to unearth the cause and put mechanisms in place to avert a recurrence.

“Last Wednesday during the Federal Executive Council meeting, President Tinubu took a step to holistically address insecurity around our nation’s natural resources by constituting an inter-ministerial committee led by Dr Alake to come up with a blueprint to effectively and efficiently secure solid minerals, forests, and marine economy, which constitutes Nigeria’s natural resources.

“The minister assures Nigerians that the Federal Government is committed to addressing challenges from the root, hence its resolve to await the outcome of painstaking forensic investigations on the Ibadan explosion before making a definite pronouncement.

“The minister believes that in sensitive situations like this, the security agencies should be allowed to do their job, as against acting on speculations.

“That way, the people are better informed, culprits can be brought to book, and concerted efforts can be put in place to avoid a recurrence.”

At the weekend, 90 per cent of the 77 injured victims were discharged from the hospitals.

Five people were confirmed dead while 58 houses were damaged, some of them completely flattened.

As of last night, no arrest had been made. Search and rescue efforts entered day six.

90 per cent of injured victims discharged

Governor Makinde Makinde, who gave an update on the incident via his official Facebook page, revealed that 90 per cent of the injured victims had been discharged.

He also revealed that an integrity test was being conducted on about 230 buildings around the scene of the explosion.

The governor, who said that the death toll remained at five, added that

security agencies were still investigating the immediate and remote cause of the explosion.

He commended residents of the state for complying with the directives on the search operation and the security agencies for maintaining law and order.

Reiterating his administration’s commitment to supporting all victims of the blast, he vowed that everyone responsible would be punished.

Makinde thanked his Lagos State counterpart, Babajide Sanwo-Olu, for releasing the Lagos State Emergency Management Agency (LASEMA) to support the search-and-rescue efforts.

He expressed the same courtesy to the Nigerian Society of Engineers which is conducting the structural integrity tests on the structures.

He said: “I commend our security agencies in Oyo State who have been maintaining law and order in around Bodija this week as well as residents who have been complying with directives from these officers.

“The clinical psychologist has commenced counselling for victims of the incident at the Emergency Operations Centre in Ibadan.

“The operations at Ground Zero have moved from search and rescue to recovery.

“I thank the Nigerian Society of Engineers who have been carrying out structural integrity tests on about 230 properties around the site of the explosion.

“The security agencies are still investigating the incident and an update on their investigation will be publicised.

“Our administration remains committed to supporting all victims of this unfortunate incident and ensuring that everyone responsible is brought to book.”

He advised persons with issues relating to the explosion to call the state’s Emergency Operations Centre on 07049948057 or 08147672009.

     Bodija estate residents open register

The leadership of the Bodija Estate Residents Association has resolved to open a register for members to list their losses to the blast.

Chairman of the association and former Deputy Governor of the state, Iyiola Oladokun, told The Nation that the register would help the government on how to support the victims.

He said: “The government has set up a committee in conjunction with NEMA (National Emergency Management Agency), asking people to come and register.

“But we are going to open a register on our own to compile the list of victims and what happened to them.

“The government can use that to cross-check whatever they get and determine whatever they want to do. We await what they will do.”

Oladokun also spoke of the circulation of the picture of a man alleged to be one of the suspected illegal miners that caused the blasts.

Dismissing the picture as false, he said a man who lived in the house where the blast occurred was a committed member of the association.

The chairman gave his name as Camara but was unsure of his nationality.

Oladokun added that he gathered from his immediate predecessor that Camara claimed he worked with a United Nations (UN) agency.

Asked if there was no suspicion around Camara, the former deputy governor replied: “Nobody will leave or see a snake in his roof and go inside to sleep. If we had noticed anything suspicious, we would have raised the alarm. What are associations for?

“People are showing the picture of a supposed resident of our estate around as the occupant of the building; we don’t know that person in the picture here.

“The one we know participates actively in our association meetings and payment of security dues. He goes by the name Mr. Camara.

“And there isn’t any way for us to suspect him or raise anything untoward from him.

“We knew Camara and he is very popular around here.

“He is either a Malian or a Senegalese, I can’t say expressly. When he came to the estate, the then chairman said he told him he was representing a UN Agency and that he might not always be around, that he was coordinating that agency in West Africa and that he would be moving around so much.

“Probably, he used that as cover whenever he goes to the site but that was the story I was told.”

Akintola wants issuance of mining licences reviewed

A chieftain of the All Progressives Congress, Chief Niyi Akintola (SAN), has called for devolution of powers to state and local governments, especially in the area of solid minerals management and exploration.

Akintola made the call after conducting reporters round House 40, one of the properties badly affected by the explosions.

He said: “My primary concern is about the future of this country. I don’t see any wisdom in someone sitting in Abuja to issue visas to foreigners to enter into this country, issue licences to such foreigners, give them expatriate quotas to come around and exploit our natural resources without the knowledge of the state governors, the local government, the council chairmen. To me, it is madness.

“Look at the magnitude of disaster here. Somebody will sit down in Abuja to issue all those licences and approvals without the knowledge of those on the ground.”

Insecurity: PISE-P bold, courageous way to bring peace in South-East — Ribadu

The National Security Adviser (NSA) Mallam Nuhu Ribadu has lauded the new peace initiative in the South-East, saying it was a bold and courageous way to restore tranquility in the region.

The project is a new peace initiative championed by Peace in the South-East Project (PISE-P), which is pushing for a non-kinetic means of resolving the security and other sociological challenges in the South-East, improving infrastructure and achieving inclusion of the zone in the national equation.

So far, the initiative has gained the endorsement of Vice President, Kashim Shettima, the leadership of the National Assembly, the business class and many other notable Nigerians and institutions across the country.

Receiving a delegation of the organisation led by the Deputy Speaker of the House of Representatives, Benjamin Kalu, on a courtesy call Thursday night, the NSA Ribadu said with PISE-P, common sense has taken over.

He said: “This is very good. Now, common sense has taken over. I think it’s a wonderful thing. It is the right thing to do. This is a bold, courageous one. The way you are going is the way it should come out. Our people have suffered. Unfortunately, things do happen. But let’s put it behind. This government is a different one. The President started very well. It’s a good one.”

Kalu told the NSA that the new message of peace has received massive support from the people.

Chief of Staff to President Bola Ahmed Tinubu and former Speaker of the House of Representatives Femi Gbajabiamila, has also endorsed the peace initiative.

Gbajabiamila gave his endorsement on Thursday when Kalu also led another delegation to inform him about the peace initiative for the South-East region.
