    State courts troubling, undermining democracy

    Sooner or later, the Bola Tinubu administration will have to focus on state courts, far beyond the laudable feats of raising the pay of judicial officers and driving the financial autonomy of the judiciary. The reason is simple: at the states level, judges and magistrates are overweeningly beholden to governors and senior state officials. Many of the judges lack any sense of independence and judicial rectitude. Judgements from state courts in Rivers (Governor Siminalayi Fubara V. Nyesom Wike), in Kogi (In the heady days of the pretentious Yahaya Bello), and in Kano (The battle of the emirs) have been troubling and depressing. There are of course many other examples elsewhere in the states, examples designed to stymie justice and fair play, but in recent months and years, the Kano, Kogi and especially Rivers examples of far-fetched legal interpretations or outright perversion of justice take the biscuit.

    Reforms are desperately needed to curb the malady. Nigeria’s various judicial regulatory authorities, including the National Judicial Council, Federal Judicial Service Commission, and State Judicial Service Commission, have only made a partial dent on keeping judicial appointees on the straight and narrow path. In addition, neither the Nigerian Bar Association nor the Body of Benchers has been able to aid the effort to make judicial officers models of rectitude. There is plenty of work to be done, not only in sanitising the judiciary and raising its competence level; there is also quite a lot to be done to get state judicial administrators, working by themselves or in league with state executives, to institute fairness in the administration of justice. In fact, and sadly, many state judiciaries have managed disreputably to suffuse their operations with ethnic and religious colourations.

    In the months Mr Bello of Kogi State played hide-and-seek with the Economic and Financial Crimes Commission (EFCC) when they sought him, one or two state courts startled everyone with their ill-considered judgements. In Kano, the courts are stalling and playing ducks and drakes with its emirs’ stability and composure. And in Rivers, the courts forsook reason, abandoned their independence, and are playing the harlot with the executive branch. They cannot be trusted to self-regulate, regardless of what the law says. They are too far gone in their excesses and harlotry. The Tinubu administration cannot pretend that these dire problems do not exist, and he can also not attempt to dive into the quagmire and directly reform and recalibrate the judiciary. Yet, it has a duty not to leave the judiciary as it met it. Everyone knows that the third arm of government is in trouble, and is also troubling Nigerian democracy. The administration must, therefore, first empanel a group of legal experts to study the problem and get to the root of the crisis before proposing lasting remedies. Yes, Nigerians have a fair idea of what is wrong, but the panel should be able to dig deeper. Secondly, the administration should thereafter sponsor legislation, not too dissimilar to the new tax reform bills, to tackle the rot. Here it will need the help of retired but incorruptible jurists who have tracked the decay and decline in the judiciary for years, if not for decades.

    The Tinubu administration cannot afford to leave the judiciary as it is, abandoning the third arm of government to appointees who lack the intellect and character needed to preserve, promote and strengthen the judicial arm. Nigerians sneer at the tainted process of appointing judicial officers, which are sometimes carried out in flagrant disregard of competence, and sometimes to promote ethnic and religious agenda. Nigerians are exhausted with the operations of their courts, and they need to be succoured, not palliated with cosmetic changes. The National Assembly could attempt a fundamental remake of the judiciary through novel lawmaking, but lawmakers are either too distracted to pay attention to the problem or too tainted themselves to exercise both the gumption and character needed for a comprehensive overhaul. Much more, the legislature does not have the kind of courage President Tinubu summoned to back the tax reform bills to the hilt. The lawmakers seem prone to wilt in the face of the most perfunctory and tepid of challenges. That leaves only the executive branch, assuming President Tinubu can be encouraged to turn his attention to an arm of government certain to doom Nigerian democracy if it is left to its own devices.

    It would be a relief if the president can be persuaded to turn his gaze upon the judiciary. Would it be certain that whatever reforms he proposed could do the job of repositioning the third arm of government? No one can tell with certainty. Hopefully, he will get it right, as he has done with the tax bills, and indeed with so many of his other policies, despite initial misgivings and hiccups. The operation of the rule of law upon which investment in any country is hinged depends on the justice system. But Nigeria has only a form of justice system; it is sadly crippled by incompetent and cowardly judicial officers. Their problem is, however, not a lack of brilliance; the problem is that in the Nigerian judiciary, often competent and courageous judges are endangered species weeded out by perverse forms of natural selection. Hopefully, the reforms, if and when they come, will repair the breaches.

    Wike’s, Fubara’s camps battle for soul of PDP in Rivers

    The rival camps of a former Governor of Rivers State, Chief Nyesom Wike and his estranged successor, Sir Siminalayi Fubara have engaged each other on a fierce battle over the soul of the Peoples Democratic Party (PDP) in the state.

    It was gathered that the battle was relaunched following the recent order of the state High Court sitting in Port Harcourt that sacked the Aaron Chukwuemeka-led state executive committee of the party loyal to Wike.

    On January 13th the court sitting in Port Harcourt and presided over by Justice Stephen Jumbo restrained the ward, local government and state executive committees of the PDP led by Chukwuemeka, from parading themselves as executive members of the party in the state.

    The presiding judge gave the restraining order while  ruling on interlocutory injunction filed by two Port Harcourt-based legal practitioners, Edwin Woko, Love Otuonye and two others.

    The order, it was learnt, provided a leeway for Fubara’s men to launch a takeover bid of the state’s PDP, which hitherto was under the control of Wike and his camp.

    Fubara’s man and Chairman of the PDP in Rivers West Senatorial District, Robinson Ewor, immediately declared himself the acting state Chairman of the party.

    He immediately drew up a list of caretaker committee members from the state to the ward levels and vowed to lead his group to take over the Secretariat of the party.

    The action of the Ewor-led group caused panic in the state and rattled the Chukwuemeka-led camp forcing the Wike’s group to immediately occupy the secretariat on Thursday.

    The tension created by the development also compelled a detachment of the police to barricade the road leading to the party’s secretariat located on Aba Road.

    Party leaders in Wike’s camp were seen trooping into the secretariat to pay solidarity visits to Chukwuemeka.

    It was gathered that the first set of leaders to storm the secretariat for a solidarity was the Speaker Martins Amaewhule-led House of Assembly.

    Amaewhule led them into the secretariat and declared his support for Chukwuemeka and Wike.

    A statement signed by Amaewhule’s Special Assistant on Media Martins Wachukwu confirmed the solidarity visit.

    But Amaewhule said it was a new year visit and emphasised the Assembly’s unwavering commitment to the PDP and its leadership.

    He said:  “We are here specifically for a new year solidarity visit. We are happy we have seen the year 2025.”

    Amaewhule praised Chukwuemeka’s exemplary leadership saying:  “You have piloted the affairs of the party with excellence, and we have no doubt in your ability to lead the PDP to victory in future elections. Do not lose sleep over detractors; whatever we are doing as a party will end in praise”.

    He reaffirmed the Assembly’s loyalty to the party and to Wike, describing him as a “square peg in a square hole”, and commended his exceptional performance as the Minister of the Federal Capital Territory (FCT).

    Chukwuemeka on his part expressed his gratitude to the Assembly members for the visit, calling it a significant honor.

    He reassured them of the party’s strength and dismissed claims by the Fubara’s ythat they were not PDP loyalists.

    “It is laughable when people claim the 27 members of the Rivers State House of Assembly are not PDP members. They are bona fide members of our great party,” he said.

    Chukwuemeka also held a press briefing to address the emergence of the Ewor-led group insisting that his executive committee remained intact.

    He said: “This morning, I deemed it fit that we will address a press conference to the whole so that they will be aware of what we are doing in PDP Rivers State.

    “Some people are trying to misinform the public but I want to say that here we are today is the state secretariat of the PDP in Rivers, ably led by myself, Chukwuemeka Aaron as the state chairman of this party.

    “I was duly elected, all the excos that were elected with me are here seated. We started as caretaker committee of our party and we were saddled with the responsibility of conducting a fresh election to usher in a duly elected state, local government and ward exercutives.

    “And that mandate that was given to me and the caretaker members then we were saddled with the responsibility of selling forms to party members who are interested to run the election and which we did. Those who were interested to run for the election bought forms.”

    While denying allegations of defection, Chukwuemeka said:  “I have laboured for this party since 1999, and I have served in various capacities, including LGA party secretary, LGA party chairman, deputy state chairman, and now state chairman. I have never decamped from the PDP, and I remain committed to the party’s ideals and values.”

    Chukwuemeka criticized those he referred to as the “APP party” for fomenting trouble and trying to create a parallel PDP in the state.

    He accused them of being anti-party and trying to undermine the legitimate leadership of the party.

    The chairman also addressed the recent court ruling that purportedly sacked him and other party executives.

    He claimed that they were not party to the suit and were not aware of who represented them in court describing the judgment as “not executory” and vowed to appeal it.

    Chukwuemeka called on Governor Fubara to allow peace to reign in the state and to stop fomenting trouble for the party.

    He said: “This is office, we have taken possession and we can not leave here, whatever court judgement they have gotten we are going to appeal it. We will follow the due processes and ensure that there is peace and order in the state.

    “We need peace in Rivers State, and we cannot continue to file one litigation after another,” Chukwuemeka.We are peace-loving and law-abiding citizens, and we will not be intimidated by those who seek to undermine our party.”

    But Ewor countered Chukwuemeka saying his committee was no longer in existence in the eyes of the law.

    Ewor said following the disposition of the state Governor, Sir Siminialayi Fubara, as a peacemaker, his faction decided to drop its earlier plan to take over the secretariat of the PDP.

    The acting chairman vowed to suspend or sack members found guilty of anti-party activities during the 2023 general elections.

    He said plans were underway to set up a disciplinary committee to address anti-party activities, particularly during the 2023 general elections.

    Ewor emphasised the party’s commitment to upholding its supremacy, implementing its manifesto and constitution, and working with the national leadership.

    He said: “We shall also in the next few days set up a disciplinary committee to deal with issues of anti party activities especially during the 2023 general elections and beyond  and every other activities by party members that are capable of bringing the party to disrepute.

    “Those that are found wanting shall be disciplined appropriately including but not limited to suspension, sacking and sanctions that are known to the party Constitution. 

    “The party is supreme, we shall uphold the supremacy of the party. We shall implement the manifesto of the party and Constitution.”

    Ewor said security agencies had advised the party to shelve its plans to take over the secretariat, as they were already on ground to prevent any potential violence.

    He said his faction heeded the advice in line with the peaceful disposition of Fubara, whom he said had earned accolades for his approach to issues.

    Ewor assured that under the new leadership, the party would work towards healing and rebuilding, with a focus on restoring lost hope across the state’s 23 local government areas and 319 electoral wards.

    He outlined plans to consult with stakeholders, unite members, and embark on sensitization tours and membership drives.

    He called on the national leadership to recognise Fubara as the leader of the party in the state and to work with the new leadership at the state, local government, and ward levels.

     Still in combat mood, in fact foul mood, Rivers State governor Siminalayi Fubara presented his 2025 budget to a three-man House of Assembly led by Oko Jumbo, and got it passed and signed in less than a week. Such budgetary haste is not unprecedented in Nigeria, but it was still blistering and obscene. The other 27-man House of Assembly led by Martin Amaewhule is at daggers drawn with the governor, and since Mr Fubara says he determines which faction is legitimate, he insists he will only present the budget to the three-man Assembly that sits in Government House. Soon, however, the squabble over which Assembly is legitimate will be resolved by the Supreme Court. The governor had better hope the courts would rule in his favour. If not, he will be faced with a number of dilemmas.

    One, he will be in a quandary regarding what to do with Budget 2024, which he also presented to a three-man Assembly, with all the attendant financial and procedural illegalities. Two, he will then face the additional indignity of re-presenting the 2025 budget before the Amaehwule-led legislature which will scrutinise it with a fine-tooth comb. The victorious Assembly, should that be the fate of the 27-man legislature, will get its pound of flesh, whether the victim bleeds or not. The governor has grandstanded so far; but should he lose at the top court, his third dilemma will be whether to declare a republic, provoke a mutiny, or procure a revolution. If he would not cross that Rubicon, his hesitations will spell his doom.

    Having both dug their heels in, neither side will be willing to capitulate. They will fight to the death. What the courts are being asked to determine is whether the announcement by the 27 Peoples Democratic Party (PDP) lawmakers to defect to the All Progressives Congress (APC) was in fact consummated. The 27 will not be punished for their tactical mistake of making the announcement; they will be scalded should the other side prove by facts and documents that a defection took place in the eyes of the law. But despite all this, it beggars belief that Mr Fubara, having so far fought a rather risible war, can face the world, seduce Rivers State elders, and feel smug about running a state with three lawmakers.

    Rivers Governor Siminalayi Fubara has presented Staff of Office and Certificates of Recognition to the Niger Delta freedom fighter, Alh. Mujahid Asari Dokubo and four others as traditional rulers.

    Dokubo-Asari was recognised as His Royal Highness, the Amanyanabo of Torusarama Piri in Degema Local Government Area.

    Others are HRM Winston Odize Alamina Oputibeya XII, as the Amanyanabo of Koniju in Okrika Local Government Area; HRM Eze Noble Friday Uwoh (CSP rtd) as the Eze Igbu-Ehuda (Ahoada) IV in Ahoada-East Local Government Area and HRH Prince Ike Ehie as the Eze Igbu Orilukwoe in Ahoada- East Local Government Area.

    The Governor in a statement by his Chief Press Secretary (CPS), Nelson Chukwudi, admonished traditional rulers to use their positions to partner government to promote peace and ensure that  lives and property were protected in their domains.

    He congratulated the four monarchs for the recognition and urged them not to see their new positions as tool for personal aggrandizement.

    The governor asked them  to see their positions as a call for service and responsibility to help government protect lives and property in their respective domains.

    He said: “Let me first of all, on behalf of the government, congratulate the four of you. It has not been an easy journey to get to this point. I know a lot of you have been working very hard to ensure the success of this day. Your appointment in terms of this recognition is not for personal aggrandizement, but a call for service, a responsibility to help us protect lives and property in your domains.”

    The governor said that though government had the power to withdraw the recognition from any traditional ruler found wanting, but quickly added that it was not his intention to exercise such authority, and warned them not to use the privileged positions to create problems in their domains.

    Fubara appealed to them  to ensure the success of the administration in its avowed commitment to deliver dividends of democracy to the people.

    He said: “I don’t want you to see this elevation as another platform to create problems in your locality. We have the power to still withdraw the recognition, but I don’t intend to do that. So, I want you to be partners with the government to ensure that we continue to succeed,” he pointed out.

    “I know that you are all men of integrity. Support the course of governance so that we can all succeed together. It is really a privileged position, and I am very sure that you are going to use it to the best of the interest of your people.”

    Our 2025 budget will accelerate development in Rivers, says Fubara 

    Rivers State Governor, Siminalayi Fubara, has assured traditional rulers in the state that the 2025 proposed budget will accelerate development in the state. 

    The governor gave the assurance while declaring open the 119th/120th Combined Quarterly General Meeting of the Rivers State Council of Traditional Rulers (RSCTR) at its Secretariat in Port Harcourt on Tuesday.

    He said: “And as I stated in my budget speech yesterday (Monday), we are poised to deliver many more policies, programmes, and projects to accelerate the pace of development and improve the well-being of our people in 2025, in line with our budget objectives of fostering inclusive economic growth and development.

    “Let me assure you that with us and our commitments, things can only get better for Rivers State and all its residents, and we will not rest until we accomplish all our campaign promises with the help of God, your prayers, and the support of our people.”

    Fubara reassured traditional rulers of prompt response to their calls on his administration, especially on the  issues of peace, security, development and well-being of people in their domains.

    He said that as a government that operated an open door policy, it was committed to the pact with Rivers people to ensure a good life for all.

    The governor explained that his administration was about the people because it was sustained by their unalloyed support and the grace of God.

    He said:  “As you are aware, after the Local Government Councils, traditional rulers are the best partners that we have to translate the development aspirations of the grassroots into reality. 

    “You are, therefore, an indispensable development partner to the State Government. As such, you must work with the State Government to advance peace, security, and progress of your domains.

    “You also have a responsibility to promote government policies and programmes, uphold the rule of law, and mobilize your people and resources to create an enabling environment for development to take place.

    “The good news is that you have a Governor and Government in us who are able, ready and willing to work with all of you to actualize our collective vision for a peaceful and secure State with the best socio-economic environment and opportunities for all.”

    Fubara appealed to the monarchs to be loyal and faithful to the government while also supporting courses that advanced the development of the State, its people and communities to become the envy of other states.

    He added that available resources had been managed in the last 16 months for maximum development impact and visible to everybody to see as modest achievements.

    Fubara commended the exemplary leadership and strong commitment shown by His Majesty, Eze Chike Amadi Worlu-Wodo in fostering unity, peace and progress in Rivers State.

    He expressed delight that there was already a profound unity in the Rivers State Traditional Rulers Council with an open and transparent council where every Royal Father, irrespective of status, has a sense of belonging. 

    He said: “I can also see that His Majesty has by his leadership style, restored dignity and respect to the traditional institution in Rivers State. And so, I am happy that I made the right leadership choice, and even more elated that we now have a Traditional Rulers’ Council that is committed to its responsibilities and respected nationally for being pragmatic, non-partisan, and considers the collective interest of Rivers State above all others.”

    Fubara emphasised that traditional rulers were held in high esteem, assuring that he would do nothing to disrespect, emasculate or sideline them in the scheme of things as long as they did not denigrate the sanctity of the traditional institution or bring themselves into collision with either the government or the law.

    He also stated that no local government Council would be allowed to disregard the monarchs’ input on issues concerning the peace, security and development of their kingdoms.

    He said:  “I, therefore, urge you to work with your local government councils and the security agencies to maintain law and order, and rid your communities of crimes and criminal elements, whose conduct is inimical to the security of lives, property and investments”.

    In his address, Chairman of Rivers State Council of Traditional Rulers, His Majesty, Eze Chike Amadi Worlu-Wodo, noted with delight that Fubara had brought back the glorious old days by providing Christmas bonus to civil servants and financial assistance to stakeholders, and traditional rulers.

    Eze Worlu-Wodo, who is also the Eze Oha Apara IV of Apara Kingdom, stated that, for nearly one month, Fubara inaugurated and also flagged-off numerous projects to showcase milestones achieved by his government.

    He said: “It is pertinent that we use the opportunity of this meeting to appeal to all our people in politics across all divides to allow peace to reign in the State because it is only when we have peace that investors will come to invest in our State. Then, jobs will be created for our teeming youths, not in a crisis-ridden environment which some unpatriotic elements want to create.

    “Information reaching us, Your Excellency, is that very soon, Nigerians, local and foreign investors, and tourists from various parts of the world will begin to tap into the endless marine resources of the Blue Economy of our State as the Ngo Town to Oyorokoto- Atlantic Road in Andoni Local Government Area, which is currently being constructed, will soon be commissioned.”

    Rivers State Governor, Sir Siminalayi Fubara, has handed over six gunboats to the Nigerian Navy to enhance the security of oil installations and tackle sea piracy along the waterways.

    Fubara said that securing steady growth of the national economy, dependent largely on crude oil production and sales, demanded sustained support to the security agencies to enable them win the fight against crude oil theft, illegal bunkering and pipeline vandalism

    Fubara spoke shortly before handing over six security surveillance 400 horse-powered gunboats and three separate units of bungalows for Senior Officers’ Quarters and rating Bofor’s accommodation donated by his administration to the Nigerian Navy on Friday.

    The event, which took place at the NNS Pathfinder, Rumuolumeni in Obio/Akpor Local Government Area, had the Chief of Naval Staff, Vice Admiral Emmanuel Ikechukwu Ogalla present to receive the donation of the government.

    Fubara in a statement signed by his Chief Press Secretary (CPS), Nelson Chukwudi,  said it was important for the Nigerian Navy to understand that the gunboats donated to them should improve their capacity to intensify surveillance of the maritime domain and make it difficult for criminals to operate.

    Fubara said: “As we gather here this afternoon, I want to assure you that this government will continue to support the Nigerian Navy. I am a member of the Committee on Oil Theft and Pipeline Vandalization in the Governor’s Forum, and one of the problems we are facing is how to curb this crime.

    “I am starting with donating these gunboats to show that I am committed to that course. I am also happy, honestly as I said, and really humbled that the Chief of Naval Staff had decided to do this for us, standing with us to appreciate the little things that we are doing for the Nigerian Navy.”

    He explained that it was the responsibility of any government to support, provide and protect the lives and property of the people, which can be achieved, in part with complementary efforts.

    Fubara said: “We are saddled with a very difficult problem that we are all battling to save our heads from, which is the issue of pipeline vandalization and oil theft. This is a big problem in the Niger Delta.

    “The little thing I can do is to promote and support the efforts of the Nigerian Navy. Yesterday night, a press man asked me, how do we motivate the Nigerian Navy, and I said, the event that we attended, the Sunset Dinner and Award Night, is a way to tell the Nigerian Navy, that we appreciate what you are doing, we want to encourage you to do more.

    “On our part as a government, we are donating these six Security Surveillance Gunboats to the Nigerian Navy, so that the Navy will perform better in protecting our waterways.”

    Fubara regretted the incidence of kidnapping and piracy activities on the Bonny and Kalabari waterways, adding that it needed to be adequately addressed.

    He said that with the gunboats, the Nigerian Navy should be able to manage those waterways, and make those sea routes safer for travellers and those who eke out a living at the sea.

    He said: “When the government lives up to its responsibility, by providing the amenities, equipment, and those equipment are not limited to only the boats, but other logistics which we are also providing to the Nigerian Navy, it will perform effectively.

    “So, here this afternoon, we are complementing the efforts of Mr President. We are complementing the efforts of the Chief of Naval Staff. We are also complementing the wonderful job that the Commander of the NNS Pathfinder is doing,” he added.

    Performing the inauguration, Chief of Naval Staff, Vice Admiral Emmanuel Ikechukwu Ogalla, noted that the donation of the gunboats attests to the existing partnership between the Rivers State Government and the Nigerian Navy.

    He said it demonstrated the unwavering support of Fubara towards strengthening the Nigerian Navy through provision of critical assets and infrastructure for stable presence on the waterways

    Vice Admiral Ogalla said: “It is with a deep sense of appreciation that I stand here before you to commission these six Abitto gunboats donated by Rivers State Government to the Nigerian Navy, and particularly to NNS Pathfinder for the provision of security in our waterways, not only in Rivers State, but the Niger Delta as a whole.

    “First, it signifies the partnership between the Rivers State Government and the Nigerian Navy. It is also indicative of the commitment of the administration of Governor Siminalayi Fubara and his unwavering support towards strengthening the Nigerian Navy through provision of critical assets and infrastructure for stable presence in the waterways.

    “I am, therefore, positive that the operationalization of these boats will no doubt enhance the capabilities of the Nigerian Navy in protecting Nigeria’s maritime domain. As I look towards these gunboats, I can imagine the impact they are going to make in our operations. These are exactly the kind of boats that we require to be able to penetrate the creeks. These are exactly the kind of boats we require to be able to carry out our policing functions.”

    Vice Admiral Ogalla also thanked Governor Fubara for the three separate bungalow Senior Officers’ Quarters and rating Bofor’s accommodation, which will further offer requisite motivation to the officers.

    Speaking at the event, Secretary to the State Government (SSG), Dr Tammy Danagogo, explained that the gunboats and the housing facilities to the Nigerian Navy represent, in part, other levels of support provided by Fubara to the security agencies to ensure the security of lives and property.

    In his remarks, Commander, Nigerian Navy Ship (NNS) Pathfinder, Commodore Cajethan Aniaku, stated that the donation of the gunboats and the housing facilities was a testament of the generosity and unwavering support of Fubara to the Nigerian Navy.

    He stressed that the gunboats, in particular, would greatly enhance the operational capability of officers, enhance their collective efforts to ensure peace and promote maritime safety.

    Fubara vows to partner Navy to combat economic sabotage in Rivers

    Rivers state governor, Siminalayi Fubara, has vowed to partner Nigerian Navy to combat the menace of pipeline vandalism and illegal oil bunkering in the state.

    Fubara also said he would continue to support the Navy help curb, if not totally eliminate, maritime crimes.

    The governor said that the focus was necessary to ensure the safety and security of the waterways, which he said were key to guaranteeing economic growth and environmental sustainability of the state and the Niger Delta region.

    He gave the assurance while speaking at the 2024 Ceremonial Sunset of the Nigerian Navy at the Headquarters Naval Training Command in Ebubu, Eleme Local Government Area.

    A statement signed by the governor’s chief press secretary, Nelson Chukwudi, restated that his administration would highlighted the contributions of the Navy in the protection of economic assets in the State.

    Fubara said:  “On our part to also make you succeed, we have always collaborated with the Nigerian Navy, supported where we can, and where we need to play an advisory role, we have also done so.

    “On behalf of the government and the good people of Rivers State, I congratulate the Nigerian Navy, especially the Rivers State Command, on this very wonderful event marking the end of the year. 

    “When I came in, I asked what sunset in this arena meant, and I was told that it is rounding up or closure of an activity. You can only celebrate closure when you are happy that you have good things that you can show that you have done.

    “After listening to the Chief of Naval Staff on the list of achievements recorded by the Navy for the year, I felt strongly that there is every need to celebrate the end of the year.

    “It has not been an easy system, not just for the Navy but for our country. This is especially so as we are faced with the evil of economic sabotage that we are working to overcome, which is oil bunkering and vandalisation of our pipelines.”

    “In most cases, the agency saddled with this difficult task is the Navy, because 90% of our oil pipelines are in the swamp and the Niger Delta region. So, I can say tonight that you have done well for our nation, congratulations.”

    Fubara emphasised that his government and the Navy would work assiduously together by making sure that they combat, confront and overcome the challenges ahead in the coming years. 

    In his remarks, Chief of Naval Staff, Vice-Admiral Emmanuel Ikechukwu Ogalla, lauded the governor for the immense contributions of his administration to the success of the Navy, and solicited more collaborations in the coming years.

    He said the event availed the Navy the window to review its successes recorded in the outgoing year, and restrategised for greater heights, pointing at the new Headquarters Naval Training Command in Ebubu as remarkable milestone.

    Fubara, who later attended the Investiture Dinner of the Port Harcourt Chamber of Commerce, Industry, Mines and Agriculture (PHCCIMA) in Port Harcourt, said his government was relentlessly to attract investors to create employment opportunities and boost the economy of the state.

    Fubara said his administration was willing and ready to work with genuine investors to accelerate economic development of the state.

    He noted that the government was creating the enabling environment for businesses to thrive, and encouraged the business community to take advantage of the friendly policy initiatives of the government and explore the State.

    He said:  “I am here tonight to celebrate with you and show my solidarity to the progress we are making in our dear State. It has not been easy, especially catalyzing businesses in the State. However, it gives me joy that there is light at the end of the tunnel, and we can feel and see it.

    “What we need here in this State is the enabling environment, the encouragement, the support, and the State Government that I represent from what has been mentioned here, we are doing our best.”

    He explained that with increased investment inflow, there would be more jobs and wealth creation to trigger a reduction in crime and criminality because restive youths will be properly engaged.

    The governor said: “The only way we can solve the problem of criminality and reduce crime is when we create jobs and opportunities to engage our youths. It is jobs that create opportunities to create wealth.”

    He congratulated the first female President of the Chamber, Dr. Chinyere Nwoga, for her record of performance, and urged  members to give the Nwoga-led team the maximum support to succeed.

    In her, President, Port Harcourt Chamber of Commerce, Industry, Mines and Agriculture, Dr. Chinyere Nwoga, commended Fubara for finding time to attend the event, and assured the continuous collaboration of the Chamber with the government to attract investors to the state.

    Rivers state governor, Siminalayi Fubara, has called on members of the Ijaw Youth Council (IYC) Worldwide to adopt violence-free approaches in their quest for equity, justice, and a fair share of the distributable resources found in the Niger Delta region.

     Fubara spoke when the President of the IYC, Dr. Alaye Tari Theophilus, led a delegation of leaders and members of the group on a solidarity walk to the Government House in Port Harcourt on Wednesday.

    A statement signed by Fubara’s Chief Press Secretary (CPS), Nelson Chukwudi, said the leadership of the IYC also conferred on the governor the prestigious title, of Grassroots-General of Ijaw Nation.

    Fubara hailed the youths for their commitment to upholding and furthering the contributions made by the foremost rights advocate of the Niger Delta region, Isaac Adaka Boro, who according to him fought until his dying days seeking justice for the region.

    The governor said while no person could stifle people of the region from speaking out against perceived or real marginalisation, they must not resort to the destruction of valuable national assets.

    He warned that he would not tolerate or support anything that could either disgrace Rivers or embarrass the Federal Government from any group of people in the state.

    Fubara explained that if the International Oil Companies (IOCs) and the Federal Government were tackled for perpetrating marginalisation and environmental pollution, the people of the region must not exacerbate the situation by vandalising oil pipelines that also impacted the environment negatively.

    He said: “Violence does not solve problems. That’s the truth. We must all walk together, and join hands together to give ourselves that thing that we want. So, I will appeal to you, your message will be transmitted to Mr President. But while we are doing that, you must be law-abiding.

    “There should not be any vandalisation of our oil pipelines. It is not the white men that are coming to do it. It is you, our people doing it. So, we need to discourage ourselves from it. We need to encourage ourselves to support the government. When production is high, revenue will increase, and those demands you are making will be met. The local governments and the states will get more amenities for you, jobs will be created, and more money will be in your pockets,” he added.

    In his speech, the President of Ijaw Youth Council (IYC) Worldwide, Dr. Alaye Tari Theophilus, said IYC was 26 years old and had remained committed to seeking desirable attention and addressing the many economic, political, and environmental injustices in the region.

     Theophilus listed some of their requests to include, an increase of 13% derivation to 50 percent, backed by an executive bill; remediation of Ijaw land of oil explorative activities and inclusion of a greater number of Ijaw people in mainstream governance at the Federal Government level and in oil sector governance.

    Rivers State Governor, Siminalayi Fubara, has said that President Bola Ahmed Tinubu cannot be allowed to handle the welfare of security agencies serving in different parts of the country.

    The governor spoke on Monday while handing over residential quarters completed by his administration to the Chief of Air Staff (CAS),  Air Marshal Hasan Bala Abubakar, who acknowledged the tremendous transformation of the military under President Tinubu.

    The Air Chief inaugurated the two blocks of 12 flats each of two-bedroom NAF Prototype Residential Buildings for the Nigerian Air Force (NAF) at the Port Harcourt NAF Base in Obio/Akpor Local Government Area on Monday.

    Fubara explained that the project was designed to enable his administration complement the efforts of the military and the federal government in providing welfare support to Servicemen. 

    The governor said that the housing facility, started in 2017 and was reviewed from N212million to N454million,  demonstrating a modest contribution to the Air Force personnel in appreciation of the existing mutual collaboration in the fight against criminality.

    He said that the completion of the project was an indication of the  commitment of his administration to enhance the working environment of the personnel.

    He said: “It is not only Mr President that will carry this burden. We, in our little corner, are also supposed to contribute to the welfare of these officers.

    “This project that we are commissioning today did not start in our administration. It was conceived in 2017, and it wasn’t completed. 

    “But our government came in and we were approached, and knowing the importance of the welfare of the officers of the Air Force, knowing fully well that when they are comfortable, they will perform effectively, we executed it.

    “Like the contractor said, the project was initiated in 2017 at the cost of N212million. For one reason or the other, it wasn’t completed. When we came on board, we had to review it, and it was valued at over N454million. We felt what is N454million to the support that we are getting from the Nigerian Air Force?”

    Fubara said the state government’s support would not be restricted to the voting community adding that institutions playing critical roles in the protection of lives and property deserved attention. 

    He said that the housing facility would contribute to the housing comfort of personnel and enhance their performance and productivity.

    Fubara assured that his administration would continue to extend support to all security agencies to strengthen collaboration towards protection of national economy and assets, while also frustrating oil thieves.

    He said: “We are here to say, as a government, our support is not only to those who elected (voted for) us, and those communities that we have to oversee their welfare. But we also have to contribute and support the agencies which also protect lives and property in our State.

    “We have a very difficult situation in our hands, were we are battling the cases of oil theft; we have the cases of vandalization of our oil pipelines. These are men who are always flying to ensure that those national treasures are secured.

    “Our little contribution to their welfare can just be these. I consider it not much, but just a little thing that we can do to appreciate the sacrifices they are making for us”.

    The governor said his administration was committed to making the 115 Special Operations Group Base of the NAF more attractive and to become an envy of others.

    Fubara further assured that already, other requests of the base to the state government were being considered, and would be addressed in due course.

    He said: “We use their (NAF) airstrip; they are also part of the joint task force that are securing lives and property in Rivers State. We said, this is the little thing that we can do and that was why the government immediately approved and released the said amount. 

    “And what we are seeing today is the realization of commitment, not just verbal, but seeing it to the end. So, it is just an event to say, our government will continue to support all the security agencies in our dear State. Our government will continue to collaborate with them to protect lives and property. 

    “Our duty is to provide services, protect lives and property, ensure that we support the government at the centre for effective governance, to make our people happy, and that is what I believe and that is what I stand for.

    “I assure you that we will work with your boss to make this base, 115 Special Operations Group more attractive. Other requests made by the commander, I believe, we are already working on them. 

    “We are doing it because we want this base to enjoy effective operational system. We want this base to see itself as the envy of all bases in Nigeria because you have a government that listens, and supports.”

    Performing the inauguration, Chief of the Air Staff of Nigeria, Air Marshal Hasan Bala Abubakar, said the force was experiencing remarkable renaissance under President Tinubu.

    He said: “Let me at this juncture state unequivocally that under the visionary leadership of His Excellency, Bola Ahmed Tinubu Nigerian, Airforce is experiencing a remarkable Renaissance. 

    “This transformation is evident in the significant upgrade of our aircraft inventory and enhanced operational readiness. Over the past year we have taken delivery of four state-of-the-art aircraft with an additional three expected to join our fleet before the end of this year.

    “Furthermore, we are poised to receive several other aircrafts by the year 2026. On this note I wish to extend my sincere gratitude to the President, Commander in Chief of the Armed Forces for his unwavering support to the Nigerian Air force and the armed forces as a whole”.

    He described the project as a demonstration of the commitment to the welfare of NAF personnel and a testament to the strong partnership that existed between Rivers State Government and the Nigerian Air Force. 

     Abubakar said the project was significant because it would have positive impact on the quality of life of NAF personnel and their families, boost morale, and also promote civil-military cooperation while contributing to the operational effectiveness of the Nigerian Air Force.

    He said:  “Indeed, we are deeply indebted to the Rivers State Government for the kindness and commitment to our well- being for nearly six decades. As the saying goes, ‘one good turn deserves another’, and Nigerian Air Force has reciprocated by contributing towards the peace and security of the State, primarily through air operations against illegal oil bunkering.

    “This has helped sustain the economic lifeline of the State, and created the enabling environment for businesses to thrive. We have also allowed the Rivers State Government unfettered access to our airfield facilities, while also providing security and handling services for the State-owned aircraft free of charge.

    “This mutual cooperation exemplifies a strong partnership between the Nigerian Air Force and the Rivers State Government,” he added.

    In his welcome address, the Commander, 115 Special Operations Group, Nigerian Air Force Base, Port Harcourt, Air Commodore Ali H. Idris, said the housing facility represented an exemplary leadership of Fubara to improve the welfare of NAF personnel, enhance their operational readiness and strategically strengthen partnership towards crime fighting in the State.

    Providing the description of the project, Rivers State Commissioner for Special Duties, Dr Rowland Obed-Whyte, said the 2-blocks of 12 flats of 2-bedrooms each was a monumental project that had been conclusively completed after it was abandoned when it started in 2017.

    The assertion by an online publication that Governor Siminalayi Fubara increased Rivers State’s debt from N5 billion to N213 billion within a year has been dismissed as a distortion of facts. 

    According to Comrade Olufemi Aduwo, a prominent civil society leader with ties to the United Nations and the World Bank, records from the Debt Management Office (DMO) reveal that Rivers’ domestic debt stood at N389.20 billion as of June 2023. 

    This debt, he said, significantly predates the Fubara administration.

    Aduwo emphasised that state governments are constitutionally allowed to borrow, provided such funds are directed toward developmental projects. 

    He cited Lagos State, Nigeria’s wealthiest state, as a prime example. 

    According to him, despite being the most indebted, Lagos’s resource management and developmental strides justify its borrowing.

    “Similarly, Fubara’s only loan was for the Ring Road project, which is a vital infrastructure initiative designed to boost economic growth and connectivity. 

    “The loan is already being serviced, reflecting his commitment to fiscal responsibility.”

    Aduwo noted that Fubara has faced considerable persecution since taking office, with politically motivated attacks targeting his administration. 

    He criticised the sensationalism of certain media outlets, calling for public discourse to be grounded in accuracy and fairness rather than misinformation.

    He urged the publication to consult credible institutions such as the DMO, the Central Bank of Nigeria (CBN), and the African Development Bank for clarification on Rivers’ debt profile. 

    Aduwo warned that failing to verify facts risks misleading the public and damaging the credibility of responsible journalism.

    In a statement, Aduwo declared it unjust to link Fubara to debts incurred before his tenure.

    He described such claims as dishonest and distracting from real developmental challenges. 

    Aduwo urged the media to prioritise facts over political undertones and sensationalism.

    He noted that the people of Rivers deserve transparent and fair reporting.
