    Tinubu to dedicate 0.5% of GDP to R&D

    President Bola Ahmed Tinubu has said his administration will henceforth dedicate 0.5 per cent of the country’s Gross Domestic Product (GDP) to Research and Development (R&D) to fast-track national development.

    The President said this is in tandem with a 2006 decision of the African Union Executive Council for all member-states to target one per cent of their GDP investment in R&D.

    He said dedicating 0.5 per cent of the GDP is meant to improve innovation, productivity, and economic growth.

    President Tinubu spoke at the Science, Technology and Innovation expo yesterday in Abuja.

    The President, who was represented by the Secretary to the Government of the Federation (SGF), Senator George Akume, said: “It is pertinent to state that welding plays a critical role in strengthening our economy through its deployment and utilisation in manufacturing, science and technology, and oil and gas.

    “Therefore, we would promote the application of the National Policy on Welding and Welding-Related Fields, approved by the government in 2022, to improve the contribution of the manufacturing sector to the Gross Domestic Product (GDP) of Nigeria, hasten innovation, lessen unemployment and reduce capital flight.

    “Government will provide an enabling environment for the establishment of National Centres for Training in Welding and Welding-Related Fields (Centres of Excellence) in the six geopolitical zones of the country for training, re-training, evaluation and certification of persons in the practice of welding and welding-related fields.

    “To make this a reality, I wish to direct the Federal Ministries of Finance and National Budget and Economic Planning to provide the required funds and modalities for the commencement of these centres.

    “I am aware that the Federal Government, at the fifth edition of the Science, Technology and Innovation Expo 2021, declared that ‘in tandem with the decision made by the African Union Executive Council in 2006 to establish a target for all members states of one per cent of GDP investment in Research and Development (R&D) to improve innovation, productivity and economic growth, therefore, we want to reiterate that having come to terms with the challenges of this critical sector of the economy, we will henceforth dedicate 0.5 per cent of our GDP to R&D to fast track meaningful development’.

    “It is also on record that the previous government of my predecessor, Muhammadu Buhari, GCFR, made a significant effort in actualising this by communicating the decision of dedicating 0.5 per cent of our GDP to Research and Development to the National Economic Council to come up with modalities in achieving this noble intention of government.

    “As a government, we would intensify our efforts in drawing the National Economic Council’s attention to hasten this dream’s actualisation to strengthen the Innovation, Science and Technology (IST) sector…”

    Kano governor urges Tinubu to reopen land borders

    Kano State Governor Abba Kabir-Yusuf has urged President Bola Tinubu to open land borders to enhance food security in the country.

    Kabir-Yusuf said this when he hosted the Comptroller-General of Customs, Mr. Adewale Adeniyi, yesterday in Kano.

    The governor, who decried the harsh economic condition Nigerians are passing through, noted that reopening of the borders would check inflation and lead to a reduction in the prices of foodstuffs.

    “We wish to appreciate the President’s intervention in the ongoing national food initiative.

    “He considers Kano as the host for the initiative ahead of its planned launch, believing that the programme will cushion the effects of food scarcity, if implemented.

    “Another immediate intervention that can make food available and affordable to our population is for the Federal Government to consider the reopening of the borders and allow free importation of commodities,” he said.

    Stressing the need to reopen the borders, Kabir-Yusuf lauded the Customs’ food distribution scheme, calling for proactive measures to guard against diversion of the commodities.

    The governor pledged his administration’s continued support to the service to enable it discharge its mandate effectively.

    Adeniyi had called for effective synergy between the NCS and the Kano community, saying the service was committed to deeper collaboration and mutual understanding.

    The Customs boss pledged to implement policies that would refine business processes and foster engagements with stakeholders.

    NAN reports that Adeniyi also interacted with members of the business community and other stakeholders in the state.

    The Customs boss reiterated commitment to address food insecurity and hardship in the country.

    BREAKING: Tinubu directs states to implement wage award

    President Bola Ahmed Tinubu has appealed to state governors to start paying the wage awards pending the determination of the new minimum wage to reduce the hardship of the economy on the people.

    The president implied that if the states had implemented the wage awards, it would provide much-needed relief without causing inflationary pressures.

    Speaking in Minna at the flag-off of the agricultural mechanization revolution for food security and the commissioning of the remodeled domestic terminal of the Bola Ahmed Tinubu International Airport in Minna, the President stated that all states need to adopt the wage award saying that the National Executive Council would also adopt it.

    He said: “If all of you, the sub-nationals have been paying the wages award, pending the determination of the new salary wage. Let all the states start paying the wages award. Whatever they are taking now plus the wage award would relieve the public.

    “Please, I am not giving an order, I am appealing to you states, start paying the wages awards, let everyone start paying it. It is a relief to the people. The mechanism is the fact that it won’t be inflationary if we announce the new salary wage in a few weeks or months, they would have gotten used to the basic wages of N30,000 plus the wages award, and it will have a dampening effect on the market. Please get sub-nationals together and NEC should adopt this.”

    The President assured that the student loans and other economic measures would soon commence as steps are being taken by the government to relieve the people of hunger.

    “The student loan programme will commence, there will be unemployment benefits for our graduates, and the social security programme for the elderly and vulnerable will commence, we are fine-tuning all these areas. We will relieve people of hunger.”

    Tinubu also outlined plans for a comprehensive programme to address the challenges of violent attacks, cattle rustling, and other related issues pledging to organize an inauguration of the Livestock Change programme in Nigeria within the next few weeks, aiming to transform the current challenges into economic opportunities.

    “Give me two to three weeks. You will be part of the inauguration of the livestock change in Nigeria.  I know what it means to economic sabotage for roaming cows to eat up the crops and vegetation of our lands, it could be painful but when we reorient the herders and make provision for cattle rearing. The Governors should provide the lands and as the President, I am committed to giving you a comprehensive programme that will solve this problem.”

    He applauded the continued and aggressive determination of the Niger state governor in ensuring agricultural revolution for food security including efforts being put in place for Niger state to be one of the top food producers in the country while pledging his support to the state government.

    He added: “We have seen the level of commitment here from the state level, we have seen leadership and the success story of any leader is the ability to do what they ought to do at the time they ought to do it. You are doing the job, you are walking the talk and I must support you.

    “Whatever support you need, you will get. We appreciate your efforts in the infrastructure development of the state, and I guarantee you the federal support. We flag off the hope, you deliver the hope and you reassure Nigerians.”

    He stated that his administration is not concerned about making excuses or blaming the past government adding that he intends to take action, do his best to reengineer the finances of the country, and stay ahead on the right path.

    Niger State Governor, Mohammed Umar Bago said that agriculture is key to the government’s commitment to addressing the challenges in critical sectors of our economy adding that his administration intends to seize every opportunity for the attainment of growth and engender prosperity for the people of the state and Nigeria.

    He disclosed that when he assumed office as a Governor, he met the infrastructure of the state comatose including the rural and urban roads adding that despite the strategic roles the state plays in the nation’s economy as a crucial transit corridor connecting the North and South parts of Nigeria, the current state of dilapidation of these infrastructures across the state is terrible.

    He noted that the state government had embarked on some ambitious initiatives to rehabilitate and expand some federal roads to address these challenges and establish efficient road infrastructure and cost-effective and secure movement of goods and services.

    The governor stated that the state has approved 3,000 hectares of land for the special Agro-processing Free Zone out of which 1,000 hectares is dedicated to greenhouses, 1,000 for dairy and meat processing, and the other 1,000 hectares for Agro-processing storage, aggregation, and other value chain development components.

    Bago then stated that the state government has prioritized agricultural development as a catalyst for economic growth and poverty alleviation in the State as part of its efforts to advance the federal government’s aspiration towards food security in Nigeria.

    “To further buttress the lead role Niger State is playing in agriculture and contributing to the overall food security of Nigeria, we shall explore over three million of the 8.3 million hectares of arable land, large water bodies with a multitude of tributaries, 23 grazing reserves, and 94 forest reserves. Therefore, Niger State stands as a beacon of hope and promise in the realm of agriculture and our springboard to harvest our potentials in the Green Economy and associated gains.

    The Governor assured the President that Niger State shall serve as a champion for the food security agenda in the country stating that the state had procured a substantial number of agricultural equipment and inputs for enhanced agricultural activities in the state

    The Governor disclosed that the state is well positioned to produce 50 million metric tons of assorted food crops annually utilising about three million hectares of land by 2030, “On overall, Niger State intends to be the largest sub-national food exporter in Nigeria. To achieve this objective, we are determined to attract investments, private sector equity, and loans totalling 500 billion Naira annually over the next seven years.”

    Bago also announced the partnership between the Niger State Government and the Lagos State Government designating Lagos State as the off-takers of the state agricultural produce saying, “This strategic initiative will attract over N1 trillion in investment into our agricultural sector, consequently fostering the creation of more than one million direct and indirect job opportunities. This collaboration symbolizes a significant step towards economic empowerment that you laid the solid foundation.”

    Lagos State Governor, Babajide Sanwo-Olu stressed the importance for the nation to grow what they eat and eat what they grow saying that the partnership and agreement between Lagos, Niger, Benue, Kogi, Kwara, and Osun states would go a long way to enhance food security in the country.

    He said that Lagos state is building the largest food storage to store all the food produced from these states adding that Lagos state can make the food security of the federal government become a reality.

    The programme was also attended by Benue state Governor, Rev Fr Hyacinth Alia, Kogi state Governor, Ahmed Usman Ododo,  Kwara state Governor, AbdulRahman AbdulRazaq and Osun state Governor, Ademola Adeleke, Ministers of Agriculture and Food Security, Senators and Legislators from the federal and state.

    He said dedicating 0.5% of the GDP is to improve innovation, productivity and economic growth because the administration has come to terms with the challenges of this critical sector of the economy.

    Tinubu said as a government, he would intensify efforts in drawing the National Economic Council’s attention to hasten the dream of actualisation to strengthen the Innovation, Science and Technology (IST) Sector.

    The President submitted on March 11, in Abuja at the Science, Technology and Innovation expo.

    President Tinubu who was represented at the occasion by the Secretary to the Government of the Federation (SGF), Sen.     “Distinguished Ladies and Gentlemen, to match words with actions, on the assumption of duty as the President, we signed a Memorandum of Understanding (MOU) with the Republic of Cuba to enhance collaboration between the two countries on science and technology. The areas of cooperation covered by the bilateral agreement include biotechnology, scientific investigation and innovation, technological development, human resources development, specialist exchange in science and technology, and technology transfer for development areas.

    “I would like to reiterate that with our Renewed Hope Agenda, Innovation, Science and Technology as crucial apparatus for modern-day socio-economic advancement will continue to receive our support in the promotion and utilisation of innovations and inventions carried out through local Research & Development to enhance indigenous capacity and capability in tandem with the provisions of the Presidential Executive Order No. 5 (2018). The Order unarguably places Nigerian professionals and manufacturers at the centre of the Nigerian economy. Hence, it serves as an instrument to midwife a new renaissance for transforming our economy from consumption to production driven by innovation.”

    The Minister of Science, Technology and Innovation, Chief Uche Nnaji said over the years, Nigeria has shown promising signs of a bright future by using Science, Technology, and Innovation (STI) as a driving force for its abundant natural and human resources.

    He said however that for the potential to fully blossom, the country needs a supportive work environment that encourages applying the skills gained through STI.

    He added: “Looking at the experiences of Japan and some other Asian countries is helpful, as these countries have invested significantly in their economies’ Research and Development (R&D) sector, and we can see the positive impact it has on their solid economic positions globally. The theme of this year’s Expo emphasizes the importance of learning from such examples and implementing strategic measures to harness the potential of STI for overcoming our economic challenges.

    “Our nation finds itself at a juncture where the integration of Science, Technology, and Innovation is not just a choice but a necessity. The current economic landscape demands a paradigm shift, and the Ministry’s role becomes crucial in steering this transformative journey. As a result, the Nigerian Government approved the Revised Science, Technology and Innovation Policy.

    “This Policy, when properly implemented, has the power to completely transform the Nigerian STI ecosystem as it provides the appropriate channel for the fundamental re-orientation of Nigerians as well as a pathway for the socio-economic development that will usher Nigeria to its rightful place among the comity of nations. I must say this: under the Renewed Hope Agenda and visionary leadership of our esteemed.”

    Tinubu’s daughter seeks more women participation in politics

    President Bola Ahmed Tinubu’s daughter, Iyaloja-General Chief Mrs. Folasade Tinubu-Ojo, has called on women not to relent in contributing their quota to the development of the country.

    She said women needed to participate more in the political development of the nation.

    Tinubu-Ojo spoke as a special guest at this year’s International Women’s Day celebration held in Akure, Ondo State capital.

    She said a peaceful and healthy family contributed to harmonious bond and support in the society.

    “Women should not relent in contributing their quota to the development of the country. We must be involved in the stages of building our immediate environment and the nation at large”, the Iyaloja-General said.

    Special Adviser on Gender Matters to Governor Lucky Aiyedatiwa, Chief Mrs. Olamide Falana, urged opinion leaders and governments to seek ways to empower women around them.

    She said women had a better tendency to thrive if empowered.

    “It is a call for women to be at the forefront and become extraordinary. Only then can we be recognised and recommended for positions of leadership. We want to see women rise to enviable positions; let our young girls no longer be pushed aside into early marriage, forced labour or sexual slavery.

    • President to inaugurate facility today

    The Niger State government has renamed the Dr. Abubakar Imam International Airport in Minna to Bola Ahmed Tinubu International Airport.

    The President is expected to inaugurate the airport today in the state capital.

    The Special Adviser to the Governor on Governance and Reform, Dr. Isah Adamu, announced this while giving an update on today’s visit of the President to the state capital.

    Adamu said the during the visit, President Tinubu would inaugurate the remodeled airport, kick off the agricultural revolution project and lay the foundation of the Hajj terminal.

    Information Commissioner Binta Mamman explained that the airport, which was originally a Federal Government initiative, had faced several delays.

    The commissioner said this prompted the Tinubu administration to assume control in order to expedite its completion, after consultation with relevant authorities.

    “The terminal is now ready for inauguration, offering an alternative to the Nnamdi Azikiwe International Airport in Abuja, given the state’s proximity to the nation’s capital,” she said.

    Mamman said other projects President Tinubu would inaugurate include agricultural mechanised equipment procured by the current administration.

    The commissioner said this aligned with the shared goal of achieving food security and supporting the national agendas of the federal and state governments.

    “The equipment includes provisions for an agro-processing free zone and irrigation facilities, which would enhance agricultural productivity within the state,” she added.

    Expert hails Tinubu over suspension of Expatriate Levy

    Chief Executive Officer, Centre for the Promotion of Private Enterprise (CPPE), Dr. Muda Yusuf yesterday commended President Bola Tinubu, the Minister of Finance and Coordinating for the Economy, his Industry, Trade and Investment and Interior counterparts for suspending the implementation of the Expatriate Employment Levy (EEL). 

    He described the suspension as “a demonstration of the fact the Tinubu administration is responsive, democratic and inclusive in its governance process”.

    In a statement, Yusuf  said the suspension also “shows that the administration is a listening government as responsiveness to the concerns of stakeholders is a critical attribute of  true democracy”.

    According to him, there is the need to strengthen the institutional and regulatory effectiveness of the Ministry of Interior and the Immigration Service to ensure compliance and enforcement of the laws.

    He, therefore, urged that as the country reflects on next steps, the laws and regulations within the framework of the Nigeria Immigration Act and the Expatriate Quota Handbook that squarely addresses the outcomes contemplated in the EEL should be made to work effectively.

     “The handbook is robust and comprehensive and covers the critical issues of technology transfer, localisation of jobs, and restrictions of some categories of expatriates from entry into the country, based on current skill gaps. There is also the National Content Act and the Presidential Executive orders three and five which focuses on localisation of procurement and service opportunities,” Yusuf said.

    He, however, noted that over the years, institutions had been compromised; hence the gaps or lapses not ices in the laws needed to be addressed because a new regulation or policy would be superfluous, as the  regulations or handbook could be tweaked, if necessary. 

    The CPPE boss noted that there are evidence of regulatory weaknesses as seen in the various instances of expatriates in the retail sector in the open markets, competing with our market women and men.  

    “We surely do not lack expertise in retail trading. But we have seen cases of some expatriates taking up shops in our traditional markets.  Many of our indigenous traders in the markets have been displaced by these expatriates because they cannot compete with them.

    No cabal can hijack Tinubu’s administration – Presidency

    The presidency on Sunday night, foreclosed the possibility of a cabal taking control of President Bola Tinubu’s administration, like it had been seen in the past.

    Special Adviser to the President on Media and Publicity, Ajuri Ngelale, who gave this assurance during an interview on TVC News Sunday Politics, also blamed the escalating insecurity in some parts of the north on the activities of those he described as “sub-regional forces”, who are working against the stability of the country.

    Ngelale was reacting to various issues that have raised topics in the media in recent times, including the state of the economy, the effects of the negative activities of past government officials, the security and the multifaceted efforts of the Tinubu administration to straighten things out.

    Reacting to the possibility of some very influential officials in the current administration, wielding the sort of influence that might allow them to mismanage and abuse public office, the effect of which might linger after the administration, Ngelale said President Tinubu is not that sort of leader, explaining that the he (Tinubu) has not left room for such influence by any official to hijack his government.

    “The good fortune we have is that we elected, not just a professional accountant, a professional auditor, but we elected a man who fully understands the governance mechanisms, not just at the federal level, but at sub-national level. I think this is a man who anyone working in the office of the President would tell you, there is not one individual in the Presidency that has a monopoly over what the President sees, hears and reads. Nobody has that kind of power in the office of this President and that’s intentional.

    “He is someone who everyone has access to, everyone who needs to have access to him, has access to him. He has direct communications on a frequent basis with the heads of intelligence agencies, anti-graft agencies, and the like. So there is not going to be the potential there for anyone to form a cabal around this President because he’s aware of the dynamics of what has happened in the past and he is determined to ensure that that is not replicated under his watch.

    “I will also add the fact that in the person of the current CBN Governor Mr. Olayemi Cardoso, this is a man who is reputed around the world as being a prudent manager of men and resources. This is someone who has a reputation, even within the government, of being tight fisted and that is by the intention of President Bola Tinubu to have someone like that in place.

    “I would also add that when you look at organizational structures that lead to Governor Emefiele, … put him in the position that he currently is in, the President has taken a comprehensive review of that structure and he has said, even by legislation, that we are going to ensure that not only guardrails are put in place, but that legislative changes be enacted in such a way that this can never happen again.

    “He’s determined to do it, Nigerians will watch him do it and that will mean that moving forward, the kind of elite conspiracy we saw between CBN officials, high ranking government officials and high ranking members of the private sector, they’re not going to be able to conspire amongst themselves to find loopholes within the system because we have a President who’s an auditor and accountant, who will close those loopholes, just the way he did in Lagos State many years ago”, he said.

    Speaking to the issue of the security situation in the country, especially in the north, Ngelale alleged that there are some sub-regional and geopolitical forces working against the stability of the country, he however noted that the government will continue working on finding solutions through collaborations.

    The Presidential spokesman, who further gave insight into plans to ensure peace and stability in all parts of the country, said those currently conspiring to rob the nation of security, through sub-regional conspiracies would be made to face the wrath of the law.

    “First of all, the President has been very clear that this is an administration of no excuses. If you look at other parts of the countries that were in flames before he took office, such as the Southeast and parts of the Southwest for example, you will know the level of work that has gone into securing our nation.

    “Where we still have some challenges is in the north central in the northwest and to a lesser extent in the Northeast. There’s still a lot of work to be done along the Kaduna axis. Remember the time when you could not travel by road on the Abuja-Kaduna highway? Now, you’re able to do that.

    “Now the problem is when you have these far-flung communities, we do have these hit-and-run incidences of not just violence and killings, but obviously kidnappings and hostage-taking.

    “But I will say this, across the north, we understand that some of the sub-regional forces, sub-regional, geopolitical forces that are currently at play are actively conspiring against the stability of the Nigerian nation.

    “We understand that and we are not sleeping on that. We are responding to it, and we’re doing it in a way that is concerted with our neighbors and it is worth noting that the United States government has also pledged its assistance to ensure that there is a full return of all of the school children who are kidnapped recently in Kaduna.

    “But the point is, we are going to continue to intensify our collaboration, not just within the region, but internationally to make sure that some of the regional actors that are conspiring against our nation are brought to justice ultimately silenced in the future of our country”, he said.

    Meanwhile, Ngelale has revealed that President Tinubu will launch the highly anticipated student loan scheme on Thursday, he said “later this week, on Thursday, the President will launch the historic National Student Loan Programme”.

    Tinubu-Ojo spoke as the special guest at this year’s International Women’s Day celebration held in Akure the Ondo state capital.

    “Women should not relent in contributing their quota to the development of the nation. We must be involved in the stages of building our immediate environment and the nation at large”, the Iyaloja-General said.

    Olamide Falana, the special adviser on gender matters to Governor Lucky Aiyedatiwa, urged opinion leaders and government at all levels to seek ways to empower women around them.

    She said women have a better tendency to thrive if empowered.

    According to her, “The era whereby women were being faced with series of militating factors centred around gender-based violence, sexual harassment, workplace discrimination, and disenfranchisement was phasing out.

    “Beyond the home front, women are found in every sphere of life, characterized as moulders, counsellors, managers, networkers, communicators, enthusiasts, and in politics, they are great mobilizers and campaigners.

    “It is a call for women to be at the forefront and become extraordinary, only then can we be recognized and recommended for various positions of leadership; We want to see women rise to enviable positions; Let our young girls no longer be pushed aside into early marriage, forced labor or sexual slavery; these young girls of today are our future change ambassadors that would add value to the society” she said.

    Falana urged women to give unflinching support to Governor Aiyedatiwa who she said was determined to make life easier for women through favourable policies and programs in the area of empowerment, micro-credit, grants, employment creation, and security for a better quality of life.

    Governor Aiyedatiwa, who was represented by his deputy, Olayide Adelami, said the theme served as a call to action on the critical need to invest in women towards achieving positive change.

    UK-based Nigerian community requests Tinubu’s action on Diaspora concerns

    Members of the Nigerian community in West Yorkshire, United Kingdom, have appealed to President Bola Tinubu to address important issues that impact Nigerians residing overseas.

    They urged the president to authorize concerned authorities to expedite action on passport renewal procedures and diaspora voting.

    They also requested that the government should help students to access favourable currency rates.

    Tunmise Ajiboye, who represented the community, read their demands during a special occasion in honour of the Acting Nigeria High Commissioner to the United Kingdom, Cyprian Heen over the weekend.

    The community further advocated that government initiatives like student loans be included to help Nigerian students who are studying overseas acquire higher education.

    To help Nigerians living overseas stay connected to their roots, they emphasised the significance of offering a platform where they may get paperwork about the Nigerian state of origin of their children.

    Their demand reads: “Our community is a testament to the strength and resilience of the Nigerian spirit, thriving and contributing to the fabric of society wherever we go.

    “I stand before you today as a representative of Nigerians living here in the United Kingdom. We are gathered here not just as individuals seeking education and economic breakthroughs but as a collective voice demanding support and recognition from our government back home.

    “It is important for the Nigerian government to always factor in, Nigerians in the diaspora in all their policy formulation, planning, and execution for a productive sense of belonging and pace of development.

    “Diaspora voting; international passport renewal delivery by post in Nigeria and the diaspora; Support for the students in the exchange rate and FX; Inclusion of Nigerians studying abroad in the proposed student loan programme of the federal government; and Lastly, provide a platform for Nigerians living abroad who may want their children to get Nigeria’s state of origin.”
