Leaked memo: We warned Tinubu over fifth columnists – Arewa Think Tank

Following the recent leakage of some secret memos at the Presidency, Arewa Think Tank has noted that it has been proved right because it had earlier called on President Bola Tinubu mid- November 2023 to ensure that fifth columnists did not embarrass his government at any of his international visit and within the corridors of power in the country.

The Presidency has since requested an investigation into the civil service framework in order to eliminate individuals it refers to as “moles” who are loyal to the main opposition, People’s Democratic Party (PDP).

However, the Chief Convener of Arewa Think Tank, Muhammad Alhaji Yakubu in a statement on Saturday recalled their warning to President Tinubu in November last year when some critics came down heavily on the President that his trip to Saudi Arabia at that time was a jamboree, short of any economic benefit for Nigeria.

Yakubu recalled his statement in November in an interview with a national daily, saying, “We suspected fifth columnists sabotaging Mr. President because this is the second time he was embarrassed with such criticism.

“Since President Tinubu came on board as the president of Nigeria, all his international visits were very successful, but towards the end of the trips, this kind of embarrassment usually comes up. We advise the president to investigate deeper that there might be some fifth columnists around him, sabotaging his efforts to see that he does not succeed. Look at the success he recorded in the United Arab Emirates (UAE).

“He has been marketing Nigeria successfully. After a successful trip or towards the end of each trip something embarrassing will come up. There are some people around him trying to sabotage his efforts. So, I think he should probe deeper to unravel them.

“This fifth columnists are within Nigeria, they are not in Saudi Arabia because if you see the kind of warm reception Saudi Arabia gave President Tinubu you wouldn’t say the fifth columnists are in Saudi Arabia. In some quarters, they said President Tinubu did not have one-on-one discussions with the crown Prince, Salman. But they told a different story. The picture showed that President Tinubu had a meeting with Prince Salman. So, Tinubu should probe deeper to ensure that the fifth columnists do not embarrass his government at any of his international visits again.”

Penultimate Thursday, an internal memo was revealed, indicating that President Tinubu allegedly approved the disbursement of N500m from a total of N1bn to the Secretary to the Government of the Federation, Senator George Akume. The allocated funds were intended for the inauguration of a 37-member Tripartite Committee responsible for discussing the New National Minimum Wage.

Mr Bayo Onanuga, the Special Adviser to the President on Information and Strategy, has emphasised the need for the Federal Government to take action in identifying and removing individuals who are leaking classified documents and are believed to have allegiance to the opposition.

Onanuga said, “What is worrisome is, how come a memo written by SGF to the President, bearing the President’s signature leaked out? It means that there are some fifth columnists within the government.

“It’s not the first time a memo will leak. There was a memo leak when the President went to UNGA, about a request for money to pay for his hotel bills and you wonder where it is leaking from.

“There are so many moles around who are probably doing the bidding of the opposition. They are not respecting the civil service rule for handling official secrets. And it shows that the government should look inwards to probe how memos between officials are getting into the public space. Memos that are supposed to be secret are not supposed to be flying all over the place.”

  • Tinubu must restructure Nigeria now to avoid national meltdown

Tinubu must restructure Nigeria now to avoid national meltdown

The core of Nigeria’s problem is the lumping together of diverse peoples with different cultures, different world views, different ambitions and directions in life. Nothing besides geography links Nigerians, and even that – geography – clearly delineates us – as the river Niger eloquently epitomises. Nigeria is a mere geographical expression as Chief Obafemi Awolowo put it nearly a century ago. Indeed, Sir Abubakar Tafawa Balewa put it more brutally. According to him:”Since 1914 the British Government has been trying to make Nigeria into one country, but the Nigerian people themselves are historically different in their backgrounds, in their religious beliefs and customs and do not show themselves any signs of willingness to unite. Nigerian unity is a British invention”.

Not a word of that statement has changed since it was made in 1948.

So it has remained an unmistakeable truism, no matter under what manner of rulership; military or civilian. The earlier we appreciate this, and put an end to this endless attempt at making one country out of a multi- ethnic, multi- cultural, multi – religious and multi – lingual amalgam of nations, the better”.

The above was essentially my contribution this past week during an interrogation of the Nigerian conundrum, a conundrum which ensures that every successive attempt to make things better for the country, or her citizenry, turns out worse.

Nigeria is at the crossroads, with multidimensional poverty and multi – sectoral insecurity making life much more hellish than at any time in recent memory.

It is so bad that a week ago in Minna and Kano, in  Northern Nigeria, of all places, where there wasn’t as much as a whimper during the humongous #EndSAS# riots, thousands were on the streets protesting the unbearable hardship Nigerians are going through.

In the same manner, the Southwest, generally regarded as the safest part of the country, has lost its innocence, with two Royal Monarchs needlessly killed two weeks ago in Ekiti.

At the personal level  today, there’s hardly any love lost amongst the various ethnic groups, just as there’s no longer any  mutual understanding or cohesion.

    Things are that bad.

Professor Bayo Williams, a  well regarded intellectual, who has devoted considerable time to these matters has, severally in his articles, fingered elite dissonance – what he calls lack of elite consensus, as the cause.

    But I beg to differ.

I believe instead that, as Sir Tafawa Balewa put it,  Nigeria  is simply not configured to be one united, peaceful and prosperous country. Not a single hagiographer has ever alluded to that as the reason for the British unification of Nigeria. Rather, trade was  the sole purpose and, even religion, was an afterthought.

President Bola Tinubu had hit the ground running, courageously taking on those tough national issues which his predecessor,  President Muhammadu Buhari, had left severely alone.  Not a few Nigerians had, in turn, began to  think  that we had hit it off for once, that a lion heart, the man who courageously faced off the all- knowing former President Olusegun Obasanjo, who he severally bested as Lagos state governor, has arrived to rescue Nigeria. But 8 months down the line, it is obvious that those very demons that have always imperilled Nigeria’s development, are all still alive and kicking, and will most probably do everything to frustrate him, which will be a great pity, because it would not be for lack of trying.

You only have to listen to, not just the loud murmurings, but the heavy guffaws of millions all over the country, to know that there’s far less appreciation than you would ordinarily expect,n for President Tinubu’s  yeoman’s  efforts.

Obviously, not many now, any longer, remember the ‘Emefielian Plague’ that sunk the country into a N22.7Trillion Ways and Means debt peonage, most of which Emefiele gifted members of the then Villa cabal and others very close to President Buhari in sweetheart, low priced, foreign exchange deals that ended up being round tripped, massively devaluing the Naira.

The CBN governor, Olayemi Cardoso, in a recent Arise Television interview, gave Nigerians the following details of Emefiele’s ‘achievement’ in office:

” $7 Billion in unpaid FX obligations about which a forensic audit by Deloitte revealed the following:

    $2.4 Billion had no valid import documents;

Non- existent entities got allocations; Entities which asked for FX got more than they asked for, while those that did not even apply for FX got allocations”.

That is where President Buhari and Emefiele left Nigeria on May 29, 2023.

These are only a few of the challenges President Tinubu must now, willy nilly, find answers to.

To do that, however, he should advisedlt, share with other Nigerian federating units, the responsibility for turning things around in the country.

Here the President must bear in mind Ngozi Okonjo – Iweala’s admonition that:”no matter how strong the credentials, one person alone cannot implement reforms, adding that comprehensive economic reforms are by their nature multifaceted and difficult”.

But I am, indeed, calling on President Tinubu to do far more than economic reforms.

This is why, despite the many  problems I have identified as requiring urgent solution – general insecurity, the looming food insecurity, extreme poverty etc,  I wish to humbly recommend the suggestions in my referenced article below for the President’s serious consideration even though it would mean that  he will have to seriously multi – task, finding  solutions to Nigeria’s existential, as well as structural, problems, all at the same time.

Titled:’That June 12  Recognition May Not Be a Hollow Ritual’, and first published 17 June, 2018 but now substantially edited for space, it reads as follows:

“Beyond our wildest imagination President Muhammadu Buhari, a retired general and member of the narcissistic military that guillotined June 12, on 6 June, 2018, proclaimed an executive order, recognising the  election, and  the winner, Chief  MKO Abiola, on whom he conferred the GCFR, the highest honour in the land, all in a bold attempt to put a closure to a very pernicious phase of  Nigerian history.

Before we get lost in the euphoria of the moment, it is necessary to let the President know that rather than being the closure to June 12, that event is only the very beginning of honestly answering the National question.

The fact today is that  Nigeria is no where near a federation, properly so called.

    What then is a federation?

To answer this million naira question, I will,  respectfully, press into service, my two- time teacher, Professor (Senator) Banji Akintoye.

Writing, mutatis mutandis,  on the topic: “What is restructuring?” on 6 January, 2018 the elder statesman opined as follows:

“The basic idea of a federation is that the various distinct parts of a multi – ethnic country should be  a federating state.

Each state should have the constitutional power to manage its unique problems and  develop its own resources for its people. It should manage its own security and make its own contributions to the well-being of the entire country.

The centre should manage common issues like  defence,  international relations, currency, and general principles like the defence of human rights.

Read Also: Why Ondo businessman reportedly killed wife, committed suicide

That, he said, was the federal arrangement   Nigeria’s founding fathers agreed upon in the 1950s”.

“But, since independence, our  politicians, and  military leaders have gradually destroyed this structure and replaced it with one  in which the federal government is the controller of virtually  everything,  meaning that states have no control over their own resources, and have to depend on federal allocations for their sustenance.

The federal government is (therefore) over-burdened, controls too much money, has become egregiously inefficient and corrupt and is, essentially,  destroying Nigeria because the states have become impotent. They cannot develop their resources, cannot fight poverty or insecurity in their domains, and cannot  contribute to the progress and prosperity of Nigeria. The cumulative effect , he concluded,  is that Nigeria, as well as Nigerians, have become extremely poor. Most public facilities – roads, electricity, water installations, public administration, etc – have degraded, and are not working, with the result  that most of our  youths have become unemployed and hopeless. Inter – ethnic relations has degenerated into enmity and hostility. Crimes have made life very unsafe all over Nigeria. So bad have things become that some sections  are asking to secede”.

In view of all these, President Tinubu should not be seen continuing with a status quo which brought about all these negativities that have continuously derailed Nigeria’s  progress.

Fortunately, he is here not being called upon to re – invent the wheel since his party, the APC, set up the El Rufai Committee on Power Devolution which did an excellent, but unappreciated work.

As captured by The Guardian of 26 January, 2018, “the committee recommended that states should have considerable control on the solid and oil resources in their domains. It recommended the creation of state police, alongside a federal force with specified areas of jurisdiction. It also proposed more revenue for states and a reduction of the Federal share of national revenue.  It further recommends that: “All minerals,  including oil, and gas that are onshore, should be vested in the states of the federation. “Minerals, oil, anything in the land, should belong to those that own the land, said the committee, adding the clincher:”We believe that the time has come to take this bold step and move away from over centralisation”.

“The Petroleum Act would need to be amended, so that states can issue oil-mining licences. The Nigeria Minerals and Mining Act would also be amended to give states the power to do this. The Land Use Act will equally be amended to recognise the provisions in the Minerals and Mining Act. The Petroleum Industry Act will need to be amended too”.

These are irreducible parameters for the creation of a new Nigeria where peace will reign and measurable progress will be made unlike the unequalled crisis presently ravaging the country.

President Tinubu should urgently consider unearthing the report of the El Rufai Committee from wherever those experts in reading President Buhari’s body language buried it so that Nigeria can earn a new lease of life.

  • Military capable of tackling security challenges, Tinubu assures

Military capable of tackling security challenges, Tinubu assures

President Bola Tinubu has assured the Armed Forces, going by the quality and standards of their trainings, are capable of bringing all the current threats and criminalities to an end.

He spoke at the Diamond Jubilee of the Nigerian Defence Academy (NDA) in Kaduna, charging the Forces not to relent in safeguarding the territorial integrity of Nigeria against all threats.

According to a statement by his Special Adviser on Media and Publicity, Ajuri Ngelale, the President also commended the Forces for their dedication to duty and sacrifices for the nation.

He assured them of his administration’s commitment to their welfare as well as unflagging support in the discharge of their duties.

The NDA, which was established on February 5, 1964, has undergone various stages of transformation in its quest to fulfill its mandate of training officers for the Nigerian Armed Forces.

Before obtaining independence from Britain, Nigeria’s first set of officers were trained in Ghana and subsequently at the Royal Military Academy in Sandhurst, England.

But by January 1964, four years after independence, the first batch of 64 army and navy cadets commenced training at the NDA.

Tinubu highlighted some of the milestones recorded during the transformation of the NDA to include the subsequent addition and training of Air Force cadets, the successful reunification of the country after the Civil War in 1967 as well as the various short-service military training programmes instituted to fill the manpower needs caused by the Civil War.

Other noteworthy achievements, he said, include the upgrade of the NDA from a non-degree awarding institution to a full-fledged degree-awarding university in 1985, thereby phasing out the Nigerian Defence Academy Certificate of Education hitherto awarded to cadets.

“The government is also pleased to note that the curriculum approved by the National Universities Commission, the regulatory body, is sufficiently robust and broad-based to enable the cadets to acquire the knowledge, skills, values, character, and discipline required for effective and efficient service in the Nigerian Armed forces in peace times and in times of crises.

“I understand that other giants’ strides recorded in the NDA include the establishment of post-graduate programs, the creation of research centres and centres of excellence to facilitate research and enable cross fertilization of ideas.

“The consistent academic calendar devoid of industrial disputes and strikes should make the NDA postgraduate school an institution of first choice not only for Nigerian students but also for students across the globe. I therefore charge the academic staff both military and nonmilitary to transform the NDA into ‘Nigeria’s Silicon Valley,’ a hub for startups where ideas are not only incubated but also actualized,” the President said.

The President commended the past and present leadership of the NDA for the quality of military and academic training, which has continued to attract clientele from other African nations.

He said with the quality of training at the Academy, the military is capable of bringing to an end all acts of banditry, insurgency, and criminality that have ravaged the country.

“Let me also add that although the war against the enemies of Nigeria is not over, it is fair to state that relative peace has been recorded across the major flash points. These successes have come at a price for the government and the populace. We remember our fallen heroes and those out in the trenches for the sake of our fatherland. Let us also celebrate their resilience and sacrifice at this diamond jubilee.

“I urge you to continue to play your constitutional role of safeguarding the territorial integrity of Nigeria, our fatherland. You must shun any acts that are inimical to the well-being of our nation and acts which can destroy the gains of democracy which we have enjoyed in the last 20 years.

“The government is fully aware of the service and sacrifices that members of the Nigerian Armed Forces have continued to render across the length and breadth of this country, especially in the face of daunting challenges. We, as a government, will continue to accord priority to the needs of the armed forces to enable the military to play its constitutional role without let or hindrance.

“Let me reiterate the urgency to upscale the fight against insecurity, which has robbed us of peace and progress. While the relative peace you have been able to secure is worth celebrating, you must remember that the war is not yet over until every parcel of land held by the enemy is flying the flag of the Federal Republic of Nigeria,” the President said.

    • Condemn sponsored protests against administration

    • Urge disgruntled politicians to stop plan to use CSOs to carry out smear protests

Pro-Democracy groups from the 19 states of the North, on Thursday, said that the region is solidly behind the administration of President Bola Ahmed Tinubu.

They condemned sponsored protests in some states in the region against the present administration.

They called on the people to be patient and cooperate with the President as he works assiduous to clear inherited challenges.

The Amalgamation of Pro-Democracy Groups from the 19 Northern States, under the aegis of the Arewa Initiative for the Defence and Promotion of Democracy (AIDPD), made these assertions at a press conference on the State of the Nation in Abuja.

The Chairman of the groups, Professor Shehu Abdullahi Ma’aji, read the text of the press conference.

Ma’aji commended patriotic Northerners and all Nigerians cooperating and supporting the present administration in its bid to provide solutions to the nation’s problems “despite the incitement by some unscrupulous politicians who are bent on inciting the masses against the government.”

He insisted that the current administration of President Tinubu “inherited a lot of problems from the past administration of Muhammadu Buhari which it is currently trying to address.”

Ma’aji said: “Arising from our emergency meeting held at the Transcorp Hilton Hotel, Abuja, to review the State of the Nation, we members of pro-democracy groups from the 19 Northern States and the FCT make the following observations and resolutions:

“To commend patriotic Northerners and indeed all Nigerians who are cooperating and supporting this government in its bid to provide solutions to the nation’s problems despite the incitement by some unscrupulous politicians who are bent on inciting the masses against the government.

“That the world economy is currently not in the best of shape due to the Russian- Ukrainian and the Israeli-Palestinian wars, etc. We observed that the Nigerian economy is not exempted from this global economic problem.

“That the current administration of President Bola Ahmed Tinubu inherited a lot of problems from the past administration of Muhammadu Buhari which it is currently trying to address.

“For instance, the Kwara State Governor AbdulRahman AbdulRazaq and chairman of the Nigeria Governors’ Forum (NGF) had just revealed that the crude oil the country will be getting in the next six months had been sold in advance by the immediate past administration.

“That the solutions to the problems cannot be instantly solved but in a gradual pattern.”

The groups urged Nigerians to show patriotism by cooperating with the present administration “in its bid to finding solutions to the country’s problems such as inflation, corruption, insecurity – banditry and kidnapping – that the country is currently facing.”

Ma’aji revealed that “disgruntled politicians and other unpatriotic elements have perfected plans to mobilise bogus Civil Society Organisations (CSOs) to stage phantom protests across the country to smear the image of this administration” and called on them to “stop their evil machinations.”

He added: “That those disgruntled politicians who are using some clerics through misinformation to issue statements condemning this administration without any good reason should desist forthwith in the interest of our beloved nation.

“We are not averse to any form of legitimate protest to show grievances to the government’s policy or programme, provided it is done in good faith and under the laws of our beloved country, Nigeria.

“We frown at the idea of sponsoring people to stage fake protests for the financiers to score cheap political mileage by discrediting the current administration.

“We call on all Northerners and indeed all Nigerians to continue to support the current administration in its bid to bring prosperity to our nation.

“That we Northerners are not against Mr President and this administration. We will continue to support and pray for this administration to succeed.

“That the current administration is just eight months into office. It needs more time to deal with the problems it inherited.

“So, we the well-meaning Northerners are praying and collaborating with the current administration for it to succeed in positively turning around the fortunes of the country.

“That we have only one country, the Federal Republic of Nigeria. Thus, we should all rally round this administration and work together with our brothers and sisters from the South to address our challenges.”

It said Nigerians would reap dividends of democracy.

The group spoke at briefing heralding its rebranding and restructuring.

Lagos State Apex Leader, James Odunmbaku, said agitation by people necessitated the need for enlightenment on policies of government.

Odunmbaku appealed for patience with our condition.

He said: “We are rebuilding and it would not take long before Nigerians enjoy the largesse of democracy,” he said.

He added Tinubu is building the country and TMM is educating the public on activities of the administration..

The leader advised members to work for the party.

“The restructuring and rebranding is for attainments of its goal, members who work will be rewarded,” he said Deputy Apex Leader, Kolawole Peregrino, urged Nigerians to give the administration time to fix the economy.

President Bola Tinubu has restated his administration’s commitment to empowering the Federal Ministry of Housing and Urban Development with the political will to boost the housing sector.

President Tinubu gave the assurance while laying the foundation of 3,112 housing units of Renewed Hope City in Karsana, Abuja.

He also pledged his administration’s commitment to ensure the country’s economic prosperity and development.

The President reiterated his administration’s resolve to provide decent and affordable housing to Nigerians.

The 3,112 housing units are a part of the 20,000 housing units to be delivered in the Federal Capital Territory (FCT) under a Public Private Partnership (PPP) arrangement being implemented by the Federal Ministry of Housing and Urban Development.

It represents the first practical expression of the administration’s desire to implement a New City Development Plan under the Renewed Hope Agenda.

President Tinubu said under the plan, integrated living communities that would redefine the essence of residential living for Nigerians nationwide would be built.

The President assured Nigerians that his vision is to build dynamic, integrated, and self-sustaining communities equipped with modern amenities to enhance the quality of living for the residents.

In a statement issued by his Special Adviser on Media and Publicity, Ajuri Ngelale, the President said “this includes well-connected access and internal roads, provision of reliable and uninterrupted electricity, healthcare facilities to offer accessible and quality medical services and educational institutions to provide learning environments that nurture knowledge and skills”.

He added: “Our goal is to increase the sense of togetherness, improve health and productivity of our citizens and reduce pressure on city centres.

“On this note, I am today directing the Minister of the Federal Capital Territory (FCT) and the Minister of Works to provide access roads to all Renewed Hope’s cities’ and estates’ projects to increase accessibility and livability, starting with this site in Karsana.

“This is because my administration believes that every Nigerian deserves to have access to shelter that is affordable and adequate.”

President Tinubu stressed that his administration also recognised the immense potential of housing as a catalyst for inclusive economic growth.

Restating his administration’s determination to bridging Nigeria’s housing deficit, President Tinubu said he had resolved to face the challenge with the boldness and urgency it required.

The President urged Nigerians to remain forward-looking instead of going back to the past.

He noted that the housing projects would create many jobs for different cadres of artisans and professionals.

President Tinubu added: “Nigerians, Don’t look back; look forward. Be hopeful. Be assured that you have a country that cares about you, and you must care about the country.

“You have heard the data from the honorable minister and his team on what they are about to do to turn the country to a large construction site for housing units…”

The President also said there was a need to relaunch the National Pledge and ensure its recitation at every important national occasion to rekindle patriotism among the citizens.

He said: “Here again, let’s talk to Nigerians. Let’s talk to ourselves and see everything positive about our country. Don’t think of your country negatively.
