Tinubu approves three resolutions to reduce pharmaceutical costs, bridge brain drain in health sector

President Bola Tinubu at the Federal Executive Council (FEC) meeting on Wednesday, January 17, approved three resolutions aimed at strengthening the health and social welfare sector to better deliver to Nigerians.

Coordinating Minister of Health and Social Welfare, Professor Ali Pate, who disclosed this to journalists after the first FEC of 2024, presided over by President Tinubu at the State House, Abuja, said the steps are targeted at relieving the escalating cost of pharmaceuticals, funding of health sector regulatory bodies and mitigating the human resource flight in the sector.

According to Professor Pate, the decisions, one of which would be codified into an Executive Order for effective implementation, the President’s action was guided by his Renewed Hope Agenda, which puts to the human capital, health and social welfare of Nigerians at the center.

He said the Executive Order aims to enable local drug manufacturers to thrive, while ensuring fair pricing of essential medicines explaining that this became necessary following the exit of major multinational pharmaceutical companies from Nigeria, reducing competition.

He stated: “Consistent with the President’s Renewed Hope Agenda, which puts to the human capital, health and social welfare of Nigerians at the center, today at the Federal Executive Council, Mr. President took three far-reaching decisions relating to the health sector.

“The first is on the rising cost of pharmaceuticals, the hike in prices that we have in the pharmaceutical, which is going beyond the reach of many Nigerians, life-saving commodities, devices like syringes and needles and the exit of major companies from our market.

“Those decisions also include the regulation of the sector to protect the health and well being of humans and the third decision is regarding how we deal with the crisis of human resources in the health sector.

“The first on the syringes, drugs, pharmaceuticals and other devices, as you’ll recall, Mr President, in his wisdom, at the end of last year, in October, approved an initiative to unlock the healthcare value-chain and appointed coordinator for that. But we know that the price of pharmaceuticals have escalated and many entities have decided to withdraw and some of the local manufacturers in Nigeria are struggling.

“President’s intent is that we begin to take steps to enable the local manufacturers to survive, to thrive and to deliver the basic commodities that are key to saving their lives .

“And  he directed that the Attorney General of the Federation work with us to come up with an Executive Order, which is the mechanism through which he will act, given the concern that he has that many Nigerians are suffering from the costs of pharmaceuticals, as well as other devices. That is the first important step and that should be coming very soon.

The minister also said to strengthen healthcare regulation and protect citizens, key regulatory bodies including the Medical and Dental Council will continue to receive funding, exception from cuts impacting other professional associations.

Also, to address the shortage of healthcare workers, Pate said  council has delegated approval of recruitment waivers to the Health Ministry directly, explaining that this will accelerate hiring and reduce delays.

“The third is regarding the acute human resource shortage that we have. We know and having gone around many of our hospitals, particularly federal tertiary hospitals, the replacement of health workers that leave oftentimes takes a very long time because waiver process takes several stages .

“Mr President directed in council that the approvals of those waivers be delegated to the Federal Ministry of Health and Social Welfare so that it doesn’t have to go through the Office of the Head of Civil Service of the Federation.

“That will hasten the recruitment of health workers in terms of those who are out there unemployed, within limits of their fiscal resources.

“All in all, to say that President is very keen that we drive forward to safeguard the health of Nigerians, to earn the confidence, the trust of Nigerians and to deliver for Nigerians in this new year that we have started and the marching orders are very clear.”

Meanwhile, the FEC has approved the sum of N9.8b for the Group Life Assurance for all Federal government workers.

The Minister of Information and National Orientation, Mohammed Idris made this known on Wednesday, January 17, after the first Federal Executive Council Meeting for the Year 2024, presided by President Bola Ahmed Tinubu.

The Minister disclosed that the council approved the assurance request as submitted by the Head of Service of the Civil Service of the Federation.

Idris also made known that about 12 companies are involved including the Nigerian Insurance companies.

Tinubu: ex-president doesn’t interfere in my govt

President Bola Tinubu yesterday said that his immediate predecessor, Muhammadu Buhari, does not interfere in the running of his government.

The President who was guest at the launch of two books on the Buhari eight-year period as President, said: “You don’t hear from him (Buhari), either to nominate or intrude in the cabinet or complain about issues.”

Recalling the promises the former President made to him while exiting office on May 29, last year, President Tinubu described Buhari as “a  great man, a patriot and a dedicated public servant, who served the country with dedication and uncommon zeal.”

The President thanked Buhari for his contributions to the development of the country and pledged to continue where he stopped.

He added:  “I am, therefore, extremely happy to receive him here in Abuja. We are all here to honour a great man, a patriot, a dedicated public servant, who offered his best in the service of our country since he joined the army in 1962 at age 18.

“When President Buhari was leaving office, he said he would retire to Daura, far away from Abuja, to enjoy his well-deserved retirement from public service. I remember he added that if his supporters and friends deny him enough rest in Daura,  he would run to the Republic of Niger.”

In a very jocular manner, Tinubu said: “Well, as you all know, he can no longer escape to Niger Republic because of the border closure.”

As the dignitaries roared in laughter, the President turned to  Buhari, saying: “After handing over, you (Buhari) said: ‘I will be far away in Daura, but if you need me, contact me. I won’t intrude on whatever you are doing. I won’t interfere. I won’t breathe down on your throat.

“We’ve partnered to make democracy flourish in Nigeria. Thank you.”

President Tinubu added that the only time he hears from the former President is when he(Tinubu) calls.

His words: “Except when I call him (on the phone) to say, ‘ How are you? Are you going to the farm?’, you don’t hear from him (Buhari) either to nominate or intrude in the cabinet or complain about issues. Thank you for being who you are.”

The President also thanked the authors of the book for creating the opportunity for him to physically meet Buhari since  May 29, 2023.

He said: “The authors of the books we are here to present to the public have done justice to the essential Muhammadu Buhari, especially on his tenure and legacy as the 15th President of Nigeria.

“I particularly thank Femi( Adesina)  for using his memoirs to let us into the challenging eight years of the administration and how his principal steered the ship of state.

“Beyond what the editors of the second book have recorded as the achievements of President Buhari in his eight years as a democratically-elected President, history will also be kind to him as the leader who promoted local production of goods to grow our economy.

“Whatever unresolved challenges faced by President Buhari in his eight years, our administration will endeavour to resolve them. As I said during the campaigns, I inherited all his assets and liabilities.

“Our administration will continue to work from where President Buhari stopped, to make our country better, create a vibrant economy and secure the environment to bring more prosperity to our people.”

“You kept telling me, be patient, forget the past, keep looking forward. Today, I am not looking at the past but looking forward.”

On his part, the former Osun State Governor described Tuesday night’s dinner as a surprise gesture from the first family, thanking the President and his wife, Senator Remi Tinubu.

“Yesterday evening when I got to Ibadan ready for today’s celebration there, because I wanted an educational talk, they said we were going to talk about leadership, I was happy.

“Early in the morning someone called me to say, have I seen what baba sent to me? I said ‘no.’ So I opened my phone. It was an invitation for this dinner.

“Like I felt when I was celebrated at 70, so I felt this morning and here we are. I don’t know what you see in me, and I don’t know what younger people see in older people, but I will attend your 100th birthday. Thank you very much for being a loyal friend,” said Akande.
