    JUST IN: Tinubu threatens to fire underperforming ministers

    President Bola Tinubu on Wednesday, October 31, said that the ministers in his cabinet would only be allowed to keep their positions if they continue to perform as expected with periodic reviews.

    He warned that ministers who do not deliver on their assignments and set targets would be sent packing from the cabinet.

    At the State House Conference Centre in Abuja, Tinubu made the statement while opening the 2023 Cabinet Retreat for Ministers, presidential aides, Permanent Secretaries, and top government Functionaries.

    Tinubu declares war on sharp practices in mining sector

    The days of cutting corners in the solid minerals sector are over, President Bola Ahmed Tinubu warned yesterday.

    He asked companies and public servants involved in the act to stop or face the wrath of the law.

    The President, represented by Secretary to the Federal Government Dr. George Akume, spoke at the second edition of the Africa Natural Resources and Energy Investment Summit (AFNIS) in Abuja.

    He stressed that while the government welcomes genuine investors who share its vision, it would punish economic saboteurs hindering the ease of doing business and efforts to enable the sector to support economic transformation.

    Speaking on the conference theme: “Towards a just transition,” President Tinubu said the country’s natural resources must be mobilised for development.

    He said Mr Oladele Alake was appointed Minister of Solid Minerals to sanitise the sector, adding that the Federal Executive Council (FEC) adopted his seven-point agenda to turn the industry around.

    The President urged the governors to forge a common front with the Federal Government to increase mining’s contribution to the economy.

    According to a statement by Alake’s Special Assistant on Media, Segun Tomori, the President advised them against interfering in the legitimate businesses of licensed operators.

    Alake thanked the President for the robust support of the ministry, adding it would execute its mandate efficiently.

    He noted the relevance of the event to the administration’s resolve to diversify the energy sources, promote renewable energy and implement energy efficiency measures.

    “At the heart of this summit, we find the idea of a ‘just transition.’ This concept calls for us to ensure that as we shift towards more sustainable practices in natural resource development and energy production, no one is left behind.

    “The just transition is about recognising the needs of our workforce, communities, and economies that have long depended on traditional energy sources to establish and consolidate the forces of fostering inclusivity, providing alternatives, and equitably distributing the benefits of this transformation.

    “The just transition demands that we address the social and economic challenges that may arise from shifting away from traditional energy sources.

    “We must invest in workforce re-training, creating alternative employment opportunities, and supporting impacted communities.

    “Africa must adopt policies that provide a safety net for those who might be negatively affected by this transition,” Alake said.

    Noting the development of a policy framework for effective and efficient management of identified transition minerals, the Minister stressed that the Federal Government recognises the global shift towards sustainable and environmentally-friendly technologies, hence its commitment to responsible management of critical minerals towards cleaner energy systems, reduction of carbon emissions and global fight against climate change.

    Dignitaries at the event included Minister of Steel Development Prince Shuaib Audu, Minister of Environment Balarabe Abbas Lawal, Permanent Secretary, Ministry of Solid Minerals, Mary Ogbe; Chairman of Mosra Energy, Olukayode Ramos, among others.

    President Bola Tinubu yesterday urged the Senate to screen and confirm 10 nominees for appointment as Resident Electoral Commissioners (RECs) of the Independent National Electoral Commission.

    Tinubu’s request was contained in a letter read by Senate President Godswill Akpabio at plenary.

    The RECs nominees are – Etekamba Umoren (Akwa Ibom); Isah Shaka Ehimeakne (Edo); Oluwatoyin Babalola (Ekiti); Abubakar Ahmed Ma’aji (Gombe); Shehu Wahab (Kwara) and Prof. Mohammed Yelwa (Niger).

    Tinubu sets up committee to consider gaps in police legal framework

    President Bola Tinubu, on Tuesday, October 31, set up a special committee that will take a look at and work on all the gaps in the nation’s legal statutes, right from 1999 till today.

    Bauchi state governor, Bala Mohammed, disclosed this to journalists at the state House, Abuja, after the confirmation of the Inspector-General of Police (IGP) Kayode Egbetokun by the National Police Council.

    According to Mohammed, who lauded the choice of Egbetokun as IGP, the council’s meeting and the confirmation process led to extended deliberations concerning the Nigeria Police Force.

    Bala stated that the committee consists of the Minister of Police Affairs, Ibrahim Geidam, the National Security Adviser (NSA), Mallam Nuhu Ribadu, the Chairman of the Police Service Commission, Solomon Arase, and the Chairman of the Nigerian Governor’s Forum, AbdulRahman AbdulRazaq, all collaborating on a shared reform agenda to ensure the comprehensive overhaul of the Nigeria Police.

    He said: “The confirmation of the IGP prompted further discussion on the Nigeria Police Force and the President has formed a special Committee to look at all the gaps in Nigeria’s 1999 constitution with a view to bring harmony and synergy, closing technology and manpower to the Nigerian Police force.

    “The committee comprise of the Minister of Police Affairs, NSA, Chairman of PSC and the Chairman of the NGF to work on common on reform agenda with a view to make sure that the Nigeria Police is reformed.”

    Also speaking on the confirmation of the IGP, the governor of Ogun state, Dapo Abiodun mentioned that IGP Egbetoken remarked on professionalism in the Nigerian Police Force, Community Policing and adequate funding for the Nigerian Police Force.

    Abiodun disclosed that the National Police Council observed that no meaningful reforms have taken place in the Nigerian Police force since its creation in 1861.

    The governor added that the newly set up committee will come up with ideas that would lead to reforms that will characterize the new Nigerian Police Force.

    He added: “The newly confirmed IGP is adequately prepared, his CV is extremely rich, very experienced intellectually and practically. He also addressed us as a Council on the state of policing in Nigeria, amongst other things that he highlighted he spoke about the need for technology driven policing.

    “The need for community-based policing, the need to ensure that required budgetary provision is provided for community-based policing which has been proven to be very effective”, he said.

    Abiodun further revealed that the newly confirmed IGP also addressed the Council on major Police requirements, which involved technology-driven policing.

    “The IGP also remarked on professionalism g the police canvassing that each police man will have endowed certain qualities and they should be encouraged to follow those qualities so that they can be encouraged to follow such qualities so that they will be professional.

    “The issue of funding also came up and this committee of 4-5 will look at these issues that border on reforms. We observed that there have been no meaningful reforms since the establishment of the Nigerian Police Force.

    “So we believe that with the newly set up committee they will come up with ideas that would lead to reforms that will characterize the new Nigerian Police Force.”

    In attendant at the briefing were the Ministers of Police Affairs, Ibrahim Geidam and Iman Sulieman-Ibrahim, Governor of Nasarawa State, Abdullahi Sule, Governor of Ogun State, Dapo Abiodun and the Bauchi State Governor and the Chairman of the Police Service Commission, Solomon Arase.

    Tinubu submit N2.176 trillion supplementary budget, MEET/FSP to NASS

    President Bola Tinubu on Tuesday, October 31, submitted a supplementary appropriation bill of N2.176 trillion to the National Assembly to boost critical infrastructure and caution thr suffering of the Nigerian people through enhanced palliatives.

    The supplementary budget which was read for the first time on Tuesday has already passed second reading in both the Senate and the House of Representatives.

    The president also submitted the 2024-2027 Medium Term Expenditure Framework and Fiscal Strategy Paper (MEET/FSP) to the parliament in preparation for the 2024 budget presentation.

    Speaker of the House of Representatives, Hon. Abbas Tajudeen read the two letters from the president at plenary on Tuesday, while Senate president, Godswill Akpabio read the letters at the Senate plenary.

    The Nation report that the 2023 supplementary budget of N2.1 trillion was considered and approved by the Federal Executive Council (FEC) at its meeting on Monday.

    The letter for supplementary appropriation reads: “You will recall that the National Assembly recently passed, and I signed, a Supplementary Appropriation Act 2023 for a total of NGN819,500,000,000.00 (Eight Hundred and Nineteen Billion Five Hundred Million Naira) which, among other things, made provision for a recent critical economic policy decisions of the Federal Government.

    “It has, however, become necessary to make further provision for additional palliative measures, including the Wage Award for public servants and the enhanced Cash Transfer Program which is intended to benefit the most vulnerable members of our society.

    “In addition, critical defence expenditures are also urgently required to provide for peace and the security of lives and property without which the government’s economic growth agenda cannot be achieved.

    “Similarly, critical investments are also required to construct much needed infrastructure, particularly roads, which projects must be commenced within the (dry season) period between now and the end of the year.

    “Accordingly, another Supplementary Appropriation Bill for 2023 to cater for the expenditures identified above, totalling NGN2,176,791,256,033.00 (Two Trillion One Hundred and Seventy Six BillionSeven Hundred and Ninety One Million Two Hundred and Fifty Six Thousand and Thirty Three Naira) is hereby forwarded for the consideration of the National Assembly.

    “Whilst hoping that this request shall receive the usual expeditious consideration of the House of Representatives,please accept,Rt. Honourable Speaker, the assurances of my highest consideration”.

    In the MEET/FSP letter, the president’s said: “I am pleased to submit the 2024-2026 Medium-Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) to the National Assembly.

    “Let me use this medium to express my gratitude to the House of Representatives for its enduring commitment to the partnership between the Legislative and Executive arms of government.

    “Pursuant to provisions of the Fiscal Responsibility Act, 2007, preparations toward submission of the 2024 Budget to the National Assembly is progressing well. The MTEF and FSP were prepared against the backdrop of a political transition, as well as global issues such as the Russia and Ukraine war which continues unabated with severe implications on global food and energy prices.

    “We are also faced with challenges in domestic revenue mobilization and significantly elevated public debt. Additionally, many economies around the world have witnessed increased inflation, with particularly adverse impact on capital flows to emerging markets.

    “I hereby forward the 2024-2026 MTEF and FSP to the National Assembly, for the kind expeditious consideration and approval of the House of Representatives in order to bring the 2024 FGN Budget preparation process to timely closure”.

    Both Senate committees on Appropriation and Finance as well as their counterparts in the House are expected to consider the two letters from the President.

    The MTEF document usually set the template for the annual budget presentation as it contains parameters on which the annual estimates are prepared.

    The 2023 supplementary appropriation bill sent to the National Assembly on Tuesday, October 31, has passed a second reading in the House of Representatives.

    The bill is to authorise the issuance from the Consolidated Revenue Fund of the Federation the total sum of N2,176,791,286,033 (two trillion, one hundred and seventy-six billion, seven hundred and ninety-one million, two hundred and eighty-six thousand, thirty-three naira) only.

    Out of the money, N18,0000,000,000 (eighteen billion naira) is for Statutory Transfers, N992,802,015,985 (nine hundred and ninety-two billion, eight hundred and two million, fifteen thousand, nine hundred and eighty-five naira) for Recurrent (non-debt) expenditure while the sum of N1,165,989,270,049} (one trillion, one hundred and sixty-five billion, nine hundred and eighty-nine million, two hundred and seventy thousand, forty-nine naira) is for contribution to the Development Fund for Capital Expenditure for the year ending on 31 December 2023.

    Also, N210bn is for wage awards for civil servants, N400bn For Cash transfers to vulnerable households, N200bn For Seed And Agricultural Inputs And equipment, and N100bn for Projects In the FCTA.

    It also includes N604bn for National Security and Defence, N300bn for the maintenance of bridges across Nigeria, N8bn for the Ministry of Marine And Blue Economy and other new Ministries and N18bn for the conduct of off-cycle governorship elections In Kogi, Bayelsa, and Imo.

    The Ministry of Defence gets the highest allocation of N476. 543 billion, followed by the Ministry of Works with N300 billion, the Ministry of Agriculture and Food Security allocated N200 billion, the Ministry of Housing hot N100 billion, FCTA hot N100 billion, Police Formations and Command hot N50 billion.

    However, the Service Wide Votes were allocated N615 billion, the state House got N28 billion, while capital supplementation got N210 billion.

    Lawmakers took turns to commend the president for presenting the supplementary budget in consideration of the yearning of the Nigerian people.

    President Bola Tinubu has assured genuine businesses intending to invest in Nigeria that his government was determined to create the conducive atmosphere for genuine businesses to thrive.

    Tinubu, who was represented by the Secretary to the Government of the Federation, Sen. George Akume, said this on Tuesday in Abuja, at the opening ceremony of the 2nd edition of the Africa Natural Resources and Energy Summit (AFNIS).

    He warmed that the government would no longer tolerate criminal adventures and their criminal collaborators.

    According to him, the government will do everything possible to lower the risks of investment by overcoming the temptation to interfere in the legitimate business operation of duly licenced miners.

    “Dear investors, we are determined to create the conducive conditions for genuine businessmen.

    “We welcome you and shall do everything possible to assist law-abiding businesses to operate in our country.

    “However, we shall no longer tolerate criminal adventures and their local collaborators who exploit our socio-economic – environment to sabotage our nation, in the guise of bringing business.

    “Those caught will face the full wrath of our laws, ‘” he said.

    The president said that the said that the AFNIS event was also an opportunity to discuss new ideas and display new technologies.

    ” Our country does not Intend to “re-invent the wheel”.

    “We hope to leverage on the advancement of technology so that our solid minerals can catch up with the world,” he said.

    He called on geologists, , and all other professionals in the field, to put on their thinking caps, and establish Nigeria as an intellectual, professional and industrial hub in solid mineral exploitation, manufacture and export in Africa.

    Also speaking, the Minister of Solid Minerals Development, Mr Dele Alake said that Nigeria has witnessed the transformative potential of the solid minerals sector.

    Alake expressed government’s renewed commitment to effectively harness the resources for the benefit of all Nigerians.

    “In Nigeria, we have witnessed the transformative potential of our solid minerals sector and the vast opportunities that lie within it.

    “We are committed to harnessing these resources effectively, efficiently and sustainably to drive economic growth and create prosperity for our citizens.

    ” Our efforts in this direction have already yielded positive results, with increased exploration, investment, and responsible mining practices taking center stage,” Alake said.

    President Bola Tinubu has assured investors of a change in the status quo in the country because Nigeria now has a new Sheriff in town.

    He said the difficulties in the ease of doing business in the Mining sector are being tackled by his administration and the status quo shall no longer be the same.

    Tinubu declared that those responsible for the state of affairs in the country are advised to change or they will be changed.

    He said the penalties for these acts of economic sabotage are in the laws and would be applied to the last letter.

    The president said this on Tuesday, October 31, in Abuja at the second edition of The African Natural Resources and Energy Investment Summit (AFNIS). Theme: “Towards a Just Transition”, where he added that the challenges of the sector are enough to overwhelm investors.

    The president who was represented at the occasion by the Secretary to the Government of the Federation (SGF), George Akume, said the indiscriminate and illegal mining of richly endowed regions cheat our country of vast revenue; the threat of bandits oppressing villagers and exploiting the mines to raise money for insurgency is a national emergency; the lack of comprehensive and certified data to guide investment financing starves the sector of critical funds.

    He also said the allegations of sharp practices in the licencing process undermine our commitment to transparency, as these challenges and more are well known to this administration.

    His words: “Our administration shall wake up the sleeping giant that the solid minerals sector is today, to play its strategic role in the economy, by providing jobs for our people, improving the revenue accruable to the government, and establishing an industrial sector that is the envy of the world.

    “Nigerians did it with the petroleum sector against the odds, petroleum became our largest source of revenue. We shall do it again with the solid minerals sector, wiser, and better because we have learned useful lessons.

    “The challenges of the sector are enough to overwhelm investors. the indiscriminate and illegal mining of richly endowed regions cheat our country of vast revenue; the threat of bandits oppressing villagers and exploiting the mines to raise money for the insurgency is a national emergency; the lack of comprehensive and certified data to guide investment financing starves the sector of critical funds; the allegations of sharp practices in the licencing process undermines our commitment to transparency. These challenges and more are well known to this administration.

    “Our policies for charting the new direction includes a new national solid minerals company, investment in big data, the formalization of artisanal miners into co-operatives, the improvement in security architecture, effective co-ordination of inter-ministerial and inter-governmental relations to resolve operational challenges and greater transparency in the licencing process. These are the deliverables the ministry has been mandated to achieve. We shall do everything to support the ministry to realise our objectives.

    “Nigeria, as a nation blessed with an abundance of critical minerals, stands poised to play a pivotal role in propagating the ideals of this transition. These minerals are indispensable for green technologies such as electric vehicle batteries, renewable energy systems, and energy-efficient as well as Info-Tech applications. In leveraging these resources, we aim not only to drive economic growth but also to contribute significantly to global efforts to combat climate change.”
