    Imo/Bayelsa/Kogi polls: Tinubu appeals for free, fair process

    President Bola Tinubu on Thursday, November 2, urged the All Progressives Congress (APC) to ensure a smooth conduct of the off-season governorship elections in their respective states.

    President Tinubu, who gave the charge while handing out the APC’s flags to the candidates of the party in Imo, Bayelsa, and Kogi states, also said he is confident the party would do well in the November 11 elections.

    Those handed the flags are Governor Hope Uzodinma of Imo, who is running for a second term; Chief Timipre Sylva for Bayelsa and Alhaji Usman Ododo for Kogi State.

    Addressing the candidates before handing out the flags, the president said: ”I want to thank the Governor of Kogi State, Yahya Bello, who is working hard to ensure the handover to our elected candidate, Usman Ododo.

    “We are happy to have Hope Uzodinma, the great hope of our party and the chairman of the Progressives Governors Forum. Thank you for the good job you are doing. Timipre Sylva congratulations on what you have achieved as a former governor and former minister.

    ”We are all facing the crusade for democracy, particularly in this time of elections. It is our hope and we have Hope Uzodinma as a candidate, that we will always come out victorious.

    ”I want to thank the active national leadership of our NWC and our hardworking Chairman. He is doing a good job and I thank him very much. Making an extra comment just before handing the flags out to each candidate, President Tinubu said ”all I am pleading is for free and fair elections. I believe we will do well.”

    The event, which was held inside the Banquet Hall of the State House, had the National Chairman of the APC, Abdullahi Ganduje, other members of the party’s National Working Committee (NWC), and some guests of the candidates.

    The APC national chairman commended the President for endorsing the candidates and for taking time out of his busy schedule to present the flags to them.

    He said: “In order to fulfill all the arrangements and the regulations, INEC has already provided a timetable and the election is holding on 11th November 2023. Therefore, APC as a ruling party, has produced its gubernatorial candidates.

    “We visited the three states and inaugurated the campaign councils. Today, Mr President has given his endorsements and also provided the flags to the three gubernatorial candidates.”

    The House of Representatives on Thursday passed the supplementary budget of N2.176 trillion presented to it by President Bola Tinubu on Tuesday, October 31.

    A report of the committee on appropriations was, presented to the House at plenary on Thursday, November 2, by its chairman, Hon. Abubakar Kabir Abubakar (APC, Kano) after the budget defence with agencies affected by the budget on Wednesday.

    Temitope Ajayi, the senior special assistant to President Bola Tinubu on media and publicity, has debunked rumour that the president asked for a presidential yacht.

    Details of the N2.1 trillion supplementary budget Tinubu submitted to the National Assembly have sparked reactions from Nigerians on social media with some calling into question some of the provisions in the budget.

    According to the details of the budget, N5.09 billion was allocated for a ‘presidential’ yacht, N2.9 billion for sport utility vehicles for the Presidential Villa, and another N2.9 billion for the replacement of operational vehicles for the presidency.

    The yacht was listed under the Nigerian Navy’s proposed capital expenditure of N42.3 billion.

    Reacting to the criticisms that have followed the release of the budget details, Ajayi revealed that the president doesn’t need a yacht to perform the functions of his office.

    He wrote: “It has become a pattern for some individuals, CSOs and a section of the media to pick one or two line items every budget cycle for sensational headlines, deliberately ignoring context in their reporting.

    “The public that should benefit from good journalism, which should primarily educate and adequately inform, is left confused and miseducated due to the mischaracterisation of issues and misrepresentation of facts.

    “The trending issues on social media since yesterday are two items in the 2023 supplementary budget. One is the provision for a presidential yacht in the supplementary budget by the Navy and the other is over N6 billion for vehicles to the State House.

    “It is important to state clearly that President Bola Tinubu didn’t ask for a presidential yacht and I doubt he needs one to perform the functions of his office. From what I know, the request for a yacht, however named or couched in the budget is from the Navy and they must have operational reasons for why it is required.

    “The budget office should be in a position to also explain to the public why such expenditure should be accommodated now, considering the country’s economic situation. I must readily admit that the one reason our budgeting system has been a subject of public attack is the very simplistic way some of the line items are described by civil servants, who prepare the budget. Examples abound. Sometimes in 2016, an Enterprise Resource Planning (ERP) project of the Ministry of Solid Minerals worth over N300m was captured in that year’s budget as a “website”. Naturally, it generated a massive controversy as people, rightly, asked to know the type of website that would be built with N300million.

    “It is important to say that journalism should enrich public enlightenment and not create an atmosphere of siege. It is poor reporting to always reduce State House budgetary provisions to the President and Vice President. When the State House makes provision for vehicles, it is reported that the President will use all the vehicles or eat all the food when a provision is made for food and catering services. We have had such inaccurate reporting in the past.

    “A President and Vice President cannot, for any reason, spend N20 million naira to eat in a year if it is about the food they will eat as first and second families.  How much food can a person really eat?  Yet, we will read headlines that Tinubu, Buhari, Jonathan or whoever the President is wants to spend N5billion on food and catering in a year when in actual fact such budgetary provisions are made to accommodate many state events, meetings, hosting of VIPs, foreign dignitaries, and even visits by other Heads of State, and bilateral and multilateral meetings that the State House will deal with in a given year.

    He further stated: “It is worth stating that in August this year, President Tinubu as the Chairman of the Authority of Heads of State and Governments of ECOWAS hosted two extraordinary summits of the regional body over the political crisis in Niger Republic. The two summits required catering services for the ECOWAS leaders and their delegations. Just this past Sunday, German Chancellor Olaf Scholz was on a State Visit to Nigeria with a delegation of top businessmen and women from Germany. The President hosted the visiting Chancellor and his delegation to a state banquet. The State House budget for food and catering services is spent on such events. It is not spent essentially to feed the President and Vice President.

    “On matters of vehicles, the N6 billion budget provision is not to buy vehicles for the President and Vice President alone. President Tinubu and Vice President Shettima are not using any new vehicles in their fleet. They are using inherited vehicles. There are hundreds of civil servants and political aides working at the State House who need operational vehicles. I am a senior aide of the President. I am using my personal car and at my own expense since I resumed work more than five months ago. Like me, virtually all the appointees of the President are using personal vehicles at their own expense for official duties. Most of the vehicles in the pool for various departments are run down. Even members of the State House Press Corps do not have functional buses to ease their movement. I know for a fact that a request for a new bus for the State House Press Corps is captured in the supplementary budget for vehicles.

    “It is necessary to add that none of the political appointees has drawn any benefit and perks from the public treasury. I must add that in 5 months, we have not even received a kobo as salary because of procedural issues involved in capturing new appointees on the payroll via IPPIS.

    “The presidency is a huge Bureaucracy with hundreds of staff. Any budget head for the State House is to run the system, not for the epicurean fantasy of a sitting President and Vice President. In this pageview-centric and social media age, it is easy to provoke public rage. It is also tempting for bloggers and quack journalists to take the easy road of sensationalism to attract traffic to their blogs and news websites. But good journalism, I believe, should be about substance and nuanced reporting.”

    The immediate past Senior Special Assistant on Youth Matters to the Speaker of the House of Representatives, Ibrahim Alli-Balogun, has described the vote of confidence passed on the Chief of Staff to the President, Femi Gbajabiamilla, is “a blessing to Nigerian youths.”

    He said  Gbajabiamila is the face of  youths in the country’s leadership.

    Alli-Balogun said this while speaking with reporters in Abuja  on Wednesday.

    He said: “The Chief of Staff has shown that he loves the youth of this country.

    “Don’t forget that as Majority Leader, Gbajabiamilla supported the ‘Not Too Young To Run Bill’ when it was passed.

    “As Speaker House of Representatives,  the bill for the Students’ Loan Act was passed and He single-handedly sponsored the bill for An Act to Amend the Constitution for the inclusion of young persons and persons with disabilities in appointments, and others that directly impact youth development.

    “As Chief of Staff, he has championed the course of the youths, and looking at the cabinet of His Excellency,  Asiwaju Bola Tinubu, the large number of youths in the administration says a lot about his love for them.”

    While condemning those who sponsored unfounded allegations against the Chief of Staff, Alli-Balogun emphasized that security agencies should go after the purveyors of fake news.

    “I understand that there is a bill against fake news. I urge relevant security agencies to take it seriously and go after those that are sitting in their rooms to write damaging news on key stakeholders in the polity,” he said.

    Alli-Balogun, who has worked with the Chief of Staff for several years, insisted that Gbajabiamila is a man of integrity.

    “My boss, the Chief of Staff, is a man with proven integrity. I can vouch for him anywhere. Those who are spreading the rumor don’t know who Gbajabiamila is.   He will never do anything to tarnish his name and integrity.”

    Alli-Balogun urged Nigerian youths to believe in the government of President Bola Tinubu, saying the country will witness rapid development under him.

    Pensioners beg Tinubu for intervention over 36 months areas

    Pensioners of the defunct NITEL/MTEL have urged President Bola Ahmed Tinubu to intervene over the non-payment of their 36 months pension arrears.

    Spokesman of the group, Mr. Kunle Ojo, in a statement said, while the pensioners are grateful to President Tinubu for his continuous effort to pay the monthly pension yet the outstanding emoluments was yet to be paid.

    According to Ojo, after their appeal last year October, President Muhammadu Buhari ordered their outstanding pension to be paid but that nothing has been done over the issue since then.

    “We thank Mr President for his kind gesture. It shows his deep love for the pioneer builders of the Nigerian project. Yet we are sad to let you know that only a meagre fraction of what we are owed was released.

    “As it stands, we are still being owed 36 months, which the Pension Transitional Arrangement Directorate (PTAD) at the behest of the Ministry of Finance, promised to clear early this year. The challenges are getting tougher by the day more especially that the year is coming to an end.

    “However, up until now, we are yet to receive any joyful news on this very significant balance of 36 months owed us. In the light of this, seeing and having felt the empathetic strength of your government with a listening ear, we appeal once again that you come to our aid using your exalted office to intervene in this settlement of our remaining 36 months arrears as we all are in dire need.

    “As we write, many have died and many decrepit, resulting from the tough challenges that have remained unattended as a result of this deprivation of our arrears,” Ojo said.

    The Senate on Wednesday, November 1, confirmed seven nominees for appointment as Resident Electoral Commissioners (RECs) for the Independent National Electoral Commission (INEC).

    The Red Chamber also confirmed the nomination of Shaakaa Chira for appointment as the Auditor General of the Federation (AuGF).

    President Bola Tinubu had on Tuesday, October 31, transmitted the names of the REC nominees and that of Chira to the Senate for confirmation.

    Those confirmed as RECs-designate are: Etekarnba Umoren (Akwa Ibom), Isah Shaka Ehimeakne (Edo), Mrs Oluwatoyin Babalola (Ekiti), Abubakar Ahmed Ma’aji (Gombe), Shehu Wahab (Kwara), Prof. Mohammed Yelwa (Niger) and Aminu Kasimu Idris (Nasarawa).

    However, REC nominees from Rivers State, Anugbum Onuoha, Zamfara State, Isma’ila Kaura Moyi, and Lagos State, Bunmi Omoseyindemi, did not appear for screening.

    All the nominees were asked to take a bow and go after their introductory remarks by the Senate.

    Tinubu seeks Senate’s nod for $7bn, €100m external loan

    President Bola Tinubu on Wednesday urged the National Assembly to approve a request to borrow $7.8 billion and €100 million as part of the 2022-2024 borrowing plan of the federal government.

    President Tinubu’s request was contained in a letter read by Senate President Godswill Akpabio at the plenary on Wednesday, November 1.

    In the letter, the president said the Federal Executive Council under ex-president Muhammad Buhari had approved the loan facility on May 15, 2023, to finance infrastructure, health, education, agriculture, insecurity, and other sectors.

    The president further noted that the African Development Bank (AfDB) and the World Bank Group (WBG) have indicated interest in assisting the country in mitigating the economic shocks and recent reforms with a sum of $1 billion and $2 billion respectively.

    He said: “The Senate is invited to note that following the removal of fuel subsidy and its impact on the economy in the country, the African Development Bank (AFDB) and the World Bank Group (WBG) have indicated interest in assisting the country in mitigating the economic shocks and recent reforms with a sum of $1 billion and $2 billion respectively in addition to the Federal Executive Council approved 2022-2024 external borrowing plan.

    “Consequently, the required approval is in the sum of $7,864,508,559 and in terms of euro, €100 million euros.”

    In the letter, President Tinubu said the foreign loan has become necessary in order to bridge the financial gap and return the economic activities of the country to normalcy.

    He explained that if the loan request is granted, the funds would be used to develop infrastructure, agriculture, health, education, water supply, security and employment as well as financial management reforms.

    He said: “The project cuts across all sectors with specific emphasis on infrastructure, agriculture, health, education, water supply, security and employment as well as financial management reforms, among others.

    “The total facility of the projects and programmes under the borrowing plan is $7,864,508,559 dollars and then in Euro, 100 million euros respectively.”

    The president explained further that the projects to be funded with the borrowed fund were selected based on economic evaluation and socio-economic development of the country.

    He noted that all the projects will be implemented across the 36 states including the Federal Capital Territory.

    Tinubu said: “I would like to underscore the fact that the projects and programmes borrowing plans were selected based on positive technical economic evaluations as well as the expected contribution to the social economic development of the country, including employment generation, skills acquisitions, supporting the emergence of more entrepreneurs, poverty reduction and food security to improve the livelihood of an average Nigerian.

    “The projects and programmes will be implemented in all the 36 states of the federation and the federal capital territory.

    “In view of the present economic realities facing the country, it has become imperative that we resort to using external borrowing to bridge the financing gap which will be applied to key infrastructure projects including power, railway, and health among others

    “Given the nature of these facilities and the need to consolidate the country to normalcy, it has become exigent to request the Senate’s consideration and approval of the 2022-2024 external borrowing plans to enable the government to deliver its responsibilities to Nigerians through expeditious disbursement and efficient project implementation.”

    President Bola Tinubu on Wednesday in Abuja urged members of his cabinet to work assiduously towards achieving the mandate of their ministries or be ready to leave the government.

    Tinubu stated this in his address at 2023 Cabinet Retreat for Ministers, Presidential Aides, Permanent Secretaries and Top government functionaries.

    The News Agency of Nigeria (NAN) reports that the theme of the three-day retreat is, ” Delivering on the Renewed Hope Agenda.”

    The president reminded the ministers of their responsibility to served the people who entrusted their mandate on him.

    Tinubu reiterated the commitment of his administration to take 50 million Nigerians out of poverty, saying “poverty is not a shameful thing, it is only unacceptable.”

    ” And we have to banished it because it is unacceptable,” the president said.

    He also enjoined the ministers to focus on their ministries progress and come up with bold endeavours, stressing that his administration was determined to turn the nation’s population into an asset.

    ” That is why we established Results Delivery Units. At the end of this retreat you are going to sign a Bond of Understanding between the ministers, the Permanent Secretaries and myself.

    ” If you are performing there is nothing to fear. If you missed the objective, we review, if no performance you leave us. No one is an inland and the bunk stops on my desk.

    ” I assure you will have a free hand. you must be intellectually inquisitive to ask how? Why? When? and why it must be immediate.

    ” I have taken a young lady, very dynamic Hadiza Usman to Head that delivery units. If you have any complain about her see me. If you are ready to work with her stay there. Delivery yes! We must achieve it for the sake of the millions of the people.”

    He said that the country was blessed with great talents around the world, adding that Nigeria was the biggest intellectually sound country in Africa.

    ” Yes we have challenges in Sahel, we have challenges of climate change. South and North of Nigeria is battered, we’ve all seen such.

    ” You have desert encroachment in the north but we are still blessed with arable lands. We can do it, we can built our country.

    ” It is not about the theoreticians, it is about practical determinations and focus evaluation. Yes it is our country, we have no other one.

    ” Let be proud that we are Nigerians, that we can do it, you can show leadership. We can fight to make democracy a lasting reference for the rest of Africa.”

    The President, who enjoined ministers and other government officials not to be afraid in taken decisions, however, warned them against being antagonistic to their supervisor.

    ” If they are wrong debate it. I stand before you and I have clear several occasions and I will be saying today again as the President I can make mistakes.

    ” Point it to me I will resolve that conflict, that error, perfection is only that of Almighty God, but you are there to help me succeed. Success I must achieve by all means necessary.

    ” We have great minds, great intellects and all that we need. When we were discussing this retreat. I said other than members of diplomatic corps to give us goodwill and inspiration.

    ” Don’t invite any foreigner to give me lecture about governance. I have been through it and I believe in Nigeria.

    ” It started from the day I was sworn in that bold endeavor is only achieve through courage, determination and focus leadership.”

    Tinubu said that the country was going through a reform painfully, saying ” and we still have other challenges.

    ” Don’t be a clog in the will of Nigeria progress. Let us look forward. Let us be determined that corruption will go, progress will be achieve.

    ” Better living wages for our workers. We will transform the economy to work for millions of our citizens. We must take 50 million people out of poverty.

    ” We must built healthcare that work for all. Look around don’t be wicked. Look at the standard of education. Look at the classrooms, look at the roads.

    ” We can only spent the money. We will find it, we cannot spent the people. No crime in borrowing,” Tinubu said.

    The President also  urged the Civil Servants to cooperate with the ministers to form a formidable team for the good of the country.

    “As I’ve stated before, no one succeeds alone. You the civil service, you must not see a minister as he or she will come and go and you will be there.

    “You must make a positive team for the good of this country. Yes! I admit and accept the asset and liability of my predecessor, is part of the definition in my professional background.

    “But you are in this ship you will make good of it but not wreck it. You are a member of a great family don’t see that minister as opportunistic.

    “See, he or she as a partner that we must take the ship forward. Navigating through turbulence and clear weather,” the President said.

    President Bola Tinubu, on Wednesday, November 1, said he would not spare any resource in his bid to successfully redeem Nigeria from its current state.

    President Tinubu, who made the declaration at the opening ceremony of his administration’s first Cabinet Retreat at the new Conference Centre of the Presidential Villa, Abuja, also reminded all participants at the event that everything needed to lift the country is at the government’s disposal.

    The 2023 Cabinet Retreat, themed ‘Delivering on the Renewed Hope Agenda, is organised for ministers, presidential aides, permanent secretaries, and other top government functions.

    He said: “It’s our country, we have no other one, let’s be proud that we’re Nigerians and we can do it, you can show leadership. We can fight to make democracy a lasting reference for the rest of Africa.

    “Don’t be afraid to take decisions, but don’t be antagonistic of your supervisor. If they are wrong, debate it. I stand before you and I have claimed several occasions and I’m saying today again, as the President I can make mistakes, point it to me, and I will resolve that conflict, that error. Perfection is only that of God Almighty.

    “But you are there to help me succeed. Success, I must achieve, by all means necessary. We have great minds, great intellects, and all that we need.”

    The president, who spoke for almost 20 minutes at the ceremony also said he would not complain about the heavy task of piloting the country through economic and social recovery, stating that he had accepted to inherit all the assets and liabilities of his predecessors.

    He added: “I accept the assets and liabilities of my predecessor, it is part of my professional background. You are in this ship, don’t wreck it. See the minister as part of a team that will navigate and take it out of troubled waters.

    “Healthcare is a priority, education is a must. No other weapon against poverty than education. You have the opportunity to change things.

    “One of the key complains of the German chancellor and his delegation was… those obstacles are gone, never to come back again, we are open for business. This is why we have set up results.”

    He also told the gathering that there would be periodic assessments of government functionaries and those who fail to measure up to the target of delivering the Renewed Hope Agenda of the administration would be shown that doors.

    The president noted: “You will sign a bond of (performance) with me, if you are performing, nothing to fear, if you miss the objective we review, if you don’t perform, you leave us.

    He further tasked the functionaries, saying, “We must take 50 million out of poverty. Look around, don’t be wicked. We can only spend the money, we cannot spend the people.”

    All participants at the three-day retreat will, among other things, sign the Ministerial Performance Bond, which will periodically be reviewed.
