Why we prioritise tertiary education, by President Tinubu

President Bola Tinubu has reiterated his commitment to prioritising tertiary education, aiming to produce graduates of exceptional academic quality who can compete on a global scale.

He emphasized the importance of ensuring high academic quality among graduates and the need for conducive learning environments.

The president spoke during the commissioning of projects at Abubakar Tafawa Balewa University (ATBU) and Tatari Ali Polytechnic (ATAP) in Bauchi at the weekend.

Nation reports that the president commissioned 6 projects worth over N873.666m in Abubakar Tafawa Balewa University (ATBU) and Tatari Ali Polytechnic (ATAP) all in Bauchi under 2021/2022 merged intervention programmes of Tertiary Education Trust Fund (TETFund)

Tinubu who was represented by the Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, said that education development is one of the cardinal priorities of the ruling All Progressives Congress (APC) led federal government.

He said: “We have introduced a students’ loan initiative to ease access to tertiary education for indigent students, meeting personally with the leadership of the National Association of Nigerian Students (NANS) to discuss the welfare of Nigerian students and recently, approving a waiver of the ‘No Work, No Pay’ order on the Academic Staff Union of Universities (ASUU), which would pave the way for members of the union to receive part of their withheld salaries.”

According to him, “These are part of conscious efforts being made by this administration to address students’ challenges and create industrial harmony between staff unions and Government.

“You would recall that in recognition of the role of TETFund in the development of public tertiary educational institutions in Nigeria, and in a bid to further support and strengthen the intervention activities of the Fund, the President also approved the implementation of the upward review of Education Tax (EDT) to 3 percent with effect from September 2023.”

“This, will in no small measure contribute more to the improved funding of the education sector and development of our public tertiary institutions.”

He stressed: “As we all know, education plays a critical role in the socio-economic development of nations. Therefore, the commissioning of these projects today at the university would in no small measure further enhance teaching and learning and improvement of academic standards.”

“I wish to reiterate that education forms an integral part of the President Bola Ahmed Tinubu administration’s Renewed Hope agenda, hence the Federal Government would continue to provide necessary support towards making our educational institutions globally competitive for economic and technological development of the country.”

Tinubu to establish three million self-sustaining tech talents

President Bola Ahmed Tinubu has promised to establish three million independent technology talents that will drive the nation’s economy as part of his administration’s renewed hope agenda.

Tinubu spoke at the just-concluded Innovation to Market (I2M) program where he was represented by his Special Assistant on Entrepreneurship Development in Communication, Innovation and Digital Economy, Jennifer Adighije.

I2M, an initiative of the Innovation and Technology Management Office of the University of Lagos, funded by the UKaid through the Research and Innovation System for Africa (RISA).

The grand finale of the six-week program, which was held at Arthur Research Centre, University of Lagos on Friday, November 3, was attended by the varsity’s Vice Chancellor, Prof. Folashade Ogunsola, represented by her deputy Prof Lucian Chukwu (Management Services) along with the varsity’s senior management among others guests who lauded the founders of the initiative.

50 innovators including researchers, students as well as street pathfinders, selected from across the country were trained on the nuances of their innovation in a view to helping them become fully commercialised in their various fields of endeavours.

According to the project supervisor, Abiodun Gbenga Ilori, the initiative with over 500 beneficiaries nationwide since its establishment, seeks to identify problem-solvers, effectively fine-tune their ideas, facilitate their marketability; more importantly, aid their longevity.

“Innovation to Market (I2M) incubator program is a groundbreaking venture that recognises the immense potential of groundbreaking ideas and seeks to bridge the gap between innovation and commercialisation.

“Its primary objective is to provide innovators with the necessary resources, and mentorship to transform their ideas into market-ready products and services”, she stated.

Chukwu underlined consistency as the major challenge of start-ups but expressed hope that with the training and grant, they would thrive in their sector and stay afloat for a long time.

“Over the last six weeks, this program has equipped these innovators with the know-how to run a start-up and scale up very rapidly. This is one of the major challenges we have with start-ups, consistency. Being able to move their project and scale it up to where it can get to commercialisation. And therefore, this training is very key. And we hope and believe that out of this group, we’re going to get some more Elon Musk and the rest”, said the VC (management services)

He emphasised the importance of the program to the current VC and “the future agenda of this great university.”

In her address, Adighije underpinned the president’s commitment to actualising his vision of empowering young avant-gardists to steer the rapidly-growing digital sphere as the new economy boom considering the upheavals besetting our oil and gas sector which the previous administration relied majorly on to propel the economy.

She said: “I bring you greetings from my boss, President Bola Ahmed Tinubu. My mission here is simple, it is tied to his vision. What is his vision for the young people? It is to enable three million self-sustaining tech talents that will drive our digital economy. So, invariably, the future of Nigeria is in your hands because we are depending on you to drive this economy in the future.

“Previous administrations had depended on oil to drive our economy but with the many challenges bedeviling the oil and gas industry, Mr President thought it forward and right to understand that the future of our economy boom lies in your hands as our youth. And the digital economy will drive out the new economy boom in the years to come.”

Adighije highlighted several initiatives already set up by the ruling administration to ensure the implementation of their vision for youth pathfinders.

“On the part of the government, we are there for you. Mr. President is so keen on investing in the creative sector.

“$600 million has been pledged through the office of the vice president to support creatives. As we speak, the honourable Minister of Communications, Innovation and Digital Economy, Bosun Dr Tijani has also just launched a 3MTT program called the 3 Million Technical Talents Programme, a training and empowerment program for young people, designed for your people like you to nurture your concepts to reality.

“The Honourable Minister of Trade and Investment has a similar programme as well called the National Talent Export Programme (NATEP). The honourable Minister of Science and Technology has a similar programme, the director general of the National Information Technology Development Agency (NITDA) also just launched a programme for female tech founders.”

Besides the N850,000 seed grants given to 20 out of the 50 innovators, with best ideas, the president’s aide further supported two outstanding talents that resonated the most with her with N500,000 each.

One of the double beneficiaries, Chimela Anosike, the founder of Solaris Renewable Energy told The Nation that she came from Aba in Abia State to partake in the programme.

Results and Delivery Unit proves Tinubu listening President —FNM

The Future Nigeria Movement (FNM) has hailed President Bola Ahmed Tinubu for heading its recommendation to set up what is now called Result and Delivery Unit (RDU).

The FNM Leader, Livingstone Wechie said in Port Harcourt that the establishment of such a unit and the appointment of Hadiza Bala- Usman, who is the Special Adviser to the President on Policy Coordination to head the same, was proof that Tinubu is a listening leader.

He said: “FNM made these recommendations strongly to President Bola Tinubu in various publications to establish a Monitoring and Evaluation Bureau or Unit in the Presidency and place all his appointees on actionable targets, such a Unit or Bureau through which key performance indicators of all ministerial appointees would be monitored.

“In our various recommendations, FNM impressed it hard on Mr. President to sack any appointee that fails to bring the needed value to his administration for the good of Nigeria.

“The proclamations by the President at the Ministerial retreat which perfectly captured our recommendations in these regards show that the President is open to creative and soluble ideas and is committed to service delivery which he now stands to prove further.”

Wechie said the President’s directive was geared towards ensuring a high quality performance from his appointees through the key performance indicators (KPIs) that would be reviewed quarterly, to the effect that the bond would come with a consequence management framework for underperforming appointees.

He said: “May we caution that this Result and Delivery Unit should not be handled as a decoration or a lobbyist platform but a true Monitoring and Evaluation wing of the President’s efforts because they too will be under scrutiny.

“On this, we hold Mr. President responsible and put him to task to be uncompromising with his appointees to deliver. We renew our civic commitment to join in and put the government and its appointees on their toes as well as monitor their activities accordingly to ensure the delivery of expected results and publications of assessments.”

Fubara lauds Tinubu’s intervention in Rivers crisis, apologises

Rivers Governor Siminalayi Fubara has hailed President Bola Ahmed Tinubu’s intervention in the political crisis rocking the State saying it led to quick resolution of the matter.

Fubara, in a statement he personally signed at the weekend titled Peace is priceless, described Tinubu’s role in the dispute as fatherly.

He said: “I wish to thank the President of the Federal Republic of Nigeria, His Excellency Bola Ahmed Tinubu, GCFR, for his fatherly intervention which opened a series of communication channels to facilitate the timely resolution of the festering crises. I wish to also thank our elders, who are currently intervening in the matter”.

Fubara, who described himself as a man of peace, said his roles in all the events were designed to ensure the stability and progress of the state.

Narrating the events, he said: “I consider it necessary to issue this press statement on the developments of the past few days in our dear state.

“Late on sunday night, 29th october 2023, I was inundated with reports that the hallowed chamber of the Rivers State House of Assembly has been gutted by fire. the blaze was successfully put out by the fire service, after which security agencies took control of the situation.

“My visit to the Assembly complex on monday, 30th october 2023 was to assess the level of damage and undertake remedial measures to protect lives and property within the Assembly complex. I charged the security agencies to thoroughly investigate the incident and report to me.

“Shortly after, I got reports that the state house of assembly had broken into two factions: one claiming to have impeached and suspended the house leader and three others preparatory to initiating an impeachment action against me, and the other rival faction impeaching the speaker and deputy speaker, thus sparking off some form of political crisis.

“Let me clearly state that my actions are aimed at restoring peace and stability in our state. I am a man of peace and as governor, the advancement of our state is my primary concern. Consequently, no sacrifice is too much for me to make to achieve this objective”.

The Governor said it remained the collective responsibility of the Minister of Federal Capital Territory (FCT), Chief Nyesom Wike and himself to leverage their positions to advance the progress of the State.

He said: “Furthermore, it is the collective responsibility of the immediate past Governor and Minister of the Federal Capital Territory, His Excellency,  Chief Barrister, Ezenwo Nyesom Wike,  GSSRS, Life Bencher and my humble self, to leverage on our positions and influences within and outside the state to advance the progress, security and well-being of our people.

“We must therefore not allow circumstances that could retard all efforts at achieving greatness for our people to prevail. On my part, I am  always willing and ready to embrace the path to lasting peace and tranquility with a commitment to consummating all efforts and initiatives by Mr. President and other well-meaning Nigerians, including my brother governors and the elders.”

The President stressed the need for the officials to bond together and ensure that the country recovers from “elephantiasis.”

He reminded them that none of them, including himself as the President, can make any excuses to Nigerians.

“We’ have gathered here to shape the future, no threat about it. The responsibility we bear are not just titles, they are hope and aspiration of millions of Nigerians.

“You might be ready to forget about the rest of the world, but as a Nigerian, let’s go out there, let’s bond together and make sure our country is fully recovered from elephantiasis.

“Let me remind you that you are not here to make excuses, neither am I. I’m your friend, your brother, a father and grandfather.

“You must put outside personal ambition and focus on the progress of our nation. It is through this that we can be truly proud.

“I am proud standing before you. I’m very proud of every one of you and I am proud of myself too. I went for election and won with your support, they took me to court and I won,” he said.

While extracting the commitment of the ministers and other government officials to work together as a team and achieve the goals of the administration, President Tinubu said: “We are about to close this three-day cabinet retreat. Are we proud that we are Nigerian? Are we sure that we’ve done this?

“Is the responsibility of the permanent secretary clear, in partnership with the Minister, is it clear? Are we one family?

“Since we are one family and one nation and we are in this vehicle together to change the narrative and bring about economic prosperity of our country. Are we ready?”

He further stated: “We have a responsibility to our country to make sure we change completely, the narrative about Nigeria.

“If we have problems, let’s talk to one another, let’s have conversations, gentle conversations about our country.

“It’s not about ‘just leave me alone, I’m going home’, you may not have a home.

“There’s nothing you can do successfully without good healthcare, reduction poverty. Like I said before, poverty is not a shameful thing but is not acceptable. Are we going to dig our people out of it?

“If you look at your background no matter where you are today, there’s a trace of poverty beneath. So it’s left for you and I to navigate this ship out of poverty.

“We have a lot of work ahead of us. I am confident now with the attendance, concentration, you’ve seen the quality and the character of ministers, you’ve seen it.”

    Tinubu noted that his administration has tinkered with its focus areas, saying: “Area one, reform the economy to deliver sustain inclusive growth;

“Two, strengthen national security for peace and prosperity; boost agriculture to achieve food security; unlock energy and natural resources for sustainable development; enhanced infrastructure and transportation as enablers of growth; focus on education, health and social investment as essential pillars of development; and accelerate diversification through industrialisation, digitization and creative industry, manufacturing and innovative technology,” the President said.

Giving a synthesis of the key recommendations from the technical sessions of the retreat, the Secretary to Government of the Federation, Senator George Akume, announced that the retreat had raised the approval threshold for public procurement and encouraged open bidding for transparency.

It recommended formulation of a standardized checklist detailing appointment criteria for Ministers and Heads of Agencies and also, improved alignment of the budget for the Ministries, Departments and Agencies (MDAs) to the president’s vision, strategic goals and relevant Key Performance Indicators (KPIs).

Other key recommendations are to evaluate the efficiency of previous federal government intervention programmmes and conduct of proper pre-and post-project assessments to determine the efficacy of the programmes.

Improve judicial process by allowing promoted judges to complete pending cases in their new positions.

Revive the executive-legislature conference/tripartite meetings to discuss pre-budget issues ahead of time and to define consequences and accelerate prosecution of individuals, including lawmakers, who do not complete contracts awarded to them.

On policies and priorities for the Renewed Hope Agenda, the retreat recommended reforming the economy to deliver sustained inclusive growth; reforming tariff structure to enable trade, while still supporting domestic production.

Other recommendations are: Incorporate more equity financing, rather than debt financing for fiscal operations and to ensure the annual budget is aligned with strategic priorities, among others.

Meanwhile, participants at the retreat have signed a performance bond with President Tinubu to enhance achievements in each sector of the economy.

The Minister of Agriculture and Food Security, Senator Abubakar Kyari, signed the bond symbolically, while all other ministers and top aides present at the retreat signed theirs before the end of the event.

Coordinator of the Result Delivery Unit (RDU) and Special Adviser to the President on Policy Coordination, Hadiza Bala Usman, said that the performance bond will be reviewed every six -month with ministers presenting score cards.

The retreat ended with recommendations such as the need to reform Nigeria’s economy to deliver sustained inclusive growth and intensify efforts to block revenue leakages.

Poly students urge Tinubu to assent to bill abolishing HND/B.Sc dichotomy

The National Association of Polytechnic Students (NAPS) has appealed to President Bola Tinubu to assent to the bill removing the dichotomy between Higher National Diplomas and Bachelor’s degrees to put an end to age-long discrimination against polytechnic graduates in the workplace in Nigeria.

The students have equally issued a seven-day ultimatum for the management of the National Universities Commission (NUC) to retract its comments in opposition to the one-year top-up programme proposed by the National Board for Technical Education (NBTE) for HND holders as a remedial measure.

They threatened to picket the commission on the expiration of the 7-day ultimatum if it fails to rescind its position on the issue.

The newly elected national president of NAPS, Comrade Rilwan Munirudeen, spoke in Abuja while briefing newsmen on the state of polytechnic education in Nigeria.

The management of NUC and NBTE have been at loggerheads over the proposed one-year top-up programme for conversion of HND to the first degree being organized by NBTE in affiliation with some foreign universities for holders of HND certificates.

NAPS, however, appealed to Tinubu to look into the bill passed by the Ninth National Assembly on the Act of Dichotomy and discrimination between the first degree (B.S.C) and the higher National Diploma (HND) which former President Muhammadu could not assent before the end of his tenure.

He said: “We enjoin his excellency President Ahmed Tinubu to please act effectively on the bill as the bill is seeking to legislate on the discrimination of polytechnic graduates from their university counterparts in employment and promotion in the workplace.

“We call on the National Universities Commission (NUC) to restrain their step in holding HND on the top-up programme, and we are giving them seven (7) days ultimatum to retract and failure of their actions which we shall storm the Commission on picketing.”

He called on the stakeholders in the polytechnic sectors; including the Academic Staff Union of Polytechnics (ASUP) to support the new leadership of NAPS in the efforts to advance the course of polytechnic education in Nigeria.

He used the occasion to congratulate President Tinubu on his victory in the Supreme Court of Nigeria, saying his victory sends a powerful message about the importance of perseverance and the pursuit of truth.

A former Senate President of NAPS, Comrade Lukman Salahudeen, said it was unfortunate that Nigeria places premium value on certificates over skills and competencies which are exemplified by polytechnic graduates in the workplace.

President Bola Tinubu yesterday appealed to the All Progressives Congress (APC) to ensure that the upcoming off-season governorship elections go smoothly in the three affected states.

President Tinubu gave the charge while handing out the APC’s flags to the candidates of the party in Imo, Bayelsa and Kogi states. He also said he is confident the party will do well in the elections scheduled to be held next week Saturday (November 11).

Tinubu handed the party’s flags to Governor Hope Uzodinma (Imo), who is running for a second term; Chief Timipre Sylva (Bayelsa) and Alhaji Usman Ododo (Kogi).

Addressing the candidates before handing out the flags, President Tinubu said: “I want to thank the governor of Kogi State, Yahya Bello, who is working hard to ensure the handover to our elected candidate, Usman Ododo.

“We are happy to have Hope Uzodimma, the great hope of our party and the chairman of the Progressives Governors Forum. Thank you for the good job you are doing. Timipre Sylva congratulations on what you have achieved as a former governor and former minister.

‘’We are all facing the crusade for democracy, particularly in this time of elections. It is our hope and we have Hope Uzodimma as a candidate, that we will always come out victorious.

‘’I want to thank the active national leadership of our NWC and our hardworking Chairman. He is doing a good job and I thank him very much.”

Tinubu added just before handing the flags out to each candidate: “All I am pleading is for free and fair elections. I believe we will do well.”

The event, which took place at the Banquet Hall of the State House, was graced by the APC National Chairman, Dr Abdullahi Ganduje, other members of the National Working Committee (NWC) and guests of the candidates.

The trio of Governor Hope Uzodimma (Imo), Timipre Sylva (Bayelsa) and Usman Ododo (Kogi), spoke after receiving the party’s flags as candidates from President Tinubu. Uzodimma said the allegation that he owed 40 months’ arrears of salary was false.

He said: “I think it is a very good opportunity for me to clear the air on the so-called allegations. When I came to Imo State as the governor on January 15, 2020, from 2020 January to date, there was no month we have not paid salary before the 30th.

“The situation is that before this time, I thought that the trade union is a democratic entity that allowed the opinion of people. I don’t pay federal civil servants, I only pay Imo State civil servants and I challenged any Imo State civil servant who has not been receiving salary between January 15, 2020 and today to come out.

“In this ugly incident, the National President of the Nigeria Labour Congress (NLC) who is incidentally from Imo State was not able to demarcate the difference between being a national leader of an organisation and an interested party in local politics. But God will manage the situation.”

Reminded that the workers were accusing him of reneging on the January 2021 agreement aside from the backlog of salaries and this might impact his re-election, Uzodimma said: “Well, I still repeat, there’s no worker in Imo State…recall I came in January 2020 and by March, I started paying the minimum wage of N30,000 that had been lying there, that previous leadership couldn’t pay. By December 2020 I paid the 13th month, the first time in the history of Imp State civil service and I have maintained continuously this 13th month payment as an incentive.

“I automated the payment system. Salaries are now received in an automated manner in Imo State. I brought new innovations, I reformed the civil service. No wonder in the civil service the entire Labour Congress of Imo State chapter endorsed me and I am the only candidate they are supporting in the election. The Nigerian Union of Pensioners endorsed me, from 2007 to 2020, no civil servants in Imo State received gratuity. It is only my government that has now floated bonds to pay outstanding gratuities to civil servants.

“So, I understand the sensitivity of this event but I want you people to be very careful because there’s an attempt to mix up partisan politics or an attempt to blackmail my government. But I can tell you that my people are already aware and that was why the Nigerian Labour Congress Imo State chapter, addressed a World Press Conference, that what their national leadership is saying is not correct. And that they are not coming to do any strikes or protests. In the process, they decided to resolve them to put in a caretaker.

“Of course, I am the chief security officer and I have the responsibility to intervene. I encouraged the national leadership not to devolve the management team that their tenure have not expired and that was what they did.

“I don’t interfere in Labour matters but I have convinced my workers in Imo State to believe in me and is that trust that the opposition parties are trying to fight. But I can assure you that the Imo people already have taken their decision. 11th November is by the corner…”.

  • May good times roll under President Tinubu

May good times roll under President Tinubu

    • By Solomon Odemwingie

Sir: It will be unpatriotic for any Nigerian, and even President Bola Ahmed Tinubu’s opponents not to wish him well in office now that the Supreme Court has settled for all time the legal dispute over the February 25 poll. If the president fails, the country bears the brunt. All hands must be on deck to help him, as going by his words: “good governance is not a one-man show”.

Nigeria needs urgent attention for rapid development in all facets to enhance the standard of living of the people. Things are not as they used to be when Nigeria had the shock absorber to withstand all sorts of political waywardness and profligacy. We need to bring the government closer to the people and discourage gladiators whose ostentatious lifestyles do not mirror the poverty in the land.

To say that many are poor is an understatement because some economists define poverty line as the minimum acceptable standard of living. In a sense, poverty is not the total absence of food on the table but of choice. What many people go through today is no longer poverty but starvation and squalor. Something urgent has to be done to facilitate a reversal of this intolerable status quo.

As it stands now, we do not need a saint to rule us but one who is not a stranger to the notorious lifestyle of a cabal of political parasites. A leader, who knows our people, especially those that used their privileged positions to inflict heavy injury on the state of the nation.

For the president, the task ahead is to make life better for the people and the coast is now clear for him, following the affirmation of his election by the highest court in the land. Those who had anxiously looked forward to the immediate past president, Muhammadu Buhari, know how much we were taken backwards by a combination of human and natural factors. In his tenure, he was far removed from the people whose welfare he swore to protect.

True, bridges were constructed and launched. The rails welcomed new sophisticated trains just as agricultural cultivation witnessed large scale production of local rice and other produce. While all these happened, the people still do not have food on their tables.

So far, Tinubu has handled things differently as he moves to restore confidence in government. With Tinubu now on the saddle, all eyes are on him to ensure that things work so that Nigeria can regain its seat in the comity of nations.

The president has started well. His inaugural address at the United Nations General Assembly (UNGA) in Ne

w York last month, served notice that Nigeria is back. Not only back, but also backing other African countries so that the continent can have a firm voice in global affairs.

One great advantage of executive presidency is the easy location of responsibility as the chief executive is directly answerable to the people whose mandate he enjoys. Today, Nigeria is at a crossroads. Everyone claims to be innocent while pointing fingers at others. Who do we now blame?

When Tinubu said that it was his turn to rule, many tongues wagged with all forms of interpretations from the unimaginable to the ridiculous. He now has a date history, with reality dawning on us that Nigeria needs a radical change.

Corruption and deceit are no longer in tune with the reality of the moment. If the president could remove oil subsidy in his first few minutes in office, we believe that he is also ready to take on those who have caused Nigeria a great disservice. In his words, of course, this will be a herculean task because of some fundamental inhibitions and the way we are.

Having removed fuel subsidy, Nigerians are waiting on him for the palliative measures to cushion their pains. In his Independence anniversary speech, he outlined measures to give Nigerians a good time. May the good times roll.

Oba Oloto urged politicians to prioritise the nation’s interest, underscoring that the country transcended any individual.

He appealed to the parties involved in the legal dispute to collaborate with President Tinubu in moving the nation forward.

Said he: “May Almighty God give President Tinubu good health, wisdom, knowledge and understanding to lead Nigeria successfully and productively.”
