    How Wike is tackling kidnapping, killings in FCT

    The Federal Capital Territory (FCT) has witnessed seemingly never-ending killings, kidnappings, one-chance robbery and other forms of criminality. As a result, residents have become apprehensive; even as they plead with the authorities to save their lives and properties through being committed to tackling the menace. GBENGA OMOKHUNU reports

    Apprehension has become the norm in the Federal Capital Territory (FCT). This is because of the never-ending cases of killings, kidnappings and one-chance robberies, among other crimes that are reported almost always. The situation has elicited a feeling that the FCT is no longer safe.

     Findings have shown that, at least, 12 people were killed and 139 others abducted when bandits and robbers attacked some communities in the FCT in the last six months.

    From April to September this year, statistics show that no less than 22 communities, cutting across the six area councils, were attacked with the victims’ relations parting with N126 million as ransom.

    Some of the attacked communities were Chida in Kwali Area Council, where 15 people were kidnapped in June, Chitumu in Gwagwalada Area Council, where three people were kidnapped last month, and Kwaku Village in Kuje Area Council, where seven people were kidnapped in April.

    The one-chance form of criminality involves criminals who disguise as commercial taxis or even private vehicle operators and pick innocent victims, who they convey to secluded places and dispose them of their belongings, often at gunpoint.

     This form of criminality is prevalent in Abuja.

     A victim of the one-chance robbery, Mr. Ade Ojo, a civil servant, told our correspondent that, two weeks ago he boarded an unmarked car from NICON Junction to Area 1.

     Instead of driving toward the agreed destination, the driver headed towards a secluded place around Jabi, where the hoodlums, who were wielding all kinds of dangerous weapons, robbed him and another passenger.

    Ojo said: “They first detained me and the other passenger and robbed us of our belongings. They also seized our ATM cards and tested them with the POS gadget they had, and when it was confirmed, that we had cash in the account, one of them quickly rushed to the bank while the other two detained us at gunpoint. They withdrew all the money we had in the bank before they set us free. It was a traumatic experience; I don’t know what Abuja is turning into.”

    A businessman, who spoke to our correspondent in confidence, lost his car to robbers about two weeks ago, in front of a bank in the Central Area of the FCT.

    He said it is “better imagined than experienced to lose your possession just like that.

    “In my own case, it was when I reported to the police that I got to know that in that particular area, the police have been receiving reports of car theft.

    “So, I expected that since they have been receiving reports about car theft at that particular spot, they should not be told before they beef up security around there,” he said.

    He further said that “even if they (police) are not going to beef up security, I expected that they can do discreet operations not necessarily going there with their patrol van. They also can mix with people around there in an undercover kind of operation. My view is that those who perpetrate that act hang around that place.”

    A resident, Emeka Onu, a radiographer, urged the government to take intelligence reports seriously, adding that beefing up security in Abuja would help forestall attacks.

    “I have read and heard the news of the increased killings, kidnapping and one-chance robbery. I don’t think any information on security should be ignored. It should be treated with utmost importance.”

    Amara Chukwudi, a civil servant, argued that insecurity in Abuja should not be treated mildly as it could affect the image of the country.

    Her words: “It’s disheartening that Abuja, the seat of government, is not exempted from insecurity. One would think that people from other parts of the country should run here for protection; as all sorts of security agents are here in their rank and file. But then, they’re incapacitated and lack the capability due to under-fortification in terms of equipment and technological intelligence.

     “We should be able to take precautionary measures in order to forestall impending dangers. It will cost us nothing to protect ourselves. But it would cost us more to be recalcitrant to happenings such as increased kidnappings, one-chance robberies and killings and jeopardise our lives.

    Last week, two journalists were robbed of their valuables by a one-chance syndicate and pushed out of the vehicle they boarded. It took the grace of God for them to survive.

    It was observed that following the recent development, there have been thorough checks on motorists entering the passport office of the Nigerian Immigration Service located along Dukpa Road, Gwagwalada, National Mathematical Centre, Sheda, along the Abuja-Lokoja Highway, University of Abuja Teaching Hospital, Gwagwalada.

    Military operatives were seen patrolling the Karu-Jikwoyi axis, while there were thorough checks at the army checkpoint at Giri along the Airport Road, Zuba-Kubwa Expressway and at the Abaji-Abuja-Lokoja Highway, as vehicles were completely stopped for a search.

    On the increasing level of criminality in the FCT, a private security expert, Ibrahim Ahmadu, said: “These are symptoms of a worse security situation coming,” adding that the police are “under-trained, under-equipped and under-motivated,” to tackle the spate of crime ravaging the capital city.”

    According to him, unless a country gets its police right, its security architecture can’t be right. You can see evidence of a complete collapse of intelligence gathering. The police performance is inferior; with only occasional successes here and there. Part of the problem is the over-centralised police.”

     He added that “every crime is local and yet, we insist on a central police force. State police have since become inevitable but politics hasn’t allowed us to face that reality.”

    Ahmadu averred that the troubling security situation in Abuja can be solved using creative intelligence gathering and incentives.

    “Through intelligence, it is possible to understand how the gangs operate and locate their hideouts. They are not spirit,” he added.

    The Federal Capital Territory (FCT) Police Command confirmed that there were reported cases of abduction/kidnapping within the Territory which necessitated a swift response from the police.

    The police said they have rescued and reunited some of the victims with their family members.

    Equally, the Command said it has arrested 11 kidnappers in the past month, adding that the investigation is ongoing.

    Some of the arrested kidnappers, according to a statement issued by the FCT Police Public Relations Officer, Josephine Adeh, a Superintendent of Police (SP) are assisting the police to effect the arrests of fleeing members of the gang.

    However, Adeh said the figures/numbers in the news getting the rounds are inaccurate and misleading, as it may incite panic in the public.

    She said: “The FCT Police Command is fully aware of the news getting the rounds about abducted and kidnapped people in the Federal Capital Territory communities.

    “The FCT Commissioner of Police, CP Haruna G. Garba (PSC), wishes to reiterate the Command’s unwavering commitment to safeguarding the life and property of all and ensuring residents of the FCT sleep with their eyes closed.

    “He equally advises those circulating misleading information to create the impression that there is a sense of insecurity in FCT are not helping the issue. As a Nigerian, you have an obligation to partner with the police and other security agencies to make the city safer instead of creating trepidation in the minds of the people. FCT remains the safest place in the country.

    “Members of the public are, therefore, advised to give information to the police, in doing so you may be saving life and property.

    “The CP urges members of the public to promptly report suspicious elements through the following emergency lines: 08032003913, 08061581938, 07057337653, and 08028940883 in addition to the Public Complaint Bureau (PCB).”

    Another thing that is fast gaining ground in the FCT is the disappearance of male organs in some parts of Abuja.

    About 10 of such cases had been reported.

    But the police refuted the cases of male organs disappearance.

    He said 14 complainants who claimed that their male organs disappeared were taken to the hospital where the medical doctor confirmed their organs were intact and active.

    Garba said: “The FCT Police Command has recorded over 10 cases of alleged disappearance of male organs across the Territory and the escalating incidents of mob action by irate youths. It takes the intervention of the Police Command to prevent the loss of life and property and restore law and order.

    Fourteen complainants who claimed their male organs had disappeared were taken to the hospital where the medical doctor confirmed that their male organs are intact and active. Consequently, they were charged in court for giving false information and inciting public disturbance.

    “I wish to seize this opportunity to appeal to the residents of FCT to warn their wards and children to desist from raising false alarms. In addition, they are enjoined not to resort to jungle justice or mob action as innocent lives may be lost in the process.

    “In the same manner, I wish to advise residents of the FCT to be wary of the kind of vehicles they board. It is advised that they should board painted taxis from designated motor parks. It is risky to board an unpainted taxi otherwise known as kabu-kabu as they may fall victim to these one-chance robbers.

    Worried by the sad development, the Minister of the FCT, Nyesom Wike, ordered Garba and FCT Commandant, Nigerian Security and Civil Defence Corps (NSCDC), Olusola Odumosu, at the last security meeting, to tackle the menace.

    The Senate last week summoned the Inspector–General of Police, Kayode Egbetokun, Minister of Health Ali Pate and Minister of Federal Capital Territory (FCT), Nyesom Wike over the death of Ms Greatness Olorunfemi at the Maitama District General Hospital.

    Senate President Godswill Akpabio described her death as ‘avoidable’.

    The deceased was pushed out of a moving vehicle on September 26 by one-chance robbers. She was taken to Maitama District Hospital by a Good Samaritan but was allegedly refused treatment for lack of a police report.

     Wike has also launched an investigation into Ms Olorunfemi’s death.

    The Mandate Secretary of Health Services and Environment, Dr. Adedolapo Fasawe, last week, inaugurated the nine-member panel.

     Fasawe also said the Health Services and Environment Secretariat will begin a mortality review in the FCT health facilities to reinvigorate the process. The panel has one week to conclude the findings.

    The Federal Capital Development Authority (FCTA) yesterday began dislodging shanties and illegal structures on the proposed transit way corridor in the Mabushi and Katampe Districts, following the orders of Federal Capital Territory (FCT) Minister, Nyesom Wike.

    The exercise also involved evacuation of large cashew plantation and shanties.  

    Wike, who described the place as an eyesore, said: “We will do everything possible to reduce crime. We will not allow these people to continue because this is an eyesore, so make sure you clear this immediately.

    “It is most unfortunate what we are seeing, so there is no notice as you must chase them out now, and clear the entire place.”

    Director of Development Control, FCTA, Mukhtar Galadima, said the area consists of a proposed dual mode of transportation- the bus and tramo line, transversing the all the districts. Galadima decried that a large portion of the road network had become a scavengers’ colony, between Mabushi and Katampe Districts.

    He said: “Looking at the situation now, due to the security challenge all over the country, this present use of the area is not conducive. In the masterplan of Abuja, there is provision for different hierarchy of road networks, and this part area consists of a proposed dual mode of transportation- the bus and tramo line, which transverses the city across almost all the districts. It transverses from the entire city- starting from Area 1 through Garki Hospital, Social Development Secretariat, behind Ministry of Defence down to Durumi”.

    On whether there would be compensation for economic trees, Galadima said: “This is a national issue of importance, which has to do with security, which is everybody’s business, that is why we are not considering compensation. Let’s secure the land and the people. This is why we are moving in at the right time…”

    Wike tasks security agents to expel intruders from Mabushi, Katampe road corridors

    The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has ordered a clearance operation was initiated on Tuesday, October 10, by security forces and pertinent FCT city authorities to promptly remove encroachers from the designated transitway corridor in Mabushi and Katampe Districts of Abuja.

    It was reported that individuals including scavengers referred to as ‘Baban Bolas,’ mechanics, and furniture craftsmen are among those impacted by the extensive enforcement operation, termed as a comprehensive exercise involving demolitions, clearance, and removal of extensive cashew plantations and makeshift structures.

    Speaking during a visit to the site, FCT minister, Nyesom Wike, who described the place as an eyesore, said the area seems like the kind of place where people commit crime and run into to take refuge.

    Wike said: “We will do anything possible we can to see we reduce the level of crime, and we will not allow these people to continue, because this is an eyesore, so make sure you clear this immediately.

    Answering questions from reporters, the coordinator of the FCT city management joint task team,  TPL Mukhtar Galadima, said the hitherto encroached area, consists of a proposed dual mode of transportation- the bus and tramo line, transversing the city across almost all the Districts.

    Galadima decried that a large portion of the road network stretch became a scavengers’ colony between Mabushi and Katampe Districts of the Territory.

    He said: “Looking at the situation now, due to the security challenges all over the country, this present use of the area is not conducive.

    “In the masterplan of Abuja, there is the provision of the different hierarchy of road networks, and this part area consists of a proposed dual mode of transportation- the bus and tramo line, which transverses the city across almost all the Districts. It transverses from the entire city- starting from Area 1 through Garki Hospital, Social Development Secretariat, behind Ministry of Defense down to Durumi.”

    On whether there would be compensation for economic trees, Galadima said: “This is a national issue of importance, which has to do with security, which is everybody’s business that is why we are not giving consideration for the issue of compensation. And first and foremost let’s secure the land and the people. This is why we are moving in at the right time.

    “The Hon. Minister of FCT said immediately after our clearance, the FCDA should come in and ensure that the road corridor is kept cleared to become a temporary access road so that nobody will come and settle here again. So, this is the mother of all exercises as it involves demolition, clearance and evacuation.”

    Federal Capital Territory (FCT) Minister Nyesom Wike yesterday berated the European Union (EU) over its report on this year’s general election, especially the February 25 presidential poll.

    He said the report did not give the true position of the election but created a wrong impression on the minds of the electorate, especially in Rivers State.

    Wike expressed his dissatisfaction with the EU report when the EU Ambassador to Nigeria, Samuela Isopi, visited him in his office in Abuja.

    The minister said the EU was supposed to serve as an observer during the last election and not to present a report that would not give the true picture of Nigerian democracy.

    The European Union Election Observation Mission (EUEOM), through its Chief Observer, Barry Andres, had presented its final report on the last Nigerian general elections in June, and highlighted six priority areas with recommendations.

    Wike said Nigerian laws cannot be the same with that of the EU because they have different environments.

    He said: “I didn’t agree with the European Union over the last report on elections in Nigeria. They are to observe. Nigerian laws can’t be the same with EU laws because they have different environments. In Rivers State, the EU’s report was different from what transpired there.

    “How can people that believe in democracy and practise it be portrayed as people that don’t understand democracy?

    “Our concern should be how to make the economy grow better. We have to cooperate and agree on specific areas of development in the Federal Capital Territory and the entire country.

    “Foreign partners should be concerned on strategic development, irrespective of the areas.” 

    Responding, Isopi said the report was put together by independent observers and had nothing to do with her operations.

    She pledged the union’s commitment to work with Wike to boost development in the FCT and beyond.

    NUT suspends strike following Wike’s intervention

    The Nigerian Union of Teachers (NUT), Federal Capital Territory Wing has suspended its ongoing strike for six weeks following intervention of the FCT Minister, Mr Nyesom Wike.

    The Chairmen of the union, Mr Stephen Knabayi, confirmed the suspension in an interview with the News Agency of Nigeria (NAN) in Abuja yesterday.

    Knabayi said that the strike was suspended from October 2, to November 13 to implement commitments by the Chairmen of the six Area Councils and the FCT minister.

    Knabayi explained that the strike was suspended after an agreement was reached between the striking teachers and the Chairmen of the six Area Councils following the intervention of the minister.

    He added that a 6-man committee was also set up and inaugurated to find a lasting solution to the issues.

    “We reconsidered our stand and suspended the strike following the intervention of the minister of the FCT. We proceeded on strike over seven issues. Five of them, we have an agreement for their implementation with effect from October.

    “The other two issues – peculiar allowances and payment of minimum wage arrears -, the minister has agreed to intervene with an agreement for their implementation in four weeks. So, we suspended the strike for six weeks to enable the minister to take action and see to the implementation of the commitments,” he said.

    Wike launches independent investigation over Abuja one chance death

    The Minister of the Federal Capital Territory (FCT), Nyesom Wike has launched an investigation into the death of a woman, Greatness Olorunfemi who was alleged to have died within the premises of the Maitama District General Hospital, Abuja due to negligence.

    The Mandate Secretary of Health Services and Environment, Adedolapo Fasawe on Thursday, October 5, in Abuja, inaugurated the 9-member independent investigative panel on behalf of the minister to probe the circumstances surrounding the death of the young woman.

    Fasawe also disclosed that the Health Services and Environment Secretariat has concluded plans to commence a mortality review in FCT health facilities with the aim of reinvigorating the process.

    She said it is a new dawn where accountability and transparency will be brought to bear in healthcare service delivery in the FCT.

    While inaugurating the probe panel, Fasawe said the unfortunate death of the one-chance cab victim is not only unacceptable but should serve as a catalyst to proffering enduring solutions to the issues generated by the incident.

    The panel has one week to carry out the investigation and submit its report.

    She said the members of the panel were nominated to help bring to bear their wealth of experience through painstaking investigation and interaction to unravel what led to the ugly incident and proffer enduring solutions.

    The terms of reference of the panel include ascertaining the clinical status at the time of arrival of the patient and any progression to and until death; determining the role of parties in the matter of Ms Greatness Olorunfemi and her unfortunate death; and making recommendations for similar situations like this case.

    Fasawe said the need for an independent investigation became important for an administration that is determined to bring good governance to bear on the people.

    He said: “The process of appointing and constituting a 9-person panel to investigate the death of late Ms Greatness Olorunfemi’s death is a crucial step in ensuring transparency and accountability in healthcare systems.

    “This investigation serves multiple purposes, such as providing closure to the patient’s family, identifying any potential malpractice or negligence, and implementing necessary measures to prevent similar incidents in the future.

    “By constituting a 9-person panel, the investigation process gains credibility and legitimacy, as it represents a collective effort to uncover the truth and uphold the principles of justice and patient safety.

    “The role and responsibilities of the panel in investigating the alleged death and ensuring accountability are crucial in upholding justice and maintaining public trust.”

    The Chairman of the panel Prof. Aminu Mohammed, who is also the President of the Medical and Dental Consultants Association of Nigeria said the members would be driven by the oath taken in carrying out the assignment, to be impartial to all parties involved by giving everyone a fair hearing.

    “We will be committed to transparency and accountability because we believe this investigation will kick start a process towards efficient health care delivery.

    “We will be guided by the oath we just took, we will look into the system and critically analyze the situation and come out with decisions and recommendations based on professional investigation to be carried on out everything and everyone that has anything to do with the situation.

    “We will be fair to all, the system, the government, the family, and everyone connected to this issue.

    In a viral video posted on Friday 29 September 2023, the poster claimed that the young lady, Greatness Olorunfemi, a victim of ‘one-chance’ operators in Abuja, died after medical personnel at Maitama General Hospital allegedly refused to attend to her over lack of police report.

    The management of the hospital has since denied the allegation.

    The Minister of the Federal Capital Territory, Nyesome Wike has constituted  a nine-man independent and investigative panel, consisting of the Nigerian Medical Association, Medical and Dental Consultants Association of Nigeria, Medical Women Association of Nigeria, National Association of Nigerian Nurses and Midwives, Association of Resident Doctors, others  are the Association of Pathologists of Nigeria, Federal Competition and Consumer Protection Commission, General Counsel, FCTA and the Health Services Department (as the Secretariat) to investigate the death of 33 year-old Ms. Greatness Tolulope Olorunfemi.

    The minister expressed his condolences to the family and friends of the deceased, while also expressing his unwavering commitment to assuring that the investigation would be conducted with the utmost transparency, integrity and professionalism.

    A statement by the office of the mandate secretary, Health Service & Environment Secretariat (FCT), Dr. Dolapo Fasawe and signed by the Assistant Director, Badiru Salisu Yakassi, said the investigative panel would be inaugurated on today at the health and environment secretariat.

    The secretariat, while appreciating the patience and understanding of the people, also promised that the findings of the panel will be made available to the public as soon as it’s concluded.

    Recall that Olorunfemi was a victim of robbery, popularly called “one chance,” in Abuja.

    The Minister of the Federal Capital Territory Nyesome Wike has constituted  a nine-man independent and investigative panel to probe the death of 33-year-old Greatness Tolulope Olorunfemi.

    Olorunfemi was a victim of robbery popularly called “one chance,” in Abuja. She was stabbed and thrown out of a moving vehicle along the Maitama-Kubwa highway.

    The panel comprises the Nigerian Medical Association(NMA), Medical and Dental Consultants Association of Nigeria (MDDAN), Medical Women Association of Nigeria(MWAN), National Association of Nigerian Nurses and Midwives (NANNM); Association of Resident Doctors(ARD) and others.

    The Minister expressed condolences to the family and friends of the deceased, while also expressing his unwavering commitment to assuring that the investigation would be conducted with the utmost transparency, integrity and professionalism.

    Wike to partner Israel on food security in Abuja

    Minister of Federal Capital Territory (FCT) Nyesom Wike, said the ministry would partner with Israeli experts in developing technology-backed farms to promote agriculture and food production in Abuja.

    The minister said such collaboration was needed to create massive employment for the youths as well as address food insecurity.

    Wike stated this when he received the Israeli Ambassador to Nigeria, Mr Michael Freeman, in Abuja.

    The minister also stated that the administration has initiated plans to develop a technology village and would welcome collaboration with credible individuals and organisations.
