    Wike gives three months grace to 189 plot owners in Abuja

    The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has approved a three-month grace period for 189 titleholders, who have obtained building plan approvals but are yet to commence development of on their property.

    Accordingly, the affected property owners are to do so within the stipulated period or have their title revoked in line with the provisions of the law.

    This gesture has only been extended to both individuals and corporate organizations who have shown desire to develop their property by obtaining Building Plan approvals but are yet to start proper development on their property situated within the Federal Capital City (FCC).

    Director of Information and Communication, FCT, Muhammad Sule in a statement said: “Similarly, public institutions that have land titles within the Federal Capital City but are yet to develop same, have also been given a grace period of three months to commence development in order to avoid sanction.

    “Thus, the Minister has extended this gesture to 189 property owners due to their desire to develop the property by obtaining Building Plan Approvals which is a prerequisite for development of any property in the Federal Capital Territory.

    “The notification in the Newspapers states: “The Minister of the Federal Capital Territory, (FCT), has graciously approved a grace period of three-months from the date of this publication for the underlisted titleholders who have obtained building plan approvals to commence development of their plots; failure of which their titles shall be revoked for continued contravention of the terms of development of the Right- of-Occupancy.

    “The owners of these plots were exempted from revocation because they have already demonstrated firm commitment towards developing their property by obtaining necessary documents from the FCT Administration.”

    Sule urged the affected property owners to take advantage of the Minister’s gesture and develop their plots as published in some National Dailies, in line with the terms of Offer of the Right- Of- Occupancy.

    He said: “The FCT Administration, therefore, appealed to the affected Public Institutions who have been allocated plots within the FCC to commence development of their plots, failure of which their titles shall be revoked for continued contravention of the terms of development of the Right of Occupancy.

    “The plots in these categories belong to individuals and corporate organizations, as well as Public Institutions who have continually failed to keep to the terms of agreement as contained in Section 28(5) (a) & (b) of the Land Use Act offering and conveying of the Right of Occupancy.”

    North Central APC warns Wike against actions harmful to party, region

    The North Central Forum under the aegis of the All Progressive Congress (APC) has issued a stern caution to the Federal Capital Territory (FCT) Minister, Nyesom Wike, warning him against taking actions detrimental to the party or the region.

    Speaking in Jos, the Plateau state capital during an emergency meeting, Saleh Mandung Zazzaga, the chairman of the forum, emphasised the importance of collective efforts to ensure the party’s success in various legal stages, including tribunals, appeals, and the Supreme Court.

    The forum’s chairman highlighted that they have received reports indicating that certain appointed officials, such as Wike, are engaging in contradictory actions.

    He said that despite holding a position within the APC, he maintains his membership with the People’s Democratic Party (PDP).

    Zazzaga added that the reports suggest that he continues to support the PDP in various ventures and undertakings, particularly in legal matters following the elections.

    He stressed that it’s crucial for Wike to openly declare his true party affiliation, adding that if his actions contradict the interests of the APC, the forum would not hesitate to take various actions against him, including legal steps.

    According to him, given his role as an appointee within the APC, his legal background, and his reputation for tenaciously engaging in political-legal battles, especially in Rivers State, he should robustly support and devise strategies for the success of APC candidates in the courts, particularly in the North Central Region encompassing the FCT.

    Also, the chairman advised Wike to be cautious in FCT demolition, land revocation, and other administrative policies that will have a negative outcome, as the North Central would be the first region to bear the brunt and take the full heat of any unpalatable occurrence in the FCT.

    Zazzaga also cautioned Wike against leveraging his role as the FCT Minister to strategise for his speculated 2027 presidential ambition, a notion circulating in certain circles.

    He noted that the forum would vigilantly ensure that his allegiance to the nation, the APC, and President Bola Tinubu is unwavering before entertaining any maneuvers for personal gain.

    The chairman advised Wike to exercise caution in FCT demolition, land revocation, and other administrative policies that might have adverse consequences.

    The North Central region would be the first to experience and bear the consequences of any unfavourable developments in the FCT.

    He said the region is already going through a lot of challenges, including security, and they would not want anything to further aggravate the situation.

    He called on all the APC leaders, supporters, and members alike to support all their candidates pursuing legal post-election matters in the courts so that they would come out victorious.

    Zazzaga also urged Nigerians in general to support President Bola Tinubu, Secretary to Government of the Federation, George Akume, all the ministers, and those holding appointive positions so that they can excel in their responsibilities and deliver the dividends of democracy to the nation.

    Wike revokes lands of Udoma, Ufot Ekaette, Imoke, 162 others in Abuja

    Minister of Federal Capital Territory (FCT) Nyesom Wike has revoked 165 lands belonging to notable Nigerians in Abuja.

    According to a document signed by the FCT Permanent Secretary, Olushade Adeshola made available to The Nation, the revocation was due to the violation and contravention of the terms of development of the Right of Occupancy.

    The document reads: “The Federal Capital Territory Administration (FCTA) here by informs the general public that the Minister of the Federal Capital Territory, has in the exercise of the powers confered on him under section 28 (5) (a) and (b) of the Land Use Act, 1978, revoked the underlisted plots with names and titles as reflected in our records for continued contravention of the terms of development of the Right of Occupancy to wit non development”.

    Notable Nigerians affected by the revocation order are former Senate Chief Whip Udoma Udo Udoma; former Cross River Governor Senator  Liyel Imoke; first Minister of Niger Delta Ufot Joseph Ekaette and late publisher of Leadership newspaper, Sam Nda-Isaiah.

    Wike on his first day as the Minister of FCT vowed to revoke any land contravening the Abuja Land Use Act no matter those involved.

    Leadership. That magical word is the elixir that transforms drab to bright, bad to good; directionless meander to a sense of purpose and a journey of reason.

    Many also famously call it ‘body language’. The loud but unspoken language of a man in power or position setting the direction or agenda or path he intends to take.

    If the leader ‘radiates’ the right body language, things straighten up, and the sun shows the signs of shining brighter than it had hitherto done. Conversely, if  it’s the toxic, putrid fumes that constitute the man at the helms’ ‘body language’ the outcomes are pretty obvious: A spiral down the road of retrogression and ultimate darkness!

    In Nigeria’s Federal Capital Territory Abuja today, many residents and visitors are loudly proclaiming the positivity of the maverick minister, Nyesom Ezenwo Wike’s body language.

    Well, for this writer, I would rather call it ‘The Wike Effect.’

    No matter. Whether you call it Wike’s ‘body language’ or ‘Wike effect,’ what many people are seeing so far is a sense of mission; a purposeful agenda, and a vision to leave an enduring legacy in the sands of time.

    First, just the mere announcement of his appointment, Abuja residents felt a positive jab to their veins; a spring to their gait. Expectations high in their eyes.They instinctively knew that old things were about to pass away for a new, vibrant order. 

    Only those stuck in mud and rust and decay of disorder and impunity were those who had and still have sleepless nights at the news of the coming of the new sheriff in Abuja!

    Everyone who knows Abuja knows how things are in the capital city, that ought to be a model to other Nigerian states’ capitals: Garbage heaps in dishonourable display of colours; dark corners hibernating criminal elements because street lights seem to have struck a pact with the god of darkness; beautiful traffic lights that are stone blind displaying neither red, amber nor green. Just there. Motion without movement.

    What about the ubiquitous bikes and tricycles that have contributed largely to the chaotic public space in the city centre and highbrow areas?
    They all congregate to give FCT the image of a city that was conceptualised to be a beauty to behold but turned to sickening eyesore. Also, no thanks to the activities of many members of unruly elite that have perverted the masterplan meant to ensure sanity and decorum in the environment.
    Enters, Nyesom Wike, the ‘stormy petrel’ of Rivers and Nigerian politics, the man President Bola Tinubu describes as “not just FCT minister, but also a strong adviser and admirer of mine.”
     The ‘Wike Effect’ is making everyone sit up and adjust to the new reality. Those who erected illegal structures are either regretting their actions or thinking twice about their thoughtless adventure. The bulldozers have started roaring in strict enforcement of building codes. Shanties sheltering criminals are being flattened.
     Some say the poor are affected, and poverty will be enhanced. The question is: Should we have shanties dotting everywhere in the name of providing for the have-nots, while the rest of society live in mortal dread of criminal gangs? To be sure, the state owes the people comfortable abode after the day’s hassles. That has to be looked into as priority concern by the new administration. However, even the poor need to be safe, secure, and alive to enjoy beautiful or conducive housing.
    Traffic lights, dead for what seems like ages, are aggressively being fixed, to make them functional. Have you noticed those in charge of street lights are working almost day and night to have the lights on at night? 
    Have you also observed the rush by hitherto  recalcitrant landlords and landowners to pay up their land/ground rent charges? Many had simply forgotten what it meant to pay land charges and other dues to the FCT administration. However, with the coming of Wike, a no-nonsense man, they know they can’t get away with impunity. They are complying even before the deadline expires. Abeg nobody dey like wahala.
    Am I saying that the city and satellite towns have become squeaky clean, where everything is now working? An eldorado or paradise? Not in the least. My thesis is: The ‘Wike Effect’ is positively rubbing off on the city and people. Many are happy that a man who means well for the people is now in charge, an action man who is not scared of stepping on toes to achieve the common good. Of course, some may not be comfortable with his unconventional style and may be ganging up to thwart the laudable projects he and the Minister of State, Dr Mariya Mahmoud have lined up. The immutable fact is that if unconventional strategy will make our beloved FCT safe, secure, environmentally friendly, business smart, workable, and livable, so be it. If Abuja and Lagos work, Nigeria will be 50 per cent transformed.
    As for those who may not understand or decipher Wike’s leadership style, Peter Drucker, the American-Australian management and  leadership expert, has an answer. He says: “Effective leadership is not about making speeches or being liked; leadership is defined by results.”

    FCTA to introduce digital security monitoring, control in transport management – Wike

    The Minister of The Federal Capital Territory (FCT), Mr Nyesom Wike, says the FCT Administration will soon introduce digital security monitoring and control system in the existing FCT transport management system.

    Wike stated this at the 2023 Special Marshals Sectoral Workshop, organised by the Federal Road Safety Corps (FRSC), FCT Sector Command Special Marshals.

    The workshop held in Abuja on Saturday had the theme, “Volunteerism in Road Safety Management: Limits and Possibilities.”

    The minister, who was represented by Mr Ubokutom Nya, Secretary, Transport Secretariat, FCTA, said that the digitisation would ensure the safety and security of commuters in the FCT.

    He added that the initiative would equally enhance affordability and efficiency in transportation services.

    “The idea of the digital monitoring system is part of our attention to details in providing a transportation system that will be safe and secure.

    “Apart from being affordable, those entering a vehicle, private or mass transit of the FCT will have peace of mind that as he enters the vehicle, so also he will come out safely,” Wike said.

    He explained that the digital monitoring system would be made up of cameras that would be able to track vehicles that carry people.

    The minister said that on entering vehicles, people would be required to scan in using their phones and scan out on disembarking.

    He said: “once in the vehicle, the system will time the trip and alert the central control system if a person does not scan out at the time he or she is supposed to disembark the vehicle.

    “This means that in real time, there will be an alarm to search for the individual who entered the vehicle.

    “You don’t need to call any person at home, saying you entered a particular vehicle, because it is self-activating.

    “As you enter, you scan in on the vehicle and it goes to the central control and as you come out within a period, it also goes to cancel. If the trip is not canceled, there is an alarm that is triggered.

    “We are working on the details, and it will not be too long before it comes on board.”

    The minister added that other innovations would also be rolled out in line with the secretariat vision – safety, affordability, and flexibility.

    “We are working on rail transportation; we are working on Bus Rapid Transport and consulting with private individuals who will bring in their private transportation.

    “The FCT will also be working on upgrading our motor parks to global standards, so that people will be encouraged to patronise public transport.

    “This, of course, will reduce the number of private vehicles on the roads, and if there are fewer private vehicles, it means that the traffic movement will be better,” he said.

    Wike noted that Abuja recorded a high level of crashes as a result of  irresponsible road users, which, he described as “worrisome”, and called for drastic actions.

    He noted that most road users did not comply with traffic regulations like maintaining tolerable speed limit, obeying traffic lights and maintaining lane discipline among others.

    This, he said, caused traffic infractions for other road users making the roads unsafe.

    The FCT minister said that the establishment of the Special Marshal Division by the FRSC would help the corps to effectively discharge its statutory functions.

    “On our own part as the administrators of the FCT, we will continue to relate with critical stakeholders in this sector to enable us to achieve our core mandate,” the minister said.

    Earlier, the FRSC Corps Marshal, Dauda Biu, stressed the need for a review of the road safety management activities and analysis of factors that could contribute to the reduction of crashes on Nigerian roads.

    Biu, who was represented by the Deputy Corps Marshal, Shehu Zaki, blamed road crashes on the action or inaction of road users, saying it was preventable.

    He added that road safety advocacy was not for the FRSC alone, but a responsibility of all stakeholders. (NAN)

    Wike to Chiefs: I will improve on your welfare

    The Minister of the Federal Capital Territory (FCT), Barrister Nyesom Wike on Friday handed over vehicles to 10 3rd Class Chiefs in Abuja.

    He promised improved welfare for traditional rulers.

    The 3rd Class Chiefs were from Gomani, Yaba, Bwari, Pai, Garki, Jiwa, Wako, Rubochi, Gwargwarda, and Zuba Chiefdoms.

    Wike explained while handing over the Nissan Semi SUV keys to the traditional rulers in Abuja, that the gesture was part of government efforts to ease the mobility of the traditional leaders.

    He said the government has a responsibility to encourage traditional leaders by providing them all the necessary logistics to enable them to do their work diligently and with ease.

    “Part of that is mobility. I can’t see how traditional rulers will be boarding taxis or entering public transport. That is unacceptable.

    “President Bola Tinubu has directed that that should not be allowed to continue. Has asked that we must do everything possible to make it convenient and easy for you to do your assignment,” he said.

    He said that in line with the renewed agenda of President Tinubu, every stakeholder has a role to play, including traditional rulers, particularly in the area of security.

    “You know your community better than anybody; you know the people within their community, so you will be able to identify those who look like strangers.

    “No agency will perform its function without the support of traditional rulers, and we believe that we must partner together to achieve the fight against insecurity.

    “So today we are going to hand over 10 vehicles to you to please help in supporting the government to fight insecurity in your domain. Be sure that we are going to work together.

    “If we don’t work together, we will not achieve results, because everybody is important in the fight against insecurity,” Wike said.

    The minister also disclosed that President Tinubu has directed the FCTA to make traditional rulers very comfortable by augmenting the little allowances the Area Councils were providing to leaders.

    He said: “We will soon meet with the Area Councils’ Chairmen and the traditional rulers so that we can work out strategies for the welfare package and what role you will play to assist the government to achieve its renewed agenda.

    “The new agender is that things must work.

    “The Mandate Secretaries have been appointed and sworn in. I don’t want to hear any excuses from any department.

    “We are not here to give excuses; we know there are challenges before we came here. It is our duty to solve these challenges,” Wike said.

    Responding, the Chairman, FCT Council of Traditional Rulers, the Ona of Abaji, Alhaji Adamu Yunusa, thanked the minister for the support and pledged the support of traditional rulers to move FCT forward.

    Wike storms court as Tribunal reserves judgment in Cole’s petition against Fubara

    The Rivers State Election Petition Tribunal sitting in Abuja has reserved judgment in the petition filed by Tonye Cole, the candidate of the All Progressives Congress (APC) in the March 18 governorship poll in Rivers, against the election victory of Governor Siminalayi Fubara of the Peoples Democratic Party (PDP).

    Following the adoption of the final written addresses of the parties as well as the presentation of their arguments for and against the petition on Wednesday, the three-member tribunal, headed by Justice Cletus Emifonye, adjourned the matter for judgment.

    The day for the judgment was not disclosed.

    The APC candidate, Cole challenged the victory of Governor Fubara, who was pronounced winner of the March 18 election by the Independent National Electoral Commission (INEC) having polled 302,614 votes as against 95,274 votes garnered by Cole.

    Recall that APC had on May 22nd withdrawn its petition contesting the result of the election but its candidate, Cole insisted on seeing his petition through.

    Cole, who was at the tribunal, expressed his confidence in the tribunal and God that justice would be done in his petition.

    He said: “First of all, I am extremely grateful to the team of lawyers that stood their ground, refused to be intimidated, put very accurate facts forward.

    “I am very satisfied with what has been presented today as our final address.

    “And I am trusting the tribunal and trusting my Lord, God Almighty, that justice will be done”

    The lead counsel to Cole, Chief Tuduru Ede, a Senior Advocate of Nigeria (SAN), who said the aim was to ensure that the client’s mandate was restored added that about 40 witnesses were called with enough exhibits were tendered to support their case.

    “We know exactly what happened on election day but that is very different from what we are doing in court.

    “What we are here to do in court is to ensure that we secure the mandate that was taken off us in March and I just want to assure everybody in Rivers that we will do everything within our power to ensure that justice is done.

    “We have presented the case, we are just waiting for the result.

    “The judgment is just a few weeks away. So let’s be patient, stand firm, we are fighting this all the way to the end.

    “The main plank of our case is that the 2nd respondent (Fubara), as at the time of the election, was not qualified to run.

    “He didn’t resign from his post as Accountant-General and Permanent Secretary in Rivers State.

    “We led evidence to that effect and we await the judgment of the tribunal,” he said.

    The Minister of Federal Capital Territory (FCT), Nyesom Wike, Kanu Agabi, SAN (INEC); Emmanuel Ukala, SAN (Fubara) and Joseph Daudu (PDP), who also attended the proceeding declined the overtures of newsmen for comments on the issue.

    Wike moves to sanitise Abuja land administration

    Those involved in illegal land transactions in Abuja would henceforth have it rough, Federal Capital Territory (FCT) Minister Nyesom Wike, warned yesterday.

    Wike vowed not to do everything within the ambit of the law to sharp practices, which he described as “unacceptable”.

    The minister gave the warning at the inauguration of FCTA Mandate Secretaries. The secretaries are at par with commissioners in the states.

    Wike implicated the legal department of the Federal Capital Territory Administration (FCTA) of connivance in the award of $800 million garnishee order which was recently set aside by the Court of the Appeal.

    Expressing displeasure over the land transactions in the FCT, he said: “So many things – land racketeers conniving with those going to court against the interest of FCTA. But we shall not accept that.”

    The minister said the development would adversely affect the economy of the FCTA and its ability to meet its obligations.

    He said: “I am determined to get to the bottom of this matter and ensure that such situations do not recur. Transparency and accountability will be hallmarks of our administration.”

    Those inaugurated as Mandate Secretaries are: Bitrus Garki (Area Council Services); Lawan Geidam (Agriculture and Rural Development); Danlami Ihayyo (Education); Dr Adedolapo Fasawe (Health and Environment Services);  Salman Dako (Legal Services); Chinedum Elechi (Economic Planning, Revenue Generation and Public Private Partnership) and Uboku Nyah (Transportation).

    Wike told the secretaries that he was unimpressed with his observations and assessments over the past few weeks following his appointment as the FCT minister.

    Wike charged them to address with determination and urgency the issues regarding the FCTA procurement processes, adding that transparency, efficiency and accountability must become the cornerstones of the administration.

    He urged them to deploy their experiences in the journey of transformation and renewal of the FCT, noting they have a duty to translate the vision of President Bola Ahmed Tinubu into tangible actions that will shape the future of the nation’s capital.

    Wike said: “I urge you to approach your responsibilities with unwavering dedication, for service is a privilege that often demands sacrifices. Be prepared to make those sacrifices, as our mission is greater than any one of us.

    “Your appointment to these crucial positions reflects not only your individual capabilities but also the collective trust and expectations that the government and the people of the FCT have placed in you.

    “Our President has entrusted us with the monumental task of rebuilding and developing the FCT into a world-class city. To achieve this, we must address several key areas that are essential for the progress of our city and the well-being of our residents.

    “Environmental sanitation is another pressing concern, as expressed by our residents. Clean and well-maintained surroundings are not only a reflection of our city’s pride but also a fundamental requirement for a healthy and prosperous community. It is a collective responsibility of both the government and the citizens, and we must work collaboratively to ensure a cleaner and greener FCT.

    “Security, an equally shared responsibility, is paramount to the well-being of our residents. We will collaborate closely with law enforcement agencies and communities to ensure a safe and secure environment for all. Without security, we cannot hope to achieve our development goals.”

    Wike directed that due attention be given to the development of satellite towns, boost Internally Generated Revenue (IGR) profile, restore Abuja Master Plan and address comprehensively the challenge of public transportation, security, tourism, education and sanitation.

    He specifically urged Nyah to resuscitate the Abuja metro for the President to have a ride on, warning his job is on line if he fails to meet that target and revive the Abuja Urban Mass Transit Buses.

    Tinubu has confidence in me to manage FCT well, says Wike

    Federal Capital Territory (FCT) Minister Nyesom Wike has told staff members of the FCT Administration that President Bola Ahmed Tinubu has confidence in him to manage the affairs of the nation’s capital well.

    He warned contractors handling the rehabilitation of 135 roads and civil engineering services against contract variations.

    The minister, who spoke while inaugurating a road project yesterday in Abuja, promised that the projects would be completed in six months.

    According to him, the FCT will pay all the contractors their money to enable them complete the project within the agreed timeline.

    Wike said: “The President has the confidence in me. That is why he sent me to the FCT. Prsident Tinubu has said we should assure you of his administration’s Renewed Hope.

    “To the contractors, let me warn you now: all these things you are doing with engineering services will not work again.

    “There’s nothing like variation. It will not work. One naira today but in the next seven days it becomes N15; it will not work again. So, don’t even try it. There is no variation in this job.

    “We have the money to pay you. So, if you like, go to engineering services and do anything with them. It will not work.

    “We are paying you your money and I assure you that nobody will owe you a dime. We are going to pay you and you must finish within the time we have agreed with you.”

    The minister also warned the Permanent Secretary in the FCT Administration, Mr. Olusade Adesola, not to bring any paper with a request for reconsideration or a file for unanticipated issues.

    He stressed that “everything has been considered and anticipated”.

    Wike urged FCT residents to support the contractors to enable them finish the job on time.

    The minister said no development can happen without some pains in the short run.

    He also solicited the support of traditional rulers to ensure that youths and other categoris of people in their communities support the contractors to complete the job on time.

    Wike thanked the Chairman of Abuja Municipal Area Council, Mr. Christopher Maikalangu, for declaring the area council chairmen’s decision to work with the FCTA for the interest of the residents.

    The Minister of State for FCT, Dr. Mariya Mahmoud, noted that the FCTA had recorded significant achievements in transforming the capital city, barely three weeks under Mr. Project (Wike) in office.

    Mahmoud said the issues surrounding streetlight had been addressed; the problem of sanitation had been settled; and the roads were being transforming to impact positively on the residents.
