    Wike’s appointment into FCT Ministry offers hope for Nigerians, says Oshiomhole

    The senator representing Edo North in the National Assembly, Adams Oshiomhole, has said President Bola Ahmed Tinubu’s administration will leave a legacy of turning the socio-economic and political fortunes of the nation around.

    Oshiomhole, a former National Chairman of the ruling All Progressives Congress (APC), told the News Agency of Nigeria (NAN) yesterday in Abuja that President Tinubu was laying a solid foundation for national development.

    The lawmaker noted that the President broke the jinx in FCT ministerial appointments by naming Wike as its minister.

    “This singular move shows that anyone can become the minister, regardless of their birthplace, tongue and dialect.

    “For me, one of the ground-breaking decisions President Tinubu has taken is to give every part of Nigeria a hope that regardless of your birthplace, tongue or dialect, you can be the Minister of the FCT.

    “Many people didn’t think it was possible. We give thanks to God for giving us such a president that opens his doors for anyone who wishes to see him and who has information to share.

    “We give thanks to God for having a president who has listening ears for whoever has something to tell him.

    “One tree cannot make a forest. The quality of ministers and the leadership they provide in their respective ministries are what translate to whether the government performs or not.

    “May this government be credited as the one that fixed what others could not fix.

    “This will not be a government of lamentations but one that will do what others failed to do,” Oshiomhole said.

    Wike: Should FCT residents be happy or worried?

    Making a city better for everyone is the clear goal of urban government and it is why cities elect mayors to pilot the city governance. Abuja, Nigeria’s federal capital constitutionally cannot have a mayor but an appointed minister with delegated powers of the president.

    The recent nomination and swearing-in of the new Minister of FCT has been greeted with mixed feeling; on the positive side; Nyesom Wike nicknamed Mr. Projects has an antecedent of delivering on his promises to deliver infrastructural development and it didn’t come as a surprise that the minister’s first press briefing came with a lot of promise, renewed hope, passion and enthusiasm to make Abuja better. Conversely, the minister during his inaugural speech also issued subtle threats with audacious words like “I will do it and nothing will happen, heaven will not fall, I don’t care what the media writes about me” creating perceived fear that the minister might act with impunity (I sincerely hope he doesn’t).

    However, the minister made commitments to consult with stakeholders before taking actions which is a beter approach to leading and governing a city like Abuja.

    These being said, let us consider the commitments of the minister and offer some recommendations.

    Security

    The minister acknowledged that security in Abuja is poor and rightly so; therefore, he has made commitment to support the security agencies to do their jobs.

    I recommend that beyond supporting the security agencies of government alone, the minister should go further to ensure that the various self-help security groups (Vigilantes) providing security services and guarding numerous communities, estates in Abuja be identified, captured and provided some level of security trainings to support the state-owned security agencies. This will strengthen community policing across the entire city and forestall any future security risks by any of these groups.

    Abuja master plan

    Like his predecessor, the minister harped on the distortion of the Abuja Masterplan with a need to restore the city back to the plan designs. While this is plausible, the minister must also be reminded that the master plan he intends to use as a development tool has outlived its life span, realities have changed, population has increased alongside other dynamics and because change is constant, the city cannot remain static; therefore, he must be critical on what approach to adopt and in my expert opinion; demolition is not always the solution.

    The Abuja Master plan is long overdue for review; at the creation of Abuja, the designers of Abuja didn’t envisage such a time when many Nigerians will migrate to the city without adequate preparations, which is the situation today due to insecurity in many parts of the country forcing many displaced Nigerians to find succour in the nation’s capital. It is expedient and imperative that the minister speedily set up a multi-sectorial, multi-disciplinary committee consisting of the government, professional groups, CSOs, traditional leaders etc to critically review the master plan in line with current realities and design a master plan that is reflective of our African heritage embedded with innovation against a westernized, modernistic master plan that is exclusionary and caters for the elites only. Abuja needs an inclusive master plan that addresses the need of the rich, poor, women, youth, persons with disability and the elderly.

    The minister should also ensure that the master plan is accessible and available to the public and efforts must be put in place to sensitize and educate the masses on what the city master plan is. If done appropriately, this will curb land racketeering, land speculation and other planning issues associated with the lack of knowledge of government development plans.

    Restoration of green areas

    The restoration of green areas will benefit the city in so many ways; for one; green areas foster inclusion and community. Many of our parks are exclusionary especially for the elderly and children as they cannot take a walk freely and interact with their peers and enjoy nature. Many developed estates within the cities build with little enforcement to create green areas within their built environment.

    Beyond the health benefits, fostering community and inclusion for all to have access to a recreational space, parks are also considered “knowledge hubs” as a lot of young person’s network, share ideas, innovate and shape their creativity with their peers in these places. As such, it is a welcome idea for the restoration of parks.

     It is recommended that parks shouldn’t be open areas with only well-lawned grasses but should be shaped by creativity and innovation blending together nature, our cultural heritage and social activities. Designated green areas within the city should be published on the FCTA websites with communities and companies encouraged to invest in parks development as their corporate social responsibility.

    Waste management

    The minister duly observed the poor management of waste within the Federal Capital City and satellite towns. One would say that waste collection at satellite towns is near absent as residents and communities have been forced to dump their waste indiscriminately at street corners due to the lack of adequate provision of waste dumpsters in designated places. Abuja as a global city should by now take lessons from countries that are excelling in waste management and have created a huge economy from waste. For example, Japan has an excellent waste management pedigree with little of its municipal waste sent to its landfills.

    No city can pride itself to be healthy if waste is not properly managed. Waste management remains a huge challenge across states in Nigeria and has remained so due to the lack of investment in waste management.

    Adequate investment needs to be made in recycling plant either through a public-private partnership or sole ownership by government to recycle most of the city’s waste which are recyclable.

    Encouragement and support for waste recycling start-ups and companies in Abuja as this will create jobs for youths.

    Enforcement of the law on single-use plastics and encourage other eco-friendly packages.

    Decentralize waste management operations from the claws of a few business people who are more concerned with what they get from the government rather than doing the actual jobs. We need better strategy of managing waste at various levels (neighbourhood, community, sector, district level), with roles clearly defined with less stringent conditions to encourage multi-players in the waste management sector.

    Work with CSOs and NGOs to sensitize the public on waste management education.

    The government need to construct more sanitary landfills across the six Area Councils to safely manage the city’s waste to curtail public health crisis.

    The personal commitments of the minister are quite germane and commendable and one can only wish he succeeds. However; there are other issues that are as important as those enumerated by the minister and one of such is the urgent need to halt the duplication of roles by sister agencies of FCDA and FCTA by ensuring that each department and agencies have up-to-date review operational policies and guides. Contestation of roles by sister agencies of the FCDA, FCTA is in the area of land administration, land use design and documentation. There are reports of Abuja Geographic Information System (AGIS) designing layout and meddling into other land matters distinct from its core responsibility of documenting and digitizing all lands allocation in Abuja. These actions dampen the government public credibility/trust as members of the public are often the biggest victims of these administrative/bureaucratic tussles

    Secondly, developed cities of the world have online repositories of information pertaining to city governance and management and access to information is simple, easy and seamless without hassles; this is largely unavailable in Abuja. To access simple information from the FCDA or FCTA is a herculean task that often involves writing multiple hardcopy letters and regular visits to offices to get the needed acknowledgement and treatment of request. This is not befitting of a potential global city like Abuja.

    It is the desire of all Abuja residents and Nigerians that Abuja becomes truly that capital where every Nigerian has equal citizenship, rights to basic services and other urban resources.

    President, Nigerian Association of Chambers of Commerce, Industry, Mines, and Agriculture (NACCIMA), Otunba Dele Oye Esq., has congratulated Mr Festus Keyamo; Nyesom Wike and Alhaji Mohammad Badaru Abubakar on their appointments as Ministers by President Bola Tinubu.

    While Wike serves as the Minister of the Federal Capital Territory (FCT), Keyamo is the Minister of Aviation and Aerospace Development, and Badaru heads the Defence Ministry.

    In different congratulatory messages to the appointees, Oye described their appointments as well-deserved, urging them to leverage their skills and expertise to advance the growth of their various ministries and contribute towards a more united, progressive and prosperous nation.

Minister of Aviation, despite all odds against your nomination and appointment.

    The minister of the Federal Capital Territory (FCT), Nyesom Wike has vowed to restore the city’s master plan.

    Wike who was in high spirits on Monday, August 21, said President Bola Tinubu expects positive changes in FCT.

    He expressed displeasure over what he described as a high level of insecurity in the nation’s capital.

    The minister who spoke during a press conference at the FCTA after the swearing-in ceremony at the Presidential Villa, said land allottees who have been given Certificates of Occupancy but failed to develop would also lose their lands to give way to those ready to build.

    He said: “If you know you have built where you are not supposed to build, it will go down. It will never be business as usual.”

    President Bola Tinubu on Monday, August 21, officially inaugurated his team of 45 ministers at the State House Conference Center, Presidential Villa, Abuja.

    The swearing-in process was carried out in nine separate batches, each consisting of several ministers.

    The first batch sworn in comprised the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, Minister of State for Labour and Employment, Nkiruka Onyejeocha, Minister of State Gas in the Ministry of Petroleum Resources, Ekperikpe Ekpo, Minister of Women Affairs, Uju Kennedy, and Minister of Education Tahir Maman.

    The second batch included the coordinating Minister of Health and Social Welfare, Ali Pate, Minister of Foreign Affairs, Yusuf Tuggar, Minister of State (Oil), Ministry of Petroleum Resources, Heineken Lokpobiri, Minister of Water Resources and Sanitation, Joseph Utsev, and Minister of Agriculture and Food Security, Abubakar Kyari.

    The third batch of ministers consisted of the Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, Minister of Sports Development, John Enoh, Minister of Aviation and Aerospace Development, Festus Keyamo, Minister of Works, Dave Umahi, and Minister of Niger Delta Development, Abubakar Momoh.

    The fourth batch of ministers comprised the Minister of Solid Minerals Development, Dele Alake, Minister of Innovation Science and Technology, Uche Nnaji, Minister of Transportation, Alkali Sa’id, Minister of Industry, Trade and Investment, Doris Anite, and Minister of Defence, Mohammed Badaru.

    The fifth batch of ministers sworn in was the Minister of State Housing and Urban Development, Abdullahi Gwarzo, Minister of State, Federal Capital Territory (FCT) Mariya Mahmud, Minister of Housing and Urban Development, Ahmed Dangiwa, Minister of Art, Culture and Creative Economy, Hannatu Musawa, and Minister of Budget and Economic Planning, Atiku Bagudu.

    The sixth batch of ministers included the Minister of State Education, Yusuf Sunumu, Minister of Steel Development, Shuaibu Audu, Minister of State for Health and Social Welfare, Tunji Alausa, Minister of Tourism, Lola Ade-John, and Minister of State Police Affairs, Imaan Sulaiman- Ibrahim.

    The seventh batch of ministers was the Minister of Agriculture and Food Security, Aliyu Sabi Abdullahi, Minister of Information and National Orientation, Muhammed Idris, Minister of State Environment, Ishak Salako, Minister of Finance and Coordinating Minister of the Economy, Wale Edun, and Minister of Communications, Innovation, and Digital Economy, Bosun Tijani.

    The eighth batch of ministers included Minister of Interior, Bunmi Tunji-Ojo, Minister of Marine and Blue Economy, Adegboyega Oyetola, Minister of Power, Adedayo Adelabu, Minister of Labour and Employment, Simon Lalong, and Minister of the Federal Capital Territory (FCT), Nyesome Wike.

    The ninth batch of ministers consisted of the Minister of State for Water Resources and Sanitation, Bello Goronyo, Minister of State for Steel Development, Maigari Ahmadu, Minister of Police Affairs, Ibrahim Geidam, Minister of State for Defense, Bello Matawalle, and Minster of Special Duties and Intergovernmental Affairs Zephaniah Jisalo.

    Some of those in attendance were Vice President Kashim Shettima, Senate President Godswill Akpabio, Speaker of the House Representatives, Tajudeen Abass, Secretary to the Government of the Federation, George Akume, and Chairman of the Nigeria Governors Forum and Kwara State Governor, Abdulaziz Abdulrahman.

    Tinubu will fix Nigeria , Wike assures

    Rivers Governor Nyesome Wike has expressed confidence in the ability of the President-elect, Asiwaju Bola Ahmed Tinubu to turn around tbe fortunes of the country.

    Approving the choice of Tinubu by Nigerians at the February 25 Presidential election, the opposition Peoples Democratic Party (PDP) leader, said Nigerians are anxiously waiting for the May 29 inauguration of the President-elect.

    Wike spoke on Friday after paying a courtesy visit along with his Oyo State counterpart, Governor Seyi Makinde to the President-elect in Abuja.

    The duo, who are members of the G5 Governors of the opposition PDP on Friday paid a visit to the President-elect.

    The two PDP leaders had a closed-door meeting with Tinubu with the Kebbi Governor Atiku Bagudu; his Jigawa counterpart Abubakar Badaru and former Ekiti Governor Kayode Fayemi.

    Speaking with newsmen after their visit, Wike said: “Elections are gone and a winner has emerged and therefore all Nigerians must rally round and give him (Tinubu) necessary support.

    “Everybody is waiting for May 29 to see that the President is inaugurated and he keeps the ground running to make sure that Nigerians get what they expected.

    “I have confidence that he (Tinubu) has what it takes to turn Nigeria around. I have confidence in him.”

    Makinde said their visit was just to pay homage to the President-elect and to pledge their support for his administration.

    Makinde, who was so elated, told newsmen:”I have come to pay homage to the President-elect and to tell him that elections are over and it is time for governance. 

    “We will do our best to give him the support for good governance.”

  • Peterside urges Wike to end insecurity in Rivers

    Director-General of the Nigeria Maritime Administration and Safety Agency (NIMASA) Dakuku Peterside has admonished Rivers State Governor Nyesom Wike to end insecurity in the state.

    Peterside, who was reacting to the “deteriorating security” in the state, argued that as a governor, Wike’s primary duty was to secure the lives and property of the people, without which infrastructure and any other corollary of development would amount to zero.

    The DG lamented that Rivers was gradually becoming a ghost state and a cemetery where terror runs riot, and people live daily in fear of kidnappers, robbers and cultists.

    A statement by him yesterday reads: “Life, in Rivers State, has become a sort of jackpot, as people who wake in the morning are not sure of living to see another night. Those who eventually make it to the night are uncertain they would see the next morning. When such people manage to snatch a morsel of sleep, they wake up amid the horrors of severed heads, decapitated bodies, and trails of blood.

    “To Rivers residents, day and night have become emblems of terror. In Wike’s Rivers State, people are killed while waiting or driving in traffic, on the streets, watching a game of soccer and at home. Both the poor and wealthy live in fear of each other.

    “Latest figures emerging from the state are frightening and capable of permanently shutting out Rivers from the list of potential business destinations.”

    Peterside also countered Wike’s claims that international oil firms operating in the state were responsible for the killings and kidnappings. He said the governor was only trying to play smart like the proverbial ostrich.

    He added: “Insecurity has been this lucrative for the direct actors because Mr. Governor has patronised and pampered its primary and passive perpetrators. Wike knew that keeping those violent structures from 2015 to 2019 would build a charred and bloody boulevard to return to office, yet he cared less for the cost it would impose on the people. Rather than protect the state, Wike chose to protect his gluttonous quest for public office. Like his mentor, Emperor Nero, he partied and gulped drums of champagne while Rivers burnt.

    “Just like every sane citizen of Rivers State would ponder, I’m at a loss how Wike slept night after night when he received reports of daily killings and kidnappings in the state.  Only on Sunday, there were reports of mass murder in Kono-Bo-ue, Khana council, and by Monday morning, a community leader said the number of deaths had risen to 20.”

    While commiserating with bereaved families,  Peterside opined that it does not require rocket science to rail-in the patrons, actors, and beneficiaries of the crime industry in Rivers State. ”All that is needed is the political will on the part of Wike, to repent and turn the heat on the crime chefs and their dining tables. No doubt, the greater population of Rivers natives and residents, already fed-up with the situation, are ready to offer support to terminate this sinister business. There is no doubt that national security agencies are also ready to provide necessary support to the government, but are only waiting on Wike to take the lead.”

    Peterside warned that unless urgent actions were taken, more businesses would wound up. He regretted that the state had become like that of the “Ancient Mariner” who lamented “Water, water everywhere, but not a single drop to drink”.

    He advised Wike to separate politics from governance “which is what Rivers State needs now”. “Wike had shown that the governorship office is bigger than his capacity. His first four years are just enough for the trial-and-error jamboree he subjected the state to. I doubt if the people will have the patience for another four years of circuit dance in the hands of Wike. Since the office is bigger than his capacity, Wike should call for help; there are Rivers sons and daughters eager to lend a hand for the growth of the state. Otherwise, Wike should reject taking another Oath of Office on May 29 which will be an honourable way to save his chequered legacy,” he added.

  • Why Wike declared war on me, by GOC

    The General Officer Commanding (GOC) 6 Division, Nigerian Army, Maj.-Gen. Jamil Sarham, has revealed why Rivers State Governor Nyesom Wike declared war on him.

    According to him, he rejected the billions of naira offer from the governor to compromise the February 23 and March 9, general elections in Rivers.

    Maj.-Gen. Sarham, who doubles as the Land Component Commander of Operation Delta Safe, also described as bizarre and spurious allegations by the governor that he was involved in illegal bunkering and leaking the proceedings of the State Security Council meetings to criminals in the state, among others.

    In a statement yesterday the by Col. Aminu Iliyasu, Deputy Director, Army Public Relations of the 6 Division, Maj.-Gen. Sarham, condemned the unfounded and false allegations against him by the Rivers governor, a chieftain of the main opposition Peoples Democratic Party (PDP), in the video clip released on May 15 by  Simeon Nwakaudu (Wike’s Special Assistant on Electronic Media).

    The GOC said: “Wike’s resentment against me is based on my choice of professionalism and integrity over the billions of naira offered me by the Rivers State governor to compromise the 2019 general elections. My refusal to be bought over and the rejection of the hefty offer is the genesis of Wike’s hatred and vociferous criticisms of me.

    “Although, the Nigerian Army does not wish to take issues with the Rivers State governor, yet, it is important to strongly state that the allegations are false and figment of Governor Wike’s imagination. It is a deliberate effort to tarnish the towering image of the Chief of Army Staff, Lt. Gen. Tukur Buratai, and the GOC, 6 Division, Nigerian Army.

    “Needless to say that in response to many accusations against the 6 Division, already, some responsible good individuals and groups in Nigeria had exposed the antics of Governor Wike against the leadership of the 6 Division and the Nigerian Army.

    “It is imperative to state that the campaign of calumny against Maj.-Gen. Sarham and the Nigerian Army’s leadership by Governor Wike did not start today. On 22nd February, 2019, Governor Wike brazenly alleged that there was an attempt to exterminate his life by assassins organised by the GOC, 6 Division.

    “As weighty as the allegation was, we are yet to know any action taken by Mr. Wike that guarantees his safety. Mr. Wike has since failed to use civilized and legitimate options to prove his allegations against Maj.-Gen. Sarham.

    “On the mischievous accusation against Maj.-Gen. Sarham of leaking proceedings of State Security Council meetings to criminals in Rivers State, Mr. Wike knows well that Maj.-Gen. Sarham is not a member of the Rivers State Security Council, neither has he ever approached the gates of Rivers State Government House, since his assumption of office as the GOC, 6 Division.

    “Mr. Wike only came face to face with Maj.-Gen. Sarham on the 15th of January, 2019, during the 2019 Armed Forces Remembrance Day Parade at Isaac Boro Park, Port Harcourt.

    “The Nigerian Army wishes to challenge Wike to provide the public with any evidence of such meetings, with Maj.-Gen. Sarham in attendance.

    “Wike’s allegation against Maj.-Gen. Sarham’s selfish involvement in illegal oil bunkering is another reckless, spurious and mischievous accusation.

    “Hence, the headquarters of 6 Division wishes to request the Rivers Governor to take the most civilised way of putting up a petition to the relevant authorities, to make a point.”

    Maj.-Gen. Sarham also assured of the commitment of personnel of 6 Division to the protection of lives and property, as well as the protection of critical national infrastructure in its Area of Responsibility (AOR), for the benefit of the nation.

    The GOC declared that no amount of blackmail and area-boy gerrymandering would affect his resolve and commitment to discharge his roles professionally and in line with the vision of the chief of army staff.

    Wike had on May 15, during a visit by the Commander of Joint Task Force, Operation Delta Safe, Rear Admiral Akinjide Akinrinade, to the Government House, berated the Maj.-Gen. Jamil Sarhem, who he accused of running an illegal oil bunkering ring.

    He accused the GOC of engaging in the deal for the purpose of financing his quest to be appointed as the Chief of Army Staff (COAS).

    The governor declared that any attempt to appoint the GOC of 6 Division as the COAS would spell doom for the nation’s failing security architecture.

    Rivers governor said: “The GOC is doing illegal bunkering, which he is using to finance his quest to emerge as the country’s Chief of Army Staff. He has his own team that is making money for him, through oil bunkering.”

    Wike also accused the GOC of compromising security in the state, saying “we will have a security meeting and he will release the details to criminals. And the Chief of Army Staff will leave the man here, because he is playing their role.

    “How will security of the state be with such a man as the GOC? He will compromise when fighting to reduce crime. They sent us a GOC who destroyed the security architecture of the state.”

    Rivers governor wondered what the Joint Task Force, Operation Delta Safe would do when they encountered the illegal oil bunkering team of the GOC, 6 Division, claiming that Rivers people stopped the GOC and his “accomplices” from imposing a governor on the state during the last general elections.

    He said: “A man came to plot coup. The people resisted him for plotting coup. You want to impose a party that has no candidate for National Assembly and State Assembly elections on the people. How will such a party win the governorship election? A party that nobody has seen their posters, Rivers people said no.

    “He (GOC) has result sheets. Let him bring the result sheets to the tribunal. Army now has result sheets. That is now part of their mandate.”

    Wike assured the Joint Task Force Commander that the Rivers government would support the operations to ensure that they adequately defend the Niger Delta, especially Rivers State.

    “Anybody who wants to help us fight crime, I will support.  I will never support those involved in illegal refineries,”, he said.

  • Wike seeks implementation of national institute’s reports

    The country would have made greater progress in development if the Federal Government had implemented reports of the National Institute, Kuru, Rivers State Governor Nyesom Wike has said.

    According to him, implementation of study reports of the institute would help governments address key development challenges.

    He spoke when participants of the Senior Executive Course (SEC) 41 2019 of the National Institute of Policy and Strategic Studies, Kuru, visited him at the Government House Port Harcourt yesterday.

    He said: “What has happened to past reports of the National Institute? Gradually, this has become a national ritual. If people sit down, conduct researches and write reports based on the researches, what is the government doing with the reports? If we make use of the reports, probably we may not be where we are today.”

    Wike called on the Army to focus on its constitutional responsibilities of securing the country instead of getting involved in election rigging.

    “In those days when people hear about the Army, they fear and view them with respect. Today, the fear is gone. Instead of improving security, they are only interested in politics.

    “They leave their primary responsibility. You can see the level of insecurity in the country; there is no state that is free from insecurity.”

    The governor urged the institute to notify the Federal Government of the need to implement its reports as the country would be better for it.

    On the theme of the study tour, Wike noted that his administration places premium on the funding of healthcare. He said health and education are competing for budgetary allocation in the state.

    He, however, pointed out that the government has financial challenges which affect funding of healthcare but his administration has performed creditably despite the constraints.

    Director of Research, National Institute and Leader of Delegation Prof. Habu Galadima said the Senior Course 41 was focusing on Funding Universal Healthcare Delivery in Nigeria.

    According to him, the study tour will examine issues and challenges facing the funding of healthcare delivery in Rivers State.

    Prof. Galadima said Rivers State is one of the hubs of healthcare delivery country, hence it was selected as one of the states for research.
