The closed-door meeting was described as ‘private’.

At the end of the meeting, there was no press interview.

Blair was the UK Prime Minister between 1997 and 2007 and Leader of the Labour Party between 1994 and 2007.

  • Govt to partner investors on IPP, concession airports – Osinbajo

Vice President, Prof Yemi Osinbajo, has spoken of plans to encourage private sector firms to supply power to end users.

Osinbajo said this while delivering the 50th Convocation Lecture of the University of Lagos (UNILAG) titled: “Nigeria Rising: The Path to Prosperity” on Monday at the J.F Ade Ajayi Auditorium.

The VP said though the country was generating up to 8,100 megawatts, the distribution companies (DISCOs) failed to distribute up to 2,000 megawatts.  He blamed the DISCOs’ inability to distribute on failure to invest in metering.

He said: “We have moved generation from 4,000 to 8,100 MW. But the effect of this increase in generation has not translated significantly to better service to the consumer. This is mainly due to   distribution challenges. Over 2,000 MW of power is not taken up by the discos for distribution to consumers largely because of problems they experience in collection of Tariff.

“But one of the reasons for this is the fact that the discos have not invested significantly in metering. We have now embarked on a major metering initiative – The Metering Assets Programme which involves private metering Assets providers. In addition the Federal government has in the past 18 months taken on the deficiencies in transmission head on.  Through the TCN and the NDPHC we are completing transmission projects all around the country.”

Osinbajo said the government was already experimenting decentralizing power production with Independent Power Projects (IPP) it has helped to build which are operating successfully in selected markets across the county.

“The more important strategy is to decentralize power production. So we have adopted an off grid programme, which means that we are encouraging private investors to collaborate with government to build IPPs and supply power to willing buyers. This was made possible by what is called an eligible customer declaration by the Ministry of Power, Works and Housing. By this collaboration we have been providing power, especially Solar Power to economic clusters such as markets across the country – including, Ariaria market in Aba, 31,993 shops; Sabongari market in Kano, 13,598 shops;  Sura market in Lagos, 1047; Isikan  493, NEPA 256,  Gbagi 8,778, UMBC 2178, a  total of 81,691shops servicing 320,000 SMEs. In Lagos we recently commissioned the Sura market solar project.  The businesses there now have 24-hour power. From printers, commercial tailors to small chop businesses, everyone is employing more and making more profit,” he said.

In the area of business, Osinbajo said Nigeria had moved up 24 places in the ranking of countries with ease of doing business. He added that there were plans to concession the airport and increasingly get government off running business.

“Nigeria has also made appreciable progress in improving the business environment.  We improved our position in the World Bank’s Ease of Doing Business Rankings by 24 places over a three year period.  And we were were adjudged one of the 10best reforming economies in the world. Also worthy of note is the fact that there has been an increased presence of foreign companies in Nigeria.  I am told that the number of Japanese companies operating in Nigeria has increased by over one-quarter over the past three years, while those from Norway have more than doubled in the same period.  Allianz, the largest insurance company in the world has started operations in Nigeria after buying into a local firm while Coca-Cola has bought up the remaining shares in Chi Industries that it did not own. What kind of reforms are expected over the next 4 years and in which sectors.

“We plan to complete the concession of our airports for increased efficiency and alignment with global standards;  and establish the National Trading Platform to encompass a more sophisticated single window platform, scanners, and a ports community portal for goods being imported into and exported out of the country,” he said.

On education, Osinbajo said the government was working on a new curriculum that would drive learning of skills needed for the technology-enabled workspace.

He said: “Our technology agenda is premised on our new educational curriculum which emphasizes STEAM – Science, Technology, Engineering, Arts and Mathematics. We are currently developing that curriculum with the support of global players like MIT, Cisco, IBM and Oracle – a nationwide curriculum that incorporates 21st century STEAM thinking: coding, design skills, digital arts, robotics, and machine learning, and so on.

“The curriculum will cover primary to secondary education. The Arts component of that vision is extremely important to us. Visual arts, dance, music, film and theatre, comedy,  literature – these and many more are fields in which Nigeria is has proved to the world that it is full of talent and originality and ambition. At the highest levels of the government in Abuja, we are creating opportunities to engage with artists to better understand how we can, as a government, support you to succeed.

“We believe that like technology entertainment and the arts require active support, especially in the development of policies as we engage uncharted territory in the coming years. Consequently the President directed that we establish a technology and creativity advisory group, to work on and formulate policies in these very dynamic spaces. We have had about three meetings so far.”

The event which was chaired by Chief Arthur Mbanefo, who was Pro-Chancellor of the university 35 years ago, had in attendance the Vice Chancellor, Prof Oluwatoyin Ogundipe, the Pro-Chancellor and Chairman of Council, Dr Wale Babalakin; Ekiti State Governor, Dr Kayode Fayemi; Minister for Niger Delta Affairs, Usani Uguru Usani, Executive Secretary, Tertiary Education Trust Fund, Prof Elias Bogoro; President, University of Lagos Alumni Association, John Momoh; Former UNILAG Alumni President, Olorogun Sunny Kuku, among others.

  • Tinubu advises Fed Govt on how to fix economy

Ex-governor: any hike in VAT will be a burden on Nigerians

Buhari, Osinbajo, others honour Tinubu at birthday colloquium

BEFORE a colourful crowd of dignitaries, former Lagos State Governor Bola Tinubu yesterday advised the Federal Government not to increase the Value Added Tax (VAT).

To the All Progressives Congress (APC) stalwart, a new VAT regime will increase the burden of Nigerians. What should be done, he said, is to widen the tax net for more people to pay.

The Federal Government has said there are no plans to increase VAT from five per cent.

Tinubu noted that the time had come for Nigeria to look inward and initiate people-friendly policies. He warned that there were clear indications of the global economy gradually going into recession.

According to him, forecasters have been predicting that the global economy will go into recession within the next 12 to 18 months.

The audience applauded as Tinubu spoke. It was all at the 11th Bola Tinubu Colloquium at the International Conference Centre (ICC), Abuja in commemoration of his 67th birthday.

He advised the government to revisit the privatisation of the power sector for a faster industrial development and job creation. Besides, said Tinubu, estimated billing should stop.

He said: “I want to appeal to Prof Yemi Osinbajo, the Vice President and his team to put a huge question mark on any increase on VAT. If you reduce the purchasing power of the people, we can further slow down the economy.

“Let us widen the tax net. Those who are not paying now, even if they are relatives of Bola Tinubu, let the net be bigger and we take in more taxes. That is what we must do in the country instead of another layer of taxes, for now.”

Speaking on the need to industrialise the country, Tinubu said: “We require serious and bold reforms to achieve this. What is happening to our gas pipelines? Whatever we have to invest now for our future is a task that must be done boldly. The PDP administration shared out generation, distribution and transmission to their friends and cronies without very deep and thoughtful research and evaluation.

“It has now become pork chops. This privatisation must be revisited. Put experts together for a more constructive reform to improve generation, transmission and distribution by any means necessary. We cannot afford to be too legalistic about this.

”We should push to end the practice of billing people for electricity they never received. This practice is a vestige of the past that should not accompany us into the future.  A person should be charged accurately and only for the power that they use.

“Government should continue to aggressively implement its national infrastructure plan. We must commit ourselves to a national highway system linking our major cities and towns, our centres of commerce, with each other. This will save lives, spur commerce, cut costs and bring Nigerians closer together.”

The co-Chairman of the APC Presidential Campaign Council stressed that the “Next Level” campaign slogan of the ruling party was not just a campaign jargon that should be discarded after the victory.

He said: “The Next Level is not just a trendy campaign phrase to be quickly discarded once victory has been achieved. It has a much deeper and more profound meaning, perhaps even more than its authors contemplated. This is because we are a nation still in the process of defining itself politically and economically.

“In this process, it is tempting and easy to borrow indiscriminately from those nations that seem to have mastered the art of democratic governance and to have achieved economic prosperity. However, to achieve durable progress, we can’t afford to work hard but in mindless devotion to the ways of other nations.

“This truth is particularly acute when these very nations now face fundamental political and economic questions that cast doubt on the social utility and viability of the economic model under which they have travelled for the past 50 years.”

He told the gathering that the global economy was facing stiff headwinds as “factors that are not of our making now cast the world economy towards low growth”.

“Consumer spending is slipping. Aggregate private debt has attained historic levels. America and China are in a trade tug-of-war. Brexit is imminent. Whatever form Brexit takes, economic dislocation will emerge from the political confusion now underway.

“Even without Brexit, the EU itself has entered a rough patch. The Eurozone may already be in recession. Stock markets experience wild swings that speak to an underlying weakness and pessimism about the immediate future.  Forecasters are predicting a global recession within the next 12-18 months.

“I render these observations not to frighten anyone, but because they ring true. Wisdom requires that we accept reality instead of obscuring it under the cloak of wishful thinking. We must build policies that interact with the world as it is, and not with the world as it should be.”

In Tinubu’s view, Nigerians must recognise these harsh economic tidings as advance warnings to the wise and those at the helm of affairs “must think deeper and work harder for our people in Nigeria”.

Tinubu said: “I would be a most wicked friend if I knew a storm was approaching yet convince you to ready your family for an outdoor picnic under the tallest tree. The truth is always a more valuable guardian than fantasy.”

He went on: “Nigerians must recognise a fundamental truth of our time. The economic model upon which the world is built is unravelling. The coming downturn is just a symptom of this great upheaval. The global economy faces either genuine reform or gathering ruin.

“Because of this, the economic cohesion of Western nations is weakening. Income inequality has reached levels unseen in a century. The middle class in most countries is shrinking. Wages stagnate while prices are on a ceaseless march upward.

“People the world over are questioning the centre-right conservative model that has, with few exceptions, governed the world for the last half century. In one form or another, people are protesting the way things are, and progressive politicians are trying to help the people change things for the better.”

The Next Level, he said, must be seen as part of this global and historic dynamic. “Our pursuit of the Next Level cannot be achieved by blindly following the economic path of other nations. That would be tantamount to racing to live in a building just as its long-term occupants were frantically rushing out, screaming that the edifice was crumbling.  If we are smart, we dare not enter.

”Instead, we must construct our Next Level on a progressive ideology and vision that will take our people out of penury, diversify our economy more aggressively, and empower and retrain our youth.

“To be the great nation we purport to be, we must reform and retool our economy according to our definition of what is best for our own people. We cannot assign that duty to anyone else. We must do more than simply work for the people.

“The government must ‘work for the people in a way that enables them to better work for themselves. We must amend our basic ideas about the economy.  We must divorce ourselves from our fixation with GDP rates and similar statistics. These things were initially intended to be indicators, suggestive measurements.

“However, we have misinterpreted these road maps by treating them as if they were the destination itself. This has caused us to distort the organic relationship between the people and the economy.

“This dominant train of thought has made the people servants to the dictates of abstract economic theories. In a more effective system, the economy would be fashioned to serve the concrete needs and legitimate aspirations of the people.

“Our economy must be redefined to be an efficient yet moral social construct with the primary goal of optimising the long-term welfare of the people through the sustained, productive and full employment of labour, land, capital and natural resources.

“In the current global context, the best translation of laissez faire economics is ‘let’s stay poor’ economics. To believe that we are at our best when everyone focuses solely on maximizing their own position is to believe that one hundred hands can clutch at the same naira note but no one will get scratched.

“To pull the nation from poverty, government must play a decisive role. It must at times direct and even develop markets and opportunities. This is nothing novel. I am only restating what the established economies did when they were young and assumed their trajectories toward growth.”

Tinubu believes that in its second term, President Muhammadu Buhari administration will dedicate itself to changing the very structure of our economy for the better. The single most important sector for the government’s focus is infrastructure, the most important of which is power, according to the former governor.

Tinubu argued that affordable and reliable power will drive industrialisation that can provide jobs and produce goods for Nigerians and take the people out of the dark ages and bring the nation into the light of a better day.

He went on: “I believe the Buhari administration will work to increase electricity generation, transmission and distribution by more than 50 percent within the next four years.

“In working to transform the face of our economy, government must also enact policies that encourage industrialisation and modern agricultural practices. We must applaud President Buhari for the historic innovations made in the agricultural sector.

“We must further encourage him to do even more. Government funded social security for the aged and government backed affordable housing and mortgage facilities are things we must continue to explore in an aggressive manner.

“In the end, our future is uncertain until we enter it and make of it what we will. We can either let the future happen to us or summon the courage to make the future belong to us as other nations have done. I don’t think we really have a choice in the matter. We must take the people to the next level. It is a promise made and thus a promise that must be kept.

”Our goal is nothing less than enabling the people to enjoy lives free of penury and lack. We seek to constitute a nation where all have basic sustenance and sufficient food on their tables, a sturdy and sheltering roof over their heads and the fair chance and means to sustain and further enrich their lives as they see fit.”

  • Buhari not an orator but action man, says Osinbajo

Vice President Yemi Osinbajo said President Muhammadu Buhari may not be an orator but he has a track record of getting things done.

Osinbajo said this while representing the President at the 11th Bola Tinubu Colloquium at the International Conference Centre on Thursday in Abuja.

Osinbajo described Tinubu as an astute politician whose political achievements only very few Nigerians can boast of.

  • Imams urge politicians to shun violence

The Conference of Islamic Organisations (CIO), has urged politicians to eschew violence.

The Islamic scholars congratulated President Muhammadu Buhari, his Vice, Prof. Yemi Osinbajo as well as governor and deputy governor-elect of Lagos state, Mr. Babajide Sanwo-Olu and Dr. Obafemi Hamzat for their victory at the just concluded elections.

At a briefing yesterday on the state of the nation at the Bagauda Kaltho Press Centre, Alausa, the Ulamau Forum of CIO urged the duo of Buhari and Osinbajo to see their victory “as another opportunity to consolidate their efforts in the fight against corruption.”

They also called on Sanwo-Olu and Hamzat to see their victory as a call to service and not a right.

One of the CIO leaders Sheikh AbdurRahman Adangba, who read the speech, said:

“They should work tirelessly as a team to deliver and make sure people enjoy the effects of governance and dividends of democracy; also they must reciprocate the gesture with more life-touching projects”.

Sheikh Adangba, who is the Chief Imam of Adangba Central Mosque, urged those that lost at the elections “to shun comments and utterances capable of leading to violence, riot or hate. The blood of any Nigerian is not worth their emergence; politicians should eschew violence. They should not use politics to divide us on the basis of religion and ethnicity.”

Sympathising with families affected in the recent collapsed buildings both in Lagos and Ibadan, the organisation called on the government at all levels to be strict with building regulations.

According to them, essential infrastructure to enhance the decongestion of over-populated areas should be provided.

The terms of reference of the committee include “to audit and determine the status of implementation of policies programmes and projects either inherited or commenced by the out-going administration;” and “to identify and highlight a residue of works and challenges that may militate against their successful implementation.”

The committee will also “prepare and produce a detailed working document that will guide the incoming cabinet members on the direction of government regarding policies, programmes and projects;” and “co-opt organisations or persons relevant towards the successful execution of the exercise and make recommendations as may be considered necessary.”

Inaugurating the committee, Vice President Osinbajo said the committee would, “in the next few weeks, determine the current status of and performance on federal government projects and programmes, relying not just on submissions made by the various ministries, department and agencies but also on objective assessment of experts already engaged on similar assessments and will be co-opted to assist in this mission.

“They will also be required to produce a detailed implementation plan based on the Economic Recovery and Growth Plan, ERGP and on several documents, including the Next Level Document.”

Prof. Osinbajo said the plan was aimed at ensuring the preparation of a working document that would guide in the implementation of federal government projects and programmes, and especially serve as an important guide for ministers in the new cabinet.

“It is important to note that the review of ongoing projects is already an entrenched activity of this government.

“In fact, status reports were presented to the Federal Executive Council by all ministers between January and May last year and those reports only need updating for the purpose of this committee’s work.

“Also government plans are always guided by the manifesto of the All Progressives Congress, the basis of the promises which we made to Nigerians, and also by the ERGP, where we strive to reflect not just our annual budgets but policies and programme and implementation plans of the government.

“Of course, this would be supplemented by the updates made by the party manifesto by way of the next level government.”

The vice president said the policy, programmes and projects audit committee would also ensure that there would be objective report, critical analysis and realistic projections that would constitute clear guidelines for each cabinet minister.

“We will focus on ensuring that we have for the incoming cabinet a clear presentation, ministry by ministry, what government needs to do, the challenges to be envisaged and the implementation plan.”

He said the members of the committee would be required to work with teams of their own choice.

Absent at the inauguration on Friday, the Attorney-General of the Federation and Minister Justice, Abubakar Malami, sent in his apologies.
