    Buhari has reversed corruption trend, puts Nigeria on right path

     

    Vice President Yemi Osinbajo on Tuesday reiterated that no nation could survive on a “grand corruption” such as was visited on Nigeria in the past, but added that it was a good thing that the trend has been reversed by the present government at the centre.

    Osinbajo said Nigeria is now on the right path to recovery with the launch and implementation of the deadeconomic recovery and growth plan, pursuit of peace in the Niger Delta and diversification of  the economy.

    He spoke in Abeokuta, the Ogun State capital, at the 4th edition of the Ogun State Investors’ Forum with the theme: Consolidating the Gains: Accelerating Growth.

    He explained that the nation’s problem  was not its  dependence on precarious single commodity but corruption which ensured that the proceeds of the commodity were cornered by very few people.

    Osinbajo hailed the initiative of the Ogun State government regarding the Investors forum and preached a sub-regional economic summit among Ogun, Lagos and Benin Republic towards leveraging on the economy of proximity of both Lagos and Benin Republic to the state.

    According to him, policies of the Federal government led by President Muhammadu Buhari were targeted at improving the potential of states notwithstanding political leanings.

    He noted that a total of N1.91 trillion Naira has been released to state in form of Paris Club refund and budget support facilities.

    “We have launched and implemented a comprehensive economy recovery and growth plan, we pursued peace in the Niger Delta, we focused on improving our business environment, we scaled up our investment in agriculture and infrastructure and aggressively worked at expanding Nigeria revenue base.

    “Perhaps most importantly, we have reversed the grand corruption in public finance and impunity which attended the conduct of public business especially in the past five years.

    “The main reason for Nigeria’s growth is not just a matter of our relying heavily on a single commodity, it is the fact that proceeds of that single commodity were regularly hijacked consistently by a few.

    “In the so called strategic contract with NPDC, the promoters of those companies made away with about $3billion, almost a tenth of our reserves at a point.

    “At the moment, we are in the course of getting the $3 billion to built roads; the Abuja-Kaduna-Kano road, the second Niger bridge, the Enugu-Port Hacourt road, the East West road, the Sagamu-Benin-Ore road, the Kano Maiduguri road, the Abuja-Lafia road, the Akwanga-Keffi road plus the Lagos-Abeokuta road.

    “It is important for us to understand that our country’s problems must be analyzed on the perspective of what our real issues are, we can’t talk about the Nigeria economy without the plight that was caused years ago by people simply stealing the resources of this country.

    “In one single transaction, the sum of 100 billion Naira and $289 million in cash were released three weeks to the 2015 elections. That money was essentially embezzled.

    “When you consider that in 2014 when the price of oil was at an average of $110 a barrel, only 99 billion Naira was spent on power, works and housing; agriculture and transportation got 14 and 15 billion Naira respectively.

    “So,  the total spent on capital in 2014 on those areas have mentioned was just N153 and over N150 billion was released and shared in three days, this is the enormity of what we are talking about.

    “There’s no country in the world that can survive on grand corruption and that is what we are talking about and that is why it is important for the Federal Governments under President Muhammad Buhari to reverse that grand corruption,” he said.

    Also, former President of Mexico, Felipe Calderon, expressed the confidence that with rule of law and accountability, Nigeria would navigate out of her economic doldrums.

    Calderon who delivered the keynote address at the Investors Forum, said  knowledge from research had shown that the economy of nations without rule of law and accountability would only remain stagnant at 0% or be crawling only at 1%.

    The ex- President explained that the economy of a country could grow for as much as 34% where rule of law and accountability regardless of its geographical location, culture, leadership ability or even the natural resources.

    He cited Singapore as a nation that does not have much national resources but remained one of the best economies in the world because of rule of law and accountability.

    “It is important to have a country that is rules by law and not by man,” he said.

    The Ministers of Finance and Agricultural and Rural Development, Kemi Adeosun and Audu Ogbeh in their separate remarks, said Nigeria has the capacity to grow its GDP at 7% by being focused.

    Ogbeh who rued the 9% interest rate being charged farmers by the Central Bank of Nigeria for being prohibitive, said 5-7% would be more reasonable.

    Governor Ibikunle Amosun of Ogun State, while delivering his speech said his administration is poised to bequeathing a lasting legacy and provides a model of development that is impactful and sustainable for the state.

    Amosun who highlighted his achievements in the areas of agriculture, infrastructure, security and investment said this is the time to support his administration the more, now that is winding up.

  • Why we have stunted entrepreneurial growth in Nigeria – Dogara

    The prevalent unfriendly banking practices are responsible for the stunted  entrepreneurship and by implication the slow growth of the nation’s economy  in Nigeria, Speaker of the House of Representatives, Yakubu Dogara, has said.

    He also identified lack of political will to effect necesaary reforms as a major stumbling block to a conducive entrepreneurial  growth in the country.

    According to him, the seemingly intractable  adverse effect of the harsh business environment requires a concerted action by all stakeholders.

    Dogara spoke  on Monday in Abuja at the launch of a book on banking reforms by Dr. Bode Ayorinde, a member of the House of Representatives, representing Owo/Ose Federal Constituency of Ono State.

    Also in attendance were the Vice President, Professor Yemi Osinbajo and the governor of Ondo State, Rotimi Akeredolu among several others.

    Dogara, who noted that high lending rates, coupled with  difficulties in accessing loans, regretted that the prevailing Nigerians banking  situation was not so unfriendly compared with what obtains in other countries.

    He said: “The challenge in the banking industry in Nigeria is such that it is organized in such a way that it creates buoyancy and development in other jurisdictions, not in Nigeria.

    “I have had cause to say this before, that unless you have assets or equipment, there is no way you can take loans or access loans from Nigerian banks to do the business.

    “If you are not careful in taking loans from Nigerian banks, one will just end up in the poverty gap. I don’t think our citizens are supposed to do their businesses with money they already have in their pockets.

    “Businesses elsewhere are executed by loans by the banking industry in those countries. I don’t know why the interest rate in Nigeria is so high”.

    Saying that the time is now for a comprehensive review of the situation, the Speaker added, “What is it that we can do to lower the cost of funds in Nigeria, so that our young men, women and entrepreneurs can risk taking money from our financial institutions in order to realize their dreams?”

    Besides, business reforms in the country are not likely to succeed in Nigeria considering the fact that loans remain largely inaccessible to those who most require such financial aids to grow their businesses, he noted.

    “I love the fact that the Vice President is chairing the council on the ease of doing business in Nigeria but in dealing with most businesses, you are forced to ask what business are we doing? How do we fund these businesses?,” he noted.

    Saying that the political will to tackle the challenge has been lacking, Dogara nonetheless challenged all stakeholders to work together to strengthen institutions saddled with the responsibilities of repositioning the econony to work towards ensuring compliance with global best practices.

    “That has been the challenge, from the point of view of the Executive down to the Parliament, the political will to address this has not been there.

    “And the answer has always been that just one opinion cannot solve the issue, all hands need to work at it. We cannot afford to continue having weak institutions in Nigeria, not after so many years of having balance.

    “So I believe that concerning some of these borrowing voyages such as been embarked upon recently can be avoided by applying the required formulas that work even here in Nigeria.

    “The sharp parallel that is drawn between the practice here in Nigeria and the practices in over 20 other jurisdictions of the world,” he added.

    Cabinet members, staff celebrate Osinbajo’s 61st birthday

    Vice President Yemi Osinbajo on Thursday celebrated his 61st birthday with cabinet members and his staff at the Presidential Villa, Abuja.

    Among those who attended the brief ceremony at the Vice President’s wing included the Secretary to the Government of the Federation (SGF), Boss Mustapha, Minister of Budget and National Planning, Udoma Udo Udoma.

    Others are the Minister of State for Petroleum Resources, Ibe Kachikwu and the Governor of the Central Bank of Nigeria, Godwin Emefuele, Minister of Water Resources, Suleiman Adamu.

    Also at the brief ceremony was the Senior Special Assistant on National Assembly matters (Senate), Ita Enang.

    The staff and the cabinet members sang birthday song for Osinbajo before he cut the cake at the count of 61.

    Osinbajo prayed that those who had come to celebrate with him that are yet to be 60 years, will live above 60 years while those above 60 years will see many more years.

    He said “I’m grateful to God for preserving my life. It’s just exciting to be one year older. I think we are gradually getting to that class who are called senior citizens and I in some way it places greater responsibility.

    “But I’m immensely grateful to God and thank everyone for the surprise.

    “I pray that our country will be greater and greater, that it will prosper and that we will experience true joy and true peace.” he stated

    Before Osinbajo cut the cake, Boss Mustapha said “We are gathered to share with you on this very auspicious day. Our prayer is that God will continue to watch over you, continue to fill you with wisdom and understanding, that at every point in time as you counsel with Mr. President you will give him Godly counsel, that he will depend on you for insights into the governance of this country and for those of us working with you, we will receive direction to take this country forward and to greater heights.”

    Osinbajo at 61: Ndoma-Egba describes VP as highly dependable

    The Chairman, Governing Board of Niger Delta Development Commission (NDDC), Sen. Victor Ndoma-Egba (SAN) has described the Vice President, Prof. Yemi Osinbajo (SAN) as highly dependable.

    Ndoma-Egba made this remark, in a 61st birthday congratulatory message to Prof. Osinbajo, in a statement by Mrs Clara Braide, Special Assistant, Communication Office, NDDC, on Wednesday in Abuja.

    Describing the Vice President as “Highly dependable and cerebral,” the NDDC Chairman, who also turns 62 on the same day as Prof. Osinbajo, acknowledged several landmark achievements, which had no doubt, singled out the Vice President.

    We are prepared to build better future using science, technology – Osinbajo

    The Vice President, Prof. Yemi Osinbajo, has assured that the administration will build a better future for the country using innovations in science and technology.

    Osinbajo, who gave the assurance at the Science and Technology Expo 2018 in Abuja on Monday, announced that President Muhammadu Buhari had approved a science and technology roadmap 2017 to 2030 to drive the initiative.

    According to him, the Federal Government plans to strengthen the technology and innovation ecosystem by supporting the development of innovation hubs in partnership with the private sector.

    “This is well on course; we have recently completed a competitive selection process for the private sector entities which will implement and manage the hubs.

    “Each of these hubs will focus on solving the market challenges peculiar to the region of the country in which it is located.

    “Perhaps more importantly is that we are collaborating with the Bank of Industry with a civic hub, a private hub, and other private sector entities to run a presidential technology innovation challenge in all Nigerian universities, public and private and some polytechnics in April.’’

    He said that each university winner would be invited to an awards event to be hosted by Buhari at the presidential villa

    Osinbajo said that the administration would also create technology hubs in universities in the six geo-political zones.

    He said there was the need to celebrate the achievements on Nigerians at home and abroad in the science and technology sphere as well as the creativity of the nation’s military.

    He recalled the Air Force had demonstrated the drive to innovate by launching the very advanced Un-manned Arial Vehicles (UAV) to add to an earlier production of a revolutionary version diaphragms used in fighter gets.

    “They are now in the process of commercialising the products and we are told that several countries have already expressed an interest in buying the diaphragms from the Nigerian Air Force,’’ he said.

    He recalled the fifth executive order signed by Buhari aimed at boosting programmes that had science, engineering and technology components.

    He said that the order outlawed the use of foreign contents where the local counterparts were available and urged ministries, departments and agencies to align with the order to achieve its lofty objectives.

    He said science and tech remained a major input in the economic growth plan aimed at moving the country away from a resource-based to knowledge-based model.

    The vice president commended those who emerged the best from all the 774 local government areas of the country in the young Nigerian scientists’ competition.

    He consequently announced that the first three winners had been granted full scholarships up to Phd level in any science-related discipline of their choice in Nigerian universities.

    “The future of our country belongs to young people; it is our duty to create the enabling environment for them to be nurtured and grow to the fullest potential,’’ he said.

    He commended the ministry of Science and Technology for initiating the technology and innovation expo, adding that Nigerians had always demonstrated remarkable ingenuity and inventiveness at home and abroad.

    According to him, with the right environment and support there is no limit to how far Nigerians can go, especially in innovation, science and technology.

    Era of undermining states’ economy is gone – Osinbajo

    Vice-President Yemi Osinbajo on Monday said that the Federal Government would continue to encourage partnership among states for their development.

    Osinbajo spoke in Epe at a 2-day Lagos-Kano Economic and Investment Summit with theme: “States Partnership as a Tool for Sustainable Economic Development.”

    Osinbajo said that the Federal Government would not undermine the economy of any state, adding that the era of doing so was over.

    “On our own part, the Federal Government will support the efforts of all state governments to reform their economies, to attract investment and to collaborate with one another.

    “The days where the Federal Government will sit to undermine governors and their administrations are now behind us,” he said.

    He said that the state governments could attest to the fact that President Muhammadu Buhari was deeply committed to helping every state achieve its full economic potential.

    “As a government, we have been careful not to hold back information from the states, because we realised that development can only happen in an atmosphere of trust and collaboration,” Osinbajo said.

    The Vice-President noted that if the nation’s economy must be reviewed, there was need for states to leverage and synergise on their comparative advantages to improve their economy.

    “This development will as well rub on the nation’s economy and in the overall benefit of the citizenry,” he said.

    He commended both state governments for the initiative, saying that it was in line with the federal government’s economic recovery growth plan.

    He said that the Federal Government would pay serious attention to the outcome of the summit to help guide and direct its engagement with the two states.

    Osinbajo said that going by the current and projected rate of urbanisation, cities, not countries would propel the economy of the future.

    “Cities around the world existed longer than the countries to which they belong.

    “Lagos and Kano are as much cities as they are states. Long before Nigeria existed, both cities existed as important regional centres of trade and commerce,” he said.

    He said that the summit would provide the opportunity for both states to accept themselves economically.

    Osinbajo said it would also give room for them to see rapidly emerging opportunities, as well as ride the ways of investments and innovation to become truly globally competitive, and to show the way to other states.

    In his remarks, Gov. Akinwumi Ambode of Lagos State called for more inter-regional trade and cooperation among states.

    According to Ambode, Nigeria should start thinking ahead, because the country’s economy still remains dependent on oil.

    He said that Lagos State would partner Kano State in areas of transport infrastructure, road, rail lines, education, market development, security, among others.

    His Kano state counterpart, Alhaji Umar Ganduje, who listed several similarities between his state and Lagos, was optimistic that the summit would generate perspectives that would lead to future prosperity for the two states.

    The Emir of Kano, Alhaji Muhammadu Sanusi, Oba Rilwan Akiolu of Lagos, Gov. Abubarkar Bagudu of Kebbi State, were among dignataries at the summit.

    ‘Greed, self-interest behind executive/legislature conflict’

    Vice President Yemi Osinbajo yesterday attributed the disagreements between the executive and the legislature to greed, self-interest and hypocrisy.

    He said despite the principles of separation of powers, there were still tensions and conflicts among the arms of government, especially between the executive and the National Assembly.

    Osinbajo said: “Various factors can be identified as the causes of conflicts between organs of government, especially between the legislature and executive, who have to constantly interact in the course of discharging their respective constitutional duties.

    “Conflicts could arise from misunderstanding of constitutional responsibilities; inordinate foray or venture by one organ into the territory of another organ, inordinate ambition or domineering attitude by one over others, power struggle, greed or self-interest, hypocrisy, lack of patriotism and corruption.”

    Osinbajo spoke in Abuja at a “Dialogue of organs of government on reform of justice sector and campaign against corruption” involving the Executive, Legislature and Judiciary.

    It was organised by the Presidential Advisory Committee Against Corruption (PACAC) in collaboration with the Federal Ministry of Justice and held at the State House Banquet Hall.

    The vice president, represented by the Deputy Chief of Staff to the President, Mr. Ade Ipaye, said while absolute separation of powers might be unattainable, the three arms of government must cooperate to maintain a workable government.

    “When this cooperation happens, it strengthens the democratic process, promotes good governance and responsible leadership, promotes transparency and accountability in governance, assists the executive to be focused and committed to delivering good governance to the citizens and helps the legislature to make efficient laws that will promote good governance and curb corruption,” he said.

    Osinbajo said for there to be harmony, each arm must carry out the functions assigned to it by the constitution effectively and within the limits of its power. Usurpation of the others’ power, he said, would lead to friction.

    According to him, unresolved conflicts slows down the pace of governance, creates suspicion and hostility, encourages bad governance, creates distraction and tension, and encourages the culture of impunity and disregard for the rule of law among the political class, with attendant political instability that divides the populace.

    “In order to avoid these consequences and for a government to deliver development to the people, it is imperative for the three arms of government to constantly bury the hatchet and focus on collaborative efforts within their constitutional responsibilities to formulate and implement effective governance laws and policies.

    “All three arms must be development focused in fulfillment of their roles and be ready to subsume personal interests to the overriding public good,” Osinbajo said.

    The vice president said despite the Transparency International report, suggesting that Nigeria declined in the corruption perception index, the government was focused on the war against corruption.

    “We are firmly of the view that real progress is being achieved in the fight against corruption, and perception may indeed lag behind reality.

    “But, as the saying goes, perception is sometimes stronger than reality, so we have to keep up the fight, until the full effect of our efforts can be clearly seen and perceived,” he said.

    According to him, Nigeria’s ranking should not be seen as a setback, “but rather as an opportunity to continue building on the many successes that have already been recorded by this government in all key sectors.”

    Senate President Bukola Saraki, represented by Senator David Omoru, said TI’s report was an opportunity to redouble efforts in fighting corruption.

    According to him, there was need to further strengthen anti-corruption institutions and processes, adding that graft must be fought without bias.

    Saraki highlighted the Senate’s efforts to complement the fight against corruption, such as passage of the Mutual Assistance on Criminal Matters Bill, the Secured Transactions in Movable Asset Bill and the Whistle-blowers Bill.

    “Let me reiterate that we are committed to the fight against corruption, and we welcome opportunities for greater collaboration between the arms of government,” Saraki added.

    Chief Justice of Nigeria (CJN) Walter Onnoghen, represented by the Court of Appeal President Justice Zainab Bulkachuwa, said corruption and other forms of injustice thrive in a culture of impunity.

    According to him, the culture of impunity, which he said was an “attitudinal phenomenon”, must be fought if there is to be a successful campaign against corruption.

    “If we allow the rule of law to reign, then there will be a dramatic reduction in corruption and injustice,” the CJN said.

    PACAC Chairman Prof. Itse Sagay (SAN) said corruption can be successfully tackled if no arm of government condones it, adding that no arm can indict others for corruption, when it does not tackle it from within.

    “If you do not remove the log in your eye, you cannot remove the spec in another person’s eye. Specifically, anyone guilty of corruption in any arm of government should be dealt with harshly by colleagues in that arm; otherwise that sector will lose credibility,” he said.

    APC has stabilised the country – Buhari

    President Muhammadu Buhari on Tuesday in Abuja, said the All Progressives Congress ( APC ) -led Federal Government had stabilised Nigeria in spite of obvious challenges.

    He stated this at APC National Executive Committee (NEC) meeting.

    “I am happy to report that slowly and steadily, we have managed to stabilise the country and redirect the ship of state.

    “We have restored prudence to the management of resources and confidence in Nigeria.

    “We have stabilised the Naira and increased our foreign reserve from 20 billion dollars to 40 billion dollars. Inflation rate is down.

    “With considerably less resources available to the country, we have improved all the indices towards a stronger economy,” the president said.

    He added that credit should be given to governors of APC-controlled states, chairmen of the party in the states for contributing to stabilising the polity.

    Buhari also commended the Armed Forces, the police and other security agencies for stopping Boko Haram and driving them from their bases.

    He said that though the government was poised to defeat acts of terrorism in the country, it was difficult to completely isolate such act.

    “No country, no matter how well secured can isolate acts of terror as we have seen in the United States, Europe, Asia and here in Africa.

    “We must support our security agencies to safeguard our country so that the job of development as outlined in our manifesto can proceed without too much interruption.

    “We cannot afford to fail in reminding Nigerians where we came from in 2015,’’ he stressed.

    He particularly appreciated the party’s leadership and governors for their stewardship and for steering it to success.

    The president noted that from the party’s resounding electoral victory in 2015, it had won elections in Edo, Kogi and Ondo states and had improved performance in the November, 2017 governorship election in Anambra.

    According to him, the APC has moved from the party in government to the party of the Nigerian people.

    He paid tribute to Nigerians who supported the government in spite of distractions from what he called “proponents of business as usual”.

    Buhari charged APC members not to relax and take things easy because, according to him, elections are looming in the horizon.

    He, therefore, urged the members to get their acts together and to cooperate with the Sen. Bola Tinubu reconciliation team to succeed.

    This, he said, was critical to resolve existing differences among party members in affected states, restore order, manage differences and strengthen the party.

    “It is perhaps inevitable that there will be differences of opinion within the party. If we resolve them, then we can build a genuinely democratic party.

    “But, we must not lose sight of our common purpose as a party to break the mule of Nigerian politics and take the country to new heights,” the president stated.

    While acknowledging that the “face of government has not met the expectations of many within the party”, he said that only a few appreciated the depth of the wrath when APC assumed power.

    He explained that the APC government had spent the last two years trying to bring the country out of the mess it met it.

    Buhari admitted that the stand-off between the Executive and the National Assembly slowed down the process of government within the period.

    He, however, added that efforts were being made to resolve the differences so that the country could move forward.

    Earlier, National Chairman of APC, Chief John Odegie-Oyegun, had thanked the president, Vice President Yemi Osinbajo, governors elected on the party´s platform and its leaders for being supportive and available always in spite of challenges.

    He noted that the party had a very tough year ahead, because of the governorship elections in Ekiti and Osun coming up in July and September, respectively.

    “These elections are precursors of the national elections. It is therefore necessary that we treat them with great seriousness because they are elections we should do everything to win.

    “They are signals and signposts, indicators of what is to come in 2019. Preparations are also well underway for those elections,” he said.

    He pleaded with party members to do everything possible to minimise stresses and crises within the party and to remain in fighting shape ahead of 2019.

    The chairman reiterated the support of the party´s leadership to the Tinubu reconciliation team.
