Dickson backs call for state police

The Governor of Bayelsa State, Mr. Seriake Dickson, on Friday threw his weight behind the decision of the Federal Government to pursue establishment of state police.

The governor argued that the prevailing security situation and the need for an effective response to the current crime challenge had made it imperative for states to set up their police unit.

Dickson spoke follow the declaration by the Vice-President Yemi Osinbajo, that the Federal Government was considering state police since it could no longer provide security to the entire country from Abuja.

In a statement signed by the Commissioner for Information and Orientation, Mr. Daniel Iworiso-Markson, the governor said that removing the police from the exclusive list and putting its operations under a more effective arrangement at the level of the state would put a stop to the widespread killings and crimes in the country.

He explained that state police would be effective as the personnel would be drawn from the various states and would easily access valuable information required to track crime and criminals.

The governor added that the current federally controlled police had become overstretched due to wide ratio of the police to the rapid increase in population.

He said; “It has become very clear that the decision of the Federal Government to establish state police should be supported. I am of the view that the decision can only tame the growing scourge of crime and criminality in our communities.

“The advantages of having the police at the state level are many. These people will come from the state and I am of the view that their capacity to access the requisite intelligence to fight crime will be stronger.

“So the time to establish state police, as recommended in the report of the 2014 Constitutional Conference and the recent report of the All Progressives Congress, is now.”

Dickson also reiterated his call for the establishment of a multiparty committee on restructuring.

He said that the committee should be entrusted with the responsibility of working out the final details for the executive arm to sponsor the requisite bills to the National Assembly to ensure a sincere implementation of the recommendations of the El Rufai Committee’s report.

The Bayelsa Governor said that the country was in need of a multi party committee to examine, discuss, agree and come up with draft legislation bill to be jointly sponsored at the National Assembly.

He called on the government to commence steps to mobilize national consensus to engage the National Assembly to pursue implementation of the El Rufai Committee’s reports before the 2019 general elections.

Osinbajo launches initiative to boost agriculture, power, others

Vice President Yemi Osinbajo has launched the Economic and Growth Recovery Plan (ERGP) Focus Laboratories on power, agriculture and manufacturing to fast track economic growth.

Osinbajo said in Abuja on Tuesday that the newly inaugurated Focus Labs would further boost economic growth and ensure that Nigeria continued its journey of building a competitive economy.

“The labs will operate by bringing together all private and public sector officials to achieve the ERGP’s objective of reaching seven per cent economic growth by 2020.

“The Focus Labs are being conducted in three selected areas to accelerate investment and job creation.

“These specific areas are agriculture and transport, manufacturing and processing and finally power and gas sector,” he said.

Osinbajo explained that the laboratory groups were meant to bring private/public sector participants and potential investors together to think through the implementation of the specific areas of focus.

“We believe that working together as a group we will be able to achieve these specific objectives that have been set out for us,” Osinbajo said.

Sen. Udo Udoma, Minister of Budget and National Planning, said that the government was far from achieving the targets captured in the ERGP.

He said that the government planned to improve power generation and its operational capacity to 10 Gigawatts by 2020, but  two years to the deadline, it had only succeeded in generating four Gigawatts.

Udoma said that the Focus Laboratories would eliminate the bottlenecks that hinder private sector investment in the agriculture, manufacturing and power sector.

He said this was important because 245.1 billion dollars was required to implement the ERGP, out of which 195.98 billion dollars was expected from private sector and 49.15 billion dollars from the public sector.

Udoma said that the three main objectives of the initiative were to create new investment opportunities for critical projects, job creation and resolution of complex inter-agency problems that inhibited private sector investment.

The highlight of the event was the inauguration of the Central Steering Committee which comprised all ministers, permanent secretaries of Ministries of Budget and National Planning as well as representatives of the Vice-President’s office.

He also inaugurated the Core Working Groups for Agriculture and Transport, manufacturing and processing as well as Power and Gas Supply, headed by their respective ministers.

  • A Presidency voice for awaiting-trial inmates

A Presidency voice for awaiting-trial inmates

Vice President Yemi Osinbajo is seeking the decongestion of the prisons in which over 70 percent of inmates are awaiting trial.

Everyone knows that Nigeria’s prisons are dreadful. Less obvious is the fact that over 70 per cent of people holed up in those woeful cells are awaiting trial. Then consider that the prisons have been overstretched for decades.

Vice President Yemi Osinbajo, a professor of law, is worried by this and seeks an overhaul of the criminal trial system so that the innocent are not locked up indefinitely.

Several administrations have tried to solve the problem but failed.

Prof Osinbajo has asked the Department for Public Prosecution (DPP) to look at how criminal cases are tried. He is also worried by the investigation of cases.

“If investigation is poor then the prosecution will be difficult, if not impossible. I am happy that the FCT chief judge is here, because we have a lot to do in criminal trial. Cases are unnecessarily adjourned. The prison system is just a warehouse for inmates…”

He said this in Abuja at the presentation of the Nigerian Prisons Survey Reports by the Nigeria Prison Service (NPS), in conjunction with the Prisoners Rehabilitation and Welfare Action (PRAWA).

Osinbajo expressed sadness that Nigeria does not have valid statistics hence the difficulty to carry out research that will answer questions within the criminal justice system.

He revealed that the Port-Harcourt Prison, originally designed by the British colonial masters to conveniently take 800 prisoners, currently has almost 5000 inmates.

Osinbajo also revealed that most of the colonial prisons built over 100 years ago across the country are now turning their inmates into animals due to their deplorable and gory conditions over the years.

Most of the prisons especially those built between 1830 and 1918 were said to be lacking rooms and operating as mere warehouses to accommodate inmates.

He said that for a long time the Nigerian Prisons were neglected by successive governments, thereby making their reformatory mandates to be defeated.

On the Port-Harcourt prisons with over 5000 inmates, the Vice President noted with regret that 3700 inmates are awaiting trial and have been locked up in the prison for over five years.

The Vice President who was represented at the occasion by the Minister of Interior, Lt. Gen. Abdulrahman Danbazzau said: “We do not have valid statistics and that is why it is difficult to carry out research that will answer some of the questions we have within the criminal justice system. And this is a very important reason why we have not been able to advance and make progress within the system.

“I was in Port-Harcourt and I used my stay there to visit Port-Harcourt Prison built in 1918 by our colonial master. What I saw was gory because the prison has no rooms but just serving as warehouse for the over 5000 inmates accommodated in it instead of 800 inmates designed as capacity for the prison.

“From my finding, they say no room for prisoners and any human being that goes there would come back as an animal. My finding also reveals that prisons have been neglected over the years by the successive administration at the expense of the inmates.

“It is however a thing of joy that President Muhammadu Buhari has shown keen interest in prison reform and has carried out tremendous progress on prison rehabilitation even though funds are not there.”

The Comptroller General of NPS, Ahmed Jaafaru also noted that lack of data on inmates over the years was responsible for the congestion of Prison, but he however thanked the Presidency for unprecedented intervention and the National Assembly for improvement in budgetary allocations to the Nigerian Prison Service.

The Chairman of the Board of PRAWA Chief Gabriel Tobi, described the Survey Report presentation as a momentous occasion because the issue of over-crowding of the prison would be urgently looked into when the reports are being implemented.

He called for multi-sectoral cooperation among security agencies and those in the administration of criminal justice to rise to the challenges and give each other supports that would impact on the Prison reforms in the country.

The Chief Judge of the Federal Capital Territory Judiciary, Justice Ishaq Bello noted that Nigerian Prison failed in the reformatory mandates issued out during their establishment but however called on appropriate authorities to help give legal needs to inmates in the Prisons.

He commended PRAWA for its leading initiatives in conducting the survey and compiling the report with the assistance of experts and appealed to other relevant bodies to follow the gesture of the organisation.

Osinbajo didn’t meet political groups in Kano – Presidency

The Presidency on Monday denied reports claiming that Vice President Yemi Osinbajo met with some political groups when he visited Kano State at the weekend.

A statement by the Senior Special Assistant on Media and publicity, Laolu Akande, said that the Vice President only attended a wedding ceremony in the state.

The statement reads “The attention of Vice President Yemi Osinbajo, SAN, has been drawn to a TV news report suggesting that he was in Kano State on Saturday, 3rd of February, 2018 to meet with some political groups. This is completely false and misleading.

“On the contrary, the Vice President was in Kano to attend the wedding ceremony of his Personal Assistant, Hafiz Ibrahim Kawu, which was well publicized over the weekend.

“At no time during the visit did he meet with any political group or groups. Any attempt to give the impression that he was in Kano for a political purpose is mischievous and should be disregarded.

About 50 persons were murdered by Fulani herdsmen in Benue State in the first two days of January, 2018. There have also been several cases of kidnappings in some parts of the country. Reports say that the herdsmen started attack since the Benue State Government implemented the anti-grazing law, giving the herdsmen no space to feed their cows.
