    Sani, Yusuf, Pantami blame Northwest woes on industry collapse, skills gap

    Kaduna State Governor Uba Sani, his Kano counterpart Abba Kabir Yusuf and former Minister of Communications, Prof. Isa Ali Pantami, yesterday traced the deepening socio-economic challenges of the North-West to a widening skills gap and the collapse of industries that once powered the region’s economy.

    They spoke at the maiden North-West Stakeholders Development Summit organised by the Joint Senate and House Committees on the North-West Development Commission (NWDC) at the Umaru Musa Yar’Adua Conference Centre, Kaduna.

    The speakers agreed that insecurity, poverty, youth unemployment and the alarming out-of-school children crisis are symptoms of deeper structural failures rooted in poor education outcomes and the disappearance of industrial capacity across the region.

    Delivering the keynote address on behalf of Governor Sani, the Deputy Governor, Dr Hadiza Balarabe said the North-West’s development challenges can no longer be addressed by isolated state efforts, stressing the need for coordinated regional action.

    Governor Sani described the establishment of the NWDC by President Bola Ahmed Tinubu as a strategic step towards confronting regional disparities through a purpose-built institution with a long-term mandate.

    According to him, the Commission must go beyond bureaucracy to function as a catalyst that aligns policies, mobilises investment and ensures that development efforts across states reinforce rather than duplicate one another.

    He noted that the North-West, with over 50 million people, holds a youthful population that could either become a demographic dividend or a destabilising burden depending on investments in education, skills and jobs.

    “Our people are not short of reports; they are short of results,” he said, urging the summit to produce actionable roadmaps with measurable outcomes.

    Governor Yusuf who was represented by the Secretary to the State Government, Alhaji Umar Faruk Ibrahim, narrowed the region’s crisis to what he called the “twin and intertwined challenges” of insecurity and systemic decay in the education sector.

    He lamented that banditry, kidnappings and cattle rustling have displaced communities, destroyed farmlands and markets, and deepened multidimensional poverty across the sub-region.

    He proposed the creation of a sub-regional education transformation body under the NWDC to coordinate restoration, innovation and improved education delivery across the North-West states.

    The Kano governor also advocated a sub-regional security collaboration framework to enhance cross-border intelligence sharing and support rehabilitation of displaced persons.

    Prof. Pantami, in his intervention, linked the region’s present difficulties to the collapse of industries that flourished in Kaduna, Kano and other northern cities in the 1970s and 1980s.

    He observed that Northern Nigeria has shifted from being a producer region to largely a consumer one, warning that the trend threatens the future if not urgently reversed.

    Pantami blamed the growing skills gap on poor curriculum alignment and the absence of practical, vocational and technical training that matches modern economic demands.

    He recommended the adoption of a “dual education” model, where classroom learning is combined with hands-on vocational training, similar to systems used in Germany and Switzerland.

    The former minister also highlighted the out-of-school children crisis, noting that a significant proportion of affected children are in Northern Nigeria, posing long-term risks to stability and competitiveness.

    The speakers agreed that addressing insecurity without fixing education and skills development, or improving schools without securing communities, would produce limited results.

    Comrade Ibrahim Abdullahi Waiya, the Commissioner of Information and Internal Affairs, on Monday hit back at claims that Governor Abba Kabir Yusuf needs Senator Rabiu Musa Kwankwaso to secure a second term.

    Waiya, in a statement, described such assertions as “analytically weak” and “misleading”, arguing that Kano’s politics is not dependent on a single individual.

    The statement highlights Governor Yusuf’s achievements, including prioritising education, restoring public trust, and implementing institutional reforms.

    It also emphasised that Kano’s electorate values performance, trust, and reliability, citing examples like Governor Ibrahim Shekarau’s rise to power in 2003 without godfather backing.

    The statement also noted that Governor Yusuf’s decision to leave the NNPP was due to internal conflicts and crisis, and he believes he will secure a second term and govern more effectively.

    Waiya said, “A famous Hadith from the advisory of Prophet Muhammad, which he gave to Ibn Abbas (RA), emphasised reliance on Allah (Tawakkul) and divine decree.

    “It states that if the entire creation were to gather to help or harm someone, they could only do so with what Allah has already written.”

    Kano residents laud Yusuf’s resignation from NNPP

    A cross section of Kano residents on Saturday praised Gov. Abba Yusuf for his decision to resign from the New Nigeria People’s Party (NNPP).

    Alhaji Abubakar Isa of Unguwar Wanbai, Gwale Local Government Area, told the News Agency of Nigeria (NAN) that the Governor’s political move would allow him to concentrate on delivering all his campaign promises without undue interference from any godfather.

    According to him, the governor will now be free to appoint Commissioners, Special Advisers and Heads of government’s agencies at his discretion, thereby ensuring the proper execution of government’s programmes.

    Musa Ibrahim of Shagari Quarters, said they for the first time, Yusuf appeared to be independent and would be able to fulfil his role as a democratically-elected leader.

    He described the development as “the best thing that had happened to the political growth of Kano State.”

     Yusuf has widely been commended for demonstrating political maturity by honourably resigning NNPP, a move described as a bold step toward genuine independence.

    Mr Muhuyi Magaji told NAN in Kano  that the resignation would open the way for substantial political development in the state.

    He explained that by leaving the party, the governor can now pursue development plans without interference from any godfather, thereby helping to restructure Kano’s political landscape for optimal growth.

    Magaji added that the governor’s decision to choose independence would propel the state to greater heights, enabling him to shape policies and projects free from undue external influence.

    Malama Hadiza Mohammed of Hotoro Quarters said the governor’s departure from the NNPP had already altered the political narrative in Kano, creating expectations of positive contributions from the federal government, including appointments that could foster the state’s growth.

    She said that  Yusuf had placed the state’s interest at heart by resigning and, potentially, by joining the All Progressives Congress, a move she believes would serve the common good of Kano.

     Dr Abubakar  Salihu of the Department of Public Administration, Bayero University Kano,commended  Yusuf for resigning from NNPP.

    Salihu described the governor’s decision as a positive development for the state’s political landscape and “one of the best things that has happened to the political growth of Kano.”

    He added that should Yusuf align with the All Progressives Congress (APC), Kano could expect improved access to federally‑funded infrastructure projects, stronger bargaining power in budgetary allocations, and strategic appointments for Kano elites within key national institutions.

    According to Salihu, such an alignment had historically translated into accelerated development in many states, citing examples such as road construction, water projects and an expanded security presence.

    He added that the move could maximise both the governor’s personal influence and the state’s perceived advantage, resulting in an increase in state and federal government projects without undue interference from political godfathers.

    Mr Innocent Okafor of Sabon Gari, Fagge Local Government, lauded the political maturity demonstrated by Yusuf, highlighting that he left the NNPP without any conflict with his former political leader.

    He said, “Gov. Yusuf is a political class to be reckoned with.

    “He entered politics through the NNPP and recognised that the state would be better served by aligning with the centre, and he did so without any political rancour. This is truly commendable.”

    Kabiru  Musa from Bunkure Local Government also commended Governor Abba Kabir Yusuf for resigning from NNPP and for his potential move to join the All Progressives Congress (APC) for the good of Kano State.

    He said, “We in Bunkure Local Government already see the impact of the Federal Government through projects in agriculture, delivered by the Hadejia‑Jamaare  River Basin Development Authority, and through educational initiatives such as the Air Force Secondary School in Rano.”

    Musa added that these federal interventions, already evident in the area, demonstrated that the governor’s decision wad “the best thing that has happened to Kano State.”

    NAN reports that the governor’s resignation was accompanied by 21 members of the State House of Assembly, eight members of the House of Representatives and 44 local‑government chairmen across Kano State.

    Five governors – Bala Mohammed (Bauchi), Hope Uzodimma (Imo), Ahmadu Fintiri (Adamawa), Abba Kabir Yusuf (Kano), and Ahmed Usman Ododo (Kogi) – yesterday signed this year’s budgets of their states into law, preparatory to implementation.

    In Benue State, the House of Assembly passed the N695 billion budget for Governor Hyacinth Alia to assent to.

    Bauchi State Governor Mohammed’s assent to the N877 billion budget followed its passage by the House of Assembly.

    The governor had presented a N878.15 billion Appropriation Bill to the House of Assembly on November 27.

    Following the lawmakers’ scrutiny, the proposed budget was scaled down by N1.1 billion.

    Mohammed hailed the lawmakers for what he called a robust, objective, and non-partisan review process.

    The governor stated that the reduction was achieved through modest adjustments in recurrent expenditures without affecting capital allocations.

    According to him, the exercise underscored fiscal discipline, institutional independence and the shared resolve of both arms of government to safeguard public interest while prioritising effective service delivery.

    Mohammed expressed appreciation for the sustained cooperation between the Executive and Legislature since 2019, praising opposition lawmakers for placing constructive engagement and commitment to governance over partisan interests.

    The governor said the 2026 budget, named “Budget of Consolidation and Sustainability,” builds on the administration’s achievements over the past six years, including expanded access to social services, improved infrastructure, and reforms aimed at enhancing efficiency, accountability and citizens’ quality of life.

    He stated that about 79 per cent of the 2025 budget had been implemented, describing the performance as one of the highest in the country.

    Mohammed assured Bauchi State residents that this year’s fiscal plan would sustain investments in critical sectors, including infrastructure, education, healthcare, agriculture, commerce, security, and social services, while ensuring balanced development across the state.

    Describing the budget as the final full-cycle appropriation of his two-term administration, the governor directed members of the State Executive Council (Exco) and all Ministries, Departments and Agencies (MDAs) to ensure its full, faithful, and timely implementation.

    Speaker Abubakar Sulaiman said the 2026 Appropriation Law emanated from an inclusive and transparent process that involved defence sessions, stakeholder engagements and rigorous committee oversight.

    He said the lawmakers reviewed revenue projections as well as recurrent and capital expenditures, giving priority to key sectors, including transportation, security, infrastructure and social welfare.

    The Speaker noted that concerns over the realism of internally generated revenue (IGR) projections, particularly in light of anticipated federal tax reforms, necessitated the slight downward adjustment of the budget size.

    In Imo State, Governor Uzodimma signed the 2026 Appropriation Bill into law at the Government House Annexe in Eziachi, Orlu.

    The governor said the budget, called the “Budget of Economic Breakthrough,” reflected effective democratic governance.

    He acknowledged the collaboration between the executive and legislative arms of government.

     Uzodimma hailed members of the House of Assembly for their diligence and swift handling of matters of public importance.

    The governor explained that the ₦1.4 trillion budget was designed to stimulate economic growth and improve the standard of living of Imo residents.

    He said there is a need for prudence and revenue generation to ensure effective implementation of the budget.

    According to him, the administration “remains committed to completing ongoing infrastructure projects across the state, particularly road construction and public facilities, before the end of his tenure”.

    Uzodimma noted that infrastructure development was driven by public utility rather than ownership, emphasising inclusiveness in governance.

    The governor also lauded the fiscal reforms of President Bola Ahmed Tinubu’s administration, which he said have created opportunities for states to enhance revenue generation. “We must acknowledge that the states have more money to spend now on infrastructural development than previously,”  he said.

    Uzodimma assured the people of Imo State of his continued dedication to responsible governance and service delivery in the coming year.

    Highlighting the importance of visible impact, the governor said improvements in electricity supply, healthcare services, and other social amenities would reinforce public confidence in government spending, adding that citizen satisfaction remains a key measure of success for his administration.

    He stressed that this year’s budget is expected to support small and medium-scale enterprises, attract local and foreign investment, and strengthen revenue-generating agencies, all with the aim of boosting economic development.

    He said improved security across the state has created an environment that has become more conducive for business and investment.

    “I have decided to sign this budget into law here in Orlu to prove that the security challenge in the state is a thing of the past,” Uzodimma stated.

    The Clerk of the House, Chinelo Emeghara, confirmed that the budget was passed after undergoing due legislative scrutiny to ensure alignment with the state’s development priorities.

    Deputy Speaker Amara Iwuanyanwu, who led other legislators, said the Assembly carefully examined the budget to ensure it would address key sectors, including education, healthcare, infrastructure, agriculture, digital development, and rural growth.

    In Adamawa State, Governor Fintiri signed the state’s N583b budget into law at the Government House in Yola.

    The governor said his administration was committed to providing tighter security for the people.

    During the brief ceremony, he announced the cancellation of a planned crossover concert, following security concerns.

    The cancellation, Fintiri said, was regrettable as famous musicians from across the country had been invited for the event.

    The governor said nothing could be too much to assure the security of life and assets of the people.

    He reiterated that his administration would be doing a lot more towards ensuring that the people are safe wherever they may be.

    The Nation recalls that the governor presented the 2026 Appropriation Bill of N583,331,380,496 to the House of Assembly on December 18 for the lawmakers to scrutinise and pass.

    Fintiri said 64.07 per cent of the budget is for capital expenditure, amounting to N373,690,964,682, and the rest for recurrent expenditures.

    The House of Assembly passed the budget on December 29, setting the stage for yesterday’s signing by the governor.

    In Kano, Governor Yusuf signed the N1.47 trillion 2026 budget into law during the State Executive Council (SEC) meeting at the Government House.

    The governor said the move would boost development and improve the living standards among the residents.

    Speaker Ismail Falgore described the budget as the first in northern Nigeria’s history to exceed N1 trillion.

    He expressed the hope that it would support ongoing projects and enhance citizens’ welfare.

    The House of Assembly passed the budget last week for his assent.

    Yusuf had presented the Appropriation Bill named: “Budget of Infrastructure, Inclusive Growth and Sustainable Development,” form the lawmakers’ scrutiny and passage.

    The governor reaffirmed his administration’s commitment to prudent resource management and effective budget implementation by prioritising infrastructure, education, healthcare, and social welfare.

    In Lokoja, the Kogi State capital, Governor Ododo assented to the ₦820,490,585,443 billion budget into law at the Government House.

    The governor said the budget was designed to meet the “yearning and aspirations” of Kogi residents and usher in a new era of development with a strong focus on infrastructure and public welfare.

    The budget has ₦365.43  billion for recurrent spending and ₦455.46  billion for capital projects.

    Ododo had presented N820.5 billion as the 2026 budget estimate to the House of Assembly.

    The governor said the budget estimate was N215,961,592,725 or 35.7 per cent higher than the N604,528,992,718 revised budget of 2025.

    He said it aimed to, among others, enhance revenue mobilisation, enforce expenditure discipline, and deepen strategic investments in growth sectors.

    Ododo said other aims of the budget estimate were to aggressively repay Federal Government debts, strengthen the investment climate, and block revenue leakages.

    The governor said this year’s budget estimates has a total estimated Recurrent Revenue of N470,008,482,693, comprising the following sources: Internally Generated (IGR) of N43,985,216,392; Statutory Allocation: N70,000,000,000; Value Added Tax (VAT) N90,000,000,000; and the NLNG Dividend: N160,336,270,062.

    He described the budget as more than a financial statement but a roadmap for inclusive growth, economic diversification and shared prosperity.

    Speaker Umar Aliyu assured the governor of speedy and careful review of the estimate with a view to coming up with an approved budget that will be beneficial to the state and residents.

    He said: “The presentation of the 2026 budget estimates provides the legislature with the opportunity to carefully evaluate the performance of Year 2025 budget and assess the priorities of government for the coming year and ensure they truly reflect the aspirations of our people.

    “As always, this Honourable House remains committed to a budget review process that is thorough, transparent, people-centred and development-driven. We assure Your Excellency of our readiness to give the budget accelerated, yet, diligent consideration, consistent with global best legislative practices.

    “I call on the Political Heads and Accounting Officers of the Ministries, Departments and Agencies (MDAs) of government in the state to honour the invitations of our standing committees for budget appraisal and defence, thereby enabling the House to consider and deliberate on the Appropriation Bill for the Year 2026 in an efficient and timely manner.”

    The All Progressives Congress (APC) in Kano state, under the leadership of the immediate past national chairman, Abdullahi Umar Ganduje, has invited Governor Abba Yusuf, urging him to feel free and join the ruling party.

    The state APC chairman, Abdullahi Abbas, disclosed this in a statement in Kano on Tuesday.

    Governor Yusuf’s planned defection to the APC has divided the New Nigeria People’s Party (NNPP), on whose umbrella the governor was elected.

    The NNPP national leader and the governor’s benefactor, Rabiu Musa Kwankwaso, does not want the governor to join the APC.

    “The APC is ready to receive Governor Abba Yusuf with open arms so that, together, we can combine our strengths for the progress of the state,” Abbas said.

    Upon his formal entry, Governor Yusuf and other NNPP stalwarts would be received into the APC under Dr. Ganduje’s leadership, in an atmosphere of mutual respect and collective responsibility, Abbas said.

    Kano state governor, Abba Yusuf, visited Tsanyawa and Shanono local government areas of the state to assess the security situation following recent bandit attacks in the communities.

    The governor, who was accompanied by heads of security agencies in the state and top government officials, described the attacks as “strange and unacceptable,” assuring residents that his administration would deploy all necessary measures to end the menace.

    Addressing troops stationed in the affected areas, Yusuf pledged full government support, including welfare, logistics, and resources needed to restore peace and protect lives.

    He also condoled with the families of those killed during the attacks and expressed optimism that the victims currently in captivity would soon regain their freedom.

    The governor assured residents that, by God’s grace, the security challenge would soon be resolved and normalcy restored in the communities.

    The Kano governor, also on Tuesday, visited the Joint Task Force (JTF) operational base in Tsanyawa Local Government Area, assuring security personnel of his administration’s continued support in tackling emerging threats in the area.

    Yusuf said his visit was aimed at assessing the security situation, encouraging the personnel, and strengthening collaboration between security agencies and the state government.

    He assured the security operatives that his administration would continue to prioritise their welfare and provide necessary logistics to enable them to deal decisively with criminal elements.

    “We are here in the Tsanyawa Local Government Area purposely to assess the situation as far as these security challenges are concerned and to motivate you to put in your best,” Yusuf said.

    He described the recent incidents of kidnapping and banditry in parts of Tsanyawa and Shanono as alien to the state, expressing confidence that ongoing operations would restore peace in affected communities.

    “These security challenges in Kano State are something new, something alien. By the grace of Allah, we will do whatever it takes to end these challenges, especially the activities of bandits and kidnappers.

    “We are aware of attacks on innocent communities. Many lives were lost, and others were abducted. We want to assure you that, insha’Allah, those kidnapped will be rescued and reunited with their families,” he said.

    The governor commended the security personnel for their commitment and urged them to sustain the momentum.

    “I thank you most humbly on behalf of the government and the people of Kano State. We will continue to do our best to support you. Well done,” he added.

    The commander, 3 Brigade Nigerian Army, Brig.-Gen. Ahmed  Tukur, while receiving the governor, said the JTF team comprising troops of the Nigerian Army, Nigerian Air Force, Police, DSS, Nigeria Security and Civil Defence Corps (NSCDC), and vigilante groups had been conducting daily operations in vulnerable locations across the council area.

    “Standing before you are members of the Joint Task Force comprising troops of the Equatorial Steel Brigade, Nigerian Air Force, Police, DSS, Civil Defence, and Vigilante.

    “They operate daily within vulnerable positions in Kanyawa. These areas have witnessed security threats in recent days.

    “It is a great privilege to have Your Excellency with us this morning. The troops are very happy to see the Executive Governor himself. We will appreciate one or two words of advice from you, sir,” Tukur said.

    Governors Abba Kabir Yusuf (Kano State) and Agbu Kefas (Taraba) have presented the proposed 2026 Appropriation Bills of N1,368,127,929,271 and N650.50 billion to the states’ Houses of Assembly for scrutiny and approval.

    During the presentation, Yusuf reaffirmed his administration’s commitment to completing legacy projects and deepening inclusive development across the state.

    The budget has 68 per cent capital expenditure, amounting to N934.6 billion, and 32 per cent recurrent expenditure, totalling N433.4 billion.

    The 2026 proposed budget is the highest capital-to-recurrent ratios in Kano’s history, the governor said.

    Education has the lion share of N405.3 billion (30 per cent), followed by Infrastructure at N346.2 billion (25 per cent) and Health at N212.2 billion (16 per cent), reflecting the top priorities.

    “These allocations demonstrate our unwavering determination to invest heavily in human capital development, safeguard the well-being of our people, and lay the physical foundation for sustainable growth.

    In Taraba State, Kefas presented the N650 billion Appropriation Bill, tagged: the “Budget of Demonstration” to the House of Assembly.

    The proposed budget prioritises infrastructure, energy, and social development, marking a significant increase in capital allocation.

    The proposed budget allocates N457.74 billion (70.36 per cent) to capital projects, with the remaining N192.89 billion (29.64 per cent) earmarked for recurrent expenditure.

    Kefas said the budget would be financed through a combination of traditional revenue sources, including the Federation Account Allocation Commission (FAAC), Internally Generated Revenue (IGR), aids and grants, and capital development receipts.

    The governor said his administration planned to actively pursue new revenue streams, focusing on expanding digital revenue systems and generating income from key sectors, like agriculture, mining, property, business, and tourism.

    Outlining the primary areas of next year’s expenditure in the budget proposal, the governor earmarked 19.84 per cent for Roads and Transport, followed by Education and Skill Development at 15.98 per cent.

    Other significant allocations include Healthcare at 6.19 per cent, Agriculture and Food Security at 4.83 per cent, Water and Sanitation at 3.19 per cent, and Security and Emergency Services at 2.96 per cent.

    Kefas noted that energy is crucial for development, pledging dedicated investment in solar mini-grids, hybrid rural electrification schemes, street lighting, and securing power for critical facilities like schools, hospitals, markets, and agro-processing centres.

    Speaker John Bozena praised Kefas for the proposed Appropriation Bill’s adherence to budgetary provisions and for his judicious utilisation of state resources.

    The Speaker assured the governor that the Assembly would ensure a speedy passage of the Appropriation Bill to meet its legislative timeline.

    The governor of Kano State, Abba Kabir Yusuf, on Wednesday presented to the State House of Assembly an appropriation bill of N1,368,127,929,271 for the fiscal year 2026.

    During the presentation, Yusuf reaffirmed his administration’s commitment to completing legacy projects and deepening inclusive development across the state.

    The budget has 68% capital expenditure, amounting to N934.6 billion, and 32% recurrent expenditure, totaling N433.4 billion.

    The 2026 budget is the highest capital-to-recurrent ratio in Kano’s history, the governor said.

    Education has the lion’s share of N405.3 billion (30%), followed by Infrastructure at N346.2 billion (25%) and Health at N212.2 billion (16%), reflecting the top priorities.

    “These allocations demonstrate our unwavering determination to invest heavily in human capital development, safeguard the well-being of our people, and lay the physical foundation for sustainable growth.
