    ECOWAS lauds Nigeria for Benin Rep. intervention

    President of the Economic Community of West African States (ECOWAS) Commission, Dr. Omar Alieu Touray, has declared  emergency in the region following rising military incursions, kidnapping, banditry, and worsening humanitarian conditions.

    Touray spoke at the opening of the 55th Ordinary Session of the ECOWAS Mediation and Security Council at the ministerial level in Abuja.

    He said the region’s political instability, expanding terrorist activities, and deepening humanitarian crises make it difficult to deny that West Africa is experiencing an emergency.

    “Events of the last few weeks have shown the imperative of serious introspection on the future of our democracy and the urgent need to invest in the security of our community.

    “Faced with this situation, Excellencies, it is safe to declare that our community is in a state of emergency,” he said.

    Touray’s remarks came barely 48 hours after Benin Republic arrested the ringleaders and several soldiers involved in Sunday’s foiled coup attempt. As earlier reported, about 13 suspects were detained after a group of officers briefly seized the national television station and declared the removal of President Talon.

    Loyalist forces quickly regained control, leading Nigeria and ECOWAS to deploy parts of its Standby Force and surveillance assets to help stabilise the country and track fleeing coup suspects.

    ‘ECOWAS must pool resources to confront threats of terrorism, banditry’

    Touray called for more frequent meetings of the ECOWAS Security Council beyond the usual two annual sessions, stressing the need for continuous assessment of regional threats.

    He said: “The sessions of the Mediation and Security Council should be organised more regularly. We must confront these threats with the attention they deserve. We must pool our resources to confront the threats of terrorism and banditry, which operate without respect for territorial boundaries. This Council needs to constantly monitor the political and security situation in our community.”

    Touray outlined several risk factors confronting the region, including persistent military interventions — most recently in Guinea-Bissau and the Republic of Benin — and continued non-compliance with transition timelines in Guinea, where concerns persist about a military leader transitioning into a civilian presidency.

    He also cited declining electoral inclusivity in multiple states, the expanding reach of terrorists and armed groups, and the activities of criminal networks that threaten regional stability.

    To address these challenges, he reiterated the need for joint regional action and sustained security cooperation.

    Touray noted that the ongoing meeting will focus on issues such as managing the situation in Guinea-Bissau, the aftermath of the attempted coup in Benin, ensuring credible transitions in Guinea and safeguarding constitutional order ahead of elections scheduled over the next year.

    The gathering, he said:  “Will also be considering the issue of candidate exclusion trends region-wide; strengthening regional response to terrorism and destabilising activities of armed and organised crime groups; maintaining unity within ECOWAS amid geopolitical pressures; increasing geopolitical pressures affecting member states’ diplomacy and cohesion.”

    He also warned that the issues of elections have become a major trigger of instability within the region.

    “Elections have become a major trigger of instability in our community. Despite the best efforts of our community to establish constitutional convergence principles, and to have a support programme for elections in our region in order to safeguard our democratic credentials and stability, we have continued to witness political practices that violate these principles.”

    He stressed: “In the coming days and months into next year, we will be witnessing elections in Guinea, the Republic of Benin, the Gambia, and Cape Verde. We will also be managing the post-event relating to the coup in Guinea-Bissau and the coup attempt in the Republic of Benin. We also have to negotiate with our neighbours, the Alliance of Sahel States (AES), particularly the terms of our security cooperation, as we continue to see the devastating effect of terrorist’ groups along our borders with them.

     “West Africa continues to see grim numbers on the humanitarian front. Behind these numbers are families, women, and children who bear the brunt of instability.”

    He also lamented the scaring humanitarian figure as a fallout of insecurity within the sub-region

    He noted that the recent data from the United Nations High Commissioner for Refugees – UNHCR Regional Bureau for West and Central Africa, as of October 2025, is approximately 7.6 million individuals forcibly displaced and an additional 1,094,742 refugees and asylum seekers.

    Touray assured citizens of the community that the commission “will continue to work harder to promote a peaceful, stable, and stronger region for the overall benefit of Community citizens.” “Let us all remain committed to preserving regional unity, advancing peace, and upholding the Community’s Constitutional Convergence Principles,” he added.

    Sierra Leone Minister of Foreign Affairs, Timothy Kabba said the attempted coup in the Benin Republic shows the fragility of democracy in the region.

    He noted that the region is under severe strain as a result of recent happenings.

     ECOWAS, NGF laud Nigeria for foiling Benin coup attempt

      The ECOWAS and Nigeria Governors’ Forum (NGF) yesterday praised Nigeria’s swift intervention in helping to abort the attempted military takeover in Benin Republic, saying the response should become the regional standard for safeguarding democratic governance.

    Touray said Nigeria’s rapid deployment of support forces was instrumental in preventing the overthrow of President Patrice Talon.

    Touray said the development reflects the seriousness of the political risk facing the region.

    “For the speed and commitment shown, Nigeria deserves a standing ovation. This is what regional solidarity should look like if we are determined to protect democracy,” he said.

    The NGF described President Tinubu’s deployment of  military assets to reverse the  coup attempt in Benin Republic as an exercise in the best interest of Nigeria.

    In a statement, NGF Chairman and Kwara State Governor AbdulRahman AbdulRazaq said a successful coup in Benin would have far-reaching consequences on Nigeria, as the militants and hostile non-state actors in the Sahel Region would take advantage to  destabilise Benin Republic.

    “Apart from admirably acting in support of democracy in the sub-region, the President acted in the best interest of our country and West Africa with the intervention. With the Sahel in disarray and dire security conditions, and a significant portion of Benin, especially the W-forest, already infested by the militants, a successful coup would have had devastating effects on our own country due to our proximity to Benin Republic which shares border with many of our states,” it says.

    The forum, therefore, hailed the President and the Nigerian Armed Forces for the timely interventions that have helped to restore stability and constitutional order to Benin.

     Senate okays Tinubu’s deployment of troops to Cotonou

    The Senate has approved President Tinubu’s deployment of troops  in the Republic of Benin on peace mission to restore democratic order and sanity.

    The resolution of the Senate followed its consideration of the President’s request in the Committee of the Whole during plenary.

    Tinubu  in a letter urged the Senate to approve his deployment of Nigerian troops in the Republic of Benin to restore democratic governance following a coup attempt in the country.

    The President had on Sunday deployed members of the Nigerian Armed Forces in the Republic of Benin to restore democracy following an attempted coup by a group of soldiers.

    Tinubu’s letter of request was read on the floor during plenary by Senate President Godswill Akpabio.

    The President, in the letter titled: “Deployment of Nigerian troops to the Republic of Benin for a peace mission”, said his action was “Pursuant to Section 5 (5) Part 2 of the Constitution of the Federal Republic of Nigeria 1999 (as amended).

    After reading the letter, Akpabio committed the President’s request for consent to the Committee of the Whole for immediate action.

    The Federal Government secured 860 convictions in terrorism-related cases in seven years, Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), said yesterday.

    He reaffirmed its commitment to defeating terrorism and violent crimes across Nigeria.

    Also yesterday, Vice President Kashim Shettima said President Bola Ahmed Tinubu was acting “quickly and decisively” to address insecurity and strengthen national and regional security systems.

    Security forces also intensified operations nationwide, killing scores of terrorists and bandits and rescuing kidnapped victims.

    Fagbemi provided the conviction figures in Abuja after a meeting with senior United States officials, including the US Assistant Secretary of State for Democracy, Human Rights and Labour, Riley M. Barnes, and the U.S. Ambassador to Nigeria, Richard Mills Jr.

    Fagbemi said that between 2017 and 2025, Nigeria recorded 860 convictions and 891 acquittals in terrorism-related cases, stressing that the figures reflected the government’s strict adherence to due process and the rule of law.

    The AGF said: “What this demonstrates clearly is that we do not operate a system of arbitrary arrests or indefinite detention.

    “Persons arrested in connection with terrorism and extremism are properly profiled and investigated.

    “Those found not to have credible links are discharged, while those against whom evidence is established are prosecuted in court.

    “And we abide by the decisions of the courts, whether convictions or acquittals.”

    He explained that terrorism trials were ongoing across the country and that he personally monitored and participated in some of the proceedings to ensure prosecutorial diligence and fairness.

    Fagbemi said: “I was in court again today (yesterday), handling one or two terrorism cases.

    “Trials are still ongoing, and we continue to improve our prosecutorial processes in line with global best practices.”

    The AGF said the meeting with the US delegation was a follow-up to earlier engagements in Washington and to  provide first-hand insight into Nigeria’s counter-terrorism efforts.

    Fagbemi dismissed claims that Nigeria’s security challenges were driven by religious motives.

    “Let me be very clear: Nigeria has security challenges, but it is not a religious problem.

    “These are criminal and terror-related issues, and the government is doing its utmost to confront them within the framework of the law,” he added.

    Tinubu acting decisively on security, says VP

    Shettima said security challenges were being “quickly and decisively” addressed.

    Receiving faculty and participants of Executive Intelligence Management Course (EIMC 18) of the National Institute for Security Studies (NISS) at the Presidential Villa, Abuja, the Vice President said security must be treated as a collective responsibility requiring intelligence sharing, institutional collaboration and regional cooperation.

    He said: “President Tinubu is working round the clock to tackle the nation’s security concerns.

    “It is essential that we fuse as one. All hands must be on deck if we are to salvage the situation and secure our country.”

    He added: “The challenges we face today do not respect national borders. What happens in one country can easily spill over into another.”

    Shettima urged African states to harmonise security initiatives and strengthen regional frameworks.

    Troops kill 18 terrorists, rescue 14 victims

    The Army announced significant successes in nationwide operations in the last 48 hours.

    Troops neutralised 18 terrorists, rescued 14 kidnapped victims and arrested 47 suspects in multiple theatres of operation.

    According to the News Agency of Nigeria (NAN), troops of the 135 Special Forces Battalion in the Northeast repelled a major ISWAP/JAS attack around Dutsen Nonu in Biu Local Government Area of Borno State.

    The engagement involved both ground troops and air interdiction.

    “The terrorists attacked with two Vehicle-Borne Improvised Explosive Devices (VBIEDs), but they were destroyed in the encounter,” NAN quoted a source as saying, adding that 15 terrorists were neutralised during the operation.

    In Maiduguri, troops apprehended two suspected ISWAP/JAS logistics suppliers at the Customs General area.

    Items recovered included nails suspected to be used for IED fabrication, terrorist clothing, nets, insecticides and digging tools. The suspects were handed over to the military intelligence unit for further investigation.

    Killing of 13 suspected bandits in Sokoto excites govt

    In the Northwest, troops under Operation Fansan Yamma recorded further gains.

    In Sokoto State, soldiers neutralised 13 suspected bandits in Sabon Birni Local Government Area after foiling an attempted ambush on traders travelling from Tarah village to a weekly market.

    The gun battle, which lasted several hours, resulted in the recovery of eight AK-47 rifles and a large cache of ammunition, with no casualties recorded on the side of the military.

    The Sokoto State Government hailed the operation.

    Special Adviser to Governor Ahmad Aliyu on Security Matters, retired Colonel Ahmad Usman, described the action as a clear demonstration of the military’s professionalism and courage.

    Usman said: “The swift response of the troops averted what could have been a tragic incident.

    “The government deeply appreciates the sacrifices of our security forces in protecting lives and property.”

    Residents of affected communities celebrated the operation and called for its continuation to flush out remaining criminal elements.

    Elsewhere, troops intervened in a communal clash in Guri Local Government Area of Jigawa State and intercepted terrorists in parts of Zamfara and Kebbi states, rescuing injured civilians and recovering motorcycles.

    In Plateau State, soldiers under Operation Peace Shield dislodged violent extremists in Wase Local Government Area and recovered 110 cows and 46 sheep, with efforts underway to identify their rightful owners.

    In Kaduna State, troops working with local hunters arrested a suspected kidnapper in Jema’a Local Government Area, while in Edo State, soldiers of 195 Battalion under Operation Wabaizigan arrested 33 suspected cult members during a snap checkpoint operation. Recovered items including firearms, cartridges, cutlasses, mobile phones and motorcycles.

    In Taraba State, troops of Operation Whirl Stroke rescued two kidnapping victims in Kurmi Local Government Area, while efforts continued to free others who escaped into nearby communities.

    The Army reaffirmed its resolve to sustain the momentum of operations across the country, stressing its commitment to safeguarding citizens and restoring lasting peace.

    The National Publicity Secretary of the African Democratic Congress (ADC), Malam Bolaji Abdullahi, has said the party is accommodating those he called refugees from the Peoples Democratic Party (PDP), the Labour Party (LP), and other parties.

    Abdullahi stated that the party’s constitution prevents individuals or groups from dominating the party, a safeguard he said was shaped by failures witnessed in other political platforms.

    He said many ADC members arrived as “political refugees” from destabilised parties after they were sidelined or displaced by internal contradictions.

    “We are very conversant with what pushed us here, which are some of the internal contradictions within those parties.

    “That is why, in building ADC, we are ensuring that we are starting on a different philosophy of politics. We have leaders, yes, but they cannot tell you that they are in control of the party.

    “We are mindful of where we are coming from and what has led to the destabilisation of those other political parties,” he added.

    Abdullahi explained that unchecked ambition had ruined many political parties, stating that ADC had avoided such pitfalls, with no member publicly declaring bids for governorship, Senate, or presidency.

    “Even those who want to be president, it’s just rumour. Nobody has come out to say that I want to be president.

    “And that’s the kind of discipline that we’re trying to impose on ourselves so that we can build a political party first. After building this party, it will be able to accommodate everybody’s ambition,” he stated.

    The ADC spokesman stressed that the party aimed to maintain strong internal unity, while staying alert against any external interference, ensuring that it grows steadily enough to carry every member’s future ambition.

    Also, Abdullahi insisted that discussions on zoning are not on the party’s agenda now.

    He said the opposition platform’s immediate concern is building a strong and credible opposition that Nigerians can trust.

    The party’s National Publicity Secretary, Malam Bolaji Abdullahi, said this in an interview with the News Agency of Nigeria (NAN) yesterday in Abuja.

    Abdullahi, who said the ADC remained focused on establishing firm national presence, insisted that its emergence had halted Nigeria’s drift towards a one-party system within just a few months.

    He said the party’s impact was already evident nationwide, arguing that Nigerians no longer lacked an opposition voice capable of challenging misdirection by successive governments.

    According to him, many Nigerians want an alternative party to continue and that ADC must demonstrate readiness to govern through clear plans and credible proposals.

    Abdullahi said ADC has been expanding rapidly, with the establishment of offices in 28 states within five months.

    The spokesman acknowledged that significant work are still ahead, especially in completing nationwide membership registration.

    Abdullahi dismissed zoning debates as premature, describing them as strategic issues best addressed later, not while the party was still building essential structures and internal systems.

    “Our duty or responsibility as a political party right now is not the issue of zoning.

    “This is the time to convince Nigerians that we represent that viable alternative by showing that we are not only out to grab power but convincing them that ADC represents the alternative,” he said.

    Senate uncovers gaps in N15b Safe Schools spending

    The Senate yesterday intensified its investigation into the utilisation of the N15 billion Safe Schools Fund.

    This was after revealing major discrepancies in expenditure records and raising alarm over the police’s controversial N6.225 billion share, the largest allocation from the 2023 release.

    At a tense session of the Senate Ad-hoc Committee on the Safe Schools Initiative (SSI), held behind closed doors and chaired by Senator Orji Uzor Kalu, lawmakers alleged that early findings pointed to possible mismanagement, inflated consultancy costs and questionable deployment of funds meant to protect schools from terrorists and mass kidnappers.

    National Coordinator of the Safe Schools Financing Programme, Hajiya Halima Iliya, according to a source, told the committee that the Police received the lion’s share of the fund, an admission said to have triggered instant reaction from senators who questioned why agencies with full annual security budgets needed separate Safe Schools allocations.

    Government agencies said to have allegedly got a cut from the fund, and the amount they received was listed as follows: Police, N6.225b; NSCDC, N3.362b; Defence Headquarters, N2.250b and Federal Ministry of Education, N519m. What DSS received was disclosed.

    A Senator from the Northwest who is a member of the committee was said to have remarked that the pattern suggested waste and duplication.

    “We already fund the Army, Police and others. Why give them another budget? Safe Schools funds must go to communities where the threat exists, not agencies already oversubscribed,” the lawmaker was quoted as saying.

    The session was said to have become stormy when a Senator from the South West confronted Iliya over documents showing that almost half of N4.44 billion in previous expenditures went into consultancy and operational costs, nearly matching what was spent on actual school safety interventions.

    “You spent almost half on consultancy. Don’t you think this is why you’re not getting another budget?” he asked.

    Iliya was said to have insisted that the documents cited were from the 2014 intervention and not connected to the 2023 disbursement, an explanation that drew a sharp rebuke from lawmakers.

    “You’re not doing us a favour. Please withdraw that statement,” A Senator was said to have fired back after Iliya allegedly claimed she provided the documents “out of respect.”

    A Senator from the Southwest was quoted as saying that the financial records submitted lacked credibility.

    “Funds have been misappropriated. Anyone can draft these figures. The calculations raise serious concerns, especially the amounts tied to consultancy,” the Senator was quoted as saying.

    Iliya was said to have traced the Safe Schools Initiative to the aftermath of the Chibok schoolgirls’ abduction in 2014, listing contributions from the Federal Government, Nigerian business leaders, Germany, Norway, ADB, UNICEF, USAID and the Qatar Foundation.

    She was said to have also admitted that the initiative received no budgetary provision in 2024 and 2025, saying her request reached the Presidency “too late.”

    Concluding the heated inquiry, Senator Kalu was said to have ordered a complete reconciliation of all Safe Schools accounts, warning that the Senate would not proceed without verified financial records.

    He was said to have directed the National Coordinator to submit: detailed inflow and outflow statements, a full list of contractors and beneficiaries, properly reconciled expenditure records, and all documents from the CBN Trust Fund.

    “We will not move forward without clear, verifiable financial details,” Kalu was said to have told the coordinator of the safe schools initiative.

    Scientists uncover how immune cells sense bacteria

    Scientists in Australia have identified how human immune cells detect bacteria, a discovery that could lead to effective vaccines and therapies for many diseases.

    Researchers at Australia’s Peter Doherty Institute for Infection and Immunity found that macrophages, immune cells known for engulfing pathogens act as “couriers” that alert the immune system to bacterial presence.

    A media release from the Doherty Institute on Wednesday said “this activates the immune system and helps our body stay in balance with the good bacteria that live within us (forming the microbiota) while protecting us from dangerous bacteria.’’

    According to Deng Jieru from the University of Melbourne, who conducted postdoctoral research at the Doherty Institute said the study shows macrophages carry the highest amount of a molecule called MR1.

    The MRI which captures chemical signals from bacteria and presents them to specialised immune cells known as MAIT cells.

    Deng, who led the study published in Science said “ by using glowing ‘chemical messages’ we showed that macrophages were the most efficient cells at picking messages and to use this to engage MAIT cells to fight infections.’’

    She said this discovery is important because MAIT cells can rapidly switch on powerful immune responses, adding that by understanding how macrophages control this process; this discovery paves the way for better vaccines and treatments. (Xinhua/NAN)

    Former lawmaker lauds Alake’s efforts to boost mining revenue

    Mr Oghene Egoh, former lawmaker representing Amuwo-Odofin Federal Constituency, has commended the Minister of Solid Minerals Development, Dr Dele Alake, for unprecedented reforms and revenue growth in the mining sector.

    Egoh gave the commendation during an interview with the News Agency of Nigeria (NAN) in Lagos, on Tuesday.

    He said the minister had transformed the sector through tighter regulations, improved licensing procedures and a decisive crackdown on illegal mining.

    According to him, sectoral revenue, which stood at about N6 billion in 2022, rose to N26 billion by October 2025, following the introduction of strict regulatory measures.

    Egoh added that the ministry recorded N38 billion in revenue in 2024.

    He said the issuance of 867 mining licences, which generated N6.95 billion for the government, and the processing of 955 additional title applications reflected the level of stability restored to the sector.

    “These include 512 exploration licences, 295 small-scale mining leases and 60 quarry leases,” he said.

    Egoh said the minister also attracted major investments, noting that over $800 million was recorded in processing-related projects in 2023, while Chinese companies invested $1.3 billion in lithium-processing facilities.

    He praised Alake for insisting on local value addition, enhanced enforcement and the establishment of Mining Marshals to curb illegal activities.

    Egoh said the policies had created jobs, encouraged technology transfer and boosted sustainable development.

    The former lawmaker also commended the Federal Government for reducing dependence on oil by expanding its focus to non-oil revenues.

    He called on the government to increase support for local processing facilities, pointing to the Nasarawa State mining and processing plant as a model that could create thousands of jobs for Nigerians.

    Egoh, however, called for stronger political engagement with Zamfara State Government to ensure accountability in their mining operations.

    He said states such as Nasarawa and Osun (Ilesha) had embraced value addition through processing, urging Zamfara to adopt similar practices to improve transparency and boost government earnings.

    Egoh noted that Alake’s collaboration with the Ministry of Interior and the Nigeria Security and Civil Defence Corps had helped secure mining sites and reduce theft of mineral resources.

    He urged the federal government to take control of solid minerals, as it does with crude oil, and ensure states receive the statutory 30 per cent derivation from mining revenues to encourage local participation.

    Egoh also recommended the adoption of the Petroleum Industry Act (PIA) model in the mining sector to ensure host communities benefit directly from mineral extraction.

    He emphasised that Nigeria must continue diversifying its economy, noting that the mining sector has the potential to rival oil, if properly harnessed.

    Nigeria, African Union (AU) and the Economic Community of West African States yesterday condemned an attempted military takeover in Benin Republic.

    They gave the condemnation as confusion and gunfire were reported in parts of Cotonou following an announcement by some soldiers, claiming to have removed President Patrice Talon from office.

    But, amidst the confusion, Beninoise  government said its armed forces had foiled the coup attempt after a group of soldiers in the West African nation claimed on national television to have seized power.

    The attempted coup was the latest threat to democratic rule in the region, where the military has in recent years seized power in Benin’s neighbours Niger, Burkina Faso, Mali, Guinea and Guinea-Bissau.

    The country of about 14 million population’s capital city is Porto-Novo, but Cotonou is the largest city and de facto administrative and economic capital. Between the late 1800s and 1960, Benin was a French colony.

    The mutineers, dressed in military uniforms, launched an early morning operation to seize power, beginning with an assault on the presidential residence in Cotonou. The attack was repelled.

    Failing to capture the president, they seized the state-run Office de Radiodiffusion et Télévision du Bénin (ORTB), taking control of the national broadcast signal.

    The crisis escalated rapidly, but loyalist forces, including the National Guard, responded swiftly, surrounding the television station and isolating the coupists.

    By afternoon, security forces had secured key government installations and regained full control of the capital.

    President Patrice Talon was reportedly safe at an undisclosed location.

    Talon: situation under control

    Talon  yesterday appeared on state television  following the attempted coup, saying that the situation was ‘totally under control’.

    He thanked security forces who he said acted to end a putsch by what he described as “a small group of soldiers”.

    “The rapid mobilisation of forces loyal to the government “allowed us to thwart these adventurers,” Talon said in his remarks aired on state television.

    “This treachery will not go unpunished.”

    Talon was also on the streets, congratulating the military.

    Nigeria, AU, ECOWAS reaffirm support for Talon’s govt

    In a statement, the Federal Government described the act as a direct assault on democracy, constitutional order and the collective will of the Republic of Benin people.

    Nigeria reassured the government of its full support and continued cooperation.

    A statement, signed by Ministry of Foreign Affairs’ spokesperson Kimiebi Imomotimi Ebienfa, reads: “The Government of the Federal Republic of Nigeria has received with grave concern and unequivocally condemns in the strongest possible terms the attempted forcible seizure of power in our friendly neighbour and brotherly nation, the Republic of Benin, in the early hours of yesterday.

    “This act of destabilisation represents a direct assault on democracy, constitutional order, and the collective will of the Beninoise people, who have consistently demonstrated their commitment to peaceful political transitions. Nigeria stands in firm solidarity with the Government and people of the Republic of Benin, and applauds the swift action taken by Beninese authorities to protect its legitimate institutions and preserve the peace.

     “We commend the courage and professionalism of the Beninese security forces in defending the constitutional order and guaranteeing the safety of the President. Their dedication ensured that the unfortunate attempt to subvert democracy was decisively repelled.

     “Nigeria reiterates its strong commitment to the principles of democracy, good governance, and the rule of law as fundamental pillars for peace, development, and regional stability. Unconstitutional changes of government are an unacceptable and retrogressive step that threatens the hard-earned democratic gains and socio-economic progress of our sub-region.

    “As a steadfast partner within the Economic Community of West African States (ECOWAS) and the African Union, Nigeria calls on all member states and the international community to unite in condemning this act and in reaffirming our shared commitment to the African Union’s Charter on Democracy, Elections and Governance, and the ECOWAS Protocol on Democracy and Good Governance.

    “We urge all parties in the Republic of Benin to remain calm, uphold the rule of law, and continue to channel any political discourse through peaceful, constitutional, and democratic means.

    “The federal government of Nigeria reassures the Government of the Republic of Benin of its full support and continued cooperation as we work together, as brothers and partners, to deepen democracy and ensure lasting peace and prosperity for our peoples and the entire West African region.”

    A statement said AU Commission Chairperson Mahmoud Ali Youssouf “strongly and unequivocally condemns the military coup attempt” in Benin, stressing that any form of military interference in political processes is “a grave violation of the fundamental principles and values” of the AU.

    The statement also reaffirmed the bloc’s support for Talon, the legitimate authorities of Benin and its people.

    It reads: “The African Union stands ready, in coordination with regional and international partners, to accompany the Government and People of Benin toward the full restoration of constitutional normalcy and the strengthening of democratic institutions.”

    In a statement issued in Abuja, the West African regional bloc said: “ECOWAS Commission has received with consternation reports of an attempted military takeover in the Republic of Benin.

    “ECOWAS strongly condemns this unconstitutional move that represents a subversion of the will of the people of Benin.”

    It called on the military to respect Benin’s constitutional order and commended the security forces for their efforts to restore calm.

    “ECOWAS calls for the full respect of the Constitution of Benin and salutes the efforts of the government and the Republican Army in bringing the situation under control,” it said, warning that coup plotters would be held accountable.

    “ECOWAS holds the leaders of the plot both individually and collectively responsible for any loss to life and property occasioned by their action.”

    The bloc also signalled readiness to intervene if necessary, stating: ”ECOWAS will support the government and the people in all forms necessary, including the deployment of the regional standby force to defend the constitution and the territorial integrity of Benin.”

    The statement followed the announcement earlier in the day by a group of soldiers identifying themselves as the “Military Committee for Refoundation.”

    Coup plotters on national TV

    At least eight soldiers, several wearing helmets, appeared on a state television yesterday morning to announce that a military committee led by Col. Tigri Pascal had taken over and was dissolving national institutions, suspending the constitution and closing air, land, and maritime borders.

    “The army solemnly commits to give the Beninese people the hope of a truly new era, where fraternity, justice and work prevail,” a statement read by one of the soldiers.

    According to media reports, the assault was carried out by a group of soldiers led by Lieutenant Colonel Pascal Tigri.

    The situation escalated later in the morning when Col. Tigri appeared on the national television, reported to be under military control, declaring himself “chairman of the military re-establishment committee (CMR).”

    Cotonou remained tense yesterday, with eyewitness reports of troop deployments around key strategic locations. No official reaction has been issued by President Talon or his administration regarding the attacks.

    The development added to a growing pattern of political instability in West Africa.

    Ministers issue statements

    However, Interior Minister Alassane Seidou said in a statement a few hours later that the West African country’s armed forces had thwarted the attempted coup.

    The statement reads: “People of Benin, dear compatriots, in the early morning of yesterday, small group of soldiers launched a mutiny with the aim of destabilising the state and its institutions.

    “Faced with this situation, the Beninese armed forces and their hierarchy, faithful to their oath, remained committed to the republic.

    “Their response allowed them to maintain control of the situation and thwart the attempt.

    “Therefore, the government urges the population to go about their business as usual,” he said.

    Foreign Minister Olushegun Adjadi Bakari had earlier told Reuters that “a small group” of soldiers had attempted to overthrow the government but that forces loyal to President Patrice Talon were working to restore order. He said the coup plotters had only managed to take control of state TV.

    However, Oluwole Ojewale, an analyst at the Institute of Security Studies, said that through back-channel communications received via the African Union (AU) and Economic Community of West African States (ECOWAS), “we can reasonably conclude that the president is in good spirits now and is probably under some high-level security protection right now”.

    Ojewale added: “Since the cloud is still foggy, it’s too early for the president to step out”.

    He also underscored that an attempt to stage a coup in Benin is going to be an “uphill task” because Nigeria, its larger neighbour and Africa’s largest economy, will not want to be encircled by “hostile” governments and military administrations.

    Gunfire in neighbourhoods

    Gunfire could be heard earlier yesterday in several neighbourhoods of Cotonou, the country’s largest city and economic hub, as residents were trying to make their way to church early in the morning.

    The French embassy said on Facebook that gunfire had been reported near Talon’s residence in Cotonou and urged citizens to stay at home.

    The coup attempt came as Benin was preparing for a presidential election in April next year to mark Talon’s two-term tenure since 2016.

    In their TV statement, the soldiers cited the deteriorating security situation in northern Benin “coupled with the disregard and neglect of our fallen brothers-in-arms.”

    Talon has been credited with reviving economic growth, but the country has also seen an increasing number of attacks by Jihadist militants that have wreaked havoc in Mali and Burkina Faso.

    In April, Benin’s government said that 54 soldiers were killed in an attack in the North by an affiliate of Al Qaeda.

    Last month, Benin adopted a new constitution that extended the presidential mandate from five to seven years, in what critics said was a power grab by the ruling coalition, who nominated Finance Minister Romuald Wadagni to be its candidate.

    The opposition Democrats party, founded by Talon’s predecessor Thomas Boni Yayi, saw its proposed candidate rejected because of what a court ruled was insufficient backing from lawmakers.

    The group of soldiers that claims to have overthrown Talon said all borders in the country have been closed, and political parties have been suspended.

    How foreign diplomatic missions responded to the news

    The United States (U.S.) Embassy said in a statement that it was monitoring “reports of gunfire in the city of Cotonou” and “unconfirmed reports” of a military coup.

    It urged people to avoid Cotonou and areas near the presidential compound, monitor local media, and steer clear of crowds and demonstrations.

    Russia’s Embassy recommended its citizens in the country to “remain at home and observe basic precautions” until the situation in Cotonou becomes clearer.

    The French Embassy said gunfire was reported at Camp Guezo, near the presidential residence.

    It urged French citizens to remain at home until further notice as a security measure, “while the situation is fully clarified”.

    Govt arrests a dozen soldiers

    Ojewale, a Dakar-based analyst at the West Africa office of the Institute of Security Studies, told Al Jazeera that government forces have arrested some soldiers over the coup attempt.

    AFP quoted military and security sources as saying that about a dozen soldiers have been arrested following the attempted coup this morning.

    One source told the news agency that 13 arrests had been made, with another saying that all the detainees were soldiers in active service except one who was ex-military.

    Nigeria’s Presidential spokesman Bayo Onanuga confirmed on his verified X page that the coup had failed.

    “Mutineers in military uniform who attempted to overthrow President Patrice Talon’s democratic government have failed. They seized the National TV after failing to enter the presidential residence,” he said.

    Presidency: Talon safe, army regaining control

    AFP cited the president’s office as saying that Talon is safe and the army is regaining control.

    The office said in a statement: “This is a small group of people who only control the television,” the presidency told the news agency. The regular army is regaining control. The city and the country are completely secure.”

    NAF confirms fighter jets deployment to Benin

    The Nigerian Air Force has confirmed that fighter jets were deployed to Benin Republic under the ECOWAS ) Standby Forces (ESF).

    NAF’s Director of Public Relations and Information (DOPRI), Air Commodore Ehimen Ejodamen, confirmed the operation to The Nation last night.

    He said: “The Nigerian Air Force has operated in the Republic of Benin in line with ECOWAS protocols and the ECOWAS Standby Force mandate. This operation underscores Nigeria’s commitment to regional security and is being conducted in coordination with ECOWAS and host-nation authorities, in full adherence to international norms and regional directives.”

    The warplanes deployed to the troubled neighbouring country were withdrawn the fighter aircraft it deployed after authorities assessed that the security situation there had stabilised following Sunday’s attempted military coup.

    Security sources said the aircraft, which took off from Lagos for surveillance, were recalled on Sunday afternoon after updated intelligence indicated that loyalist forces in Benin had regained control of the capital and there was “no immediate threat to Nigeria’s territorial security.”

    Apart from the fighter jets, it was gathered that maritime assets including warships were also deployed to make the county’s borders with Benin Republic impregnable.

    Nigeria military sources who confirmed deployment of the ESF, said surveillance would continue from within the country’s territory.

    A component of the African Union (AU) Standby Forces, the ESF is designed to provide rapid military and civilian response to security crises in West Africa.

    The ESF which was established in 1999 under the ECOWAS Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security, was deployed to The Gambia in 2017 when that country faced threats to its democracy.

    The ESF was designed as a regional tool to intervene in situations of war, internal conflict, humanitarian emergencies, or unconstitutional changes of government. The force draws personnel from member states’ armed forces, police, and civilian structures, with a mandate to deploy swiftly when political or diplomatic efforts fail.

    ECOWAS deploys regional standby force to Benin

    The Economic Community of West African States has ordered the deployment of the regional Intervention the failed coup attempt in the French speaking West African state.

    Some elements within the Benin Republic military had earlier Sunday morning announced that the military had taken over the government.

    The rebel soldiers, led by Lt Col. Pascal Tigri, justified their actions by criticising Talon’s management of the country, complaining first about his handling of the “continuing deterioration of the security situation in northern Benin”.

    But the military loyal to the democratic government quickly stepped in to quell the uprising.

    Reacting to the situation, ECOWAS Heads of States and Government announced the deployment of elements of the ECOWAS Standby Force to the Republic of Benin.

    The deployment according to a statement by the regional body is with immediate effect.

    The regional force is to support the Government and the Republican Army of Benin to preserve constitutional order and the territorial integrity of the country.

    The statement reads: “Further to its earlier statement on the Republic of Benin, the ECOWAS Commission hereby informs the general public that: Pursuant to the provisions of relevant ECOWAS instruments, in particular Article 25(e) of the 1999 Protocol Relating to the Mechanism for Conflict Prevention, Management, Resolution Peacekeeping and Security, and “after consultation among members of the Mediation and Security Council at the level of Heads of State and Government.

    “The Chair of ECOWAS Authority of Heads of state and Government has ordered the deployment of elements of the ECOWAS Standby Force to the Republic of Benin with immediate effect.

    “The Regional Force shall be made up of troops from the Federal Republic of Nigeria, Republic of Sierra Leone, Republic of Cote Divoire, and Republic of Ghana.

    “The Force shall support the Government and the Republican Army of Benin to preserve constitutional order and the territorial integrity of the Republic of Benin.”
