    CBN waives cash withdrawal limit fees on dollar transactions

    Central Bank of Nigeria (CBN) has directed commercial banks and other financial institutions not to implement its new cash withdrawal limit policy on dollar transactions or other deals relating to foreign currencies.

    Under the revised CBN cash-related policies, individuals are limited to a cumulative weekly cash withdrawal of N500,000 across all channels, including ATMs, POS terminals, and over-the-counter transactions. The policy permits corporate account holders to withdraw up to N5 million per week.

    CBN Director, Financial Policy & Regulation Department, Dr. Rita I. Sike, said the new plan would cut the rising cost of cash management, strengthen security around cash movement, and curb money laundering risks.

    In a “FAQs Revised Cash-Related Policies” report released at the weekend, the apex bank said there is no limit to foreign currency withdrawals but limit applies to naira withdrawals using a foreign card.

    It stated that the policy, which takes effect on January 1, 2026, applies to all deposit taking financial institutions in Nigeria.

    When asked if the limits apply to foreign currency withdrawals, the apex bank said: “No, the limits do not apply to foreign currency withdrawals. However, the limit applies to local currency (Naira) withdrawal using a foreign card.”

    Educating bank customers on how the excess withdrawal limits are calculated, the apex bank said: “Fees are calculated as a percentage of the excess over the prescribed limit. For instance, if an individual withdraws a total of N700,000 in a week, the person has exceeded the weekly limit of N500,000 by N200,000. With a processing fee of three per cent, the individual will be charged N6,000 only”.

    The CBN directed banks to implement the policies by setting limits in their systems, monitoring compliance, making relevant reports, and collecting fees for withdrawals above the set limits.

    It stated that the policies apply to all banks and other financial institutions that accept deposits from customers – commercial, merchant, non-interest, payment service, primary mortgage, and microfinance banks.

    It however stated that the apex bank may review the policies periodically to reflect changes in the economy.

    Other clarifications by the apex bank include that excess withdrawal fees are non-refundable, customers are not required to submit any documentation or justification when carrying out transactions that exceed the prescribed limits; however, the applicable excess withdrawal charges will apply and that cheque encashment is subject to the same daily and weekly withdrawal limits.

    The CBN disclosed that although cheques can be cashed over the counter,  but amounts above the limits  attract excess withdrawal fees.

    Adding that  third-party cheques are allowed, it said however stated that there is a limit of N100,000 for cash withdrawal at the counter. So, if anyone presents you with a cheque of an amount higher than N100,000, you will need to pay the cheque into your account, as you will not be able to cash it.

    It further clarified that corporate cheques are subject to the same rules as individual cheques issued to third parties but corporates can draw up to N5 million weekly in cash from their bank or other financial institutions.

    On banks’ reporting obligations, it said: “Routinely, banks and OFIs have reporting obligations to the CBN and other relevant agencies of government. Such reporting obligations include, but are not limited to, cash withdrawal transactions exceeding the prescribed limits, cash deposits, and processing fees charged.”

    The apex bank further directed banks and other financial institutions to maintain detailed logs for audit and other compliance purposes.

    It explained that while transactions involving certain government accounts (essentially revenue-generating accounts of federal, state, and local governments) are exempt from these limits, those from religious organisations are not exempt.

    While microfinance banks and primary mortgage banks are exempt solely for the purpose of sourcing their operational cash from correspondent banks. However, their customers are not exempt and are subject to the prescribed cash-withdrawal limits. More so, the policies did not make provision for customers to apply for an exemption.

    It added: “The CBN does not expect banks/OFIs to alter the prescribed cash withdrawal limits at their discretion. However, in the unlikely event that a bank/OFI does not have sufficient cash available, such a bank may temporarily reduce the prescribed limits and submit a report of such decisions to the Director Currency Operations and Branch Management Department, with a copy to its supervisory department in the CBN”.

    Chairperson, World Customs Organisation (WCO) Council and Comptroller General, Nigeria Customs Service (NCS), Adewale Adeniyi has said that his recent election signaled a broader recognition of the growing reform-driven credibility of African Customs administrations.

    He said Nigeria’s recent modernisation efforts have served as strong example of the continent’s readiness to influence global Customs policies.

    Speaking exclusively on WCO Global interview session, Adeniyi said the confidence expressed in him by member nations reflects not only personal honour, but also the significant progress made by Nigeria in aligning its systems, procedures, and priorities with international best practices.

    He said: “It’s a kind of endorsement by the global customs community that we are on track. We have been undertaking reforms and modernisation programmes in the last two years, and this validates the direction we are taking”.

    Adeniyi, who spoke during WCO flagship interactive forum tagged “The Customs Exchange: Conversations with Global Customs Leaders, said Africa’s customs landscape is rapidly changing, with several administrations leveraging WCO guidance to strengthen trade facilitation, improve revenue outcomes, and enhance border security.

    He said Nigeria’s experience demonstrated how structured reforms, supported by international frameworks, can reposition a national customs service.

    He pointed to the Authorised Economic Operator (AEO) programme as one of the most transformative initiatives Nigeria has implemented with support from the WCO.

    According to him, the scheme has reduced clearance times at ports, improved revenue performance and fostered trusted partnerships with compliant traders—outcomes that reflect the effectiveness of global standards when domesticated with commitment.

    He described the SAFE Framework of Standards, the Time Release Study (TRS), and recent work on advance rulings as additional markers of how global customs programmes can change narratives, especially in developing economies.

    Adeniyi also underscored the importance of the WCO as a stabilising force for customs administrations around the world, saying its ability to unify diverse countries around shared priorities—economic prosperity, national security, and environmental sustainability—makes it a unique institution.

    He affirmed that his appointment as WCO is a honour for him and a recognition for the Nigeria Customs Service. He disclosed that the Nigerian Customs administration has been undertaking some reforms and mordernisation programmes in the last two years.

     “So it will also mean that this appointment is a kind of validation of the reforms that we are doing. It a kind of endorsement by the global Customs community.  that we are on track and we are aligning our priorities with that of World Customs Organisation”, he said.

    On the appointment, he said, “I feel so excited. Of course, I know that it’s a very big responsibility on my part and on the part of Nigeria for us to shoulder this and provide quality leadership for the world Customs community

    As the first Nigerian to hold the position in nearly two decades, Adeniyi said he is aware of the responsibility his chairmanship places on his country and the African region. He pledged to use the platform to elevate the continent’s contributions while fostering an inclusive governance approach within the global customs system.

    He encouraged member administrations to continue embracing diversity, describing it as the core strength that will enable the WCO to advance global trade and security objectives. “Our uniqueness is our strength,” he said. “We must let this diversity continue to create opportunity and progress for us.” Adeniyi said.

    21 kidnapped victims rescued from Enugu, Kaduna forests

    Troops of Sector 1, Joint Task Force Southeast, Operation UDO KA (OPUK) have rescued 14 kidnap victims from Orokam forest in Enugu State after fierce gunbattle with the criminals.

    Orakam forest is located between Udenu Local Government Area of Enugu and Ogbadigbo in Benue State.

    The rescue of the victims, according to the spokesperson for the Nigerian Army, Col. Appolonia Anele, followed actionable intelligence from vigilant community sources.

    “Acting swiftly, troops working in concert with local vigilantes mounted an assault on a suspected kidnap hideout concealed deep in the forest. On contact, the criminals unleashed gunfire, prompting a fierce engagement.

    “The joint force’s superior firepower, tactical manoeuvre and relentless advance forced the kidnappers to break contact and flee, abandoning the abductees,” she said.

    Anele said the victims were kidnapped over the weekend while returning from a burial, adding that they were being held in dispersed clusters across the forest. “Intelligence further indicated that the victims were abducted from two separate communities: Ezimo Agu in Udenu Local Government Area of Enugu State and Orokam in Ogbadigbo Local Government Area of Benue State.

    “All rescued persons have been formally handed over to the Divisional Police Officer, Udenu Division, for proper profiling and subsequent reunification with their families.

    “Nigerian Army troops continue to maintain aggressive battlespace dominance across the theatre of operations general area, reaffirming the Nigerian Army’s resolve to neutralise all threats and uphold peace and security throughout the Southeast,” she added.

    Also, the Federal Capital Territory (FCT) Police Command has crushed a notorious kidnapping operation following the dislodgement of a criminal camp and the rescue of seven abducted victims in a high-risk, cross-border security raid.

    The dramatic operation was triggered by a distress call received by the Police on December 5, this year, reporting that armed kidnappers had invaded a community in Ushafa, Abuja, and whisked away several residents under the cover of darkness.

    Following the development, a joint security task force made up of operatives from the FCT Anti-Kidnapping Unit, the Nigerian Army and Department of State Services (DSS) swung into action the following day, launching a coordinated manhunt for the abductors.

    Guided by credible intelligence, the security team traced the suspects’ movements through the outskirts of Mpape community and onward into settlements linking Kagarko Local Government Area of Kaduna State.

    In a statement yesterday, the FCT Police Public Relations Officer, Superintendent of Police Josephine Adeh said: “Demonstrating remarkable gallantry, the joint security team continued the pursuit for over seven hours across difficult mountainous terrain. Their efforts led them to the suspects’ camp in Kweri Forest, Kaduna State, where another exchange of gunfire ensued. The sustained pressure forced the kidnappers to flee, prompting the operatives to rescue an additional six victims. All rescued victims were taken to the hospital, where they are receiving medical attention and are in stable condition.”

    Adeh said the Commissioner of Police, FCT Command, Miller Dantawaye, commended the bravery and professionalism of the operatives.

    The Chief of Air Staff (CAS) has visited the two Nigerian Air Force pilots who survived yesterday’s crash.

    The Alpha Jet pilots safely ejected following an in-flight emergency during a post-inspection functional check flight at Nigerian Air Force Base in Kainji, Niger State.

    The aircraft was said to have developed an emergency shortly after take-off, prompting the pilots to act swiftly, and with remarkable composure expertly manoeuvred the jet away from populated areas before ejecting, a decision that prevented civilian casualties.

    The NAF spokesperson, Air Commodore Ehimen Ejodame, said in a statement that the NAF boss had visited the pilots at the hospital, as well as the site of the incident.

    The CAS praised the pilots for their courage, discipline and sound judgment, which he said, prevented loss of life.

    According to Ejodame, the NAF boss acknowledged the prompt, coordinated and highly professional response of NAF personnel, including search and rescue teams, Fire and Crash Response units, and medical practitioners, whom he said swiftly secured the area and ensured the safety and well-being of the aircrew.

    “Their dedication, teamwork and sacrifice reflect the commitment to service that the NAF is known for,” he said.

    Air Marshal Aneke have also directed the constitution of a Board of Inquiry to investigate the incident.

    According to NAF’s spokesperson, the incident underscores the inherent risks associated with aviation operations, particularly in military environments where airpower projection demands increased flying activities, complex missions and sustained readiness.

    “It serves as a reminder of the courage and devotion to duty exhibited daily by NAF personnel who willingly operate in high-risk conditions to secure the nation.’’

     “These men and women, through their relentless sacrifice and professionalism, deserve the utmost honour and respect,” he said.

    Plans have been concluded for the rebuilding of the remaining police stations destroyed during the October 2020 #ENDSARS violence across Lagos, the State Security Trust Fund (LSSTF) said at the weekend.

    Executive Secretary of the Fund, Dr. Ayodeji Ogunsan, stated this during an interaction with reporters at the LSSTF’s office in Alausa.

    He said the Fund has got a partner in the rebuilding, adding the police stations yet to be rebuilt after the destruction have been inspected and work would soon kick off on them.

    Dr Ogunsan, who assumed duty as the fund’s executive secretary in October, pledging to strengthen accountability, expand the network of supporters, and ensure the impact of every contribution is felt on the streets where safety matters most.

    Yola Law student commits suicide over refusal to take final exam

    A student of the Yola Campus of Nigeria Law School, Ayomiposi Ojajuni, has allegedly committed suicide because he was disallowed from taking his final bar examination.

    It became public knowledge yesterday that Ayomiposi died earlier in the day after he took a poisonous substance the day before, on becoming sure that he would not be taking the examination scheduled to begin that morning.

    People close to him allege that he became distressed that Saturday morning on finding that he was indeed not going to be allowed into the examination hall, and consequently took the deadly substance, following which he was rushed to nearby Modibbo Adama University Teaching Hospital, Yola.

    Sources explained that the authorities came to the decision to stop him from taking his examination after multiple queries issued to him by the school authorities went unanswered.

    The state Police Public Relations Officer, Superintendent of Police Sulaiman Nguroje could not be reached for comment yesterday, but another police source confirmed Ojajuni’s suicide.

    Kwara State Government and the opposition Peoples Democratic Party (PDP) are trading words over $800 million contract allegedly awarded by the state government.

    PDP had accused Governor AbdulRahman AbdulRazaq of awarding the multi-million Dollar contract secretly to his elder brother, Dr Alimi AbdulRazaq.

    PDP quoted an APC chieftain and a former member of the House of Assembly, Iliasu Ibrahim “who on a live radio programme alleged that Governor AbdulRazaq had secretly awarded a contract worth $800 million to one of his blood brothers.”

    But the state government described the allegation as false and reckless.

    Communications Commissioner Bolanle Olukoju said: “The state government did not at any time award a contract to the elder brother of the governor Dr. Alimi AbdulRazaq.”

    She added that a comment attributed to Iliasu Ibrahim that the governor awarded a contract worth $800m (N1.2trillion) was false, reckless, ill-conceived and intended to cause mischief and public dissatisfaction.

    “At no time did the government of the state even award a contract worth $800m. We are, therefore, alarmed by the depth of recklessness and evil intent that made Ibrahim to claim in a radio programme that His Excellency awarded a contract or empowerment worth $800million to his elder brother. This is false, baseless and malicious,” the statement said.

    “Throughout the radio programme, Alhaji Iliasu and his co-travellers did not mention the specific Federal Government’s project or programme that he claimed was awarded to Dr. Alimi AbdulRazaq.

    The governor’s elder brother, Dr. Alimi, is an accomplished and respected senior lawyer and a Bencher. He is not a contractor.

    “Besides, at no time did Kwara get a Federal Government project or empowerment worth $800m (N1.2trillion) — let alone award it to anyone in the state.”

    But particularly concerning is how a radio station allowed its platform to peddle such disinformation without anyone on its management team cautioning the guest and the anchor.

    “While Alhaji Iliasu has a history of queer public conducts long managed by everyone, repeatedly offering such persons a platform to cause mischief and incite public disaffection on a grander scale carries immeasurable risk for any reputable media platform and public peace.

    “We concede the right of every citizen to freedom of expression. However, such freedom comes with corresponding responsibility and a duty of care to other citizens and the public. 

    “As democrats, we request the National Broadcasting Commission (NBC) to do justice in this matter as soon as possible — even as other private citizens maligned in the reckless radio programme are within their right to do a review of same.”

    A statement by the PDP Publicity Secretary, Olusegun Adewara, said: “The $800million contract scandal claim is not at this time coming from the opposition, but from a core member of the governor’s political family and will not be appropriate if ignored.

    “In fact, it raises serious ethical, legal and moral questions about how Kwara resources are being managed under the current administration.”

    Osun 2026: APC NWC to deliberate on appeal verdict on Omisore, Alabi, others

    The National Working Committee (NWC) of the All Progressives Congress (APC) will today receive, deliberate and ratify the report of the Osun State Screening Appeal Committee on the seven governorship aspirants disqualified to contest at the party’s Saturday shadow election.

    The five-man panel led by Senator Tolu Odebiyi that conducted a two-day review of the appeals of the disqualified aspirants is expected to submit its report ahead of the meeting of the party’s highest administrative organ at the national secretariat of the party in Abuja.

    The seven disqualified governorship aspirants that filed their appeal against the verdict of the Screening Committee include the former national secretary of the party, Senator Iyiola Omisore and ex-deputy governor, Benedict Alabi.

    Other disqualified aspirants are Dotun Babayemi, Akin Ogunbiyi, Senator Babajide Omoworare, Kunle Adegoke (SAN) and Babatunde Oralusi.

    The Obinna Uzor-led Screening Committee last Friday cleared Mulikat Jimoh and Asiwaju Munirudeen Oyebamiji for the party’s Saturday primary election, having found them to have fulfilled regulatory requirements as stipulated by the party guidelines, the Constitution and the Electoral Act.

    The committee, however, referred the disqualified aspirants to the National Working Committee (NWC) for final clearance before they can proceed for the shadow election.

    A member of the appeal panel who spoke with our correspondent in confidence yesterday in Abuja disclosed that the committee was putting together its reports on the appeals by  the affected aspirants.

    “We had fruitful sessions with all the affected aspirants. The exercise was conducted peacefully with all of them presenting the necessary evidence and documents for their defence. The two-day exercise was a family affair that was conducted peacefully.”

    Asked when the committee would submit its reports on the appeal, our source said: “Our reports will be submitted to the NWC through the office of the National Organising Secretary, ahead of the NWC meeting for their deliberations.”

    The delegate congress and delegate congress appeal are slated to hold tomorrow and Wednesday.

    The primary election is billed for Saturday.

    Special Adviser to the Minister of Marine and Blue Economy, Bolaji Akinola, has dismissed as “baseless and misleading”, allegations by a governorship aspirant, Senator Iyiola Omisore, that the minister, Dr. Adegboyega Oyetola, interfered in the party’s screening process for Osun State governorship primary.

    In a statement issued yesterday, Akinola said Omisore’s claims were “totally false”.

    He said the minister had no role — direct or indirect — in the Screening Committee’s decisions regarding the December 13 primary election.

    “Dr. Oyetola did not, and could not have meddled in the screening exercise or in the affairs of the Screening Committee and the Screening Appeal Panel,” Akinola said.

    “These bodies are independent party organs empowered by the All Progressives Congress (APC) Constitution to carry out their duties without interference. Any suggestion of undue influence is wrong, unfair and completely unfounded.”

    Akinola stressed that Oyetola had always upheld fairness, transparency and strict adherence to party rules — principles he said the minister would never compromise.

    “As former Governor of Osun State and respected leader of APC in the state, Dr. Oyetola remains committed to internal democracy,” the spokesman said.

    “He will never interfere in a process where he has no statutory role.”

    He urged aspirants to channel any complaint through the party’s established mechanisms.

    Akinola reaffirmed the minister’s commitment to the growth and stability of the party, calling on stakeholders to act in the interest of the APC and the people of Osun State.

    Ondo State Coordinator of All Progressives Congress (APC) Elders Movement for Tinubu, Otunba Agboola Kelly, has cautioned party members against statements capable of creating tension in the APC ahead of the 2027 presidential election.

    Speaking to reporters in Akure, Kelly warned Prof. Simidele Odimayo, Special Adviser on Health Matters to Governor Lucky Aiyedatiwa, against actions he described as fostering disaffection among party members.

    He labelled Prof. Odimayo as an “overzealous aide” pursuing personal political interests under the guise of protecting the governor.

    But in a swift reaction, Odimayo accused Kelly of misrepresenting the “fact,” explaining that it would be illogical that Aiyedatiwa should be President Tinubu’s campaign leader in the state when the governor automatically, in accordance with the party’s constitution, doubled as the leader in the state.

    He said the 2027 presidential election was a national assignment, noting that every loyal member, group, or association had a right to mobilise support for President Bola Ahmed Tinubu without seeking permission from anyone.

    “What Simidele Odimayo and his co-travellers are doing is clear – they want to curry favour in Abuja by creating a crisis that does not exist,” Kelly said.

    He said personal ambitions should not “overheat the polity or sow seeds of disaffection among our people,” adding that the state was bigger than any individual.

    Citing past campaigns, Kelly noted that dozens of independent support groups – including Lucky Aiyedatiwa Campaign Organisation (LACO), Friends of Lucky, Aiyedatiwa Vanguard, The Lucky Guys, Youths for Lucky, and Women for Aiyedatiwa – worked toward the governor’s victory in 2024 without posing a threat to him.

    He said similar dynamics would unfold in 2027, with groups complementing, rather than rivalling, the official campaign structure coordinated by the governor.

    “The peace and unity currently enjoyed in Ondo APC were hard-won. We will not watch selfish individuals import crisis where none exists, all in a bid to position themselves for 2027 patronage,” he added.

    Kelly noted that highly effective independent support groups reportedly sponsored by the Minister of Interior, Dr. Olubunmi Tunji-Ojo (BTO), were promoting the President across the state.

    He said Prof. Odimayo’s call for “sole leadership” for the governor was a reaction to Tunji-Ojo’s growing influence.

    Reacting, Prof. Odimayo denied misrepresenting facts.

    He clarified that the governor automatically leads the APC in Ondo State, making any special designation unnecessary.

    “The governor’s popularity and performance naturally make him the rallying point for Tinubu’s 2027 bid. Independent support groups exist because of his performance and do not pose a threat,” Odimayo said.

    He highlighted the governor’s unprecedented success in winning all 18 local governments in the 2024 election as evidence of his widespread acceptance.

    According to Odimayo, emphasising the governor’s performance is aimed at ensuring Ondo State continues to deliver strong support for Tinubu in 2027.

    “The essence is to remind people of what the governor has been doing to ensure the state makes great progress. Every other campaigner is doing so because of the governor’s performance,” he said.
